Seniors irate over rent spike SPECIAL TO THE NEWS

Senior citizens living at Pioneer Cottages on 10th Avenue have recently been hit with an unexpected $100 rent increase. The increase comes into effect on January 1, but many tenants have no intention of paying the additional fee.

It came out of the blue.

We have been totally exempt.

– Ernie Bigelow On Sept. 29, president of the Alberni Valley Senior Citizens Homes Society, Ernie Bigelow, received a letter from city hall regarding the status of the permissive tax exemption for the two properties owned by the society. It stated that Pioneer Towers would remain exempt

of taxes, but because the cottages were rebuilt five years ago after demolition of the former residences on the property, they no longer qualify for the exemption. The previous facility was covered under the provincially funded statutory exemption for non-profit seniors’ housing from 1947 to 1974.

The city discovered after a review of its permissive tax exemptions that it erred in allowing the exemption for five years after the new cottages were constructed.

Now Bigelow faces a $40,000 tax bill. His solution is to increase rent to generate funds in order to meet the payment.

“It came out of the blue,” Bigelow said.

“We’ve never paid taxes. We have been totally exempt.”

He has until July 1 to pay the bill and said a rent increase was his only option.

“What alternative is there?” he asked.

Bigelow said the tenants agreed at a meeting on Sept. 30 to pass a motion to increase the rent to help level some of the

costs.

Resident Glad Doyle was not prepared for the rate increase.

“We were told that in order to meet the $40,000 in taxes, which is partly provincial, (Bigelow)

would be raising the rent by $100,” Doyle said. “We asked about the contingency fund but were told that would be spent on breakdowns and repairs that might be needed at the Towers.

“Those are ‘ifs’ and this is a definite, so the money should be used now and save for ‘ifs’ later.”

Bigelow said the contingency fund is not for rent.

Seniors’ housing critical: advisory committee KATYA SLEPIAN

Safety, housing and transportation were the key issues identified by the city’s seniors advisory committee in the past year, according chairperson Darren Saare.

The committee was struck last year as part of an initiative on the city’s part to increase citizen

involvement in civic government.

With the population over 75 expected to increase by 96 per cent by 2034, Saare said that the city needs a more responsive body in charge of seniors housing.

“We’re hoping to see a senior committee formed to address the issue of seniors’ housing,” said Saare.

be similar in nature to the Alberni Valley Stakeholders Initiative to end homelessness, run out of MLA Scott Fraser’s office.

“There’s some great talent on the numerous non-profits in town. By having them all in the same room together, as opportunities come forward we’ll be able to act on them quicker,” he said.

Saare said it was important to be able to seize each and every opportunity to bring more seniors housing to the Alberni Valley, whether it be assisted living, independent living or congregate care.

“We need all forms of housing,” he said.

It needs to be in good condition, too—according to Saare, there was a

higher percentage of dwellings needing repairs in Port Alberni at 13 per cent than on Vancouver Island or in B.C. at seven per cent.

“So what happens is that seniors are unable to stay in their homes as long as they can in other communities and they’re prematurely ending up in care homes.”

The city of Port Alberni debuted their 2016-2020 five year financial plan on Monday, Dec. 14.

The proposed 2016 budget is worth a total of $35,998,581 million—an increase from $34,728,119 last year.

According to a report from director of finance Cathy Rothwell, “the financial plan for 2016 maintains city service levels at 2015 levels, except for the cessation of commercial container garbage service.”

(The city ceased commercial container garbage service at the end of September.)

Proposed capital projects make up $4.2 million and include work on city parks, trails, roads, fire department needs and utilities. The city’s 2015 capital budget was $8 million but included the $2.5 million Dry Creek flood mitigation project. Work on sewer and water capital projects comes out of sewer and water capital funds; all other work comes out of the general capital fund.

Egg-citing things happening on the farm Healthy Harvest Farm fundraising to add chickens to their agriculture program

It’s eggs on the menu as the Healthy Harvest Farm rolls into its eighth year of operations.

“We’re looking to expand into chickens next year,” said coordinator Charles Thomas, who joined the farm earlier this year.

Healthy Harvest,

located on Beaver Creek Road, is home to the Canadian Mental Health Association’s Healthy Harvest Horticulture Program.

“It creates employment for people with mental illness and addiction,” said Thomas.

