The Turtle Bay Crossing development, at the north end of Lake Country, has been sold and a new Kelowna-based developer is expected to begin construction on the commercial development in the spring.

Axsiom Developments Inc. purchased the property at the corner of

Oceola and Highway 97, taking over the 41,000 square foot proposed development from another Kelowna developer.

Drivers must #StopOnRed School bus drivers around the Central Okanagan routinely report drivers passing their school bus while the bus is stopped with red lights flashing, attempting to safely drop or pick-up school children.

In fact, school bus drivers report at least one incident per day on average during the school

season when a vehicle will put kids in danger by passing while the bus ‘stop’ lights are flashing.

And those are just the incidents where the driver can actually write down the license plate and the make and model of the vehicle and report it to the police.

“If we have 185 incidents in a year that’s 185 incidents too many,” said Dave Misener, Cen-

tral Okanagan School District tranpsortation manager. “We have many more (incidents) but these are just the ones that the driver is able to make out the license plate number and the make and model. A school bus driver’s first priority is the safety of the students so they can’t always report vehicles.”

Tom Carney was a colourful character

Tom Carney was a colourful character. He was born on the Simpson Ranch in Rutland and in 1900 his family moved to the Carney Ranch on Highway 97 just north of where the University of British Columbia Okanagan sits now. The capital letters ‘TC’ are still found on a road-side building in the area.

My father (Harold Thomson) knew Mrs. Carney and heard numerous stories about Tom from her, including the stories about signs that her husband posted around his property to warn off trespassers. These read “People found here at night will be found here in the morning” or “Survivors will be prosecuted.”

Carney wrote a reminiscence about his Oka-

nagan experiences which includes some stories about Lake Country and some insights into conflicts between neighbours in the pre-World War I era. He recalls that George Monford was manager for Price Ellison of the old Simpson and Postill ranches and when Ellison rented the Wood ranch in 1903, Monford took on management of that ranch as well. This was a huge ranch, running from Leathead Road nearly to Wood Lake.

After Monford bought his own place, Ellison had difficulty finding competent managers.

In his colourful and unconventional way Carney wrote about cattle drives to Vernon: “When Ellison moved their stock up the valley they always had a gang who didn’t know B from A bulls foot and

Letters found in the Rainbow Ranche Collection at the Lake

Country Museum and Archives provide further information about these conflicts. The letters are written to Frank Hewer, part owner of the Rainbow Ranche, from a Vernon lawyer.

It is apparent from one letter that Hewer was suing Ellison for trespass and damages caused by cattle.

A second letter concerns the same Hewer suing Mr. Petrie, M.P. Williams’ manager, for damages caused by trespass. In both cases the lawyer reported no success on the trespass issue due to the Rainbow Ranche not having built a legal fence to keep trailed cattle from wandering onto the Rainbow property. These offences apparently occurred when the cattle of Price Ellison and M.P. Williams were being driven for sale along the road passing through the Rainbow Ranche and over the Commonage to the railhead in Vernon.

Davidson Rd. spill-over KEVIN PARNELL With parents registering their children for the 2016-17 school session beginning this week, the issue of where to put overflow students at Davidson Road Elementary remains up in the air.

It’s expected there will be more students enrolled at Davidson Road than the current cap of 485 come September and discussion about where those additional students should attend school was front and centre at last week’s Central Okanagan School Board meeting.

Trustee Julia Fraser put forward a motion that would have directed overflow students from the Davidson Road catchment area to Oyama Traditional School. But after discussion amongst the board members, the issue was tabled and sent to the planning and facilities

In 2011 the district changed the designation on the property to pave the way for development and Compass Developments, out of Kelowna, had been pushing forward with the development for the past several years.

Lake Country and to accelerate the construction and development schedule of Turtle Bay Crossing,” said Axsiom CEO Graham Illingworth.

