“When your GDP is projected to shrink for a third straight year I would argue there is a lot of work left to be done,” Silver said in a release.

Pasloski maintains that the struggling economy is the result of slumping commodity prices, which are “beyond the control” of the government.

The Yukon Party seemed to go on the offensive more often during the latter part of the sitting, possibly a sign that the government is gearing up for next year’s election.

On several occasions during question period, the Yukon Party accused the Opposition of criticizing the government without presenting any viable solutions of their own.

“We hear criticism with all of our plans,” Pasloski told the News. “But there’s never an alternative. There’s never a plan. They just don’t like what we’re doing.”

To that, Stick responded that “it’s not in question period… for us to come up with solutions.

“We’re asking questions of the government. We’re holding this government to account.”

And for his part, Silver’s response was simple.

“We’ve got a great plan. Is it time for us to show that plan?

Well, then, drop the writ.”

Peel case could head to the Supreme Court of Canada Ashley Joannou News Reporter

ukon First Nations and environmental groups are asking the Supreme Court of Canada to hear the case over the Peel River watershed.

Their lawyer, chiefs from three First Nations, along with representatives from the Canadian Parks and Wilderness Society and the Yukon Conservation Society made the announcement Tuesday.

Last month the Yukon Court of Appeal ruled “Yukon undermined reconciliation by failing to honour the letter and spirit of its treaty obligations” when it released its plan for the 68,000 square kilometres of mostly undisturbed Yukon wilderness.

That plan was dramatically different from the 80 per cent protection recommended by the Peel land use planning commission. It protected only 29 per cent from new mineral staking.

While much of the public attention around the case has been focused on the environmental protection of the area, the Peel case focuses on the rules for planning laid out in Yukon’s Umbrella Final agreement with First Nations.

Both the original Yukon Supreme Court Justice Ron Veale and the appeal judges agreed the Yukon government failed to live up to its end of the bargain when its plan came out.

But the two courts don’t agree on when the mistake happened and what should be done to make up for it.

Veale’s original ruling put some restrictions on the government. He said it could go back and make some changes to the recommended 80 per cent protection, but these changes could not alter balance between protection and development, or

Veale said the government didn’t provide enough detail about the changes it wanted earlier in the process, so those points were off the table.

The Court of Appeal rolled things back even further, saying the government could make any changes it wanted so long as it properly consulted with everyone and provided a more detailed explanation of what it wanted to do.

It’s that remedy that the First Nations and environmental groups are appealing.

“This ability for a do-over works to the great advantage of the government and the great disadvantage of First Nations, Yukoners and the process contemplated under the final agreements,” said their lawyer, Margaret Rosling.

“Such an approach to interpreting land use planning agreements would mean it would be open to either party to say they want to restart the process and

dial the clock back to an earlier stage.

“There would be no certainty or predictability in the land use planning process. There would be little motivation for First Nations and Yukoners to bother participating if at the end of the day the government would have the untrammelled ability to roll the matter back to the earlier stage.”

The groups have until early January to file their application but say they expect to have it done by Christmas.

“We’re willing to take this stand not only for the Peel but to ensure certainly for all future planning processes in the Yukon,” said Roberta Joseph, chief of the Tr’ondek Hwech’in First Nation.

Only about 10 per cent of the cases that apply to the top court are heard. When applying to be heard, lawyers have to convince the court their case is worthwhile because the issues it raises are nationally significant.

In the case of the Peel, the interpretation of the Umbrella

Final Agreement has that kind of national significance, according to Rosling. It’s an example of a modern treaty between nonaboriginal governments and aboriginal people, she said.

“It’s the interpretation of those treaties and that dialogue that has the application throughout Canada.”

According to the most recent statistics, it usually takes about three to four months for the Supreme Court to decide if it will hear a case. Judges don’t provide reasons, just a simple yes or no. It then typically takes another eight or nine months before a hearing.

Arguing a case in front of the Supreme Court of Canada is not cheap.

So far the First Nations and environmental groups have refused to say how much they have spend on the case up to this point.

Chief Simon Mervyn of the Nacho Nyak Dun said the First Nations were willing to cover the cost alone, if it came to that.

“But with the help of our out-

side interest groups we appreciate that everybody is sharing the costs,” he said.

Premier Darrell Pasloski said he is disappointed that the First Nations and environmental groups have decided to go this route.

“I don’t think this is a necessary step. The Court of Appeal really did provide clarity around the process that is described in the Umbrella Final Agreement,” he said.

“And it reaffirmed that democratically-elected public governments have final say on public land, which also means that on settlement land the First Nation should have final say on First Nation land as well.”

In a statement the Yukon government said it “remains open to finding an out-of-court agreement, as it has through all phases of the process.”

But the plaintiffs say the Court of Appeal decision needs to be challenged, even if there is a change of government after the next territorial election, which must be held by the autumn of 2016.

“It’s the highest court of Yukon and if we aren’t permitted to appeal to the Supreme Court of Canada, that decision will stand and it will guild land use planning processes in the Yukon,” Rosling said.

“That’s why we believe that this case has to be brought forward, not only in the interest of the land use planning process for the Peel watershed but also for land use planning processes in Yukon under the final agreements.”

Once the application for leave to appeal is filed with the Supreme Court of Canada the Yukon government will have 30 days to respond.

Wolves killing dogs near Whitehorse Maura Forrest News Reporter

Yukon conservation officer is warning people in the Whitehorse area to keep a close eye on their pets, since wolves have killed at least five dogs in recent weeks.

Incidents have been reported on Annie Lake Road, in the Robinson subdivision, along the Alaska Highway toward the Lewes River Bridge, and elsewhere around Whitehorse.

Dave Bakica said it’s not unusual for wolves to take dogs, since they’re fairly easy prey.

