The essence of what used to be the Boys and Girls Club is still evident at the building on Yates Street.

From the outside, the threestorey building looks like a school, with its grey exterior and blue trim. Inside, it’s reminiscent of a building where

dozens of children once played.

The walls are painted a welcoming bright yellow and cool blue. The doors all have small wooden plaques labelled “washroom” or “custodial.”

The gym is similar to that of any elementary school, with coloured lines decorating the floors.

home for the next four months.

The couple were among the handful of campers to move into the My Place Transitional Home earlier this week, after living at the tent city outside the Victoria courthouse on Burdett Avenue.

Emergency radio systems Lease agreement reached slated for major upgrades for Steamship Terminal Jacob Zinn Black Press

Emergency service agencies in the Capital Region will be getting a major boost to their radio communication systems, thanks to a new agreement between Capital Region Emergency Service Telecommunications (CREST) and Motorola Solutions Canada.

On Monday, the board of directors from CREST announced a $13-million investment to upgrade current radio systems across 50 emergency response agencies as they collectively move to the 700 MHz frequency band with Project 25, the preferred suite of standards for digital emergency radio communications in North America.

“We’re going to a radio spectrum that, I believe, is going to be far more reliable on a global scale, especially in areas like the downtown core with buildings,” said Saanich police deputy chief Scott Green. “You’re going to have better coverage, better reliability, better building penetration and so forth, which means greater safety.”

The five-year plan will see

the conversion of existing radio sites to P25, as well as new transmitters and receivers and better radios for first responders.

The upgrades are scheduled to run from early 2017 through 2018 in three phases, starting with Greater Victoria’s urban core, followed by the Saanich Peninsula and the West Shore, and ending with the Gulf Islands and out towards Sooke.

While Saanich Police are

already on a digital platform, Horth said the fire department is currently on an analog system, and putting them both on the same network will solve a variety of interoperability issues. Additionally, he said that E-Comm, which covers emergency services in the Lower Mainland and Fraser Valley, is in the process of switching to the same P25 system, meaning emergency crews on the Island and the mainland will be able to more easily communicate.

“By having a shared platform, we have the ability for users to roam between the two areas seamlessly and be able to work without interruption across that common boundary,” said Horth.

“If we lost our master site here, the brains of the operation, E-Comm could back us up, and vice versa.”

The U.S. is also moving to 700 MHz frequency, with a Motorola platform in King County and along the borders, allowing for opportunities for B.C. emergency services to better communicate with Washington State crews in cases such as earthquakes. editor@vicnews.com

Using a high-speed jet catamaran with a capacity of up to 300 passengers, the service will initially begin with daily sailings departing Vancouver in the morning and Victoria in the afternoon. The trip is expected to take up to three-and-a-half hours from harbourto-harbour and will include WiFi, local food and beverages, a guided interpretation of sea and wildlife, oceanography and local geography, West Coast culture and history.

“By signing to terms on a lease with Riverside Marine B.C., we are officially welcoming a new transportation service and tourism experience to our city,” said GVHA CEO Ian Robertson.

“This new marine

related business aligns with the historical use and adds vibrancy and life to Victoria’s Steamship Terminal building.”

A harbour-to-harbour fast-speed ferry service was tried in the early 1990s when Royal Sealink Express ran catamarans between the two cities. The service, however, was eventually halted due to low ridership and seasickness among passengers.

Robertson expects this time will be different since the company is already providing similar services and are leaders in passenger marine transportation.

Riverside Marine B.C. is a division of Riverside Marine Australia — a family business incorporated in 1926. The company now has operations around the Sydney area and across Queensland, going onwards to the offshore oil and gas fields of the North West

Shelf. The B.C. division was recently set up to operate V2V vacations and is the company’s first expansion into North America.

“We’re pleased to be working with the GVHA and bringing a passenger marine transportation service back to this historic building along the stunning Inner Harbour and we look forward to our visitors experiencing two of the most beautiful harbours in the world and the ocean ways in between,” said Riverside Marine CEO Hume Campbell in a statement.

Riverside Marine will start work early this year retrofitting its newest addition to its fleet of passenger catamarans.

Due to high rent costs, Bertrim, who is a demolition worker, couldn’t afford a place to stay. For the past year, they have been sleeping outside Alpine Market on Blanshard Street.

