of the Wetaskiwin/Leduc Pipestone Flyer have certainly much to talk about that occurred in 2015.

After being acquired from former owner Ted Okerse in 2014 by parent company Black Press, the Pipestone Flyer continued to bring in changes intended to boost the

paper’s popularity and make it an even better publication.

New layout, new front page, new office staff, new sales staff, new editorial staff and increased social media presence have all contributed to the Pipestone Flyer’s popularity and success in 2015. To all of you readers and clients

who popped by the office in Millet to voice your support and satisfaction with the new product, thank you.

The ownership, management and staff of the Leduc/ Wetaskiwin Pipestone Flyer would like to thank all of our readers for their support and all of our loyal and valued

clients for their patronage over the course of a very successful 2015.

Judging by our success over the past year, the Pipestone Flyer looks to have a long and happy future in the Leduc and Wetaskiwin communities.

Hinkley, Anderson laugh at Bill 6 concerns: writer Dear editor, Notley’s husband Lou Arab did communications work for CUPE and also for Alberta Federation of Labour president Gil McGowan. It’s just a “coincidence” that AFL has been giving input to Bill 6, yet farmers were not given that opportunity. Only after Bill 6 was given first reading then the NDP pretended to allow farmers input by having meetings where they could not provide facts or answers

to people’s questions.

On Monday Dec. 7 at the Leduc Rec Centre NDP MLS Shaye Anderson was asked how he was going to vote on bill 6, he refused to answer. Meanwhile at the Legislature Gil McGowan and AFL employees were invited into the Legislature where they did their 112 pairs of gloves propaganda campaign.

Again, it’s just “coincidence” that Notley’s husband Lou Arab just happens to be friends with

Gil McGowan.

On Dec. 8 I attended the anti-Bill 6 rally at the Legislature.

After that I attended the afternoon sitting of the Legislature.

It was very ironic that less than 1,000 feet away there is an exhibit of the Magna Carta which is a symbol of liberty and most democracies are modeled after, yet inside the Alberta Legislature I witnessed the absolute disregard for the democratic process by the NDP

Bill 6 from a small farmers perspective I know what you’re thinking…”Haven’t we heard enough from these people already?”

But if you’ll give me a moment of your time I’d like to clear up some misconceptions you may have.

1) We farmers are not anti-safety. We live and play in our “workplaces” and it is our family, friends, and neighbors who’s health and well-being is at stake when they step foot on our property. We take that very seriously.

2) We were taken by surprise some two weeks ago by the announcement of Bill 6. In the form it was presented it would drastically change our lives.

Since then we have repeatedly heard Premier Notley claim that “stakeholders were consulted” by her government. Well that could be true depending on the definition of consultation. As the Oxford dictionary states, consultation is a “meeting with an expert or professional in order to seek advice.” So by this definition stakeholders were not consulted. The fact is meetings did take place between government and industry commissions and associations, the general consensus was that some portions of Bill 6 were discussed and industry gave recommendations to exempt farms from WCB, giving them the option to voluntarily apply.

These industry leaders also requested further information and meetings so they could

participate in creating regulations that would be specific to Agriculture, making sure not to impose any legislation that would be potentially crippling to the industry. These recommendations were ignored on all fronts, in fact nine of these “stakeholders” published an open letter on Dec. 4, to Premier Notley and all NDP MLA’s, it in part reads; “The undersigned organizations representing the majority of Alberta’s agriculture sector would like to call upon the Government of Alberta to consider farmers and ranchers concerns and suspend the implementation of the Enhanced Protection for Farm and Ranch Workers Act (Bill 6), and conduct proper and meaningful consultations with farmers and agriculture organizations.”

“The provincial commissions have been extremely proactive in trying to represent the interests of farmers on this issue.

Most of the provincial crop and livestock commissions met with government officials on a few occasions in 2015 to discuss the government’s intentions to introduce farm safety legislation, and while we pressed for more information regarding the legislation, your officials said they were unable to disclose any of the details until an announcement was made. This is not consultation.”

