OTTAWA — Aboriginal Peoples endure higher levels of tuberculosis, HIV and heart disease than the rest of Canada — a dramatic disparity that indigenous leaders want health ministers to confront on the road to meaningful reconciliation.

Isadore Day, Ontario regional chief of the Assembly of First Nations and head of the assembly’s health committee, said First Nations, Inuit and Metis are facing a health crisis that demands to be confronted by all Canadians.

In a letter to federal Health Minister Jane Philpott, Day also emphasized the need for full participation in drafting a new health accord.

“I think it is really important for everyone to look at the truth,” Day said in an interview.

“We are in the era of truth and reconciliation and I think that this is a major issue.

If it wasn’t for the Indian Act, if it wasn’t for residential schools, if it wasn’t for colonial policy, the health conditions of our people wouldn’t be in this state.”

Health Canada data shows a dramatic difference in life expectancy and rates of chronic and contagious diseases for aboriginal Canadians. Tuberculosis infection rates, for example, are five times higher among First Nations people and 50 times higher among the Inuit population than among the general population.

Health Canada also estimates there were 278 new HIV infections in the aboriginal population in 2014, representing 10.8 per cent of all new infections that year.

Philpott said there are a number of other worrying health indicators, such as suicide rates among Inuit youth.

“These are very serious concerns,” she said in an interview.

“They are an absolute priority for me to address, but I can’t do that alone because obviously provincial and territorial governments are also implicated in addressing

In his letter to Philpott, Day noted the minister is attuned to the First Nations health crisis “having spent so many years practising medicine in very similar, ThirdWorld conditions of West Africa.”

Aboriginal people often endure health conditions that people would not and should not expect to see in Canada, Philpott said.

“I think that you will find that they are, in some cases, comparable to the kind of levels you would see in less-resourced countries and that is not acceptable,” she said.

“It is something we very much aim to address.”

Indigenous leaders will be part of the talks on the health accord, Philpott added, though she did not have specifics on what shape this will take.

“I am in discussions with indigenous leaders across the country about the best way for us to all work together, provinces, territories, the federal government and indigenous leaders,” she said.

Manitoba Health Minister Sharon Blady said she appreciates Philpott’s openness to looking at how to include indigenous voices at the table.

“I really want to be able to see where the federal minister goes with this because I know how important it is for our people and to our provincial system here,” Blady said.

“Our First Peoples live in conditions that are predicated on 150-plus years of unjust colonial practices that have had implications over generations and that puts an undue health burden on them . . . it also puts a burden on the health-care system.

“It is an unfair burden . . . they are carrying disproportionately.”

anaimo beer drinkers just want to get Lucky.

Lucky Lager is the most popular drink in the Harbour City, and has been a top seller over the past five years, data from the B.C. Liquor Distribution Branch shows.

The news comes as a surprise to LDB officials, since it differs from a provincial pattern in which beer drinkers prefer to choose brands consumers might associate more with the mountains and Darrell vistas of British Bellaart Columbia.

Reporting Some people say the working man’s beer better matches Vancouver Island’s logging and fishing traditions — a theme reflected in the packaging, emblazoned with an image of a giant chinook salmon valiantly struggling against capture on the end of an angler’s line.

“It’s something to do with how many logging companies are here,” said Diana Troiano, manager of the Wellington liquor store, one of Nanaimo’s busiest.

Traditionally, loggers gravitated to the he-man image of Lucky beer, and “their kids keep drinking it and they just started a tradition of everyone drinking Lucky,” Troiano said.

Larry Grounds, 78, and his adult son Todd, won’t dispute that argument.

Seated together with friends, next door in the Well pub, the Grounds make no bones about their love for Lucky Lager.

“It’s a family tradition,” said Todd, who looks forward to the day when he can get his beer of choice on tap.

It was Larry’s influence that started his son on the Lucky path, but the senior Grounds can’t explain why he originally chose that brand, decades ago.

“No idea,” said Larry. “I tried Blue, and I tried all sorts of beers. I started when they had stubby bottles. I tried other beers, (but) that’s all I drink.”

Their loyalty is so strong, they’ve

influenced other beer drinkers to switch brands. An example is their annual hunting trips to Dawson Creek, where they meet up with friends who used to drink another brand.

“We corrupted them,” Larry said.

“Now they’re drinking Lucky.”

In 2015, cans of Labatt Lucky Lager outsold all other alcoholic beverages, from wines through spirits, in Nanaimo.

Changes for the Better

Nanaimoites bought 72,822 litres of Lucky, out-selling Nanaimo’s next favourite brew, Labatt Budweiser, by more than 6,700 litres.

Paul Manhas, who owns several liquor stores and pubs in Nanaimo, isn’t surprised.

“I know, I see the numbers all the time,” Manhas said.

He said brand preference tends to get passed from one generation to another.

“I see the next generation coming to my bars, drinking the same as their father used to drink,” Manhas said.

Provincially, trends in beer sales are fairly uniform, but “when you look at a more micro level they do have their own patterns and demographics,” said April Kemick, Liquor Distribution Branch spokeswoman.

In the Okanagan, for example, “we’ll see more wines,” and in more upscale Lower Mainland markets consumers will prefer more expensive products.

In Nanaimo, Lucky Lager “is emerging as a favourite, and that’s interesting, because Lucky, for 2015 anyways, isn’t in the top 20” across B.C., she said.

“Kokanee, across B.C. Liquor Stores is usually at the top, but in Nanaimo it doesn’t make the top 20,” Kemick said “They’re loving Lucky in Nanaimo.”

Seven arrested after police raid residence

City considers cull to deal with Canada geese problem

Seven people were arrested after Nanaimo RCMP raided at home in the 500-block of Albert Street on Wednesday.

The raid was part of an ongoing investigation into powerful street drugs responsible for a recent string of drug overdoses.

Police arrested three women and four men, ranging in age from 30-64, in the raid.

During the search, officers became aware a man was experiencing a drug overdose in the backyard.

The man was transported to Nanaimo Regional General Hospital and was released about 12 hours later.

The public was alerted to a sudden rise in the number and frequency of drug overdoses in Nanaimo in a joint statement issued Jan. 8 by the BC Coroners Service, Island Health and RCMP. Coroners are awaiting toxicology reports on five deaths since December to determine what drugs may be involved, and officials are urging hard drug users to have an overdose plan in place, including getting a free overdose recovery kit from the emergency department at NRGH.

The City of Nanaimo is considering its own Canada geese cull, as officials from two other local governments on Vancouver Island appear willing to take steps to curb the migratory bird’s numbers.

Parksville Mayor Marc Lefebvre recently told the Parksville Qualicum Beach News: “The City of Parksville waits with great anticipation for the cull.”

Lefebvre made the comment during a Regional District of Nanaimo meeting during a presentation from the Guardians of Mid Island Estuaries Society, which the RDN is working with to develop a strategy to manage the geese population.

In the Capital Regional District in Victoria, one area director has urged his colleagues to support a bylaw change to allow rural property owners to hunt geese on their own lands, in addition to permits they receive to shoot the crop-eating birds. That proposed policy change would follow a Canada goose cull launched by the CRD last year. The cull claimed 43 geese at a total cost of $31,200.

If a municipality wants to conduct a cull, it has to get a permit from Canadian Wildlife Services. The province also plays a consultative and co-ordinating role to control geese populations, but cannot issue ‘kill’ permits.

Al Britton, parks operations manager for the City of Nanaimo, said the city has an ongoing problem with geese — or more specifically, their droppings — in city parks, sports fields and cemeteries.

Britton said the municipality is considering its options and watching what other municipalities do next.

But he said he personally favours the cull option, adding it has come up in discussions.

“If it was up to me, we’d be doing one tomorrow,” he said.

Britton said the municipality already practices egg-addling – violent shaking of eggs to prevent chicks from being born – as well as scaring adult geese away as methods to deal with the problem.

The city also relocated approximately two dozen geese from Westwood Lake after routine tests found high E. coli levels, found to be caused by goose droppings, in the man-made lake.

Beban elected head of Truck Loggers group DARRELL BELLAART DAILY NEWS

Nanaimo’s Jacqui Beban is the first woman president of the B.C. Truck Loggers Association.

Her election, at the association’s annual general meeting Thursday, makes her the first woman president of any logging association in B.C. “It’s very exciting,” said Beban from Vancouver. “I’m really proud of this organization, but I’m also stepping out of my comfort zone. But that’s where growth happens.”

Began, 40, is a partner in Nootka Sound Timber Co., which employs more than 100 people, including contractors, managing a forest licence near Gold River.

Born and raised in Nanaimo, she has called Qualicum Beach home for 15 years. Her family, which the Nanaimo recreation centre is named after, is intertwined in the Island forest industry.

“I’m a third-generation logger on my mom’s side and a fourth-generation logger on my dad’s.”

The Beban family history is rooted in the Nanaimo area. Fedje and Gunderson Ltd., her maternal grandfather’s company, was formed in 1949 and remains operating today.

She started working at Frank Beban Logging at age 18 and by 24 was a senior manager. She was involved in 2011 when the family company became part of Nootka Sound Timber.

“I love forestry because no two days are the same,” said Beban.

She said a challenge for today’s contractors is sustainability of the industry.

“It’s having enough money so they can pay their employees, maintain equipment, reinvest and at the end of the day have a return on their investment,” Beban said.

The association has elected 37 men as president since its incorporation in 1943.

David Elstone, TLA executive director is pleased to see a woman elected.

“Her experience as a logging business owner and her history with the industry will make her an excellent president,” said Elstone.

Birch is part of remarkable cultural trend Kait Burgan Kait’s Corner

I

remember the space that is now home to the Nanaimo Art Gallery when it was CIBC. I worked out of 150 Commercial St., as a publicist for TheatreOne, when it first transformed into the Centre of the Arts Nanaimo, or CAN. It’s now home to not only the Nanaimo Art Gallery, but the Vancouver Island Symphony, Crimson Coast Dance Society, TheatreOne, the Nanaimo Archives and other artistic and cultural organizations.

I met Jesse Birch when he was interim executive director a couple years ago and I was instantly impressed with his passion, expertise and ability to tell the story behind the art.

There is always a story behind art.

Jesse’s office at the Nanaimo Art Gallery downtown is behind an exhibit wall. The ceiling is open and sound bounces everywhere. There are ladders and cleaning supplies piled up in the corners. It is most definitely “behind the scenes.”

Despite the janitorial atmosphere, Jesse’s workspace is somehow funky and cool. Maybe that’s because of the old bank vault in the corner that somehow reminds me of the Wild West. I imagine smoking guns and horses and bandits wearing bandanas. I also know the vault was a great storage space for works of art when the focus of the gallery was to showcase and sell. The objective today is to inspire and challenge the community through art. There’s stuff for sale in the gift shop.

Jesse studied at the De Appel Art Centre in Amsterdam, Emily Carr University of Art and Design, worked at the Vancouver Art Gallery in various capacities, holds a Masters of Arts in Art History: Critical and Curatorial Studies and a Bachelor of Fine Arts, with a Major in Photography. These credentials are skimmed from his two page, double columned curriculum vitae that makes me wonder what the heck I’ve been doing with my time.

We sit at a folding table that is his desk and talk about the first show he curated called “Interval Response”. It examined the relationship between photography and time that showed at The Old School House in Qualicum Beach about a decade ago. He says it was “challenging for that community” and I ask if art should be challenging.

“Yes,” he replies, without hesitation. “But, there’s also a responsibility from the institution and the curator to provide points of entry into an exhibition.”

In his current show, Booming Grounds, he’s created multiple points of entry by way of talks and tours. It’s something he learned the value of back at the Old School House.

Jesse Birch is the curator at the Nanaimo Art Gallery.

“In a show like this,” he says, “there are lots of things the average person, or any person, can pull from in their own experience to reflect on in relation to the art. It’s so open with contemporary art and every body sees the show differently because everybody comes with a different set of experience.”

The Nanaimo Art Gallery is being noticed in the art world.

Michael Turner from Canadian Art Magazine reviewed the gallery’s recent multi-layered, multi-venue show, Black Diamond Dust: Industry and Labour, late in 2014.

Turner describes “a relevantly recent development in Vancouver’s cultural ecology” that sees artists leaving Vancouver to create “remarkable” exhibits on Vancouver Island.

Jesse is part of this cultural trend.

