he owner of P&M Recycling says he has concerns about the city’s plans for a mandatory curbside recycling program.

Pat McInroy, who has run the company for 17 years, said the City should let the private sector continue what it’s already doing. “I’ve worked with the Blue Box people since its inception,� he said. “They’ve been out there for two years, they’ve worked hard and they’ve created a market where there was none. “I don’t know if it (a City-run program) can work.�

McInroy was referring to the Whitehorse Blue Bin Society, a company that already offers curbside pick-up of all household recyclables every two weeks for $20 a month.

They pick up recycling from about 800 customers in every Whitehorse neighbourhood, which is then brought to Raven Recycling and processed.

Until December those recyclables were brought to P&M’s warehouse, located next to the parking lot of the City’s Municipal Services Building.

But because of a zoning dispute with the City, the company can no longer bring its recyclables there.

McInroy said he was sad to tell the Blue Bin society he had to stop taking its material. He said the City’s proposed plans have prevented Blue Bin from expanding. “They keep throwing the idea out there, pulling it back and throwing it out there,� McInroy said. “I think without that, the Blue Bin people could have grown even further.�

Blue Bin’s president, Fraser Lang, echoed McInroy’s thoughts at a city council meeting last week.

He said it was difficult for his company to grow knowing that it could shut down if it’s out-bid for the contract by a company from Outside. “Our mission is to expand and we need infrastructure to do so, but we can’t do it in the current climate,� Lang said last week.

The Whitehorse Chamber of Commerce has also expressed support for the Blue Bin Society, stating the City hasn’t done enough consulting with the private sector.

McInroy said he’s also concerned with the monthly cost the City keeps floating around for the curbside program, which has been estimated to be about $15 a month.

Without having seen the request for proposals, it’s impossible to know who will cover the infrastructure costs, he added. “The Canadian dollar was a bit stronger back then,� he said, referring to November 2014, when the curbside recycling program was first publicly discussed at a city council meeting. “If you’re making this mandatory at $15 or $20 a month, there are a lot of homes with only two people who aren’t producing that much material. All services should have value. “If there’s a price tag and people think it’s a good idea, then they’ll choose it.�

McInroy spoke as a delegate at Monday evening’s council meeting to defend himself in the zoning dispute.

The issue began in 2012 when the City became aware McInroy was using the building for recycling activities.

The City sent a letter to McInroy informing him recycling in the area was not allowed, as the lot is designated mixed-use residential and commercial.

The City also received numerous complaints about the property.

Nearby residents such as Chris Isaak, who also spoke at Monday’s meeting, say noise and dust from traffic in the area has become unbearable.

storage area, which is in close proximity to overhead powerlines.

In November 2015 the City issued an order stating McInroy had to shut the warehouse down and all material had to be removed by Jan. 15, 2016.

McInroy has applied to have the City’s Official Community Plan amended so the lot can be designated industrial instead.

Doing so has allowed McInroy to keep the warehouse open until at least 30 days after the Official Community Plan amendment process has been completed.

Speaking at Monday’s meeting, Pat Ross, manager of planning and building services with the City of Whitehorse, recommended that city council defeat the bylaw at first reading next week.

He said he’d spoken to McInroy about potentially moving to another location in Whitehorse, such as Marwell, but it would be difficult to find both suitable land and a building in that area.

McInroy said shutting the warehouse down would be a “huge loss.� “Having that space has allowed us to deal with much more material that’s coming in, mostly because of the City’s goal of diverting 50 per cent of waste from its landfill by end of 2015,� he said. “I’ve served Whitehorse and its residents very well for the past 17 years. I don’t really have any options (if the warehouse closes). It’s not really a hypothetical situation I want to entertain right now.�

If the amendment to the Official Community Plan passes first reading at next week’s meeting, a public hearing will be held on Feb. 22.

Minto announces temporary closure in 2017 Maura Forrest News Reporter

C

apstone Mining says its Minto mine will likely go into temporary closure around April 2017 until copper prices rebound.

If the mine does close, it will most likely leave the territory with no operating hard rock mines – the first time that’s happened in a decade.

Minto’s mine manager, Ron Light, said work will be scaled back starting this spring, when underground mining is put on hold.

About 40 contractor employees will be let go at that point.

Surface mining of the Minto North pit should be complete in August 2016, and then a smaller workforce will be kept on through the winter to process the ore that’s been stockpiled.

Light expects the mine will then go into care and maintenance in April 2017. He doesn’t know how many employees would be kept on at that point.

Light said morale at the mine is still high, but he knows the closure

will have an impact, if it happens.

