hitehorse RCMP are investigating a rash of break-ins to local businesses that took place last Thursday night.

Break-ins were reported at several downtown businesses, including Murdoch’s Gem Shop on Main Street, the Java Connection coffee shop on Third Avenue, Hendrik’s barbershop on Fourth Avenue, the Feed Store on Quartz Road and the Subway restaurant on Second Avenue.

Police arrested Christian Joseph Barbier, 59, on Friday morning. He has been charged with five counts of break and enter to businesses, as well as possession of a screwdriver used for breaking in, and two counts of failing to comply with a probation order. He is being held in custody until his next court appearance on Dec. 9. He is from Alberta.

Barbier has been charged with break-ins at the Java Connection, Hendrik’s, the Feed Store, Subway and one other downtown business. He has not been charged with the break-in at Murdoch’s.

Cindy Beasley, owner of the Java Connection, said one of her employees showed up at 4:30 a.m. on Friday morning to discover the deadbolt had been physically pulled out of the coffee shop’s door.

When she went in, she saw that both cash registers were on the floor.

“At this point, I think she was frozen, just scared, and that’s when I walked in the door and called 9-1-1,” Beasley said.

Beasley said $400 in coins had been taken from the tills, but no other damage had been done.

“It could have been so much worse. I don’t know what they could have done. They could have broken displays, anything,” she said. “They were just looking for cash.”

Since the incident, she’s had new, modern security panels installed, and she’s had her lock fixed with a new safety cap that will prevent it from being pulled out.

She’s also considering installing a security camera. And she said if something like this happens again, no employee will go into the shop alone.

“What if somebody had been in here?” she said. “It’s scary. I think we’re lucky that a lot more damage... didn’t happen to us. A few hundred you can deal with, but should something happen to your staff or your livelihood, that’s a lot harder to deal with.”

At Hendrik’s barbershop on Fourth Avenue, manager Megan Easter described arriving to a similar scene on Friday morning. The lock had been pulled

out of the door, and the cash register was broken.

But Easter said the shop doesn’t keep any money on hand. “I think we had four dollars in our till.”

Otherwise, she said, the shop was left untouched.

Easter said by the time she spoke to police, they had already arrested the suspect.

She said they photographed the footprints in the barbershop.

Since the break-in, Easter has already had security cameras installed. Like Beasley, she’s also had her lock secured.

“I feel like the crime in this town is just getting worse and worse,” she said. “At least they caught the guy.”

Norcope blames government for ‘failed’ airport project Maura Forrest News Reporter

A

local contractor says the Yukon government knew about problems with the replacement of apron panels at the Whitehorse airport and chose to ignore them, a decision which could now cost millions to fix.

Doug Gonder, president of Norcope Construction Group, said his company was awarded a $3.5-million contract to build about 250 new concrete apron panels for the airport in 2014.

The apron is the area where planes park and are unloaded.

The 250 panels each measured about six metres by six metres, which would mean a total area of about 9,000 square metres.

But he said the government ordered the panels to be built without proper support underneath, and the concrete began to sink as soon as it was poured.

Gonder said he raised concerns about the problem, but was told to keep doing what he was doing.

“They just ignored everything and kept building. It’s a real shame because this is a highprofile job that should have been delivered properly.”

Instead, he said, “we’ve got a failed project.”

On Thursday last week, NDP MLA Lois Moorcroft also placed

blame at the government’s feet for the project’s problems.

“This same Yukon Party story has been repeated so many times that it is becoming the stuff of legend,” she told the legislature.

“Inadequate contract management leads to repeated delays and do-overs.”

Public Works Minister Scott Kent responded that the contractor was responsible for the problems.

“The company that installed (the panels) will be responsible for replacing those,” he said.

“Obviously we feel that the contractor is responsible for those deficiencies, but work continues with them to develop a workplan and get the necessary repairs done to the apron panels,” he later added.

But Gonder said he’s absolutely not responsible, and he has the documentation to prove it.

The issue stems from a contract tendered in early 2014 for the removal and replacement of the existing apron panels. Norcope’s $3.5-million bid was the lowest the government received.

Kendra Black, a spokesperson for the Department of Highways and Public Works, said 85 per cent of the project was paid for by the federal government’s Airports Capital Assistance Program, with the remaining 15 per cent – approximately $525,000

– provided by the Yukon government.

Black said the work was completed during the summer of 2014, but would not comment on when deficiencies were first identified, how extensive they are, or how much they will cost to fix.

Gonder, however, gave a much more detailed version of events.

He said the root of the problem is that test holes drilled to sample the soil under the apron before the project was tendered only covered about a third of the apron. And they apparently missed some areas of seasonal permafrost close to the surface.