He has a way of making everything interesting and it’s a simultaneous delight and source of stress to interview him for television, and now newspaper.

There is never enough time or space to capture his passion for and knowledge of art.

He has multiple projects in the works for the Nanaimo Art Gallery.

They’ll hit the cultural headlines soon. In the meantime, Jesse is looking forward to presenting at Pechakucha Night, Volume 3, where he, along with 10 other presenters, will show 20 images for 20 minutes. The evening is titled For Your Consideration; from Intention to Creation, the Path of Positive Change.

This city needs a plan to deal with its Canada geese Y ou can see them — and the little gifts they leave behind — in communities all over Vancouver Island.

And in many of those communities, officials are trying to figure out what to do with them.

The ‘them’ in this case would be Canada geese, the majestic pooping machines that soil our beaches, leave their droppings all over soccer fields, harm farmers’ crops and more.

To put it simply, we have an overabundance of Canada geese.

The always-controversial notion of a cull has been raised in a variety of Island communities.

For some, the idea of killing a group of animals is an absolute non-starter. Whether it’s rabbits at Vancouver Island University or the deer roaming through Nanaimo neighbourhoods, the suggestion of killing anything outside of voracious rats will draw significant public outcry.

A cull can also be remarkably expensive.

In Victoria for example, the Capital Regional District recently spent just

more than $30,000 on a cull— with only 43 geese killed.

That’s more than $700 per goose.

Is that good value for the taxpayers’ money? Any effort that is not cost-effective and humane should definitely be rejected, poop or no poop.

But at this point what is certainly clear is that the geese are a nuisance.

And city officials are definitely watching what their peers in other communities do to solve the problem.

water found high levels of E. coli, found to be caused by the goose droppings.

Britton said the city already practises egg-addling — shaking of eggs to prevent chicks from being born — as well as scaring adult geese away as methods to deal with the problem, but he favours a call.

“If it was up to me, we’d be doing one tomorrow,” he said It may come to that.

Parksville Mayor Marc Lefebvre recently told the Parksville Qualicum Beach News: “The City of Parksville waits with great anticipation for the cull.”

Lefebvre offered that up during a Regional District of Nanaimo meeting that featured a presentation from the Guardians of Mid Island Estu-

aries Society. The RDN is working with the society to develop a strategy to manage the goose population.

Society vice-president Tim Clermont said a cull is not yet on the table. The aim is to form a working group with representation from a variety of mid-Island communities.

He noted the local governments will have to take the initiative and put forward a firm place to deal with the geese.

Watching and waiting for someone else to take the lead won’t fix the problem.

A plan needs to be in place in short order.

t’s about time. Our federal government has finally realized the value of a loved one’s final moments and is extending the compassionate care benefit.

The changes mean that instead of just six weeks, residents can qualify for up to 26 weeks (that’s almost six months) of Employment Insurance benefits while they care for a dying loved one. It means caregivers can now claim up to $13,624 in benefits, where previously it was $3,144.

Too late for some, just in time for others and a nest egg for those who may need to hatch it one day down the road.

With our aging population, it’s about time some extra consideration went into looking after our elders.

As most know, losing someone close to us can be one of the most devastating periods in our lives.

Often we find ourselves saying, “If only I’d had more time with him/ her.” But what if you could have taken an absence from work to spend that extra time with a loved one?

It’s a wonderful idea, both in reality and on paper.

Unfortunately, the newly improved program is still far out of reach for many Canadians. Those working part-time, temporary, casual, freelance, seasonal, contract or on-call jobs likely won’t be afforded the opportunity.

Consider that women are more likely to be in such non-standard employment than men. And also that women are more likely to take on a role of caretaker than men.

There’s also the whole job aspect.

Aside from whether provincial legislation lines up with the new federal offering, some employers may not be so keen on it.

A small company likely can’t afford to go six months without a key employee. It will be forced to fill the position in the interim, or co-workers will have to rally to get the person’s job done. It’s an unfortunate reality in many companies.

However, the hope is that this extension will actually play into the employers’ benefit. Six weeks is hardly worth hiring someone as a fill-in, and businesses are given more time to fill a position.

Therefore they are more likely to agree to the leave, with no hard feelings.

What I would have given to have had this opportunity three years ago, before my mother died.

We couldn’t afford to hire a nurse or someone to come in and look after her, nor would she stand for it (stubborn as she was).

Instead, like many, my brother and I were forced into what has been termed the ‘sandwich generation,’ caring for children and our ill parent.

Trying to juggle all those relying on us, plus work a full-time job is draining. It leaves one stressed, void of any social life, not to mention self-care, something caregivers are constantly reminded of so they don’t burn out.

With more time, perhaps we could have tended to her needs more, made her more comfortable, taken her out

for walks, enjoyed each other’s company, rather than just looking after her. Gone to that show she would have loved, listened to the stories we never got to hear — or the ones she loved to tell over and over again, just one more time. Done her nails, taken a family photograph. Said ‘I love you.’

Maybe, just maybe, that extra time and attention would have made a difference on her quality of life, perhaps even extending her time with us.

Either way, it would have been nice to be there a little more.

While it’s too late for some, there are many more loved ones who can benefit from this leave. Let’s hope the province gets its butt in gear sooner than later to make it happen.

Sunfest is coming to Cowichan Lake.

On Wednesday evening, Cowichan Valley Regional District directors voted to allow Sunfest Concerts to host its annual country music festival, and other events, on recently purchased land near Youbou.

“All of us who are involved with Laketown Ranch and with Sunfest

are all very excited that we can move forward with our plans,” said Sunfest owner Greg Adams.

Adams said he was not surprised by the CVRD’s decision, given all the technical reports and information his company provided during the application process.

“I think the directors did an excellent job of going through all the information and it was a positive outcome.”

The bylaws enable Sunfest to begin development of the land, which will include a stage, an outdoor amphitheatre, event parking and festival camping. Sunfest has operated for 14 years and attracts thousands of music lovers each year.

Area I director Klaus Kuhn said he feels good about the decision reached by the board because of the potential Sunfest has to revitalize the community.

“The economy hasn’t been very kind to us here,” he said, citing the closure of Youbou’s school and several businesses.

“You need young people in a community. And our hope is that if the Sunfest and related festivities take place here, it will show the visitors that this is a beautiful area and we hope that some of the younger people will move here again.”

The proposal to move Sunfest to the Lake has provoked strong feelings among some area residents, with opponents voicing concerns the concerts will bring unwanted disturbances to the community, particularly in terms of noise and traffic issues.

Sunfest Country Music Festival 2016, with headliner Carrie Underwood and a host of other stars, runs from July 28 to 31.

UVic appoints world’s first transgender studies chair

The professor appointed to what’s believed to be the world’s only chair in transgender studies hopes the research will clear away the myths and improve the lives of some of the most vulnerable people in society.

University of Victoria Prof. Aaron Devor, an internationally recognized sex- and-gender expert, will work with researchers, community activists and students to advance study into a broad range of topics that affect the lives of transgender individuals.

“Transgender people are among the most disadvantaged in society today.

There’s a huge amount of stigma, poverty is rampant, health care is not what it should be,” he said.

“In order to improve the circumstances of transgender people, we need to have solid research that will give us good data and good foundation for changing policies, for changing practices and for changing hearts and minds.”

A donation of US$1 million from the Tawani Foundation, founded and led by U.S. transgender billionaire Jennifer Pritzker, will establish the chair for five years in the university’s Faculty of Social Sciences.

Devor, who is also transgender, is a professor in the university’s sociology department, an elected member of the elite International Academy of Sex Research and a fellow of the Society for the Scientific Study of Sexuality.

He said about one in 200 people are transgender — a higher number than many would imagine.

“We’re not talking about a minuscule part of the population,” he said.

“Social change is very uneven.

We’re seeing a lot of glamorous celebrity transgender people in the media these days, but that is not the reality for most transgender people’s lives.”

Among the issues he is set to explore are health care, poverty, discrimination and suicide.

Devor has been an author on the last two editions of the World Professional Association for Transgender Health’s standards of care, which provide guidelines to health professionals on caring for transgender and gender non-conforming people.

He said surveys in Canada and the U.S. have shown that roughly

40 per cent of transgender people have attempted suicide.

The rate of attempted suicide among Canadian transgender youth who have unsupportive parents is 57 per cent, while among those with supportive parents the rate is just four per cent.

“The difference between having a supportive family environment and not — it makes a huge difference in actually saving lives of young transgender people.”

He said he’s working with a group that is examining how supportive families help transgender youth and hopes to put on a conference in the coming years to discuss the issue further.

The rate of poverty among transgender people is also considerably higher than the rest of the population.

The decision to close the Bengal Lounge at the Fairmont Empress Hotel wasn’t an easy one for operations director Cole Millen and his colleagues.

After 61 years of serving signature cocktails, the upscale lounge has become an icon in the city’s downtown and a popular spot among thirsty locals and tourists.

But according to Millen, the hotel is spending $30 to $40 million on renovations to revitalize and part of that plan is to create more vitality at the centre of the building where the dining room and tea lobby are located.

The tea lobby is busy when serving tea, noted Millen, but otherwise sits empty for 19 hours a day.

In order to bring more energy into the space, the room will be rebranded as the lobby lounge with a bar for people to come sit down with a classic cocktail once the tea service is finished for the day. A bar is also being added to the restaurant which will boast a new menu.

“When we looked at what we were doing there we had to ask the question, can the hotel support three bars? We believe the answer is no,” said Millen.

“It’s not about ‘do we like the Bengal.’ We know everybody does and we do too. But in order to create that energy in the heart of the hotel we feel this was a decision we needed to make.”

The news came as a surprise for many who work at the hotel.

One citizen started an online petition to save the lounge and had 1,092 supporters in less than 24 hours.

The petition’s website states the new owners of the Empress are destroying its history and everything the heritage landmark stands for.

Supporters also shared their comments, with one man from Ottawa saying, “Close the Bengal Lounge and you might as well close the Empress.

That room is the soul of the city. You can’t create history or character from scratch — a room like that takes decades to become what it is. When it’s gone, its gone and so will be many of the hotel’s patrons.”

Millen said it’s great the community cares so much about the hotel, but noted the room has changed three times in the past.

The space was originally a reading and writing room with a gentleman’s only cigar lounge. In 1954, it transformed into the Coronet Lounge — Victoria’s first cocktail lounge. It wasn’t until a restoration in the late 1960s that it became the Bengal.

The lounge is slated to close its doors at the end of April.

One hundred and fifty days since her children went missing, Alison Azer has returned to the Comox Valley following a trip to Kurdistan without her children.

In August, Azer received word her ex-husband — Dr. Saren Azer (also known as Salahaddin Mahum-

mudi-Azer) — hadn’t returned to Canada from a court-approved trip to Europe with her children Sharvahn, 11, Rojevahn, 9, Dersim, 7 and Meitan, 3.

In a Facebook post last week, Azer wrote she travelled to the country in late October with the goal of finding her children.

“On Dec. 1, I was able to share the

incredible news that we discovered where Saren was hiding the children.

I was optimistic that they would soon be released and returned to Canada.”

She noted complications arose from Saren’s unwillingness to comply with international law.

“I tried everything I could think of, nothing worked. On the 150th day of my children’s abduction, I returned

to Canada with the heaviest of hearts.

I wouldn’t wish an hour of this nightmare on anyone.”

Last month, Alison said through social media the children remain found but not freed.

“They are being held in a guarded compound. It is very cold now, especially where they are, and there is no central heating. They are not

schooled and have no other children nearby,” she wrote.

“I am terrified for them and losing hope for their safe recovery. In these myriad moments of despair, I am grateful to you for your strength and solidarity. If only it was enough to bring them home.”

Court rejects appeal in securities misconduct An Abbotsford man has lost his appeal into a decision that found him guilty of contravening the B.C. Securities Act and ordered him to pay back $4.3 million.

A three-judge panel of the B.C. Court of Appeal ruled on Jan. 8 that the decision made by the B.C. Securities Commission in July 2014 should be upheld.

McCabe sought the appeal on the basis that the BCSC did not have jurisdiction to sanction him for misconduct.

McCabe, 31, was permanently banned from B.C.’s capital markets in January 2015 for publishing false stock reports in the monthly Elite Stock Report.