But he said these wolves seem to be getting a real taste for pets.

“These guys are getting a little bit much. (They’re) getting more comfortable at it.”

He said there’s no indication that the wolves are malnourished

or unhealthy.

Hans Kolaritsch, who lives on Annie Lake Road, said his dogs narrowly escaped a wolf on the Sunday before last. He said they were acting strange outside and his wife eventually let them in the house.

As soon as they were inside, he said, a wolf came up onto the porch and put its paws up on the front door.

He said the wolf then came around the house to where he was working out back, and came directly toward him, to within five metres. He then shot the animal.

“It didn’t seem afraid, that’s for sure,” he said, adding that he’s never seen anything like it in the 33 years he’s lived here.

But Bakica said it’s very rare for wolves to approach people as Kolaritsch described.

“Wolves are extremely skittish of people,” he said. “That is extremely unlikely.”

He said people should avoid leaving their dogs outside unattended, particularly when it’s dark out.

Any attack should be reported to Yukon conservation officers.

Kwanlin Dun creates tip line to improve safety The Kwanlin Dun First Nation and Northwestel have created a new phone line to help people report suspected crimes and other safety concerns without having to give their names.

The move is part of a broader goal to improve safety for Kwanlin Dun citizens.

The new TIPS line allows people to anonymously report concerns about issues that include drug trafficking, bootlegging,

domestic abuse, child protection and motor vehicle violations.

And because the phone line is anonymous, callers cannot be required to testify in court.

Marie-Louise Boylan, communications manager for the First Nation, said that’s an important consideration for Kwanlin Dun citizens.

“It’s a very intimate community, so people feel uncomfortable having to step forward. This is an opportunity just to say what’s on their mind.”

The TIPS line will be manned 24 hours a day, seven days a week, by Kwanlin Dun’s director of justice and justice service coordinator. They will pass information on to the RCMP or other authorities when necessary.

Boylan said this initiative is a way of getting past the mistrust some First Nation citizens feel toward the RCMP. “The speed of building trust

can be understandably slow,” she said. “Statistics have really shown that when First Nations are doing work with other First Nations, they’re more likely to get engaged... and come forward.”

Kwanlin Dun has undertaken a number of other safety measures in recent months, including improving outside lighting, clearing brush on trails and removing junk vehicles and other debris from the community.

The First Nation also plans to hire a security coordinator and security guards.

The new initiatives come in the wake of the high-profile murders of Brandy Vittrekwa and Allan Waugh in the McIntyre subdivision in 2014.

he Slinky placer mine saga has reared its head again.

Last year, Slinky mine owner Darrell Carey reached an agreement with the Yukon government to surrender placer mining claims on the west side of the Dome Road in Dawson City by the end of 2017.

But now, Carey is applying for a 10-year permit to mine 31 claims on the east side of the Dome Road, raising new concerns about impacts on nearby residents.

The conflict stems from the fact that a number of longstanding mining claims still exist within municipal boundaries in the Yukon, particularly around Dawson City. The Placer Mining Act prohibits the staking of new claims within municipal boundaries, but that doesn’t affect existing claims.

According to Carey’s Yukon Environmental and Socio-economic Assessment Act proposal, the mine will operate 24 hours a day, but is “more distant from residents than the Dome Road area to the west,” where the Slinky mine is operating. However, it also notes that there are some residences overlapping some of the northernmost claims, though “a 100-metre buffer will remain undisturbed in this area.” There are also active ski trails in the area.

She said her organization is hoping to meet with Carey to discuss the future of the trails.

In the legislative assembly last week, NDP mining critic Jim Tredger questioned why the government didn’t include these claims in the 2014 agreement that will see the Slinky mine wrap up operations by 2017.

“The government’s settlement is next to useless and the people of Dawson are right back where they started, wondering whether there will be a new mine operating in their backyard once again,” he said.

Mines Minister Scott Kent did not answer Tredger’s question directly, instead pointing out that the YESAA process is ongoing and the public comment period for the new proposal will be open until Dec. 22.

He also challenged Tredger to come up with a better way of dealing with mineral claims inside municipal boundaries.

“One of the things we won’t do is expropriate claims or buy out claims,” he said.

“I would certainly be interested in the New Democrats’ position with respect to that issue and whether or not they would take the claims away from the claimholder or buy out the economic opportunity that exists with those claims.”

The 2014 deal saw the Yukon government agree to reroute the Dome Road around Carey’s claims, so that he didn’t have to wait until gold prices were high enough to make it worthwhile for him to dig up the road himself.

In exchange, Carey agreed to finish mining the area by Dec. 31, 2017 and to surrender some or all of the claims after that “to ensure that no mining activity can be carried out on the claims to the west of realigned Dome Road,” according to the agreement.

But Carey’s claims on the east side of the road were never included in that agreement.

Dawson resident Jim Taggart said the 2014 agreement seems like a form of expropriation, even if the government doesn’t call it that. That being the case, he said, the government should have found a way to include the claims on the east side of the road in the agreement.

“Why not just give him a million dollars and let the claims lapse?” he suggested.

Taggart said residents of the new subdivision being planned for the Slinky site will now find themselves “living directly across the road from an active placer mine.”

However, this wouldn’t be the first time the area on the east side of the road has been mined.

Energy, Mines and Resources spokesperson Sue Thomas said Carey is simply applying for the relicensing of an area where work was already happening.

“Some people think it’s a new operation, but it’s just a relicensing of an existing operation,” she said.

Of the 31 claims, six have been owned by Darrell Carey since 1998. The remaining 25 were transferred in 2013 from Vicbi Placers Inc. to 47162 Yukon Inc., whose two directors are Carey and Rod Adams.

According to Carey’s YESAA application, “both Vicbi Placers and recently Darrell Carey have mined in this eastern bench area without objections from the residents.”