It provides a way back to working life for those who need

help getting back on their feet.

“It gives flexible employment so that there’s not set times that you have to come—there’s flexibility in when people can come to work,” said Thomas.

“It’s a supportive environment.

it’s not a high stress environment.”

For some, it’s a step on the road to recovery. For others, it’s a long-term job.

“There are both.

Some people have been here since the beginning of the project and others have started this year,” said Thomas.

“They can choose how to use the program. It’s a place to just come and hang out and grow food.”

It’s also a way to get away from everyday stresses.

“It’s beautiful working out there, you feel like you’re out in the country somewhere. It’s just peaceful and your mind can just sit at ease,” said Laurie, who’s been at the

“It’s non-stressful.

You just leave all your crap and get away. It’s a lot of fun.”

She’s seen the farm grow tremendously over the seven years she’s been there.

“We’ve been through the ups and downs.

I remember when we first put in the greenhouse there were weeds up to just about my waist.”

These days, the farm is bustling.

“We grow a diverse range of veggies— from carrots to beets, broccoli, cauliflower, lettuce, asparagus,” said Thomas. Next year, if they can get the funding they’ll expand into chickens—but they need help.

The farm operates off of a grant from the Vancouver Foundation, CMHA Port Alberni, Island health revenues from farm stand sales.

When it comes to capital improvements however, the farm needs to fundraise.

“There’s quite a few different projects.

One of them is the chickens so building a chicken tractor, building a fence and

then just generally setting up the infrastructure for chickens,” Thomas said. “We’re raising money for a rototiller because our current one’s not great.

We’re also building a covered wash station and a covered work area.”

They’re also hoping to get the equipment to be able to extend their growing season.

“We’re hoping to get hoop houses which are small green houses that go over the individual rows.”

To that end, they’re running a fundraiser until Christmas Day. As part of the holiday gift campaign, you can buy the farm a gift of $20, $50 or $100 to go towards the purchase of new equipment.

Canal Beach is “definitely a work in progress” but shows great potential, according to Canal Beach Watersports Society director Sandra Gentleman.

“It’s an attractive waterfront park used by a variety of city residents and visitors but it’s definitely a work in progress,” said Gentleman.

The value of the waterfront park, Gentleman added, is its attraction of new residents.

“It’s another quality

that have enhanced their waterfront.

“I’m sure most of you are familiar with Ladysmith Transfer Park—it’s a really cool combination of collaboration between volunteers, service groups and the municipality.”

According to the Ladysmith Historical Society, the park opened in 1967.

“They now have a park there that caters to all kinds of user groups—similar to what we’re trying to achieve here in Port Alberni.

like the Alberni Canal Downwind Challenge—a stand-up paddleboard race— Gentleman said that Canal Beach has already brought in visitors from far afield.

“The stand-up paddle board event that we do annually (2016 will be the third run) attracts competitors from the Pacific Northwest and all throughout B.C.” Gentleman said that usage of the park has increased since its early days.

Further regulations will be imposed on marijuana dispensaries in Port Alberni, following recommendations from the chamber of commerce.

In a letter dated Dec. 3, the chamber agreed with the proposed city regulations but asked for a few of their own: requiring all not-forprofit dispensaries to still have a business licence; not allowing them at Harbour Quay or Victoria Quay because they are high tourist areas; increased enforcement of business licence bylaws in general and that smoking

guidelines as to what laws we enforce and which laws we ignore?” Anderson challenged city council.

“The motion passed by council is in my opinion no more than an effort to avoid addressing a difficult and controversial issue.”

Previously proposed zoning bylaw amendments include limiting dispensaries to commercial zones only, keeping them 300 metres away from schools, 1000 metres away from other dispensaries, not allowing ATMs at dispensaries and not allowing dual usage for dispensaries.

Catchment changes will affect Wood and Dunn KRISTI DOBSON

After last year’s announcement of school reconfiguration, School District No. 70 was prepared to start the school year with changes. Some of those changes now under consideration will affect at least two elementary schools, says superintendent of schools Greg Smyth.

The two main things that will affect

students at Wood Elementary and E.J. Dunn, with the former recently becoming a K-7 school, are potential boundary changes and a registration policy adjustment.

