Territory struggles with psychiatrist shortage Ashley Joannou News Reporter

T

he president of the Yukon Medical Association says the number of Yukon psychiatrists has to double – from two to four – in order to handle all the needs in the territory.

For about the last five months, there has been no on-call psychiatrist covering Whitehorse General Hospital. For months before that, there was only one.

YMA president Dr. Alison O’Hearn said with only two psychiatrists in the territory, it’s too much to ask them to be available 24 hours a day while also running their own practices and covering all the other needs across the Yukon.

“It is a problem, we realize that, and we are trying very hard to recruit at least two more fulltime physicians for psychiatry, and once we have that the hope is we will be able to provide 24hour on-call services (again),” she said.

As things stand, two resident psychiatrists cover a territory of more than 30,000 people.

Between the two of them they work with the mental health branch, alcohol and drug services and the Department of Justice while also running their own practices.

Sometimes they split being on-call for patients at the hospital.

But Dr. Armando Heredia was the only one officially on-call starting in January until walking away in July.

The second doctor is on maternity leave and her replacement will see patients at the hospital, but is not officially on-call.

“I didn’t want to walk away from the hospital because there was a need. But at the same time it led to a lot of burnout and a lot of loss,” Heredia said.

The veteran doctor has been working in the territory for more than 13 years. He said attracting psychiatrists has always been a problem.

During his career he said he’s gone long stretches where’s he’s been the only psychiatrist in the territory.

The on-call psychiatrist helps at Whitehorse General Hospital’s secure medical unit. It’s run by doctors, social workers and specially-trained nurses and is meant for people struggling with psychiatric concerns who need short-term care.

More severe cases might start in Whitehorse but are medevaced Outside to forensic hospitals.

Being on-call involves going to the hospital every day for at least three or more hours to check in on the patients in the unit, Heredia said.

It also involves being available 24-hours to deal with emergencies or calls from hospital staff looking for advice.

Even when there are only two psychiatrists available, it’s a lot, O’Hearn said.

“If we only have two psychiatrists for the whole territory they’re all maxed out, booked up months in advance for referrals,” she said.

“Coming in for half of your day every day of the week, you’re halving the services in the community.”

This is not the first time there has been a gap where no psychiatrist was available to hospital staff, she said.

Instead of reaching out to a local psychiatrist for advice, Yukon doctors now call a B.C. phone number where a psychiatrist is on-call 24 hours a day.

“They can say these are the medications I would recommend or I would recommend sending the patient out,” O’Hearn said.

But Yukon patients no longer get face-to-face meetings with a psychiatrist at the hospital.

“If there’s not currently a psychiatrist on-call then the family doctor (working at the hospital) would look after them to the best of their ability in hospital, talk to the on-call person down south,” she said.

“If they’re really sick we’d send

them out. If they’re not we’d keep them and discharge them and then we’d set them up with a meeting with a psychiatrist in the community.”

O’Hearn said the YMA is doing what it can to recruit new doctors, including psychiatrists.

That means representatives are going to forums to talk to medical students and residents about coming to the Yukon, she said.

The Department of Health and Social Service says it is aware of the YMA’s concerns and is also trying to find solutions, spokesperson Pat Living said in an email.

“Based on the Canadian Psychiatric Association calculations, one psychiatrist per every 8,400 people is warranted. For 39,000 population then the number would be 4.6 psychiatrists,” Living said.

Outside of the hospital emergencies, the department offers visiting geriatric, pediatric and

adolescent psychiatrists, she said.

There are also psychiatric services at mental health services and addictions services and the expansion of telepsychiatry.

Heredia said the Yukon needs a psychiatrist position working out of the hospital, not just oncall positions.

“You need people actually there during the day, and then you use your on call for overnight or weekends,” he said. “Just like they do for surgeries, just like they do for all the other specialties.”

There also needs to be adequate compensation from the Yukon Department of Health and Social Services for psychiatrists working at the hospital, he said.

According to Heredia, when the most recent contract was negotiated with the Department of Health and Social Services a few years ago, the way psychiatrists were paid changed.

It used to be a contract with a set rate, he said. But that was changed to a fee-for-service model.

The on-call fee “doesn’t cover the amount of time you spend at the hospital. The time you spend in the hospital is a lot more than the time you would spend in an out patient visit,” Heredia said.

“Everything that goes to the hospital is an emergency, it’s when patients are gravely ill and need the most support and care. It’s the most time consuming.”

Heredia, who doesn’t have any other contracts with the Health Department, estimates he’s lost tens of thousands of dollars as a result of the change.

Heredia said after all these years he was left feeling burnt out and unsupported, but that doesn’t mean he has ruled out coming back if the department comes up with a better contract.

“If you can’t keep up, then people get angry at you. But nobody looks at (the fact) that you’re the only one. What they look at is that ‘I’m not getting the help I need.’”