The proposal says that “limited” placer mining has occurred in the area for the past 10 seasons.

Klondike MLA Sandy Silver, who lives near the area, said it “hasn’t been mined in earnest.”

Still, Silver said the community is divided on this issue. On one hand, he said, Dawson residents know how important placer mining is for their economy. And he knew full well that his property was on an active mining claim when he bought it.

But he also believes the government could have tried harder to get these 31 claims included in the 2014 agreement.

“It’s a dividing issue. But I honestly believe the Yukon Party had a chance to solve it,” he said.

“I think we missed an opportunity.”

Carey did not respond to a request for comment.

City council rejects bid to pursue outdoor sports complex Myles Dolphin News Reporter

or the second time this year, members of Whitehorse city council have shot down a plan to build an outdoor sports complex in the Whistle Bend subdivision.

The 4-3 vote on Monday night was identical to the one on April 27, when the Yukon government was denied permission to build two full artificial turf fields, a rubberized track, bleachers and changing rooms on four hectares of land.

This time, Coun. Samson Hartland had introduced a notice of motion to bring the issue back to the table.

He needed three more councillors to support him in order to have the bylaw discussed at second and third reading at a meeting next month.

But councillors Betty Irwin, Roslyn Woodcock, Jocelyn Curteanu and Mayor Dan Curtis all said it was too early to bring the project back to the table.

“I think the timing isn’t right,” said Curtis.

“My concern is that given the past six months, nothing new has come forward. I would have preferred to let this (bylaw) die and a new one come forward.”

It was standing room only inside council chambers as more than 75 people crammed inside to hear several delegates speak about the proposed project.

Former councillor Mike Gladish, who had voted against the

bylaw amendment in April, said he was disappointed the motion was brought back so soon after being defeated.

“This isn’t a zoning question, it’s about spending $8 million on a complex without consulting Whitehorse taxpayers,” he said.

“Council was right to question the sustainability of a large project that could become the city’s responsibility in five to 10 years.

If it’s not written in a long-term lease then the current council should be concerned.”

Gladish referred to history to help prove his point. In 1979 the Whitehorse Cross-Country Ski Club requested $250,000 to build a chalet in preparation for a big race, he said.

The Yukon government gave the club $1 million provided it build a larger facility. But it became a burden the club couldn’t manage, he added.

Curlers, skiers and others tried in vain for 15 years to run the facility, without much success. Facing bankruptcy, the club turned the facility over to the city, which has run the recreation centre for over 15 years.

“The soccer complex project is similar,” Gladish said.

Tony Gaw, chair of the Yukon Outdoor Sports Complex Association, said the group had hired a sports architect as part of the design stage.

They ran their numbers by him and he agreed the facility could be run for about $50,000 a year, Gaw said.

Lenore Morris, a treasurer with the Whitehorse Recreational Co-ed Soccer Association for the past 12 years, explained how she believed the operations and maintenance costs would be covered.

For the past three years, the

association has paid an average of $17,000 per year to use the turf field at the Canada Games Centre, she said.

“Since the centre opened we’ve paid $154,000 in user fees to play there,” she added, explaining that user fees would cover operations and maintenance costs at the facility.

Currie Dixon, Yukon’s minister of community services, wrote in a March 9 letter to Mayor Curtis that the city would be off the hook for any future costs. “I would like to note that there are currently no expectations on the

RE: Territory struggles with psychiatrist shortage (Dec. 9):

I

am a psychiatrist, fully qualified under both the American and Canadian systems with an additional subspecialty qualification in addiction medicine. I am an examiner for the Royal College of Physician and Surgeons of Canada. I teach medical students and residents in psychiatry. I have been working in the Yukon initially part time and now full time. I have been helping out here now for three years, at Mental Health Services, Alcohol and Drug Services, and lately Klondyke Medical Clinic and Whitehorse General Hospital.

I would like to provide some further clarification as to your article which does raise a number of valid and important points. It should be noted that modern mental health care systems are not just measured by a psychiatrist here or a psychiatrist there. The system is best measured by providing the appropriate level of care at the right time in the right place to the right person in the right and culturally appropriate way.

Let’s start with the communities. Telepsychiatry is a very useful tool for anxiety or depressive disorders. It is not a very good technique to appropriately assess and address how a psychotic person is doing out in the community. For that I need, not just want, a trained psychiatric nurse and a supports worker in that community to help support the person and their family in the best manner.

Some of the mental health nurses are forced to drive to some very isolated places, which does not provide them with adequate hours of contact with some very seriously ill people. This job is very demanding, and in certain situations could be very dangerous for a nurse who is working alone. The commute alone could injure or kill the mental health nurse. Then they have a limited

amount of time to assess the patient and support me in making the right diagnosis and change to the treatment plan, and in making sure that nobody wanders out into the bush and dies of exposure, for example.

There are some people who are labelled with a schizophrenia who are really more properly diagnosed with multi-generational complex post-traumatic stress disorder. The treatment for the two disorders is very different. For example, you don’t amputate a leg for a lung/breathing problem!

It is a team effort to make sure the community person is cared for properly. It’s not just the psychiatrist, it’s the mental health nurse, the community worker, the family doctor, the psychologist, the addictions counsellor and many different players to really care for the patient. It is also the education system providing effective in-classroom interventions as to intervene with at-risk youth to ensure they never get into the substance abuse that perpetuates the cycle that started with the residential schools or other risk factors. We need to reconcile this issue, for the betterment of all of us.

The Whitehorse General Hospital’s secure medical unit provides important support for

people with acute mental health needs, but it is not the linchpin in this whole process.

There are a number of other issues which are being looked at within the departments I work in.

