ake trout will get some extra protection if proposed changes to the Yukon Wildlife Act become law.

The changes would lower, and in some cases eliminate completely, the number of lake trout that can be taken from six Yukon lakes.

Five of the lakes â&#x20AC;&#x201C; Fox, Frenchman, Kusawa and the two Twin Lakes â&#x20AC;&#x201C; are at Yukon campgrounds.

Fish there are either being caught at an unsustainable rate or show signs of heading in that direction, said Oliver Barker, Environment Yukonâ&#x20AC;&#x2122;s senior fisheries biologist.

How many fish can be taken from a lake while keeping the population healthy is determined by its size, depth, temperature and the amount of nutrients you find there, Barker explained. â&#x20AC;&#x153;So a large warm lake with a lot of nutrients will produce more fish per year than a small cold lake without a lot of nutrients. You can think of it kind of like a garden.â&#x20AC;?

In Fox Lake, Environment Yukon is proposing limiting anglers to only one lake trout per day.

Thatâ&#x20AC;&#x2122;s down from a daily limit of three and a possession limit â&#x20AC;&#x201C; the number of fish you can have including in your freezer â&#x20AC;&#x201C; of six.

Under the new regulations, fishers are prohibited from keeping trout any longer than 65 cm.

Barker said keeping the big fish in the lake is important for breeding and because it takes so long for them to get that size. â&#x20AC;&#x153;Lake trout are the oldest thing Yukoners eat by far,â&#x20AC;? he said. â&#x20AC;&#x153;They can live well into their 40s. They donâ&#x20AC;&#x2122;t get big enough to keep until theyâ&#x20AC;&#x2122;re 10 or 12.â&#x20AC;?

To keep the population of Fox Lake sustainable, Environment Yukon says the ideal harvest is no more than 190 kilograms per year, assuming a healthy lake trout population.

A 2013 survey of anglers estimated the summer catch at 215 kilograms.

Barker says that estimate is likely low because it only looks at fish caught in the summer and doesnâ&#x20AC;&#x2122;t account for subsistence fishing by First Nations.

In 2013 the department found that 45 kilograms of fish were taken from West Twin. The department doesnâ&#x20AC;&#x2122;t have numbers for East Twin, but Barker suspects the harvest would also have been higher than is sustainable.

The fish need a break, he said.

Under the proposed changes, all trout caught from Twin Lakes would have to be released.

The same goes for Frenchman Lake. Under the proposed changes no one could keep any trout.

Netting surveys of Frenchman Lake, where environment staff counts fish they catch at various depths, show that the density of fish in the lake has dropped.

Although harvest rates are below what is considered sustainable levels, itâ&#x20AC;&#x2122;s likely not because people are fishing less, Barker said.

Itâ&#x20AC;&#x2122;s because there are fewer fish in the water.

Kusawa Lake, where the government proposes dropping the daily limit from three to two and the possession limit from six to two, is right on the edge of what is considered sustainable, Barker said.

The number of anglers on the lake is increasing and studies show they are harvesting a higher percentage of the larger fish compared to the overall population.

change before things get bad, Barker said.

Another fish-related change comes from the Champagne and Aishihik First Nations.

They are proposing closing fishing in Tower Bay on Dezadeash Lake every year from July 1 to Aug. 15.

There has been a noticeable decrease in subsistence catches of lake trout and Whitefish, according to the proposal.

Lake trout tend to congregate in one area during the hottest part of the summer making, them more susceptible to fishing pressures, the First Nations say.

Closing the bay would protect the trout during that short time but allow people to fish in other parts of the lake.

Other recommended changes would ban hunting using drones, and open the bison hunt to bow hunters.

Still others include a fee increase for moose and caribou seals, updated standards for archery equipment, introduction of a permit hunt for Dall sheep in Game Management Zone 7, a limited permit hunt for bull moose in designated game management zones in Carmacks, and an alignment of season dates for the Yukonâ&#x20AC;&#x2122;s woodland caribou herds.

The public has until Nov. 27 to comment on the proposed changes.

T

he Yukon government has largely gotten its way in its appeal of the Peel watershed land use planning case.