3) Nor are the “consultations” that are happening in the form

of town hall meetings lead by NDP MLA’s. Very rarely do they answer a question directly, related to how this bill will affect the farmers. It was asked at one such meeting, “Who is taking notes so you can present our concerns to your party?”, the MLA’s looked at each other and shrugged. No one was even taking notes? When we try and email or call our MLA’s with questions we get a cookie cutter response, “Thank you for your concerns” and rarely a phone call is returned.

4) We have repeatedly heard that this legislation is about “making sure workers have the right to minimum wage and the right to refuse safe work.”

According to the Occupational Health and Safety Alberta Website “Currently in Alberta farmers do not fall under the act (Bill 6). Instead, they are protected under the Employment Standard Code for standard wage entitlement, parental leave, and termination pay and notice. As well, federal legislation outlines basic responsibilities which employers must comply with to protect their staffers.” Additionally, according to the Government of Alberta Industry Profiles 2015 report, the average farm worker is paid a minimum $15.38 up to $43.32 an average of $29.35, well above the $11.20 minimum wage requirements.

government. There were eight AFL people sitting in front of me in the gallery and NDP Mill Creek MLA Denise Woollard was waving and making hand gestures back and forth to them. She was also sending and receiving written messages delivered by pages to them but she was not reprimanded by the Speaker of the House. Yet when a Wildrose MLA made an anti-Bill 6 statement and some people in the gallery raised their hands in a gesture of support and he gave a slight wave of acknowledgment, he was suddenly reprimanded by the Speaker.

Whenever any concerns over Bill 6 were raised by opposition members, Leduc-Beaumont MLA Shaye Anderson and Wetaskiwin-Camrose MLA Bruce Hinkley, along with the rest of the NDP MLAs, just sat there and laughed. They and the rest of the NDP government MLA’s conduct was just disgusting. They showed their total disregard for people’s concern on Bill 6. Yet the NDP on other bills they say “We are going to take our time and get things right.” Notley and Lori Sigurdson left at 2:43 p.m.

Shortly after, most of the NDP were out of the Legislature.

Most of the NDP left sitting in the Legislature were playing on their iPads or phones, passing around a paper and laughing.

Brian Jean presented information that over 170 types of Alberta jobs do not require WCB

coverage. Included on the list are AFL employees and Workers Compensation Board employees who do not require they be covered by WCB policies and like Brian Jean said, “Isn’t that ironic?” For years Rachel Notley complained that the WCB was a badly run organization, yet she and the NDP are forcing Bill 6 through.

Once a bill is passed the lieutenant governor Lois Mitchell must give it royal assent before it becomes law. So would she refuse to do so if enough people demand it? Worth a try!

A lot of city people do not understand that farmers were not given opportunity for input before they wrote Bill 6 but AFL was! Then Notley tries to deny things by saying “It was never our intent,” “People misunderstand,” ‘It’s what Albertans want” blah, blah, blah. The NDP has been misleading media and making it look like farmers have no concern for safety which is not so. Then you have people who have no idea what is involved in farming deciding that they are going to dictate rules. Where does it end, because the NDP is just starting?

Carbon tax, shutting down coal-fired power plants, the oil patch, also lumber industry is slowing down. Where are the jobs going to be? Farmers are at least trying to speak out with their concerns. When will the rest of you speak up?

Opinion Before you get too excited about English royalty

Scientifically, there’s no difference genetically from any member of the House of Windsor or Hanover than there is any other family in the world, despite what the blueb-

So why do people worship the royal family, ruddy-cheeked babies and all?

I have no idea. Celebrity worship in general stupefies me. Maybe royal-worshippers need to know a bit more about the ceremonial head of our government and the system from which she hails.

Want to know why parts of the United Kingdom hold independence votes?

Well, let’s look at something that occurred in Ireland between 1845 and 1852 called the Great Potato Famine. The famine, which caused untold damage to Irish society, is commonly blamed on a simple vegetable disease called Phytophthora infestans; royal family apologists like to stop the story

at this point.

However, historians who aren’t concerned with protecting the English royal family’s reputation are acutely aware of plenty of other factors which entered into the famine, including greed, landlords and English bluebloods and their attitude towards anyone they considered “common.”

Irish property was in the hands of the “ascendancy class” (wealthy Englishmen) at that time, who were the quintessential “absentee landlords.”