BCSC records at the time indicated that McCabe researched stocks, using publicly available information such as websites and news releases, and, if he thought they had a shot at being profitable, he would write about them in his newsletter.

McCabe argued that because the Elite Stock Report was published and mailed in the U.S., there was no trading or exchange of affected securities in B.C.

Watchdog looking into police shooting British Columbia’s police watchdog says it is investigating the shooting of a male by officers of the New Westminster Police Department.

The Independent Investigations Office says the male was shot just after noon on Friday in the Queenborough neighbourhood. It says he has been transferred to hospital for further assessment but provided no details of his current medical condition.

Officers were responding at the time to a complaint of a man causing a disturbance in a neighbourhood not far from a shopping centre.

The subject of the complaint was located by police shortly after their arrival.

The watchdog says investigators have been sent to the scene and will be obtaining physical evidence and interviewing civilian witnesses.

Police across B.C. are trying to find three men — described as Middle Eastern looking — who raised suspicions when they were recorded taking photos of entrances and exits inside Pacific Centre Mall in downtown Vancouver.

But Vancouver Police officials stress they may be completely innocent and say mall security camera images of the men were leaked to the media and had not been intended for public release.

“There’s no information to believe these men have committed a crime nor do we have information that the public is currently at risk,” VPD Chief Adam Palmer said.

The men were in the mall around 6:30 p.m. Tuesday and Palmer said there may be a reasonable explanation.

“We have no idea if these people were just tourists in town taking photographs They could be contractors that could have been taking them for legitimate reasons. Or it could be more serious and maybe they were casing the place. The bottom line is we just don’t know at this point.”

Palmer urged the men to come forward and meet police.

“Come in and talk to us and let us know what you were doing in the mall that day.”

A man found deceased in a vehicle in West Kelowna has been identified as Tura Stephen McCarty of Summerland.

On Jan. 6 at 11:23 a.m. the West Kelowna RCMP were called to the area of Bear Creek Road for a report of a body found inside a vehicle.

RCMP have confirmed the 22-yearold’s death as a homicide and are asking the public for help determining the final moments of his life.

“The RCMP strongly believe that this was not a random attack and recognizes how crimes of this nature are disturbing to the members of the community,” said Superintendent Nick Romanchuk, officer in charge of the Kelowna Regional Detachment.

A competing company aiming to build an oil refinery on the Dubose Plateau north of Kitimat — the exact same place David Black has been eyeing for his Kitimat Clean refinery plan — has submitted its project description with regulatory agencies.

Pacific Future Energy, whose board of directors includes former federal International Trade Minister Stockwell Day, is planning a refinery which would produce up to 160,000 barrels a day of diesel, 40,000 barrels a day of gasoline, 13,000 a day of kerosene, and 10,000 a day of liquefied petroleum gas or propane.

Butane would also be produced, they said.

The company says it would need 3,500 people for construction and 1,000 for operations.

Pacific Future says the construc-

tion could potentially begin in 2018 with a 2021 production start date.

“This is the start of our public conversation as we work to build our economic future and protect our coast in Northern B.C., while recognizing and respecting First Nations rights and title,” said the company’s executive chairman Samer Salameh in a company news release.

The company is boasting a number of benefits including what they call a “near net zero” carbon emissions.

The refinery would also be supplied by rail cars with cooled bitumen which the company has branded as “neatbit,” a peanut butter-like product that does not require a diluent as it would in a pipeline.

The company says that material is stable and has low flammability.

With the project description submitted the company says it will now begin working with First Nations, the

Canadian Environmental Assessment Agency and the B.C. Environmental Assessment Office, a process which will include public consultation and studies.

“We will be listening very carefully to all of the feedback that we receive and will incorporate community concerns and values in our project’s design,” said CEO Robert Delamar.

The value of the refinery is estimated at $15 billion.

A recent proposal for a project to ship refined petroleum products off the North Coast has come out ahead of the game compared to others, says a First Nations leader whose traditional territory takes in the proposed site.

VANCOUVER — Woodstove owners may be in for a fight with Metro Vancouver.

Air quality planners at the regional district will propose to gradually restrict wood burning in the region to reduce the health hazard posed by fine particulate.

The move is expected to rekindle a contentious debate that pits fireplace fans’ right to burn against neighbours’ right to breathe.

“The problem of wood smoke is widespread throughout the region,” Metro air quality and environment director Roger Quan said.

Metro Vancouver gets 75 to 100 complaints a year about wood smoke polluting residential areas and officials think it offends many more who either don’t know where to complain or are reluctant to tattle on their neighbours.

Health Canada has granted approval for a second safe-injection site in Vancouver — 14 years after the HIV-AIDS treatment facility began allowing patients to shoot up their own illicit drugs.

The Dr. Peter AIDS Foundation has run a safe-injection program since 2002, and for several years mistakenly believed its patients were exempt

from Canada’s drug laws.

The approval of an application on Friday grants the Dr. Peter Centre a two-year licence, meaning patients can continue injecting their own drugs under the supervision of a nurse without anyone being charged under the Controlled Drugs and Substances Act. “This decision by Health Canada experts was arrived at after a rigorous, evidence-based review

that included an assessment of the centre’s application, an inspection of the facility, and the establishment of terms and conditions to protect public health and safety,” Health Minister Jane Philpott said in a statement.

She said international and Canadian evidence shows that safe-injection sites have the potential to save lives and improve health without increasing drug use and crime in surrounding areas.

The centre’s executive director Maxine Davis said the exemption is a significant step forward for health care in Canada because supervised injection reduces the harms of drug use for addicts and prevents the spread of diseases such as hepatitis C from shared needles.

Several cities, including Montreal, Toronto, Ottawa and Thunder Bay, Ont., have contacted the centre for its expertise, Davis said.

“We’ve had visits from all of those cities and many other cities across the country that are moving along the path of conversation with their local municipalities on this matter,” she said.

“They’re interested in that integrated approach, not only for an opportunity for people to be supervised for injecting the drugs, but for a broad range of health care right there in the environment.”

Animal rights group fumes about alleged urban deer cull campaign CANADIAN PRESS

A trial project to translocate urban mule deer from four communities in the East Kootenay will begin later this winter. [BARRY COULTER]

The B.C. Deer Protection Society is furious about what it says is a cull of deer, conducted without any notification, in southeastern B.C., near Cranbrook.

The society and the Animal Alliance of Canada have lodged formal complaints with the Minister of Forests, Lands and Natural Resource Operations.

Both groups allege fawns were captured in clover traps — large netted traps that allow deer to enter but not escape — and remained in the traps for hours before contractors arrived to euthanize them using a bolt gun.

In one case, the society alleges contractors shot a fawn twice, but it was still kicking as they dragged it away for disposal.

Cranbrook Mayor Lee Pratt says Cranbrook has a permit to cull urban deer but he refused comment on the latest allegations.

Culling of urban, habituated deer has caused controversy on Vancouver Island and across the southern

Interior, with advocates saying deer threaten humans, pets and infrastructure, while critics point to non-lethal methods to reduce deer numbers.

With Animal Alliance decrying an apparent deer cull and the City of Cranbrook refusing to comment on the situation, a company conducting an upcoming urban deer translocation trial says the project is on pace to begin in mid-February.

A letter released by Ian Adams, the senior wildlife biologist with the translocation trial, clarifies that his company — VAST Resources — had nothing to do with the recent deer cull in Cranbrook.

“Any culling activity this winter is entirely peripheral to the translocation project . . . .” wrote Adams.

Adams says Animal Alliance has already contributed $10,000 to VAST Resources, which was used to purchase 10 GPS radio collars at a cost of just over $1,000 each that will be collared on deer captured in Kimberley and Elkford.

Adams says that roughly 90 per

cent of the cost for radio collars for deer captured in Cranbrook and Invermere have been covered with direct funding from the B.C. Ministry of Forests, Lands and Natural Resource Operations. The remaining funding shortfall will be covered by the same two municipalities.

Adams states that the translocation project has three primary objectives, which include: • Determining the mortality rate and causes of mortality during each stage of the translocation process— capture, handling, transport and post-release.

• Documenting distance travelled over time of radio-collared translocated urban mule deer.

• Determining home ranges of radio-collared translocated urban deer.

Capture methods include two methods—tranquilizing deer with a dart gun operated by trained biologists and veterinarians by drawing deer to bait stations on municipal lands.

The Statement of Claim filed in BC Supreme Court on Dec. 23, 2015, says he was skiing down the lower part of the mountain when he went over a blind roll and crashed suddenly into a drainage ditch.

The crash resulted in multiple fractures to Ross’ left leg and other injuries.

The claim says he suffers from permanent, partial disability; impairment of capacity, severe pain and suffering, loss of enjoyment of life, and more.

The lawsuit claims the resort failed to properly maintain the run and warn of the hazard posed by the ditch. It says the resort should have known the hazard could lead to injury and should have closed the run.

Ross is seeking compensation for the cost of past and future care, and the loss

of past and future care, as well as general damages and special damages. No dollar figure is attached to the claim.

The Province of Alberta is suing to recoup the medical costs it incurred to care for Ross.

Licenses for dangerous dogs may cost a lot more Pitt Meadows councillors wants to add more teeth to the city’s dog control bylaw.

City hall is about to get tougher on the owners of dangerous dogs, with proposals including $500 licensing fees, house arrest, and microchips installed at owner’s expense to keep track of their whereabouts.

Councillors reviewed the city dog control bylaw on Tuesday and were unanimous in calling for tougher sanctions for the owners of dogs proven vicious.

City staff will review proposed changes to the bylaw, looking at the bylaws from other municipalities and any amendments with legal counsel, then report to

council at a future meeting.

“We need to take a stand as a municipality and say, ‘Enough is enough,’” said Coun. Janis Elkerton. “We need to set a standard, and do it for Pitt Meadows.”

The review results from the Sept. 28 mauling of the Shih Tsu cross Buttons, a local therapy dog that was put down after being attacked by a bull mastiff.

Pair of inmates collared after their brief escape Two inmates who escaped from Kwìkwèxwelhp Healing Village near Harrison Mills were recaptured in the early morning hours Friday by police.

OTTAWA — The Supreme Court has added four months to the federal government’s deadline for producing a new law on doctor-assisted death — but with an exemption for anyone who wants to ask a judge to end their life earlier.

The Liberal government had argued that it needed the original Feb. 6 deadline extended by six months in order to have the time to craft a proper law. Opponents said that would simply prolong the suffering of many.

“In agreeing that more time is needed, we do not at the same time see any need to unfairly prolong the suffering of those who meet the clear criteria,” the court wrote in a narrow 5-4 decision.

“An exemption can mitigate the severe harm that may be occasioned to those adults who have a grievous, intolerable and irremediable medical condition by making a remedy available now, pending Parliament’s response.”

In a landmark decision last winter, the high court recognized the right of consenting adults enduring intolerable physical or mental suffering to end their lives with a doctor’s help.

It suspended its decision for a year to give Parliament a chance to figure out how to respond. Today’s extension also excludes Quebec, which already has its own law.

Grace Pastine, the litigation director for the B.C. Civil Liberties Association, called Friday’s news a “tremendous victory” for compassion and choice at the end of life.

“In terms of the personal exemptions, what the court determined was that those individuals should be able to make personal applications to a court to make their right a reality,” said Pastine, whose group is at the heart of the application.

“It is really difficult to overstate just how important and how meaningful that will be for Canadians who are suffering unbearably.”

Not all advocates of permitting doctor-assisted death were satisfied.

“It is not cheap to go to court, so I would call on the government to make this process affordable for people,” said Dalhousie University law professor Jocelyn Downie.

“What you don’t want here is that only the rich are going to be able to access it for the next four months.

Is it the case that it is everybody in Quebec and the rich? That would be appalling.”

NASHVILLE, Tenn. — Lottery officials verified Friday that a longtime resident of the small town of Munford, Tenn., bought one of three tickets winning the world-record $1.6 billion Powerball jackpot.

Tennessee Lottery executive Rebecca Hargrove made the big announcement.

John Robinson of Munford, a town of 6,000 north of Memphis, said he quickly reached out to his brother and others to assemble a team of lawyers and financial planners.

What could one person possibly do with all that money?

Robinson said earlier in an appearance on NBC’s Today show that he and his wife, Lisa, want to help out certain friends, give to the St. Jude Children’s Research Hospital in Memphis, and donate to their church.

“I’m a firm believer in tithing to my church,” Robinson said.