The board served a notice of motion at the school board meeting on Dec. 8 to amend the student registration and student choice policy. The move was in response to the completion of

enrolment at all of the schools and to ensure catchment areas will accommodate all students, Smyth said.

He added the board started looking at the boundaries for catchment areas last year.

“We are looking at two catchment changes on the south side of town,” Smyth said. There are some K-5 students living across the field from E.J. Dunn who are in the Maquinna

GREG SMYTH catchment area, but there would be more room to take those few at E.J. Dunn. The board proposed a boundary line from Montrose to South Crescent. A similar

change is likely to affect the Wood School catchment area, allowing those students to attend E.J. Dunn.

“It frees up a bit of space at Wood to accommodate catchment students,” Smyth said. “Wood’s population grew over the summer. (The school) can probably accommodate everyone without the changes but if we have the unexpected influx next year, it

“This also makes the visual boundaries simplified and tries to accommodate people within catchment areas,” Smyth said. “It creates a buffer area for students out of the catchment area who want to attend.”

He said most parents were aware about the issues with Maquinna and E.J. Dunn, and although the changes affecting Wood Elementary were discussed, it required further investigation.

Amending the registration policy will have a direct impact on John Howitt Elem. in the immediate future. As it becomes a K-7 school in 201617, John Howitt is expected to have population issues, so the policy will look at

any out-of-catchment students who want to attend on a year-toyear basis.

“It will be subject to available space after all the catchment kids are taken care of.”

Four months into the year, Smyth said he is happy the process of reconfiguration has been settled.

“Making the decision was probably not as challenging as implementing the decision,” he said.

“There was a lot of moving of students, staff and resources and work done in the schools. Now we are working through the changes and transition but we can celebrate the fact that we have come a long way in a short time. It has been successful but not without its challenges.”

The cost of the two bridges spanning Kitsuksis Creek at Gertrude Street has risen to half a million dollars.

City engineer Guy Cicon was up in front of council on Monday night to ask for an extra $97,000 to widen the vehicle bridge— the cost of which has now risen to $347,000.

The pedestrian bridge was completed in 2014 and cost $152,000.

“If I had to do it again, I would have estimated the cost of the work to be much more,” Cicon told council.

“It was a project that we wanted to get in front of council as early as 2013 so we did put a number to it—and that number

Cicon had already been up in front of council at the Oct. 26 meeting to due to his miscalculation on which funds had been allocated and which had not been. Council at that time voted to cover the $77,000 shortfall.

“The biggest surprise was the Fortis Gas relocation,” said Cicon.

“Fortis Gas came in late into the assessment and suggested that they should relocate the gas line to the other half of the bridge at a cost of $80,000.

We had a hard time with that and worked really hard to reduce that cost.” Cicon said that the gas line will be kept on the same side of the bridge that it is currently but that work on the gas line will still cost $50,000 “that wasn’t anticipated.”

The rest of Cicon’s $97,000 request will go towards work on the bridge structure itself: $24,000 will go towards the addition of abutment channels and replacement of deteriorating ballast wall timbers; $5,500 will go towards rebar epoxy coating and

“I’m just wondering why are we always paying extra?”

Cicon said that the items needing extra work were hard to identify at the beginning of the project—and that he couldn’t guarantee that more extra costs wouldn’t rise.

“These projects are expensive... if it’s going to be a significant amount [more] then I’ll be in front of you again.”

SENIORS DON’T DESERVE TAX PENALTIES

A

n assessment error by the City of Port Alberni with regard to its property tax exemptions seems innocent enough, until one realizes the people who will pay for the mistake in 2016 are a small group of seniors on fixed incomes.

Residents of the cottages adjacent to Pioneer Towers on 10th Avenue at Wallace Street were told at the end of September that their rent will be going up by $100 per month—from $550 to $650 per month—to make up for a $40,000 tax bill that their landlord, the Alberni Valley Senior Citizens Homes Society, received.

The City of Port Alberni discovered that the cottages, which were rebuilt in 2010, had been incorrectly granted a statutory exemption for the past five years and A rental would therefore be taxed a full amount in increase of 20 per cent is 2016.

A rental increase of 20 per cent is ludicrous... ludicrous no matter if the residents agreed to it or not, especially when the provincial rate for rental increases in 2016 is only 2.9 per cent.

