Medical marijuana dispensaries are officially allowed within the City of Port Alberni—at least as far as the municipal government is concerned.

The votes remained the same as they have since the issue was first raised after WeeMedical opened its doors at the end October 2015 despite the public hearing preceding the council meeting. Mayor Mike Ruttan and Coun.

Denis Sauve voted against regulating dispensaries and the other five councillors voted for regulations.

Over 40 people had packed council chambers earlier on Monday evening to voice their opinions— and the speaker’s list was split 9-8 for and against.

“Does council have the right to make these regulations?” asked Neil Anderson.

“Why are we doing this? We’ve got the cart ahead of the horse. It’s assbackwards,” said new resident Fred Mann.

“Under the current law of the country of Canada, is what we’re doing here legal?”

“Under the current

federal law, medical marijuana storefront dispensaries are not legal,” said city planner Scott Smith.

Local realtor Chuck Beyer spoke out in favour of regulations.

“What are the opportunity costs of not licencing these places? If you go a couple blocks from here and these stores are not open, the

demand will simply be met by residential homes,” said Beyer.

“The police can’t possibly take care of it anymore... and politicians don’t lead, they follow. They stick their finger up in the air and they see which way the wind is blowing.”

Aaron Brevick, who owns a dispensary on Athol Street, raised

concerns over privacy regulations.

“I’m not a big fan of the open glass storefront policy that’s being mandated. I believe that people should have the choice of privacy,” said Brevick.

He wasn’t the only one to raise that concern Lee Green from Nanaimo said that due to the current stigma on medical marijuana usage, people are embarrassed to buy it and deserve their privacy. Green suggested a frosted glass storefront instead of a clear one.

At the regular council meeting later on Monday night, council voted to approve zoning bylaw regulations as follow: • dispensaries are allowed in general, service, highway commercial and core

business zones • dispensaries are not permitted within 1000 m of each other or 300 m of schools • dispensaries must be dispensaries only—no shared use • no ATMS Approved business bylaw regulation include: • all dispensaries, even non-profits require a $220 business licence • store fronts must be transparent • no minors • signage to indicate product is unregulated • an understanding that city bylaws do not mean compliance with senior government laws Fines of $100-150 per day can be levied if the above requirements aren’t met, Smith said.

A house on Old Nanaimo Highway has been cordoned off since the early hours of Saturday, Jan. 23 following a suspicious death on the property.

“At this time we’re working with the coroner’s office to see if we can determine the cause of death and depending on what that comes from, it will dictate where we go next,” said Port Alberni RCMP Inspector Mac Richards.

Richards could not comment on the identity of the deceased or whether or not the individual resided on the property, he said there is no risk to the public.

“So we were told we could have some areas in town and so we progressed with that,” Surry said.

“The organization has had our safety crew go over the area and they feel that we will be able to host the event in a very safe manner with some modifications.”

The modifications include shortening the race from a quartermile to an eighth-mile strip, putting up barriers and removing part of the Stamp

Avenue median.

Speaking the next day, streets superintendent Wilf Taekema said that the city didn’t yet have any concerns about the impacts of the race on the city’s streets but that his and city engineer Guy Cicon’s meeting with the AVDRA was at a “fairly high level” and that no costs had yet been discussed for the removal of sections of the Stamp Avenue median.

“It was a portion of it mostly by the south

Fire Chief Tim Pley said that he’s confident that any fire risk “can be mitigated.”

“We think that it is a very exciting time in the community and that the economic spinoff will fully exceed our current operations at the airport.”

As another first, Surry said that the event will feature a junior dragster division and people living in the immediate vicinity will get free passes to the event.

When Surrey Eagles’s forward Donovan Ott went into the boards during Saturday night’s B.C. Hockey League game at the Alberni Valley Multiplex, spectators were left wondering why it took the paramedics so long to show up. Common estimates ranged from 20-30 minutes.

However, B.C. Emergency Health Services Unit Chief for the Port Alberni station Bruce Patterson said that only 16 minutes passed from the moment the 911 call came into dispatch and when the paramedics got to Ott’s side.

