What would you like to see filling the empty storefronts in the Oak Bay Village? The Oak Bay Business Improvement Association wants to know.

While the village boasts a diverse array of thriving businesses, several addresses have been vacant for some time, notes Liz Smith, president of the Oak Bay BIA. As a way of spurring on rental, the BIA is seeking feedback from residents and local shoppers as to what they’d like to see, whether it’s another restaurant, a clothing store or something completely different.

“It’s just a shout-out to people to see what they’d like to see in these spaces in the village. Our tagline is ‘Everything you want, all in one place,’ so what else does the public

want?” Smith asks.

Armed with that information, the BIA will be in a position to contact potential businesses about setting up shop in an area that would welcome their addition, Smith says.

“We would like to know from the community what they would like to see there,” Smith says. “I think the community should be involved.”

As the owner of Athlone Travel, Smith can attest to the business climate in Oak Bay, she says.

“Next year is our 30th year and it’s a great place to have a business.”

While the possibilities are many for the spaces, which include the former Country Life fashion location in the heart of Oak Bay Avenue, “it does have to be something that lends itself to a village environment.”

Oak Bay perused and approved the Greater Victoria Public Library provisional operating budget for 2016 and its five-year financial plan.

Coun. Hazel Braithwaite noted she was “pleasantly surprised” by the 2.49 per cent increase for the 2016 operating budget. “In years past … they were much higher than this.”

“The total increase this year is remarkably low,” agreed Coun.

The municipal contribution increase for the library system is expected to be 2.76 per cent.

This 2.49 per cent increase allows for operating costs for a new branch (Langford pays for the startup costs), allows all branches to be open from 1 to 5 p.m. on Family Day, and includes a full network upgrade funded through savings from the new integrated library system.

Oak Bay driver faces charges An Oak Bay man faces charges of failing to remain at the scene of an accident and impaired driving after several vehicles were hit the night of Nov. 10.

Around 10 p.m. Oak Bay police responded to a report of a hit and run collision on Neil Street by Foul Bay Road. A white Dodge pick-up side-swiped a parked Nissan truck, police said, and the impact tore the front bumper off the Dodge truck.

The driver did not stop and turned onto Foul Bay Road striking a car at the intersection. The driver continued north. As Oak Bay Police attended, Saanich Police were dispatched to a report of a white Dodge truck striking six vehicles then stopping in the 3500-block of Richmond Road. Police apprehended a 50-year-old Oak Bay man in the Saanich area and recommend charges for failing to remain at the scene of an accident, impaired driving, and driving over the legal limit. The Parks and Recreation Commission will suss out the bigger picture on ticketing at the new community theatre at Oak Bay High.

The situation arose as the Oak Bay Rotary Foundation kicked off its 100th birthday of Frank Sinatra benefit concert advertising. With the plan to use the Oak Bay High theatre, Rotary sought to have Oak Bay Rec to sell the tickets; the recreation centre hasn’t done so for community events in the past.

“It could potentially set a precedent,” said Oak Bay Mayor Nils Jensen.

Multiple members of council noted the rec centre would be an ideal box office with operational hours, from 6 a.m. to midnight each day.

“I would like the Parks and Recreation Commission to take a bigger look at this,” said Coun. Kevin Murdoch.

Council asked staff to work with Rotary on this occasion while taking a broader look toward what kind of ticketing situation would be feasible, in consult with the school and school district.

Rotary also named Oak Bay a sponsor of at the event to celebrate the 100th birthday of the late singer. The concert, by renowned jazz singer Joe Coughlin, acts as a fundraiser for the Rotary foundation’s new Sno’uyutth legacy scholarship for Oak Bay High grads.

Public input sought for sewage treatment plant Kendra Wong Black Press

Extensive consultation still needs to be done before a decision is made on where the first sewage treatment plant in the Capital Regional District will be built, according to the committee chair.