This incident is particularly damning as it follows on the heels of the city-led seniors advisory committee report, which called housing one of the three key issues for seniors in the Alberni Valley. The committee also estimates the population of people over 75 years old will increase by 96 per cent by 2034.

We are confident this error was an honest oversight on the city’s part, and if the cottages are no longer exempt, then taxes must be paid. But we don’t feel the residents are the ones who must solely pay for the mistake this year.

The AVSCHS must do more to address this oversight, and the City of Port Alberni should be doing whatever it can to assist.

While reading the many recent articles relating to homelessness and refugees, I was reminded of my own story.

When I entered Canada as an immigrant in 1971 we were well received.

Even though I could not speak English, I tried to make ends meet. This was accomplished by taking on various jobs much different to those I was used to in the Netherlands, which were all related to sales positions with heavy equipment.

I began working for commission, selling vacuum cleaners. I had a good run on it, however, when it came to closing the deal I was not successful because earlier on in Holland I had learned not to depend on credit.

Selling vacuum cleaners could only be successful if you adopted that concept.

I declined to do that so I decided to work on a labour job in construction. After six weeks, just prior to Christmas I was laid off. I tried hard to get other employment, but to no avail.

However, we were very blessed. Just a few days before the Christmas celebrations began

we were surprised by Canadian friendship and generosity.

Our Christmas was overwhelming in comparison to what we had been used to in Holland. Turkey and all the trimmings, a decorated tree, and gifts for all were quietly and secretly delivered to our home.

I still remember today that previous to this I had contacted Social Services in Calgary because we needed financial help.

It was a humiliating move but there were very few questions asked and our daily needs were provided for.

As a family, we remember those days of humanitarian

I wish that all the refugees and homeless people hopefully can have a similar experience.

Let us show with all the goodness in our hearts that we can reach out and make a difference to those who are most needy at this time in their lives.

It’s too bad Stephen Harper was such a narrow-minded, knowit-all prime minister.

If he had been sincerely committed to the principles of conservatism, instead of to his own selfish quest to obtain and retain power, he could have made the Conservative Party the dominant political force in Canada.

Harper deserves credit for helping to build the Conservatives, but a lump of coal for his pigheaded intransigence and bullyboy tactics that undermined the potential effectiveness of his government and ended up diluting the quality of the remaining Conservative opposition MPs. The Port Alberni SPCA is making a rare appeal for donations to help pay for surgery for a dog that has been surrendered to its branch.

Guita, a seven-yearold Lab-Rottweiler cross, has a torn cruciate ligament in a hind leg that needs surgery, says SPCA animal care attendant Kim Francoeur. A veterinary surgeon in Victoria will perform the surgery, which will cost $5,000.

“He’s been here since September. He came in as a medical surrender because (his owner) couldn’t afford treatment for a skin condition,” Francoeur said. “We were able to get the skin under control and he’s healed from that, but we found a knee injury to his left back leg.”

Guita is on pain medication, Francoeur said. If they didn’t operate “we would probably have to

Sudden rent increase ‘not fair’, say seniors From / A3

Doyle said she has two main grievances.

Legally, the notice must be given to tenants on official forms acquired by the Residential Tenancy Branch. It would then be reviewed and a date set.

not use the official forms because the motion was passed by tenants to accept the $100 increase.

“Some of the tenants are nervous about not paying,” Edwards said.

“I told them it is not a legal notice so they don’t have to, but they are afraid they will be penalized and possibly have to look for other, substandard housing. They are confused because the board is telling them one thing and I am saying another.”

Edwards said the property needs to be protected because it is one of few quality seniors housing but passing the increase onto tenants is not fair. “This is good housing for seniors and needs to be maintained, but not at the cost of the senior citizens,” she said.

In mid-December, tenants were invited for the first time to the board meeting on Dec. 21 when the rent increase will be discussed in detail.

“We’ll see what we can do then,” Bigelow said.

The countdown is on for the 61st annual Totem Basketball Tournament at Alberni District Secondary— and everyone’s getting excited.

“It’s bigger than just the school, it’s the whole community coming together.

The atmosphere, the energy, the tradition... it’s amazing,” said athletic director Mike Roberts.

It’s going to be big— this is the second year with 16 teams total, eight boys and eight girls.

The school originally tried it for their 60th annual tournament last year and realized that the extra work

Totem has grown in size since its inception in 1955.

