Business Beat: Christmas shopping for the Kidz IMOGEN WHALE

Special to the Review Revelstoke is home to some incredibly diverse kids’ stores. With Christmas (and Hanukkah and a multitude of other cultural celebrations) right around the corner, this comes in very handy.

Kidz on Main is one such shop. Dedicated to offering quality products, as well as being an active member in community giving, Kidz came into being twelve years ago when Marie and Trevor Marback became grandparents.

Inspired by their own grandchildren, they wanted to offer the community a store that provided clothing for children and infants, along with toys and necessities, all at the level of quality that they would want for their own family.

It was the right move; Kidz on Main has been a Revelstoke staple ever since. They started as Quite the Pair on First Street, opened a baby clothing store nearby, and eventually merged the two into Kidz on Main, on Mackenzie Avenue.

In fact, the Marbacks’ just received a ‘Best of Business’ award from the Kootenay Business Magazine. The store is packed with everything from snowsuits to fleece underlayers, mitts to underwear, and from jerseys, clothing, dance outfits, sleep sacks, to infant swings.

Marie Marback has some great advice for those searching for unique gift items.

“There is a PJ trend,” Marback says, “of giving PJ's, usually onesies, on Christmas Eve. Kids love it!” If you aren't sure of the size needed, Marbeck suggests trying a funky hat, adorable plates and cups, or wall designs.

“Educational toys are great,” Marback says. “We carry a lot of them, mostly for the ages of infant to about six. We have all sorts of sorters in animal and other shapes and stacking toys and puzzles. They're great gifts because children have fun, but they're also working on their motor skills and memory.”

Marback is also big on the importance of imagination play. “Things like dress up, puppets or the sticks horses that kids pretend to ride are fun to give and receive,” she elaborates.

But be warned not to go overboard with gifts wherever it is you choose to shop. “Get quality over quantity,” Maback suggests. Tears over many broken toys, rather than joy playing with one solidly made one, is no fun for anyone.

When not helping shoppers, the Marbacks’ dedication to the community is apparent in the multiple groups they help out with. From donating to a local pyjama drive and offering several new coats to Project Winterskin's coat collection for incoming refugees in Calgary, the Marbacks put their money where their mouth is.

“We want to help anywhere we can with kids who don’t have opportunities otherwise,” Marback enthuses. “After all, that's what community is all about.”

City holding info session on Big Eddy Water Works

Transport Canada conducts second search of CP Rail HQ for Greeley incident documents

alex.cooper@revelstokereview.com Transport Canada conducted a second search of CP Rail's Calgary headquarters in connection with a February incident in which a train was parked without brakes east of Revelstoke.

Transport Canada is investigating CP Rail for allegedly ordering that a train be left on the tracks without the brakes in place on February 15, the night running trades workers went on strike.

A search warrant obtained by the CBC in June alleged that Mark Jackson, the former superintendent of the Revelstoke division, ordered the Train 401 be left parked at Greeley, about 10 kilometres east of Revelstoke, without the brakes applied.

In September, Transport Canada investigators were in Revelstoke to examine the track in the Greeley area.

The latest information stems from a search warrant that was provided to the Review by the CBC. In it, a Transport Canada inspector asked for access to CP Rail time sheets in order to determine who was the rail traffic controller that was on shift when the directive was issued.

The warrant accuses CP Rail, Jackson, and one or more rail traffic controllers of violating the Railway Safety Act by contravening an emergency directive issued by Transport Canada on October 29, 2014, that required all parked trains be secured with hand brakes.

by Alex Cooper, Revelstoke Review file photo The directive was formalized and strengthened last summer when Transport Canada approved revisions to Rule 112 of the Canadian Railway Operating Plan, said Transport Canada in an e-mail to the CBC. "The new rules provide industry with a comprehensive handbrake application chart to respond to various operating situations, which once applied, must be confirmed by another employee with the appropriate level of knowledge," wrote spokesperson Roxanne Marchand.

