Premier bans political interference in provincial records

Information and Elizabeth Denham. There will be no more political staff deleting email records in ministry offices, Premier Christy Clark promised Wednesday. Clark said she accepts all of the recommendations made by Information and Privacy Commissioner Elizabeth Denham and a follow-up study

by a former commissioner to preserve email records that could be requested under freedom of information law. “The practice of ‘triple deleting’ will be prohibited, ministers and political staff will continue to retain sent emails and a new policy and specific

City: Dogs must be kept under control Residents are reminded that allowing your dog to run at large in the City of Cranbrook is not allowed, under the City’s Animal Control Bylaw. The Bylaw requires the owner of any dog to ensure that it does not run at large. “Run at Large” is defined in short as any dog located on property other than that of the owner and not under immediate control by means of a leash. The Animal Control Officer may impound any animal found to be running at large and keep the animal impounded until all impound fees have been paid. If the dog is not already licensed, a license must be purchased prior to its release. The owner may also be subject to a fine of $100.00 for

allowing the dog to be at large, regardless if it is impounded or not. A sterile, licensed dog would cost $25 rising to $150 per impound after 3 impounds; a non-sterile, licensed dog would cost $40 rising to $165 after 3 impounds. A sterile, unlicensed dog would cost $50 rising to $175 per impound after 3 impounds; a sterile, unlicensed dog would cost $65 rising to $190 per impound after 3 impounds. Any complaints can be directed to the Bylaw Office at 250-4899598. training will be developed,” Clark said. “As soon as practicable, public servants will be made responsible for the searching of records responsive to information requests on behalf of ministers and political staff.” Denham reported in October on investigations into three complaints, and determined in at least one case that emails had been intentionally deleted in an effort to avoid public release. She also condemned the practice of political staff such as Clark’s deputy chief of staff to delete all of their sent emails at the end of each day. A political staffer in Transportation Minister Todd Stone’s office resigned when Denham’s report came out. She said he denied under oath deleting another staffer’s emails related to meetings with remote communities on safe transit options for Highway 16 between Prince George and

Prince Rupert. NDP leader John Horgan said giving non-partisan public servants responsibility for records searches is an important step, but the government needs to legislate a “duty to document” policy decisions of government. Clark told reporters Wednesday that step will be taken once legislation is prepared to build on existing requirements. The government brought in former information and privacy commissioner David Loukidelis to recommend new practices. Among his recommendations was to adjust government email systems so even deleted records are kept long enough to be captured in monthly computer backups, to allow later examination in cases where they may be the last location kept. Loukedelis said it not practical for any government to keep all email records, and

attempting to archive such a massive volume of data would not only increase costs but would harm the public’s ability to get timely access. And any attempt to vet each email to determine if it should be kept would cause government to “grind

to a halt.” B.C.’s Chief Information Officer reported that the B.C. public service now receives 284 million email messages each year, and sends out another 86 million. “To suggest, as some have, that all information should be kept is

akin to suggesting it is good household management for homeowners never to throw away rotten food, grocery lists, old newspapers, broken toys or worn-out clothes,” Loukidelis wrote.

Views B.C. Views: Clark on carbon tax and ads by Tom Fletcher Premier Christy Clark sat down with Tom Fletcher for a year-end interview at her Victoria office Dec. 9. Here are excerpts. For the full version, see the Opinion tab at www.kootenayadvertiser.com. TF: At the UN climate conference in Paris, did you speak about natural gas as a transition fuel, and did you find support for that idea? PCC: Yes and yes. The new government in Ottawa is a big supporter of our LNG plan, and part of the reason for that is that they also see it as a way forward for Canada to make a huge contribution to fighting global climate change. There are 150 coal plants on the books in China today. The only way that those plants and the ones that come after will be stopped is if they have a transitional fuel to move to. TF: B.C.’s 2020 greenhouse gas target, reduction of emissions by a third, is another target that isn’t going to be met. Why? PCC: When the government brought in the carbon tax, it was based on the assumption that other jurisdictions around us were going to eventually catch up. And none of them have.