“Anytime you look at temporary closures... it’s hard to take because people end up out of work,” he said. “It certainly will affect a lot of income for people. There could be people that move to other jurisdictions.”

Minto certainly hasn’t run out of copper – Light estimates that there’s enough material to mine Minto North until 2022.

But the price of copper is currently about $1.95 a pound. Light said it cost the company about $2.40 a pound to produce the metal in 2015. Right now, he said, the mine is just keeping its “head above water.”

The good news is that Minto’s copper production is supposed to increase dramatically this year, from to 16,400 tonnes in 2015 to 27,000 tonnes in 2016. Light said that’s because low-grade mining at Minto North only began in December. He expects to reach highergrade ore partway through this year.

Operating costs are also expected to decline this year, to about $1.10 or $1.20 a pound.

orthwestel is suing a local Internet technology company for defamation, arguing that an owner of the company made libellous statements in an interview with media last year.

The telecommunications provider alleges that Martin Lehner, co-owner of Orange Technology, knowingly made false claims about Northwestel to the CBC during an interview in November 2015.

Lehner was speaking about the redundant fibre-optic line that the Yukon government plans to build up the Dempster Highway. Northwestel aims to own and operate the line.

NDP plans annual community tour The Yukon NDP has announced it will be hosting public meetings in every community in the territory this winter as part of an annual tour.

This year’s circuit, called the Big Ideas for Yukon tour, will give Yukoners the chance to tell the NDP caucus about their priorities at the start of this election year.

“We’re a territory of opinionated and engaged people, and I love having the chance to listen to as many people as possible as we make big decisions about Yukon’s future,” NDP Leader Liz Hanson said in a news release.

During last year’s tour, drug and alcohol issues and the planned 150-bed continuing care facility in Whistle Bend were among the top concerns raised by Yukoners.

This year’s tour will begin with a meeting in Teslin on Feb. 2, followed by a meeting in Watson Lake on Feb. 3. The rest of the schedule

claimed that a new fibre-optic line won’t solve all of the territory’s Internet problems. His company offers computer and network support to clients in the territory, and he said some of them experience frequent outages.

Northwestel filed a statement of claim with Yukon Supreme Court last Thursday, which quotes from Lehner’s interview.

According to the lawsuit, Lehner said one of his downtown Whitehorse clients experiences Internet outages lasting three to six minutes “about a dozen times a day on average.”

“This is not a problem of the fibre-optic line going south,” he said, according to Northwestel’s statement. “It is a problem with the last mile of delivery – the pair of

wires that goes from their office to Northwestel’s office.”

He also said other clients in the McRae area have outages “every single day.”

“They’ve been told by Northwestel that there’s an issue with some of the infrastructure that delivers Internet in that area and there’s no plans to fix it at all....”

Northwestel disputes most of those claims. The company says it’s not true that a downtown customer experiences short outages about a dozen times a day, or that it’s received complaints about daily outages from customers in McRae. Northwestel also alleges that Lehner knew he wasn’t telling the truth.

The company claims the interview is defamatory because it

“discredits Northwestel by suggesting that it is unresponsive to complaints made by its clients.”

It also says Lehner’s statement exposes Northwestel to contempt and ridicule, damages its business and exposes it to possible sanctions from the CRTC, Canada’s telecommunications regulator.

Northwestel is seeking damages from Lehner and Orange Technology, including for “past and future loss of profit.”

In an interview with the News, Lehner refused to comment on the details of the case, but said the lawsuit was unexpected. He said he hadn’t heard anything about it until local reporters contacted him on Monday morning. He was served papers that afternoon.

“We do plan to be making a

public statement in response once we’ve had a chance to discuss with the legal team,” Lehner said, adding that he hopes that will happen later this week.

Northwestel also refused to comment on the case.

But spokesperson Adriann Kennedy told the News in an email that the “vast majority” of issues reported to Northwestel are resolved within 24 hours.

“On top of resolving specific customer issues, we are proactive in improving our overall network,” she wrote. “In 2015, we invested over $1 million in improving the speed and reliability of our Whitehorse cable network.”

The NDP plan comes on the heels of a similar announcement from the Yukon Party, which has already begun its own community tour to discuss budget priorities. On Tuesday, Premier Darrell Pasloski poked fun at the NDP announcement on social media, tweeting that “Imitation is the sincerest form of flattery!”

In response, Hanson pointed out that Pasloski’s community tour in fall 2015 was his first, while she has organized a tour every year since the 2011 election.

She also questioned why the government is calling its community meetings a budget tour, claiming that “most of the budget is already written.”

“Is this a budget tour or a sales job?” she asked in an email to the News.