Teenaged driver sentenced to probation in fatal crash Ashley Joannou News Reporter

T

he teenaged driver behind the wheel in a fatal crash in Whitehorse last year has been sentenced to two years’ probation and 240 hours of community service.

She has also been banned from driving for the next three years.

The girl was 15 in August 2014 when the 1990 Honda Accord she was driving smashed into a semi truck.

The crash killed 20-year-old Brendan Kinney instantly. A 15-year-old girl died later in

hospital.

A third passenger, 18-year-old Derrick Gibbons, was seriously injured.

The driver pleaded guilty to one charge of dangerous driving causing death and bodily harm.

According to an agreed statement of facts read in territorial court Monday, she only had her learner’s permit for a few months when she was driving at 3 a.m.

Her permit means she wasn’t supposed to be driving at that time or with those people in the car.

At 3 a.m. on Aug. 9, 2014, the Honda was heading northbound on the Alaska Highway.

As she approached the intersection with the South Access Road she made a left turn in front of a transport truck that was travelling southbound. The car had no turning indicator on.

The transport truck driver tried to stop, the court heard, but there was no time.

The teen driver walked away but the rest of the vehicle was so badly damaged that the truck had to be backed off of it so emergency responders could get to the passengers.

At the hospital the driver told a nurse she had smoked marijuana and drank five shots of vodka prior to driving.

On the scene her blood alcohol level registered at 0.03. By 6 a.m. it came back at less than 0.01.

In a packed courtroom Monday judge John Faulkner accepted the sentence that had been recommended to him by the lawyers on both sides of the case.

He said the sentence fell within the range for a crime like this. Sentencing a young offender is different than adult court, he said. Here, the court is required to pay particular attention to rehabilitation.

He said the girl is young and has good prospects for rehabili-

tation.

The “impulsive and ill-considered decision of a youth” has left many people devastated, Faulkner said.

The girl has one year to complete her community service.

For the first eight months of her probation she will have a curfew between 10 a.m. and 6 a.m.

What happened cannot be undone, the judge told the girl.

She will have to live with what happened and it will be hard.

But she needs to try to live with a purpose he told her. “Try to make the world a better place.”

ukon College spent $87,000 to send officials to institutions in Canada and Scandinavia for the purposes of gathering information about transitioning into a university.

The trips happened over an 18-month period between May 2012 and November 2013, according to spokesperson Jacqueline Bedard.

About one-third of the trips were for other conferences and meetings where visits to nearby institutions could be added on, she said.

The remainder was funded within the college’s existing budget allocation and through annual funding reserved for special projects.

The Scandinavian portion of the trip, which took place in May 2013, included visits to the University of Tromso, Barents Institute, Finnmark University College, Sami University College, Umea University and Harstad University College.

It cost $40,074 to send Yukon College President Karen Barnes, a member of the board of governors, a director, a dean and a community campus employee to Norway, Sweden and Finland, according to expense claims provided by the college.

“We don’t get to do that very often up here,” she said.

“We wanted to get a benchmark of what’s happening in the post-secondary system today around universities. What we quickly learned is that there have been a number of institutions that have made similar transitions from college to university.”

Last year, former Education Minister Elaine Taylor announced the school would offer its first bachelor’s degree – in policy studies in indigenous governance – in 2017.

The new program is part of an effort to move Yukon College closer to being a university, a promise made by the Yukon Party leading up to the 2011 election.

In early November, Education Minister Doug Graham announced that Yukon University would be the new name for the institution once it makes the transition.

Before embarking on a journey to gather information, Barnes said she was told the Nordic institutions were excellent models.

Tromso University in Norway, for example, has taken over three institutions that were formerly university/colleges, she added.

“Their model is very much what we hope to be – that is, to keep a community focus and have a lot of vocational options available. We wanted to see how they had made it through that transition and maintained those programs.”

Harstad University College, which is about to become part of Tromso University, has a model of working with local industry that is also appealing, Barnes said.

University/colleges have mostly disappeared from the landscape of Canadian schools, Barnes said. They are college institutions that provide tertiary education, without having full or independent university status.

It was a model that was popular in the 1990s but most, if not all of them, have transitioned to universities, she added.

“We did consider it at one point but I think it would just confuse people,” Barnes said.

Before settling on Yukon University, the school also explored a number of different names for the new institution.

University of the Yukon, University of the North, Canada’s Circumpolar University, Klondike University, North University and Canada’s University of the North were also considered at one time.

“The name Yukon University was chosen due to the currency of the Yukon, and that in a list of Canadian universities, University of Yukon didn’t stand out as well as Yukon University,” Bedard said.

“We didn’t like the use of YU, but considered that we could shorten it as others have done, like University of Victoria, to UVic. Our short version would be YukonU, keeping the territory name front and centre.”