Axsiom wouldn’t confirm any potential tenants for the develop-

ment, which includes up to 20 units, ranging from stand-alone to end cap with patio as well as other retail units. The company says 45 per cent of the development is pre-leased to anchor tenants and it is in negotiations with several other national tenants. Without naming any potential tenants, Toni Illingworth noted there will likely be restaurants and a smaller more niche-like grocery store among the retail operators.

“I think there is huge potential there,” she said.

“This is one of the fastest growing cities in B.C. in the last few years and we think it’s a fantastic community to be a part of.”

Where to direct Davidson Rd. School overflow

DAVIDSON FROM A2 capped at 485 and Peter Greer also expected to be over-capacity this year, that leaves Oyama Traditional as the only one of the three elementary schools operating below 3its capacity number.

That led Fraser to put forward the motion to have the overflow students from Davidson Road directed to Oyama.

“I think this is a situation where the numbers are being ignored,” said Fraser in an interview with the Lake Country Calendar. “We have one school that is over-capacity, one that is just right (Peter Greer) and one that is under (Oyama).

mon sense would prevail when you are trying to equal the student population between the three schools.”

Over-population at Davidson Road has been an ongoing issue for years. The first move the school district made to try and alleviate the pressure was to take Grade 7 students from each of the elementary schools and place them in a modular school next to George Elliot Secondary. But Davidson Road remained over-capacity, forcing the school board to undertake a year-long process that changed the catchment areas in Lake Country.

Trustees agree that Lake Country will even-

tually need a new middle school and that would be built on land the district currently owns and is leasing back to the Aspen Golf Course.

But it hinges on the provincial government deciding to build a new school and Fraser says having one school with room to fill may keep the government from taking action to build a new school in Lake Country.

“Until all three schools are filled, it’s highly unlikely the government is going to approve construction of a new school,” she said. “To me there appears to be a stigma against one particular school (in Lake Country) and as a trustee I don’t condone it and

I don’t understand it. The programming and the quality of education is as good in Oyama as in any other school.”

Parent Jenn Hopkinson has two children in Davidson Road and says despite the fact the school is capped, there is plenty of room for students. She disagrees that there is a stigma against attending Oyama and instead says the distance to travel to Oyama Traditional is much greater than Peter Greer for people living in the Davidson Road catchment.

“I just think it’s too far,” said Hopkinson, who said parents of preschool aged children in Lake Country need to

pay more attention to the issue as it will effect them as their children enter the school system. “We spent four months working on the new catchments and it was decided that geographically, the closest neighbourhoods made the most sense to go to Oyama. I don’t feel anyone can say with any certainty that this issue has been dealt with and its very frustrating.”

Annual financial report an award winner The District of Lake Country and its chief financial officer have been awarded the Canadian Award for Financial Reporting for its 2014 annual financial report.

The award is handed out by the Government Finance Officers Association (GFOA) which said part of the award was due to a constructive “spirit of full disclosure.”

The award was established to encourage municipal governments throughout Canada to publish high quality financial reports and to provide peer recognition and technical guidance for officials providing these reports.Its attainment represents a significant accomplishment by a government and its management.

The award was given to Rose Bronswyk Kassa, Lake Country’s chief financial reporting officer, as she was primarily responsible for preparing the award-winning report.

It was the first year that Lake Country had submitted for the award and Bronswyk Kassa says it was great to win in the first year. She credited the team she works with

for being able to earn the recognition.

“To achieve this award in the first year we submitted the report for review is a significant achievement,” she said.

“We are lucky to have a dedicated team of professional staff to produce the report and to meet the financial reporting standards required for an award. I want to thank all staff for their collective efforts.”

The annual financial report was judged by impartial Canadian Review Committee members to meet the high standards of the program, including demonstrating a constructive “spirit of full disclosure” designed to clearly communicate the municipality’s financial story and to motivate potential users and user groups to read the report.

Urban drug ghettos aren’t working C ommunities around B.C. are struggling to cope with the continued influx of what politicians call “homelessness,” a term that suggests the problem can be solved merely by providing more homes.