They hired managers to collect exorbitant rent from Irish folk who were expected in many cases to raise a crop on a parcel of land less than five acres in size. The Irish farmers had to not only pay rent, they had to support their

families as well. Virtually the only crop possible was potatoes.

In 1845, the incompetent government of the UK was aware of a disease appearing that held the threat of at the very least severely affecting potato harvest (The Gardeners’ Chronicle and Horticultural Gazette was reporting the news).

British Prime Minister Sir Robert Peel, one of the bluebloods, commented to a friend, there’s “always a tendency to exaggeration in Irish news”.

The blight attacked the Irish potato crop that year and for many afterwards.

Thus began the Great Potato Famine. However, the English kept exporting food from Ireland, even at the height of the famine.

Then the landlords, bluebloods and other spong-

es attacked. Despite the effects the potato famine was having on Irish households, landlords didn’t cut them any slack. Rent was expected to be paid, despite the Irish countryside being wracked with starvation. Then the mass evictions started in 1847 for as little as 4 pounds, about $8 today, a tactic some historians feel was the English strategy from the beginning. Clear out those Irish and we can keep their land ourselves, plant our own crops etc. pondered the bluebloods (Helen Litton’s 2006 book The Irish Famine: An Illustrated History, page 91).

The effects of the Great Potato Famine were catastrophic…for the Irish. It’s estimated about 1 to 1.5 million people died from

starvation or disease within 10 years, according to a census commonly thought to have underestimated the deaths, plus the socalled Irish Diaspora that occurred during the famine. About 250,000 Irish were fleeing the country per year during the famine, many coming to North America.

Historians differ on why the famine wasn’t predicted and why so little was done to stop it. And why the “ascendancy class” exploited it for financial gain.

Think about that the next time Entertainment Tonight wants to show you what the royal family is up to.

There needs to be more (revenge?) in politics

BY AMELIA NAISMITH THE PIPESTONE FLYER There’s been a lot of controversy surrounding Bill 6 recently and the serious lack of consultation coming from an irresponsible government.

Then one day last week I overheard the whole situation simplified by an

explanation that makes so much sense it just might be crazy: Premier Rachel Notley is punishing Albertan’s who didn’t vote for her.

Until Bill 6 tore apart Alberta’s agricultural way of life the industry was exempt from labour laws pertaining to items such as holidays, overtime pay and minimum wage.

According to the online Merriam-Webster dictionary, the three definitions of “politician” are: 1) a person experienced in the art or science of government; especially one actively engaged in conducting the business of a government; 2) a person engaged in party politics as a profession and, 3) a person

primarily interested in political office for selfish or other narrow, usually short-sighted reasons.

Bill 6 is here to promise and ensure the farmers, labourers and farm children have a safer environment.

But Notley isn’t here to selflessly solve all the dangerous problems of those who are clearly unable to see cows, too, take holidays and don’t need to be milked or fed when they need to be milked or fed.

She’s here to be a politician, and following quite nicely in the pattern of the third definition.

Alberta averages approximately 17 farm related fatalities per year. While every death, especially

those of children taken in any accident is an indescribable tragedy, the numbers pale in the wake of dangers children face in other environments in Alberta.

According to the Government of Alberta Human Services website numbers from 2006 — and I’m willing to bet those numbers have jumped significantly over the past nine years — states there’s an estimated 8,400 homeless people living in Alberta. In 2006, 10 per cent were young adults and 11 per cent were families with school aged children.

According to information released by the Centre for Suicide Prevention in

2014, 38 youths below the age of 20 committed suicide in 2005 in Alberta; 34 youths in 2006; 22 in 2007; 45 in 2008; 35 in 2009; 41 in 2010; 27 in 2011; 49 in 2012 and 36 in 2013.

A total taken of all ages in Alberta are: 415 in 2005; 447 in 2006; 468 in 2007; 484 in 2008; 483 in 2009; 524 in 2010; 489 in 2011; 507 in 2012; 353 in 2013 and 547 in 2014.

The Alberta Transportation website states, from 2009 to 2013 444 people were killed in alcohol-related collisions and 80 people alone were killed in 2013.

Where are the resources huge amounts of resources, finances and time going into creating solu-

tions to ensure these peoples’ safety?