Their daughter Tiffany, who flew with them to New York and back, is looking forward to paying off her student loans. She also wants a horse.

“My first thought was, I’ve always wanted a horse,” she said. “I get a horse now. My dad always said, ‘When I win the lottery.’”

The three jackpot winners can leave their winnings to be invested and thereby collect 30 annual payments totalling an estimated $533 million, or take their third of $983.5 million in cash all at once.

“Now I’ll be nervous because everybody knows,” John Robinson told his interviewers on the Today show set, where he appeared with his wife, daughter and lawyer.

He even brought the family dog to New York and back, walking the pet on a leash into lottery headquarters in Nashville later Friday.

The other tickets were sold in Melbourne Beach, Fla., and Chino Hills, Calif., each one overcoming odds of 1 in 292.2 million to land on all the numbers.

Lottery officials in those states have yet to confirm or identify the winners. News of a possible winner in California was quickly deflated Friday when that feel-good tale was described as a prank.

The Robinsons said their lawyer advised them appear on national TV even before presenting the ticket to lottery officials, as a way to “control” the story.

Lawyers who have represented other lottery winners advise against going public until they are ready to manage such a huge windfall. Talking seriously with experts in tax law, financial planning, privacy, security and other safeguards can help keep

them, and their winnings, safe, they say.

The Robinsons seemed aware of at least some of the risks, even as they flew to New York to tell the world that their future income has suddenly grown to more than half a billion dollars.

Robinson did say that he had signed the back of the ticket, showing his ownership of it.

“It’s not going very far,” John Robinson said on NBC, holding tight to the slip of paper.

Even the Today show anchors said they were nervous for the Robinsons walking around New York with the ticket.

John Robinson works in information technology and his wife is employed at a dermatologist’s office.

Their son, Adam, is an electrician, and their daughter, Tiffany, who lives nearby, is a recent college graduate.

Robinson said he bought the winning ticket at his wife’s request at the family-owned Naifeh’s grocery on his way home from work, even though he wasn’t feeling well. He bought four quick-pick tickets, one for each family member, then gave them to his wife and went to lie down when he got home. She stayed up to watch the Wednesday night drawing, carefully writing down the numbers.

After triple-checking the ticket, she started “hollering and screaming through the hallway saying, ’You need to check these numbers. You need to check these numbers,”’ John Robinson said.

He did, four times, then thought: “Well, I’ll believe it when the news comes in on the morning and they say there’s a winner been in Munford.”

A Quebec former doctor found guilty of stabbing his two children to death learned on Friday he will have to spend 17 years behind bars before being eligible for parole.

Guy Turcotte was found guilty of second-degree murder by a jury in December for the 2009 stabbing deaths of his kids, Olivier, 5, and Anne-Sophie, 3.

Quebec Superior Court Justice Andre Vincent ruled that Turcotte, 43, must serve at least 17 years before he can apply to be released.

The former cardiologist kept his head low as Vincent said his sentence reflects the “heinous and horrible crimes” that were committed.

Crown prosecutors contended during the 12-week trial that Turcotte killed his children as an act of vengeance against his then-estranged wife, Isabelle Gaston.

If elected, Liberals will look at minimum income Manitoba Liberals are promising an updated look at a guaranteed minimum income if they win the April 19 election.

Liberal Leader Rana Bokhari says she would set up a pilot project in which poor people would be assured a certain amount of money each year to improve their circumstances.

Bokhari says she would run the experiment in two communities to be decided later.

Research from a similar project in Dauphin in the 1970s found an assured income reduced the number of hospital visits and improved the overall health of residents.

The experiment cost $17 million for a community of 10,000, and the federal government paid three-quarters of the cost.

The Liberals have one seat in the legislature.

Sales of homes up 10% in December in Canada Sales of existing homes rose 10 per cent in December compared to the same month the previous year, the Canadian Real Estate Association said Friday.

The national average price for a home sold last month was $454,342, up 12.0 per cent from a year ago, boosted by gains in the Vancouver and Toronto regions.

Excluding Greater Vancouver and Greater Toronto, the average price was $336,994, up 5.4 per cent from a year ago.

Compared to the previous month, homes sales slipped in December by 0.6 per cent, the Canadian Real Estate Association said.

Sales were down in Calgary and Edmonton as well as York Region and Hamilton-Burlington in Ontario.

OTTAWA — Natural Resources Minister Jim Carr acknowledges there’s considerable urgency to building new Canadian pipeline capacity to tidewater, even as new roadblocks continue to appear.

A B.C. Supreme Court ruling this week and discouraging signals from B.C.’s provincial government have further undermined the prospects of two proposed oil pipelines to the Pacific coast, just as Carr is taking part in briefings on his new portfolio in Justin Trudeau’s Liberal government.

Carr’s mandate includes expanding market access for oil and gas — a highly polarizing public policy debate — and his challenge comes

amid a global oil glut that is cratering international prices and killing investment in Alberta’s oilpatch.

The natural resources minister is also charged with re-tooling the National Energy Board and environmental assessments in an effort to restore broad public confidence in

the way major resource projects are approved.

“Believe me, nobody is lollygagging,” Carr told The Canadian Press in an interview this week from Winnipeg. “We understand the importance of the moment . . . and I also understand the opportunity. So we’re working intensely and collaboratively across the government and we’re determined to get it right in a timely way.”

His comments Friday came as federal Finance Minister Bill Morneau took part in pre-budget consultations in Calgary, where he promised “smart investments in infrastructure” while seeking local input.

The Liberals are signalling they’d like to speed up the timetable for major government infrastructure

spending, given the ongoing economic downturn. At the same time, they’re grappling with continued delays in approving pipelines — multibillion-dollar long-term infrastructure projects funded by the private sector, including the proposed Energy East line from Alberta to New Brunswick that TransCanada says it’s ready to start building this year.

With the benchmark price of oil slipping below $30 a barrel, dragging down the Canadian dollar with it, the new national government is staring into the barrel of a budget deficit that threatens to balloon into the tens of billions of dollars.

International Trade Minister Chrystia Freeland noted during a panel discussion in Toronto on Friday that

“one of the top instructions in my mandate letter is to deepen our economic relationship with emerging markets and then with a specific call-out to China and India” — both energy-hungry countries.

Conservative energy critic Candice Bergen said the Liberals have already caused “huge uncertainty” in the oil and gas industry by banning tanker traffic on B.C.’s northern coast and failing to clarify how evolving environmental assessment rules will impact projects.

Reminded of the cautionary saying about living in times of turmoil, Carr agreed there’s a lot on the boil.

“So you’re right, these are interesting times and they’re important times,” said the former CEO of the of Business Council of Manitoba.

ANZAC, Alta. — One worker was killed and one critically injured Friday afternoon in an explosion at an oilsands plant near Fort McMurray, Alta.

Nexen Energy ULC issued a news release saying there is no immediate danger to the neighbouring community or to personnel still on site at the Long Lake plant.

“Our emergency response plan has been activated and response personnel, including first responders from the Regional Municipality of Wood Buffalo, are on site,” the company said.

“The affected facility has been shut down and we are stabilizing the scene.”

Pam Sharpe of Occupational Health and Safety said the blast occurred at 3:20 p.m. inside a building at the facility and that the injured worker was severely burned and taken to hospital.

RCMP Staff Sgt. Jeremie Landry said Mounties received the first call alerting them to the emergency at 4:43 p.m.

By late Friday, he described the situation as stable.

“No public safety concern at this time,” he said. “No concern in that sense.”

Both OHS and the Alberta Energy Regulator dispatched staff to the site.

The plant is 10 minutes south of a small community called Anzac.

Calgary-based Nexen Energy ULC, acquired by China’s state-owned CNOOC Ltd. more than two years ago, laid off about 60 employees at the plant in November.

MOUNT FOREST, Ont. — Thirteen horses died in a barn fire in southern Ontario overnight Thursday — the second such tragedy in the province in less than two weeks.

The horses were killed after flames broke out in a barn on a private farm in Mount Forest, Ont., northwest of Guelph. The fire came just 11 days after a devastating blaze in Puslinch, Ont., in which 43 standardbred horses died.

“It just can’t happen again. It’s just too much damage, too heart-wrenching,” Mount Forest fire chief Dave Guilbault told The Canadian Press from the scene of the latest fire.

“To have two in less than two weeks’ time, I’m hoping it’s just an anomaly and it’s not something that’s going to continue. We are definitely going to get together with the Puslinch fire department and work as a team to see how we can get involved and get more fire awareness in these farming operations.”

A person who answered the telephone at the Mount Forest property early Friday said the horses who died in the barn fire were Arabian.

Guilbault said only one horse managed to escape the fire, which began at about 10 p.m. and was largely extinguished by early Friday morning, although some hot spots remained.

About 50 firefighters responded to the blaze. Some had initially tried to enter the barn to help the animals but had to retreat because the situation was too dangerous, Guilbault said.

Firefighters also had to hold back farm staff from trying to rush into the building.

“We had to control them, we had firefighters dealing with them because they wanted to go in the barn. It’s just a terrible terrible thing,” he said, adding that firefighters had to deal with a strong wind fanning the flames and cold, icy conditions through the night.

One man at the property, where the horses are both owned and boarded, was taken to hospital to be treated for minor smoke inhalation and anxiety, but has since been released, Guilbault said.

The blaze was contained to the barn, which partially collapsed, and firefighters put up a “ water curtain” to stop flames from spreading to any other buildings, Guilbault said.

Although it was too early to say what caused the fire, Guilbault said

there is speculation that a tractor might have caught on fire.

The Ontario Fire Marshall’s office was heading to the scene on Friday to being its investigation.

Guilbault said he asked the office to send the same investigators who were probing the Puslinch blaze in case there might be similarities between the two fires.

He noted that barns typically don’t have sprinklers or smoke alarms — and aren’t required to — but suggested that changes may be needed.

“I’m not saying it should be sprinklers, we’re not that far yet, but just more public education and more awareness in barns and on farms,” he said. “Once we have the cause, we’ll be able to compare the cause with Puslinch and try to get some con-

sistency on our approach for public education and prevention.”

The Jan. 4 fire at the Classy Lane Stables in Puslinch has had a devastating impact on the horse racing community in southern Ontario.

Co-owner Jamie Millier said the economic impact reached deep into the close-knit, horse-oriented community and that groomers, veterinarians, blacksmiths and other professionals in the industry would feel the effects of the deaths for months to come.

Trainer Dan Lagace, who lost seven horses he had worked with, said the fire was more than just a professional catastrophe — it was akin to losing members of a family.

The cause of that blaze remains under investigation.

OTTAWA — Canada’s new security system for scrutinizing people who arrive by airplane singled out more than 2,300 passengers for closer examination during a recent three-month period, the federal border agency says.

The Canada Border Services Agency says the travellers — flagged for possible links to terrorism or serious crime — represented a tiny fraction of the millions who flew into the country.

Still, privacy and civil liberties watchdogs want to know more about the border agency’s so-called scenario-based targeting system to ensure individual rights are not being trampled.

The agency has implemented the targeting system, already used by the United States, as part of Canada’s commitment to co-operate with Washington under the 2011 continental security pact known as the Beyond the Border initiative.

Commercial airlines are legally bound to provide Canada’s border agency with specific information about passengers flying to Canada, including name, birthdate, citizenship, seat number and other details.

The border agency has long used the information to assess people for risk, allowing officials to zero in on those with high scores for additional attention upon landing.

The new scenario-based scheme uses elaborate number-crunching, or Big Data analytics, to reveal patterns in the information provided by air carriers — a method the border agency considers more efficient and accurate.

The federal NDP wants Ottawa to ban plasma clinics that pay donors, but the Saskatchewan health minister says he’s OK with the idea.

New Democrat health critic Don Davies says he’s worried about safety.

“We’ve been down this road before,” Davies said.

“Nearly 30,000 Canadians were infected with HIV and hep C in the ’70s and ’80s and we spent $17-million on a publicly funded federal inquiry which revealed that the paiddonor system was a factor in Canadians receiving tainted blood.”

The company involved, Canadian Plasma Resources, says on its website that it performs donor screening as per Health Canada regulations.