Taxpaying citizens see the daily reality behind the soothing euphemisms—mainly transients squatting in parks and “tent cities” blighted by drug abuse and crime, and “homeless” shelters that fill up as soon as they open. They worry that the continued costly supply of supports only invites more arrivals, particularly in the gentle climate of southwestern B.C. Their worries are well founded. In Abbotsford, a 40-bed “temporary weather shelter” made from industrial camp trailers opened in December with a $450,000 operating grant from B.C. Housing.

Tom Fletcher Bob Rich told city council in January that his bike officers don’t recognize most of the shelter occupants from their constant patrols of local tent camps, the largest of which has been on a cityowned roadside site since 2013.

In Maple Ridge, a “low barrier harm reduction” shelter was opened last fall in response to a growing tent camp and accompanying drug dealing, prostitution and petty crime.

One resident noted bitterly that a mayor’s task force had identified 42 unsheltered homeless

people, then found places for 77 from the camp, 40 from a closing “temporary” shelter and 40 in a new shelter. “How exactly does one house 157 out of 42?” she asked.

Victoria’s camping population has gathered in an Occupy-style squat on provincial land next to the courthouse, after years of uncontrolled camping in Beacon Hill and other city parks.

The city opened a shelter in a vacant Boys and Girls Club gym, complete with new indoor tents. By the time that was full, the courthouse camp was bigger than ever, with some occupants describing how they came to town for the opportunity. One said Vancouver Police gave her a bus ticket to Victoria.

The latest plan by a local agency that runs Victoria shelters is to convert an old, empty seniors’ care home into a 101-bed permanent housing facility. This would also be “low bar-

rier,” a euphemism for allowing drug and alcohol consumption in the rooms.

The city has come up with around $1 million for this project, in a residential area next to a school, but it still needs millions more to renovate and run it. This would presumably come from B.C. taxpayers via our social housing czar, deputy premier Rich Coleman.

Coleman pioneered this “housing first” experiment in 2007, buying up 13 century-old “single-room occupancy” hotels in Vancouver’s notorious Downtown Eastside. These crumbling bedbug habitats were bought and renovated for a staggering $143 million, plus a 15-year maintenance commitment and a cop assigned to each one in an effort to contain the chaos inside.

Coleman brags endlessly about the great job he has done, but how is that actually working? A

new study by Simon Fraser University researchers provides a more objective assessment.

Tracking 433 mentally ill homeless adults over 10 years, the study found the concentration of low-rent accommodation, food handouts, street outreach and medical supports resulted in “significant personal decline rather than recovery, as evidenced by their involvement in the criminal justice system, large increases in acute care and prolonged homelessness.”

The rate of people arriving in this service-intensive hellhole has tripled in the last 10 years, a finding similar to studies of concentrated services in New York, Sao Paulo and Osaka.

It’s a cautionary tale for other urban communities where this failed containment model is proposed.

Reducing barriers to improve quality of life for all Embrace the dark

O

ur provincial government is working towards making B.C. the most progressive province in the country for people with disabilities.

Our 10-year action plan, Accessibility 2024, was created after extensive public consultation with people with disabilities, their families, caregivers and community groups.

One of the significant themes that emerged was a need to modernize the Guide Dog and Service Dog Act. The dogs are not only much-needed by their masters— they are well-loved as an important member of the family.

The problem was that the legislation pertaining to those vital relation-

So the new legislation, which came into effect Jan. 18 addressed a number of issues brought to our attention by people who rely on service dogs and guide dogs to improve their quality of life.

Perhaps the most important aspect of the new Act is that it makes it clear that discrimina-

tion is unacceptable, giving certified guide or service dog handlers access rights that are equal to those enjoyed by all members of the public.

This is supported by a number of improvements to the Act including expanded tenancy rights, which now include strata properties.