It is also a problem that NIHB drug benefits, especially in the areas of addiction and mental health, are not equivalent to what a non First Nation person could receive as a benefit. This needs to be addressed as part of the truth and reconciliation process. I think we all inhabit this land, and we should all be treated equally. I know that given the medications I am allowed to use, Fist Nations care is below where it should be. This needs to change.

So, as you can see, mental health delivery is a complicated issue. This issue is not best addressed by passing so many dollars to one particular position in one particular location.

It is my unreserved opinion that we need to look at many different choke points in the system, ascertaining what would be best standard of care, and then resourcing it properly. This should be thought out carefully.

LETTERS More on animal abuse Re: Time to get serious about animal abuse (Dec. 4): I just want to thank Mike Grieco for having the backbone and commitment to say it exactly like it is. Dogs are not the problem, people are.

Just what does one expect for a living being to do if it is neglected, abused or not fed? It it tries to survive just like a human would if put in the same situation.

It is the year 2015 and nothing has changed. Blame the innocent dog for trying to survive a abusive owner.

When humans are in an abusive situation we provide safe shelter and laws to deal with the abuser. If people are serious about solving this problem then go to the

source: charge the owners that do not take the responsibility of providing food, water, shelter, spay/neutering and compassion.

If these people don’t fulfil these responsibilities then they should be barred from having dogs. They should be charged, arrested, jailed or fined. If we don’t do the right thing and get serious with these owners then it will only be a matter of time before an adult or child is seriously hurt or killed, and destroying the dog will not make it better.

If we don’t go to the source it will happen over and over again, and years from now where will we be? Right in the same boat and have solved nothing.

With friends like these…

hether in daily life or global politics we pick and choose our friends for complicated reasons. But few among us would keep a friend in our own lives with the personality flaws of Saudi Arabia.

For years western leaders have turned a blind eye to the worst excesses of this brutal dictatorship for fear that it might cut off the taps that provide the lifeblood to our economy. But after a decade of high oil prices has demonstrated that the world can get by without Saudi oil has the time come to stop excusing the inexcusable?

Last week, the price of oil plunged below $37 a barrel, its lowest price since 2009. The causes of this steep decline are complex, but really it boils down to too much supply. With Iran about to “rejoin the world community” and further flood the market with oil after years of pariah status there is some speculation that things will only get worse.

And Saudi Arabia isn’t helping the situation. Our “friend” in the Persian Gulf refuses to cut production to offset the supply glut and stabilize prices. It is no secret that this has been a

deliberate strategy to stamp out competition and hurt its western “friends” in the process.

Despite increases in production in various places over time Saudi Arabia is still one of the world’s largest producer of oil and gas. Saudi Arabia also has a distinct advantage in the oil producing game. Unlike elsewhere, where extracting the fuels from the ground is expensive and energy intensive, Saudi oil is easy to access. A barrel of U.S. shale oil costs about $70-$77 a barrel to produce, while it only costs the Saudis about $10-$17 to pull a barrel out of the ground. As a result, Saudi Arabia is able to stay profitable at a much lower level than places like the United States or Canada. So while falling prices have visited significant economic damage on oil producers here in the West, the Saudis are still rolling in the dough.

It also creates an incentive for the Saudis to keep oil prices low to kibosh the development of new reserves, which take time to develop – which ultimately is what it is up to. Some friend.

And it is no secret that Saudi Arabia has a brutal human rights record. For many years our relationship with Saudi Arabia has been a black eye for western liberal democracies. We publicly rebuke countries big and small for their abuses while turning a blind eye to those of our “friend.”

Military interventions – including the current campaign against ISIS – are often justified, in part, on the basis of poor human rights records.

Yet Saudi Arabia is seen as a

friend. This despite the fact that this is a country that uses lashes, floggings and beheadings as forms of punishment. And not just for serious crimes like rape and murder, but lesser offences like drug crimes and in some cases even for thought “crimes” like blasphemy and apostasy.

Dissent is not tolerated and democratic participation is minimal at best. Freedom House, in its annual ranking of countries’ human rights records, grouped Saudi Arabia among the “worst of the worst” with such human rights winners as North Korea and Syria.

Now, when the battle with ISIS is raging, the stench of hypocrisy is particularly rancid. The contrast was especially stunning with our last prime minister who called Saudi Arabia “an ally in the fight against the Islamic State” while defending a deal to sell military armaments to the Gulf state. When public outrage towards ISIS’s brutality plays such an important role in driving public support for yet another round of military action in the Middle East, such pronouncements reek of double standards and self-interest.

There was certainly a time when cozying up with this repugnant regime was at least understandable as a cold, rational political and economic consideration. But why does that continue to this day? There is no doubt that Saudi Arabia still has considerably clout in global affairs. But if the last 10 years have shown anything it is that we don’t need them like we once did.

The Second Opinion Society was formed by people who really knew directly how abusive these “authorities” can be and how hard it is to get anywhere when they try to press serious complaints against them. Any progress that comes from fighting back against psychiatric oppression ends up being too little and too late.

But when people get together to make a group effort, what do you think happens? The movement itself gets oppressed and pressured to function under the control of some other organization with totally different priorities.

the debate. Not as a result of the actions by the two Opposition parties, but by the actions of the Yukon Party and their failure to listen and allow capable, informed older adults to speak for ourselves and to be consulted on matters that directly affect us.

I believe what is lacking in this whole discussion about various levels of care for older adults is a broader and more creative view of the future direction and services required for older adults.

The aim would be to maintain their health and independence as long as possible and to do it in a fiscally and socially responsible way.

We need a seniors strategy for the Yukon. What are ways that we can put our heads together to look to the future? And could we do it in a way that respects our ability to speak for ourselves and recognizes our wisdom as older adults?

Those years have shown that our economies can withstand high oil prices and even thrive in oil producing regions.

