Langford Fire Rescue could be flying its own unmanned aircraft system (UAS) during future rescue and emergency situations. On Tuesday, Langford’s protective services committee unanimously approved a staff recommendation to purchase a UAS – essentially a drone equipped with cameras. The purchase would need council approval. “It saves time, it saves lives and I think it lowers the risk to our personnel,” said Coun. Lillian Szpak, who chairs the committee. Langford is often on the leading edge when it comes to embracing equipment improvements, Szpak said. Langford Fire Rescue was the first on the West Shore to purchase its own jaws of life device, she added, and in the spirit of co-operation has been able to use that technology to aid other municipalities when in dire straits. In August, the committee requested follow-up information to better understand the need for a cameraequipped UAS for emergency services. Fire Chief Bob Beckett and his staff provided an indepth report on the matter. It stated the cost of the equipment, with appropriate cameras, would be $5,000 and five years of operational life could be expected. Training costs for four initial operators are expected to be $2,750 and their training time would exceed the 10-hour minimum on the equipment. The option of hiring a contractor to operate the device was also explored, but the 30- to 90-minute response time was said to not allow incident commanders timely access to critical information in an emergency. The Langford Firefighter’s Women Auxiliary has indicated it is prepared to purchase the unmanned aerial vehicle, while training would be covered by the department’s training budget. In a workshop tucked away in the Millstream Industrial Park, surrounded by trucks of all shapes and sizes, one woman has been working since before Halloween to make sure she’s ready to spread a little holiday cheer. Christin Schroeder has spent her evenings and weekends – after driving those trucks that surround her – shut up in that shed, painstakingly crafting a trailer display for next week’s Island Equipment Owners Association Truck Light Convoy and Food Drive. “It’s a lot more than throwing stuff on a truck,” Schroeder said. “It’s not like decorating your house. You have to engineer it.” Her boyfriend Chad Richmond, son of Wayne Richmond of Wayne’s Trucking Ltd., has been working on a turntable to showcase all of the hand-painted characters she’s crafted over the past two years for the event. Well, that’s his goal at least. He laughed and admitted he’s tried a few different designs, none of which have made the grade just yet. But the pair haven’t given up hope.

Schroeder, pulls her long blonde hair away from her black work jacket. “Everyone’s got to out-do each other,” she said with a twinkle in her eyes, as the who’s who of Whoville lay propped up against the side of the shed, complete with a Christmas tree decked with glistening red ribbon. The Grinch’s lair on the top of Mt. Crumpit is even beginning to take shape. “You just keep adding … I have a million and a half ideas, but you have to draw the line somewhere,” she said. Which can be quite hard to do seeing as how these trucks, unlike regular parade floats, are in use right up until the event and have to be used for work first thing Monday morning. Schroeder noted some groups pull allnighters on Friday just to have the trucks ready for show time on Saturday evening. This year the duo is lucky. They scrounged up an unused trailer on which to build their display – it’ll be pulled by a truck for the convoy – so they’ve had a bit of a head start in re-creating Whoville. What they’ve done in a short time is nothing short of miraculous. “It’s a lot of gruelling hours … but you’re burnt out with a grin on your face,” she said as her co-pilot and beloved husky, Mack, sat at her feet. “I wish people could see it from our point-of-view.” Between the families, excited