What’s more, once a dog is no longer certified as a working animal for reasons such as age, injury or disease, it may now be certified as ‘retired’ and able to remain in the home with its handler.

Other improvements to the Act centre around public access rights for certified dogs in training, as well as a recognition of service dogs in addition to guide dogs.

In addition, the Act features the requirement of a high training standard, and the establishment of a more robust decision-making process for certification.

Handlers seeking certification for guide and service dogs that were not trained by an accredited school will now be able to have them tested by a neutral third party, the Justice Institute of British Columbia.

Finally, compliance and enforcement have been strengthened within the new legislation, bringing increased peace of mind to service dog and guide dog handlers.

In addition to these important legislative changes, our government is working on a number of other signifi-

cant initiatives as part of Accessibility 2024 in areas like income support, employment, accessible housing, accessible Internet and many more.

A big thank-you goes out to everyone who participated in the public consultations leading up to these changes.

Together with you and your families, members of the community and the local business sector, we are working to dissolve barriers and build stronger, more inclusive communities for people with disabilities.

You let your uncle borrow your country house and a few weeks after he’s done with it, you go check it out.

It’s a disaster.

“Uh, Mom, did you see what uncle did to my house?” you ask. “Is he going to clean it up?”

“He said he would...”

Fast forward 50 years and you still can’t use your house.

You call your uncle and say: “You know uncle, I think it’s time you clean up your mess.”

“Hey kiddo!” says uncle, “Yep, I’ve committed to cleaning up the mess and I’ll assess the situation just as soon as you tell me what your plans are for the property.”

If a pool of shadow fell on a sidewalk, people avoided it—it might hide a mugger or a rapist. A bush that caused the shadow would be cut back or pulled out.

And yet the darkness that settled around me that morning felt good.

It felt like my mother’s arms, many years ago.

It felt like a warm soft blanket, enveloping me, letting me sleep again.

It crossed my mind, in that fractional moment before my mind turned off completely, that perhaps this is what death is like. Not a desperate struggle to hang onto the fading light, but a welcoming calm that settles as gently as dew, that soothes away the tensions of the day as surely as a skilled masseuse gently loosens knotted muscles.

I know, I know, most stories about near-death experiences describe being drawn towards some kind of brilliant light.

And religion tends to equate light with salvation, darkness with sin.

But those are select-

ive stories. We hear only from those who did not die. We don’t hear, we never hear, from those who didn’t come back.

Nature tells us something different. Animals who know they are dying don’t head for the centre of the pack. They slip off quietly into the night.

They find a cave. They curl up under a log. They want to be alone. So that the blessed darkness can settle around them.

When we thought my father was dying, a small group of us set up shifts in his hospital room so that he would never be alone. He didn’t die. He waited another six months. Until a Sunday morning. When his visitors went away to church. By the time they came back, he had died.

I still wonder if he chose that time, when no one would try to shoo the darkness away.

After all, as David Webber noted in the Presbyterian Record, it was out of “thick darkness” that God spoke to Moses on the mountain.

Maybe we shouldn’t be so afraid of darkness.

All individuals or companies registered in 2015 will have received invitations by mail to re‑register hired equipment for 2016. A study has been published in the B.C. Medical Journal looking at the prevalence of and regional patterns in crashes and deaths involving young drivers in B.C. Despite an encouraging downward trend in the number of young driver deaths in recent years, young drivers in B.C. still have the highest fatality rate per driver in the population. A better understanding of why crashes occur is needed to further reduce the young driver death rate.