Gonder said that’s a problem because seasonal permafrost thaws and melts throughout the year, which will cause anything above it to sink and rise if it’s not reinforced.

He said the plan should have been to dig through that layer and put in a gravel base to support the concrete. Instead, he claims, he was instructed to build directly on top of that wet, silty soil. “They built on virgin ground with basically nothing supporting the apron.”

Gonder said as soon as Norcope started to work, it was clear they had big problems. He said the concrete started sinking right away, and sank by up to six inches in some places during the project. Early in the summer, he

called for the work to stop and met with government officials to discuss his concerns. He said he suggested they take out what they had already done and reinforce the base before building again.

But he says the government didn’t want to do that. He said he was told to keep working, but he was issued a letter from the government that appears to waive some of Norcope’s one-year liability for the project.

“Any cracking in the concrete panels will be investigated by both Norcope and the Government of Yukon. If the crack is shown to be caused by differential settlement, this will not be covered by Norcope’s one-year warranty,” reads the letter, dated June 11, 2014.

Gonder said that letter shows Norcope can’t be made to pay for any repairs.

“If the government is foolish enough to let somebody continue to build that project and then say it’s the contractor’s responsibility, boy, we’ve got a big problem with that.”

He said the concrete at the airport is already cracking, and he believes the entire project will need to be redone, which he believes will cost vastly more than what it would have cost to fix the problem early on.

“It probably would have been

another $200,000 to fix it, and to do it properly, and now we’ve got a complete failed project because they tried to cheat and cut corners on building it.”

The government will not confirm the extent of the repairs that will be needed, though Moorcroft claims 13 panels have already been replaced since last year.

Since last Thursday, however, Kent’s response to the issue has changed. After further questions from Moorcroft in the legislative assembly on Tuesday, Kent no longer suggested the contractor was to blame. Instead, he simply repeated that the government is “in negotiations with the bonding company right now to determine how best to address those deficiencies.”

Black explained that the government holds a bond from Norcope worth half the value of the contract – roughly $1.75 million. She would not say any more about the negotiations.

This is not the first time Norcope and the Yukon government have locked horns.

In 2013, the two parties reached a confidential settlement in a contract dispute over sewage and piping the company had installed in the Whistle Bend subdivision.

At a hearing earlier this year, the court watched the soundless surveillance video of Lange attacking the man, kicking him repeatedly until he was left lying in the fetal position on the ramp outside the Salvation Army.

The victim was kicked four times in the body and 16 times in the head and upper body.

That includes being stomped on during the three-minute attack.

At times it appeared the victim was pleading with Lange to stop, the judge said.

There was “absolutely no physical initiation or aggression� on the part of the victim, Luther said.

during a court-ordered assessment that he has no recollection of the attack. “I undid all the work I did over years in 30 seconds,� he reportedly said.

Lange’s criminal record has “no significant gaps,� the court heard. He has 42 convictions, including three for weaponsrelated offences.

But he is probably most wellknown for killing Carcross hotelier Robert Olson in 2004.

Lange and Dean Boucher were originally convicted by a jury of second-degree murder for beating Olson to death and dumping his body in a snow bank.

The pair won an appeal and, in 2012, pleaded guilty to manslaughter. They were both released not long after.

In 2012, neither man was designated a long-term or dangerous offender.

At the time, forensic psychiatrist Dr. Shabehram Lohrasbe said Lange was not a high risk for violence. Lange had been sober for seven years and was taking advantage of the programming in prison, he said.

Lohrasbe wrote a second report on Lange for this latest hearing. This time he painted a very different picture.

Lange will pose a high risk for violence in the foreseeable future, the doctor said. He will benefit from the programming available in prison and needs to remain completely abstinent from alcohol.

hen I was very young, living out on the Old Crow Flats in the spring, my late grandmother Mary Kassi would speak to the Raven in Gwich’in, asking when the caribou would arrive.

Days would pass until one morning, after asking the Raven again, she would tell us “Get ready! The caribou are coming, they’re close!� We would sharpen our knives, get our packsacks and guns ready and cleaned, and then sure enough – the caribou would walk out onto the frozen lake and the harvest would begin.

The Porcupine caribou herd is central to the way of life of the Gwich’in people.

We depend on them, and have maintained a relationship with them for thousands of years. In the words of many Gwich’in elders, “Caribou are our life. Without caribou we wouldn’t exist.�

Every spring, the Porcupine caribou migrate north to their calving grounds in the Arctic National Wildlife Refuge (ANWR) in northeast Alaska. While most of this area is protected as wilderness, the 6,100-squarekilometre coastal plain remains open to development.