"In addition, railway equipment must be secured by additional physical measures listed in the rules."

Rule 112 sets out the number of hand brakes that must be applied depending on the weight of the train and steepness of the grade.

Investigators were also looking for a copy of the track profile to determine the grade of the track the train was left on.

CP Rail said they were cooperating with investigators and would not comment while the investigation was ongoing.

The incident came on the heels of the July 2013 Lac Megantic disaster, when a runaway train that was left without brakes rolled down the hill into the heart of the small Quebec town, exploding and killing 47 people.

A public information meeting on future of the Big Eddy Water Works is being held later this month.

The City of Revelstoke scheduled the meeting for Monday, Dec. 14, at 7 p.m. at the community centre.

The meeting will include presentations by Interior Health and the city, and a chance for the public to ask questions of staff from both agencies and the Big Eddy Water Works board.

After, property owners will be given petitions they can review and sign if they support the Big Eddy Water Works being taken over by the city.

To establish a local service area for the Big Eddy water district, owners of 50 per cent of the properties representing more than half the land value in the Big Eddy must agree to the take over.

The petition will then go to council, who will vote on establishing the local service area.

The Big Eddy Water Works is in need of $5.6 million in upgrades to bring water quality up to Interior Health standards, and fire flow up to city standards.

In July, the Federal government announced it would provide about $1.9 million towards the project, with the province contributing the same amount and Big Eddy residents expected to pay the rest.

The cost to each property owner will be determined using a levy based on the frontage of each parcel of land, similar to the city's sewer frontage tax, said Mike Thomas, the city's director of engineering.

More information on the levy will be provided at the meeting.

Snowmobiler stabbed following late-night altercation ALEX COOPER

alex.cooper@revelstokereview.com A Saskatchewan man was stabbed in the back and another was cut in an altercation between two groups outside the 7-Eleven in Revelstoke early Friday morning.

RCMP say the incident happened on Friday, Dec. 4, at around 2:30 a.m., when five men from Saskatchewan here on a snowmobiling trip were attacked by a group of 12 men.

"We don't know what started it," said

Cpl. Thomas Blakney of the Revelstoke RCMP. "We're trying to determine that."

Police believe the altercation started in front of the Traverse night club and eventually spilled over to the Lordco parking lot, and finally to the 7-Eleven, with the two groups arguing back and forth along the way.

At the 7-Eleven, the incident escalated and a 36-year-old from Saskatchewan was stabbed in the back, while another received minor cuts to his hands and face.

The man believed to responsible for the stabbing is described as a white male, about 5'8", with short hair and a goatee. He was wearing a grey zip-up hoody and blue jeans.

Police are interviewing witnesses at the bars in town and the 7-Eleven, and are reviewing security footage in the hopes of locating the assailants.

Police did interview the Saskatchewan men, one of whom reported the alleged at-

tackers said, "Get out of our town."

"We want to find out what's going on," said Blakney.

Jay Wellstein, the manager of the Traverse, told the Review they had a calm night on Thursday and that they reviewed their security footage and no one matching the suspect's identity was seen. The incident took place after they closed for the night.

Doctor wasn't there when needed Editor, I just lost my husband to cancer and I just can't say enough about the wonderful nurses and doctors at this hsopital.

That is, all but one doctor, the one my husband thought was his doctor. The one that told him to phone or come in at any time with his questions – he had a lot, the doctor was never there.

My husband saw him once, when we first came home from Yuma in April. Never again. This was a doctor he respected and trusted, as you should your doctor. I know all doctors need their down time, but six months when your patients rely on you (their doctor), I really think it's time to make a commitment one way or another.

I know I'm not the only one in town feeling this way. Maybe you really should be working at a medical drop-in where you only see patients on a random basis

— no caring involved.