There comes a point where the carbon tax can only get so high before we start chasing all those jobs out of the province. TF: Your advisory committee says the carbon tax needs to go higher starting in 2018 if it’s going to have an effect. Do you have any other choice? PCC: Let’s figure out what the national goal is going to be, which we don’t know yet. TF: On a related topic, transit spending. Your new minister Peter Fassbender has talked about a “new day” in Ottawa and he’s downplaying the idea of another referendum for new funding sources. Is that off the table now? PCC: It may be possible that the federal government wants to invest more in transit, and take up some of the slack from the local government level. TF: On LNG, oil and natural gas prices continue to go down, and supply continues to go up around the world. Did you see any positive signs this year? PCC: What I saw this year was developing countries, especially China, making a firm commitment to reduce their emissions. The only way for them to do that is to move to a greater degree to natural gas, and the bulk of their industry is still located on the east coast of

their country, a long way from Russia and close to B.C. TF: Are we going to see some policy action on high housing costs in 2016, and will there be some relief from the property transfer tax? PCC: You’ll see in the February budget, but we are looking for ways to provide some relief for home buyers. TF: We’re starting to see government advertising ramp up. We saw a lot of Jobs Plan advertising before the 2013 election, we saw the federal government do it with their Economic Action Plan, which was very expensive, and to most people’s eye selfserving or political in nature at taxpayers’ expense. Is that what we’re going to see in the next year and a half ? PCC: It won’t be political. I think some of that was, really, political. You will see more i n fo r m at i o n - b a s e d advertising out there, talking to people about for example, the Registered Education Savings Plan. TF: Not Jobs Plan 2.0? PCC: I don’t think that’s in the plan. I wish I could say to you no, never, but I, you know….

Letter: A discussion on marijuana The Liberal Government has stated they intend to move towards legalization of marijuana. What does this mean and what issues need to be considered? In 2015 the Canadian Centre for Substance Abuse (CCSA), along with partners from the public health, substance use treatment and the law enforcement communities, took two fact-finding trips to Washington and Colorado to talk to stakeholders about the experience of legalizing marijuana in those two states. The CCSA is Canada’s only national agency dedicated to reducing the harms of alcohol and other drugs on society, informing policy and practice, and improving services for those affected by substance use disorders. Two weeks ago the CCSA released a report on their find-

ings. In their report the CCSA identified a number of recommendations based on the Colorado/Washington experience. Marijuana, or cannabis, is the most widely used illicit drug in the world. Although the usage rates have been dropping over the past 15 years, Canada still has some of the highest rates of marijuana use, particularly amongst adolescents and young adults. The CCSA Report recommended that movement towards legalization identify a clear purpose to drive the overall approach. The principle rationales that are usually raised for legalizing marijuana are that it would help to reduce the role of organized crime, it would reduce the significant negative impact of criminal charges for recreational users, and it would improve product safety

youth. This can be achieved by controlling access, having mandatory age limits on use, and by investing in effective health promotion, prevention and education campaigns for both youth and parents. Two concerns that were identified consistently were the need to educate youth about the potential negative consequences of marijuana use, and the risks associated with marijuana use and driving. Over the coming months East Kootenay Addiction Services Society (EKASS) will be contributing articles to local papers to provide information on these points. We at EKASS believe that robust public dialogue on the legalization of marijuana informed by accurate information will be important as the government moves towards making these changes. ~Submitted by East Kootenay Addiction Services Society Photo Isaac hockley

and generate tax revenue. Furthermore, by shifting the understanding of marijuana use from it being a criminal problem to it being a public health issue, it allows for more effective prevention and education activities, as well as greater regulatory control over access and marketing. By talking to their counterparts in Washington and Colorado the CCSA delegation learned that the regulatory framework must: 1. Reconcile the medical marijuana markets and the retail markets. 2. Control product concentrations and product formats. This was necessary to ensure consistency in the types of marijuana products sold and the concentrations of active ingredients in the products. 3. Prevent commercialization. This can be achieved through taxation, rigorous federal regulation and monitoring, and strict controls on advertising and promotion. 4. Prevent use by

join the Pollitt family as they celebrate Big Daddy’s 65th birthday. Set in the bedroom of Big Daddy’s troubled son Brick and his wife Maggie, family members clash over their futures, face truths, and tackle the question of who deserves to take hold of the largest plantation in the Delta. Director Terry Miller has gathered his dream cast and crew to tackle this classic. “This is a rich story, with complex characters and requires a highly skilled group to make the best of it,” said Miller. “Although everything about this play appears simple, none of it is, and I am so very lucky to have this group of wonderful people helping me put this show together.” Cat on a Hot Tin Roof runs for 10 nights; January 15 & 16, January 20-23 and 27-30, 2016 at the Studio/Stage Door, 11-11th Ave South, Cranbrook. Tickets are available at Lotus Books. All performances at 8 p.m. The second show of CCT’s 2015/2016 season, Cat on a Hot Tin Roof continues the theme of family. The families we are born into, marry into and the families we choose - our friends. The final show of the season is Neil Simon’s “Odd Couple” set to hit the stage in May 2016. CCT has been entertaining Cranbrook and area audiences for more than 50 years. The society strives to promote and develop local talent: on stage, behind the scenes, or in the director’s chair. CCT believes theatre, music, dance, and art play an important part in the community, and are pleased to call the Studio/Stage Door home.