The Gwich’in call the calving grounds Iizhik Gwats’an Gwandaii Goodlit, “The Sacred Place Where Life Begins.� The herd’s population is currently estimated at 197,000 animals, but its survival is not guaranteed as long as the calving grounds remain vulnerable.

Though we are trying, we may not be able to control what happens in ANWR. But one thing we can control is ourselves, which brings me to another serious concern.

For the first time in five years, the Porcupine herd is wintering near the Dempster Highway. So far this year, dozens of caribou have been shot and abandoned in my north Yukon riding. This type of food wastage damages our moral authority to seek permanent protection of the ANWR calving grounds.

Over the last few decades, all levels of government, along with boards and committees, have contributed time, energy and resources to develop management plans, studies and education initiatives to protect this invaluable natural resource. So when I see this type of gross disregard and disrespect for the Porcupine herd, I naturally

People must be willing to learn safe and respectful harvesting practices. We must do everything we can to ensure our caribou are not being wasted, and that their critical habitat is protected.

The Porcupine Caribou Management Board worked with the parties responsible for the herd’s management to create the Harvest Management Plan for the Porcupine herd in Canada. In 2010 I witnessed eight separate governments sign this plan, which coordinates management actions for the herd’s conservation and lays out how the parties will respond according to the status of the herd.

The plan was developed under the terms of the 1985 Porcupine Caribou Management Agreement. I believe it’s time that the parties to this agreement open it for renegotiation, with the objective of amending the agreement to reflect today’s governance and socio-economic realities.

For example, the management agreement doesn’t recognize the rights and responsibilities of our territory’s selfgoverning First Nation governments and their legal jurisdiction over their lands and resources.

Under the agreement, the Porcupine Caribou Management Board developed guidelines for the sale, trade and barter of caribou meat. I strongly believe we must eliminate the sale authority altogether, because some people look at the Porcupine herd with dollar signs in their eyes. That is plain wrong, and it hurts everyone when it is abused. The commodification of the herd has to end.

I do want to thank all Yukoners who are harvesting caribou respectfully and safely, and who have worked tirelessly to ensure the Porcupine herd is a valued and respected part of our rich northern landscape. We must continue to work together to learn and pass on best hunting practices.

My colleague, Environment Minister Wade Istchenko, has assured me that his department has increased conservation officer presence along the Dempster Highway to help ensure ethical and legal harvesting practices are maintained.

I have written to Prime Minister Justin Trudeau, asking him to reaffirm his government’s commitment to seek permanent protection for Porcupine caribou calving grounds in Alaska.

I have also written to U.S. President Obama, urging him to continue his campaign to persuade Congress to designate the coastal plain of the Arctic National Wildlife Refuge as a wilderness area.

The inherent aboriginal right to hunt includes a responsibility to be valiant stewards of our shared resources, to protect the caribou, and to uphold our traditions and values.

I encourage anyone who plans to harvest caribou to be informed before they hunt. Ask an elder, experienced hunter or conservation officer for guidance, and look for more information at www.pcmb.ca.

We must continue to work together to learn and pass on best-hunting practices.

Let’s try to keep cash in our community

M

ost discussion about how to boost the Yukon’s flagging economy focuses on exports. Rarely do we speak about how to reduce the amount of cash that we send Outside.

Since humans first swapped animal fur for firewood (or something), trade has functioned on the premise that we are all collectively better off if we sell the goods and services that we are good and efficient at producing and providing to others and vice versa.

The problem for the Yukon is it’s not really clear what, other than a handful of items, we can offer to those outside the territory to help pay for all the things we bring in.

Producing raw materials for consumption elsewhere is our most obvious export – which is why it has spent so much time at the centre of political debate in the territory. But for many rea-

sons – both cyclical and structural – we aren’t doing very much of that relative to the number of people living here.

Tourism is another notable export but has somewhat limited potential and has to be balanced against the fact that we Yukoners are prolific tourists ourselves.

Tourists may flock to the Yukon, but we Yukoners spend a significant amount of our money travelling outside the territory as well, thus removing it from the local economy.

What else is there? Not much.

A small number of other local businesses export goods and services from the territory but nothing on any sort of large scale.

Really, we are good at convincing Ottawa to send us oodles and oodles of free money which, if we’re honest with ourselves, is the only reason most of us are still here. In 2011 we imported $1.8 billion dollars’ worth of goods and services from the rest of Canada and the world and only exported about $700 million. That “imbalance of trade” could not be sustained very long were it not for our massive influx of federal dollars.

Perhaps part (and I emphasize that word) of the answer is to be found in keeping more money here in the territory. Ev-

ery dollar we spend outside the territory is another dollar taken out of our local economy and deducted from our GDP. Every dollar we spend locally circulates, generating more economic activity.