Yukon gets a D on ‘red tape’ report card

In the report card the Yukon gets credit for implementing recommendations from the small business red tape review conducted in 2014. That includes streamlining procurement and establishing a central point of contact for businesses.

But the territory has nothing in place to publicly measure the amount of regulations business owners have to deal with on a regular basis. In the jurisdictions that did well on the report card there is a legislated requirement to measure and report publicly at least once a year.

Last year’s mandate letter from the premier to the minister of economic development mentioned focusing on red tape. That’s good, Ruddy said, but is not the same as action.

This year’s grade is lower than in 2015 when the Yukon received a D+.

“Until we can see some measure and outcome that red tape is being reduced in the Yukon, the grade will not improve,” Ruddy said.

The government could introduce a sunset clause on regulations so they would expire after a set number years, she said.

Or it could consider a one-forone rule, so that if a new regulation is introduced, one would have to be taken off the books.

The first step is to get a clear picture of how many regulations the Yukon has, “because if a business is not complying with a regulation, it’s usually because they’ve never heard of it,” she said.

“We want the government to do an exercise where they figure out all the rules and regulations that they’re requiring businesses to comply with and start setting reduction targets to make it more manageable.”

The Yukon received a D on the annual “red tape” report card from the Canadian Federation of Independent Business. That puts the Yukon near the bottom of the pile, beating out only the F given to Manitoba.

The federal government, Newfoundland and Labrador, the Northwest Territories and Alberta didn’t get grades because it was too soon after elections to evaluate those governments. Nunavut is also not on the list.

The federation considers red tape to include “anything from ridiculous rules that are not easy to follow, to poor customer service when trying to get answers and navigate government, right down to conflicting messages from different agencies,” said Amber Ruddy, CFIB’s Yukon director.

he Whitehorse Chamber of Commerce has expressed concern over the City of Whitehorse’s plans to move ahead with a curbside recycling program.

“The current approach adopted by the City negatively impacts a business already providing a residential Blue Bin curbside program by interfering and creating uncertainty in the market,” wrote the chamber’s chair, Lesley Cabott, in a news release last week.

Cabott was referring to the Whitehorse Blue Bin Society, a company that already offers curbside pick-up of all household recyclables every two weeks for $20 a month.

They pick up recycling from about 800 customers in every Whitehorse neighbourhood, which is then brought to Raven Recycling and processed.

Whitehorse city council wants to implement its own curbside recycling program that would service 5,800 homes and charge ratepayers about $15 a month, a cost that would cover both collection and processing of recyclables.

At the same meeting, Blue Bin’s president, Fraser Lang, said the city’s plans undermined his company’s ability to grow.

“It’s hard for us to invest in infrastructure to expand our business with the possibility that we could shut down at any time,” he said at the time, expressing concerns the company may shut down if it’s out-bid by a company from Outside.

“Our mission is to expand and we need infrastructure to do so, but we can’t do it in the current climate.”

In the letter, the chamber acknowledges the need to change the current recycling environment – but it also urges the City to work in partnership with the business community to find solutions.

But others don’t see the issue. They claim that using a phone is not an issue when you are stopped at a light or stop sign.

Using an electronic device is dangerous any time you are behind the wheel, whether you’ve stopped at a light or not, Pollard said.

“Driving takes your full comprehension and attention to see what’s going on. Things change in a split second, what’s happening in front of you.”

The Yukon law came into effect in 2011.

The Yukon Motor Vehicle Act defines an electronic device as a cellular telephone or other device with a telephone function, and any device that can transmit or receive electronic mail or other text-based messages.

Even with the threat of a ticket, Pollard said police still witness drivers “staring down at their lap driving down the highway.”

According to a national campaign by the Canadian Council of Motor Transport Administrators, drivers who use hand-held devices are four times more likely to get into crashes serious enough to cause injury.

That same organization says a study found that in 80 per cent of collisions, the driver had looked away from the road three seconds prior to the crash.

Liberal contenders announce their ridings Maura Forrest News Reporter

T

hree potential Liberal candidates have announced the ridings they hope to run in during the upcoming territorial election.

At the party’s annual general meeting on Saturday, John Streicker said he plans to run in Mount Lorne-Southern Lakes, where he lived before being elected to Whitehorse city council in 2012. He now splits his time between his home there and a second residence in Whitehorse Centre.

Fellow Liberal contender Tamara Goeppel may be part of the reason he chose the rural riding.

Goeppel plans to run in Whitehorse Centre, where she was born and raised.

“In 1953, my folks moved to the Yukon and their address is on Drury Street and it’s never changed,” she said. “It was a natural answer to be in Whitehorse Centre.”

Rod Taylor plans to run in Porter Creek Centre. He said he’s currently living in the Ibex Valley, but he’s planning to move to Porter Creek in the near future.

