hitehorse city council is moving ahead with plans to start a curbside recycling program.

Councillors largely voted in favour of a motion on Monday to issue a request for proposals for such a program. Councillors Dan Boyd and Samson Hartland voted against the motion.

The city’s proposed program would charge 5,800 Whitehorse ratepayers about $15 a month for both collection and processing of recyclables.

The program would serve residents living within the “urban containment boundary,” which includes subdivisions such as Granger and Whistle Bend but excludes country residential neighbourhoods.

But the idea has received a lot of criticism lately from people who suggest that it’s just a tax grab or that it might spell the end for a successful local company.

That’s the Whitehorse Blue Bin Society. The company already offers curbside pick-up of all household recyclables every two weeks for $20 a month. They pick up recycling from about 800 customers in every Whitehorse neighbourhood, which is then brought to Raven Recycling and processed.

Blue Bin currently picks up all recyclables, including glass and styrofoam – two categories that would be excluded under the city’s proposed scheme.

Blue Bin members have spoken in the past in favour of the city spearheading a city-wide recycling program – if Blue Bin won the contract, it could mean a big boon for the company. But at Monday’s meeting, Fraser Lang, Blue Bin’s president, expressed concerns that the company may shut down if it’s out-bid by a company from Outside.

“If the request for proposals is released and we shut down, we can’t help you reach your diversion goals,” Lang said, referring to the City’s goal of diverting at least 50 per cent of waste from the landfill by the end of 2015. That goal was not met.

Lang said the company wants to tackle the commercial sector next, which accounts for 90 per cent of the waste that goes into the landfill.

“It’s hard for us to invest in infrastructure to expand our business with the possibility that we could shut down at any time,” he said.

“Our mission is to expand and we need infrastructure to do so, but we can’t do it in the current climate.”

Uncertainty also continues to hang over the future of Whitehorse’s recycling processors. Coun.

Jocelyn Curteanu said it was time for the city to move away from diversion credits, a stop-gap measure that is currently keeping local processors afloat.

“We don’t have any more money to continue to pay diversion credits to process recycling,” Curteanu said.

“Our processors will go under unless we do something like raise taxes. Our private sector is doing the best it can, but what we need in order for this program to be sustainable is a coordinated effort.”

The City of Whitehorse had to commit an additional $57,300 in diversion credits to recyclers last year, beyond its regular $150,000 funding cap for that program.

It also set aside $150,000 for 2016 diversion credits.

City Manager Christine Smith pointed out that the initial $150,000 comes from tipping fees the city collects, but any additional funding comes out of the water and sewer fund.

The Yukon government also kicked in $641,000 to support the processors in 2015, including $68,000 to ship out 400 tonnes of

mixed plastics, but those diversion credits expired in December.

It continues to work on new regulations that would allow processors to collect more fees for processing beverage containers, tires and electronics. But only 10 per cent of the materials Raven recycles are funded through the beverage container regulations.

The stop-gap solution is only in place until the amendments to the beverage container regulations are passed or the city implements its curbside recycling program, according to Shannon Clohosey, the City’s environmental sustainability manager.

“It’s really meant to be an interim measure,” she said.

Coun. Roslyn Woodcock echoed Curteanu’s thoughts, stating the city is in a precarious position.

“We’re on thin ice and to pretend that the current situation works is to keep our eyes shut,” she said.

Still, Storey told the News he doesn’t think people will be upset.

“I am honestly not expecting that kind of a pushback to be coming, simply because it is a beautiful, state-of-the-art facility,” he said. “I certainly am not anticipating a tsunami.”

The internal emails also show that officials considered moving the grad ceremony to another, larger venue. The Mount McIntyre Recreation Centre, Takhini Arena, Yukon College and Porter Creek Secondary School were all considered, though Hays warned that moving the event to another school would be “certain humiliation.”

the cost of moving the event, and that option was ultimately discarded.

Cressman also told the News that the students want to have the event at their new school.

In another colourful email, Department of Education assistant deputy minister Mike Woods described how to make the overflow set-up sound appealing.

“I was thinking it’s like one of the rock concerts where they set up a screen and sound outside the stadium,” he wrote in midOctober. “We could have extra soft chairs for people and sell it as a special event complete with soft drinks, coffee and tea served to them.

It isn’t just the gym that’s been downsized in the new school.

The new library also has significantly less shelf space, and the school has had to discard a large number of books during the move.

Jason Mackey, a spokesperson for the Department of Education, said F.H. Collins has had to get rid of 2,125 books, out of a total of 16,875.

He said some of those books were transferred to other schools, but others were recycled.

“Anything that would have been purely removed and recycled from the library would have been older editions, anything that had outdated information,” he explained. He added that some may have been duplicate copies.

Mackey said F.H. Collins is also building up its e-book collection, which will reduce the need for physical shelf space.

He said the school now has 500 e-book titles, up from 120 during the last academic year.

Some books are also being stored in individual classrooms in the new school, since library space is limited. Mackey said books were assigned to classes based on subject – French books in French classrooms, for instance.