Last week’s announcement of an agreement between the Yukon Carpenters Union and the contractor hired to construct a major addition to Whitehorse General Hospital is a good example and should come as welcome news for the territory. Infrastructure projects will always provide some economic benefit but if we hire outside contractors (as we sometimes need to do) who in turn bring in outside labour and use imported supplies to complete the work the benefit is greatly diminished. Sure, some money is spent locally on lodging and meals, but much of it is taken south after the job is done.

To the extent possible within the context of our free trade obligations, this agreement should serve as a model for public spending.

At the individual level we can do our part by buying goods and services that keep Yukoners employed. Even if a business is owned by outsiders, if that business is employing workers here in the territory more of your dol-

lars will continue to recirculate in the local economy, generating more economic activity. A dollar spent at your local big box store is still better for the local economy than a dollar spent online shopping.

When we can, buy your goods and services from businesses owned by Yukoners. Once your dollars are sent back to Bentonville, Arkansas they aren’t coming back. If they stay in our community they will benefit everyone.

I fully appreciate buying local isn’t always possible. We don’t produce very many iPods locally. There are many things you simply can’t get in the territory.

In other circumstances the price difference between that offered by local merchants and that offered by bigger companies is so vast that no rational consumer could possibly justify it.

But if all things are equal or, if you’re feeling particularly community minded and the difference isn’t that significant, seriously consider the local option.

We have had some successes.

The loyalty and enthusiasm shown by Yukoners towards Air North since it expanded its service to include routes to major centres in the south is something that I would like to see extended towards other businesses in the

territory. The recent creation of a local store selling Yukon-grown food is another step in the right direction that gives consumers local options and farmers a venue to sell their goods.

But in other areas our obsession with cost savings comes at the expense of our local community.

I appreciate that I am asking a lot, and as I’m writing this column that voice in the back of my head is “Quit being naive Carruthers. You’re asking people to sacrifice their own hardearned dollars for the greater good of the Yukon community.

Do you know how stupid that sounds?” Yes I do. Particularly so when my audience includes so many people who make their living through government for whom the overall health of the local economy is little more than an abstraction with no direct consequence.

But with mining in a slump, anything we can do to generate a little bit more local economic activity is a good thing. A little thought about where our dollars – both government and private – ultimately end up should be a part of the conversation.

Northern Cross operates a number of oil and gas permits in North Yukon. These include three significant discovery licenses which contain conventional light oil and natural gas reserves.

Northern Cross has been active in the Yukon for more than 20 years, during which time it has been heavily involved in the implementation of protected areas and the North Yukon Land Use Plan. Its field activities to date, and proposed new activity, are entirely within Land Management Unit IX of the approved North Yukon Land Use Plan.

The zone IV designation within Integrated Management Area allows oil and gas activity to occur.

I am writing to remind Yukon students of an excellent educational opportunity through the Parliamentary Page Programs in the Senate and House of Commons, which are currently recruiting for the 2016-2017 academic year. These

Northern Cross has consistently engaged in First Nation and public consultation and participates fully in the regulatory process under the laws of the Yukon including YESAB process.

Northern Cross has already produced about 300 barrels of conventional light oil from the Chance significant discovery license. Most of that oil was used to fuel a diesel generator in Whitehorse as part of a successful test. The oil had properties similar to diesel, as it came out of the ground and was used without being refined. The engine ran at up to full output capacity on this Yukon produced Chance oil.

The Yukon currently spends about $250 million a year on liquid fuel, all of which is imported from outside the territory. Only about 10 per cent of that expenditure flows back to Yukon businesses. An increasing majority of

this fuel is derived from unconventional sources in southern Canada and the U.S. These outside sources of fuel do not create Yukon jobs or benefits, nor do they pay royalties or Yukon taxes on their production. Producers of fuels brought in from outside the territory do not participate in the upstream Yukon regulatory process nor do they seek the views of Yukoners on that subject. These fuels are transported thousands of kilometres using various combinations of rail, road, pipeline and barge transport. This can be a very long and costly supply line, which contributes to increased emissions and possibility of a spill.

While we appreciate Mr. Jones’ concern for our economics, his numbers do reflect a basic local value proposition.

World oil prices are about $60/ barrel, but petroleum products in Yukon are more like $1/litre, or $160/barrel. Would it not make sense to try to capture not only a greater portion of the $100/ barrel value add, but perhaps the

entire upstream value for the local economy? This is a significant opportunity to take a resource from reservoir to end use entirely in the Yukon. A similar opportunity exists for natural gas resources. This represents a very significant opportunity for both First Nation and other Yukon businesses.