For now, the college is preparing for an eventual visit from representatives with Universities Canada, with the hopes of becoming a member of the association.

“Membership in the association requires universities to meet strict criteria and adhere to set principles of institutional quality assurance that must be reaffirmed every five years,” according to the association’s website.

The criteria includes offering programs of undergraduate or graduate studies that lead to university degrees, having a proven record of scholarship and academic research, and operating on a not-for-profit basis.

Barnes said that visit is about 18 months away. A gap analysis has been completed to determine what remains to be done to be ready for the visit, she said.

“We’ve identified the gaps and they include writing new policy, potentially adding more resources to the library and hiring new staff,” Barnes said.

“We just have to make sure we have all our ducks lined up. If you don’t pass the visit you don’t get to do it again for three to five years.”

Barnes is scheduled to travel to Ottawa this week to meet with officials from the association to find out more about what remains to be prepared.

Cyclist Zach Bell retires from racing Tom Patrick News Reporter

A

fter two Olympic Games, two world championship medals and multiple national titles, Watson Lake cyclist Zach Bell has decided to call it a career.

“It’s not a snap decision; it’s not something that just happens,” said Bell, who announced his retirement from racing on Tuesday. “I even signed the contract with SmartStop (pro team) last year with my own understanding it might be the last year and I was going to approach it that way.

Bell, 33, is inarguably one of the greatest athletes ever to emerge from the land of the midnight sun.

Not only did he compete for Canada in two Olympic Games, he raced in two disciplines.

At the 2008 Beijing Olympics he raced road, placing seventh in the points race and 12th in the men’s Madison event.

At the 2012 London Games Bell raced track, winning the 15-kilometre scratch race on his way to finishing eighth in the men’s omnium.

In addition to winning a considerable amount of medals at national track championships – like when he won four gold and a silver at the 2010 nationals – Bell won silver in the men’s omnium at the 2009 and 2012 UCI Track World Championships.

A year later, Bell won the Canadian Road Cycling Championships in June 2013.

“In terms of performance, I think medals at world championships have to be at the top of the list. You don’t get to be second in

ecently Yukon Education Minister Doug Graham announced that the territory was going to change the name of Yukon College to Yukon University. The college then proceeded to state that it would launch new degree programs and seek membership in Universities Canada in 2017.

Now, there’s nothing stopping a Yukon institution from using the name “university,� even if Universities Canada doesn’t agree.

Quest University seems to be doing fine without Universities Canada membership, for instance. But Universities Canada is still the closest thing Canada has to an accreditation system, and so being on the outside would hurt.

But here’s a wild-and-crazy suggestion: Yukon wants a university; Nunavut wants a university; presumably, at some point, the Northwest Territories will glom onto this idea and want a university, too. Any one of them, individually, would have a hard go of making a serious university work. But together, they might have a shot.

Of course, universities are to to 2014-15. some extent local vanity projects.

I’m sure each territory would prefer its own university rather than share one. But these things cost money, especially at low volume.

We could have three weak northern universities, or we could have one serious University of the North. Territories need to choose carefully, here.

How some small businesses stiff the taxman

f there was ever any doubt, after the last election we can certainly add “small business” to that list of sacred cows you just don’t touch in Canadian politics, alongside such things as “public health care” and “the Charter.”

There was much teeth-gnashing after Justin Trudeau made some off-the-cuff comments suggesting that the small business deduction is misused by some wealthy Canadians to avoid paying taxes. While agreeing with the notion that small businesses should pay lower taxes, he suggested that his government might do some “tweaking” to the deduction.

Predictable hysteria ensued and the other parties pounced on the opportunity to portray Trudeau’s comments as a frontal assault on small businesses – the “backbone of our economy.”

that cliche?)

In the heat of an election campaign few cared to take the time to consider whether or not there might be some truth to what he was saying.

In a nutshell, the small business deduction is a preferential tax rate bestowed on small, Canadian-controlled corporations with annual incomes of less than $500,000. It does not apply to the large number of small businesses that are carried on as sole proprietorships, nor (as its name implies) does it apply to large corporations.

This year in the Yukon a corporation that is entitled to the small business deduction will pay only 14 per cent in corporate tax, while those that do not receive the deduction will pay 30 per cent.

The purpose of the small business deduction from a public policy perspective is to encourage small businesses to reinvest their profits and grow the economy. The lower rate means that there is more money left over at the end of the year to do just that.

But this doesn’t necessarily mean that the owner pays less tax. Keep in mind that money isn’t of much use if it is perpetu-

ally stuck in the business, and the corporate tax rate isn’t the full story. At some point the owner will want to get the money out of the company. The way to do so is to take the corporation’s profits and pay a “dividend” to the owner – or more accurately to the company’s shareholder.

