Toys effort starts Monday

Helping make this Christmas a great one for families, the Mary Winspear Centre, Sidney Lions Food Bank and Kiwanis Club will be collecting new, unwrapped toys starting Monday, Nov. 16.

The three organizations have formed Peninsula Santa’s Helpers, re-organizing the work started under the banner Toys for Tots. Once again this year, the Peninsula News Review’s Coins For Kids campaign will be supporting the effort to ensure the children of families in need are not forgotten this season.

Carey Salvador of the Mary Winspear Centre says people can drop off toys for girls and boys between Nov. 16 and Dec. 11 at the Centre, SHOAL Centre, Buddies Toys and Bubba Loo. “Were are looking for gifts, gift cards and even cash to help us reach children age six months to 16 years,” she said.

Families must register through the food bank and they will redeem coupons for presents Dec. 16 to 18. Last year’s effort saw 300 families take part, with around 2,000 presents given out. For details, contact Salvador at 250-656-0275.

New cenotaph design takes another step Design for new Centennial Park memorial expected back by early December Carlie Connolly News staff

The District of Central Saanich is looking to spend a maximum of $8,500 on the design of the new memorial cenotaph.

At Monday’s Committee of the Whole Meeting, council approved a recommendation from staff to hire Rusnak Gallant Ltd. to design the structure.

At the regular council meeting Nov. 2, council passed motions to direct funds from their 2017 budget to their current budget.

They also received a

$10,000 contribution from the local Mason Hall towards the project. They also decided to apply for a federal grant. If successful, the District would have to complete the project

by March 31, 2016.

Council also accepted that the new cenotaph should be situated in Centennial Park.

Director of Planning and Building Services Bruce Greig said the District’s purchasing policy does permit sole-sourcing projects under certain circumstances and if there is a time sensitive situation. At this point, he

said staff are seeking authorization to move forward to the design phase to keep the process moving forward.

The staff report speaks briefly to the timeline where the design would then come back to council in December (an estimate) for authorization to start construction.

Mayor Ryan Windsor said after he met with some of the more active proponents in the community involved with the new structure, there was a lot of discussion around bronze work for the cenotaph.

Windsor asked if staff could comment on what the thinking was behind the potential for the bronze work.

Windsor then requested that because it’s a time sensitive project that a special council meeting that same night (on Monday) be held.

The motion was defeated.

Frost falls over parking issue Sidney council trying to dissuade rental car parking on side street Steven Heywood News staff

Everyone is aware of parking problems along Frost Avenue in Sidney — but not everyone can agree on how to deal with the issue.

Residents along the street have long complained to the Town of Sidney about an overcrowding of rental vehicles along the route. Enterprise vehicle rentals is located at the intersection of Frost and Canora Avenue and the parking of their vehicles on area streets has been a concern for residents of both Sidney and North Saanich.

On Monday, Sidney town councillors debated how they might get the business to comply with its parking rules. Under bylaw, the long term parking (more than 24 hours) of chattel — or goods, such as rental vehicles — is not allowed.

Chief Administrative Officer Randy Humble said staff have been communicating with the manager of the business, saying they are fully aware of the Town’s parking regulations. Where they run afoul of the rules, he said, is typically on long weekends when their customers return vehicles, parking them in the residential area along Frost Avenue. It then takes the company time to arrange to have those vehicles taken back to their rental locations.

Council, in the meantime, debated if signage along Frost Avenue, warning off rental vehicle parking would actually work.

Town staff recommended posting new signs, stating that parking of Enterprise rental vehicles was not allowed, at a cost of around $1,000.

Humble said the wording of the signs would be to address the specific issue on Frost Avenue. However, Lougher-Goodey noted that the signs should be more generic, as businesses change hands all the time.

Council discussed also having the business pay for the signs. Coun. Barbara Fallot said if the Town’s bylaw says there should be no parking there, why should the municipality and its taxpayers pay for the signs.