In a statement emailed to The Canadian Press, federal Health Minister Jane Philpott said Canada has one of the safest blood systems in the world.

rien is pressing the border agency to explain the program’s rationale and build in safeguards to protect individual liberties. Travellers may be targeted if they fit the general attributes of a group due to traits they cannot change such as age, gender, nationality, birthplace, or racial or ethnic origin, he warns.

In his recently released annual report, Therrien said “it could allow the operator to, for example, search for all males aged between the ages of 18-20 who are Egyptian nationals and who have visited both Paris and New York.”

The border agency declined to make anyone available to discuss the project. In written answers to questions, the agency said scenarios are “a generic set of indicators” that flow from analysis of intelligence, enforcement, trends and other information to identify passengers who “may pose a higher risk” due to concerns about national security, smuggling of contraband such as drugs, or illicit migration.

When a person matches a scenario, a targeting officer conducts a review of the case to confirm or dismiss the risk. “If the risk is confirmed, a

target is issued for the person to be intercepted upon arrival at the port of entry,” the border agency said.

During the first quarter of 2015-16, 2,350 air travellers were targeted, representing 0.03 per cent of the more than 7.5 million people flying into Canada, according to border agency figures.

The agency regularly conducts reviews of the scenarios to ensure their “effectiveness and proportionality,” the agency added.

Canadians don’t know enough about the criteria being used, said Monia Mazigh, national co-ordinator

of the Ottawa-based International Civil Liberties Monitoring Group.

“Why do we need to do it?”

Mazigh wonders whether the border agency has scientific studies to show the new techniques will make Canada safer, or if it is simply following in American footsteps.

“It’s very important for Canadians to know that.”

Therrien’s office has urged the border agency to be more transparent by fleshing out descriptions of the kinds of scenarios that might be used to identify potentially high-risk travellers.

ST. JOHN’S, N.L. — Environmental activists who want a drilling moratorium in the Gulf of St. Lawrence weren’t impressed Friday as regulators extended an oil exploration licence for the Old Harry site by another year.

Corridor Resources Inc. of Halifax had until Friday to offer a $1 million deposit to extend the licence until next January.

The Canada-Newfoundland and Labrador Offshore Petroleum Board announced the province and Ottawa agreed to waive the fee. Federal and provincial Natural Resources ministers ratified the move “in consideration of regulatory factors that have resulted in . . . delays in drilling a validation well in the final year of (Corridor’s) nine-year licence term,” the board said in a news release.

Spokesman Sean Kelly said no one was available for further comment.

“It’s awful, this is the third time they’ve obtained such a free pass.”

Corridor Resources President and CEO Steve Moran referred all questions to the offshore petroleum board.

“It’s awful,” said Sylvain Archambault of the St. Lawrence Coalition, one of several environmental and indigenous groups across Canada that have called for a drilling moratorium in the Gulf.

“This is the third time they’ve obtained such a free pass.”

In its news release, the offshore board said it will soon announce plans for consultations with aboriginal groups and the public on related environmental assessments. Such

regulatory requirements must be complete before any drilling goes ahead, Kelly confirmed in an email.

The federal government has estimated the Gulf and surrounding areas potentially hold 39 trillion cubic feet of natural gas and 1.5 billion barrels of oil.

Indigenous groups and environmental activists have urged a moratorium in the Gulf pending a scientific review of risks. They also want to see collective management strategies involving the five adjacent provinces — Quebec, Nova Scotia, New Brunswick, PEI and Newfoundland and Labrador.

“Drilling would be close to the shore of any province,” Archambault said Friday in an interview. The Old Harry site is about 80 kilometres west of Newfoundland. One theory is that it was named for a community on the nearby Magdalen Islands.

“Scientific spill scenarios clearly show that the west coast of Newfoundland would be impacted as well

as Cape Breton and the Magdalen Islands,” Archambault said.

“In the Gulf there are fisheries worth over $1.5 billion. There’s tourism, communities living all around the Gulf. We really don’t want the same scenario that happened in the Gulf of Mexico to repeat itself here.”

The Deepwater Horizon explosion April 20, 2010 in the Gulf of Mexico killed 11 rig workers. An estimated 3.19 million barrels of oil spewed into the water before engineers could cap the blown-out well 87 days later.

“And the Old Harry drilling site would be smack in the middle of the Laurentian Channel which is the highway used by all the migrating species — whales, salmon, cod,” Archambault said. “Anything happening there would be disastrous.” » We want to hear from you.

DETROIT — The state of Michigan can’t meet all the needs of Flint residents whose water system has been contaminated by lead, Gov. Rick Snyder said in a request for a federal disaster declaration and millions of dollars that could pay for clean water, filters and other essentials.

Snyder’s letter to President Barack Obama paints a bleak picture of the troubled city, describing Flint as an “impoverished area” that has been overwhelmed by the release of lead from old pipes — the result of using the Flint River as the city’s drinking water for 18 months.

“Mistrust in government is at a heightened level,” Snyder, a Republican, said in a request dated Thursday and released to The Associated Press.

The application seeks help from all available federal programs. Snyder said 90 days of clean drinking water could cost $10.3 million, and home filters, filter car-

tridges and testing kits could cost $31 million over a year.

“The governor has made a request through the formal process, and that’s a request that we’ll consider expeditiously,” White House spokesman Josh Earnest said Friday.

The tap water in Flint, population 99,000, became contaminated after the city in 2014

switched its water supply to the Flint River while a pipeline to Lake Huron is under construction. The corrosive water lacked adequate treatment and caused lead to leach from old pipes in homes and schools.

Flint returned to the Detroit system in October, after elevated lead levels were discovered in children, and could tap into the new pipeline by summer. But officials remain concerned that damaged pipes could continue to leach lead. Exposure to lead can cause behaviour problems and learning disabilities in children as well as kidney ailments in adults.

The National Guard is distributing free water, filters and other supplies.

Replacing old lead service lines could cost $54 million, the governor told the president.

A state task force recently faulted Snyder’s Department of Environmental Quality for not requiring Flint to treat the river water for corrosion and for its derisive response to the public’s fears. The head of the department and his spokesman resigned.

MONTREAL — The funeral for Rene Angelil, husband and manager of Canadian superstar Celine Dion, will be held next Friday in the same Montreal church where the couple married 21 years ago, Dion’s publicist has announced.

Angelil died Thursday morning at his home in Las Vegas after a long battle with throat cancer. He was 73.

In a news release issued Friday by Dion’s publicist, Francine Chaloult, she said the service will be held Friday afternoon at 3 p.m. at Notre Dame Basilica in Montreal.

CALGARY — Finance Minister Bill Morneau met with business leaders on Friday in the financial heart of Canada’s ailing oilpatch, where he says he’s now got a clearer picture of how challenging the crude collapse has been for Alberta.

“They heightened my sense of concern, which was already pretty high about making sure that we deal with challenging economic situation in Alberta,” he told reporters following meetings with oil and gas industry executives and the Calgary Chamber of Commerce.

Morneau had nothing new to announce on measures to bolster Alberta’s economy following the prebudget consultations, but said the province stands to benefit from the Liberal government’s promise to invest in infrastructure and signalled that tweaks to the equalization program aren’t in the cards.

His remarks came as North American stock markets wrapped up one of their most turbulent weeks in recent memory, as oil prices and the dollar plunged further amid disappointing economic news at home and abroad.

The commodity-sensitive loonie plumbed depths not seen since 2003, losing 0.81 of a U.S. cent to close at 68.82 cents US. The February contract for U.S. benchmark crude oil fell $1.78 to US$29.42.

As Alberta’s unemployment rate rises, there’s the opportunity for “really great workers” to be hired to construct those projects, Morneau told a town hall meeting with University of Calgary students.

Morneau says he discussed some ideas for projects with Calgary Mayor Naheed Nenshi during his visit to the city.

The Liberals have promised an additional $5 billion in infrastructure spending in each of the first two years of their mandate.

The Canadian Press learned earlier this week the government is now looking at moving up the spending schedule in response to worsening economic conditions, but Morneau did not provide any specifics during his Calgary visit.

“We are looking to make infrastructure investments that are prudent and responsible and in cases where we can find prudent, responsible projects that we can embark on quickly, we will do so,” he said.

During the student town-hall, Morneau was grilled on whether the equalization system — transferring funds from have to have-not provinces — could be tweaked to help resource-dependent provinces like Alberta weather the crude price rout, especially since Alberta has historically paid so much into the system.

TORONTO — North American stock markets wrapped up one of their most turbulent weeks in recent memory on Friday, as oil prices and the dollar plunged further amid disappointing economic news at home and abroad.

The commodity-sensitive loonie plumbed depths not seen since 2003, losing 0.81 of a U.S. cent to close at 68.82 cents US. The loonie has now fallen for 10 consecutive trading days against the U.S. dollar in one of the currency’s longest losing streaks since Ottawa announced it was ending its peg against the greenback in 1970.

“Right now is a bit of capitulation,” Ian Nakamoto, director of research at 3Macs, said of the cratering on markets.

“My belief is that later in the year we will start to move up . . . . but certainly the way the market acts here has been very vicious since the start of the year.”

In Toronto, the S&P/TSX composite index dropped 262.57 or 2.13 per cent to 12,073.46 — its lowest close since June 2013 — after rebounding more than 165 points on Thursday in one of only two advances since Christmas.

In New York, markets wrapped up what has been their worst two-week start to a year ever. Both the widely watched Dow Jones industrial average and the Nasdaq composite index are now in correction territory — or down 10 per cent or more from their recent peak.

The Dow plummeted 390.97 points or 2.39 per cent to 15,988.08 on Friday, while the broader S&P500 shed 41.51 points or 2.16 per cent to

1,880.33 and the Nasdaq fell 126.58 points or 2.74 per cent to 4,488.42.

On commodity markets, the February contract for benchmark crude oil fell $1.78 to US$29.42, while February natural gas fell four cents to US$2.10 per mmBTU and March copper shed three cents to US$1.94 a pound. February gold bullion gained $17.10 to US$1,090.70 a troy ounce.

Nakamoto said the market is focusing on two things: oil and the slowing economy in China.

“Right now . . . people are looking at oil and saying the price of oil is dropping, ergo the economic outlook doesn’t look good. I think it’s as simple as that. If think if oil rallies like it did (Thursday), I think the markets rise here.”

But Nakamoto isn’t betting we’ve seen the bottom for oil just yet.

“One thing we do know is the supply is greater than demand, so structurally it looks likes prices still have further to go here on the downside.”

Nakamoto took a more optimistic view regarding the loonie, even though he acknowledged the negative impact it has on average Canadians when it comes to things like vacations abroad.

“Also I think it’s a sense of national pride. When we see the dollar drop like that I think there is a sense of — I shouldn’t say loss of national pride, but less confidence in what’s going on in Canada.”

Nevertheless, the lower dollar could be a factor that “will help us get out of this malaise,” he said.

“Without the growth drivers of the oil industry, we need the manufacturing sector and other parts of the economy, like tourism, to kick in here and there is no better way than having low-priced goods.”

Trading on Friday began on a weak note in China, where the Shanghai composite index finished down 3.6 per cent, its lowest close in more than a year, on news that loans by Chinese banks fell last month. That signalled a slowing of the momentum for the credit that fuels economic growth.

Later, there was more discouraging news out of the U.S., with the Federal Reserve reporting industrial production dropped in December for the third consecutive month, while the Commerce Department reported that retail sales dipped a seasonally adjusted 0.1 per cent last month to $448.1 billion after having climbed a solid 0.4 per cent in November.

“It sort of feeds upon itself,” Nakamoto said. “(It’s) sort of adding fuel to the fire when some poor economic data comes out. If oil were to reverse here and that data came out, I think the market would overlook that.” » We want to hear from you.

PARIS — One man was brain dead and three others faced possible permanent brain damage after volunteering to take part in a drug trial for a painkiller based on a natural brain compound similar to the active ingredient in marijuana, French authorities said Friday.

The Paris prosecutor’s office opened an investigation into what French Health Minister Marisol Touraine called “an accident of exceptional gravity” at a clinical trial lab in the western French city of Rennes.

The trial involved 90 healthy volunteers who were given the experimental drug in varying doses at different times, she told reporters at a news conference in Rennes.

Six male volunteers between 28 and 49 years old have since been hospitalized, including one man now classified as brain dead, Touraine said, adding that the other 83 volunteers were being contacted.

Calling the case “unprecedented,” Touraine said she was “deeply moved” by the suffering of the victims, who she met with earlier Friday, along with their families. “We’ll do everything to understand what happened,” she said. “I don’t know of any other event like this.”