And when that dividend is paid out it is taxed again, as personal income of the owner. Here is where the difference between a business that is entitled to the small business deduction and one that is not begins to collapse.

The tax system is set up in such a way that the business owner pays much more tax on the dividend if it is paid out of a company that gets the small business deduction than one that does not – so much more, in fact, that (assuming the owner pays him or herself a salary in addition to the dividend) the amount ultimately received by the owner is more or less the same, whether it is received by a company that receives the small business deduction or not.

So if the amount of tax paid is about the same, why did some people get so defensive when it was suggested that perhaps there should be some reform of the small business deduction? Well,

part of the reason is surely that we hear that small business is under attack and we react without further inquiry.

But it turns out that there are ways to use that lower rate to your advantage – and one way stands out in particular: the small business deduction provided an excellent vehicle for income splitting.

If a business owner makes their spouse or adult children shareholders of the company they can spread the profit around. This is quite advantageous if these new shareholders are in lower tax brackets.

The net result can be huge tax savings – potentially in the tens of thousands. To use a very simple and rough illustration using a Yukon company with $200,000 in income, the owner can save a whopping $15,000 in taxes by splitting that income with their spouse with the benefit of the small business deduction. That is such a large saving that it creates an incentive to incorporate just to take advantage of it.

Critics of this particular small business deduction would point out that if workers can’t split their incomes with their spouses – and even under Stephen Harper’s income splitting regime the benefit

was capped at $2,000 – so why should anyone else?

It is a point that is kind of hard to argue with.

Still, the potential for a significantly increased family tax bill irks many business owners for pretty obvious reasons. At the end of the day the “tweaks” that Justin Trudeau was referring to would probably cost some people some money – although at this point we still don’t know what changes he has in mind.

So we can always debate the merits of raising people’s taxes, and we can parse the words “large percentage” (Trudeau stated that a “large percentage” of small businesses existed just to save on taxes). But the suggestion that the small business deduction is used by “wealthier Canadians to save on their taxes” was plainly factual, beyond dispute among those who are familiar with its mechanics, and hardly warranted the reaction that it caused.

Disclosure: I am the sole shareholder of a corporation that receives the small business deduction. But that company is not used a vehicle to split income.

Juneau fibre link would cost more than Dempster link: official released that report and a second one that calculates the cost of the two routes. Both were prepared by engineering consultant Stantec.

The reports show that a link from Whitehorse to Juneau would have a construction cost of $10.7 million, while a link from Stewart Crossing to Inuvik would cost $40.4 million.

But that’s not the whole picture, according to Steve Sorochan, director of technology and telecommunication services with the Department of Economic Development.

Sorochan said the cost of operating the Dempster line for 20 years is estimated at $51.5 million, bringing the total cost of that project to $91.9 million.

Northwestel has offered $10 million toward the construction, which it estimates will cost $32 million in total, and will cover all operating costs. That would leave the cost to government at $20 or $25 million, Sorochan said. The Yukon government also hopes that the governments of Canada and the Northwest Territories may help fund the project, though that has yet to be decided.

he Yukon government has released two reports that show a new fibre-optic link to Alaska would be much cheaper to build than the proposed line up the Dempster Highway. But an official says the overall cost to government would be higher for the Juneau line.

In October, the government announced plans to build a new fibre-optic link up the Dempster Highway from Dawson City to Inuvik. The line would provide a back-up Internet and cellular connection to 10 Yukon communities, including Whitehorse.

Previously, the government had appeared to favour a possible link to Alaska, which might have broken Northwestel’s monopoly in the territory.

When the Dempster project was announced, Economic Development Minister Stacey Hassard said he had a report showing the Juneau route was not viable.

But he did not make that report publicly available.

carriers, bringing the total cost of that project to $126.3 million, Sorochan said.

He explained that the Yukon government would make money from owning that line, which would bring its net cost down to $42.7 million over 20 years. But that’s still more than it’s expecting to pay for the Dempster line.

Sorochan also said the Juneau link wouldn’t provide the same back-up connection to many Yukon communities that the Dempster link will.

“It doesn’t provide the same level of diversity, particularly in northern Yukon.”

The government did explore the possibility of a public-private partnership to build the Juneau line. The set-up would have been similar to that of the Mackenzie Valley Fibre Link in the Northwest Territories. That project is owned by the government, but it’s being built and maintained by private companies, including Northwestel. The private companies assume the up-front costs and are paid by the government over time, depending on their performance.

Sorochan said the advantage of that set-up is that it transfers some of the risk onto the private sector. But a public-private partnership is not economically viable for a fibre-optic link to Juneau, according to one of the

reports.

“Because of the small size of the project, it wasn’t a big surprise that it didn’t provide value for money,” Sorochan explained.