“They’re still very accessible,” he said. “The students can get them from the classroom.”

Mackey was unsure how many books are being stored this way.

The new school is hosting a public opening ceremony on Wednesday evening from 7 to 9 p.m.

Contract handed out for Fifth and Rogers plan The Yukon government and the City of Whitehorse have moved one step closer to deciding what to do with a large piece of land at Fifth Avenue and Rogers Street.

A planning contract was awarded to Stantec Architecture Limited, according to an announcement Monday.

will come up with planning and engineering design options for the 2.5-acre empty parcel of land downtown.

After the report is done, the decision of what to build there will be up to a steering committee including the Yukon Department of Energy, Mines and Resources, the Yukon Housing Corporation and the City of Whitehorse.

will be new windows, skylights and doors.

As part of the upgrade, the old insulation will be replaced.

The new material is grey.

Workers did uncover asbestos in the caulking around the windows, Debrecini said. It is being removed by an experienced crew and is not expected to affect the project’s timeline or budget.

Everything is expected to be completed by June.

The site was originally an industrial area used by the White Pass and Yukon Rote.

“A massive slope failure of the escarpment impacted the site in

the early 1950s and essentially halted development activities on the site,” say government documents. But future mud slides are no longer considered a threat.

“Further assessment of this area indicate the escarpment is stable and appropriate for development potential with mitigation measures to be accounted for escarpment control as development proceeds.”

Kaminak’s Coffee mine would be profitable: report Maura Forrest News Reporter

K

aminak Gold Corporation says a new study shows its Coffee Gold project south of Dawson City would be profitable at current gold prices.

It would take just two years to pay back the $317-million capital cost of building the gold mine, according to a new feasibility study released last week.

The project is also expected to create 480 “permanent, high paying jobs,” the report says.

“This feasibility study firmly establishes the Coffee Project as one of the world’s best undeveloped gold projects by value and margin that works in the current gold-price environment,” said Kaminak CEO Eira Thomas in a news release.

The Coffee mine is expected to last for 10 years, with an average annual gold production of 180,000 ounces.

The full capital cost throughout the life of the mine is estimated at $478 million, and the project is expected to generate $2 billion in gross revenue for the Yukon.

The report assumed a gold price of US$1,150 an ounce and an exchange rate of 78 American cents to the Canadian dollar. The current price of gold is just below US$1,100 an ounce, but the current exchange rate is just 70 American cents to the Canadian dollar. That low rate is a boon to Canadian companies.

“This is a project that works at today’s pricing environment,” Thomas told the News. “(This) was a very important milestone for our company.”

The proposed Coffee site consists of four open pits – the Supremo, the Latte, the Kona and the Double Double. The company has also found several other deposits that it continues to explore.

“We’ve made 11 separate discoveries, and we’re now running out of coffee names,” Thomas joked. She said if some of those other discoveries are mined, the project could last longer than 10 years. “We have high hopes for many of those. There’s significant resource expansion potential – there’s a good chance that we’re going to add some ounces into the mine plan.”

The site would be accessed by a 214-kilometre gravel road that would connect to the North Klondike Highway near Dawson. Much of that road already exists and simply needs upgrades.

The project is to be a heap-leach mine, meaning the ore would be irrigated with a solution to dissolve out the gold. The gold would be formed into bars on-site, which could then be flown out and delivered directly to customers.

Kaminak estimates that construction would take 18 months, and hopes to begin construction in 2018. The project would be powered by on-site diesel generators, with the possibility of switching to liquefied natural gas as diesel prices rise.

The report estimates that 225 people would be working at the site at any given time during peak operation, and employees would generally work two-week-on, twoweek-off shifts.

The Coffee project was staked by Yukon prospector Shawn Ryan, who discovered the White Gold district in 2009. Drilling began at Coffee in 2010, and Kaminak released a preliminary economic assessment in June 2014.

According to the new report, Kaminak had $28 million in financing as of Sept. 30, 2015, which will allow it to move into the mine permitting stage. The company plans to submit a project proposal to the Yukon Environmental and Socio-economic Assessment Board in the middle of 2016, and expects to apply for quartz mining and water licences following the YESAB review.

Thomas said the company is currently working with First Nation

partners and regulators to ensure there are “no surprises” in the application once it’s submitted.

Samson Hartland, executive director of the Yukon Chamber of Mines, said Kaminak’s track record with First Nations is part of why it’s done so well.

“First Nations engagement and relations are the key to successful projects,” he said. “The proof is in the pudding with a company like Kaminak.”

Hartland said he hopes Kaminak will get a “fair and efficient review.”

He pointed to the territory’s mine licensing improvement initiative and to Bill S-6, which made controversial changes to the Yukon Environmental and Socio-economic Assessment Act, as examples of how the Yukon is improving its regulatory environment for mining companies.

Premier schedules public community meetings Yukon Premier Darrell Pasloski and his cabinet ministers will be visiting several communities this winter to ask Yukoners about their budget priorities.