DID STAFF SERVE COUNCIL WELL ON HIGHWAY MALL APPLICATION? Editor, Democracy works! In this instance, a bit like sausage making. What can we take from this now terminated process? It appears that one or two councillors rolled up their sleeves and started digging.

Did city staff serve council and the citizens well? I submit it did not. It is staff’s job to advise council on compliance of a proposal with city bylaws, the Official Community Plan, etc… I respectfully sug-

CORRECTION In the column City botched the Revelstoke Crossing process in the Dec. 2 issue of the Review, an error occurred. The article contains incorrect information regarding the process taken for the Revelstoke Crossing shopping centre development.

I wrote the city rushed the approval process and skipped a step used for other re-zoning bylaws by not asking council for permission to proceed to first reading. I erred in this regard. City planner Dean Strachan did ask council for permission to proceed on July 14, and first and second reading took place at the next council meeting on July 28.

I also questioned why the city didn't have the developer produce an infrastructure impact study. In fact, this was done when the original development zone was created in 2009 and was reviewed by Hall Pacific, the developer of the shopping centre.

I stand by my opinion the city rushed the process, but these errors resulted in unfair accusations against city staff, which I regret making.

I apologize for these mistakes and any harm they caused.

They were the result of writing too close to deadline and not doing a proper job editing and fact-checking. I apologized personally to Mr. Strachan.

Reading the OCP and the resort master plan should have been a prerequisite for anyone hired in planning, development and engineering, and for the CAO. That’s probably two days of solid reading!

Anyone with some development or business experience with real estate could crunch the applicant’s touted numbers and determine that they did not make sense. Either the developer was inexperienced or something was amiss. In any event, some diligent citizens and councillors got the job done. Kudos to them.

Now it’s time for staff to earn its keep in the future.

the resort, however they were placed on a boil water advisory by Interior Health and have been given until 2018 to resolve the issue. Other properties in the area use private wells.

City policy requires properties to become part of the city in order to access city water and sewer.

Earlier this year, 15 of the 23 property owners agreed to explore annexation and accessing city sewer and water, while the rest could not be reached.

However, annexation would be contingent on establishing a local area of service — something that would need approval by both the residents and council.

The City of Revelstoke has budgeted almost $1 million to extend the water and sewer lines into the neighbourhood, an amount that would be paid back by the property owners over a number of years. How that figure would be divided amongst the residents remains to be determined.

The Thomas Brook water users have formally asked to be annexed to the city, but the request is conditional on reaching an agreement for the city to extend its water system to the area.

RCMP say the crash happened when a westbound vehicle crossed the centre line and crashed into an oncoming tractor-trailer 18 kilometres east of Revelstoke on Monday, Nov. 30, at about 8:30 p.m.

In accordance with the requirements of the Province of British Columbia's Community Charter, Revelstoke City Council hereby gives notice of its intention to lease a portion of the building located at the Revelstoke Community Centre to the Senior Citizens' Association, for a five year term commencing on the 1st day of January 2016 and terminating on the 31st day of December 2021. Zoning Amendment Bylaw No. 2091 The purpose of the Bylaw is to amend the City of Revelstoke Zoning Bylaw No. 1264, 1984, to create a new vacation rental subzone titled Rural Residential 2 Hectare Vacation Rental District (RR2v) in order to permit vacation rental use.

Revelstoke City Council intends to provide assistance to the Seniors Citizens' Association for leased property in the Revelstoke Community Centre. The Association will pay rent in the amount of $1.00 per year for a five year term which is less than fair market value rent.

Major work needed to fix siding on new schools ALEX COOPER

alex.cooper@revelstokereview.com Scaffolding has gone up around Revelstoke's two new schools due to concerns about the siding on the buildings.

"Issues related to the exterior siding installed at both Revelstoke Secondary School and Begbie View Elementary have been the subject of review," wrote school district superintendent Mike Hooker in a report to the Board of Education. "It has become apparent that Graham Construction needs to undertake immediate remedial action on the siding, which may take us into the spring of 2016."