Two-and-a-half months ago, they came across the tent city erected outside the courthouse, where roughly 120 campers currently live, and decided to set up camp.

The land is owned by the provincial government therefore city bylaws that only allowed camping in parks from 8 p.m. to 7 a.m. do not apply.

“We were fine there, we didn’t have any problems, but we had to listen to all of the problems around us,” said Hanuse, adding they would often hear arguments late at night. Bertrim was even punched in the head once while sleeping.

But they decided to stay because it was the only place they weren’t forced to pack up their belongings every morning.

When they heard about the new shelter, they jumped at the chance to move into a new home.

“It’s a step up for us,” Hanuse said.

“It’s a good feeling,” he said.

The shelter, which will remain open until April 30, has the capacity to house 40 homeless campers from tent city, where they have access to showers, a place to store their personal belongings and daily meals. The facility also has a TV room and staff are working to set up

art, music and computer rooms. It is staffed around the clock with both security and support staff.

Don Evans, executive director of Our Place Society that runs the shelter, said he expects it will be full in the coming weeks.

“I’m ecstatic. It’s been a tough few weeks getting it ready. To see people finally coming in here, we’ve got enough people to fill it. So to go from nobody to 40 and we’ll probably have a wait list, it’s pretty exciting and

rewarding,” Evans said, adding they’ll gradually phase people into the shelter. “There’s no doubt in my mind that it will fill up.”

Our Place is also working with Pacifica Housing and Island Health to provide mental health and addiction support.

But the project hasn’t been without controversy.

Parents of students attending Central Middle School, located directly across the street from the shelter, expressed concern about drug

dealers coming into the area and needles being left in the playground.

Despite 40 less people living on the streets, there are still roughly 80 people camped at tent city.

Evans noted many of those people chose to stay because they preferred living outdoors, but was quick to add they’ve been in contact with the City of Victoria about establishing a place outside where they can stay. kendra.wong@vicnews.com

Chefs mark 50th anniversary of Quake alert system local Canadian Culinary Federation proves mettle Dinner will be hosted at Government House

When Mark Davie was young, he never dreamed he would become one the executive chefs of a prestigious university club.

In his home country of Wales, Davie’s mother owned a guest house where the then 13-year-old would help move beds and cook for the roughly 30 guests the house could accommodate.

“My mother always said ‘people have to eat,’ so here I am and they’re still eating,”

laughed Davie.

From Wales, his passion for food continued to grow as he worked in various restaurants. He is now the executive

celebrating its 50th anniversary.

The federation was founded in 1963 and had its first gathering in Edmonton. The Victoria branch followed in its

chef at the University Club of Victoria and the president of the Canadian Culinary Federation Victoria branch. The branch is comprised of cooking professionals, including chefs, cooks or apprentices, along with industry and partners that mentor youth and give back the community.

This year it is

Originally, Davie described the federation as an “old boys club,” where chefs could get away from the hectic life of the kitchen to be with other like-minded individuals.

Now, it has turned into a place of education with roughly 23 junior chefs and 73 members.

“Back in those days,

everything was a big secret. These days, we’ll tell everybody anything,” said Davie of recipes.

“People like to have different food. You can’t keep going and having the same food over and over again. You got to keep moving and B.C. is the best in the world for that. We’re very lucky with where you live. You can go and travel the world and we still have some of the best restaurants right here.”

In celebration of the anniversary, the Victoria branch will be hosting a dinner at Government House (1401 Rockland Ave.) The dinner includes food from chefs, beverages and entertainment.

Last week’s mild earthquake provided a real world test of an early warning system developed by UBC researchers that could help B.C. residents survive a deadly quake.

Thirteen seconds before buildings began to shake at 11:40 p.m.

Dec. 29, research engineer Kent Johansen already knew what was coming and that their system works.

“It worked like a charm,” he said.

Johansen was working late in his home office in Burnaby when the alert came in from the network of quake sensors that have been installed mainly at Catholic schools and a few public ones in the Lower Mainland, Nanaimo and Victoria.

“I looked at the screen and I see the bar graph go right through the roof — 10 times more than I’ve ever seen in the year and a quarter that we’ve been running,” he said. “I thought ‘Holy smokes that’s a real one.’”