Human rights and economics will always be uncomfortable bedfellows in the complex realm of global politics. If we only dealt with those countries that are squeaky clean it would be a lonely world. None are perfect, including ourselves. But I’ve never subscribed to the view that a country that lashes and beheads people is in the same realm as those seen in liberal democracies. This isn’t to minimize our own failings, but simply to recognize the various shades of grey.

We don’t lose our right to criticize the “worst of the worst” offenders

simply because we aren’t perfect ourselves.

Frankly the time has come to say enough is enough, and give the Saudis the option of either cleaning up their act or being cut off economically from the western world. We can live without their oil. Sure, they will be able to continue selling it to countries which are indifferent to the cause of human rights. But at least we could hold our heads a little higher by bringing some semblance of coherence to our approach to the world.

I learned of these circumstances due to his availability (or lack thereof) when I was in hospital. I support his current refusal to provide services at the Yukon General Hospital.

As a patient of Dr. Heredia I wanted to write to you and express my concern regarding the inequities concerning his treatment by the establishment responsible for ensuring his compensation and thus the good care of the mental health and wellbeing of Yukon’s populace.

I have known him to be a concerned physician, extending himself to emergency calls and fitting me into an already jam-packed schedule so that I received the care I needed to mend. It is my understanding that he has extended himself in such a manner for many years now and for all his patients and the many others that had no mental health practitioner available to them.

He has been Yukon’s only psychiatrist at times over the past 12 years, and yet he still managed to find time for me in his schedule.

To the best of my knowledge he also found time to assist Yukon

in securing other mental health practitioners.

Dr. Heredia is not a dial-up medication dispensary. He provides therapy that is adaptive and carefully monitored. He creates and modifies a treatment plan that incorporates (for this patient) behavior modification techniques, writing and artistic expression, yoga and other exercises that focuses on breathing and improving overall health along with medications. Furthermore, he has worked in concert with my general physician and surgeon on diagnosing, providing prognosis and continuing to assist in the management of my overall health.

It is my understanding that despite his years of experience in Yukon and his dedication to the provision of excellence in mental health care and overall health care provided to Yukoners he is not being compensated in a manner respecting these factors.

I strongly encourage the government to review whatever discrepancies and concerns there may be and ensure that this dedicated physician remains in our territory and that he is treated with the deference his dedication and service should receive.

LETTERS Psychiatry has done more harm than good How many psychiatrists does it take to hang a light bulb? That’s easy. None! You don’t need a psychiatrist to do that. You probably don’t need a psychiatrist for anything.

When I read the Dec. 9 article saying the Yukon has only two psychiatrists and we supposedly need four, I think back to a time when the Yukon had no psychiatrist at all. Some people were sure we needed one. But the Second Opinion Society was trying to persuade everybody that we are better off without any. Let’s have a psychiatrist-free zone!

Now I have no doubt that the two shrinks here are overworked.

I also believe they are over-estimated.

I’ve been concerned with issues pertaining to this subject for most of my life, and I’m quite sure that psychiatry has done more harm than good. They have a lot to answer for because of their worse-than-useless treatments and their bad reputation for human rights abuses. And it’s a growing problem.

“We will remember always that reconciliation is not an indigenous issue,” said the prime minister. “It is a Canadian issue.”

But the story of Canada’s residential schools, commission head Justice Murray Sinclair told the gathering, is really the story of the resilience of children.

“It is a story about surviving.”

As part of the Indian Residential Schools Settlement Agreement, more than 80,000 survivors of residential schools were

awarded compensation from a $2 billion fund, as well as receiving a full report from the Truth and Reconciliation Commission it spawned.

Some of those survivors were in the hall Tuesday, and a trio spoke of the commission’s work.

Eugene Arcand, who spent 15 years in residential schools, said he was among those chosen to serve as advisers to the commission, but ended up in another role.

“It gave us a chance … a chance to become children again,” said Arcand, choking up. “We shared our tears, we shared our laughs, but we dug deep inside and we dug out the demons.”

Madeleine Basile was sent to a residential school in Quebec at age six after her father died, only to have her 11-year-old sister die at the school.

“Today I can hear my heart beating,” said Basile. “I am alive, megwich, I am alive.”

The guys at Duncan’s are carving metal sheets into artistic bus shelters with a computer-controlled plasma torch Myles Dolphin News Reporter

T

he shop floor at Duncan’s Ltd. is buzzing with activity as dozens of employees man the loud, industrial machines that feed Whitehorse’s steel needs.

Country music is barely audible over the sounds of latches closing, torches welding and men giving each other instructions.

Although the family-owned business is largely known for its mechanical contracting, plumbing and ventilation services, it also does custom metal fabrications on a CNC (computerized numerical control) plasma cutter.

The $30,000 machine, which is connected to a desktop computer, is roughly four feet wide by 12 feet long and can cut just about any pattern into steel.

“You could draw a doodle on a napkin and I can throw it on the scanner, and it’ll cut it out,” said Dilan Parker, shop manager.

There are almost 2,000 images on the computer, Parker said.

In the past decade they’ve produced everything from decorative fence toppers to gun range targets to Christmas presents.

Some people come in with just a concept in mind.

More recently they’ve used the machine to produce three eyecatching bus shelters for the City of Whitehorse and the Kwanlin Joel Krahn/Yukon News Dun First Nation.

Comment on Environment Act permit renewals The Whitehorse Upper Tank Farm permit holder is seeking renewal of Land Treatment Facility 24-039 and air emissions permit 60-051, which authorize remediation activities at the Upper Tank Farm property in Whitehorse. The property lies between Hamilton Boulevard and the Hillcrest and Valleyview neighbourhoods.

The Upper Tank Farm property is contaminated with petroleum hydrocarbons and was designated a contaminated site under the Environment Act in 2011.