children and seniors who come out just to wave at the vehicles and their operators, it makes the effort worth it, Schroeder said. “It’s the best payoff ever … You remember it all year round.” The displays not only have to be road-worthy, she said, the gas-powered generators running them have to make it through the entirety of the parade, which can run upwards of three hours. “There’s definitely a lot of trial and error,” she said with a laugh, and reminisced about past parades where passengers have climbed on the backs of trucks to refuel dry generators while the convoy was still moving. The couple have seen some crazy things along the route over the years, but quite possibly their favourite was seeing an entire downtown street corner filled with Santa Claus can-can dancers. Schroeder, who has been driving trucks for D.F. Bowcott Trucking Ltd. for roughly two years now, is no stranger to the convoy. She figures she has been involved in some way with the event for 13 years. In fact, she and Richmond’s first date was watching the parade. The following year she helped his father decorate a truck for the parade and the tradition was born. “It’s been cool watching it grow,” she said. He remembers driving when the route didn’t have a police escort and all of the trucks had to stop at traffic lights. “It was just mayhem,” he said, laughing. West Shore RCMP’s major crime unit is investigating a case of a possible attempted child abduction in Langford. Police say a 10-yearold female elementary school student was walking on Rainville Road at approximately 2:50 p.m. on Nov. 18, when she was approached by a white panel van driven by a man, who asked her to get in. The driver reportedly opened his door while he spoke to the girl. She ran away and told her family what happened, after which the police were notified. “We are looking to speak with anyone who may have witnessed this van or suspect in that area,” detachment spokesperson Const. Alex Berube said in a release. “While no other cases were reported, we encourage the public to report any suspicious activity to police right away.” The van driver is described as a Caucasian male, approximately 30 years of age with black greasy hair and a goatee. He was wearing a navy blue shirt, grey/black skater shoes with white soles and grey jeans. The vehicle is described as an older model white panel van with no side or rear windows. It was dirty and had scratches on the side and garbage in the passenger side wheel well. West Shore RCMP are investigating a suspicious vehicle fire that happened early Wednesday. Colwood Fire Rescue

responded to a call around 3 a.m., according to fire inspector Bryan Erwin. Firefighters located the vehicle at the rear of the London Drugs building at 1907 Sooke Rd. When crews arrived, Erwin said, “the vehicle was fully involved.” With two engines and a command vehicle on scene, firefighters contained and knocked down the blaze quickly. The interior of the vehicle was destroyed.

Crews were able to prevent the fire from spreading to any nearby structures, but a minor amount of smoke found its way inside the rear of the London Drugs building. Given the timing of the fire, Erwin said, fire investigators are working on the case in conjunction with West Shore RCMP. Police did not release any more details, but noted that they are treating it as suspicious. katie@goldstreamgazette.com

We believe your government’s new approach is important because the present treatment system: • Is deemed by British Columbia and Washington State marine scientists to have negligible impact on the marine environment; • Already meets the objectives of the federal Regulations; and compared to any of the proposed replacement systems, • It has substantially lower greenhouse gas emissions, thereby supporting your government’s commitment to address climate change; • According to six current and past Regional Health Officers, it provides equal or better health benefits. We further note that, because the Regulations poorly differentiate between fresh water and marine receiving environments, Victoria’s marine treatment system has been erroneously designated as ‘high risk’. In fact, it perfectly fits the regulators’ own definition of low risk and is likely the lowest risk system in Canada for a city of comparable size. The purpose of risk designation is to prioritize funding to high risk systems first. The CRD’s erroneous ‘high risk’ designation enables it to receive funding 20 years prematurely, thus jeopardizing federal infrastructure funding for truly high risk systems. Finally, we note that neither a cost/benefit analysis nor an environmental impact study has been carried out to compare the existing versus the proposed treatment systems. We therefore respectfully request that these comparative studies be required before your government will consider the CRD’s funding request. Various ways to give back We have various motivations for giving to charity, whether we do so in the leadup to Christmastime or at other times of the year. According to Statistics Canada, the top four identified reasons we give are “compassion for those in need,” “personally believe in a cause,” “to contribute to Everyone can my community” and affected” have an impact in “personally by the cause for their community which funds are being raised. As we head into a period when many people consider donating to charity – an estimated 40 per cent of all donations in a year happen in the final six weeks – we encourage you, our readers, to take a few moments to think about how and why you might like to give back. While donating cash to your favourite charity or community service organization can go a long way and makes one feel good – there are many groups doing impactful work on the West Shore – not everyone has the means to give money. Why not check into whether those groups have a need for volunteers at this time of year or in general? The Salvation Army, for example, is looking for people to staff its Christmas kettles in high-traffic areas around Greater Victoria. The Island Equipment Operators Association, which stages the annual Truck Lightup and Food Drive, can always use extra bodies to help along the route. Many other organizations allow volunteers to work as little or as much as they want. For charities to survive and continue to provide much-needed services to those in need, it’s important for a community to create a culture of giving. Developing such a culture works best if it involves young people. We’ve been inspired in recent years by the selfless volunteer work of Belmont secondary students working on the 10,000 Tonight project (see story in this issue). Last year students, with the help of many other community volunteers, shattered the group’s goal of collecting 10,000 items of non-perishable food. This time around students from the Sooke School District’s three high schools, Belmont, Royal Bay and Edward Milne, are taking on the project, which happens next week (Dec. 2). Whether they’ve had giving back modelled for them by parents, peers or others, these young people are well on their way to a lifetime of giving back. That bodes well for all of us in future.