So far, the government has announced meetings in Carcross, Tagish, Old Crow, Teslin and Hootalinqua between Jan. 13 and Feb. 10.

Additional visits to other communities are to be announced in the coming weeks. “We want to hear from as many people as possible regarding their thoughts on budget priorities as we prepare the spring budget,� Pasloski said in a news release.

The meetings come on the heels of a series of community visits

But this time around, there’s one important difference – these meetings will be open to the public.

Last fall, the government was criticized for making the community meetings invitation-only.

It claimed the closed set-up would encourage people who might have been intimidated by a public forum to speak freely.

ecause 2016 is the 20th anniversary of the creation of the Yukon Anti-Poverty Coalition, it seems fitting to start off the year revisiting how we came to exist.

During the winter of 1995-96, the then minister of Health and Social Services announced a territory-wide public consultation on three health issues. Just before the community meetings began he added a fourth question – “where should cuts be made to the Yukon social assistance (SA) program?� He had apparently been told that Yukon’s “high SA rates� would attract migrants from B.C. and Alberta.

The family committee of the non-profit Yukon Family Services Association (now called “Many Rivers�) was keenly aware of the struggles that the agency’s clients were having to provide for their families as social assistance recipients. They were hearing of those financial and other related struggles, especially for single parents, through members of parent support groups, from a phone-in show that staff participated in on CHON-FM, and from a survey questionnaire sent to all Yukon schools.

Eighteen schools promptly responded. Many reported an increase over the past year in “the number of students coming to school either unfed or underfed,� and/or arriving without proper clothing. A full two-thirds of responding schools had seen an increase in “families unable to afford fees for activities such as school trips, etc.�

With this concerning picture becoming clearer, staff and volunteers from the YFSA’s family committee undertook researching the SA program facts, and comparing Yukon SA rates to the government’s income figures. The Yukon Bureau of Statistics’ report on Yukon income distribution from 1986 to 1992 indicated Yukon had higher rates of low income households than southern Canada. The proportion of children under 18 years of age in the Yukon in low income (lowest 20 per cent of the income range) families was 11.6 percentage points higher than in the 10 provinces. So we in the Yukon were already experiencing a disproportionate rate of child poverty!

As this report (published in August 1994) was the most recent available, it was then determined that the inflation rate (CPI) had increased in Whitehorse by at least another 5.8 per cent to

In comparing the maximum “basic needs�

SA annual amounts payable to eligible Yukoners to the government’s Low Income Measures (1992) for different family sizes and compositions the differences were striking, and consistently negative for SA recipients. For a single adult the Low Income Measure (LIM), similar to a “poverty line�, was almost $3,100 more than the maximum available from SA basic needs.

For a family of three adults and two children the LIM was more than $5,000 above what SA Basic needs could provide.

Public statements were made by the minister that there were, and would be, social assistance recipients arriving in the Yukon at the encouragement of provincial jurisdictions to take advantage of Yukon’s higher rates. Unfortunately neither the minister nor the presentations at the consultations included the fact that the Yukon had a “transient rate� of up to $350 per month.

This was for those who had not lived in the Yukon for at least 12 consecutive months, or had not been employed here for at least three consecutive months. Our report confidently stated that we did not believe there was “much danger of people ‘flooding’ up the highway to receive an annual SA payment of up to $4,200 to live in the Land of Gold�.

The submission to the minister on March 13, 1996, was copied to the government leader, and to the leaders of the other parties and to

government officials. Included were a number of recommendations to improve the program for people in the Yukon, including to not cut the existing SA rates. Needless to say, the rates were not cut!

A major learning from this process was that those most directly affected by the government SA policies were virtually “voiceless.� We decided that an ongoing “voice� was required, and our first monthly meeting was held in May 1996.

The first six years, the Yukon Anti-Poverty Coalition consisted solely of volunteers and volunteer activity, augmented by personal donations from MPs Louise Hardy, and later Larry Bagnell. A notable initiative that first winter saw some of us outside the federal building on Main Street with a clothesline of “dirty laundry� (attached were facts about poverty, local and national) created by Sara Crangell. A photo of that ended up on the front page of the Ottawa Citizen. We knew then that we (and the media) could have a powerful impact!

Over time, YAPC members have “spawned� many new initiatives – Downtown Urban Gardeners Society, Habitat for Humanity, the Whitehorse Food Bank, Connects Days and the Yukon Mental Health Association to name just a few.

Spawning, as demonstrated by Yukon salmon, requires perseverance and commitment. We have seen 20 years of such activity!

LETTERS So much for Harper’s fiscal conservatism This letter is in response to all those right-wing curmudgeons who keep trying to convince us that Stephen Harper and the Conservatives were the best things since sliced bread when it comes to managing the economy and the country’s finances.

While I wouldn’t want to spoil their opinion with the facts, let me point out the following: Fact 1 : When Harper took over from Paul Martin, in 2006, the annual surplus was over $13 billion.

