Like Parksville Qualicum Beach, the Comox Valley is facing serious issues with homelessness. According to the Comox Valley Regional District (CVRD), estimates of people in the Valley who are homeless or at risk of becoming homeless range from several hundred to more than 2,000. In a unique move, the CVRD held a referendum in November regarding a tax to address homelessness. The referendum passed by less than 200 votes with 1,617 residents voting in favour of the tax and 1,433 voting against it. The question asked residents if they favour a bylaw to establish a service to provide funds to one or more non-government organizations (NGOs) to deliver services to assist homeless individuals, based on a five-year plan. As Qualicum Beach council rejected a variance for a house on Hoylake Road West, Coun. Anne Skipsey wondered aloud whether she should vote on the issue because she owns property across the lane. She and her husband own, but don’t live in, a house “kitty corner” across the lane behind a property where the owners were applying for a development variance permit to build a house 0.5 meters (1.6 feet) over-height and 3.5 meters (11.5 feet) closer to the road than the required setback. She recently said the question of a conflict on that vote didn’t come up before the Dec. 7 meeting, but she had spoken to town Chief Administrative Officer Daniel Sailland about conflict of interest in general in the past.