The government’s own plan, which essentially inverted the planning commission’s recommendations by opening much of the remote region to mining, remains invalid, the Court of Appeal ruled this morning.

But the government is allowed, as it wanted, to go back to an earlier step in the planning process to “articulate its priorities in a valid matter.” And the territory won’t be bound by the restrictions put in place by a Yukon Supreme Court judge.

The panel of appeal judges ruled “Yukon undermined reconciliation by failing to honour the letter and spirit of its treaty obligations” when it released its plan for the 68,000 square kilometres of mostly undisturbed Yukon wilderness that was dramatically different from the 80 per cent protection recommended by the Peel land use planning commission.

The government didn’t provide adequate information explaining what changes it wanted during the consultation stage and “undermined the dialogue central to the plan for reconciliation.”

Still, they should be allowed to try again, the court ruled.

In 2011, then-resource minister Patrick Rouble wrote a letter to the commission, asking for a land-use plan with more balance and greater options for access.

But the letter lacked many details, such as how much of the watershed should be protected or left

In the original Yukon Supreme Court decision last year, Justice Ron Veale quashed the government’s plan and ruled it couldn’t return to an earlier stage in the process to discuss those issues because this would allow it to “benefit from its flawed process.”

The Appeal Court disagreed.

Sending things back is not giving the Yukon government undue benefits, it said, it’s simply

allowing “the process to unfold as it was meant to.”

The government must consult on the recommended plan and provide more details on the changes it wants to make.

They can’t just submit the same plan that led to the lawsuit, but other than that there are no limitations.

“With respect, it is not the court’s role to speculate on the extent to which any final

plan emerging from a properly completed process would mirror Yukon’s Final Plan.”

The appeal pitted the Yukon government against three First Nations – the Nacho Nyak Dun, Tr’ondek Hwech’in and Vuntut Gwitchin – and environmental groups. They were represented by aboriginal law pioneer Thomas Berger.

The government has always insisted that it was simply “modi-

fying” the recommended plan, something that the Umbrella Final Agreement allows it to do.

Berger argued the changes were far from a modification, because they make dramatic changes that the government never even talked about during the consultation process.

Selwyn Chihong proposes deal with Kaska Nation Maura Forrest News Reporter

T

he company behind a lead-zinc mining project on the border of Yukon and the Northwest Territories has released its proposed participation agreement with the Kaska Nation.

Selwyn Chihong Mining Ltd. hopes the Selwyn mine in Howard’s Pass will enter production in 2022 and operate for at least 11 years.

Citizens of the Ross River Dena Council and the Liard First Nation will vote on the agreement with Selwyn Chihong on Feb. 8, 2016. The vote was originally scheduled for Nov. 30, but has been postponed to avoid conflict with the upcoming Ross River Dena Council election.

Sixty per cent plus one of the votes must be in favour of the agreement for it to pass.

The agreement includes a payment plan, training and employment opportunities, and environmental commitments for the five Kaska First Nations.

Until the mine goes into production, the Kaska would receive

fixed bonus payments at different points during the permitting process. Once the mine is in operation, the First Nations would continue to receive fixed annual payments until Selwyn Chihong has paid off the cost of building the mine.

After that, the Kaska would receive a percentage of the mine’s monthly profits. Those payments would be divided among the five First Nations according to the Kaska Collaboration Agreement, which sets out guidelines for sharing the benefits of resource development among the communities.

The Ross River Dena Council would receive 40 per cent of the payments, the Liard First Nation would receive 30 per cent, and the Kwadacha Nation, Dease River First Nation and Daylu Dena Council would receive 10 per cent each. Under the agreement, Selwyn-Chihong and the Kaska Nation would set up several joint-venture companies to oversee parts of the operation. One of those companies would manage the transportation of mine concentrate from Watson Lake to the port at Stewart, B.C. Another

would manage the camp, including lodging and catering.

A third would invest in the development of a liquefied natural gas plant that would provide power to the project.

Maurice Albert, vice-president of external affairs for SelwynChihong, said the LNG plant will likely supply all of the mine’s electricity. He said the company wants to help develop an LNG facility in Fort Nelson and transport the fuel from there.

“The plan would be sufficient to supply our operation as well as a couple of other interested parties,” Albert said, adding that other mining operations in the area may purchase excess LNG from the plant. He refused to give more details about the plan.