2016 Titan XD

Overall: The XD is the first of a new line of full-size Titan pickups; the initial model being a four-door crew cab; the remaining bodystyles are due in the spring of 2016.

Drivetrain: An all-new 5.0-litre turbo-diesel V8 makes 310 horsepower and 555 pound-feet of torque; a six-speed automatic transmission sends that torque to the rear or to all four wheels. It took a while -- 12 years to exact -- but Nissan has finally come out with a second-generation Tennessee-built Titan pick-

up that will duke it out with the Ford F-150, Ram 1500, Toyota Tundra and General Motors’ Chevrolet Silverado and GMC Sierra. These trucks represent pretty formidable competition and the Titan would appear to have plenty of terra firma to make up. Likely for that reason, Nissan is initially sending out only the strongest and bestequipped Titan. The XD crew cab features a 5.0-litre V8 supplied by Cummins that’s rated at 310 horsepower, but, more importantly, a stump-pulling 550 pound-feet of torque. It’s mated to a heavy-duty six-speed

BANKRUPTCY? REPOSSESSION? BAD CREDIT? HIGH INTEREST?

automatic transmission. Thus equipped, the Titan will offer up to 910 kilograms of payload and 5,450 kilograms maximum towing (a gooseneck trailer hitch is built into the bed). However, by the spring of 2016, the crew cab will be joined by both regularand extended-cab Titans that can be ordered with a V6 or V8 gasoline engine. Four-wheel-drive will be optional in the XD, as it probably will be in extended-cab gas V8 units when they come to market. The list of available features includes trailer brake and sway control systems that steady what you’re towing when headed

downhill and when confronting crosswinds. There’s also rearview monitor with trailer guides as well as an around-view monitor that shows front, rear and side views, all at the same time. “Moving Object Detection” warns of large objects in front or in back when the Titan is running and the transmission is in gear. Ultimately, with S, SV, PRO-4X, SL and Platinum Reserve models available, buyers will have plenty to choose from, even before the remaining lineup members show up for duty.

OBITUARY

KATHLEEN ADELL TANNER (BERGER) 1955 – 2015 Kathleen Adell Tanner passed away in Calgary, Alberta on Monday, December 14, 2015 at the age of 60 years. Kathie was born on March 14, 1955 in Saskatoon, SK. She was the second of five children born to Robert and Vivian Berger. Kathie grew up with her family in Wardner and it was here that she met the love of her life, Tim Tanner. Kathie and Tim have known each other since grade school and have always been “two peas in a pod”. Theirs has been a long and lasting love. Kathie and Tim were married on February 23, 1974 and soon after their marriage, they dedicated their life to Jehovah in Edmonton, Alberta. They were blessed with two sons; Clayton and Ben. They raised their family in Kimberley and made this their home for the past 40 years. Kathie was a stay-at-home mom to her boys and was very devoted to them. Despite her declining health in later years, Kathie always enjoyed life to the fullest – from camping, gardening and enjoying her family and those around her. She had a positive attitude and was a fighter right to the end. One of the most special days for Kathie was on March 21, 2015 when her beloved grandson was born – Emerson Stark Tanner. When she spoke of Emerson she glowed with pride and was so very happy to be a Grandma! Kathie leaves to mourn her passing her beloved husband; Tim and her sons; Clayton (Joanne) and Ben (Ashley) as well as her favorite grandson; Emerson. She also leaves behind her father; Robert Berger and her sisters and brother; Arlene (Jim), Roberta (Graham), Jackie (Sim) and Randy (Tracy). She also leaves Joan who had a very special place in Kathie’s life as her “spiritual mom”. Kathie leaves many extended family members; aunt, uncles, nieces, nephews and cousins. Kathie was predeceased by her mother, Vivian. A Memorial Service will be held on Saturday, December 19, 2015 at 2:00 pm at the Kingdom Hall of Jehovah’s Witnesses in Marysville, BC. Memorial donations may be made in Kathie’s memory to a charity of one’s choice.