“From 1956 to 1981 was four teams, 1982 it went to eight teams and we did that all the way through till last year,” said organizer Greg Freethy.

The girls’ side of the program wasn’t added until 2010—but since then, it’s flourished.

“The girls’ program here has been very strong and successful—it’s just good basketball,” said Roberts.

“Over the last several years, they’ve

given us the most memorable games.”

Roberts said that giving the girls’ teams a showcase like Totem has elevated girls’ basketball at ADSS. “Much like the younger boys in the community, the girls are inspired and dream to be a part of Totem,” said Freethy, who’s coached girls’ basketball in the past.

“In the past, it was just a “boy’s thing” and there wasn’t really a place for the girls to be showcased.”

Alberni District Secondary School Armada wrestlers performed to expectations at the annual War on the Floor Wrestling Tournament at Pinetree Secondary last weekend.

The local program took a strong group over for the Grade 8-12 Novice events on Thursday and the Elite category on Friday and they didn’t disappoint.

Alberni wrestlers captured eight gold, one silver and four bronze medals and had another ten wrestlers place in the top six at this prestigious mainland event.

“It was nice to see some of our former middle school athletes make the adjustment to the junior varsity program and have success,” coach James Messenger said.

On Friday at the Elite tournament, Grade 10 wrestler Aaron Badovinac led the ADSS team with an outstanding performance, winning a tough 70kg weight class.

“I thought Aaron showed great poise and composure to come from behind and beat a 2014 provincial medalist to claim gold,” explained ADSS Armada coach Chris Bodnar.

A sharp mind, Helga loved to read books and articles that kept her up to date with current affairs and she could converse with knowledge on almost any subject.

According to Helga’s wishes, no formal service will be held. Cremation is to take place.

It is with heavy hearts that we announce the recent passing of our Mother Catherine (Katie) Dumas/Spence/Mailman.

After a lengthy illness our dear mother lost her battle with cancer. Mom passed away peacefully with family by her side on December 12, 2015 at 2:15 a.m. at the Ste. Rose du Lac Hospital in Manitoba.

Katie was born on July 14,1935 in Toutes-Aides, Manitoba to parents Daniel and Rita (Dame) Dumas. Mom was the third child of eight and one of four daughters. Catherine was first married to our Father Harvey John Spence on June 8,1953 at Spence Lake Manitoba. They came west on their honeymoon making their home in Port Alberni, B.C. where they raised their family of five children: Diane, Mark, Jeannie, Dan and Jason. Mom and Dad were together for 26 years and in those years formed many life-long friendships with others from the prairies such as the Hardisty, Jefferey and Hilmo families. I found out later that my mother was related to Donald Hardisty and my father was related to Bob Jefferey. In 1979 Katie met our step-father Lloyd Mailman. They worked side by side for many years raising cattle on the Rafter T-Bar ranch in Reykjavik (The Bluff ) near Eddystone Manitoba and later retired to Ste. Rose. They were married on January 31, 2006.

Katie was pre-deceased by her Father Dan Dumas Oct. 23,1992 and her Mother Rita on May 5, 1991 also her brother Mike, eldest sister Olive Kindzerski, her son Mark Owen Spence, and her husband Lloyd Mailman. Catherine is survived by her eldest daughter Diane (Myles)Walsh; Jeannie Spence; Dan (Colleen)Spence; and Jason (Jimmy) Spence. She is also survived by her sister Rita Robbins in Ontario, brothers Dan and Joe in Manitoba and sister Adrienne Payne in Victoria.

Mom had 8 grandchildren: Ceilidh (Alex)Walsh/Balzer; Christina(Jim)Proteau; Vanessa(Eric)Gagnon; Hailey(Alannah); Brendan; Zachary(Kady)Yarema; Meghan and Angela Spence.

Mom had 6 grea-grandchilden: Alexis, Xela, Aria, Zaiden, Jameson and Karmyn; as well as numerous nieces, nephews and cousins in Port Alberni, Ucluelet, William’s Lake and elsewhere in B.C. ,Manitoba and Ontario.