The drug trial for the six hospitalized men began on Jan. 7 and was halted Monday, a day after the first volunteer fell ill.

The chief neuroscientist at the hospital in Rennes, Dr. Gilles Edan, said in addition to the brain-dead man, three other men could have “irreversible” brain damage. A fifth man is suffering from neurological problems and a sixth man is being kept in the hospital but is in less critical condition, he said.

Edan said there’s no known way to reverse the effects of the experimental drug, which was given orally to health volunteers as part of a Phase 1 trial by Biotrial, a drug evaluation company based in Rennes, on behalf of the Portuguese pharmaceutical company Bial.

to ease mood and anxiety troubles as well as motor problems linked to neurodegenerative illnesses by acting on the endocannabinoid system. In this system, natural brain compounds act on specific receptors to exert their effects. The experimental drug is based on a natural brain compound similar to the active ingredient in marijuana.

Touraine said the drug was not based on marijuana itself, as some media reports had claimed.

“This drug is not cannabis. It is not derived from cannabis. It works on the natural system that helps fight pain,” she said, adding that no drug currently on the market was implicated in the failed trial.

Bial, the Portuguese drug producer, said Friday that 108 healthy people had already taken part in trials involving the drug and had no moderate or serious reactions.

Bial added that initial testing for the drug started in June following toxicology tests.

For the French volunteers, it was meant to be a way to earn extra money and help develop a drug to treat people with pain and anxiety.

Adults volunteering for Biotrial tests can earn between $110 and $4,920.

It’s rare for volunteers to fall seriously ill during Phase 1 trials, which study safe usage, side effects and other measures on healthy volunteers, rather than drug effectiveness.

Researchers generally start with the lowest possible dose after extensive tests in animals, and Touraine said the drug had previously been tested on chimpanzees and other animals.

Aid sought for Puerto Rico as its economic crisis worsens THE ASSOCIATED PRESS

U.S. Treasury Secretary Jacob Lew urged Congress on Friday to pass legislation by March to help ease Puerto Rico’s economic crisis before it’s too late.

Lew made the request in a letter to U.S. House Speaker Paul Ryan, a Wisconsin Republican, as he announced an upcoming trip to the island to meet with government officials and business leaders to talk about the financial situation.

Puerto Rico is struggling with $72 billion in public debt that the

governor has said is unpayable and needs restructuring. The island recently defaulted on $37 million in interest on bonds and faces its first lawsuit over how it has diverted funds to meet certain bond payments. Gov. Alejandro Garcia Padilla has already warned that Puerto Rico doesn’t have money for upcoming bond payments including $400 million due in May. The U.S. Supreme Court recently announced it would hear an appeal on a ruling that barred Puerto Rico from giving municipalities the power to declare bankruptcy.

RALEIGH, N.C. — Vancouver Canucks centre Bo Horvat has used a simple formula to dominate the Carolina Hurricanes over the past 10 days.

Horvat got his second goal with 1:35 left in overtime, giving him four goals in two games against the Hurricanes this month, and the Canucks won 3-2 on Friday night.

“I guess it’s just shooting the puck,” Horvat said. “I don’t know what’s going on scoring-wise, but it definitely feels nice to put the puck in the net.

Horvat also keyed a 3-2 win over Carolina nine days earlier and has half of his eight goals this season against the Eastern Conference foe. The 20-year-old was the ninth overall pick in the 2013 draft and has produced mixed results this season, getting 19 points but also posting a teamworst rating of minus-20.

Clippers fail to tame the Wild in Wenatchee FOR THE DAILY NEWS

The Nanaimo Clippers failed to have a Wild time in Wenatchee.

The host Wenatchee Wild tallied all their goals in the final two periods, rolling to a 7-2 win over Nanaimo in B.C. Hockey League action Friday night at the Town Toyota Center in Wenatchee, Wash.

The teams battled through a scoreless first period, with the Clippers (27-15-1-0) killing off a pair of early minor penalties to Matthew Hoover.

Kyle Stephan opened the scoring for the Wild (24-12-2-3) at the 6:04 mark of the second period, with his 14th

goal of the season coming on a power play.

Just five seconds later, league scoring leader Sheldon Rempal pulled the Clippers even with his 48th of the season.

Brendan Harris scored his ninth of the year for Wenatchee at 13:07, and Charlie Combs upped the lead to 3-1 with his seventh of the season with just 39 seconds left in the middle frame.

Nanaimo had a chance to climb back into the contest with a power play that carried over from the second period, but Dakota Raabe scored an unassisted, shorthanded marker just 64 seconds into the final period.

Rempal scored his second of the game and 49th of the season three minutes later to pull Nanaimo back within two, but they could get no closer. Matthew Baker added another Wild power-play marker with six minutes to play, and joined Combs in each adding their second goals of the game in the final minute.

Garett Nieto got the win in goal, making 19 saves.

Evan Johnson took the loss, allowing the seven goals on 41 shots.

In the light-blue corner, measuring in at 6-foot-5 and 245 pounds, the presumptive NFL MVP, the Carolina Panthers’ Cam Newton.

In the dark-blue corner, measuring in at 5-foot-11 and 206 pounds, the late-season upstart, the Seattle Seahawks’ Russell Wilson.

Let’s get it on!

When the Seattle Seahawks and Carolina Panthers meet in the NFL divisional playoffs on Sunday in Charlotte, N.C., the game will be a knock-down, drag-out affair between the two players who arguably have been the league’s best this season.

Newton seems to be the MVP-elect, with almost all the national buzz already placing the trophy in his hand.

He’s earned those accolades. Newton had a career year, going 296-for495 for 3,837 yards with 35 touchdowns and 10 interceptions.

The passing numbers only tell half the story for Newton. He also ran 132 times for 636 yards to lead the league in rushing among quarterbacks, and he scored another 10 TDs with his legs.

Even Wilson was impressed with Newton’s season.

“I think when it comes to MVP, he probably deserves it,” said Wilson, who told Carolina media earlier this week that if he had an MVP vote he’d vote for Newton.

“They’re 15-1, that’s hard to do. I think he’s had a great year. There’s been a lot of great players this year, but they asked me a question and I think he probably deserves it.”

While the MVP momentum seems to be swinging Newton’s way, the numbers may actually back Wilson.

Wilson had a career season of his own. He went 329-for-483 for 4,024 yards and 34 touchdowns versus eight interceptions. More importantly, he had significant edges on Newton in completion percentage (68.1-59.8), yards per attempt (8.3-7.8) and passer rating

(110.1-99.4). Based on pure numbers, Wilson had the better season throwing the football.

While Newton also can point to his running numbers, it’s not like Wilson is far behind in that regard.

Wilson finished third in the league in rushing among quarterbacks with 554 yards, and he actually gained more yards per attempt than Newton (5.4-4.8), though he scored only one touchdown to Newton’s 10.

“For sure,” Seahawks receiver Doug Baldwin answered when asked is Wilson deserves MVP consideration.

“Russell Wilson is playing at a very high level, he’s been playing at a very high level. I think he would definitely garner some attention for that.”

But regardless of how the MVP voting turns out, both teams know they have their hands full this Sunday with the opposing quarterback.

Newton presents a challenge just in terms of his sheer size and speed.

It’s one thing trying to bring down a standard NFL quarterback when he runs the ball, it’s another thing trying to bring down one who’s built like a linebacker and runs like a receiver.

“He’s just a bigger Russell Wilson,

I think, which makes him a little more difficult to tackle, I guess,” Seahawks defensive end Cliff Avril said about Newton. “He’s just a big guy, a big guy who can do a lot of different things. He’s a heck of an athlete, he presents a lot of issues.

When you think you have him, what you’d do with a normal quarterback, you’ve got to actually bring your hips through with that big guy. He presents a lot of different problems.”

Meanwhile, the Panthers are also concerned with Wilson’s running ability. Of late Wilson has done most of his damage throwing from the pocket. But throughout his first four seasons Wilson has made a living by eluding the rush, getting outside the pocket and improvising throws downfield. That was never more evident than in last Sunday’s 10-9 victory at Minnesota in the wild-card round. His 35-yard pass completion to Tyler Lockett, which came after the ball was snapped 15 yards behind him, led to the game’s only touchdown and was largely responsible for the Seahawks winning.

“This is a guy who’s been a very elusive player, he’s made a lot of plays,” Panthers coach Ron Rivera

said when addressing Carolina media this week. “And I’ve said it before, I think he’s one of the better quarterbacks in this league in terms of winning. To me it’s really about winning, and he’s proven that.”

Both players got better as the season progressed, too. Over the final seven games Wilson received a lot of attention for throwing 24 touchdowns with just one interception.

But Newton was nearly Wilson’s equal, throwing 20 TDs against one interception over the same span.

Now they get the chance to settle the MVP debate on the field, mano a mano.

“Seattle doesn’t owe us anything, we don’t owe Seattle anything,” Newton said. “It’s going to be a hard-nosed game. They’re a physical team, that we know. Playing those guys a lot in the last couple years, we know that it’s going to be a game to watch.”

Receiver Weston Dressler bid farewell to Saskatchewan Roughriders fans Friday, but not before taking a parting shot at the new coach who released him.

Dressler and veteran defensive lineman John Chick, both longstanding Roughriders and fan favourites in Regina, were released Thursday by Chris Jones, the team’s new head coach and general manager. In a statement, Jones said the players were let go after efforts to restructure their contracts were unsuccessful.

But Dressler, who spent eight seasons with the Riders, took to Twitter to disagree with Jones’ contention.

“The negotiations that took place, or lack thereof, led me to believe I was never in the Roughrider plans for the 2016 season and beyond,” the 30-year-old Dressler said in a statement.

“I have come to terms with that and respect their decision.”

Dressler enjoyed a stellar career in Saskatchewan.

He was the CFL’s top rookie in ’08 and cracked the 1,000-yard receiving plateau five times during his eight seasons in Regina. He also helped the Riders capture the 2013 Grey Cup. “First, I will say that I highly respect Chris Jones as a coach in the CFL and believe he will be highly successful with the Saskatchewan Roughriders,” Dressler said. “A man in his position has many decisions to make and I have no hard feelings towards him or the organization for their decision to release me.

“With that being said, I am upset and saddened by the fact there wasn’t more effort put in by the organization to allow me to remain a Saskatchewan Roughrider.”

Dressler leaves the Riders ranked third in all-time receiving yards (7,797) and fifth in receiving TDs (50). He’s currently a CFL free agent.

Mariners agree to new deals with pitchers SEATTLE — The Mariners have reached agreement on one-year contracts with pitchers Charlie Furbush and Evan Scribner, averting salary arbitration with both players.

Seattle announced the agreements on Friday. The Mariners have no more arbitration eligible players.

Terms of the deals for the 2016 season were not announced.

Furbush will be entering his fifth full season with the Mariners after being acquired in a trade during the 2011 season. The left-hander was slowed last season by biceps tendinitis and did not pitch for Seattle after early July. But when healthy, Furbush has been a dependable lefty option out of the Mariners bullpen.

Canadian Bouchard advances to event final HOBART, Australia — Canada’s Eugenie Bouchard is on to the final of the Hobart International tennis tournament.

Bouchard, from Westmount, Que., advanced after a 6-1, 4-6, 6-4 semifinal win over Slovakia’s Dominika Cibulkova early Friday.

A dominant first set saw Bouchard earn four aces. She added two more in the later sets for a total of six compared to Cibulkova’s none.

Bouchard has now won both of their career meetings. They last met at the 2015 U.S. Open’s round of 32 where Bouchard won in three sets.

Bouchard will face either France’s Alize Cornet or Sweden’s Johanna Larsson for the Hobart title. Those two play in the other semifinal later Friday.

‘Fat man’ offers up challenge to manager MANCHESTER, England — Manchester United manager Louis van Gaal has been set a weighty challenge by the journalist he derided as a “fat man.� “You’ve got to get more points than I lose pounds,� Neil Custis of The Sun newspaper said.

Custis wrote in his paper: “I’m aiming for two stone (12.7 kilograms) between now and the end of May, so that’s 28 pounds. You’ve got to get 28 points.�

Van Gaal has endured a frosty relationship this season with journalists as United has slipped out of the top four, winning only one out of the last eight English Premier League games to sit on 34 points.