Johansen resisted the temptation to wait for the seismic data flow in and instead bounded upstairs to his wife and seven-year-old daughter.

He had enough time to get them both under a table before the shaking started.

If a much bigger earthquake someday strikes, the system would sound sirens at schools — it’s active at 61 of them already — and offer a critical 10 to 30 seconds of advance warning for teachers to get students under their desks for

Signs would also be activated warning drivers not to enter vulnerable bridges and tunnels.

A similar quake warning system is already installed at the George Massey Tunnel, complete with ‘Do not enter’ digital signs.

They’ve never been triggered — the recent 4.7-magnitude quake wasn’t large enough.

TransLink is also studying the feasibility of adding a warning system to close the Pattullo Bridge in the event of a quake or dangerous high winds.

More schools are being outfitted with the technology and are expected to come online soon, joining the initial 61 sites that have received the UBC technology since 2013.

Johansen hopes to extend the same warning system to anyone via apps on smartphones and other alert methods. He’s already experimenting with a text message system and automated Twitter account (@ EEW_BC) to beam out alerts, though he stresses he doesn’t know how much warning time is lost in transmission and reception.

Ground motion sensors that consist of small accelerometers are buried underground at each detector site.

They detect a quake’s primary waves that usually cause no damage and arrive twice as fast as the slower shear waves that break windows and cause walls to collapse.

How much warning there will be before the shaking starts depends on how far away the quake’s epicentre is and the proximity of sensors to detect it.

A massive subduction quake 100 km off Vancouver Island would offer the most time — potentially 60 to 90 seconds.

“If I had my way they’d be in all schools and we’d add even more sensors,” Johansen said. “Two seconds here and two seconds there — it all saves lives. To me, if it can save one, we have to do it.” editor@vicnews.com

Twenty-one years ago, Matthew Payne and Sarah Donald walked into a Victoria coffee shop and transformed the venue into a romantic comedy.

The venue was the first space Theatre SKAM used to perform their first play, Plane Jane — a six-and-a-half minute piece about a couple that meets on an airplane.

To mark its 20th anniversary, Payne and another Sarah (Sarah Murphy) will return to the same coffee shop (Bean Around the World Coffeehouse) to perform that same play, along with the premier of Text Ed. The two short plays are part of SKAM Remixed: The Ami Project, and are written by one of SKAM’s founders, Amiel Gladstone.

For Payne, revisiting a play he first performed more than 20 years ago is a walk down memory lane.

“The script is 21 years old but it’s been reinvented and retold and Sarah is bringing out different things,” said Payne, noting the performance will also take place on the same day it did 21 years ago with the same admission price.

“It’s quite nostalgic for me.”

Theatre SKAM was formed in 1995 by four emerging artists — Donald, Karen Turner, Gladstone and Payne (their first initials make up the name SKAM). After 12 years as an ad-hoc projectbased company,

Payne took over as artistic producer with a mandate to move the company to yearround operations.

Building a reputation as creators of innovative site-specific work, the company now operates with two part-time staff, supporting local artists and has performed in Vancouver, Toronto, Seattle, Philadelphia, New York, France and Nanaimo.

Payne describes the last 21 years as a wonderful blur. He’s the only one still involved in the dayto-day operations and admits it was a challenge at times keeping the company together. There’s been cuts to its operation funding at the federal level and performers have moved away, but Theatre SKAM has managed to stay alive thanks to regional funds.

“It’s pretty exciting to be entering a new era.”

Last year, Theatre SKAM performed a dozen shows and partnered with many other companies — something Payne said they haven’t been able to do a lot of in the past. One of its most successful touring shows is Fashion Machine, which will be taken to the U.K in May and performed at a number of venues.

Text Ed, the second performance for its upcoming Victoria

show, is a new 30-minute play that was originally written for a teen audience about the joys of being on your phone too much. Gladstone, who now works as a freelance writer and director in Vancouver, originally wrote the play for Green Thumb Theatre, but it was never produced.

“It’s a play that otherwise wouldn’t see the light of day...There was something kind of delightfully twisted about a play that’s intended for a teen audience and putting 40-year-old actors into those parts,” said Payne. “It’ll be fun to see what happens.