Topics for the Dawson night include a werewolf masquerading as a French teacher and a 90-year-old woman’s internal struggle over bacon.

Many of the short films making an appearance in Dawson have already garnered attention elsewhere.

Two of them – Bacon and God’s Wrath by Toronto filmmaker Sol Friedman and The Little Deputy by Edmonton’s Trevor Anderson – both made the Toronto International Film Festival’s list of the top 10 shorts of 2015.

In nine minutes, Bacon and God’s Wrath tells the story of a 90-year-old devoutly Jewish woman trying to decide if she will try bacon for the first time.

“She’s kosher and has never had that. She’s thinking about

doing that, at this stage of her life and it opens up a whole lot of other questions that she’d never really grappled with before,” Dippong says.

Friedman’s film is scheduled to be screened at next year’s Sundance Film Festival. Anderson’s was part of this year’s festival.

Overpass, the most recent movie by Quebec screenwriter Patrice Laliberte, won the Shorts Cuts Award for Best Canadian Short Film at TIFF 2015. The 19-minute French movie with English subtitles is the story of a 17-year-old boy who decides to spend a night drawing graffiti on an overpass.

The Wolf Who Came to Dinner is a 15-minute film by Jem Garrard about a girl convinced that her mom’s new boyfriend is a werewolf.

In February, Garrard won the

Crazy 8’s Film Competition in Vancouver, where she shot and edited her short film in eight days.

“The cool thing about shorts, I think, is it really is where a lot of Canada’s well-known filmmakers now started,” Dippong says.

“So if you’re looking to see where talent is coming from you look at a shorts program like this and you can start tracking people.”

The films on the Dawson schedule range from four minutes to 19 minutes long.

The event is free and starts at 7 p.m.

Wedding gifts, not guests, are welcome at private ceremony

MANNERS DEAR MISS MANNERS: I am having a small private wedding.

Would it be appropriate to send announcements to everyone else saying it is a private ceremony but let them know that we are registered?

GENTLE READER: Like what? “Your presents, but not your presence, are kindly requested�?

DEAR MISS MANNERS: My children attend a public high school where they are two of the eight students in the school who are not African-American.

This was pretty much the case in middle school as well, and was never a problem then.

Now, however, the atmosphere seems to be different. They are seldom addressed by their actual names; instead, their fellows call them by monikers having to do with their race. “Whitey� is the most common, and while I don’t think it’s in the best of taste, my children tell me it is usually said casually and often with affection. My daughter is also assailed with “Snowflake� by some of the young men with whom she is not familiar, which concerns me more.

I could deal with all that, but there exists a minority of students who emphatically do NOT speak with affection. They call my son names such as “cracker,� “honkey� and “white boy,� all in a context of outright aggression. My son tries to avoid these people, but they do cross paths from time to time.

I have spoken to the principal and asked him to tell the students in question to mind their manners. He replied that the young men had a right to express their grievances against what he called “the ruling classes,� and that they were simply using the

common vernacular. He said it was a sign of prejudice on my part to judge their “simple speech� as less worthy of serious consideration than what he termed “the vocabulary of the privileged.�

He also claimed that I and my children “owe a debt to the black community� because our race oppressed theirs. Therefore we ought to accept any and all recriminations. When I said that that sounded like racial discrimination, he got quite agitated and told me that “racism doesn’t work that way.�

I have always tried to treat people decently. I am not aware of having oppressed anyone, and my children certainly haven’t.

I’ve already reported the principal to his superiors and have yet

to get a response. In the meantime, what ought I to do, and how should my children respond to racial taunts?

GENTLE READER: Do not let them tolerate it. Racial discrimination does, in fact, work that way.

The solution to the abomination of racism, historic and current, is not to fight back with taunts when none are provoked -- especially not with innocent children. This does not promote tolerance on any level.

That this principal is condoning and even encouraging this behavior is appalling and calls into question his agenda, his profession and his morals. Tell your children to respond, “I’m sorry, but I would never call you a derogatory name based on race,

and I ask that you treat me as you would want to be treated.� And continue to report this principal until action is taken.

DEAR MISS MANNERS: A mom takes lots of pictures of her daughters. The baby is almost 1 year old; the other is 5. She posts the photos on social media with captions such as “Baby versus girl.� The baby’s thighs are often mentioned with the nickname “Pork Chops.� The mom often refers to the differences in her girls’ body sizes.

The photos that sent me over the edge were two pictures of the mom measuring the girls’ thighs, showing the baby’s thigh was as large as the girl’s. I wrote the mom a private message saying I

wished she wouldn’t do that, and the mom blew up.

So many females have negative body images, and I was afraid the mom was sending the wrong message to her daughters.

Now what do I do?

GENTLE READER: Abusive actions call for sterner interventions than those available to etiquette. But failing such extreme situations, Miss Manners notes that it is just as difficult to discipline other people’s parents as it is to discipline other people’s children. Part-time parenting from third parties is usually as futile as it is unwelcome. You owe her an apology -- not for your view, but for interfering.

B

oth nights the home team got better and better, the score got closer and closer, and fans got louder and louder.

The most crashing cheers came just after 118 minutes of play in the two-game series between the Nuway Crushing Whitehorse Huskies and the Whitecourt Wild when the home team took their first lead of the weekend.

“I just got to a loose puck there and, unlike my college days, I tried to make a move through the defenceman and it happened to work out,” said Huskies assistant captain Derek Klassen. “We just kept pushing and it worked out for us.”

Klassen sent a backhand shot that found a gap between pad and post to give the Huskies a 6-5 lead with 1:45 remaining in the third. They held the Wild off in the final seconds to win the game and split the series on Sunday at Takhini Arena.