Destruction of forest disappointing There were once better options for the forest and wetlands across from Victoria General Hospital on Watkiss Way. Options far better than its wholesale destruction. It could have been a park. There was plenty of interest in seeing this happen, but Saanich council never bothered to meet with people who had a plan to turn it into a park. The last time it was due to a technicality. And none of the proposals saw the light of day at the Capital Regional District. The land was up for sale for five years. That’s a long time to address the question of its best use. But nothing happened. Then it was sold to multimillionaire Allen Vandekerkhove. He proposed building a sewage plant on it. I live nearby and I wouldn’t have been pleased, but that would have been a far better alternative, as it would have preserved the better part of the forest. Saanich council never even bothered to come to the site to look around. So now, Vandekerkhove is turning the marshy, rocky terrain into a hay field. “Normal farming practice,” according to one Saanich councillor. I understand that. Meanwhile, there are fewer natural spaces for my children to enjoy, and what little wetland remains will be under threat from erosion and run-off. As I live in View Royal, Saanich mayor and council don’t have to answer to me. I simply wanted to let them know how I feel as I sit and listen to the chainsaws buzzing and the trees falling outside my office

Resident resents call for Syrian refugees Spending $1.2 billion for 25,000 refugees? Hello, we have a huge shortage of money for hospitals, schools, retirees, people on low income, sick children, etc. Many refugees from war-torn Syria and other Muslim countries are against our western lives to begin with. So why do they want to be with us? It really worries me. Our women love their freedom, we love our rights, we love to speak up when we need to. With Canadian unemployment these days, do we have enough for the extra 25,000 people? Most families coming can be up to five or six people, and living in Canada is expensive. I can’t afford to help them out and Canada can’t either. Our national debt is in the billions of dollars. People on low income, retirees, most of them only bring home about $20,000 a year, so $1.2 billion is a huge number to them. They can’t support a project like this. So, I guess the taxpayers will be stuck with paying for their bills, want it or not. And please don’t force on us that we all are waiting for these people, because so far, I don’t know a single person who’s been asked the question and said yes. Also, on their journey to the

Sharing a meal with someone less fortunate is easy Restaurant charity program going strong after humble beginning Don Descoteau News Gazette staff

Finding a way to leverage the restaurant industry and help feed people in need was the challenge Derek Juno and his partners set for themselves when they created Mealshare. Barely two years in, the idea has caught on like Happy Hour or two-for-one appies and continues to grow, as restaurants around the country sign up for the program as a way to become more socially conscious. Mealshare now has approximately 250 eateries signed up – there’s 16 in Greater Victoria and three on the West Shore – and recently hit a milestone by providing its 500,000th meal. “For a little idea that came out of Victoria, it’s pretty amazing to know we’ve provided half a million meals to people in need,” says Juno, a former Colwood resident who now serves as the organization’s vice-president of business development. “It’s a pretty amazing feeling to know we have so much support in so many of our cities.” The idea is simple: diners visit a participating restaurant and choose from several designated menu items. One dollar from the sale of those items goes to Mealshare, which donates funds to social service groups offering meals to the less fortunate. Victoria-area restaurants have proven to be big supporters of the program, Juno says, pointing to the nearly 83,000 meals provided. For the most part, funds raised in a specific community stay in that community and help service providers do what they do best. The soup kitchen at Our Place, for example, is a beneficiary

of Mealshare donations. That local connection helps restaurateurs feel like they’re making a difference, Juno says. “One thing we’re starting to see in our second year, is that this is a program our restaurant partners have become really proud of,” he says. “It turns the restaurant into a social enterprise, not just a regular business.” One of those community partners is Floyd’s Diner, which is engaged in Mealshare at its Langford and downtown Victoria locations. Floyd’s operations manager Michelle Boyd calls the program and its founders “amazing” and appreciates the ease with which her customers can participate in the program. “I can’t believe their inge-