The retrospective analysis was undertaken

by Jennifer Smith, BFA, Sophia Bobovski, BA, Takuro Ishikawa, MSc, Fahra Rajabali, MSc and Ian Pike, PhD. Using data abstracted from B.C. Coroners Ser-

vice reports of fatally injured drivers 18 years and younger from 2004 to 2012, the overall annual fatality rates were calculated per 100,000 licensed drivers age 16 to 18. During the time period, 98 young drivers and motorcyclists were killed in collisions in B.C. Fatalities were classified using five regions served by the B.C. Coroners Service: Fraser, Interior, Island, Metro (Vancouver, Burnaby, Delta and Richmond) and Northern. Factors considered along with the region included age and sex of the deceased, injuries sustained, medical cause of death, vehicle type, vehicle age, vehicle condition, type of crash, number of passengers, weather and lighting conditions, restraint

use, drug or alcohol involvement and speed.

Regional variation was observed, with fatality rates in largely urban regions (Fraser and Metro) often below rates in largely rural regions (Interior, Island, and Northern). The vast majority of off-road crashes were single-vehicle (94.6 per cent) and half took place at night. As well, a striking number of young drivers from the Interior, Island, and Metro regions of B.C. died in nighttime crashes.

Speed and impairment were common and significant factors in motor vehicle collisions across the province. Of the youth fatalities, 37.8 per cent were impaired with 86.0 per cent of that number over 0.08 per cent blood alcohol volume.

As well, nearly onethird of drivers were inadequately restrained and the majority of drivers were the sole occupants in their vehicles at the time of the crash.

More male than female drivers (71.4 per cent versus 28.6 per cent) were involved in fatal crashes, and almost onethird of crashes (31.6 per cent) occurred from July to September.

The authors noted that more needs to be done to reduce young

driver and motorcyclist fatalities. Understanding regional patterns of risk and focusing on speed, nighttime driving and impairment are imperative when targeting changes in youth behaviour at the community level.

Advocacy and clinician intervention might include supporting law-enforcement efforts and improved access to public transit, ride sharing, or safe drive programs and alcohol and drug counselling for youth.

Findings from the retrospective analysis of young driver fatalities provide a starting point for meaningful action to evaluate and improve road policy, relevant legislation and the current licensing system.

Across the province, 33 community pharmacies recruited 200 volunteer patients to be part of the project.

The project set out to position the pharmacist as the health-care provider through which patient genetic information can be acquired, assessed and used to guide drug therapy decisions.

Until now, this work

had been done almost exclusively in cancer agencies or research labs.

Community pharmacists finished collecting all 200 saliva samples in late 2015, and UBC researchers finished sequencing samples on Jan. 22.

UBC researchers will do a retrospective analysis of DNA information to learn how genetics would have altered the drug dosage patients were prescribed.

“One of the most immediate opportunities for genomics in health care is to guide treatment decisions and reduce the risk of adverse drug reactions. This project is tackling just that by enabling pharmacists the insights needed to match the right medication, at the right dose, to the right patient,” said Dr. Catalina Lopez-Correa, vice-president, sectors and Chief Scientific Officer, Genome BC. “This work reflects Genome BC’s ambition to translate the value of genomics to end-users in B.C. and beyond.”

In recent years, pharmacogenomics, or using

a person’s genetics to tailor their drug treatment, has only been used to treat cancer or rare diseases. However, there are more than 150 medications, ranging from mental health to heart disease to cancer drugs, that are impacted by a patient’s DNA. “We showed that pharmacy can be the gateway to personalized medication in our communities,” said Geraldine Vance, CEO of the BC Pharmacy Association.

“Regardless of the location—urban or rural— patients had a consistent, quality experience with their community pharmacist as it relates to pharmacogenomics.”

Along with Lakeside Medicine Centre Pharmacy, Andreen’s Medicine Centre in West Kelowna and Remedy’s Rx in Kelowna participated in the project.

Other pharmacies that participated in the project were located in Armstrong, Burnaby, Courtenay, Chetwynd, Cranbrook, Enderby, Fort St. John, Hope, Houston, Kamloops, Keremeos, Penticton, Port Coquitlam, Port McNeill, Prince George, Surrey, Vancouver, Victoria and Williams Lake.

I’m Planning a Baby What Happens with my Teeth?