That means that if the government were to build that line, it would have to bear the full cost and all of the risk. That’s not something the government wants, Sorochan said.

“This government’s not interested in directly... owning and competing with the private sector.”

Still, the Juneau line offered the possibility of competition with Northwestel, which the Dempster line does not. Under the proposed arrangement for the Dempster link, Sorochan said, Northwestel would own the line, though the government might retain some rights to use it in the future.

Martin Lehner, co-owner of local Internet technology company Orange Technology, said the decision to let Northwestel own the line will discourage any future competition. “(This) solidifies their monopoly within the marketplace for pretty much the foreseeable future,” he said. “It’ll be very difficult for a third party to come in at this point and bring in a third line and try and compete with them.”

Lehner also worries that peo-

ple have the wrong idea about what a second fibre line will mean for their Internet service.

The new link will prevent territory-wide outages that occur when the existing line is cut, he said. But many of the networks he manages experience several short Internet outages every day.

Sometimes, he said, a network can go down for a few minutes a dozen or more times in a day.

Lehner said those problems are related to “last-mile delivery,” which won’t be improved by the construction of a new fibre-optic line.

“I would venture to say that a lot of Yukoners think this will drastically improve their Internet service... and that’s not necessarily what the case will be.”

Still, Northwestel spokesperson Adriann Kennedy said the new fibre line will not drive up consumer rates. The company already operates a microwave line between Dawson and Inuvik that has its own maintenance fees. Kennedy did not confirm whether the cost of maintaining a new fibre line will be similar to existing costs for the microwave line.

But she did say that “consumer costs wouldn’t go up as a result of the Dawson Highway fibre line construction.”

Guelph artist Annie Dunning’s show, Sapsucker Sounds, which explores sounds made by “decoding” marks made by a woodpecker, is on display at the ODD Gallery in Dawson City.

The emphasis on listening comes through in “Sapsucker Sounds” when a visitor triggers “Record,” and then a few seconds later, the companion work “Sign” repeats the sound. This call-andresponse happens every time, but loud, sharp rat-a-tat-tat still makes most people jump.

Dunning has been thinking about human-nature relationships for ages. In 2010, she exhibited “Foolproof Four,” a show named after the four mushrooms that most people can identify (and eat) without accidentally poisoning themselves. For this project Dunning imagined superhero versions for the morel, shaggy mane, puffball and sulphur shelf mushrooms.

She has also created sound art by working with pigeons. For her 2007 work “Air Time,” Dunning spent time on Salt Spring Island, B.C., with Timothy Hume, who happens to care for about 300 homing pigeons. Part of her interest in pigeons is that they’re the oldest domesticated creature

apart from dogs.

“They were his pets, and he knew the pedigree of each one and their abilities and which ones were good at what,” Dunning recalls. “I had made all these tiny lightweight flutes out of things like bits of bamboo and gourds and desiccated orange peel. So we mounted these flutes onto their tail feathers and then as we released them and they flew, the air would pass over the aperture of the flute and they made this sound.”

Where another artist might turn to books or music for inspiration, Dunning says she looks to environmental science when she is hungry for new information.

“Right now I’m doing a residency at the School of Environmental Sciences at the University of Guelph, so I have really great access to some pretty diverse and bizarre projects,” she smiles.

In particular, she’s been working with a scientist who studies soil. “He collects core samples of soil and they’re in a plastic

tube,” she explains. “One of the instruments he uses is a 3-D X-ray, it’s like a CAT scan of the sample, so they can analyze air space compared to the density of it. So he helped me take a 3D scan of a snail shell that I’m looking at for a new project that I’m working on, imagining that small structure as an amphitheatre in miniature.

“So usually it’s one particular detail about the creature or its relationship to humans that catches my attention, and then I start finding different ways to look at that idea. In the case of Sapsucker Sounds it was the woodpecker using the metal object to possibly increase its territorial range.”

“Sapsucker Sounds” is an elegant human translation of marks made by a bird in conversation, or maybe even a bird just looking for lunch. The show runs at the ODD Gallery until December 19.

If you frequently exchange emails with another person and begin to realize they respond quickly to what is important to them and take forever if it is not â&#x20AC;&#x201C; i.e., it is important only to the sender â&#x20AC;&#x201C; it is offensive and inconsiderate.

GENTLE READER: It seems to Miss Manners that we already had an instrument that interrupted others and demanded that they give us their attention this instant.

That was what the telephone did before we realized how annoying it was and built in some protection, or even stopped using it. Please do not attempt to impose this demand on a convenient way of getting to people quickly without compromising their ability to sort their messages for degrees of urgency.

DEAR MISS MANNERS: This year my adult children are refusing to attend Thanksgiving or Christmas dinners because my dear cousin, who always hosts, doesnâ&#x20AC;&#x2122;t start cooking until we have arrived.