Fact 2 : After two years of annual surpluses, Harper gave us seven straight years of an-

nual deficits. He squandered Martin’s financial management legacy in less than two years, even before the 2008 financial crisis.

Fact 3 : When Harper took over the national debt was at $482 billion and now sits at around $614 billion. He added approximately another $150 to the debt, from it’s low point in 2007 – 2008 of $458 billion.

Fact 4 : While reducing taxes, he raised expenses from $209 billion in fiscal year 2005-2006, to $280 billion in fiscal year 2014-2015, a whooping 34 per cent increase in nine years, exploding the national debt. And all the while Harper and his finance ministers were telling Canadians to tighten their belts, because their debt levels were to high.

While Harper and his Conservative crew, kept trying to label the other parties as “tax and spenders,� he was playing his “reduce taxes for his friends, and keep on spending� game, leaving our grandchildren to look after the mess (remember Joe Oliver).

Then he brought in his hokey balanced budget legislation, so supposedly no one else could repeat his mismanagement.

So to those right wingers who keep trying to sell us on Harper’s skill at fiscal management, I say give your head a shake.

ment is a fitting punishment for its transgressions – which is effectively what will be argued for in this appeal. I don’t like seeing important substantive issues decided on the basis of procedural matters, even when I’m generally satisfied with the outcome.

The argument against granting the government a mulligan in the planning process is essentially that since all the other parties had invested so much time and effort in the process and the government failed to follow the process – intentionally or innocently, depending who you ask – it shouldn’t get a do over.

However, I think an argument could be made that the agreements themselves envision just such a “do over.” The government screwed up by purporting to “modify” the commission’s plan when they hadn’t been clear about the modifications they wanted to see earlier in the process. On that point, all four judges who have heard this case have agreed.

What the government should have done was simply “reject” the commission’s proposed plan at the final stage – something it unquestionably had the power to do.

What happens after the government “rejects” a proposed plan? Well that’s a darn good

question and the possible subject of “Rumble in the Peel Episode 2.” It’s another one of those gaping holes in the wording of the final agreements that has never been resolved. But it seems likely that the answer is that the parties would need to go back to the drawing board in one way or another – exactly what the government has argued should happen here.

All this to say that I think it is fair to point that all the participants had some notice that the whole process could be for naught and the expense and inconvenience of a do-over is not necessarily a persuasive argument against allowing one to proceed.

I also have some concerns with the implications of depriving the government of a meaningful opportunity to exercise its prerogatives under the final agreements. This case has always been (ostensibly) about the importance of adhering to the planning process, and there is a certain irony in arguing that a proposed plan should be imposed on an unwilling territorial government – something the final agreements unquestionably don’t contemplate.

The right of the government – which they correctly remind us from time to time was demo-

cratically elected – to “accept, reject or modify” a proposed plan is as fundamental a part of the process as any other. Is the government’s botched attempt at modifying the plan sufficient reason to take away its say altogether? How is such an outcome staying true to the agreements?

The truth is that many people (but not all) who want to see this appeal proceed do so because they want the pro-mining Yukon Party to keep its grubby hands off the Peel, not because they feel a deep commitment to the planning process to play out as it is laid out in the agreement. They know that a “do over” means facing the possibility that to (one degree or another) the process set out in the final agreements does allow the government significant – possibly absolute – say over the final plan.

Such is often the problem when law and politics collide. A lot of Yukoners, including myself, want the Peel to be protected, so for many the ends justify the means. But if this case is truly about the importance of the planning process we should be somewhat concerned about the lack of meaningful say accorded our elected representatives.

So really Africa is our true first home and we all migrated around the world and settled it. So First Nations were the first to settle North America and after 20,000 years there immigrants arrived from Europe at first then from around the world.

When these new immigrants arrived the Americas were already populated by complex societies who owned specific areas with their own languages and cultures. It was not the Terra Nullis (nobody’s land) as proclaimed by the Catholic Church at the time and is obviously still believed by some still stuck in the Middle Ages.

I’m blessed to belong to both peoples of this land. My mother’s Tlingit people have been here for tens of thousands of years… this is their home. My father’s Acadian people immigrated to North America in 1640 from their “first” home, France. When they arrived to their “new” home they recognized and respected the

original owners of that land, the Mi’kmaq. The Mi’kmaq helped these new immigrants survive in their new home and they lived in harmony and peace.

Recently the Supreme Court in their Tsilhqot’in descision recognized this original ownership of this land by the original peoples of this land. In recognizing “aboriginal title” the Supreme Court helped dispel the Doctrine of Discovery that still persists to this day.

Yukon First Nations also had their original ownership recognized and reaffirmed when Canada signed the final agreements with us. This was also our way of sharing our home with the new peoples who also call Yukon their new home.

It’s only by working together to implement these final agreements that will help benefit all Yukoners: us Yukon First Nations and the new Yukoners. Then hopefully we can finally put that annoying papal bull to rest and start living in peace and harmony!