Mom worked very hard all of her life. She did her best in raising her children to be kind, respectful, strong individuals no matter what life tossed our way. Our Mother enjoyed gardening and took great pride in the upkeep of her yard. She enjoyed reading, knitting, embroidery and later on took up woodwork building fish boxes, walking sticks and canes, decorating them with painted and woodburned images from her childhood. She was very talented. Her cooking and baking skills will be missed but her recipes will be passed down to the next generation like homemade noodles, baked bread, turkey dressing, potato salad and Marks’ favourite, black cake with fudge icing.

We are grateful to the Spence, Sabiston and Mailman families for all their love and support . They stepped in and helped our Mother over the years when we couldn’t be there ourselves. A very special thank you to Doctor O’Hagen and the palliative nursing staff at the Ste. Rose du Lac hospital for providing loving care and dignity towards our Mother and to manage her pain making her as comfortable as possible during her final days.

Our mother Katie will be sadly missed but remembered always by all who knew and loved her. Mother was cremated. Her ashes along with Lloyd’s and pet dog Max will be spread at the Home Ranch. There will be no service by request.

In lieu of flowers donations may be made to Cancer and or Alzhiemer’s Societies.

Scott Elliston

in the Canadian Armed Forces. Scott, who retired in 2011 after 24+ years of service, has re-enlisted as a Sargeant in the RCAF Search and Rescue, and will be stationed at Greenwood, Nova Scotia.

Scott was the first rescue person on scene at the plane crash south of Port Alberni in 2006, and has received commendations for previous rescues and performance.

Scott represents a continuous presence of our family in the Canadian Armed Forces since 1940 with the exception of his short retirement.

Maria (Mary) Kocsis (nee Farkas) February 7, 1937 - December 3, 2015 It is with sadness that we announce the passing of Maria Kocsis on December 3, 2015 with her family by her side at The Village at Smith Creek in West Kelowna.

She is survived by: Jim, her loving husband of 58 years; two sons: Jim (Dana) of Penticton, George (Elizabeth) of Armstrong and two grandchildren: Christopher and Carissa. She is also survived by her sister, Julie (Janos) in Hungary and brother, Joseph (Isabella) of Parksville in addition to numerous relatives in Hungary.

Maria was born in Kimle, Hungary in 1937 and immigrated to Canada along with her soon to be husband Jim in 1956. They were married in Abbotsford in 1957 and following several brief stays in Vancouver and Nanaimo they settled to raise their family in Port Alberni. Maria was a dedicated mother who juggled part time work with raising her family. She found employment in various establishments as an exceptional cook. Perhaps her favorite position was in the kitchen at Woodward’s where she worked her culinary magic for over 19 years. Maria was a kind and compassionate person who made a lasting impression on everyone that knew her. She loved gardening, golfing, volunteering, playing crib and spending time with her family.

A Memorial Mass in celebration of Maria’s life will be held on Tuesday, December 29, 2015 at 1:00 pm at Our Lady of Lourdes Catholic Church, 2547 Hebert Road, West Kelowna.

Mistletoe Market at Rollin Centre

The Community Arts Council of the Alberni Valley, in collaboration with the city of Port Alberni is looking for artists to design original, permanent murals to be installed at Echo Centre Pool for our phase two project.

Different sized murals will once again

Arts Around cover the walls in the pool area at Echo Aquatic Centre.

This is an exciting opportunity for local artists to contribute to this exciting continued community project. These murals will be made out of aluminum composite panels.

All materials will be supplied. If you are interested please drop by the Rollin Art Centre, Echo Centre or call for 250724-3412. Complete application packages and guidelines are available for pick

“At last count, Vancouver had over 100 dispensaries, 200 applications— more marijuana dispensaries than Starbucks stores, two times the number of Tim Hortons,” he said.

Following the meeting, Coun. Ron Paulson challenged Anderson’s assertion than regulating medical marijuana dispensaries meant that the city was condoning them.

“The stuff is illegal—on that aspect, Mr. Anderson and I are absolutely on the same side,” he said.

“This puts us in a really tight spot.”

But Paulson still believes that doing something is better than nothing.

Medical marijuana is presently regulated at the federal level. However, municipalities such as Vancouver have imposed their own regulatory bylaws.

“Council understands perfectly that this is illegal. But if we’re sitting back, doing nothing and waiting for the RCMP then it’s the Wild West out there—it’s open game, open season,” he said.

“But we, from our side, can try to get some control over this before there’s 10 here.”