Our geological and geophysical studies based on existing discoveries, and new data acquired

by Northern Cross by drilling and its 3D seismic program, indicate there may be sufficient conventional light oil resources to offset Yukon demand for many years to come. More work is required to further define these hydrocarbon resources.

Some of this work is the basis of the current Northern Cross application, which has been under review by YESAB for the past 18 months. During this time Northern Cross has been forced to substantially shut down its Yukon operations, reduce staff and idle the use of the services provided by more than 80 Yukon businesses used by Northern Cross in the

past. The company currently has no idea when or if it will be able to continue its field work. These delays are costly to the company and to the Yukon economy.

We all have common goals of reducing the use of fossil fuels and making the most efficient use of the petroleum products we do use. One day we may not need to use fossil fuels, but for now Yukoners are necessarily large users of fossil fuel. Our premise is that the use of domestic fossil fuel resources, produced under the laws of the Yukon and benefitting the local economy, is preferable to using unconventional resources brought from great distances.

This concept of self-sufficiency, increased local capture of the value chain and reduced transportation is supported by many of the political parties in Canada.

Not only is this good for the Yukon economy, but it is good for the environment by reducing the emissions created by thousands of kilometres of transportation.

Both programs offer a one-year contract with remuneration of approximately $14,000 and cover travel costs to and from the Nation Capital Region. Additionally, the

Senate Page Program offers the possibility of renewing a contract for a second and third year for two positions: chief page and deputy page.

Now, Trudeau’s Liberals must put money where mouth is on climate change Jordan Press Canadian Press

OTTAWA rime Minister Justin Trudeau returns from an appearance at an international climate change conference with a simple question hanging over his head: What now?

A 90-day countdown is underway before Trudeau meets again with Canada’s premiers to hammer out a climate-change framework that would guide federal and provincial efforts in meeting the ambitious talk from the Paris conference.

The provinces will be looking to the federal government for money to help pay for their climate-change commitments. But the Liberals have a slew of spending promises of their own to keep.

And missing from all of it are the details of what the money will buy – details that one expert says would spell out whether the government will be able to keep its commitments.

The first bit of money went out the door Monday when Trudeau promised $300 million to help

research and development in the green energy sector, combining money from two funds promised in the Liberal platform. The Liberals promised to spend $200 million per year for the next four years to help green the forestry, fisheries, mining, energy, and agricultural sectors, and promised an additional $100 million to help the production of green technologies.

Erin Flanagan, federal policy director with the Pembina Institute, said there’s no simple way to show how much each R&D dollar is worth in terms of emissions reductions, putting the onus on the Liberals to prove their spending is working. “If the government wants to have public confidence on these expenditures, they will have to bring us into that story,� Flanagan said. “They will have to prove that there is some benefit to Canada, to Canadians and also to this global process of emissions reductions.�

capital, but it could be used as a tool to reward early action in jurisdictions that are leading on climate change in Canada,� she said, suggesting B.C. – which has the highest carbon tax in the country – could be near the front of the line.

But the biggest slice of federal spending comes from the Liberals infrastructure plan.

The Liberals have promised to spend an extra $5.65 billion over the next four years on what it calls green infrastructure, such as wastewater facilities and flood mitigation

systems. Another $5.65 billion is for extra spending on public transit over the next four years – subways, light transit or more buses on city streets, all with the aim of reducing the number of cars on Canada’s roads. “The use of public transit is a huge factor in all this,â€? Transportation Minister Marc Garneau said in an interview with The Canadian Press last week. “If more people are leaving their cars at home and getting into modes of transportation that are public ‌ that also contributes to reducing greenhouse gas emissions.â€?

About 23 per cent of Canada’s greenhouse gas emissions come from the transportation sector, just behind the oil and gas sector, which tops the list.

Reducing emissions in the sector is going to require some strategic spending, Flanagan said. Depending on how the government does its math, it could end up paying for subways in Toronto or more buses in parts of B.C. to meet its emission goals, she said. “We’re talking this very big game – ‘We’re back, we’re back, we’re back.’ Well, what does that mean?� she said. “How do our laws change and how do our businesses sort of assume some of that new space – that’s the story to watch.�

“They’re all potential candidates because they all contribute certain flavours that may or may not taste good in a final product.”

Aside from gin, Yukon Spirits continues to work on its first attempt at whiskey.

The whiskey is “delicious, but not ready yet,” Baxter said.

The plan is to release the first batch of whisky in February.

Known as the Mincome program, families in the small community were provided with a guaranteed income for fours years and closely monitored during that time.

Soroka’s plan is to follow three Canadian families for a year and produce a documentary on their experience.