Not so fast I’ve noticed a disturbing trend from some individuals who attempt to erode First Nations claim to our lands here in the Yukon. It’s the attempt to claim that Yukon First Nations are just immigrants no different from the new immigrants who more recently arrived here, just that we’ve been here longer.

This is flawed in so many ways that it can only be explained by an underlying racism that believes that us Yukon First Nations are a substandard culture of nomads without a society. A little better than animals.

Well, this is a simple uneducated view that fails to recognise the complex societies that existed in this land for over 20,000 years.

Global Affairs Canada is in the process of updating its 2011 assessment on Saudi Arabia.

Canada conducts regular human rights assessments of foreign countries, but doesn’t do new reports every year, in part because of the slow pace of change in many countries.

Canada’s missions abroad provide human rights updates on a continual basis. But formal country-specific reports are done on a rotating basis because the human rights situation in any given country does not change overnight, said a Canadian government official, speaking on condition of anonymity.The current one in progress on Saudi Arabia could be in excess of 50 pages, said the official, who wasn’t authorized to disclose details.

The Liberal government has inherited a human rights reporting process from the Conservatives that encourages frank reporting from inside countries, one that names individuals and organizations in the countries being studied, the official added.

That’s why the reports have

been labelled classified to protect sources from retaliation.

Depending on the country being examined, directly quoting specific people and organizations would put their personal security at risk, which is a primary concern for Dion, the official said. “The minister has asked for recommendations and his goal is to make the process more transparent moving forward.�

Federal officials have told Prime Minister Justin Trudeau that Canada’s economic and security interests would be well-served by strengthening economic ties with oil-rich Saudi Arabia because of its powerful position in the Persian Gulf.

Most of the volcanoes are no longer active, but about 50 of them still appear to be venting mud. On a few of those, Blasco’s group saw signs of life: mats of bacteria apparently living off the chemicals in the mud.

Recently, another team of ArcticNet scientists discovered even more signs of life. In December, Charles Paull of the Monterey Bay Aquarium Research Institute, Scott Dallimore of the Geological Survey of Canada and other members of the team published a scientific article describing what they found in a close study of a few of the still-active mud volcanoes.

Some of the sediment the scientists hauled up from the

mud volcanoes contained skinny brown tube worms only a few centimetres long at most. The worms are closely related to tube worms found at a mud volcano in the Norwegian Arctic, the authors wrote. In both cases, the worms and the bacteria appear to be part of a chemosynthetic community – that is, a community of animals living off the carbon spewed out, usually in the form of methane, from volcanic vents.

Similar groups of animals have been found around undersea vents in many parts of the world, but this is the first time they’ve been discovered in the harsh conditions of the western Arctic. And there may be more life down there.

Video from a remotely operated underwater vehicle used in the same study showed that patches of the active undersea volcanoes are thick with bacteria and tube worms, and that shrimp and small fish seem to be especially plentiful at those sites. In fact, it appears that the Beaufort Sea’s mud volcanoes might be hotspots for both geology and biology.

The original purpose of the survey that mapped the volcanoes was to assess geohazards in the Beaufort Sea in preparation for oil and gas exploration.

Mountains of mud rising from the ocean floor constitute potential hazards, but Blasco said they’re easy to avoid. Now that it’s known where they’re likely to occur and what they look like to underwater remote sensing instruments, exploration companies survey them and stay clear.

Of course, not everyone wants to stay clear. Oil and gas companies might want to avoid the mud volcanoes, but plenty of scientists would like to learn a lot more about them.

The USGS National Wildlife Health Laboratory in Madison, Wisconsin, has examined about 100 carcasses and detected no parasites or disease that may have contributed to murres not eating, said wildlife disease specialist Barbara Bodenstein.

If the die-off is tied to low numbers of forage fish brought on by a warming ocean, the rest of 2016 does not bode well for murres, Piatt said.

The phenomenon known as the Pacific Blob, a mass of warm water in the North Pacific, has cooled but is still around.

Oceanographers predict for 2016 an extreme El Nino, the natural warming of the central Pacific that changes weather worldwide.

“What’s that going to do on top of the warming effect we’ve had in the last six months to a year?” Piatt said. “I’m asking because I don’t know.”

Whale poop study shows connections between salmon and killer whales Dirk Meissner Canadian Press

VICTORIA cientists who spent five years collecting and analyzing fecal samples from endangered killer whales near Seattle and Victoria found their diet consists almost solely of Chinook salmon in the summer, confirming the deep connection between them and salmon fishing’s trophy catch.

Scientist Michael Ford of the Seattle-based Northwest Fisheries Sciences Center says DNA analysis of killer whale fecal matter confirmed more than 98 per cent of the July and August diet of the southern resident whales is salmon, particularly the Chinook salmon bound for British Columbia’s Fraser River and its tributaries.

Scientists on both sides of the border say the study provides useful information to government officials tasked with managing whale recovery efforts and salmon stocks.

“Increasing salmon abundance is definitely an important component to try and recover the whales,” Ford said, adding that one of the goals of these sorts of studies is to get a better understanding of what salmon stocks the whales consume to help target recovery efforts.