Boyd says diners have given nothing but positive feedback on the program and are happy the popular restaurant is involved. “People are really excited about it, and they’re happy that we’re happy to be a part of it.” Juno, who was back in Victoria recently to check in with their area restaurant partners, said Ottawa and Montreal are the group’s next target markets, having broken into Calgary and Edmonton in a big way and added a number of prairie towns to the roster. Mealshare has some heavy hitters on board for its current promotional campaign, called Road to One Million. Former Dragon’s Den panellists Arlene Dickinson and Brett Wilson, hockey stars Hayley

Wickenheiser and Andrew Ference and Vancouver Mayor Gregor Robertson are among the celebrities who are using their star power on Twitter to help boost the numbers. Once they get there, there are opportunities like counselling or job training. there’s no issues there at all.” He said the City is only responsible for paying the contract price and not any overages. “It was a great price … It saves the taxpayers a lot of money.” At the Nov. 16 meeting, council also awarded the contract for West Shore Parkway segment 6 engineering consulting services to On Point Project Engineers Ltd. This segment is the last to have its contract for detailed engineering design awarded. In a report, City staff advised council that should the work extend to a full 18-month construction period, the estimated fee for detailed design and construction management would be roughly $330,000 plus GST. The bulk of construction for this segment will likely be completed within eight months or less, but delays could be caused by a projected one-year time frame to order and receive rail arms, which are currently required at the railway crossing. Workaday vehicles make their debut at L.A. auto show Los Angeles, California - The Los Angeles Auto Show is a media favourite for its wild and wacky exhibits and sunny climate. competitive in the popular market segment. It has striking looks and Hyundai says it’s inspired by the dynamic precision found in fighter jets. Appropriately, therefore, the cockpit is driver-oriented in layout. There is no jet engine under the hood but it should whisk people around speedily and economically. The 2.0-litre Nu four-cylinder engine is paired with either a six-speed manual transmission or a new six-speed automatic transmission. Chevrolet launched the all-new 2016 Cruze, set for sale next spring. It’s larger, lighter and roomier than the 2015 model, with more rear legroom. An all-new, direct-injected 1.4-litre turbo engine generating an estimated 153 horsepower will be under the hood, matched to a six-speed manual transmission (auto available).

Nissan’s popular Sentra compact sedan has been upgraded for 2016 model year with revised exterior styling, refreshed interior and added content. It should be in showrooms before the end of the year. The Nissan premium brand – Infiniti bravely launched its all-wheel drive QX30 crossover into a crowded market. Not much information available yet. The 2017 Fiat 124 Spider returns nearly 50 years after original introduction, though they won’t be on the road until next summer. It will be powered by a turbocharged MultiAir 1.4-litre, 160 hp engine, available with manual or automatic transmission. Looks a bit like an earlier generation Mazda Miata – now the MX-5. Interestingly, Fiat’s sibling Alfa Romeo brand exhibited its 4C Spider – the roadster will set

you back a whopping $76,495. For that you get to hit 100 km/h in 4.1 seconds and wind it up to 258 km/h. The roomier fourth-Generation Kia Sportage crossover should revive the Korean company in the market place but ironically its biggest competitor will be its stablemate Hyundai’s Tucson! Scion provided some eye candy with its C-HR Concept, named for its compact size and high ride height. Surely it will make it to production. The five-passenger Honda Clarity Hydrogen Fuel Cell car will be made available in late 2016 initially to customers in California. Its range is expected to be in excess of 480 kms, which makes it a viable commuter car. Now all that is needed is the refuelling infrastructure. keith.morgan@drivewaybc.ca

New bike course offers exhilirating challenge Heading into the first turn, the first thing I notice is the view from the top of the mountain, down the trail and into Bear Mountain’s Valley course. I’ve been here before, but seeing the winding paths whisk underneath my wheels, while the mountains and trees edged ever so slowly by us, strikes me as unique. Despite taking the corners gingerly, I’m forced to stop on my way down after taking a turn too straight. Lunn doesn’t have that problem, as his bike weaves through the course, his wheels almost glued to the trail even as he navigates almost sideways