The problems were first noticed when cracks started showing up in the big red panels on the sides of the schools, said Hooker. Further investigation revealed

potential widespread issues.

"We don't have a full report on whether it's the siding, the installation, or the manufacturing," Hooker told the Review.

"What we do know is there's a problem with it. They refer to the integrity of the siding in terms of long-term sustainability."

Graham Construction was contracted to design and build the new schools.

While the buildings have been widely praised for their bright, open spaces and attractive designs, the school district has yet to sign off on the project's completion due to several outstanding warranty and deficiency issues — the siding being perhaps the most significant.

Hooker said the issue wasn't a safety hazard, but that the scaffolding was put in place as a precaution, "so people could

work on it during the school day."

Several of the red panels on the schools have already had to be replaced, said Hooker, but now Graham is worried the problem is larger in scale.

"We've known aesthetically there's been issues, but now they're saying on a bigger scale they have to deal with it in the long-term," he said.

Graham, as a design-build contractor, is responsible for all the costs associated with the work.

"This is a huge task they've had to take on," said Hooker. "I guess we're lucky in that the project is not complete and Graham is being very responsible to ensure we get a quality product.

"They're not going away until we're satisfied."

Revelstoke RCMP are asking for help after an Alberta man went missing while snowmobiling near Revelstoke last weekend.

Police are looking for Travis Allen Brown after he failed to return from a day of snowmobiling solo on Saturday.

According to the RCMP, Brown told a family member he was going snowmobiling by himself at around 10:30 a.m. on Saturday, Dec. 5. His family tried to contact him later that afternoon, but his phone was turned off and went straight to voicemail.

The next morning police were notified of a red 2006 Dodge Ram truck that was left in the Boulder Mountain parking lot. A search revealed it was registered to Brown.

On Monday, Brown had not returned to his home in Drayton Valley, Alberta, so police were notified and he was reported as missing.

He is described as a 42-year-old white male, 185 centimetres tall, weighing 77 kilograms, with blond hair and brown eyes. He was believed to be wearing a bright green Helly Hansen snowmobile outfit with a green leaf pattern on the jacket. He would have been wearing a motocross-style helmet, with green camo goggles and riding a red and white 2014 Polaris RMK. Revelstoke Search and Rescue are involved in the search.

Christmas Hamper program enters 15th year helping families

“It was kind of that downturn in the economy,” Larson said.

While that economic downturn happened more than five years ago, it may be responsible for the continued increase in community and businesses supporting the Christmas Hamper Program in Revelstoke. Even this year, businesses are jumping on board to support the program for the first time.

There are many, many ways you can help out, whether its through one of the schools, by attending a fundraiser or by donating directly to the food bank or indirectly through one of the many businesses in town.

The most needed items are: Cans of tuna, salmon, ham and other meats; pasta, pasta sauce and tomatoes; chunky soups, meal in a tin (i.e. stew); breakfast cereals, pancake mix and syrup; fruit juice and canned milk; canned vegetables and fruit; peanut butter/jam; baby food, cereal and diapers; toiletries such as toothpaste, shampoo and soap; laundry detergent; and pet food, dry or canned.

The food bank is also collecting for its annual Christmas Hamper Program. They are looking for items such as toys, books, and games; gift boxes of cookies, tea or coffee; specialty foods, calendars, magazines, candles, napkins, kitchen towels, gloves, scarves, socks, blankets, backpacks, backpacks, movie bucks, and gift cards from any local store.

The Review is compiling a list of ways to help the Community Connections food bank and other programs over the holidays. We'll update it as more come in. Note that all donations go to the food bank, unless noted.

New electronic speed signs that activate in bad weather to reduce the speed limit are now being installed on stretches of the Trans-Canada Highway near Revelstoke, the Sea-To-Sky Highway and the Coquihalla.