My husband and I are planning on having a baby this year. He or she will be our first, so this is exciting for us. My teeth are in decent shape, but I need to know what to plan to ensure I don't need to have any dentistry performed that might harm my unborn child.

A:

Firstly - congratulations on your decision. Your next chapter will bring challenges and great joy, and I wish you the very best. Let's talk teeth. Usually we suggest our patients have a recare/preventative exam prior to becoming pregnant. Make sure this includes a comprehensive hygiene session (cleaning), and they will also pinpoint any other oral health issues that your dentist discovers. Should you 'find' yourself pregnant and you haven't had a very recent exam or any dental work – we suggest you wait until your 2nd trimester before undergoing any dental treatment unless it is an absolute emergency.

Your baby will be in a critical stage, and nobody wishes to expose you and your child to any dental procedure that could in any way influence baby's development. Routine cleaning can be done in the 2nd trimester, but you should postpone any of your elective treatment until postdelivery.

As a general rule, we abide by the ALARA principle for dental X-rays during your pregnancy (as low as reasonably achievable). In the event of a real dental emergency, your dentist will take every step to safeguard your child. With digital technology that most offices now use, the amount of potentially harmful radiation is miniscule. It is most critical that you pledge to maintain a very high level of personal oral hygiene. You can still have a checkup, and your dentist will be measuring your gum (periodontal) pockets. There is an outside chance you may be consuming sweet foods during this time, so brush often and floss often. Expect some additional tenderness with your gums, and watch for any bleeding or swelling. That would be the time to consult a dentist ASAP. If you do experience nausea in the morning, change the flavor of your toothpaste and that may eliminate or reduce any reaction to some of that 'bright cheery flavour' in some toothpastes.

Remember that your baby's teeth will begin to develop in your 1st trimester. You are 'eating for two' but try to eat healthy foods because the food you consume provides nutrients for your child's oral development too!

Pres didn’t foresee how successful UBCO would be ALISTAIR WATERS Just before her retirement 10 years ago as the 11th president of UBC, Martha Piper spoke to the Kelowna Chamber of Commerce.

For 25 minutes, she expounded on the great things she expected to happen here as a result of the university opening its new campus in the city.

Looking back a decade later, Piper said last week to the same group she was not optimistic enough back then.

Speaking to the Kelowna chamber last Thursday—now as interim UBC president after being brought back for one year while the university seeks a replacement for Arvind Gupta who quit as president in 2015—Piper said in 2005 she had no idea how successful UBC Okanagan, as it became known, would be.

“I did not anticipate the welcome UBC would get in the Oka-

“Community ownership of the (UBCO) campus has been stunning.”

Speaking to a Black Press reporter later, Piper

credited support from all parts of the community, including local government, business and the public, for the success of UBCO in its first 10 years.

During her remarks at the Chamber of Commerce luncheon, Piper said the success of the university here can be seen in four very tangible ways: • a $400 million doubling of the size of the campus including buildings and infrastructure • a tripling of the actual floor space available on campus • a quintupling of the number of student residences and • an increase in student numbers to 8,400 now compared with 3,500 in 2005.

On top of that, UBCO has seen its research budget grow to $18 million from $7 million.

Piper said she is “always surprised” by the quality of the students and faculty here, noting one Kelowna student was recently awarded a prestigious internship at the European Organization for Nuclear Research, known as CERN,

an international leading research organization and operator of the largest particle physics laboratory in the world.

In another move, a highly regarded professor who specializes in the study of soils was lured away from McGill University in Montreal to take a position at UBCO. “His work could have taken him anywhere in the world,” said Piper.

“But he chose to come here.”

Piper, who as UBC president in 2004 chaired the B.C. Progress Board that recommended UBC or SFU expand into the B.C. Interior, said she believes the replacement of Okanagan University College in Kelowna has helped UBC as a whole not only garner more international attention but has also helped it recruit high-level faculty both here and at the larger Vancouver campus.