The annual Fleet Diving Unit turkey fundraiser took a slightly different form this year, but the result blew everyone out of the water. The Canadian Navy’s deep sea divers combined to ride nearly 1,500 kilometres last Saturday – on stationary bikes situated at Langford’s Millstream Village – and brought in more than $21,000 for the Westshore Christmas Hamper Fund. “Our goal was to raise $15,000 to put a turkey on everyone’s table,” said Lt. Walter Dubeau, the unit’s training officer and one of the organizers of the event. “We were quite amazed, because it was a really slow start for us.” The divers garnered support from various parts of the West Shore community, from individuals to businesses. The folks from Everything Wine nearby ran a fundraiser barbecue on site, and McDonald’s operator Ken Taylor dropped in with a cheque for $1,500. “It was definitely the West Shore pulling together,” Dubeau said. There was a definite element of spectacle during the event. Dubeau himself clambered into a heavy diving suit and rode the

One team member even donned a diving helmet and dry suit and plunged under about 10 feet of water to ride a stationary bike submerged on the bottom of a portable 3,000-gallon dive tank trailered in for the event. Known as the Navy Divers Turkey Run in previous years, the fundraiser was converted in 2014 when organizers couldn’t secure the support of the RCMP to run interference for runners on the roads. They did part of the run at Belmont secondary last year, but Dubeau said having all of the activities centred in one place this year made for a less scattered effort. … through the decades

A Langford slate gets re-elected, vandals cause thousands of dollars in damage to Sooke School District vehicles, a local truck driver gives a heroic effort and a thief steals winter solutions for their car; all are among the headlines pulled from past editions of the Goldstream News Gazette.

2005 There are no winds of change in Langford, as the entire mayor and council is reelected, but there are changes in Colwood. Two newcomers, Carol Hamilton and Dave Saunders, are elected as first-time councillors, while Jody Twa hangs on to the mayor’s seat. Also making news the week of Nov. 27, 2005: Metchosin elects a new mayor, well, sort of. Former Metchosin mayor John Ranns defeats Karen Watson, who was seeking a third consecutive term. Ranns regains the mayor’s chair after serving two terms as a school trustee. And, a West Shore firefighters calendar features calendar girls who can set hearts on fire and put out the flames themselves. Twelve female firefighters show a different side of themselves in the Female Firefighters of Metchosin, Sooke, Highlands, Otter Point and Langford. All profits go to raise money for fire and life safety educational programs for children and seniors on the West Shore.

1995 Vandals cause thousands of dollars in damage to eight maintenance vehicles owned by the Sooke School district. A surveillance tape shows three darkly-dressed individuals walking through the district’s works yard at approximately 3 a.m., with one carrying what appears to be a tool box. They loot the vehicles, stealing several tools, staffers’ personal belongings and stereo systems. Also making the news the week of Nov. 27, 1995: Local police credit the “heroic efforts” of a local truck driver bringing in an out-of-control vehicle to a safe stop on the Trans Canada Highway. The “hero” noticed a pick-up truck behind him on the highway swerve suddenly and hit another vehicle. He slows his company truck down and brings the swerving vehicle to a halt on his bumper on the side of the road. The driver of the vehicle had suffered from a diabetic attack while driving.

1985 A Langford man is watching his property steadily erode away into a drainage ditch

and is prepared to take court action to reclaim his back yard. Norm Nunn is miffed when his next-door neighbour installs a culvert in the drainage ditch that separates their two properties from the Luxton fair grounds. The makeshift culvert is off centre and he surmises that water might back up onto his property. Also making the news the week of Nov. 27, 1985: Heavy snowfall causes challenges throughout the West Shore. Several cars are abandoned on local roads when 16 centimetres of snow falls on the Island in two separate dumps. Even the Sooke RCMP experience intermittent power outages that leave them without working phone systems. One man even threatens to blow up Metchosin’s district offices if his roadway isn’t cleared. And, a local thief let his sticky fingers do the work to winterize his cars. Possibly prompted by the year’s first snowfall, the thief strikes twice in the Glen Lake Road area one evening, making off with the battery out of one car and draining the antifreeze out of another, according to a Colwood RCMP report. Debra Chidlow assumes her battery was dead when her car wouldn’t turn over and calls a tow truck who charges her $15, only to discover there wasn’t a battery there to be charged. A bottle of rye inside the car wasn’t touched. – Compiled by Arnold Lim