There are more than 80 southern resident killer whales in the Pacific Northwest, but the species remains listed as endangered facing triple threats of pollution, noise and food shortages. Since December 2014, eight new calves have been born to the southern residents, signalling a healthy population, which some suggest is linked to plentiful Chinook stocks.

The study, published last week in the open access journal PLOS One, provides further evidence of the food-chain connection between killer whales and salmon, said Ford.

Ford said it is the first study to thoroughly analyze killer whale diet based on fecal samples. Prior studies that examined the remains of killer whale prey made similar salmon-diet conclusions, but the DNA analysis confirms it completely, he said.

The fecal samples were collected in Canadian and U.S. waters near the San Juan and Gulf Islands over a five-year period from 2006 to 2011, producing almost five million genetic sequences that pointed to a 98 per cent salmon diet, he said.

Scientists scoured whale feeding areas for fecal remains that float on the water, Ford said. The scientists also used dogs specially trained to pick up whale poop scent on the water, he said.

He said the study found killer whales will eat other salmon species in the late summer, but Chinook remain their top choice.

“We’ve, since the 1990s, had evidence that Chinook is very important to these animals from our work and this recent study really confirms our results that we’ve developed over the last 15 years that really point to Chinook being so important to these animals,” said Ford, head of Canada’s Department of Fisheries and Oceans Cetacean Research Program at Nanaimo, B.C. Ford said when Chinook stocks declined during the 1990s, the southern resident whales struggled.

“The mortality rates shot up 200 to 300 per cent (of) normal, and that this coincided with a coastwide decline of Chinook salmon abundance,” he said. “We reasoned that Chinook may well be of primary importance to the survival of these animals.”

Earlier DFO studies concluded the southern resident pod consumed up to 1,400 Chinook a day during the months of July and August. The total can reach 81,000 for the entire group during those two months.

A spokesman for B.C.’s sport fishing industry, which generates about $940 million annually in revenues, said healthy Chinook stocks mean happy anglers and healthy whales, judging by the recent baby boom.

“The recreational community would agree that there should be steps taken to ensure Chinook stocks are healthy for all sorts of reasons, not the least of which would be there are plenty of snacks for orcas,” said Owen Bird, executive director of the Sport Fishing Institute of B.C.

In 2002, he released a selfproduced album under the moniker Boy, which he recorded with one microphone and ProTools software in Whitehorse and Edmonton.

A Sept. 2004 article in Billboard magazine described it as “bursting with early Brit-pop references, multilayered orchestration and drum samples.”

He toured nationally in support of the album and opened for such artists as Sam Roberts, 54-40 and Broken Social Scene.

A record label signed Kozmeniuk and he moved to Toronto soon after, where he started working on a follow-up album.

His solo project turned into a five-man band and in 2004, he released Every Page You Turn, which received considerable airplay in Canada.

But Kozmeniuk soon realized he couldn’t do this forever.

“I decided it wasn’t for me – I realized I’m not an artist,” he said.

“I didn’t have the voice for it and the only reason why I was singing is because no one else was. I started seeing the shortcomings and didn’t see a future

in it.

“The whole time I’m shacked up in a bedroom in a shitty apartment with rats, it’s a pretty awful experience.”

He asked himself how he could make some money by staying in the music industry, a business he loved and was passionate about.

He fell into advertising and landed a McDonald’s campaign, where he received a “crash course in real production.”

Around the same time, he met a Swedish producer named Jonas Quant through the Internet.

Quant, who has worked with artists such as Kylie Minogue and No Doubt, offered Kozmeniuk a gig helping him out if he moved to Europe.

“I felt bad because I was leaving my girlfriend behind but I went on a limb,” Kozmeniuk said.

“Sweden is ground zero for writing and producing. Half the charts are written by people in Sweden.”

So he spent a year and a half there, working on various projects. His work visa eventually ran out and he was forced to move back to Toronto, where he would have to re-establish himself.

Fortunately, Canadian artist

Drake was emerging on the hiphop scene, which brought a lot of attention to Toronto.

Kozmeniuk met Demacio “Demo” Castellon, a sound engineer married to Canadian artist Nelly Furtado, and one day got to work on a Madonna project.

“She was the first big artist I got involved with,” he said.

“I was sort of brought in as a pinch-hitter to cover everything they needed. It involved sitting in a room with her for a long time – and her being Madonna.

“It was intimidating at first because she wasn’t the friendliest person but over time she really opened up. I thought she was a really nice person.”

Since then Kozmeniuk has also worked with Nicki Minaj, Young Empires, BANNERS and Shawn Hook. And in a few weeks, he’ll be at the industry’s biggest party of the year.

“I’m just happy to be going – I mean, how often does that happen?”

The 58th Grammy Awards ceremony will be held on Monday, February 15.

irst Nations actor Duane Howard admits he “choked up” when The Revenant star Leonardo DiCaprio dedicated his Golden Globe trophy to indigenous communities around the world.