Ramesh Ferris, a fourth potential candidate, announced last week that he plans to run in Whitehorse West.

None of the Liberal hopefuls has been officially nominated, and Liberal Leader Sandy Silver said nomination dates had not been set as of Saturday morning.

But if nominated, some of the candidates will have a long road ahead of them.

No word on plans for major downtown lot purchase A Vancouver company has bought two large plots of land in downtown Whitehorse amidst rumours of a new grocery store coming to town.

Jim Pattison Developments Ltd. took over the two lots near the current Home Hardware on Dec. 18 according to documents filed with the Yukon land titles office.

The larger lot is 1.43 hectares.

The company also bought the 0.548 hectare lot next to it. The land is valued at $5.2 million total. The land documents do not say how much the property was sold for.

The Jim Pattison Group is the second largest private company in Canada. It has divisions that include the automotive industry, advertising, media, food and beverage, entertainment and real estate.

Rumours have been swirling for some time that a new grocery store was coming to Whitehorse. The Jim Pattison Group has been in the food and beverage industry since 1968. It owns nearly a dozen brands of grocery stores including PriceSmart Foods, Overwaitea Foods and Save-On-Foods.

“I’ve been known to always look for a challenge, so that’s definitely going to be the challenge,” Goeppel said.

Taylor also said he expects the campaign to be “very difficult.”

Porter Creek Centre has been held by the Yukon Party since it was created in 2002, and is currently held by Speaker David Laxton.

Mount Lorne-Southern Lakes is currently held by NDP MLA Kevin Barr. Streicker has already run against Barr once, during the 2011 federal election, when he was the Green Party candidate and Barr ran for the NDP. Back

then, Streicker took home 19 per cent of the vote, while Barr won just 14 per cent.

“But he’s the incumbent now, and that’s a distinct advantage always,” Streicker said. “And I know he’s active in that community.”

There were no other candidate announcements on Saturday, and Silver took the opportunity to urge people interested in running to put their names forward early.

“If people are thinking about running or participating, now is the time to get involved.”

For larger projects the government will bring in a consultant to help set a budget. Smaller budgets are set by local staff.

Black couldn’t say which method was used in this case.

All budgets are approved by the government’s management board and the legislature.

The cost of a project might be cut by making changes to the design, revising the scope of the project or adjusting the timeline, Black said. They could also go back and ask for more money.

If more cash needs to be added to the budget, it would have to go back through the management board process.

No decision has been made about what to do in this case, she said.

(Ashley Joannou) Bids for new RCMP building in Faro come in over budget Plans to build a new RCMP detachment in Faro have hit a snag after all of the bids for the project came in over budget.

The building was supposed to cost $4.11 million to build, using a combination of federal and territorial money.

Four bids came in, said Kendra Black with the Yukon Department of Highways and Public Works. The lowest bid was $5.54 million. The highest was $7.732.

The tender was officially cancelled this week.

The current Faro detachment was built in 1971. It is the oldest detachment by nine years, followed by Carcross.

The government has every intention of building Faro a new detachment, said Jeff Ford, the Department of Justice’s director of public safety and investigations.

He also claimed the government won’t hold an election until at least the end of July.

That’s because the premier wrote a letter at the end of 2015 announcing that “Next July I will become the first territorial premier to chair the Council of the Federation.”

“To me, that statement confirmed that they’re waiting at least until after that to hold the election,” explained Liberal Party chief of staff Jason Cunning.

But Cabinet spokesperson Dan Macdonald wouldn’t confirm the timing of the election. “(Premier Darrell Pasloski) hasn’t determined that yet,” he said.

During a speech on Saturday, Silver stressed that his party aims

to “lose the partisanship” and build a “middle ground.”

His potential candidates reflect that, in a way, as many of them have previous ties to other political parties. Streicker ran for the Green Party in two federal elections. Taylor sought the leadership of the Yukon Party in 2011, but lost to Premier Darrell Pasloski. And Ferris was a Yukon Party member from 2013 until November 2015.

But Silver also seized the chance to lash out at the current government, accusing it of “(keeping) lists of people who are on their side and who are not on their side.”

During an interview on Monday, he clarified that he didn’t necessarily mean the Yukon Party keeps physical lists of its enemies.

But he said the government doesn’t shy away from lambasting people it disagrees with.

He pointed to comments made by the premier in the spring of 2015, when Pasloski criticized Whitehorse city council for vetoing a new sports complex in Whistle Bend.

He also said the Yukon government is unfairly blaming the federal Liberal government for a shortfall in next year’s transfer payment.