This means about two or three hours of snacking, drinking cocktails and making conversation before dinner is served. She always provides delicious hors dâ&#x20AC;&#x2122;oeuvres and wines, but by the time dinner is ready, we are all ready to go home.

My cousin takes great pride in hosting these meals, and after 50 years of eating Thanksgiving turkey together, I really donâ&#x20AC;&#x2122;t want to hurt her feelings. We could all come up with various excuses not to come ... frail elderly mother, new baby, and so forth.

Somehow I think we would all be losers by doing this, losing the pleasure of being together with family and hurting my cousinâ&#x20AC;&#x2122;s feelings.

I hope you can help me find a way to talk to her about the prob-

lem, and let her know that her approach to hosting is driving all of us away. It seems like she will get her feelings hurt no matter what I do, but I have to do something, because my daughters and their partners are going to be so very obviously absent.

GENTLE READER: Instead of using elderly mothers and new babies as excuses not to come, you might use them instead as excuses to help set time limits.

Tell your cousin that you all love coming to her house for the holidays, but that unfortunately it is too much for some family members to make it an all-day event. (Maybe the first time after saying so, offer to come early to help with the preparations and invite the others for a little later.

Then you can have a firm hand and eye on the timing.)

Miss Manners sympathizes with your plight and commends your patience not only with your time, but also with your digestive system. It is not easy to eat and drink for three hours before finally sitting down to eat and drink.

It may just be that your cousin enjoys the extra time spent with family on these occasions. If you show that you enjoy it too, but also want to be respectful of othersâ&#x20AC;&#x2122; time, she will likely be much more amenable to your concerns.

DEAR MISS MANNERS: I was just wondering why the blade of

a knife faces in toward the plate and not out?

GENTLE READER: Throughout the noble history of etiquette, there has been concern, to the point of alarm, about the possible misuse of table knives.

It was bad enough that for centuries before the widespread adoption of the fork, people used to spear their food on the tips and introduce the knife into the mouth. But they might also be tempted to use knives for murder or, worse, picking their teeth.

Thus there have been various rules passed in an effort to tame such instruments, such as blunting the tips (a French 17th-century dictum) and turning the sharp part in. If you have never been attacked by a dinner partner, Miss Manners trusts that you will see the wisdom of this.

DEAR MISS MANNERS: My husbandâ&#x20AC;&#x2122;s cousin has just sent out the third save-the-date card in the last four years. The last time was for a destination wedding. This time it is for a winter wedding.

Each time, the family does showers or donates money to help out. But there are never any weddings or any discussions about broken engagements, or any gifts or money returned.

Am I obliged to help out or attend yet another pre-â&#x20AC;?weddingâ&#x20AC;? money grab? How can I extricate myself politely?

or the second year in a row, Yukon will be represented by figure skaters at the national championships.

Whitehorse’s Rachel Pettitt and Bryn Hoffman qualified for next month’s nationals with top10 placings at the Skate Canada Challenge in Edmonton on Thursday.

“I’m so excited,” said Pettitt. “I just have to get back to training and hopefully peak by the time nationals come.”

Last season Pettitt became the first Yukon skater to win gold at national championships and at the 2015 Canada Winter Games while in novice women.

Now in junior women, the 16-year-old took ninth place out

of 54 skaters in Edmonton.

“It was another learning experience for me,” said Pettitt.

“Going into my short I felt very nervous, even for my practices and my warm up. But I managed to loosen up a little bit in the long. Overall I’m pleased with how I skated.”

Pettitt, who skates for Yukon’s Arctic Edge Skating Club but trains in Kelowna, scored 43.99 for 11th in her short, 76.72 for eighth in her free, for an overall score of 120.71 – about 10 points off her personal best.

She also placed third for skaters in the B.C./Yukon section at Challenge.

“In my short I had a few mistakes, but I managed to get all my difficult elements done,” said Pettitt. “I didn’t have any falls or anything, it was just not the best I could have skated it.

“In my free program I pretty much landed all my jumps – I slipped out of one. Unfortunately I had an invalid element, so I lost six points, so that wasn’t the best.”

Hoffman and Albertan skating partner Bryce Chudak punched their ticket for next month’s nationals with a fifth-place finish in junior pairs.

The two placed fourth at International Skating Union Junior Grand Prix competitions in Colorado and Poland this season.

“It definitely wasn’t what we were hoping for,” said Hoffman.

“We went into this competition coming off a super high from both our grand prix. We were ranked the top international Canadian team …

“It wasn’t the finish we were disappointed with, but we didn’t skate nearly as well as we had

been training or how we skated at competitions previously.”

Hoffman and Chudak, who train in Calgary, scored 43.90 in the free, 74.94 in the free for a combined score of 118.84.

They placed seventh at the 2015 National Skating Championships in January.