Rachel Notley needs to open her eyes and step away from the mirror. Yes, family farms are not what they used to be and they need the provinces support, as they themselves are a major pillar of the province.

But unless farmers for the last 100 years have been flubbing their way to successful crops and world famous beef with international trade relations, Notley is not the type of help they need.

However, according to “The Guide to Legislative Process: Acts & Regulations” prior to a bill being introduced for first reading it goes to an agenda & priorities committee to “fill in the details” during the drafting period, which they have omitted doing altogether.

6) Another misconception amplified by the NDP caucus is that Alberta is currently the only province that does not comply with this legislation. According to AAMDC Bill 6 Environmental Scan of Farm Safety Legislation and the Association of Workers Compensation Boards of Canada 2015 report: “Farms are excluded from mandatory WCB coverage in PEI, Nova Scotia, Quebec, Ontario, Manitoba and Saskatchewan”. Regarding OHS policies, farms in BC with less than 20 employees are exempt and all other provinces have

industry specific legislation with many different exemptions for small farms as well as in their Labour Relations and Employment Standards Legislation.

7) Finally and possibly the most unfortunate and damaging misconception in recent days is the implication that farmers have become violent and even gone so far as threatening the MLAs who are in favor of Bill 6.

Misinformed, Shaye Anderson called a peaceful family rally “extremely violent and brutal”.

It seems he was speaking on behalf of Lori Sigurdson, and later retracted and apologized for his statement admitting he wasn’t even there. Cam Westhead claimed Rick Strankman threatened gun violence when he brought up famers’ concerns over how OHS legislation would affect farmers ability to carry guns on their own property for predator control. Mr. Westhead later apologized for his misunderstanding. Brian Mason in his own outburst called Wildrose MLA’s and farmers goons and

gangsters. He later retracted and apologized. McCuaig-Boyd cried in legislature over being cyber-bullied and threatened with physical violence which were “implied in messages and cartoons” on social media, to the point she was “somewhat afraid to go home” to her own riding, but not enough to contact the police. McCuiag-Boyd is quoted in the Calgary Herald as saying “To be fair, a lot of the bullying comments I don’t believe were from farmers, they were just from people who trolled into the situation” on social media. But alas the damage has been done.

Now that Bill 6 has been passed and will take effect January 1 farmers are left with the daunting task of figuring out how this legislation will affect us, how we can make our concerns heard to a government who has proven they are not interested in listening, and how and if the family farm way of life is a viable one for us.

Wetaskiwin sees record setting year in development permits

reached a record high in development permits over the 2015 year.

As of Dec. 16, the city

has seen 129 development permits issued, totalling just over $55.7 million.

Some of the largest proj-

ects underway include: the development of a fertilizer storage shed/control building and chemical and seed warehouse for Parkland Fertilizer, valued at approximately $4.7 million; office additions for Manluk Global Manufacturing Solutions, $3.9 million; Cold storage and an industrial addition for Supreme International, $4.5 million; Wetaskiwin High School modernization, $15 million; New Imperial Inns, $962,000; Central Sled Yamaha ad-

city development manager.

Novotny says she is already seeing an above average number of developers come forward for next year as well.

“We’re kind of at a point where we’re poised for great things,” said Novotny. She says land remains available and affordable in Wetaskiwin and developers are zeroing in on opportunities.

As of late late fall 2014 and early 2015 city development was slow. “All of a sudden the bubble burst,” said Novotny.

“It was a pleasant surprise,” she added, referring to the record year.

A typical development permit year in Wetaskiwin brings in between $20 million and $25 million, leaving 2015 as a year that has more than doubled the average.

“This is very extraordinary for us,” said Novotny.

She says some developers end up in Wetaskiwin by coincidence while others arrive after doing some research of the area.

“A lot of them have been here for many years,” said Novotny. “A lot of development is businesses expanding.”

Despite Alberta’s economic atmosphere development permits continued to come in and Novotny says some developers are taking advantage of the fact many companies do not have a lot of work to offer employees. She says other developers are undertaking projects to help keep their own employees busy.