He also talked about working on an online Cold War project that would examine the Yukon’s role in the tension between the United States and the Soviet Union.

In 2015 alone, Pixelbox hired over 70 Yukoners to work on its various projects, one of the reasons Soroka was given the young entrepreneur award.

“I think a key part of what impressed the committee is that (Soroka) seems to be building

up the production capacity in the Yukon,” said Pat Tobler, who headed the awards committee.

“Jayden is not only seeing success as a young entrepreneur, he’s definitely making an impact in terms of promoting the Yukon and developing local capacity through his work.”

Soroka said it’s important for him to see people up here succeed.

There’s a sense that there isn’t enough talent up North, he said, to compete with people down south.

“A lot of the time we have to prove ourselves that we’re capable of doing these big projects,” he said.

“There’s an abundance of talent up here that never gets used.

Some of the work up here rivals what is done in Vancouver.

“Very quickly, we won’t have to go Outside anymore to produce these (Tourism Yukon) commercials.”

Soroka said anyone interested in becoming an entrepreneur needs to do a lot of research beforehand.

That means finding out if there’s a market for what you want to do, what the success rates are, and whether other people in your town are doing it already.

“If everything points to yes, then it’s about investing time,” he said.

Support is crucial too, he said.

He never would have jumped into the film industry without the support of his parents, he added.

Maybe he would have ended up with a nine-to-five job.

“My mother passed away a few years ago and she was like a rock for me,” Soroka said.

“She was there throughout this entire process and without that I wouldn’t have made it this far.

“I feel like that award was really for her.”

“When we mobilized and decided to fight for our rights, we decided to use the word ‘Inuit,’ because that is our name.

Yukon skaters shine at Gold Nugget Championships

T

he sound of blades carving ice was drowned out by cheers at the Gold Nugget Championships – Yukon’s figure skating championship – Saturday at the Canada Games Centre.

The centre’s ATCO arena was filled with cheers and applause as 45 skaters gave it their all.

“It was very successful. For the last few years we have more skaters in more events,” said Arctic Edge Skating Club chair Stacey Hays. “One of the unique properties of our competition is we have so many different events that the skaters can take part in … We have the free skate, interpretive programs, elements, solo dance – there’s a lot to take part in.

“We’re growing in the number of events each skater takes part in.”

A total of 45 skaters participated in this year’s championships with 22 from Yukon’s Arctic Edge Skating Club (AESC), 16 from N.W.T.’s Inuvik Skating Club (ISC) and five from Alaska’s Juneau Skating Club (JSC).

Two Special Olympics Yukon skaters, who are slated to compete at the 2016 Special Olympics Canada Winter Games beginning late February, also took to the ice.

Michael Sumner, who won silver at the 2013 Special Olympics World Winter Games, performed in men’s Level 2 and teammate Tijana McCarthy in women’s Level 1.

Arctic Edge skaters claimed gold in 11 out of 19 divisions, leaving Inuvik with five and Juneau with three.

Jamie Nickel led the way for Arctic Edge, winning gold in STAR5 girls, senior creative women and bronze interpretive. Teammate Bronwyn Hays was close behind in the medal count, taking gold in introductory interpretive and in senior bronze solo dance, and silver STAR5 girls (behind Nickel).

The Gold Nugget Championships has in the past doubled as the Arctic Winter Games selection process. But unfortunately for figure skaters, the sport will not be included in the Games this March in Greenland. Arctic Edge will instead send a team to compete at the 2016 B.C. Coast Region Championships in February.

In the meantime, three Whitehorse skaters are getting set to hit the national stage this weekend.

Rachel Pettitt, Mikayla Kramer and Bryn Hoffman are slated to compete at the Skate Canada Challenge competition – the final stepping-stone en route to the national championships – this weekend in Edmonton.

omeone in Whitehorse really hates the sport of disc golf.

For the second time in as many months, an entire disc golf course has been rendered unusable following theft of its “tonals” – the targets for each hole – last week.

All 18 tonals were stolen from the Solstice DiscGolfCourse next to Yukon College, it was discovered Thursday.

“It seems very vindictive … My mind thinks it’s just somebody who doesn’t like the sport,” said Ryan Norquay, president of the Whitehorse Disc Golf Association (WDGA).

“It just doesn’t make any sense to me. We’re a very healthy activity.

“I’m so baffled, so confused by it.”

In the middle of October, unknown culprits stole all 18 targets from a course in Takhini North that neighboured Solstice.

In that case, the tonals and their posts (or supporting strings) were removed. The resulting holes in the ground from the posts were even filled in and smoothed over.

This time is was a sloppier job.