“The call came into dispatch at 8:01 p.m. The call was triaged and the on-call

ambulance was paged and on scene at 8:15 p.m.,” said Patterson.

The decision was made to not call on the fire department’s first responders at this time, he added.

“Then it takes a couple minutes to get set up and get ice grips on.”

By 8:17 p.m., paramedics were with the patient, he added.

“It can seem like a really long time when you’re waiting.”

As to why the 1.2-kilometre drive between the ambulance station and the Multiplex took 14 minutes, Patterson said that’s just a result of how ambulance stations are staffed.

“There’s one ambulance station that services the Alberni Valley,” he said.

“During the day

there are three ambulances and at night—after 6 p.m.— there are two.”

Of those ambulances, only one is staffed 24/7 by paramedics at the station. The others are on-call, meaning that the paramedics respond if paged.

A number of factors decide how a region is staffed; call volume, population and geography. From April 1 2014 to March 31, 2015, the Valley had 3,196 calls.

“When that call came in, our first ambulance was out on an emergency call already; the on-call crew was paged.”

On-call paramedics must remain within 9-10 minutes of the ambulance station— and that was the case on Saturday night, Patterson said.

City beautification and additional bylaw clerical help were on the wish list for city planner Scott Smith’s public budget presentation last week.

Citing council’s desire to beautify the city, Smith recommended hiring a consultant to assist in a major review and rewrite of form and character development permit area guidelines at a cost of $40,000.

“A good portion of an inviting community and streetscape is the look of buildings, the form and character of the buildings,” Smith said.

While development guidelines do exist for commercial areas, they haven’t been reviewed since their

SCOTT SMITH inception in 2007 and are not very specific in nature.

“The community has changed [since then] and may have different directions,” said Smith.

“This would heavily involve council, the business community and the general public about whether we want to look at those guidelines and whether we want to create more specific guidelines about

certain architectural features we would like to see.”

Coun. Jack McLeman said he agreed with the proposal.

“A couple of years ago, a couple of former councillors and myself went up and down Johnston Road and in the North Port area— [merchants] all had a good idea of what they wanted but they aren’t coming out to say so unless someone goes and asks,” McLeman.

Having architectural consultants on hand also allows for a visualization of what council, business owners and the public discuss verbally, Smith added, thus getting everyone on the same page.

Development guidelines wouldn’t make many immediate

changes to the look and feel of the community, Smith added, because they only come into effect with redevelopment or new buildings.

“Does the community have a vision over the long term? Do we want to get more detailed about a vision that our community wants to see in the form and character of our buildings?”

The process would also allow the city to designate different design styles for different areas of town, thus differentiating Johnston Road from the Uptown area, he said.

Design guidelines weren’t Smith’s only option to make the city look more attractive.

Deakin ties population to city’s future economy Get to 20,000 people by 2026—that’s the goal City of Port Alberni economic development manager Pat Deakin set for himself during his department’s budget presentation last Wednesday.

“I chose 20,000 for the goal because that was the high point in the city’s population back in 1971,” said Deakin. According to the 2011 census, Port Alberni’s population is at 17,743 people—a decrease of 12 per cent from 1971.

Deakin said that many elements have to be in place for the city to achieve that goal—not all of them that the city can control but all of them that impact the city’s success.

“Everything is one and all are interconnected.

Social issues and our response or lack of response to them, the look of the community, the

PAT DEAKIN attitude about local government and small business, the way we talk about it, the online banter, our industries or lack of them, the weather... all of these impact our ability to attract good media, businesses, investment, new residents, new visitors and more,” he said.

Deakin would like to see a task force to focus on some of those issues, including Port Alberni’s health, safety and the city’s high crime, illiteracy and poverty rates.

The way residents see and talk about the city has an impact, Deakin added.

“I think we could take a promotion to a whole new level if we were indeed proud of Port Alberni.”

Millennials, as a bigger generation than even the baby boomers, remain a top target demographic for the city, he said.

According to Deakin, specific assignments for 2016 include the regional airport, an alternate route out of the Valley, the district energy system, graffiti removal, the acquisition of waterfront lands, rebranding, the Clutesi Haven RFP, a charette to visualize possible streetscape improvements to the Johnston Road corridor, the SPROUT program introduced to council

by Uptown merchant Kevin Wright, the clarification of external marketing roles and business attracting and retention.