Aside from the joint-venture companies, Kaska-owned businesses will be given priority to work on the Selwyn project.

Albert explained that for contracts under $150,000, qualified Kaska businesses will be awarded contracts directly, or may be asked to bid on contracts if there is competition from other Kaska companies.

For contracts over $150,000,

Kaska-owned businesses can negotiate agreements with Selwyn Chihong through an open-book process. If they reach an agreement, they will be awarded the contract. If not, the contract will go to public tender.

Albert said he doesn’t believe it will be more difficult for Kaska companies to win the larger contracts.

“It’s just going to be a different process, simply because there’s going to be more money involved,” he said. “The Kaska will still have a competitive advantage in those larger contracts.”

Selwyn Chihong has also committed to giving Kaska members advance notice of job opportunities. Albert said there will be many positions for heavy equipment operators, rock truck drivers, mechanics, mill workers and camp employees.

He said Selwyn Chihong will keep a database of potential Kaska employees and their skills, and may contact people directly about jobs they’re qualified for.

But he expects the project will “very, very quickly... tap out the Kaska labour force.”

The mine will likely require

750 full-time employees during operation. After the Kaska have been offered positions, Albert said, the company will prioritize workers from the Sahtu and Dehcho First Nations in the Northwest Territories, followed by other workers from the two territories.

The agreement would also see the creation of an Environmental & Land Stewardship Centre in Ross River, funded by Selwyn Chihong. The centre would help the Kaska monitor water, fish habitat and wildlife.

The company would also help the Kaska establish a Lands and Resources Department, and would make payments to a trust fund to allow the First Nations to perform their own environmental studies.

Albert said the company has worked with the Kaska for over a year to come up with this agreement.

“Basically, what we have right now is an alignment of our joint interests,” he said. “And our negotiations have been successful in finding solutions to all of the issues that have been raised.”

ukon Zinc has been fined $10,000 over two late security payments to the Yukon government.

The owners of Wolverine mine have since paid off the close to $3 million dollars they owed but missed two deadlines along the way while they struggled to keep the mine afloat.

Wolverine was shuttered in January and will stay in care and maintenance for the foreseeable future.

That security cash is earmarked for mine reclamation and eventual closure plans.

The penalty – which was suggested by lawyers for both sides – is a lot less than it could have been. The law allows for fines up to $200,000 total.

Zinc had a willful disregard for the deadlines.

Sandiford said Yukon Zinc was having “legitimate financial difficulties” but kept the Yukon government apprised of what was going on.

It’s also worth noting that the money was eventually paid in full, Sandiford said.

Construction of Wolverine mine, about 200 kilometres northwest of Watson Lake, started in 2009 and was completed the next year. The mine was in commercial production by 2012.

In 2013 the amount of security Yukon Zinc was required to pay the government was set at nearly $10.6 million, the court heard. A schedule was set for when that money would be paid.

Things started going badly for the company early.

In the period from 2012 through 2014, Yukon Zinc suffered net losses of approximately $196 million, according to an agreed statement of facts filed with the court.

Still, they made payments early on.

In November 2013, Yukon Zinc requested that the minister of energy mines and resources allow for some flexibility with their payment schedule.

By that point Yukon Zinc had paid nearly $7.5 million of the money it owed.

Even with the adjusted schedule the company missed a $350,000 payment due at the end of October 2014 and a $450,000 security due in

January.

On Jan. 21, 2015, underground mining operations at Wolverine ceased. Sixty employees were laid off. By Feb. 19, only 12 mine employees remained.

Yukon Zinc went into creditor protection in March. It was $646 million in debt. Nearly $600 million of that was owed to its parent company, Chinese-owned JDC Canada.

The Yukon government got paid in full – a total outstanding bill of $2,847,731.

The Ross River Dena Council has also been paid the full $170,000 it was owed.

Yukon businesses were not nearly as lucky.

Creditors eventually agreed to a deal that saw them get cents on the dollar if they were owed more than $5,000.

This July, Yukon Zinc submitted a new reclamation and closure plan for the mine. That’s on schedule – these plans are required to be redone every two years.