Last week the tonal posts – and what appeared to be ATV tire tracks – were left at the scene of the theft.

With the destruction of the two courses, local disc golfers might not have much of a winter season.

“We’ve been playing regularly and it was the only winter course we had to play, and now it’s gone,” said Norquay. “We’re without anywhere to host league tomorrow (on Sunday) and without anywhere to get out and enjoy this warm weather we’ve been having.”

“I like the idea of repurposing some chimes and getting them out there,” he added. “We can’t let this get us down. We need to

keep playing our game.”

The Solstice course was never meant to be a permanent one.

The plan was to replace it with a world-class course next year, pending approval from the Yukon government’s land management branch.

With approval, WDGA will receive funds from the Community Development Fund and a huge discount from Discmania, a manufacturer of disc golf equipment out of Finland that hopes to break into the Canadian market, to help pay for the roughly $70,000 course.

But with such a price tag, the stakes are even higher. The WDGA hasn’t ruled out the use of motion-capture cameras or stakeouts of courses in the future.

“Looks like we’re going to have to do something of that sort,” said Norquay. “It was something that was recommended by Parks (and Rec Department) when they found out about Takhini going missing. I wish we wouldn’t have to deal with it again. It really makes me wonder about our city and about the outlook of others.”

When Norquay spoke to the News on Saturday, no information on the disappearance of the Takhini or Solstice tonals had surfaced.

Anyone with information on the missing tonals is asked to contact the WDGA at whitehorsedga@gmail.com. “(We have) no leads, no suspects. If anybody has any information, we’d love to get our equipment back, no questions asked,” said Norquay.

“We’re not going to let this spoil our fun. We still have our discs and we’re going to keep on throwing them … We’re not going to back down because they think we shouldn’t have a course, I know we should. There are a lot of supporters who think we should as well.”

hitehorse runner Lindsay Carson was just nine seconds away from achieving her goal of a top-10 finish at the Canadian Cross Country Championships on Saturday in Kingston, Ont. But considering the women’s field, which included Pan Am Games medalists and national champs, she’s OK with an 11th place result.

“I’m feeling pretty good. The field was really deep this year, so it’s nice seeing the senior field for women was competitive and to be a part of that,” said Carson. “I was kind of hoping to crack the top 10, but 11th is a strong finish for me.”

Carson, who was the lone Yukon runner at the championships, completed the eight-kilometre course in 28 minutes and 9.3 seconds.

The 26-year-old was less than a minute behind winner Natasha Wodak of Vancouver (27:13.5) and defending champ Rachel Hannah of Toronto.

“The conditions were good.

The course had received some rain a couple days leading up to it, but other than that it hadn’t been raining too much in Kingston,” said Carson. “So there was mud, but we weren’t sinking.

“There were a couple of tight corner – hairpin turns – so we had to go slow around some of the turns.”

Carson, who is originally from Cambridge, Ontario and moved to Whitehorse in 2013, knows the course well. She represented her university and Canada in Kingston, helping the latter take third in the team event in 2010.

“I’ve raced that course quite a few times. I placed second at the CIS championships when I ran for (University of) Guelph.

As great as placing 11th out of 71 of Canada’s best female runners, Carson placed eighth at last year’s nationals, earning the opportunity to compete for Canada at her second world championships. She went on to take 59th at the IAAF World Cross Country Championships in Guiyang,

China, in March.

More recently, Carson posted a seventh place finish at the 2015 B.C. Provincial Cross Country Championships and won the eight-kilometre women’s race at the Victoria Marathon for a second year in a row, both in October.

Carson also won her first Yukon Cross Country Championship title – in her first time competing – in September.

“It was great to get the World Cup season started, and really fun to be racing again,� she said in an email. “It wasn’t exactly the results or performances I was hoping for, but it was a good start.

Nishikawa, who is the only women skier representing Can-

Biathletes hit trails that could lead to Greenland Tom Patrick News Reporter

ukon biathletes took aim at trips to Greenland over the weekend.

They waxed their skis and zeroed their rifles as Biathlon Yukon hosted team trials for the Arctic Winter Games taking place this March in Nuuk, Greenland.

A total of 19 potential team members attended Saturday and 20 Sunday – as well as some ineligible biathletes who just wanted to race – at Biathlon Yukon’s range on Grey Mountain Road.

The trials consisted of an individual start sprint race Saturday and a mass start distance race Sunday.

Bronwyn Goodwin-Williams had the best aim Saturday, hitting eight out of 10 in two trips to the range. She went on to win the juvenile female division that day.

Junior female winner Maria Peters, junior male winner Liam Adel and Bruce Wilson were best at the range Sunday with 14 out of 20 hit in four bouts at the range.