In a recent listing of the top 800 universi-

ties in the world, UBC was ranked 34th and in North America, it is ranked sixth among public universities, just a point behind the University of Washington.

“We are really, really good,” said Piper. “But let’s be honest, we could be better.”

She said she expects the university will get better here over the next 10 years, working with the community and with Okanagan College.

Jim Hamilton, president of Okanagan College, took to the stage with Piper following her comments to the chamber and talked about the future of post-secondary education in the valley.

He said like UBCO, OC has a very high number of its graduates stay in the valley after graduation.

In UBCO’s case, while 30 per cent of its students currently come from the Okanagan, 60 per cent of its graduates stay here after they

graduate.

In Okanagan College’s case, the numbers are even higher.

Hamilton said that bodes well for the future of the region and he sees the relationship between the university and the college only growing stronger in future.

So, with a college that has seen its own student numbers rise dramatically in the last 10 years—it reached its fiveyear projection after the first two years following UBC’s arrival and has outpaced the government’s annual enrolment projections every year since—coupled with UBC’s ambitious master plan for growth at the Kelowna campus over the next 20 years, advanced education appears to be a growth industry here.

“The future of UBCO is bright and strong,” said Piper. “And that’s something you can take to the bank.”

KEVIN PARNELL In an effort to publicize the negatives of what’s known as fast fashion and to also raise money for a pair of worthy causes, a Kelowna woman has embarked on a campaign to wear the same dress for 180 days.

Ingrid Uhrich, 44, began wearing the dress, either as her main clothing or as an accessory, on Jan. 1 as a fashion experiment, raising awareness of fashion sustainability while raising money for a Kelowna school as well as a school in Haiti.

“Fast-fashion is a concept where companies bring in new lines every two to three weeks instead of the longer time periods that it used to be,” she said.

“They are producing more and it ends up being cheap quality and you end up throwing it out after a few washes.”

Considered a disruptive innovation, fast fashion is a trend in the clothing industry that sees companies moving products from a designer’s table to retail stores with the fastest turnaround and lowest price possible.

Consumers are able to purchase items at low cost, but according to Uhrich, the true cost is to the environment as garments end up in the landfill as they fall apart just as quickly as they arrive in stores.

Along with her goals to raise awareness, Uhrich has also started a GoFundMe web site to raise money for the local school as well as the school in Haiti.

A mother of three, two of her children attend St. Joseph’s school, a private school which is

raising money to build a new campus.

She is also hoping to donate money to help build a school for kids in an impoverished area of Haiti.

“As well as helping a school locally, I wanted to help one internationally as well,” she said.

“I’m excited about this but there’s pressure. I’m not perfect and I realize we don’t live in a bubble so sometimes there are things you can’t avoid.

“It’s going to be more challenging than I expected but I know I’m not going back.”

tion changes in short order as they embark on careers and gain skills and work experience. In other cases, households may encounter a temporary negative shock to their income, perhaps due to a loss of employment, from which they are able to recover relatively quickly.

Persistent poverty, on the other hand, occurs when a person is stuck in poverty year after year and unable to escape that unfortunate circumstance.

These are the people we should be primarily concerned about.

Unfortunately, when it comes to the data, activists and media headlines often focus on a snapshot in time of Canadians with low incomes, which exaggerates the extent of poverty and produces a misleading picture of our society. Meanwhile, data on the persistence of low-income is generally overlooked.

Before presenting some of that data, let’s clarify how poverty is typically measured.

come cut-off (LICO) can provide some important insights. LICO is not, strictly speaking, a measure of poverty, as in the deprivation of basic needs such as adequate shelter and food. Rather, it’s a measure of low income relative to other members of society.

The advantage of LICO, however, is that Statistics Canada has used it for tracking the movement of people in and out of low income

over several six-year periods dating back to the early 1990s. This tracking allows us to measure the extent Canadians experience persistent low income.