We described it in rehearsals as a cross between a Scooby Doo mystery and The Breakfast Club.”

What will happen to remaining campers?

It’ll be interesting to see what unfolds at the new temporary shelter on Yates Street during the next few weeks.

Located at the former Boys and Girls Club building, the shelter opened its doors this week and the first wave of campers living on the lawns of the court house have moved into the tents set up in the gymnasium.

Staffed around the clock, the facility has the capacity to house 40 people and includes washrooms, showers, a place to store personal belongings, a TV room and daily meals. Staff are also working to set up art, music and a computer room.

It’s a nice step up from living in a damp tent in the cold.

The shelter will remain open until April 30. The problem is there’s still more than 50 people camping outside the Victoria law courts.

Don Evans, executive director of Our Place Society (which is running the shelter), expects the facility to be full in the coming weeks, but the question remains: what will happen to the rest of the people camped on provincial property?

Those living near the law courts aren’t happy about their new neighbours and you can’t blame them. Nobody would be happy picking up used needles on their property, having to install bars on their windows or listening to drunks screaming during the night.

Not all homeless people are addicts, but some of the people living in tent city have serious drug problems and mental health issues. A green space in the middle of a residential neighbourhood is no place for them to eek out an existence.

Although it chipped in $400,000 to fund the new shelter with Victoria and Island Health, the onus is yet again on the province to determine what to do with the people camped on their lawn.

Will they be asked to leave? Or is tent city here to stay?

Readers respond: Get a job you love So many people want to retire by a certain age. Unfortunately they forget that the first step is to make you live to that age. You need to exercise or you will die young no matter how much money you have in the bank. From my point of view, retirement is for two types of people — people who hate their jobs, or people who can’t do their jobs, due to illness. The best plan is to get a job you love and do it for life. You will live longer and happier because instead of saving everything you will be able to spend it and enjoy it. Even if I became super rich I would continue volunteering in a seniors home.

Tackling the problem of manmade pollution I agree with letter writer Patrick Hunt that we are wasting “trillions of dollars... trying to reduce man-made CO2.” Besides, the false hypothesis that this CO2 has somehow driven average global surface temperature up has been effectively debunked by Canadian writers such as Victoria climatologist Dr. Tim Ball, Donna Laframboise, and many others.

There has been no warming since 1998, despite what the Greens Dr. Andrew Weaver, Elizabeth May and other antihuman eugenicist globalists such as the UN’s IPCC, ENGOs and grandstanding politicians erroneously insist.

However, even though what used to be called ‘global warming’ (now renamed ‘climate change’) is now seen by many to be nothing more than a massive hysterical error of epic proportions, that is not to say that there is nothing to be concerned about in terms of atmospheric pollution.

Obvious geo-engineering is evident in the skies of the Capital Regional District, and some human agents are responsible for it. I suspect that the U.S. Navy, based on Whidby Island, may be involved with off-shore aircraft carriers and a fleet of new Growler jets.

Persistent contrails (sometimes popularly called by the U.S. Air Force ‘chemtrails’) spray us almost daily with nano particulates comprised of aluminium, barium, strontium and other toxic heavy metals.

This noxious aerosol spraying persists and expands to fill the whole sky, making the skies darker with ‘global dimming,’ depressing humans, and killing our trees.

If you have noticed the peculiar number of metallic cinnamon-coloured leaves still clinging to some trees this winter, those

trees are evidently dying from the toxic spraying.

I am not a scientist, but a native Victorian artist-historian old enough to remember better weather and less weird cloud formations. Neither am I too proud to plead with the editors of the Black Press newspapers to dig deep and do the requisite research to expose this huge problem, which has too long been ignored by the mainstream media. In doing so, ‘we could make a profound improvement in the lives of everyone here on Earth,’ as Mr. Hunt suggests.

Family Naturopathic Clinic eyes expansion Clinic is the first of its kind in Canada Kendra Wong Victoria News

One of Canada's only naturopathic clinics that provides free services to low income families is hoping to expand in the new year.

The Family Naturopathic Clinic, located in Vic West, provides free naturopathic health care such as counselling on stress management, nutrition and diet, acupuncture, naturopathic health products, and herbal medicine to young parents and low-income families in Victoria every other Saturday.