Climb Yukon hosts the final competition at F.H. Collins Tom Patrick News Reporter

ukon climbers turned out en masse for one last competition at F.H. Collins Secondary School on Thursday.

About 30 rock climbers chalked up their hands for the Yukon Open Cold Finger Snap – the final competition at the climbing wall before the closure of the school’s current location.

“It was a really good turnout for the youth,” said Climb Yukon president Alain Dallaire. “This year the youth climbing team has over 30 kids training on the team … There was about 23 of them maybe, and the rest were adults. For the size of the gym we have there, that’s almost capacity.”

The indoor bouldering competition featured 25 “problems” for climbers to solve.

Two members of the Yukon Youth Climbing Team reached the top of most of them, securing wins in both the junior and open divisions.

“This year all the youth pulled out the first positions for the open category, so that’s pretty good,” said Dallaire.

Thomas Toki registered a total of 93 out of a possible 102 points to win junior male and open male, pushing defending Yukon junior champ Pelly VincentBraun to second place in both divisions.

Sigourny Whipple-Grantham scored a total of 69 points to top both the junior female and open female categories. Teammate Fionnuala Marion placed second in both divisions.

“Sigourny dominated the female during the competition, completing up to problem 19,” said Dallaire. “Fionnuala did excellent completing up to problem 14.”

The climbing wall at F.H. Collins has been in use for well over a decade. The wall will have seen its final climber when the school switches to its new location, next to the current school, at the start of next semester in the New Year.

The Porter Creek wall will be a step up in terms of features but will also be a bit smaller than the F.H. Collins wall, said Dallaire, who hopes Whitehorse will get a much bigger facility in the future.

“What we need to work towards is a really large climbing facility for the community,” he said. “None of the walls we have here answer the need of the youth training team and the needs of the climbing community … I’m hoping to see this in the next couple of years.

“I’m hoping the Canada Games Centre is open to the idea … We have a meeting with the manager in a few weeks.”

Yukon Learn Society (YLS) is looking for a Volunteer Social Media Coordinator Task description: • Develop a social media strategy to support our organiza on’s campaigns and fundraising ac vi es; • Iden fy key online channels for the YLS to establish a presence, • Establish targets for increasing online reach using our website, Facebook, Twi er, Flickr, YouTube, Pinterest etc., • Manage the social media outlets through a dashboard such as Hootsuite, • Monitor ac vity and user interac ons for all social media outlets, • Adapt general YLS campaign messaging for the dierent outlet specific to the audience, • Post regular updates to the outlets, including news ar cles, blog posts, press releases, fundraising appeals, and any other promo onal items, • Encouraging others to comment on our posts and share them with others, • Increase the numbers of people following our posts on our website and on social media, • Promote our membership.

Skills needed: • Experience using key social media outlets, • Familiar with using social media and other online tools to generate public interest, • An excellent communicator, with refined wri ng and edi ng skills, with strong a en on to detail, • Can be flexible with their me, • Ability to use online tools to engage members, donors, and corporate partners, • Outgoing, enthusias c and crea ve, • Works well independently and as part of a team.

MCPHAIL Rose McPhail, a long-time Yukoner, born January 25, 1926 in Edmonton, Alberta, passed away Wednesday, November 25, 2015 at St. Paul’s Hospital in Vancouver due to complications following hip surgery.

Rose moved to the Yukon in May 1953 with her late husband John.

They lived in Haines Junction until moving to Beaver Creek in 1960, living and raising their family until John passed away in 1998. Rose then moved to Whitehorse where she has resided since.

Rose loved her family and friends. She enjoyed participating in sports, community events and life in the Yukon. She is survived by her six children Dan (Sue), Donna (Bill), Rod (Ev), Rhonda (Bud), Charlie (Diane), Sue (Jud), 8 grandchildren, and 9 greatt grandchildren.

Her funeral service will be held ld on TUESDAY, DECEMBER 8, 2015, 15, THEDRAL, 2:00 P.M. AT SACRED HEART CATHEDRAL E, YUKON. 406 STEELE STREET, WHITEHORSE In lieu of flower, the family requested that a donation be made to a charity of your choice.

PUBLIC TENDER DEEP CREEK BRIDGE CONSTRUCTION KM 255.5 NORTH CANOL ROAD #6, YUKON Project Description: The project includes the construction of Geosynthetic Reinforced Soil (GRS) abutments, installing bridge, supplying and installing precast reinforced concrete blocks, supplying and installing galvanized wire rope tie back cables, locking bolts, removing and disposing existing culverts, excavation common, constructing approaches, placing rip rap and other miscellaneous work.