According to the company’s updated plan, the cost to close the mine, even though it is now flooded, is still less than the $10.5 million that the Yukon government has in the coffers.

Staff at Energy, Mines and Resources is still reviewing the plan to see if they agree with Yukon Zinc’s calculations.

The department says they should have a decision by the end of the year.

Missing Ross River woman found alive Myles Dolphin News Reporter

A

Ross River woman who went missing last week is lucky to be alive after spending two nights alone, without shoes or a coat, in the bush.

Thirty-two-year-old Rose Caesar was reported missing on Oct. 30.

She was last spotted by a road crew as she travelled south on the Robert Campbell Highway towards Watson Lake, riding a blue all-terrain vehicle.

Police officers and Ross River residents initiated a search for Caesar on Friday evening, while more than 20 Yukon Search and Rescue members joined the effort on the following day.

YSAR President Cam Beemer said wet snow and freezing conditions made it hard to look for Caesar.

It took one team of volunteers about seven hours to drive a mobile command trailer from Whitehorse to the area near kilometre 336 of the highway on Saturday morning, he said.

Beemer and another group flew up to Ross River on the RCMPâ&#x20AC;&#x2122;s Pilatus PC-12 plane and arrived in the early afternoon.

That evening, reports came in that Caesarâ&#x20AC;&#x2122;s ATV had been found not far away. â&#x20AC;&#x153;The searchers were quite a bit wet by the time they got back to the command post around 2 a.m.,â&#x20AC;? he said. â&#x20AC;&#x153;The snow was coming down pretty hard and it chilled down that night after 3 a.m.â&#x20AC;?

Some people stayed on site in tents while others went back to Ross River to dry off.

The next morning, Caesar was found walking along the highway, heading back towards Ross River.

Temperatures dipped to -24 Celsius over the weekend in the area. Caesar was wearing a sweat-

shirt and had no gloves, Beemer said. Sheâ&#x20AC;&#x2122;d lost her shoes. â&#x20AC;&#x153;She was smart to pull her leggings over her feet and tie them in a knot,â&#x20AC;? he added.

Beemer said Caesar didnâ&#x20AC;&#x2122;t have much to say when she was found. â&#x20AC;&#x153;She was pretty quiet â&#x20AC;&#x201C; I donâ&#x20AC;&#x2122;t even know if she remembered what had happened,â&#x20AC;? he said. â&#x20AC;&#x153;But the important thing for us

is to get her stabilized and ready for the chopper. Itâ&#x20AC;&#x2122;s really amazing, sheâ&#x20AC;&#x2122;s a tough person to be able to survive that night. â&#x20AC;&#x153;On top of wet snow it was freezing and thatâ&#x20AC;&#x2122;s a worst-case scenario.â&#x20AC;?

She was given hot tea and bannock, and basic first-aid to warm her up.

Volunteers used axes to

clear an area big enough for the helicopter to land and medevac Caesar to the Whitehorse General Hospital, where she was treated for injuries sustained from cold exposure.

Flagging tape was also set up to help the pilot land and gauge wind direction, Beemer said. â&#x20AC;&#x153;One other thing Iâ&#x20AC;&#x2122;d like to mention is the sacrifice made by families of the searchers,â&#x20AC;? he said. â&#x20AC;&#x153;There were YSAR members who were not able to take their kids trick-or-treating, for example.

Families are left behind to pick up the slack.â&#x20AC;?

Tim Colwell is one of the community members who assisted with the search. He also helped out by bringing food to volunteers along the highway.

am deeply saddened and disappointed by my recent firsthand observations of some caribou hunting practices north of Rock River up the Dempster Highway on October 14 and 15.

I drove north to observe the caribou migration that has once again graced our northern Dempster Highway â&#x20AC;&#x201C; thousands of animals moving south. I was aware that hunting had started but was not prepared for what I saw. The first incidence, 100-150 metres off the highway, was an injured caribou â&#x20AC;&#x201C; still standing very precariously and quite obviously hurt, with the hunter standing four to five metres away doing nothing. The hunter made no attempt to shoot the animal or end its distress.