“I’m concerned that the current government... only wants to work with levels of government that share their stripes,” he said on Saturday. “On the contrary, I believe it’s the role of politicians to lose the partisanship and to focus in on doing what’s best for the majority of Yukoners.”

hose who are immersed in the Yukon mining sector – and they are getting to be few in numbers these days given the collapse in commodity prices – might have noticed a bit of a buzz around some proposed hard rock mining projects.

Kaminak Gold has its White River region Coffee Creek project splashed all over the media, and last week BMC Minerals hosted community open houses on its Finlayson Lake area Kudz Ze Kayah project. Both of these projects are gearing up to go through the Yukon Environmental and Socio-economic Assessment Board and then the Yukon Water Board.

Should they proceed to the mine operating stage, there will be excitement over the jobs they will create, the contracting opportunities open to Yukon companies and, of course, the royalties they will pay to the Yukon territorial government.

No doubt there are those who dream that one day the Yukon will be self-sufficient and not require transfer payments from Ottawa because mining royalties, such as the ones from Kaminak and BMC Minerals, will pay for everything.

And if you believe that I’ve got a pedestrian suspension bridge over the Pelly River I’d like to sell you. Don’t like that one? How about a Miles Canyon pedestrian suspension bridge? Two for the price of one? Sorry, that’s just a fantasy, much like the royalties from hard rock mines.

This column is not about Yukon placer mining royalties, although let’s take this opportunity to remind everyone there is an outrageously low royalty charged on placer gold, 37.5 cents an ounce, regardless of the current price of gold. As of mid January 2016, the gold price is $1,090 per ounce. In 2013 Yukon placer miners extracted $69.4 million worth of gold but only paid about $18,000 in royalties. This column is about hard rock royalties, which is what the big mines pay, and for the Yukon public the news on hard rock royalties isn’t much better than the placer royalties.

Before we go any further, it is important to define a royalty. A royalty is not a tax, but a payment to governments (either First Nations or Yukon) for non-renewable and scarce resource such as metals like gold, zinc, copper etc., that a company extracts. The value of the royalties should not be based on the company’s ability to pay, but on a real estimate of the social, ecological and economic value of the minerals extracted to both present and future generations. The minerals in the ground belong to Yukoners, and we should get paid royalties when a company removes them.

Unfortunately the Yukon government has, in its wisdom, chosen a profit royalty as opposed to a net smelter royalty. In the Yukon a profit royalty is based on annual mineral production

Advertising Representatives and sales on a stand-alone mine basis. Under this system there is no royalty on the first $10,000 of output and after that the royalty rate varies with the output of a mine up to a maximum rate of 12 per cent on output of greater than $35 million.

The real kicker, though, is the value of the output of a mine is determined by subtracting eligible expenses and allowances from the value of minerals produced by a mine during the calendar year.

A royalty should be the government’s share of the mineral extracted, regardless of the costs incurred in doing that extraction. But in the Yukon, companies get to subtract expenses and thus reduce the amount of royalties paid.

A better system is the net smelter return.

This formula comes closest to ensuring the Yukon receives its share of the value of the minerals extracted through mining. It is the formula that mining companies rely on when they are negotiating with each other. It is also the formula being used between Selkirk First Nation and the Minto mine operators. The Minto mine is on Selkirk First Nation Category A land, so the First Nation gets all the royalties from that particular mine.

Net smelter return royalties are calculated on the amount received by the mine from the sale of the mineral product to the treatment plant that converts the output of the mine to marketable metal.

From the gross proceeds received there may be deductions for costs incurred by the owner

after the product leaves the mine property and before sale, such as the costs of transportation, assaying, refining and smelting, but no deductions are made for the operating costs of the mine. It is not an absolute royalty, which would mean a company would have to pay on the value of the minerals they have extracted without the benefits of any deductions.

However, any hard rock mines that operate on land controlled by the Yukon are not subject to this more reasonable royalty calculation, only profit royalties. The profit royalties allow the deduction of so many expenses before the profit calculation that it is almost impossible to arrive “in the black� at the end.

For example, in the two years that the Wolverine mine near Frances Lake was actually operating it didn’t pay a single penny in royalties. In the four years that the Bellekeno mine in Keno was running it only paid $724,113 in royalties.

In comparison the Minto mine, on Selkirk First Nation land but using the net smelter return royalty system and not the Yukon government’s profit royalties method, has paid over $13.5 million in royalties over seven years.

Should Kaminak and Kudz Ze Kayah mines reach the operating stage it is highly unlikely that the Yukon government will see much, if any, money for royalties for the non-renewable minerals that will be permanently removed from the Yukon.