Lisa Helps, Victoria mayor and chair of the Core Area Liquid Waste Management Committee, said residents will have the opportunity to have their say on the five options proposed for the sewage treatment plant between Dec. 2 to Jan. 15.

“We’re going to be asking the public to evaluate the options. Some will be more cost-effective in the short-term, some will be more costeffective in the long-term, some will

have a different level of treatment,” Helps said.

“To me, the message that is really important to me right now is we’re going to be having a very robust public conversation while people are out in December.”

Last week, the committee revealed five options for the plant, including a one-plant option in Rock Bay, Victoria; a two-plant option with a centralized plant at Rock Bay and a facility in Colwood; a four-plant sub-regional option with facilities in Rock Bay, Esquimalt Nation, Colwood and East Saanich; and a seven-plant option with facilities in Langford, Colwood, View Royal, Esquimalt, Rock Bay and Saanich core and east Saanich; and an option that is tertiary.

The options were compiled by the CRD’s consultant team and technical oversight panel.

Cost information for each site will be available on Dec. 2.

Barb Desjardins, Esquimalt mayor and co-chair of the westside sewage committee, said the committee has already conducted a poll with 400 people in which 90 per cent said they had not been involved in the process before, but they were following it.

Once cost information is released, she said public consultation will kick off in full force.

“The next step is to go out to high schools to try and reach out even further and certainly to go back to all those who have participated before,” Desjardins said.

“There will be another round of public input between December and middle of January. We recognize that’s a bad time, but we have time frames that we have to meet.”

The committee will make a decision on which option to choose on Jan. 27, 2016.

The CRD has until March 2016 to submit a detailed plan for wastewater treatment or it could lose the $83.4 million in funding from the federal crown corporation PPP Canada. The federal government has also committed $120 million from the Building Canada Fund and $50 million from the Canada Green Fund.

Stand strong against terrorism Just days after we gathered to recognize the sacrifices made in times of conflict, sacrifices born from a quest to make the world a better, safer place for all, we were once again rocked by news of senseless violence.

It’s easy – sadly – to become hardened to events in some of the more volatile parts of the world, but the events in Beirut and Paris shocked the West from what has been a relatively quiet time.

Here in Canada, our focus – shifted to our own national election and the political goings-on to the south, not to mention the refugee crisis in Syria – was drawn immediately back to the threat posed by extremists.

What struck many people, it seemed, was that the attacks came at such non-political venues, designed presumably to strike fear among the general populace.

With more than 40 dead in Beirut, killed in a double suicide attack on a busy shopping district, and more than 125 in Paris, killed in apparently orchestrated attacks in a restaurant area, a soccer stadium and a music venue, the message seems to be that nowhere is safe.

These weren’t locations symbolic for their religious, political or cultural significance; they were everyday places filled with everyday people.

While it’s easy to become fearful of what could be, perspective will go a long way. We must remain mindful that those responsible represent a fraction of the population. They aim to destabilize by instilling fear, so to give in to that is to reward terrorism.

Our collective hearts go out to all those hurt by terrorism, and we will continue to stand strong with those of all cultures and religions who stand against it.

Even without carbon taxes, about a third of the pump price Canadians pay is federal, provincial and local tax. In Metro Vancouver, it’s closer to 40 per cent. In Venezuela, a big winner in the Keystone XL decision, gas sells for around two cents a litre.

The B.C. government admits its postcarbon tax reduction in greenhouse gas emissions was largely due to the global recession of 2008-09. Now with crude oil at historic low prices, B.C.’s carbon tax is a weak signal lost in the noise of a world-wide glut of oil and gas.

Remembrance Day raises memories Another Remembrance Day has come and gone, and once again the disturbing thought had crossed my mind, as I pinned the poppy on my lapel.

I was on the other side.

Trained and ordered to shoot at someone who under different circumstances could have been my very best friend.

A most troubling thought indeed, not only more than 70 years later, but then, when I was first confronted with the victims of that most infamous war.

Lung cancer deserves recognition too November is lung cancer awareness month. What have we seen in the media or on television supporting this? Very little if anything.

