Licensing System Leads to Higher Standards Association first to develop education for national benchmarks
I
n 2015, the B.C. government introduced an enhanced licensing system for home builders that will lead to higher professional standards in the residential construction sector and increased consumer protection for buyers of new homes in British Columbia. The new enhanced licensing system, as issued by the Homeowner Protection Office, requires that licensed Home Builders in B.C. complete education and training as a condition of renewing their annual licences. The Canadian Home Builders’ Association of British Columbia was the first home builders’ association in Canada to develop a suite of courses and certifications based on the national education benchmarks, providing continuing education to the residential construction industry for more than 20 years. CHBA B.C. offers a total of 11 courses, which are continually updated in response to industry trends and changes. CHBA members have the opportunity to gain the following certifications: Certified Housing Professional,
Certified Residential Building Company, Certified Renovation Professional, Certified Renovation Company and Master Residential Builder. The Canadian Home Builders’ Association Code of Ethics MEMBERS shall comply with applicable building codes of Canada as a minimum standard for construction and shall work toward its improvement in the interests of structural sufficiency, safety, and health. MEMBERS shall plan their sites and homes to conform to the principles of good community planning and support for the environment. MEMBERS shall deal justly with their employees, subcontractors, and suppliers of all goods and services. MEMBERS shall deal honestly and fairly with their customers and stand behind the quality of their work and service commitments. MEMBERS shall exchange information and experience, and encourage research on materials, technical advancements and building techniques in order to provide the best value for their customers. MEMBERS shall avoid all conduct or practice detrimental to the house building industry, to the association, to the good name or reputation of any of its members, or its customers. MEMBERS shall commit to continuing learning through human resource policies and practices, including employment practices which treat employees as assets. MEMBERS shall actively promote health and safety principles. MEMBERS shall treat their competitors, including their property and ideas, with respect. Questions to Ask a Builder
W
hen you buy a new home, you want to get full value for your investment. This means choosing an established and reputable builder – someone you can trust, someone who has the technical skills, a proven track record and a professional business approach. Fortunately, there are many good builders around, and with a little effort you will have no trouble finding someone who is right for you. Before you enter into a contract with anyone, ask lots of questions to make sure it is the kind of company you want to do business with.
financial deal, you need to wonder. The old adage that you get what you pay for holds true for home buying as well.
Is home building your profession? Home building is a serious business. It takes commitment to keep up with everything that is going on in the industry. It requires solid business skills and a track record of satisfied clients. If a “builder” proposes to build your home part-time, you should proceed with caution. If this builder offers you a “better”
Are you a member of the Canadian Home Builders’ Association? Membership in the association is an indication of a builder’s commitment to the industry, to the success of their own company and, ultimately, to their customers. Members agree to a Code of Ethics that calls for fair and honest dealings with consumers.

www.chbavi.com
What is your experience? How long have you been in business? Good builders are proud of their track record, whether they have been in business for three or 30 years. They will tell you about their background, their training and experience, their strengths and what sets them apart from others. They will be honest with you about what they can do for you, when and for how much.
Are you a member of a home warranty program? Warranty programs provide additional protection for the home buyer’s investment. In some regions, there is a variety of warranties available. Ask the builder to explain the details – you want the warranty that best meets your needs for both the short and long term. Will you give us references from your past clients? Contact past customers to find out how satisfied they are with their new home. Ask if the home was completed on budget and on time, what the builder was like to work with (easy to talk with, understanding, helpful), and about the company’s after-sales service. What after-sales service does your company provide? Professional builders stand behind their homes with an after-sales service program. Ask the builder to explain the program in some detail: what’s covered, how to request service and the typical response time.
Quality, Comfort
Can we visit your work site(s)? The work site offers many clues about the company and the quality of the builder’s homes. Ask for a tour of a home under construction and a chance to meet the site crew. Take note of the details: is the site clean and orderly, are materials stored out of the weather, and so on. Remember that when you buy a home. You are also “buying” the builder – you need to pay as much attention to choosing the right builder as you do the right home. Asking the questions suggested here will give you the information you need to choose a builder with confidence.