That evening I was back at Eagle Plains Hotel and sat down with a couple of local hunters to discuss what I had seen. I was told immediately that the hunters were likely trying to â&#x20AC;&#x153;conserve bulletsâ&#x20AC;? and that this is the way hunting is done in the north. I was also told that two bullets are always kept in reserve for the grizzly bear that may attack them while they are gutting the animal, regardless of whether there are hurt or wounded animals still alive. â&#x20AC;&#x153;Sometimes, we will cut the neck, but it can be dangerous to get close to an animal that is hurt.â&#x20AC;?

The following day, I again drove up north â&#x20AC;&#x201C; passing hunters with as many as eight to 10 animals on the side of the road. I came to a large open area of tundra with hundreds of animals. Racing after the caribou were three skidoos, with animals running in all directions. In my opinion, this was harassment of these animals.

On my return drive, I came across a small herd of 10 caribou running down the highway â&#x20AC;&#x201C; one bull and the rest cows and calves.

I followed slowly from a distance. They then crossed onto the tundra, except for one animal that was behaving strangely.

I got out of the vehicle, and the animal started moving towards me. I then saw the blood on the front of her neck and heard her terrible rasping breathing, obviously coming from a hole in her windpipe (trachea). There was not a hunter in sight. I watched and listened to this hurt animal and was unable to do anything, as I did not have a rifle. I flagged down the next vehicle I saw â&#x20AC;&#x201C; they were hunters and asked them to assist.

I read the article from the Oct. 23 Yukon News, â&#x20AC;&#x153;Porcupine caribou found shot and abandoned,â&#x20AC;? which offers possible scenarios for why caribou would be shot and abandoned: â&#x20AC;&#x153;Someone ended up with one too many â&#x20AC;Ś If youâ&#x20AC;&#x2122;re shooting into a herd you end up with wounded caribou, and unknown numbers of animals falling down. You can only fit so many in a truck,â&#x20AC;? and mature bulls are stinkier now because of the rut and are not good table fare.

These are all very poor excuses for ex-

tremely poor hunting practices. Since when is shooting into a herd considered acceptable, with the obvious consequences of wounded and abandoned animals (which is likely what happened to the female I had observed with her trachea shot) or shooting too many that you canâ&#x20AC;&#x2122;t load onto your truck?

I do not know if the information given to me regarding â&#x20AC;&#x153;conserving bulletsâ&#x20AC;? is commonplace, but nevertheless, a rather cruel and antiquated practice when you consider the money spent in putting gas in the tank to get to the hunting grounds. I do not think that children accompanying their parents and watching these scenarios are being exposed to good hunting practices.

We live in a first world country, and in this day and age we should feel obliged to manage wildlife responsibly, where cruelty to our animals should not be tolerated. I urge our hunters to be humane in their hunting practices and to treat the animals bestowed us with respect.

Open letter to the disc golf course thief

the course is fun because of the big hills and far throws, and I like the sound that it makes when I hit a tone pole with my disc. You can put them back in the daytime, because itâ&#x20AC;&#x2122;s too dark and you wonâ&#x20AC;&#x2122;t be able to see much at night.

Some good reasons to get your flu jab

F

lu season is here again and Yukon’s public health officials are encouraging residents to protect themselves and others against the illness.

The refrain that “I’m not antivaccine but I’m against the flu vaccine” has become common these days, and while there are a number of key differences between the flu shot and the usual regimen of childhood vaccines, some of the same fallacies and misconceptions drive poor public uptake of the flu vaccine.

The most common criticism I hear of the flu vaccine is that it “doesn’t work.” People complain that they were vaccinated but still got sick.

But this doesn’t mean the vaccine doesn’t work. Most of the time when we get sick we have a common cold – which is different from the various strains of influenza that the flu vaccine offers protection against.

Unfortunately, there is currently

no vaccine against the common cold.

Even if we filter out all the cases of the common cold it is indeed true that you can receive the flu vaccine and still catch the flu. Tackling the flu is a more difficult challenge than, say, controlling the measles or whooping cough. The vaccine wears off, meaning that it has to be received every year. And the existence of multiple strains of the flu requires scientists to make a best guess each year which strain will cause the most problems during the upcoming flu season.