Deakin is asking for $26,200 for business development and

$326,009 for economic development.

“In respect to business development, that account is used to bring new revenue sources into being,” said Deakin, adding that the line item was originally added to fund the startup of the community forest and is now funding the district energy project.

In 2015, Deakin was given $45,000 for business development. As the district energy project was not fully realized, only $34,557 was spent.

Of the $309,700 Deakin was given for economic development in 2015, only $275,747 was spent due to a delay in upgrading his assistant to full time.

GIVE CITY CHARACTER A CHANCE

I

f the City of Port Alberni could only choose one new budget item to splurge on, we hope it is planner Scott Smith’s suggestion to spend $40,000 rewriting form and character development guidelines. And we hope he hires an outside consultant to do the job.

Form and character development permits provide clarity of what future buildings can look like, from exterior design, signage and siting down to landscaping and how they fit in with existing buildings. They provide context for neighbourhoods, and can define density to a point.

While some might say these types of permits limit development, others see it as a way to help developers follow a community’s vision.

They are a big step toward revitalization.

If a consultant can come up with a cohesive concept for Port Alberni— not a hodgepodge of indecision and indifference—we would consider this money well spent.

I guess these people don’t get out much.

From Squamish and Victoria, to France and Colombia and Australia, local governments are promoting cycling paths and encouraging residents to become active in the outdoors.

Creating more and safer cycling routes in Port Alberni would serve many goals: • Make the city more attractive to new residents and tourists (good for the economy).

• Get more people biking to work or for errands (good for residents’ health and fitness).

• Reduce car use (good for the environment).

Even if we could get that heavy industry back, it would not make this town an attractive place to live. But that’s not realistic anyway.

How about a realistic industry for our times? There is no reason that Port Alberni could not be like Squamish—an affluent and desired tourist destination. We have all of the same natural attributes: mountains, rainforest, salt water, beautiful clean lakes. We are close to two major cities, much more accessible than Tofino.

Focusing on these

We work online or we commute. We don’t come for a job, we bring our job.

We choose where to live based upon affordability and quality of life.

These notions of keeping cyclists off the streets, or keeping the kiteboarders as out of sight as possible, are ridiculous. Stop clinging to the past.

Ticked off over tips To the Editor,

wondering how long I fell asleep. Seems like I just woke up and found out that the food industry is charging at least 15 per cent gratuity, without informing the customer, regardless of service or quality.

Since when do I not have a choice of giving a tip?

Forgive me for not staying quiet about this, but this is my choice, not theirs. It is not up to me to help subsidize employees’ wages.

I will always leave a tip for good service and good food, but do not think I should pay for bad service or bad food.

that I’ve talked to who say that the co-location of marijuana and liquor sales is not advisable from a public health perspective,” Lake said. “I think whatever we do it has to be highly regulated, quality

control has to be excellent and above all we must protect young people.”

Yes, liquor stores check ID. But the notion that marijuana might be sold next to beer and vodka in government stores deserves sober

second thought, and serious scientific work of the kind that has shown damage to developing brains from teenage marijuana use.

Of course all of this urban handwringing over pot stores ignores the

de facto legalization that has existed across B.C. for decades.

The Nelson Star had a funny story last week about a local woman’s discovery on Google Earth. Zooming in on area mountains, one finds not

only the Purcell landmark Loki Peak, but also Weed Peak, Grow Op Peak, Cannabis Peak and Hydroponic Peak.

It was a good cyber-prank.

For the record, I’ll restate my longstanding position that legalization

is the only logical answer. I’ll say the same about other drugs that drive most B.C. crime, but that’s a subject for another day.

Isn’t it hard trying to get up when its dark outside and you can hear the rain splashing in the puddles outside your window? Jesus words “Let your Light Shine” somehow seems a little puzzling and difficult when you would rather pull the covers over your head. Light comes in many forms. A new idea can shed light on a problem. A cheery greeting can bring light to the eyes in times of loneliness. A light in the doorway of a house makes us feel welcome.