“You’d think we just won the league championships or something,” said Huskies head coach Michael Tuton, describing the scene in the locker room after.

“We’ve been working all fall and to get in a series like that – I can’t say enough of how good that series was for us as a club to get moving forward.

“It brought everybody together and got the boys fired up for the rest of the season.”

The one-goal win came for the Huskies came after a one-goal loss, losing 7-6 to the Wild on Saturday.

Not only did the series mark the first time the two senior men’s AA hockey clubs met, the games were the Huskies’ first of the season.

The Wild, who are from about 150 kilometres outside of Edmonton, had already logged 10 games in Alberta’s North Central Senior Hockey League before the trip to Whitehorse.

They came out firing while the Huskies struggled to get the rust out on Saturday. Whitecourt finished the first period up 4-1 with three power play goals.

“It was a slow start for us both nights and I think that’s just a testament to it being our first competitive action of the season,” said Huskies centre Kevin Petovello. “I think we got better tonight than last night and that’s the goal, to try to get better every day.

“We’re just missing a bit of chemistry and gelling together.

Some of our systems and systematical things, special teams, struggled early on and that kind of stuff wins hockey games. We got down early last night, especially because of that.”

Though the Wild took a twogoal lead to start Sunday’s game, it was a different story in terms of the Huskies’ special teams.

Whitehorse scored three power play goals in nine chances and went six for seven on the penalty kill, surviving two full minutes of five-on-three for the Wild.

“They were our first games and I think we were a little rusty,” said Huskies forward Ted Stephens. “Once we got into it we started playing our game, got more comfortable and just got better and better as the weekend went on.

“We didn’t make it easy on ourselves but I’m happy to get the win tonight.”

“In the first game I think our penalty kill kind of cost us the game,” he added. “Tonight we had a little meeting before the game and kind of fixed a few things and tonight it was a lot better. I think that’s one of the big reasons we won tonight.”

Down 3-0 on Saturday in the first, forward Kane Dawe put in the Huskies’ first goal of the season on a tight angle shot.

Petovello added two more in the second to pull within one at 4-3.

everyone just kept on pushing, going out shift after shift trying to get it done,” said Tuton. “I had the feeling we were going to crawl back into it (Sunday) and the guys got the job done.”

The Huskies nipped at the heels of the Wild for most of Sunday. After falling behind 2-0, they narrowed the gap to a goal at 2-1, again at 3-2 and again at 4-3.

Finally Dawe tied it 4-4 on a rebound from Klassen, who had three assists in the game on top of the game-winner.

Down again, the Huskies tied it 5-5 on a one-timer from defenceman Simon Nugent on a cross-ice pass from Joe Densmore.

“It was fun. We weren’t quite sure what to expect, what team we were going to get here,” said Wild defenceman Darcy Charrois. “It seemed like there was a bit of a rivalry right off the start with big checks. Both games were right down to the wire, so it was exciting for everybody. The fan support was nice – we don’t play in front of that many fans back home.”

For Stephens and Densmore, who are both new to the Huskies team this season, the series was a bit of a homecoming.

Stephens played four seasons for the Moncton Wildcats in the Quebec Major Junior Hockey League and then four with the St. Francis Xavier University in Nova Scotia. Densmore last played competitive hockey with the Peninsula Panthers in the Vancouver Island Junior Hockey League a few years ago.

Neither had played in front of a hometown crowd since representing Yukon at the 2007 Canada Winter Games in Whitehorse – a team that included Huskies Dawe, Rob Stuckey, Daniel Clethroe, Dendys and captain Evan Campbell.

“It’s been a long time – eight or nine years – so it’s pretty exciting to be back out in front of the home fans,” said Densmore, who notched five assists over the weekend. “Not only that, a lot of the Canada Games team is now on this team. It’s pretty special, pretty fun. We’ve all been close friends our whole lives, our whole hockey careers.”

For Stephens and Densmore’s

line mate, Petovello, it was simply a whole new experience all together. The former pro, who played in the CHL and ECHL, had never played men’s AA before.

The 29-year-old moved to Whitehorse in July. He came for a friend’s wedding, “and just never left,” he said.

“It was new to me. I’ve never seen senior hockey before and it was fun. It was fun to be competitive again,” said Petovello.

“We’ve got a good group of guys in our room. Whitecourt came up and … gave us a great test both nights.

“It was fun to play in front of the Whitehorse fans here – they’ve been great.”

A little over 400 fans attended Saturday evening’s game – doubtlessly competing with countless Christmas parties in Whitehorse – and a little under 400 on Sunday.

The Huskies will next host the Port Hardy North Island Capitals, a senior AA team from Vancouver

Island, on Jan. 8-9 and then the Powell River Regals Jan. 22-23 – the same weekend Whitehorse hosts Rogers Hometown Hockey.

By reaching the magic number of six regular season games, the Huskies will qualify to play for the Coy Cup – British Columbia’s AA championship trophy.

“I’m excited in the direction we’re going. I’m super excited by the series that we had,” said Tuton. “I don’t think we could

have scripted anything better than what we got this weekend. I mean, what a great series.

“We don’t have a lot of time, we don’t have a lengthy season to get our stuff together. The coaching staff, we saw good things on the bench and things we need to work on. Overall I’d call the weekend a huge success and a really good step in the right direction going forward.”

Yukon biathletes bag three bronze in Canmore Tom Patrick News Reporter

iathlon Yukon’s Velocity Squad was as fast as ever, with some sharpshooting to boot, over the weekend.

Yukoners captured three bronze medals and posted numerous top-10 finishes at the NorAm/Calforex Cup No. 1 in Canmore, Alta.

Whitehorse’s Emma Marnik, who claimed bronze in both of her races, didn’t expect to climb the podium both days.