The most striking insight from the data is that only 1.5 per cent of Canadians remained in low-income every year from 2005 to 2010 (the latest period of available data). In other words, a very small percentage of the Canadian population lives in persistent low-income. Encouragingly, the percentage of Canadians in persistent low income has fallen by more than half, from 3.6 per cent in the first period of available data (1993 to 1998).

Thankfully, the perception that there’s a large and growing portion of Canadians trapped in low income is not borne out by the data.

The data also show that it’s common for many who experience low income in one year to escape it the following year. For example, more than a third of Canadians in low income in 2009 were no longer in low income in 2010. This

reinforces the temporary t nature of people’s expos- M s ure to low income.

However, for Can- fi adians stuck in low in- l t come, Statistics Canada research has identi- s fied characteristics that s put people at higher risk o of living with persistent m low income such as being physically or men- fi tally disabled, belonging w to a single-parent family, a and having less than a a high school education. t Strategies for reducingt poverty should not only f focus primarily on those s stuck in low income, but must acknowledge the i specific policies that will n help this group of Can- w adians are likely to differ M depending on the root n w causes of poverty.

As the federal govern- a ment, and other governments, develop poverty reduction plans, these are crucial things to keep in mind.

Banish eating disorders Going through her teenage years, Jayme Metzger was a self-described loner. She didn’t fit in with the popular crowd at school and thought maybe it was something about herself that had her on the outside looking in at the more popular kids.

She was 14 when she first started to struggle with an eating disorder, a mixture of bulimia and anorexia that had her trying to restrict the food that she ate and purge it from her system when she did indulge.

“A lot of it was definitely body image and not necessarily being happy with the way I looked,” Metzger said this week, now a 28-year-old woman in recovery for about four years. “It’s a

Jayme Metzger vulnerable time for a lot of people. You’re at an awkward age when a lot of people are into image and beauty and fashion. I didn’t feel like I fit in with certain crowds so part of it was trying to change a little bit of who I was, trying to fit in, trying to feel normal.”

She also suffered from anxiety and along with the eating dis-

orders came guilt and shame that made it hard to talk to anyone about it. The result was a childhood that saw her navigate through some tough years on her own.

“I suffered in silence for many years not really knowing who to talk to and feeling a lot of shame and guilt,” she said. “I also lived with anxiety and I think that’s been a big part of it.

Having the feeling of being nervous or fearful and with that, feeling out of control. I was never overweight growing up but I always felt and thought that I was and those thoughts continued to get more harmful as I got older and had troubles fitting in and identifying with my peers. I never saw myself the same way that others did, and never be-

lieved people when they would give a compliment.”

Attending college in Edmonton, Metzger finally had the courage to speak to a counsellor about it after one of her teachers noticed she was struggling. But it wasn’t until she moved to Kelowna at the age of 22 and started working at Crossroads when she was finally able to talk to a counsellor who specialized in eating disorders. Finally opening up about it to someone who understood, the grip of the disorders started to loosen.

“Being able to really talk about it for the first time…there was no judgment,” she said.

Gary passed away on January 27, 2016 at the Central Okanagan Hospice House at the age of 81.

Gary is lovingly remembered by his son Paul and daughter in law Valerie; grandchildren, Brandon and Katharine, brother Don Teel and numerous nieces and nephews. He was predeceased by his wife, Pat Teel (1989) and his daughter Patti-Jo (1972).

Gary was a member of UA Local 170, Plumbers and Pipefitters (Retired) for 50 years.

He enjoyed woodworking, fishing, hunting, and a drink with good friends. Cremation, no service by request. In lieu of flowers donations may be sent to Central Okanagan Hospice Association, 104-1456 St. Paul Street.

Permanent Full‐time Vacancy Accounting Clerk (accounts payable)

The District of Lake Country is seeking a permanent full‐time Accounting Clerk to join our team. As Accounting Clerk you will be responsible for the processing of accounts payable, including reconciling and balancing of accounts to the general ledger.