The province committed to the variable speed zones at the same time it decided to raise the posted maximums to 120 km/h on portions of the Coquihalla, and to 100 km/h on much of the Seato-Sky Highway and the Trans-Canada.

The 47 digital signs are to go live in early 2016 and when they're activated the dialed-down limit will be enforceable by police.

The province had promised the digital signs would be in place for this winter, but with two to three months of testing still required, winter may be mostly over on the Highway 99 section by the time they're working.

An extensive system of traffic, pavement and visibility sensors will be calibrated to detect challenging conditions – whether it's extreme cold, freezing rain or heavy snowfall – and provide a recommended speed to operations staff, who will update the maximum speed shown on digital signs.

Overhead message signs at the entrance to each corridor will tell drivers they're entering a variable speed zone and to be aware of changing weather conditions.

The transportation ministry is spending $12.5 million to install and run the three pilot systems.

Officials hope the pilot project will spur more drivers to reduce speed in severe winter conditions and save lives.

Police say they're developing procedures to fairly enforce the variable limits and ensure drivers have seen the signs before being tickets are issued.

"There's huge challenges from the enforcement side," Delta Police Chief Neil Dubord, who chairs the traffic safety committee of the B.C. Association of Chiefs of Police.

"We have to be absolutely coordinated with the province when they're turning them down."

Dubord said variable speed zones will help mitigate the risk from the increased speed limits, which he said police chiefs still have qualms about.

"We would still like to have seen the speeds stay where they were, on the Coquihalla especially," Dubord said, adding speed remains a major contributor to fatal crashes.

Crews are installing 16 variable signs on the Sea to Sky from Squamish to Whistler, 13 on the Coquihalla from Portia interchange to the old toll plaza, and 18 on Highway 1 from Perry River to Revelstoke.

Dubord said he had hoped to see the signs activated sooner.

"We're already getting some good snows on the Coquihalla so it would be nice to have it up there already."

Roma Threatful is the Citizen of the Year ALEX COOPER

alex.cooper@revelstokereview.com Roma Threatful was unable to hold back her tears as she talked about why she was so devoted to the Girl Guides program.

"My mom died when I was 10 and the ladies that were my leaders, they stepped in," she said, while wiping away her tears.

Her mother was a Brownie leader and the support of her colleagues helped Roma get through that tough time.

Now, Threatful has been involved with the Girl Guides for 38 years — 10 as an kid and 28 as an adult. She was honoured for her dedication by being named the 2016 Citizen of the Year by the Revelstoke Rotary Club last week.

It was her second honour in recent weeks — she also received a Community Spirit award for her volunteer work at the Volunteer Fair last month.

Threatful's two daughters — Andrea and Terilane both joined the program.

Roma became involved as a guide leader when Andrea was in the program. When Andrea was five, she broke her arm, so Roma came out to help her with the activities. She has stayed with it ever since.

"It's just a fabulous program," she said.

"It gives the girls an opportunity to see they can do anything. They have strong role models."

She sees it as a place where girls can be girls, and be mentored by older youth and women.

The Revelstoke Community Foundation celebrated Giving Tuesday last week, providing three charitable donations on behalf of local residents. The foundation held a contest in November asking people what they thought would make Revelstoke a smart and caring community. It stemmed from a challenge by Governor General David Johnson for Community Foundations across the country to establish a Smart & Caring Fund in time for Canada's 150th birthday in 2017.

The winners of the contest were Jackie Morris, who had $1,000 donated to Bear Aware; Collette Poirier, who donated her $500 cheque to the North Columbia Environmental Society; and Gavin Richardson, who donated his $500 to the Revelstoke BC Congregation of Jehovah's Witnesses.

Obituaries Alan Bennett Baird

Mr. Alan Bennett Baird passed away at Queen Victoria Hospital, Revelstoke on Monday, November 30, 2015 at the age of 87 years.

There will be no formal funeral service at Alan’s own request. In lieu of flowers, memorial contributions may be made to the Queen Victoria Hospital Foundation, c/o Bag 5000, Revelstoke, B.C., V0E 2S0 in memory of Alan.