Breast cancer gets the pink ribbons, the newspaper ads and athletes wear pink on their uniforms yet lung cancer victims are treated like they should have known better.

Lung cancer research gets

the smallest amount of funding because of the old stigma that as a smoker you got what you deserved. Not only is that a horrendous statement, it is not true.

Many people smoke all their lives and never get lung cancer. Many others have never smoked, led healthy lifestyles and have lung cancer. Lung cancer can be caused by many things such as asbestos, radon gases, secondhand smoke and noxious chemicals.

It is unfortunate that cancer societies do not treat lung cancer with as much concern as they do other cancers. Every person with cancer, regardless of the type is a victim. And all should be treated equally.

Oak Bay High choir gives Monterey Rec a jazz club feel Christine van Reeuwyk Oak Bay News

Young singers are set to sizzle on stage for the seniors’ centre.

“It’s always our best … when we perform in the community we get to see the reaction from community members,” said Kyle Lancaster.

The Grade 12 student is among the vocal jazz singers at Oak Bay High set to perform for the Community Musical Pub Night at Monterey Recreation Centre Nov. 26.

“It will be a well-rounded group of songs because everyone has picked a solo they like,” Lancaster said.

The group will perform three pieces, followed by a series of solos, including one from the the “very talented” rhythm section, he said.

“It’ll be that jazz club feel with a singer on stage backed by a band,” added teacher Tina Horwood.

The students regularly perform in the community, including outings to nearby seniors residence Shannon Oaks, for example.

“It’s always received very, very well,” Lancaster said.

It’s hard to ignore the symbolism of how hosting the Vancouver Men’s Chorus this month fits into the Oak Bay United Church’s vision of a “radically welcoming” congregation.

For 35 years, the Vancouver choir has championed a positive image of the gay community while earning national awards for artistic excellence and original arrangements.

With 80 male voices determined to spread joy and a message of inclusiveness, every concert by the choir does what the United Church of Canada is aiming to do over the next year.

“In terms of leadership, all we can do is express our voice and the more voices we have, the more we will be heard,” said Gordon Miller, communication director for Oak Bay United Church, about embarking on a plan to “affirm” what it means to open its arms to all people, including those in the lesbian, gay, bisexual and transgendered

“What we’re inviting people to do is join in the conversation,” Miller said, explaining that at the end of the year the church will have gone through an intentional process of learning how to “walk the walk” and relating to people who are often misunderstood.

“This is who we intend to be – we don’t always get this right – but this is who we intend to be,” he said. “We are seeing more people in the community who are transgendered but we don’t know what questions to ask.”

In September, the church hosted a viewing of the film Call Me Malcolm, about “one man’s struggle with faith, love and gender identity.”

And on Nov. 1, the church hosted Trans 101, a presentation and question period with University of Victoria professor Aaron Devor on issues facing people who identify as transgender or transsexual.

The Vancouver Men’s Chorus will hold two shows: on Nov. 21, at 7:30 p.m., and Nov. 22, at 2 p.m, inside the 230-seat church on Mitchell Street.

The first part of each concert will feature general, secular music while the second will offer a preview of the choir’s renowned Christmas concert, Making Spirits Bright.

“It’s a pretty wide range of musical styles,” said Willi Zwoz-

desky, the acclaimed conductor and artistic director of the Vancouver Men’s Chorus.

The chorus has been around for 35 years and is well known for a series of seasonal concerts at St. Paul’s Anglican Church in Vancouver.

Zwozdesky said he’s looking forward to coming to Oak Bay and thinks the venue will make for an intimate performance.

“It’s a beautiful design,” Zwozdesky said of the Oak Bay United Church.

And though times have changed considerably since the 1980s, Zwozdesky said he doesn’t think discrimination against people based on sexuality will disappear in his lifetime.

And so, in all seriousness, the show must go on.

“If people have this bias, maybe (attending the concert) can help them get over this bias.”