Q: HOW CAN YOU INCREASE CURB APPEAL IN WINTER? While a nice wreath on the front door of home can invite potential buyers in, it isn’t the only thing sellers can do to spruce up their home’s curb appeal during dreary winter months. By taking the time to properly winterize a house’s exterior, homeowners aren’t just saving themselves some possible headaches, they are also making their home more appealing and inviting to potential buyers. Niki Ottosen, owner of Gardener for Hire, said now is the perfect time to give outdoor surfaces a light pressure wash. This will help keep exteriors looking neat and tidy through the winter months. It also helps keep surfaces “free from moss and algae,” which can become very slippery. And nobody wants a potential buyer to slip while on a tour of their home. Homeowners should also be prepared for winter weather – an ice-free sidewalk or front step isn’t just inviting to potential buyers, it’s required by most municipality’s bylaws. If Ottosen sees the forecast predicting a cold spell, or even snow, she likes to be prepared and buy items such as salt, deicers and shovels ahead of time. This allows her to avoid the mad rush when the weather hits, and avoid driving from store to store looking for items that are often sold out. From a safety perspective, she said, it can sometimes “save you from driving in the snow.” This can be a handy tip for anyone wanting to be prepared for those last-minute showings. Those few little things you do to winterize your home can also go a long way in helping a home shine. SELLER’S TIP | Winterizing your home is practical and can help boost its charm

The recent stormy weather has given West Shore residents quite the reminder to check their drains, gutters and any flat roof surfaces to make sure they are clear of leaves and debris. While these things can cause structural damage if left unchecked, they aren’t the only exterior features homeowners should be winterizing, said Niki Ottosen, owner of Gardener for Hire. The biggest thing is for homeowners to remember to properly turn off irrigation systems and taps. Many homeowners remember to turn off their irrigation systems and timers, Ottosen said, but they forget to open outside taps so any water left in the line can drip out. “When your tap freezes, it’s no fun,” she said. If exterior taps must be left on, Ottosen recommends wrapping them with burlap, towels or foam to keep them from freezing. It is also important to have irrigation lines blown out properly by a professional at the end of the season so there’s no risk of residual water damaging lines during the winter months. Another helpful step that many homeowners may forget is to add a little fuel stabilizer to gaspowered machines such as lawn mowers, trimmers and leaf blowers that may get parked in garages and sheds for the winter. “This will just let them start easier in the spring,” Ottosen said, adding it helps keep fuel from getting old and components such as carburetors free from clogs. As well as storing tools, it’s a good idea to store any cushions, tents, swings or umbrellas to keep them from looking weathered and help them last a few more seasons. Ottosen suggested moving outdoor furniture, lawn ornaments and nice pots against a house or somewhere else covered in the yard so they are sheltered from the elements. For any plants left in pots over the winter, it’s important to remember to remove the water tray from under the pot, she said, or else “they’ll be standing in water all winter and the plants will rot.” To help keep other plants from rotting, cut back dead or dying perennials and clean up any surrounding debris. November is the perfect time to prune roses, which, with the exception of climbing roses, should be cut back by roughly half, Ottosen said. New growth on rose bushes is more vulnerable to frost damage and if left, that damage can leech into the hardwood sections of the plant. It’s also important to clear away fallen leaves from lawns, as they can rot and cause ruts. Leaves in flower beds can be good insulators, but

Ottosen said it’s important to rake up leaves because if left they can damage lawns and strip nitrogen from the ground as they decompose. they need to be cleared away well before spring hits, she said, as they will start to strip nitrogen from the garden as they begin to decompose and can hinder bulb growth. Ottosen suggests letting leaves partially decompose before applying any leaf mulch to gardens. And don’t forget about the birds that utilize outdoor spaces through the winter. While birds may not be using them to wash up, keep the ice broken in bird baths so they can still drink the

water. As well, keep your bird feeders topped up. For hummingbirds, which require something a little sweeter than a sunflower seed, Ottosen likes to repurpose old socks by cutting off the end and sliding them over feeders to keep the liquid nectar from freezing.