Another blowout not expected as Packers meet Cardinals again THE ASSOCIATED PRESS

GLENDALE, Ariz. — Three weeks ago, the Arizona Cardinals beat the Green Bay Packers by 30 points.

No one should expect that kind of blowout when the teams meet again Saturday night, this time in the NFC divisional playoffs. “I think these guys definitely come back here with a bad taste in their mouth,� Arizona cornerback Patrick Peterson said, “so I think it will definitely be a much better game.�

Oddsmakers are picking the Cardinals, the NFC’s No. 2 seed, by seven points, although Packers coach Mike McCarthy wouldn’t call his team the underdog. “We’re no underdog going to Arizona,� McCarthy said after his team’s 35-18 wild-card victory over Washington. “I don’t care what people think or how we’re picked or things like that. We’re going out there to win, and expect to win.�

Green Bay quarterback Aaron Rodgers, on the other hand, admits his team’s underdog status, but said “the pressure’s all going to be on� Arizona. “They’re coming off a tough loss at home against Seattle. Before that, they blew us out,� Rodgers said. “They’re the Super Bowl favourites, and obviously the favourite team on Saturday night, so we’ve just got to go out, be loose, let it all hang out, because the pressure’s all on that side.�

Arizona safety Rashad Johnson said there’s pressure on both sides. “We’ve all got to play the game,� he said. “I think there’s a little bit of pressure on everyone to go out and want to play well. If you don’t feel any butterflies and have some type of pressure, you’re in the wrong business.�

Cardinals coach Bruce Arians discounted the whole concept of pressure.

“There is no pressure,� he said. “Pressure is something when you’re not prepared for something. We have high expectations.�

The Dec. 27 victory over the Packers capped a nine-game winning streak for Arizona (13-3). A week later, the Cardinals ended their regular season with a 36-6 drubbing at the hands of Seattle, a loss they dismiss as an aberration.

The Packers (11-6) still had a chance at the NFC North title, despite the loss in the desert, but they finished the regular season by losing at home to Minnesota, so Green Bay settled for a wild-card berth.

And last Sunday in Washington, Rodgers and the rest of the Packers played better than they had most of the season.

LONDON — FIFA presidential candidate Prince Ali bin al-Hussein on Friday accused rival Sheikh Salman bin Ibrahim al Khalifa of attempting to break election rules and asked soccer’s governing body to investigate a contentious deal.

Prince Ali of Jordan accused the Bahraini sheikh of a “blatant attempt to engineer a bloc vote� by signing a co-operation pact between the Asian Football Confederation he heads and its counterpart in Africa, with only six weeks until the FIFA election.

Issa Hayatou, who signed the four-year memorandum of understanding with AFC President Sheikh Salman, not only heads African soccer but is acting FIFA leader following Sepp Blatter’s ban.

Now FIFA election watchdog Domenico Scala, who chairs

both the audit and compliance committee and also the electoral committee, has been asked

by Prince Ali to look into the Africa-Asia deal. “I am concerned that there has been an attempt to breach electoral rules in the FIFA presidential election,� Prince Ali said in a statement. “I have written to the FIFA ad-hoc electoral committee informing them of my concerns and asking them to examine the matter.�

Sheikh Salman, who is considered to the front-runner to succeed Blatter on Feb. 26, signed the agreement ahead of the African Nations Championship in Rwanda. “I have always promoted cross-regional understanding, however the timing of this MoU between the AFC and the CAF looks like a blatant attempt to engineer a bloc vote,� Prince Ali said. “Africa’s proud football associations are not for sale

and development resources belonging to national football associations should not be used by presidential candidates and confederation presidents for political expediency. “Questions must be asked: was this deal approved by the members of the executive committees of both the AFC and CAF and is the timing of the announcement, prior to a presidential election, acceptable? Now more than ever, this apparent exploitation of confederation resources shows the world that the actions of individuals must stop bringing FIFA into disrepute.�

There was no immediate response from Sheikh Salman’s campaign.

Prince Ali was beaten in May’s presidential election by Blatter, who announced his resignation the following week in the wake of criminal investigations into FIFA, and was then banned from soccer last month.

Blue Jays star Donaldson again headed to arbitration THE CANADIAN PRESS

TORONTO — American League MVP Josh Donaldson has filed for salary arbitration, asking for a huge raise to US$11.8 million after leading the Toronto Blue Jays to the playoffs for the first time since 1993.

The Blue Jays offered $11,350,000 on Friday, the day sides were required to swap figures.

The American League MVP lost his case last year and made $4.3 million.

The Blue Jays did avoid arbitration with recently acquired right-handed reliever Drew Storen, signing him to a one-year deal worth $8.375 million.

Toronto also signed one-year deals with left-handed pitcher Brett Cecil ($3.8 million), outfielder Michael

Saunders ($2.9 million), righthander Drew Hutchison ($2.2 million), left-hander Aaron Loup ($1.05 million) and right-hander Steve Delabar ($835,000).

Right-hander Jesse Chavez joined Donaldson in filing for arbitration.

He asked for $4 million and the Blue Jays offered $3.6 million.

Elsewhere, the Chicago Cubs have exchanged arbitration proposals

with NL Cy Young Award winner Jake Arrieta, and president of baseball operations Theo Epstein is confident the sides will reach an agreement before a potential hearing.

Arrieta, who went 22-6 last season with a 1.77 ERA, is asking for $13 million. The team countered at $7.5 million. It is the largest gap among the 35 players remaining in the arbitration process, but Epstein

says he thinks they will figure it out.

Arrieta made $3,630,000 last year.

The Cubs announced one-year deals with outfielder Chris Coghlan ($4.8 million) and relievers Pedro Strop ($4.4 million), Hector Rondon ($4.2 million), Travis Wood ($6,170,000), Adam Warren ($1.7 million) and Justin Grimm ($1,275,000) on Friday, avoiding arbitration.

PASADENA, Calif. — Gillian Anderson and David Duchovny say they learned to appreciate being known for The X-Files characters that made them sci-fi sex symbols more than 20 years ago.

“It took me a long time to embrace it after we were done with the series,” Anderson said Friday, joining Duchovny and series creator Chris Carter at a TV critics’ meeting to promote the upcoming six-episode reboot of the Fox series.

“It took a good decade for me to start thinking of it as the gift that it was and appreciate the opportunity I had and how fortunate I was to play a great, iconic character in a show that was iconic in itself,” said Anderson.

Duchovny, who played FBI agent Fox Mulder to Anderson’s agent Scully in the 1993-2002 drama, said that perspective was key to revisiting it.

The X-Files debuts Jan. 24 on Fox, with Joel McHale a new addition.

“It took awhile to recognize it as the gift that it is, and that’s why we’re able to come back now,”

Duchovny said. “It acted as a spur to me to go out and actually do more work, to keep expanding myself as an artist. . . . It was both a gift and a spur to not settle after it was done.”

Both followed The X-Files and its two follow-up movies with very different work.

Duchovny starred in Showtime’s Californication and branched into writing books and music. Anderson appeared in a variety of stage and screen projects that included classics Bleak House and Great Expectations, both for TV. The actors were asked to discuss the on-screen chemistry they shared in The X-Files as their characters waded through government plots and crimes with bizarre twists.

“There is something extra, and I don’t know what that is. It seems like it’s separate from us,” Anderson said.

“You can feel it right now,” Duchovny said, drawing laughs. “But I think at this point, having known each other and worked together so much for the last, over 20 years, we’ve gone beyond chemistry to history, which is a really cool thing to play as well.”

“We have chemistry and history, and we’re going try to get biology,” he added with a smile.

Carter said the limited run will include “mythology” episodes, such as those in the original series that focused on Mulder’s effort to prove a government coverup about aliens on Earth.

There’s also a comedic-slash-horror episode, which also harkens back to the originals formula of the The X-Files.

The Lone Gunmen conspiracy-theory trio also will be back, although they did “meet their maker” in a previous season, Carter said, explaining that “they’re actually back in a fantasy.”

“Scully’s fantasy,” Anderson said, smiling.

Whether more “X-Files” episodes are ahead remains to be seen.

“I’m waiting for Fox to come back and say we want more of these,” Carter said.

Two Marine Corps helicopters carrying six crew members each collided and went down off the Hawaiian island of Oahu while on a nighttime training mission, and rescuers searched choppy waters Friday where debris had been sighted, military officials said.

There was no immediate word on the fate of those aboard or what caused the accident.

The transport helicopters known as CH-53Es crashed just before midnight Thursday, officials said.

Hours later, a Coast Guard helicopter and C-130 airplane spotted a debris field four kilometres offshore.

The debris covered an area of three kilometres, Marine Capt. Timothy Irish said.

The choppers were part of the 1st Marine Aircraft Wing at Marine Corps Base Hawaii. Known as Super Stallions, they are the U.S. military’s largest helicopter, capable of carrying a light armoured vehicle, 16 tons of cargo or a team of combat-equipped Marines, according to a Marine Corps website.

Elaray Navarro, a retiree who lives across the street from the beach, said she heard two booms late Thursday that were loud enough to shake her house. “I threw my blanket off, put my slippers on and ran outside thinking it was a car accident,� she said.

She expressed concern for the crew as she watched the pounding surf from Haleiwa. “I pray to the man upstairs to help them. To bring them home safely,� she said.

CAPE CANAVERAL, Fla. — Two astronauts aborted their spacewalk Friday and hurried back into the International Space Station after water leaked into one of the men’s helmets in a scary repeat of a near-drowning 2 1/2 years ago.

The trouble cropped up after the astronauts — including Britain’s 1st spacewalker — successfully restored full power to the space station.

NASA astronaut Timothy Kopra took everyone by surprise when he reported a small water bubble and then a film of water inside his helmet. Mindful of another spacewalker’s close call in 2013, Mission Control terminated the planned six-hour spacewalk at the four-hour mark.

It turns out Kopra was wearing the same spacesuit involved in the earlier incident.

“So far, I’m OK,” Kopra assured everyone. Later, he said the water bubble was 4 inches long and getting thicker.

“I’m doing good,” he repeated on his way back inside.

Lead flight director Royce Renfrew, who called an early end to the spacewalk, stressed that the situation was not an emergency and insisted neither spacewalker was in danger.

Indeed, Kopra took time to thank everyone for their help as the air lock was pressurized.

inside his orbiting home, along with Timothy Peake, who attracted his own headlines by becoming Britain’s first spacewalker Friday.

The astronauts waiting anxiously inside pulled off Kopra’s helmet, then measured the water that had leaked, presumably from the suit’s cooling system. That was the source of the leak last time. Space station commander Scott Kelly reported that he filled a syringe with about 15 cubic centimetres of water.

That’s nothing, NASA officials pointed out, compared with the one to 1 1/2litres of water that escaped into Italian astronaut Luca Parmitano’s helmet and suit in July 2013.

Kopra’s suit was the same one Parmitano was wearing when his helmet flooded. This suit was refurbished following the 2013 incident.

NASA said Kopra used the same suit for a spacewalk last month without any problem, and it had been used previously as well.

Despite the considerably smaller leak, the cap that Kopra wore on his head, under his helmet, was moist, as were other parts of his suit. As for Peake’s suit, a quick look showed it to be dry save for a bit of moisture around the wrists.

Kopra and Peake completed their No. 1 job early on in the spacewalk.

The pair quickly removed the voltage regulator that failed two months ago, slashing station power by one-eighth.

The breakdown did not disrupt work 250 miles up, but NASA wanted the power grid fixed as soon as possible in case something else failed.

Working in darkness to avoid electrical shock from the solar power system, the astronauts quickly removed the bad unit and popped in a spare, both about the size of a 30-gallon aquarium. They had just 31 minutes to complete the job, the amount of nighttime on that particular swing around the world.

Following tests, Mission Control said the spare — dubbed Dusty for its 17-year tenure in orbit — appeared to be working properly.

Engineers suspect the original electronic unit suffered an internal electrical short. In the meantime, the station relied on the seven other power channels.

The action unfolded on the far reaches of the space station. The work site is about 200 feet from the astronauts’ exit, about as far as spacewalkers safely can go.

Peake, in particular, received a bounty of well wishes — from space as well as Earth.

He became the first spacewalker to wear the Union Jack on the shoulder of his suit.

“We’re all watching, no pressure!”