Alan was born on October 21, 1928 in New Westminster, B.C. He and his family came to Revelstoke around Christmas of 1964 moving here from Penticton. Alan had a long career with CP Rail and had worked in various communities through southern B.C. He enjoyed the simple things in life and was content to be farming, woodworking or relaxing with some bird watching. Alan had spent a lot of time with his granddaughter and valued that special relationship.

He was predeceased by two sisters and one brother and is survived by his loving wife of 59 years, Pauline; two daughters: Cathy and Vicki Baird all of Revelstoke, granddaughter, Aleasha (Jesse) Robert-Whiteside and great granddaughter, Zoe all of Calgary; brother, Arnold Baird of P.E.I. and Carolyn Sharon of Chilliwack as well as numerous nieces and nephews.

The Revelstoke Grizzlies finished the weekend where they started — stuck in fourth place in the Doug Birks division, well back of third, but well ahead of last spot.

The Grizzlies played the two teams closest to them in the standings. On Saturday, they hosted the last place Sicamous Eagles at the Forum, and on Sunday they were in Chase to play the Heat.

On Saturday, Ryan Pereverzoff and Brady Mende led the Grizzlies to victory, picking up three points each in the team's 4-2 win over the last place Eagles.

Pereverzoff kicked things off with a goal 5:28 into the game. Ethan Waitzner made it 2-0 Revelstoke with a power play goal seven minutes later.

The Grizzlies maintained their two goal lead through the second period, then broke the game open with two goals 17 seconds apart with around eight minutes to go in the third. Tommy Bodtker scored the first goal, while Kyle Berry followed up with an unassisted effort.

The Eagles spoiled Aidan Doak's shutout bid with two goals in the final 5.5 minutes, however Revelstoke was able to emerge with a 4-2 victory. Pereverzoff had a goal and two assists, while Mende picked up three assists in the win. Doak made 30 saves in the Grizzlies' net.

On Sunday, Revelstoke travelled to Chase for a game against the Heat, who beat the Grizzlies

Tommy Brown opened the scoring for Chase with a power play goal halfway through the second period. The Heat blew the game open in the third, with three goals in a five minute span — one on the power play, one short handed and another at even strength.

The final minutes saw an explosion of goals. Jeff Bochon score twice for the Grizzlies in 24 seconds to make it 4-2, but Logan Mostat responded 39 seconds later to make it 5-2. Ryan Hozjan's goal only six seconds later got Revelstoke back within two, but that was it for the boys on the road.

The split gives the Grizzlies 25 points in 26 games at the midway point of the season. They sit 11 points back of Chase, with two games in hand,

and 10 points up on Sicamous, with four games in hand.

The Grizzlies made a trade last week, sending goalie Michael Lenko and forward Kyle Donaldson to the Spokane Braves for goaltender Trevor Dilauro.

The team plays three times this weekend. On Friday, they host the Kelowna Chiefs at the Forum.

On Saturday, the Kamloops Storm visit, while on Sunday the two teams play again in Kamloops.

Saturday's game is the team's last home game before Christmas. The team will be holding its annual sock toss. Fans are asked to bring a new pair of socks to throw on the ice when the Grizzlies score. The socks will be donated to the food bank's Christmas Hamper program.

THE REVIEW'S MID-SEASON AWARDS

MVP: Aidan Doak is one of the best goalies in the KIJHL and he gives the Grizzlies a chance to win every game. He's only played in half the team's games, but he has a 2.08 GAA and .930 save percentage — both amongst the tops in the league.

Top rookie: After a slow start, 17-year-old Ryan Pereverzoff has emerged as the Grizzlies top offensive threat lately, with 11 points in his last 14 games.

Unsung hero: The Grizzlies strength this season has been their defensive play. Kyle Baron isn't flashy, but he's a leader on the back end.