During a patient's first visit to the clinic, adults receive a oneand-a-half hour-visit with doctors, while children receive a one-

hour visit. Doctors take a detailed history and do a screening physical exam. Laboratory testing may also be requested, similar to other general practitioner visits. Every subsequent visit is an hour.

It is the only clinic of its kind in Canada.

“People really want a practitioner who is going to take time with them and really spend the time to listen and create a partnership in terms of health. People are interested in using natural therapies with less side effects,” said Amy Gilchrist, director and founder of the clinic.

“People are coming in with really complex issues that you can't deal with in a five-minute visit.”

Since its inception in 2007, the $25,000 pilot project has taken off, mostly by word of mouth.

with the clinic since 2007, said they see patients with digestive issues, sleep, behavioural and basic immune issues, as well as anxiety, depression and allergies.

“I believe naturo-

pathic care is incredible in terms of its ability to get at the underlying cause,” Schnurr said.

“We can help these people to not only feel better, for the short term but also develop

lifestyle and dietary habits that mean their life is better overall for the long-term.”

Recently, the clinic partnered with the Boucher Institute of Naturopathic Medicine, a medical school in Vancouver, that sends over three to six students to treat patients under the supervision of licensed naturopathic doctors.

Gilchrist said they were able to triple their services with the partnership, but was quick to add she hopes to make naturopathic health care available to everyone.

“I love being a naturopathic doctor. What I don't like is that people have to pay for the service. My long-term goal is to make naturopathic care accessible to anyone who wants it. I don't want cost to be a hindering factor,” she said.

Currently, the clinic receives funding from

the Whitewood Foundation in Victoria, the Integrated Health Clinic in Fort Langley, a small portion from Medical Service Plan for certain patients and is run out of the Acacia Integrative Health Clinic on Tyee Road. They also host small fundraisers through the year.

Most recently, the B.C. Naturopathic Association donated money to the clinic as well.

But this year, they're hoping to raise awareness of the need for free naturopathic services in the community.

“I would like to expand, I would like to be able to treat more people, I'd really like to be able to meet the need better, but what that also means is that we need more funding and more awareness,” Gilchrist said.

Fernwood cyclist en route to national success Kendra Wong Victoria News

When Oliver Evans was young, riding his bike brought him freedom and the chance to explore the fields and forests in Manitoba.

The then 10-year-old and his family lived in a house outside of Portage la Prairie, a small city in the Central Plains Region of Manitoba. With few neighbours in the area, Evans was often left to entertain himself.

He would take his Super Cycle bike and ride it through the fields and forests surrounding the city. He would even ride back and forth on a stretch of road to see if he could finish it faster than he had done previously.

It was a sense of freedom he quickly grew to love.

“I could do whatever I wanted, go wherever I wanted, see new places,” Evans said.

“Now I can see new places as in new countries and new continents. It's gone from seeing a new field or a new part of the forest to that. That's always been the best interest for me.”

Over the last seven years, the now 17-yearold, soon-to-be-highschool grad has gone from riding through

For a second year, Evans, who focuses on road cycling, will be riding alongside members of the Russ Hays Accent Inns Cycling team, a team of high-level amateur cyclists from around Canada with an emphasis on road, track and cyclocross that train in Victoria.

Last June, Evans was selected to the team, but suffered a concussion after he collided head-on with a fellow cyclist on a training ride in Victoria.

year, Evans is itching to get back on the bike. He is even graduating early and moving to Fernwood with his dad in March to continue his training.

“That way I can get out of the deep freezes of Manitoba and ride outside and just really sit down and focus on training and really give it a go this season,” Evans said. “I'd like to make up for last season and try and move up.”

Jon Watkin, general manager of the Russ Hays Accent Inn Cycling team, said Evans has the potential to compete in the big leagues.

“In the sport of

cycling, a lot of the barriers to success are just that you have to learn how to suffer. You don't get immediate gratification like you would in hockey,” said Watkin, noting they're looking at putting Evans on a longterm growth plan.

“He's very tenacious, he's remarkably mature and disciplined for his age. The ultimate goal is he'll move upward in terms of a professional team or he gets selected to the Canadian national team to go to the Olympics.”