“We plan to keep training and we’re going to work with our sports psychologist and our coaches to try to figure out what went wrong, what we can do better and improve for nationals,” said Hoffman. “We have high goals for nationals and we want to accomplish them even though Challenge didn’t go as planned.”

Hoffman, 18, also competed in junior singles, finishing 39th and will not compete at nationals in the category. She posted a combined score of 91.08.

It didn’t help that her free was her fourth performance in two days with both pairs programs falling between her short and free for singles.

“That was only my second singles competition of the season because I took time off singles when we were doing internationals for pairs in Colorado and Poland,” said Hoffman. “I’m disappointed with that result, but my main focus this season has been pairs, so I’m not super upset with that one.”

Arctic Edge’s Mikayla Kramer skated in her first Challenge competition last week.

The 13-year-old placed 21st out of 60 skaters in pre-novice ladies, a division not held at

nationals.

“I was just going to have fun,” said Kramer. “At the beginning of the season I didn’t even think I would make it to Challenge, so I was just so happy that I made it.

“I was going for around 18th place, but the positions didn’t really bother me.”

Kramer registered a 29.19 for 22nd in her short, 50.47 for 21st in her free, for an overall score of 79.66.

She qualified for her first Challenge with a fourth-place finish at the B.C./Yukon Section Championships last month with a score of 91.49.

“I did skate better at sections, but sections was the one that counted for me to go to Challenge. But I was till very happy with my skate at Challenge,” said Kramer.

“It was so much fun and the best part was probably meeting two Olympians afterwards,” she added, referring to Canadian Olympians Kaetlyn Osmond and Gabrielle Daleman.

The 2016 National Skating Championships willl take place Jan. 18-24 in Halifax.

It won’t be the first time Pettitt and Hoffman compete in Nova Scotia. They represented Yukon there at the 2011 Canada Winter Games.

here was an abundance of tired legs by the end of the 2015 Whitehorse Minor Soccer Toonie Tournament at the Canada Games Centre over the weekend.

Thirty-six soccer teams hit the indoor pitch in three divisions at the tournament, many playing four or five matches on Saturday

Creative Works ‘pitch’ perfect Creative Works Psychological Services accomplished one thing none of the other 35 teams in the tournament could. They didn’t drop a match.

The Creative Works squad went undefeated to claim gold in the U11 division.

They capped the run with a 4-1 win over General Enterprises in the final.

“They play very well as a team, they are great at passing the ball and communicating,” said Creative Works coach Mark London.

“As coaches we try to yell out instructions, but I think if we didn’t even speak they’d still win the game on their own anyway.

“They’re a great team unit.

They all like each other, respect each other, so it’s great. It’s a real pleasure to coach this team.”

Having a sharpshooter like Kade Bringsli on the team always helps. Bringsli scored his team’s first three goals in the final – two on tight angle shots. Teammate Max Wanner popped in the fourth.

General Enterprises’ Jordan Stevens scored to make it 3-1 in the second half.

Tim Hortons grabbed the bronze with a 5-4 shootout win over Robert Service Campground.

The Whitehorse team will also host the Port Hardy North Island Capitals, a senior AA team from Vancouver Island, on Jan. 8-9 and then the Powell River Regals Jan. 22-23 – the same weekend Whitehorse hosts Rogers Hometown Hockey.

By reaching the magic number of six regular season games, the Huskies will qualify to play for the Coy Cup – British Columbia’s AA championship trophy.

“We’re excited. The boys have been working real hard,” said Michael. “For a while there we weren’t sure what was going to happen with the season, weren’t sure if we would find teams. Our GM and our board spent a countless amount of hours to find us teams to play, and now we’re finally going to get to hit the ice and show off what we’ve been working on.”

Tickets for this weekend’s games can be purchased for $10 at Sport Yukon, Goody’s Gas, Casa Loma, Kopper King, The Ridge Pub, Sandor’s and the Takhini Arena’s concession. Tickets will also be available at the door. Kids under six are free.

The puck drops at 6:45 p.m.

Saturday and 4:30 p.m. Sunday.

Smallwoods nab fourth mixed doubles curling title Tom Patrick News Reporter

W

hitehorse’s Robert and Jody Smallwood are going to nationals …

again.

The husband and wife team won the Yukon Mixed Doubles Curling Championships a fourth year in a row on Sunday at the Whitehorse Curling Club.

“We found our mojo and kept on going,” said Robert. “We made a little change in the way we were doing it. Jody was throwing first and last rocks and I was throwing three rocks in between and we had never done that before.

“We did that after we lost our first game – changed the way we were doing it – and carried on like that and it was successful …

My wife didn’t want the pressure of throwing last rock, but she did pretty good.”

Team Smallwood swept up the Yukon title in dramatic fashion, forcing a tiebreaker with an 8-2 win over Team Balsam on Sunday.