“I was quite honestly surprised by it,” said Marnik. “They were interesting trails – I really enjoyed the snow. I was actually really happy the whole weekend, with skiing – everything.

“I didn’t crash. I was very tired coming up some of the hills, but it was great courses, great people and everyone was in a great mood, so it was lots of fun.”

The 13-year-old placed third out of 13 in Saturday’s threekilometre sprint and third out of eight in Sunday’s five-kilometre individual for Dev 1 girls.

She hit four out of five in both trips to the range on Saturday.

Shooting at 80 per cent was “undoubtedly” her best in a competition.

“I usually get stuck in the penalty lap a lot during competitions,” said Marnik. “But in this one I didn’t feel too different than in a practice.

“When I shoot well, I ski fast because I’m happy with my shooting.”

Making her medals all the more remarkable is the fact Marnik is in just her second season of competitive biathlon. Not only that, Yukon biathletes don’t rest their rifles on blocks, like the Dev 1 division – or “development 1” division – allows.

“In the Dev 1 category, most of the kids shoot using a block … they rest their rifles on a block.

None of our kids use a block, so they are shooting with an armband, supporting the rifles themselves.

“So it was great to see Aidan (Hupe) and Emma be top shooters when they were really at a handicap.”

Yukon’s third bronze medal came from Nadia Moser, placing third in the youth women six-kilometre sprint on Saturday.

Moser, who trains full time at Biathlon Alberta Training Centre in Canmore, didn’t race Sunday.

A Yukoner also placed top-five in the biggest field of the weekend in Canmore.

Liam Adel hit 15 out of 20 to take fifth in the senior boys 7.5-kilometre on Sunday. Teammate Jake Draper placed 19th and Daniel Sennett 25th in the field of 37 biathletes.

“On Sunday Liam just took off. He skied fast, he shot well,” said Peters. “The shooting wasn’t the easiest because the wind was changing and the light was changing.”

The previous day Draper shot 80 per cent to take ninth out of 35 in the senior boys six-kilometre sprint. In that one Sennett, who also shot 80, placed 13th and Adel 15th.

on Saturday, placing 10th out of 15 in the youth women sixkilometre sprint. She then hit 15 out of 20 to place seventh in the youth women 7.5-kilometre mass start race Sunday.

Velocity Squad’s Aidan Hupe placed 11th out of 23 racers in Dev 1 boys three-kilometre sprint on Saturday but did not start on Sunday.

Yukon’s Bruce Wilson placed 21st in the 7.5-kilometre sprint Saturday and 22nd out 27 in the 10-kilometre Sunday in the youth men’s division.

Bernard Johnson took 12th Saturday and ninth Sunday in the master men division while Judith Hartling took fourth and fifth in the two masters women races.

Johnson and Hartling are both part of Biathlon Yukon’s adult

program that has grown to about 30 biathletes this season.

“Masters in biathlon is 35 and above, so when you get to the age of over 50, it’s pretty tough to compete with those guys. But they both had great races and it was wonderful to have them along,” said Dennis.

Moser took Sunday’s race off to rest up for Biathlon Canada’s junior world trials beginning later this week. She won two silver at the Canadian Biathlon Championships last March, just a couple weeks after becoming the first Yukon biathlete to capture a medal at the Canada Winter Games with a silver and two bronze.

Sarrazin, who lives in the Ibex Valley, was the top skijorer in the 12-mile race at 48:03, placing third overall among the sleds.

The next DPSAY race will be the Carbon Hill Sled Dog Race at Mt Lorne on Jan. 17.

“It’s a really good turnout. I’m surprised because it was really cold this morning,” said Sarrazin.

“We have new faces too, so that’s pretty awesome.”

he Yukon Brewing Twister race season kicked off in a nostalgic setting.

The Dog Powered Sports Association of the Yukon (DPSAY) began the season on trails that hadn’t been used for a winter race in years at the Yukon Brewing Twister Race #1 on Sunday in the Ibex Valley.

The trail system was once used by the now-defunct Yukon Dog Mushers Association and was originally put in 40 years ago in 1975.

“Armin (Johnson) and I knew about the trails and we thought we should start using them because they are great,” said DPSAY president Virginia Sarrazin. “They are great for a community. We go place to place but there’s nowhere for us to meet outside of the races and train together. So the idea is to make the trails known by people because they haven’t been used for so long.”

“We’re trying to revive these trails out here,” said Johnson.

“That’s one of the reasons why we had it here – these trails are made for dog mushing, by dog mushers.

They are very flat trails, so you don’t need a lot of snow to run on them … There’s a lot of history out here.”

France was born in Montreal, Quebec on December 29th, 1946 and peacefully passed away in Whitehorse, YT on December 13th, 2015 at the age of 68.

France moved to the Yukon in 1982 and has been a proud Yukoner ever since. She loved her family very much and was a very proud mother, grandmother and great-grandmother. She enjoyed travelling and driving down the Alaska Highway to escape the Yukon winters. She would drive all the way to Mexico to enjoy the sun.

France was also a very proud original member of Grace Community Church in Whitehorse. Her Church Family supported her in many ways. We will always be grateful for all of your support, especially in the last few months.

France is survived by her daughter Lyne Hallman (Terry), grand children, Sarah Yuill and Daniel Yuill, step grand daughter Annabelle Hallman, and great grand daughter Charlee Lock, all from Grande Prairie, Alberta. She is also survived by her “Yukon Family”, Carina, Yuranty and Frejean Pourier, Shandra, Frank and Spencer Ursich.

A special thank you to all of the Whitehorse General Hospital staff, your dedication and care was very impressive.

A Celebration of Life will be held on Thursday December 17th, 2015 at Mount McIntyre Recreation Centre at 1:00 PM with Pastor Jim Jo officiating, followed by a light lunch.