In praise of indecisiveness

university professor once wrote a clever, pithy comment on one of my exam questions that I will never forget. He said “there is a fine line between exploring alternatives and waffling to the point that you yield no useful advice. I believe you have crossed it.”

I don’t recall the specific question but he was probably right.

In the year and half that I have spent writing this column one of the biggest challenges has been picking a side on issues on which I have genuine doubt. Judging by many of the online comments, readers seem to often assume that I am firmly convinced of the correctness of each and every one of my opinions, but on some of them I’m filled with nagging doubts. I like to believe that I

usually recognize that there are counter-arguments (of varying strength) to many of the things I say, and I occasionally change my mind on the basis of new information.

The world is so full of grey, but we humans like to see it in black and white.

Sometimes that is necessary.

Decisiveness is often important in life. When we’re faced with difficult choices a decision ultimately has to be made, and sometimes that decision needs to be made quickly. In many cases prolonging the decision making process by hemming and hawing can be detrimental.

A military commander, for example, faced with a number of a “bad” options has to choose one of them. And he has to do so fast or the troops under his command could be overrun and die.

A person in such a position does not have the luxury of endlessly weighing options, exploring alternatives or deferring to others.

As in all other areas, politicians need to be decisive as well.

This is particularly true in times of crisis, but it is true at all times.

Despite the complexity of various issues, sometimes what we really

need it to pick a direction and move forward.

Having said that, I think our society’s elevation of decisiveness to the level of virtue, particularly in the political realm, has been misguided. We as voters expect too much clarity from our politicians, and I think that is a mistake. Thoughtful, contemplative politicians are seen as wishy washy, and politicians who adjust their policies based on new information are flipfloppers. We throw around the expression “broken promises” far too liberally.

Perhaps I only speak for myself, but I’d prefer that politicians show their thought processes, acknowledge their own doubts, recognize uncertainty, and be willing to face a course change head on.

In the last federal election two of the parties promised to run balanced budgets. Since then oil prices have collapsed further, and stock markets have fallen.

Rosy predictions about government revenues have not panned out. In an alternate universe where the Conservatives or NDP had won would we have held it against them when they inevit-

ably had adjusted their plans accordingly? I’m sure we would have.

Surely some readers at this point are thinking, “Well maybe politicians shouldn’t make promises they can’t keep.” And there is some truth to that. Politicians do tend to promise more than they can deliver, and that tendency should be discouraged. As one example, I found Tom Mulcair’s promise of balanced budgets despite a number of expensive promises he made during the last campaign hard to swallow, particularly in light of the economic trajectory we were on at the time.

But we as voters contribute to that tendency as well. Politicians who hedge on their promises by attaching qualifiers like “if we can afford it” or making noncommittal statements like “we will explore this or that issue” are seen as slippery. How many of us would have accepted a promise by our politicians that they will “try” to balance the budget “if economic circumstances allow, and if it can be done without compromising other important priorities?”

If we want politicians to give us an idea of what they intend

to do but at the same time want them to be realistic about what they can accomplish we have to accept a certain level of uncertainty in their pronouncements.

Other readers are probably thinking “they aren’t reacting to new information. They’re flapping in the political wind whichever direction public opinion is blowing.” Again, to be sure, such a crass form of “flip flopping” certainly does exist. But part of the skill we need to develop as voters is knowing when a politician is being democratically responsive and when they are simply trying to curry favour with the voters.

As on that university exam, I appreciate that in this column probably hasn’t “yielded” much in the way of “useful advice.”

What I am trying to say is that we should be more appreciative of politicians who see the shades of grey that exist in the world, who are willing to admit when they were wrong, and who face necessary course corrections head on.

That type of culture shift in our politics would go a long way.

In Australia, where a form of preferential voting has been the norm for nearly a century, power now regularly changes hands between parties on either side of the political spectrum, he added.

Antony Green, an Australian political science professor and elections expert, said full preferential voting has led the parties to hand out “How to Vote� cards outside polling stations to help influence the final result. “I would be surprised if Canada went down the path of full preferential voting,� Green said in an email to The Canadian Press. “It is a big step to take, going from a system of a single X to one where all squares must be numbered. It would also be complex, given campaigning outside polling places is not allowed in Canada.�

The verdict The central flaw with the Conservative statement is that neither Trudeau nor the Liberal government have ever specified how they would want a preferential ballot system to work, much less a full preferential ballot.

The Conservative statement is also based on an assumption that the all-party committee will recommend a full preferential ballot over any other kind of system, including an optional preferential ballot.

Assuming for the moment that the committee went with an optional preferential ballot, the Liberals might well have the upper hand in the next election, based on recent polls.