They then defeated Team Balsam – skip Herbert Balsam and third Corrine Delaire – 11-2 in the tiebreaker late Sunday evening. It was also the fourth year in a row Team Smallwood denied Team Balsam the title.

The Smallwoods scored four in the first end and four in the sixth, at which point Team Balsam decided to call it a game and shake hands.

“All it takes is one crucial missed shot on the other team and bang, you’re hitting for four,” said Robert.

Last year the championship had only Smallwood and Balsam compete, but this time there was a third with Team Thom, featuring skip Greg Thom and third Charmaine Thom.

Team Thom went winless with four losses, but almost took down the Smallwoods on Saturday.

“It wasn’t easy this year – it hasn’t been easy any of the years – but it was nice to see Charmaine and Greg Thom throw a team in,” said Robert. “It was their first time and they did really well. They had us on the ropes for a while, but we came back in the later ends.”

The mixed doubles championship was originally supposed to take place in Atlin, but the Atlin Curling Club decided not to commit to hosting duties over concerns the ice wouldn’t be ready.

The Smallwoods will now represent the territory at the

Canadian Mixed Doubles Curling Championship beginning late March in Saskatoon, Sask. They reached the quarterfinal at their first championship in March of 2013.

“That was the first year (we went) and after that it’s been getting more competitive; they are getting better curlers at the nationals,” said Robert.

“I think with the switch we made, it’s going to work out OK. If I’m on top of my game, I think

Robert and Jody have plenty of experience donning Yukon purple and black on the national stage.

Last month the Smallwoods represented Yukon at their third consecutive Canadian Mixed Curling Championships. They, along with Yukon teammates Nicole Baldwin and Wade Scoffin, placed eighth at the championships in Toronto for the best finish on record for a team representing Yukon.

Robert was also the winning skip at last season’s Yukon Men’s Curling Championship and went on to compete at his third career Brier – the Canadian men’s curl-

ing championships.

He’ll try to pull off the feat again this season with his new men’s team of Jon Solberg, Clinton Abel, Scott Odian, and fifth player Dave Rach.

“We’ve had to use (Rach) quite a bit this year,” said Robert. “He’s probably curled more game than all of us.”

The winning mixed doubles team at the 2016 Canadian Mixed Doubles Curling Championship will go on to represent Canada at the World Mixed Doubles Curling Championships this April in Karlstad, Sweden. The first mixed doubles world championship was held in 2008.

Yukon schools high kick it at Arctic sports championship

E

very year the Yukon Arctic Sports Inter-school Championship becomes a bigger deal, with what seems like higher kicks and bigger jumps.

The fourth annual event once again saw a record turnout, with an estimated 180 students from 15 schools, Grade 1 to 12, competing last Wednesday to Friday at the Kwanlin Dun Cultural Centre.

“We are doing a lot of work in the schools and now we are teaching the teachers how to do it in their schools on their own,” said Gael Marchand, executive director of the hosting Yukon Aboriginal Sports Circle.

“And we expanded the format. Now we are three days of competition instead of two.

Now there is more time and they know they can bring kids … And there are more communities: Pelly (Crossing), Carmacks, Teslin, Carcross, Ross River. Usually we have two or three, this year it’s more like four or five.”

The final day of competition was the high schoolers’ time to shine. F.H. Collins Secondary placed first in the team event with 103 points, well ahead of Porter Creek Secondary with 37 Michelle and Seth Strange demonstrate the ear pull.

Vanier’s Fayne O’Donovan made it three in a row on Friday. After winning the junior girls overall title the last two years, she placed first overall in the senior girls division this year.

“I actually mostly got silvers. I got silvers in everything, except the one-arm (reach) I got first and on seal hop I got third,” she said.

O’Donovan managed to post a score of 136 centimetres for gold in the one-arm reach.

“That’s one I tend to do well at.”

O’Donovan has also competed internationally in Arctic sports. The multi-time Yukon gymnastics champion represented Yukon at the 2014 Arctic Winter Games, winning two silver and two bronze.

“This is probably my last year competing in it so it was nice to end on that high note,” said O’Donovan. “My family and I are moving to Vancouver and they don’t really have Arctic sports down there.”

Other high school division winners include F.H. Collins’ Kuduat Shorty in senior boys, F.H. Collins’ Reena Coyne in junior girls and Porter Creek’s Riel Scarff in junior boys.

Shorty and Coyne also picked up fairplay awards on Friday.

Doug died suddenly of heart failure in Tucson, Arizona leaving his wife Judi, son Robin (Fiona) and daughter Kaitlyn. He is remembered with great love by his family and many friends. He will be cremated and his ashes scattered in the places he loved.

There will be no memorial service. Please remember and celebrate Douglasâ&#x20AC;&#x2122; life in your own way.