“The town’s mandate is to reduce signage,” she noted. “So now, we’re considering adding more signs for just one business, to get them not to park (on Frost Avenue).”

Humble said staff could look into that option for paying for the work, however, that discussion did not go any further.

Coun. Peter Wainwright said this is a long-standing issue and even if the Town puts up new signs, there will have to be some enforcement of the rules.

“I think it’s time for us to take some action,” he said. “We need to put in a few signs and crack down. That seems to me to be entirely reasonable.”

Council agreed and approved the new signs, stating that there is no parking of rental vehicles allowed on Frost Avenue.

The term ‘commercial’ was dropped, in consideration of delivery vehicles and the like.

Wainwright noted that the purpose of the signs should be clear, indicating that residents in the area who rent vehicles for any purpose would be able to figure out that’s not the same as the impact from the nearby car rental business.

The Peninsula News Review’s Coins For Kids campaign has begun once again and we’re asking you, our readers, to dig out those pennies, nickels, dimes, quarters, loonies and toonies.

We’re collecting coins throughout the Saanich Peninsula — watch out for our collection boxes as select locations — in partnership with Panorama Recreation Centre.

You can drop off your loose change at the rec. centre and at the PNR office on Second Street in Sidney. Other locations are listed in regular advertising of the campaign, so be sure to check out the paper each week.

We’re collecting for local children and once again, we’re focussing our efforts in support of a strong team of dedicated people which much the same goal.

All of the money collected this season will be donated to the Peninsula Santa’s Helpers (formerly Toys for Tots).

While they have a new name this year, their work to reach families in need remains the same.

The Santa’s Helpers are collecting donations of new, unwrapped gifts for boys and girls between six months and 16 years of age. Families can register through the Sidney Lions Food Bank. They receive a coupon for a gift and in mid-December, the Santa’s Helpers welcome people into their gift shop, making the season a little brighter for people who otherwise might not have anything under the tree for their kids.

Here on the Saanich Peninsula, is can be easily said that many people have so much. We’re trusting that our readers will be as generous to both the PNR’s Coins For Kids campaign and the Santa’s Helpers, as they have been in the past.

For many people, making ends meet is a daily struggle. During the holiday season, particularly at Christmas, those pressures increase — and no one wants their family to go without, if they can help it at all.

We can help, too.

Bring out those collections of coins that you’ve been saving up all year, for it’s time to give generously to the Coins For Kids campaign.

Think, as well, about being one of the many Santa’s Helpers on the Peninsula. They aren’t just the organizers and volunteers with the service group — they are all of us.

Remind politicians who they work for MLA Gary Holman wants there to be a consistent fee structure for the over 80 years old drivers licence medical exams.

I don’t think seniors should have to pay for this medical exam. They have paid enough taxes and more while they supported the system during their time in the labour force.

I feel the Superintendent of Motor Vehicles is in violation of the Charter of Rights and Freedoms. Section 11 indicated one is innocent until proven guilty and under Section 15, every individual is equal before the law, without discrimination based on age, etc.

I feel the opposition (NDP) has failed us by allowing this injustice to happen. I have written and voiced my concerns regarding this issue to MLA John Horgan, MLA Carole James and MLA Gary Holman. The B.C. Civil Liberties Union ... said this is not part of their mandate but they gave me a list of agencies that could help.

The Attorney General of B.C. took three weeks to reply to me about this, but (said it was the law).

On the Saanich Peninsula, Sidney remains the only municipality to not formalize its support of the environmental efforts of the Peninsula Streams Society.

However, we need to ensure that our donations do not “feed” organizations with high administrative, or fund-raising, expenses.

Essentially, volunteer-driven charities such as the United Way, hospital foundations, chronic disease agencies, food banks, and various registered societies such as the Mount Newton Centre Society, are great choices. Virtually all contributions to such organizations are applied directly to the intended programs. However, many unsolicited mail campaigns spend huge sums on the process of attracting donations. They may not be your best choice. And of course, some solicitations can be outright fraudulent.