The United Church has a history of leading the way on social change and was one of the first faith groups to formally remove sexuality as a barrier to being ordained as a minister. Church leaders also advocated for the federal government to legalize same-sex marriage.

The Uplands area is the last remaining neighbourhood to have a single pipe system to accommodate both sanitary sewer and stormwater flows.

Glasses choices not just restricted to frames If you wear glasses, there is much more to choose from than just frame styles. Due to technological advances over the past few years, there are wide ranges of practical and affordable options available for the lenses themselves.

Photosensitive lenses: These special lens materials “darken” when you are exposed to different intensities of outdoor light. The brighter it is outside, the darker the lens becomes. This lens works best when you are outdoors and therefore is not the best sunglass for driving.

UV coating: A protective coating that blocks harmful ultraviolet rays. The latest UV coatings can help protect the eyes without changing the look or color of the lenses.

Color tinting: Any color tint can be added to your lenses in gradients ranging from 10-90%. This can be used for style, to give your glasses a unique look, or for certain health reasons (eg. cataracts). Color tints can be combined with UV coating for added protection in the sun.

Scratch protection: A clear coating that helps protect plastic lenses from scratches and other superficial damage. This option is pretty much mandatory for just about anyone wearing plastic or high index lenses.

There are different scratch resistant coatings available depending on the level of protection a person needs.

Vikes women athletes honoured The University of Victoria’s women’s athletes are earning national recognition.

Vikes field hockey head coach Lynne Beecroft was named the CIS Coach of the Year, her first nod at the national award in 32 years of coaching.

Fourth-year midfielder Kathleen Leahy is the CIS Outstanding Contributor and a CIS First Team All-Canadian.

Leahy is only the third Vike to merit the Gail Wilson Award, recognizing student-athletes and community service. The three-time Canada West all-star earned her second allCanadian nod this season, and is a Canadian senior national team member and co-captain of the 2015 Vikes, but is also an exceptional student and role model.

She has coached the Oak Bay High School field hockey team for the past four seasons, and helped coach in the Victoria Junior League and UVic Rising Stars program. She also volunteers as an assistant in the UVic Exercise Physiology labs.

Beecroft herself was recognized as coach of the year with the Marina van der Merwe Award.

In her 32nd year at the helm of the Vikes program, Beecroft led her squad to their second Canada West banner in three years thanks to a near-perfect

7-0-1 record.

Over her career, Beecroft has guided the Vikes to 11 CIS national titles and 13 of the program’s 17 Canada West championships.

In addition to the field hockey awards, UVic women’s rugby player Gabrielle Senft is CIS Rookie of the Year and a CIS Second Team All-Canadian.

The first UVic player to win a CIS major award in women’s rugby, Senft is a fine arts student who entered her first Canada West season with experience suiting up for the Canadian under-20 team this past summer.

She scored three tries in four league contests before adding two

in two games at the conference championship to help the Vikes claim their first-ever title.

Senft will be one of three Vikes to join the Canadian Maple Leafs on a tour in England.

“Gabby has been one of our top try scorers this season,” said Vikes head coach Brittany Waters.

“She is very dynamic and a strong ball carrier. She has one of the highest work rates on defence and has been a key part of our success this season. Gabby is most deserving of this award and I am confident her strengths will only continue to grow in the coming years.” editor@oakbaynews.com

The provincial government’s Municipal Wastewater Regulation requires all BC municipalities to have separate stormwater and sanitary sewer systems.

Compliance with the provincial regulation is mandatory for the District of Oak Bay as it is for other jurisdictions in the province such as Burnaby, New Westminster and the City of Vancouver where single pipe infrastructure currently exists.

The Uplands area is the last remaining neighbourhood to have a single pipe system to accommodate both sanitary sewer and stormwater flows.

During heavy rainfall, the stormwater volume exceeds the capacity of the system and a combination of stormwater and raw sewage discharges into the ocean at the Rutland and Humber pump stations.