NOTICE TO ALL COUNTY OF WETASKIWIN RESIDENTS WITH PUMP OUT SEWAGE SYSTEMS New Fee Introduced For Bulk Septage Loads At County Operated Lagoons And Dump Stations The County of Wetaskiwin has implemented a user fee, as per the Waterworks and Sewage Utilities By-Law 2015/62, approved by Council at the December 8, 2015 Council for Public Works meeting, whereby each bulk septage load delivered to a County operated lagoon or dump station will be charged a $30.00 fee for full or partial loads, (no added charge for mixed loads) collected from County residents. This is the first time the County is charging the Septic Haulers for disposal of septage loads at the lagoons. This fee is per load delivered, not per residential/commercial pick-up. This fee will be implemented effective January 1, 2016.

Volunteers are needed for numerous duties including: answering phones, distributing pamphlets and information, teaching fire prevention and on-call firefighting. Each fire department provides training, gear and equipment for volunteer firefighters. Some of the fire departments offer a minimal compensation package.

Wetaskiwin County approves interim 2016 budget

BY AMELIA NAISMITH THE PIPESTONE FLYER Wetaskiwin County council approved an interim budget at its Dec. 15 meeting.

Through two separate motions, both unanimously approved, councillors authorized the 2015 business plans an an interim business plan for 2016 and approved the 2015 operating budget as an interim budget for 2016.

“We’re going to pull forward the 2015 budget with the adjustments that are listed,” said Grace French, directer of finance.

During French’s presentation, she reiterated council had, through a strategic planning process, identified the need for a grader replacement on a five year rotation; at two graders replaced per

year leaving a complete replacement of the fleet at the end of five years.

An amendment going into 2016 for the budget is $950,000 in the capital budget going toward the purchase of two graters, a new trailer, a used residential garbage truck and a new calcium storage tank, among other equipment.

The net cost of the two graders is $170,360, the net cost of the calcium tank is $58,000, the net cost of the garbage truck is $80,000, and the net cost of the roll off trailer is -$20,000.

The $950,000 is the same as the 2015 budget balance.

Also stemming from the strategic planning process, the winter gravelling program will have a $2.48

million budget to gravel 33 per cent of the total roads.

The road construction budget will stay the same going into the new year at approximately $1.8 million. The 2016 interim budget includes gravelling the 2015 shoulder pulls and reconstruction.

The road oiling budget will also stay the same at $875,000; oiling projects business plan was developed during strategic planning.

The interim budget includes the purchase of transistors for the Mulhurst Transfer Station, at a cost of $650,000 and funded from the Federal Gas Tax Grant.

A Wetaskiwin No. 10 Wastewater Services Businesses Plan was also developed during strategic planning.

Within the interim budget capital plan, there is a plan to tender the Alder Flats Lagoon expansion in early 2016. The estimated cost of the project is $2.9 million. The funds have been approved from the Small Communities portion of the Building Canada Grant.

Both the federal and provincial government will contribute a maximum $981,867 toward the project.

Under the strategic planning Fire Services Business Plan, a new tanker fire truck is set to be purchased for the Buck Lake/ Alder Flats Department at $275,000.

According to the issue summary report the truck needs to be tendered early in the new year to ensure it can be built and deliv-

ered in 2016.

There is currently $334,687 in the Buck Lake/ Alder Flats capital reserve and $170,045 in the general operating reserve.

The Winfield Fire Department is also planning a $175,000 building addition. The department has $105,033 in its capital reserve.

Another addition to the Wetaskiwin County building for $600,000. The interim budget includes the addition with funding through reserves and/or grant revenue.

The interim budget allocates $1 million of the Municipal Sustainability Initiative toward the Winfield Arena floor and ventilation system. Of that $1 million, $78,789 goes toward engineer costs and $921,211 to contract

charges.

Within the interim budget, Wetaskiwin County administration will purchase a $25,000 photocopier. The money will come from office reserves.

The issue summary states the final amendment is, “Effective Jan. 1, 2016, a 3 per cent COLA increase for all salaries and wages set out in the International Union of Operating Engineers, Local Union No. 955 Collective Agreement resulting in a total wage salary increase for all staff before benefit adjustments to the County of $361,960.”

Items over and above regular operating expenditures required prior approval and council gave direction within its strategic planning process.