Howard and his friends were watching in Vancouver when DiCaprio took the stage on Sunday to claim the best dramatic film actor award for his role in the 19th century survival epic.

DiCaprio shared the award with “all the First Nations people represented in this film and all the indigenous communities around the world.”

“It is time we recognize your history and that we protect your indigenous lands from corporate interests and people that are out there to exploit them,” DiCaprio said in his acceptance speech.

“It is time that we heard your voice and protected this planet for future generations.”

Howard plays lead Arikara warrior Elk Dog in the drama, which was partly shot in Alberta and British Columbia and features dozens of local actors and crew members.

The 52-year-old called DiCaprio’s speech “really meaningful,” and said he’d like to see more meticulous portrayals of indigenous culture come out of Hollywood.

“When a Hollywood celebrity like that reaches out to the world and acknowledges us First Nations people like that, that means something,” said Howard, born in the Nuu-chah-nulth territory located on the west

ven if you ignore the fact they won both nights, the Nuway Crushing Whitehorse Huskies had a darn good weekend.

The senior men’s AA team showed big improvements in their defensive play – an area the team has been lacking – allowing only one goal on Saturday.

And then there was the fan support. Over 550 spectators attended Friday and over 700 Saturday as the Huskies hosted the Port Hardy North Island Capitals from Vancouver Island at Takhini Arena.

“The fans were just amazing!” said Huskies defenceman Jared Tuton. “When I’m skating around and I see that, it just makes me so happy. We struggled to get fans out at the end of last year and it’s getting better as we go now. It’s a good sign.”

“It’s unbelievable to see that support,” said Huskies captain Evan Campbell, who was ap-

proached for an autograph during this interview. “There’s a lot of talk going around town.

Personally, I’ve run into people on the street I don’t even know say, ‘Good job out there,’ and that kind of thing. It’s a good feeling and it’s nice to have fans behind us and the city behind us.”

The Huskies improved to a 3-1 season record with the two-game series. They showed their scoring prowess in a 9-6 win Friday and their growing defensive capabilities in a 5-1 win Saturday. “(Saturday’s game) was maybe a little bit slower, but that was because the guys were playing a little more defensively,” said Campbell. “We wanted to take care of our end first, play from our goalie out, which was a bit different from (Friday) night. We were scrambling around a bit in our own zone, so we wanted to clean that up. We scored nine, but we let in six, so we wanted to get that number down.”

It has, to say the least, been a while since the Huskies allowed just one goal in a game. They didn’t do it in their first series

of the season. They didn’t do it last season after the team was brought back in its current AA incarnation after five years of dormancy. They didn’t do it six years ago as a AAA team after 16 years of dormancy.

Even when the Huskies won the Allan Cup – Canada’s AAA men’s championship – in 1993 did the team have a game with less than two goals against.

Whitehorse’s Randy Merkel and Jay Glass, who played on the Huskies in the early ‘90s, don’t recall winning with a shutout or with just one goal against.

“I don’t remember if we ever had a shutout. I don’t think so,” said Merkel. “I don’t think we had a shutout or a one-goal game.”

“I can’t recall shutting anybody out,” said Glass. “There could have been a one-goal, a 5-1 or 4-1 win at some point. I wouldn’t remember it because it wouldn’t be that remarkable.”

It must be admitted, Saturday’s goal against was a little fluky.

“He played great and he said it himself: the team played great in front of him,” said Huskies head coach Michael Tuton.

“That’s a direct reflection of the coaching staff that we brought on this year,” he added.

“Coach (Jay) Massie has been working tirelessly with D-men and he and (Barry) Blisner have been such a big part of the team this year. It’s definitely something we’re looking at, an area of improvement, and it doesn’t just come from our blue-liners, it comes from a team defence.

“I don’t think we’ve played to our full team potential yet, but we’re definitely making strides and going in the right direction.”

In Saturday’s game forward Ted Stephens led the way with a goal and two assists while Burt Stephens had a goal and an assist – the brothers assisted each other’s goal. Derek Kalssen, Adam Henderson and Joe Densmore also scored.

Friday’s game was closer than the score indicates, with the Huskies scoring three in the final

seven minutes to make it 9-5 before the Capitals added a final one.

Henderson had two goals and two assists; Kane Dawe two goals and an assist; Rob Stuckey, Jared Tuton and Klassen, who had the game winner, each had a goal and assists. Chris Gleason and Rob Warner also scored. Goalie J.J. Gainsforth was in net for the win.

Campbell, who was named captain at the start of the season, racked up four assists in Friday’s game but is still searching for his first goal of the season.

“I don’t think about it. The way I see it, I have the ‘C’ for a reason, my play before, so I don’t try to change anything at all,” said Campbell. “I don’t feel pressure to score. If it goes in, great, if not, I’m just as happy to get an assist.

And even happier when we win.”

The Huskies, who split a two-game series against Alberta’s Whitecourt Wild in December, will next host the Powell River Regals Jan. 22 and 23. With that series the Huskies will reach the magic number of six games recognized by B.C. Hockey and will

Two Rivers’ Allen Moore, 58, was denied a fourth straight Copper Basin title on Monday.