Using 2015 data, the Liberals would theoretically gain substantially more seats in a preferential system, said Eric Grenier, the polling analyst behind the website ThreeHundredEight.com.

But there are many variables to consider before the next election, including who leads the Conservatives and how that person will position the party.

It is not inconceivable that the Conservatives could change the way they approach voters and widen their overall appeal, so that they became the second choice of more Canadians.

The Conservative claim perhaps should have read that Trudeau “might� push through a plan that would benefit the Liberals, making it “extremely difficult� to remove them from power “in the next election.�

As it stands, however, the statement contains “a lot of baloney.�

electromagnetic physics and radiation around the Earth. But at the time, no one really knew what would happen.

Starfish Prime was one of a series of bombs launched into space during the Cold War. An American physicist named James A. Van Allen had just discovered that layers of charged particles surround the Earth, in what are now called Van Allen radiation belts.

The U.S. military believed that nuclear bombs could be used to disrupt or blow up these Van Allen belts, or somehow use them as a weapon against the Soviet Union.

So on July 9, 1962, a 1.45-megaton hydrogen bomb was launched about 400 kilometres into space from Johnston Island in the Pacific Ocean.

The weapon was 100 times more powerful than the atomic bomb dropped on Hiroshima.

And the effect was dramatic.

Particles from the explosion drifted down into the Earth’s atmosphere, where they interacted with oxygen and nitrogen

to produce light displays that were seen for thousands of kilometres around the blast. Hotels in Hawaii reportedly planned rooftop parties to watch the show.

But there were other consequences, too. An electromagnetic pulse from the blast knocked out electricity and telephone service in Hawaii.

Streetlights were knocked out and burglar alarms were set off.

At least six or seven satellites were also damaged by radiation from the blast. A year later, U.S. President John F. Kennedy and Soviet Premier Nikita Khrushchev banned any further nuclear testing in space.

But the photos and videos remain. Liao said one of the main features of her exhibit is a looping video on a split screen.

One half of the screen shows footage of the explosion. The other half shows part of a National Film Board documentary called “The Northern Lights.”

Liao’s exhibit also includes older photographs and text from early auroral research,

some from the turn of the 20th century.

“Part of my research meant going back to these early... textbooks by these leading scientists who were trying to describe these electrical phenomena.”

She hopes the exhibit will give people “another dimension of understanding” of how this work was conducted, and how the early research laid the groundwork for Starfish Prime.

Liao is originally from Calgary and now lives in Toronto.

This is her first visit to the Yukon, but she said she wanted to open the exhibit here because of Yukoners’ connection with the northern lights.

“I’m really happy to have this show happen in the Yukon,” she said. “I think it’ll be really special here.”

The exhibit opens on Thursday, Jan. 21 at the ODD Gallery with an artist talk at 7:30 p.m. It will run until Feb. 27.

While filming at the Caribou Hotel in Carcross, both Hamelin and Macdonald left with experiences they were unable to explain. Macdonald was tidying up equipment one night and about to leave when he silently thanked the ghosts for letting them film there.

“It almost looked like someone was standing in the window. When you’re shooting these things it heightens your senses, you become more susceptible to that world.”

Little Fox Lake was a site Hamelin and Macdonald had always wanted to explore. They had come up with an idea for a feature-length film about the UFO sightings a few years ago, but it never panned out.

Dozens of witnesses claim to have seen a UFO in the area in the spring of 2000. Steve Watson, owner of the Braeburn Lodge, is interviewed in the episode and remembers talking to people who claimed to have seen it.

Local filmmaker Jayden Soroka provided special effects for the episode, which shows a UFO hovering slowly over the lake, according to eyewitness testimony.

He remembers feeling a distinct chill going up his spine as he left, not wanting to turn around.

Hamelin remembers shooting the exterior of the building one afternoon, but it was only when he saw the footage on his computer that he noticed something strange.

Web series have come a long way in the past several years, especially with the rising popularity of Netflix.

The Screen Production Yukon Association is trying to take advantage of that with the launch of its web workshop series, running from January to March 2016.

The workshops will take place over six weekends to teach local filmmakers how to created scripted and documentary web series.

Midway through the process, the filmmakers will be invited to pitch their ideas at the Available Light Film Festival in front of a panel of industry professionals.

Three of the winners will go on to receive $5,000 in production support, rentals, insurance, and workshop registration.

T

here is an irony at play at North Star Mini-Storage: it is a business that helps Yukoners keep their stuff safe in one place, yet its manager logs 12,500 steps on her FitBit each day. “I exercise, too,� explains Lara-Rae Grant. But, yes, there is a lot of movement.