We also want to do what we can to assist in world-wide disasters. In such tragedies, wellrespected organizations like the Red Cross can be relied upon to convey our donations most effectively, particularly when the federal government offers to match private donations.

As we strive to improve our own well-being, we can plan to share with others much less fortunate, whether locally, across Canada, or in the broader world community. Sharing feels good. Let’s never lose that feeling!

Resthaven Drive speed limit not about to change, states council Steven Heywood News staff

• Traffic on Resthaven Drive will not be asked to slow down to 30 km/hr from its current limit of 50 kilometers an hour.

Council denied a request by an area resident after a month of speed monitoring by speed reader boards in August showed most traffic was within an acceptable range of speed.

Tim Chad noted he’s lived along the route since 1973 and has seen little change in driver habits along what is Sidney’s main north-south route, making a speed reduction unnecessary.

Sidney has also installed traffic-calming measures, such as pedestrian-activated flashing beacons, in 2014, helping curb speedy drivers.

Parkland reaches Island finals NORTH SAANICH — The Parkland Secondary School senior boys volleyball team split two matches this week and qualified for the Island AA championships at Royal Bay later this month.

On Monday, Nov. 9, Parkland defeated Stelly’s Secondary in a

two-out-of-three match elimination round, 25-17, 25-20.

The win moved them to the semi-finals of the Lower Island championships against Lambrick Park.

The Panthers lost that match but qualified for the Islands Nov.

20 and 21 at Royal Bay school.

Parkland was the defending Lower Island champion from last year and also earned a berth to the provincial championships.

Sidney’s Chelsey Minter to represent Canada in rugby News staff

It’s been a dream come true for Sidney’s Chelsey Minter, who was chosen to travel to England to represent Canada on a nationallevel rugby team.

“It’s a dream I’ve had since I was eight or 10 years (old) on the long term goal and now it’s a shorter term goal as it’s starting to happen,” she said.

She will be suiting up for Canada’s Maple Leafs, a women’s national development squad. They play two games against England’s development side, Dec. 1 and 5.

Minter began playing rugby at 13 where she was coached by who she calls a rugby legend, Don Burgess.

He held small camps on Sundays at Parkland Secondary.

It was when she entered high school at Stelly’s Secondary that she began to take the sport more seriously.

She also played with the James Bay Athletic Association.

This past spring, Minter was selected for Canada West Camp and from there they chose a squad to go to the Super Series in Calgary and Edmonton. Despite not being selected for that, she was still on their radar and played with the B.C. Women’s Provincial Team.

Minter said she was, in October, accepted onto the development team.

“I’ve been kind of working towards it for the last couple of years and things are finally coming together,” the 26-year-old said, adding the timing is just right.

Someone proud of her accomplishment is her father Burt, who said the news is tremendous.

“It’s a really big deal, it’s something she’s been sort of working on for pretty much the whole time she’s been playing rugby … so to get her to this point is a really big deal and of course the World Cup coming up in a few years, she’s got her eyes on hopefully making that. It’s a big accomplishment,” he said.

Minter is also supported by her stepmom Amanda as well as Mark Wyatt, who her father said has been a big source of inspiration. Wyatt is Minter’s coach at West Shore Rugby and is in the Rugby Hall of Fame.

Another inspiration her father mentioned was the late Courtenay Taaffe who coached Minter at Stelly’s.

“She had this huge influence on a lot of kids and definitely on Chelsey. That was a big pivotal thing for her is to kind of be coached by her and be friends with her.”

Minter will fly out to England on Nov. 24 and will return home on Dec. 6.

what Minter likes about the sport is that it’s very physical.

“I like that it kind of combines a lot of athleticism so you have to be able to run and be powerful and also be strong and agile and fast,” she said.