The two-time Yukon Quest champ, who won the last three and six in total, came in 24 minutes back of Olson.

His wife Aliy Zirkle, who became the only women to win the Yukon Quest in 2000, placed

fourth, just four minutes behind her husband.

Nicolas Petit of Girdwood, Alaska, took the fifth place spot in two days and 28 minutes.

Carcross’ Rob Cooke was Yukon’s top finisher in the race, placing 12th with a total time of two days, nine hours and seven minutes. The 49-year-old will race his third Quest next month.

He placed 16th last year and

18th in 2013 in the race, which this year starts in Fairbanks and ends in Whitehorse.

Carcross’ Josh Skerritt took 15th, Whitehorse’s Sebastian dos Santos Borges 21st and Mendenhall’s Olaf Thurau 27th.

Ed Hopkins of 10 Mile outside of Tagish, who placed third in last year’s Quest, scratched.

Whitehorse skiers prep for World Cup with Slovenia races Tom Patrick News Reporter

ou could say Yukon’s top skiers are feeling bene about this weekend’s FIS World Cup races in Planica, Slovenia.

Whitehorse’s Emily Nishikawa, Dahria Beatty and Knute Johnsgaard all said they were happy with their races last week, in emails sent from Tablach, Italy where they are currently training with the rest of the Canadian team.

All three had good races with some very consistent results in the OPA Cup – part of the European Continental Cup series – over the weekend in Planica, where they will return to this weekend for a World Cup. Nishikawa, 26, placed fourth in a sprint on Friday before winning bronze in the 10-kilometre classic on Saturday and the 10-kilometre free Sunday.

“I was very happy with my races in Planica,” she said.

“I was pleased to have very consistent racing throughout the weekend and getting onto the podium twice was a nice reward.

“It was fun to get to race at the same venue the week before to get to know the trails that we will be racing on in the World Cup.” Beatty, 21, placed 16th in both the 10-kilometre classic and 10-kilometre free. However, she is most pleased with 18th in Friday’s sprint.

“I finished 18th on paper but I was only 0.5 seconds from making the semi-final heats which are the top 10. I made a couple tactical errors in my heat which cost me a bit of time but my body felt good,” said Beatty.

“I had some back and abdominal cramping in both (distance) races which I haven’t experience this year.

That was hard to push through and definitely took me off my A game. In yesterday’s skate (free) race I also had two falls which didn’t help my time.

There were some good parts to each race like being able to ski behind the OPA series leader for part of yesterday’s race and focusing on how to dig deep when things aren’t going smoothly.”

Johnsgaard, 23, raced to 27th in the sprint, 24th in the 15-kilometre classic on Saturday and 25th in the 15-kilometre free Sunday.

A 16th place result in the sprint qualifier was his highlight, he said.

“I was particularly happy with my sprint qualifier where I was the top Canadian, ahead of Canadian World Cup skier Lenny Valjas who is a multiple world cup medalist,” said

Youngsters impress at AWG snowboard trials Tom Patrick News Reporter

T

hree team veterans were among a dozen snowboarders at Yukon’s team trials for the 2016 Arctic Winter Games this past Sunday at Mount Sima.

However, at the end of the day, following slopestyle and banked slalom events, none of them were at the top of the 10-person male category.

Twelve-year-old Sammy Mather placed second in both competitions to place first overall in the final standings.

“He’s quite amazing. This is his first year in Snowboard Yukon programs,” said Yukon head coach Mary Binsted.

“We’ve managed to win him over from some other sports.”

There was lots of young blood on the slopes. Mather was one of three 12-year-old boys competing at the trials.

Ethan Davy and Asher Brault, both of whom are 14 years old, tied for third in the final standings.

“We’ve got this really active group of younger guys,” said Binsted. “We’ve got this strong, new group moving up and it’s pretty amazing. Their skill level is quite high for their age. It’s the highest we’ve seen in that age group yet.”

Team veteran Tim Schirmer was out competing for a spot at what would be his final Arctics.

The 17-year-old finished first in the slopestyle event and fourth in banked slalom on Sunday for second overall in the standings.

Schirmer won three medals at each of the last two Arctic Games. He and Davy represented Yukon at the 2015 Canada Winter Games in Prince George, B.C., last year.

Yukon’s snowboard teams have been the most successful for the territory at the last three Arctic Games, in terms of ulus (medals). The snowboard crew

collected the most hardware with 21 ulus at the 2014 Games in Fairbanks, 15 at the 2012 Games in Whitehorse and 10 at the 2010 Games in Grande Prairie, Alta.

Each Games jurisdiction can enter a team of eight snowboarders – four male and four female, two of each in junior

and juvenile categories.

Snowboard Yukon will now conduct three weeks of training camp until the team is named before the deadline of Feb. 1.

The 2016 Arctic Winter Games will take place March 6-11 in Nuuk, Greenland.