Each year, the family-run business is paving a parking lot or installing new security cameras or building new facilities at one of its four locations in either Mount Sima and Kulan Industrial Areas or MacDonald Road.

Then there is the newest building on Titanium Way that opened this past April. “It’s been exhausting this past year,� says Grant, who runs the business with her sister, Kristin Trotter, for their father, Walter Trotter. “We got into this new building and set up new software that lets our customers pay online and check their accounts. “And this is the first year where the business didn’t slow down in the winter. “Maybe it is the new U-Haul service we added or maybe it is this new building or maybe because we are now more userfriendly.�

In the two decades that Walter Trotter has owned the business, it has grown from 30 units (that’s storage business talk for individual cold and heated rooms) to over 900. Then there are the outside parking spots that store motorcycles in the winter and snowmobiles in the summer ... and anything else including buses and semi-tractors.

Again, this business that is all about staying in one spot, is constantly moving to find new customers with new needs. “Over the years, that is how we built the business,� says Grant. “We see different needs like tourism where there are a lot of Germans who come and want to ditch their suitcases and jump on the river with just one bag. “So, we now have a locker service.�

Mining companies, too, have found it easier and more cost-effective to leave equipment with Grant and her crew over the winter instead of shipping back and forth from Outside.

Potential customers can be easily identified by those who have to park their cars outside of their garages because they are stuffed with, well, stuff. “It’s become an epidemic,� says Grant. “People have become consumers: people have stuff and they keep their stuff because they can’t let go of their stuff.

“There are a lot of garages that are full.�

Now that a location has opened up near the downtown core, in the Marwell Industrial Area, businesses can keep their files safe there to free up space for stock.

It’s a building that was specially built for the storage business: there is a covered receiving area, carts, a large freight elevator, secure entry by fobs and individual locks and cameras everywhere.

On the first two floors, there are heated 5X5, 10X10 and 10X15-foot units. The third floor is being kept undeveloped in case a customer needs a much larger

space.

Over the five locations, Grant guesses they are 80 per cent occupied, which is a good number. “We don’t want to be at 100 per cent because then we can’t offer options,� explains Grant. “We want to always have every size available.�

This comes in handy when so much of her time is devoted to problem-solving exercises on behalf of her customers. “We see a lot of movement and I really enjoy seeing people come in,� says Grant. “Every situation is different.�

Murray had the best result for Yukon the previous day in the skate sprints, taking sixth.

Hanthorn placed 10th, Lucier 40th and McLean 42nd in their respective divisions.

Hynes placed 22nd after being eliminated in the quarterfinal.

“Considering freestyle sprints is definitely not my strong point, I was happy to have qualified to move on to heats and get that experience racing,” said Hynes.

(Sunday’s skiathlon races were cancelled due to cold temperatures.)

Hynes was the overall top female at the Don Sumanik Memorial Races in Whitehorse last month and was subsequently named to Yukon’s ski team bound for the 2016 Arctic Winter Games in Greenland this March. It won’t be her first major Games.

Murray won a bronze and Hynes placed eighth in the 7.5-kilometre classic at the 2015 Canada Winter Games just under a year ago in Prince George, B.C. They both skied on Yukon’s bronze winning 4x3.75-kilometre relay team at

Though Romania will be Hynes’ first worlds, it won’t be Murray’s. She skied for Canada at the Winter World University Games in Trentino, Italy, in December 2013. Murray has also raced for Canada at three Junior World Orienteering Championships.

Following the trials Murray travelled to Ottawa to train and could not be reached by press time.

The Yukon Ski Team’s eightyear streak at the junior/U23 worlds began with Whitehorse’s David Greer in 2009. Since then Yukon has been represented

by Olympian Emily Nishikawa as well as Dahria Beatty and Knute Johnsgaard, who are both currently on the national development team, among others.

The worlds saw a record five Yukon skiers compete in 2012.

“This year we didn’t know if it was going to happen,” said Masson. “We knew we had an outside chance with Natalie and Kendra, but not as good a chance as other years. Other years it was Dahria and Knute who were top-ranked athletes with a good chance of it happening. Natalie wasn’t ranked highest in junior or Kendra in U23. We thought we had a chance, but things had to line up.”

The last series in Whitehorse, against Port Hardy, saw almost 1,300 fans attend.

This weekend’s games start at 7 p.m. Friday and 6:30 p.m.

She already has a dog show to prepare for. She crossed the rainbow bridge and picked up all that was ready for her first show on her new journey.

The very first show she ever did as a Show Secretary was in Whitehorse in June of 1977. So for the last 40 years up to the day she passed, that was her life.

Her dog show world was everything as well as the owners of those magnificent dogs. She had many, many friends in that world and was happiest there.