Planning a Renovation Project Leads to Pleasant Process
R
enovating your home can be an exciting and rewarding process. Whether you are making modest changes in one or two rooms, or you are transforming the entire house into a dream of a lifetime, the process can be pleasant and smooth, if you take the time to plan your project carefully. You will have better chances of a successful renovation by following these steps: Do your homework Advance research is the key to getting what you want. Study magazines and books to get an idea of the look you want. Visit friends, family members and colleagues who have renovated recently. Consider your lifestyle and the needs of your family, both in the short and long term.
Look for a professional renovator Ask family and friends for recommendations. Go to www.chbavi.com to find a list of professional renovator members. Drive around your neighbourhood to see who is renovating, then talk to the homeowners about their project. Most people are delighted to share their renovation experiences.
Find out how much you can afford Once you have a firm idea of the kind of renovation you would like to undertake, it is time to decide how you are going to pay for it. If you are thinking about using outside money, discuss your borrowing needs and options with your lender. You will probably find that there are multiple financing possibilities to consider, from personal loans and lines of credit to home equity loans and homeowner’s mortgages.
Get estimates Obtain two or three different bids – more are usually not required. Make sure you provide all renovators with the same detailed information. It is important that they bid on the same job, or you will not be able to compare estimates. This information could be a description of the job including sketches, drawings, photographs and measurements. For estimates involving structural changes such as additions or moving interior walls, renovators may also need a set of plans. CONTINUED ON PAGE 10

An architect could be a great help here. The set of plans includes site and floor plans, elevations and detailed drawings. The plan forms the basis for the estimating process and will also be used to obtain building permits. Be honest and open about your budget. The renovator will be able to make suggestions that will help you stay within your budget or provide alternative ideas to stretch your dollars. Check references Do not omit this step just because you are too busy or “they seem like the right person for the job.” Work out a contract Don’t automatically take the lowest bid, unless you are certain that the renovator has properly understood what you want. Sometimes low bids turn out to be the most expensive in the end. When you accept the renovator’s offer, it’s time to write up a contract. Even the simplest of jobs should be outlined in writing because the contract is the basis of understanding between you and your renovator. Before signing a contract, read it carefully. Are you satisfied with the description of the work to be done? Does the payment schedule
include holdbacks? Are the responsibilities of the renovator clearly spelled out? Remember that if something is not in the contract, then it’s your responsibility. Have a lawyer examine the contract before you sign it. Plan how you will live during the renovation Careful planning can greatly minimize inconvenience of living in the midst of a renovation. Talk to your renovator about the schedule of work to be done and how your daily routine might be affected. For instance, will the water be turned off for any length of time? Do you need to set up a temporary kitchen elsewhere in the home? Can major work be done in stages so you always have a livable space? Discuss your expectations of the work crew and determine the work environment. The crew needs access to washroom facilities, telephones, water and electricity. Decide which areas of your home are off limits. It is a good idea to let your neighbours know that you are going to be renovating. Show them your plans and explain how long the work will be going on.

Establish a good working relationship and mutual trust with your renovator Renovators and homeowners agree that a good working relationship is a vital ingredient in successful renovation projects. Keep lines of communication open at all times. Expect a brief report on the progress of your job at regular intervals, perhaps every evening. Be available to make decisions when they are needed so work is not held up, perhaps costing you more money. Don’t hesitate to bring your concerns to the attention of the renovator. Try to stick with your first choices Once work is underway, changes should be kept to a minimum. The details of your project are described in the contract, down to the finishing touches, from the basis of both the price and the schedule of your job. Changes could affect both significantly. Your CHBA member renovator, however, wants you to be satisfied with the final result, and will likely attempt to accommodate any alteration in plans, as long as you accept a possible delay in completion or a change in price. Be prepared to enjoy the results Research, good planning, a professional work crew and open communication and
trust, a recipe for a home renovation that you will enjoy for years to come. Please visit www.hiringacontractor.com for more information and resources when planning a successful home renovation, including a project checklist, contractor interview worksheet, reference check worksheet, warranty and insurance information, building permits and inspections.