Some of the light we give to the world comes simply from who we are. What a pleasure it is to be with people who are optimistic and hopeful! Their joy in life seems contagious and we share their happiness. Other light, though comes in our” good works”. We can share the load that someone else is carrying by taking the time to listen to words that speak of pain or anxiety. We can provide guidance to a youngster or companionship to someone who is old or shut-in. Each of us has the ability to be a light in the lives of others. We just have to get out of bed.

“What I’m proposing for this year is a decrease in the business development account and an increase in the marketing and advertising portion

of the economic development account,” said Deakin.

That would show a decrease of 0.75 per cent in the tax requisition for those functions. Deakin’s budget from 2017 to 2020 amounts to an approximately one per cent increase in tax requisitions for business

and economic development.

“The consulting portion would amount to $25,000 and be used for assisting in, for example, the next component of a high value biomass cluster or a global centre of excellence in forest firefighting,” said Deakin.

“I am also suggesting

that some consulting be used to explore the opportunities afforded by a municipal bond.”

Municipal bonds are used by municipalities to fund capital expenditures.

In 2015, council voted to purchase the bylaw enforcement officer a new, specialized vehicle that includes a computer system that allows him to deal with bylaw issues onsite. The vehicle arrived in the early days of 2016.

“The dedicated bylaw vehicle will

Fiddle-guitar duo Hoot and Holler bring bluegrass to Char’s Landing Jan. 30.

Bluegrass at Char’s 8-10pm, Concert – Boston’s Hoot & Holler West Coast Tour – Bluegrass / Old Time / Americana Boston’s Hoot and Holler are embarking on their second West Coast tour this winter,

and they will stop in at Char’s Landing this Saturday, Jan. 30 from 8–10 p.m.

This fiddle and guitar duo plays a mix of original and traditional American music with influences

from folk, bluegrass, jazz and old-time music.

Dylan Thomas piece comes to life in live play reading Landing. “Under Milk Wood was called a ‘play for voices’ by the author, which makes it much like a radio play,�

Allyn Davies, who is from Wales and is

renowned for singing the national anthem at the Alberni Valley Bulldogs’ games, will sing some Welsh songs before the play reading.

Ellen, better known as Jo, was born in Ste. Amelie, Manitoba, Canada to Thomas and Mary Elizabeth (Crook) on March 3, 1922. She lived in Port Alberni for 87 years. Jo worked at the old Port Alberni Hospital as a cook until her retirement.

Jo was preceded in death by her sisters Marguerite Theresa Spencer and Mary Winnifred Spencer (John James Hickey); niece Shannon Eileen; nephews Thomas Spencer and Kevin Patrick. She is survived by nieces Maureen Mirjahangir and Elizabeth (Marc) Sherwood; nephews John (Luba), Michael (Kimberley) and Gerald (Pat) Hickey; as well as many grand and great-grand nieces and nephews.

Rosaria came to Port Alberni in 1963 from Italy. Her life centered around raising her family and her commitment to her Roman Catholic faith. Rosaria was a member of the Catholic Women’s League for over 20 years.

Her passion was cooking and sharing the food she made with love. She enjoyed her garden, needlework, and the time she spent volunteering and being a member of the Sunshine Club.

Prayers will be held at 7:00 pm Thursday, January 28, 2016 from Chapel of Memories, 4005 – 6th Ave with a Funeral Mass taking place at 1:00 pm Friday, January 29, 2016 at Notre Dame Roman Catholic, 4731 Burke Road. Burial to follow in Greenwood Cemetery.

Oliver Leo Sorensen (aka Rocky) Aug 06 1934 - Dec 20 2015

With sad hearts we bid farewell to Leo Sorensen.

Predeceased by daughter Lori Kim and parents Karl and Diana Sorensen. He is loved and will be missed by wife, Marie; daughters Lianne Kruger (Ephraim); Karyn May (Wayne); Son Johnnie (Tracy); step daughters Christine Corder (Kelly); Angela Gowans (Geoff ); stepson Sean Bennett (Jessica); as well as 19 grandchildren and six great grandchildren.