With the sport being physically demanding, Minter trains hard almost every day. She lifts weights three times a week, engages in conditioning another three or four times a week, takes in two practises a week and plays a game on the weekend.

“Today he’s regarded as the top theorist in the world,” said Bob Flitton, the Highlands resident who spearheaded the bid to bring Lawrence to town.

“It’s like having somebody who won the Indianapolis 500 ten times come to Bear Mountain. This guys is ‘it’ in terms of the bridge world.”

Lawrence, who these days lives in Tennessee, had been scheduled to put on a workshop in Kelowna earlier this year.

He didn’t hesitate to say ‘yes,’ Flitton said, when asked if he’d be willing to come to Greater Victoria to

put on a clinic for avid bridge players.

As it turned out, the Kelowna workshop was cancelled and Flitton said some people who planned on attending there have signed up for the Langford event.

The workshop runs from 9:30 a.m. to 4:30 p.m. both days.

Remembering ‘Canada’s Soldier Poet’ Willy Willbond Carlie Connolly

The community got together Nov. 11 to honour Sgt. (Ret.) William Henry Albert Willbond, a police dispatcher with Central Saanich Police Service, a poet, a family member and a friend.

He died last year and was known to many in Central Saanich.

He was recognized as Canada’s Soldier Poet for his prose about the Canadian military and his own experiences.

At municipal hall, a short ceremony was held to remember Willbond and his contributions. There to give a few speeches and read some of his poems was Police Chief, Les Sylvan, neighbour and fellow comrade, Ed Widenmaier, Jim MacMillan-Murphy, president of the Canadian association of Veterans United Nations Peacekeeping and his wife, Lynne Willbond.

“He was very concerned about other people,” said Lynne, adding her husband began and ran a charity (ICROSS), reaching out to the poor in Africa.

She also mentioned

“Every street and every corner, every

“Willy was just as prolific in his role as a dispatcher if not more,” he said.

“I would have considered him the spiritual leader of what I would call the Old Guard back then and many times he’d go out on call and come back to have a

poem — not just the file written up but also a poem.”

Widenmaier, who served in Germany with Willy, shared some of his experiences.

“He travelled the world and maybe that affected his health ... but he never let down his family — family came first always,” he told the PNR. Sylven also knew Willbond for a short time.

“There’s just some people that, just the way they live their lives, become part of

the fabric of any place and from what I’ve heard and from what I’ve seen in even the brief time that we met, he is definitely one of those people that was an integral of the community ...” he said.

“I would just like to express on behalf of the entire veterans community of how lucky we were and we really appreciate that you shared him with us,” said MacMillan-Murphy.

THE ARTS Comin’ up Christmas Peninsula Singers’ show filling up fast SIDNEY — Put on by the Peninsula Singers, Comin’ Up Christmas Time is fast approaching with the Sunday, Dec. 6 concert already sold out.

The entertaining concert series runs Dec. 4 to 6 at the Mary Winspear Centre, presented by Peninsula Singers with its 65-member show chorus.

The group will sing songs ranging from the 16th century to the 21st.

There will be soloists drawn from the Singers’ ranks, including Flo Pugh who will do her own version of Chuck Berry’s rockin’ Run Rudolph Run. The Women of the Singers’ will perform with footwork and vocals style in Candy Cane Lane. And the traditional Spotlight on a Young Artist will feature a young pianist by the name of Keaton Ollech and a saxophone quartet from the University of Victoria’s School of Music. The musical accompaniment is Janet Yonge on piano, Lynell Korella on bass, Terry Erskine on percussion and Elin Williams on recorder. The emcee for the show will be Jim Kingham.

Tickets are available through the Mary Winspear Centre’s Box Office at 250-656-0275 or online at marywinspear.ca. The price is $25 for adults and $13 for children, with proceeds going towards the Saanich Peninsula Hospital’s Music Therapy Program.