Former Beatle Paul McCartney said via Twitter. “Wishing you a happy stroll outdoors in the universe.”

Earlier, as Peake floated out, space station commander Scott Kelly called, “Hey Tim, it’s really cool seeing that Union Jack go outside. It’s explored all over the world. Now it’s explored space.”

Replied Peake: “It’s great to be wearing it, a huge privilege, a proud moment.”

Peake, a helicopter pilot chosen by the European Space Agency, is Britain’s first official astronaut.

A handful of previous spacewalkers held dual U.S.-English citizenship, but flew as Americans for NASA. The first British citizen to fly in space, chemist Helen Sharman, visited Russia’s old Mir space station as part of a private competition in 1991.

Peake and Kopra, a former Army aviator and attack helicopter platoon leader, rocketed into orbit exactly one month ago aboard a Russian spacecraft.

Engineers will scour the data in the weeks ahead to figure out what happened. Unlike last time, NASA did not immediately call for a halt to non-emergency spacewalks.

NEW YORK — Walmart is doing some rare pruning.

The world’s largest retailer is closing 269 stores, including 154 in the U.S. that includes all of its locations under its smallest-format concept store called Walmart Express. The other big chunk is in its challenging Brazilian market.

The stores being shuttered account for a fraction of the company’s 11,000 stores worldwide and less than one per cent of its global revenue. Walmart Stores Inc. said the store closures will affect 16,000 workers, 10,000 of them in the U.S. Its global workforce is 2.2 million, 1.4 million in the U.S. alone.

The store closures will start at the end of the month.

The announcement comes three months after Walmart Stores Inc. CEO Doug McMillon told investors that the world’s largest retailer would review its fleet of stores with the goal of becoming more nimble in the face of increased competition from all fronts, including from online rival Amazon.com.

“Actively managing our portfolio of assets is essential to maintaining a healthy business,” McMillon said in a statement. “Closing stores is never an easy decision. But it is necessary to keep the company strong and positioned for the future.”

Michael Exstein, an analyst at Credit Suisse, described the moves as “baby steps” in his report published Friday, but he believes they are positive ones. He noted that this is the first mass closing that Walmart has announced in at least two decades.

“It is a sign that Walmart has begun the process of dealing with unproductive locations in a much more tangible and coherent way,” he wrote. “But we continue to believe that Walmart needs a much larger restructuring of its store base in order to narrow its focus as it seeks to improve its sales and returns, especially internationally.”

Of the 154 store closures in the U.S., 102 of them are under the Walmart Express name, which were opened as a test in 2011. The company operates more than 5,000 stores overall in the U.S. The retailer said it also closed 60 loss-making locations in Brazil, which accounts for 5 per cent of sales in that market. Walmart, which operated 558 stores in Brazil before the closures, has struggled as the economy there has soured. Its Every Day Low price strategy has also not been able to break against heavy promotions from key rivals.

The remaining 55 stores are spread elsewhere in Latin America.

PARIS — David Bowie — with his outrageous alter egos — was famed as much for his image and powerful influence on fashion design as he was for his music.

From the much-copied lightning flash face paint of Aladdin Sane, the oversize shoulders and white shirt collars of “Thin White Duke” to the trilby hat and floppy fringe of the alien he played in the movie The Man Who Fell to Earth, Bowie for decades boldly broke boundaries in style and gender with his influential looks.

Then there was, of course, 1972’s flame-orange haired Ziggy Stardust — his most recognizable invention.

While Bowie died of cancer at age 69 on Sunday after just having released a new album, he is as alive and young as ever on the high fashion catwalks.

Bowie “was a great artist and a timeless fashion icon... who will remain a reference,” Chanel designer Karl Lagerfeld told The Associated Press.

Such was Bowie’s unique style that by 1992, when he married Somali-American fashion model Iman, his “relationship to fashion

had already been sealed long before,” according to prominent fashion blogger Diane Pernet.

Some observers say that only Lady Gaga has come as close as Bowie did in seamlessly merging pop music and fashion.

Jean Paul Gaultier, Dior, Saint Laurent and Dries Van Noten and fashion-conscious actresses such as Tilda Swinton all owe Bowie a lot.

The checklist includes bold hair colour, sometimes slicked back, golden makeup, high shoulders, space themes, wide lapels on big monochrome or yellow jackets or sheeny playsuits with a deep cleavage.

Trends in recent seasons have turned the clocks back to the glam rock of the 1970s and ’80s — a Bowie signature.

A recent Gaultier ready-to-wear show in Paris entitled “Rock Stars” paid homage to the man by recreating Ziggy Stardust on model Hannelore Knuts — who donned a onelegged, star encrusted net catsuit to applause from guests.

Gaultier told The Associated Press that “personally he inspired me by his creativity, his extravagance, his sense of fashion that he was constantly reinventing, by his allure, his elegance and his androgyny.”

Nanaimo group opens arms and hearts Six families combine to sponsor Syrian refugee family of four, and are anxiously awaiting their arrival Yesterday, in a quiet place away from the glare of the media, a family of four refugees from Syria arrived in Nanaimo.

In the days to come we hope to introduce them to you, but for today, we’d like you to meet the group responsible for bringing them here.

With these three words, Mike Mann begins our interview. An hour or so later, he ends it the same way.

“I’m just the representative. It’s a group effort.”

Mann may be humble about the part he plays, but he is passionate about his project.

Mann, his wife Becky, and six other Nanaimo families have joined together to sponsor a family of refugees from Syria.

“We’re all getting pretty excited,” Mann said.

The Canadian government has promised to bring 25,000 refugees from Syria to our country. Included in that number are the many refugees who are sponsored by private citizens such as the Manns and the other members of their group.

Canada is the only country with a system for private sponsorship.

The Manns were drawn to support refugees long before Prime Minister Justin Trudeau announced his commitment. When I ask what led to their decision, Mike is typically thoughtful.

“We had both lived in Africa for a couple of years,” he said, “and that always shapes your view of the world, when you live in a developing country. You appreciate what a good country we live in. Our sense here of comfort and security that is not the norm in other countries.”

He remembers how Canada reacted during the time of the Vietnamese boat people, “how we as a country came together and acted very quickly to bring in 50,000 refugees from south-east Asia.”

Mike thinks all of us can empathize with the refugee experience. Most people know what it is like to be new somewhere. When we change jobs or move to a new community, adapting isn’t always easy.

We can only imagine what it might be like to leave behind everything we know, survive a life-threatening journey, endure years in a refugee camp,

and then arrive in a completely new country.

By September of 2015, weeks before the Canadian government set the goal of 25,000, the Manns were “90 per cent committed” to sponsoring a refugee family. However, they worried about the obligations of sponsorship.

Then, the photo of three-year old Aylan Kurdi appeared on the front pages of newspapers worldwide. In Nanaimo, the Immigrant Welcome Centre was flooded with phone calls from people asking how they could help. The centre decided to hold an information session on private refugee sponsorship.

Mike attended. There he connected with Sandra Franklin, Meg Savory, and Jeff Lott, and invited them to a meeting at his home. The sponsorship group had started to form.

Mann said that joining with others in the community made a difference.

Sandra Franklin concurs.

“One person couldn’t do it on their own. Finding the group was important to my decision,” she said.

can church, Lantzville, and Anne Manikel of Brechin United, Nanaimo, attended. Manikel had recently called area churches together because they have a long history of refugee sponsorship. Davis had worked with his church to sponsor a refugee family a few years before.

Once Mike recognized the value of Tony Davis’ experience and knowledge, he invited Davis to the next group meeting. At that meeting, the group came to an important realization.

Working as private citizens to sponsor a refugee family was a long, involved process. However, Davis knew an easier way. Several national churches had been designated as Sponsorship Agreement Holders by the federal government. They could expedite the process.

Mann’s group decided to sponsor a family through the Anglican Church of Canada as the SAH. Davis’s home church of St. Philip’s in Lantzville would partner with them.

With Mann’s group carrying the responsibility of financing and supporting the refugees, the church was happy to facilitate the process.

Davis helped them draw up a

budget. Private sponsorship entails covering all the family’s expenses for one year, although the federal government pays for 50 per cent of the year at welfare rates.

The group decided they could sponsor a refugee family of two adults and two children. Though the financial commitment is substantial, fundraising may help reduce the amount.

Of course, it may also be possible for the refugees themselves to find employment and cover some of the costs.

The sponsorship group’s commitments go beyond the financial.

Together they must find accommodation, furnish a complete household, connect the family with language training and other educational resources, search for job opportunities, set up services such as bank accounts and cellphones, and offer emotional and social support through the first year.

Fortunately, the members of Mann’s sponsorship group have a range of skills.

Their professions include social worker, businessperson, accountant, psychologist, training consultant, environmental scientist, healthcare

workers, RCMP officers, library worker, VIU professor, and nurse.

Clearly, they make a great team to support a family through its first year in Canada.

Choosing a family to sponsor was not easy. The group decided to select from a list of “travel-ready” refugees — all approved by the government of Canada.

Mann said it was “shocking” to read all the names. It was not possible to help everyone.

“It was like Schindler’s List. I’ll take you. I can’t fit you in.”

The group knew they had resources to support a family of four. They were also looking for a family who would adjust well to life on Vancouver Island.

Their first few choices from the list had already been taken by other sponsorship groups. However, they applied again for a Syrian family of four, two parents and young adult son and daughter.

The match was made. And now the time of waiting is over.

Has all the effort been worth it so far?

“Absolutely yes,” Franklin said “I believe in giving my time. It’s a valuable thing to do with one’s life.”

Mann agrees.

“Despite tragic circumstances, it has actually been quite enjoyable.

It’s always good to be part of something bigger than yourself.”

Working together, this group of families is determined to make a difference in the lives of another family.

And they encourage other Nanaimo community members to do what they can.

“You don’t have to do a major big thing,” said Franklin. “I just think people should contribute in any way.

Anything is appreciated, from furniture to time to money.”

Syrians should expect temporary digs THE CANADIAN PRESS

Thousands of Syrian refugees expected in Canada in the coming days could spend up to two weeks in temporary accommodations — including military bases — before being able to settle into more permanent homes.

Those conditions will still be better than what people have left behind in

Jordan, Lebanon or Turkey, where nearly all of the Syrian refugees coming to Canada are currently living, said Immigration Minister John McCallum.

“I don’t think the need to spend one or two weeks in interim accommodation will be a devastating experience for them, given what they have come from,” McCallum told a news conference Wednesday.

Creative ways to deal with parking problems Kathy Mitchell & Marcy Sugar Annie’s Mailbox Dear Annie: I read with great interest the letter from “At My Wits End,” whose rude neighbours take up too many parking spots on her street.

We had a similar situation a few years back. After several attempts to

resolve the problem, I waited until the street was empty of cars due to street cleaning. I then called all of my friends and had them bring as many cars as they could and park them all over our street. I belong to three car clubs, and it was easy to fill every spot. I then printed up a letter that I circulated to our other neighbours explaining the reason for the cars and who was causing all the problems.

One week of this, and the rude neighbour changed his ways. I even got thank-you notes from some of the other neighbours. I know you would never recommend this as a

solution, but it worked for us.

— California Dear California: Not everyone has a cadre of friends who will bring extra cars over to take up space on the street (and a good thing), but at least you solved your problem. Read on for more suggestions: From Vancouver: In my city, it is an offence to park for more than three hours in front of a property you don’t own or work at.

Dear Annie: I had the same exact thing happen to me. I kept asking for them to move and they wouldn’t, even though there was no one

parking in front of their house. So, I started parking in front of their house, partly blocking their driveway.

When they confronted me, I informed them that if I had a spot in front of my own house, I would park there. They called the police on me, and I told the police the same thing. After that, they started parking in front of their own house.

Practical Mom: “At Wits End” should be thankful her neighbours park in front of her house. A car in front looks like you are home and probably have company, making you less of a target for thieves. Her neighbours are forfeiting their own security

to preserve hers. I love it when my neighbours park in front of my house.

Pittsburgh: These neighbours are not only guilty of being thoughtless, but also of not recognizing her right to have a parking space in front of her own home. Here in western Pennsylvania, we would reserve the spot on the street by putting a couple of wooden sawhorses on her parking place after she pulls out. That way, no one will be able to pull into that spot in front of her home without a major inconvenience to them. After a little while of this, the neighbours will get the point and no sawhorses will be necessary.