Evans is no stranger to competition. In the past, he has raced in the Trek Cyclocross Collective Cup in Wisconsin and the World Championships for Cyclocross in the Czech Republic. Most recently, he came in third at the national cyclocross race in the U19 category in 2015.

But this year, he set his sights even higher.

Evans hopes to compete in B.C. Superweek, Tour de White Rock and Delta, the Gastown Grand Prix, and the Canadian national championships in July.

Other riders on the 2016 team roster include Isaac Leblanc, 26, Cody Canning, 27, and Dylan Cunningham, 24, from Victoria. kendra.wong@vicnews.com

Property values increase in Victoria, Esquimalt Victoria properties increase by roughly $23,000 compared to previous year Pamela Roth Victoria News

Property owners throughout Victoria and Esquimalt should be smiling when they receive their 2016 property assessment notices this week.

In Victoria, the assessment of a typical single family residential detached home is pegged at $547,200 compared to $524,200 last year — a difference of $23,000. In Esquimalt, the assessment for 2016 is $483,000 compared to $454,100 last year — a difference of $28,900.

According to Reuben Danakody, regional assessor with B.C. Assessment, Victoria typically sees increases between 3.5 to five per cent and Esquimalt typically hovers around the three per cent mark.

“Esquimalt has been pretty flat in the last couple of years, so we’re seeing some positive movements,” said Danakody. “It’s not a massive increase, but it’s a decent increase from what we’ve seen in previous years.”

Danakody attributes the increase to general market trending. The volume of transactions have increased year over year, likely in the range of about 21 to 30 per cent. An increase in demand drives up the prices of homes.

During the last six months, realtors have described the housing market as “absolutely crazy.” In November, anything priced in the $550,000 to $600,000 range was selling within hours and some homes had five or six offers. In Fairfield, homes were selling for $40,000 to $80,000 over the asking price.

B.C. Assessment has launched a new website that includes more details about 2016 assessments, property information and trends such as the most valuable residential properties across the province.

More than 98 per cent of property owners typically accept their property assessment without proceeding to a formal, independent review.

The concept of driving on ice has taken on a completely new meaning for Lexus, which has crafted the world’s first set of working wheels and tires made from solid ice.

Lexus commissioned a team of ice sculpture specialists to explore how ice could be used in place of conventional alloy metal and rubber.

After three months’ research, design and testing, the finished wheels were fitted to a Lexus NX for the ultimate ice drive. The car itself was deep-frozen, stored for five days at -30°C (it started first time) before being driven off down a road in London, England.

The addition of in-wheel LED lighting added an extra dramatic dimension to the styling of the NX. The project was undertaken

by Hamilton Ice Sculptors, a London-based business established for more than 35 years with world-leading

experience in producing innovative and largescale works. For the Lexus commission – the first of its kind – genuine NX wheels and tyres were laser scanned and replicated using computer design and numerical control techniques. The result was an unprecedented fusing of art and engineering.

Four sculptors worked for

36 hours to produce each wheel. The millimetre-perfect finish was achieved with handcrafting, using Japanese steel chisels and shaping tools. Even the tread patterns on the tyres were faithfully reproduced.

The ice was made from softened water taken from a moving flow to ensure it was perfectly clear when taken from the freezer.

Province’s population increases More than 4.7 million now live in B.C., says Central Credit Union B.C.’s population reached 4.7 million by Oct. 1, a gain of less than one per cent from the same time last year.

B.C. makes quitting smoking easier The B.C. government's quit-smoking assistance program is now available to people who drop by a pharmacy to qualify for free nicotine replacement products.

As of Jan. 1, 2016, participants no longer have to register by calling 8-1-1 to reach the HealthLinkBC medical advice service. The program has also expanded its offerings to include nicotine inhalers and lozenges as well as gum and patches.

Health Minister Terry Lake said the changes are to make it easier for smokers to quit, or to try again if they have relapsed after using the program before. It supplies 12 weeks' worth of nicotine replacement products in each calendar year to B.C. residents.

To qualify, people must have active Medical Services Plan coverage and be a tobacco smoker or chewer.

The program began in 2011 and the province has spent $38 million on it so far. A survey of 3,000 users in 2015 found that about one in four