Leo loved life and lived it to the full. He enjoyed being with people and people enjoyed being with him. He will be missed by many friends. We would like to thank the staff of the Nanaimo Seniors Village for their care of Leo in the past few years and a special thank you to our friend Kelly Zirk for helping with wheelchair transport and her support; Erin Badesso for his friendship who took the time to visit Leo ever week while he was ill.

There will be celebration of his life held at the LDS Church , 4816 Compton Rd, Port Alberni on January 30th at 1 pm.

It is with deep sadness that we announce the passing of our loving mom, Isa Waugh, who passed away peacefully with her family by her side. She was predeceased by her loving husband, Norman, in 2013.

Isa leaves her sons, Ken (Debie), Barry and daughter Lori-Ann, grandchildren Darin (Kazia), Jeremy (Kerri), Shelby (Aaron), Travis (Alicia), Melissa (Andre), Miranda (Tristan) and great grandsons Gabe, Layne, Viktor and Jack.

Isa spent countless volunteer hours with the West Coast General Hospital Auxilliary. Her priority in life was making sure her family and everyone around her was well cared for.

In lieu of flowers, the family is requesting that donations be made to West Coast General Hospital.

There will be no service by the request of the family.

Specifically, this FSP amendment adds one area into the FSP; T0295 and proposes adjustments to the Visual, Riparian and the Non Spatial Old Growth Order strategies. The FSP amendment is available for review by resource agencies and the public before the Delegated Decision Maker from the Ministry of Forests, Lands and Natural Resource Operations considers approval, and may be revised as a result of written comments received during the public review and comment period. The public review and comment period runs from January 28th, 2016 to March 28th, 2016.

The Port Alberni Black Sheep started the second half of their B.C. Rugby Union season with a 29–13 win over Cowichan Piggies at home, Saturday afternoon.

The game was tied 8–8 at halftime despite Port Alberni pressing Cowichan. The Sheep finally broke the game open in the final 20 minutes as Matt Kelly, Brennan Tourangeau and Anthony Selva all scored tries, all converted by Todd Daradics.

“We worked too hard for our points,” head coach Jas Purewal said.

“They should have come easier. We had a lot of possession and they defended really well.

“I’m happy with where we’re starting

It all started as a fundraiser for Special Olympics. Shaw TV’s Nancy Wilmot had done an interview with someone from Special Olympics in Port Alberni and when the question of fundraising arose, discovered volunteers have to raise all their funds on their own.

“It all comes from local people’s donations,” Wilmot said.

When she began to put a fundraiser together, she happened to mention to Charlene Patterson of Char’s Landing that the date they were looking at was also her birthday.

“It was a fundraiser that morphed into my birthday,” Wilmot said.

The ADSS Armada wrestling team travelled to the Richmond Olympic Oval to compete in the Western Canada Age Class tournament this past weekend. The team had nineteen athletes battle over the course of two days against more than 420 athletes from B.C. and Alberta. Seventeen of the nineteen placed in the top five of their respective age and weight classes.

Team results included fourth place finishes for Armada School Girls (Grade 8) and Junior Boys (Grades 9/10) and 5th place finishes for School Boys, Junior Girls and Senior Boys (Grades 11/12).

“I’m very pleased with our team

results. This is a large tournament with more than 90 teams participating so placing in the top five is impressive,” said Coach James Messenger.

Local wrestlers claimed five gold medals at the age class. Grade 7 Paige Maher of Dunn continued her impressive results with a win in the 69kg schoolgirl division.

Ravi Manhas showed that if he can get to the right weight he is a top of his age group and he is right there with the best in B.C. by winning gold in 41kg junior boys.

Grade 8 Kylea Anderson dominated the 90kg schoolgirl division.

School District 70 is pleased to offer the Late French Immersion Program for students who will be entering grade 6 in September 2016 in Port Alberni. Starting in September 2016,, Late French Immersion is offered at École Alberni Elementary.

Late immersion is intended for English speaking students who did not start Early French Immersion in Kindergarten but would like the opportunity to become bilingual. Parents do not need to speak French. Students will be self-sufficient within a month into the program.