That guesswork has produced mixed results. It has been widely reported in the media that the 2014-2015 flu vaccine was particularly ineffective – fueling skepticism about it. According to the U.S. Centers for Disease Control and Prevention, the vaccine last year was only about 23 per cent effective, and other estimates have the number lower.

But 2014-2015 was just one year. Between 2009 and 2014 the effectiveness of the flu vaccine was between 47 per cent and 60 per cent, meaning it would reduce your chance by getting the flu by about half. Not bad.

We should question the notion that less than perfect effectiveness – be it 23 per cent

of 50 per cent – is reason enough not to get the vaccine. The “Nirvana fallacy” or “perfect solution fallacy” is the tendency humans have to reject solutions that are not 100 per cent effective. Few things in life are guaranteed to work – not seatbelts, not bike helmets, and not flu vaccines – and a reduction in our chances of acquiring the flu is still better than no protection at all.

The relative ineffectiveness of the flu vaccine might be more persuasive as an argument if there were a strong argument tipping the other side of the scale. If there were some significant downside or risk to the flu vaccine the less-thanperfect protection it offers might become more important.

But I’ve seen no good evidence of such a downside. As with other vaccines, we hear anecdotes about alleged side effects. But whenever wide-scale studies of the population are undertaken it becomes clear that they are not “side effects” at all, and just coincidences that the law of large numbers predicts will occur.

Most known side effects are minor. Serious allergic reaction to the vaccine are probably the worst side effect associated with the vaccine, but these can typically be treated.

Some of us prefer to rely on natural immunity to fight the flu. If we eat well, get enough sleep and exercise every day we don’t need a vaccine – or so the argument goes. And indeed good health habits go a long way towards fighting the flu, particularly when it comes to minimizing the symptoms once you get sick.

But unfortunately even those with a strong immune system can get the flu and pass it on to those with weaker immune systems. The flu can be serious for small children, the elderly and those with various medical conditions such as cancer or HIV. You or I may get over the flu with a bit of bed rest and some fluids, but our natural immunity offers little assistance to others. Staying home once we have symptoms – while good practice – is no guarantee since we can become infectious before symptoms develop. So getting the flu vaccine is about more than you or I, it has a social aspect as well.

Public health officials will be providing the flu vaccine at various locations throughout the territory during the next month.

calling your public health centre.

Public health offers the FluMist version of the vaccine, which is a nasal spray alternative to injection. In addition to not requiring a jab in the arm to get the job done, FluMist doesn’t contain the demonized preservative thimerosal. While all of the epidemiological evidence suggests that thimerosal is expelled from the body in a short period of time and is harmless to humans at the dose contained in the flu vaccine, unconvinced Yukoners have an alternative that doesn’t contain it anyway, making those questions moot.

While there is much debate about how many people are killed by the flu each year, even the low estimates are in the thousands each year. The flu also costs society significantly in hospitalization costs, and lost productivity.

And, for lack of a better word, the flu sucks. So anything that reduces my chances of getting it – even if there are no guarantees – seems like a good idea.

And not only for myself, but for those who don’t have the luxury of saying “the flu sucks,” because for them the consequences of getting it are more serious.

Trudeau’s Liberals won a strong majority of 184 seats, with representation in every province and territory. They arrived shortly after a statement from a Rideau Hall spokesperson confirmed that Harper had resigned as the country’s 22nd prime minister.

The happy crowd of onlookers ran the gamut from toddlers to pensioners.

Lisa Chrolavicius, 38, of Ottawa watched the arrival with five-month-old son Justin cradled to her chest.

The name of her son, she says, was a coincidence, “but we thought we’d see if Justin could

meet Justin.” Chrolavicius said she came to “feel the positive energy” of her country.

Bob Johnston recalled seeing Trudeau’s father, Pierre, being sworn in some 47 years ago.

“Canada’s been at a fork in the road,” Johnston said. “We’ve taken the correct fork and I want to feel like I’m part of the first step.”

Jack Skelly ,16, of Crofton, B.C., said he’s been in Ottawa for three days.

“I can’t vote yet, but it’s the future of the country that I’m living in,” Skelly said. “And when I can vote he’s still going to be prime minister, so it doesn’t really matter to me because this is the person I would like running our country.

“Seeing him getting sworn in is like maybe a once-in-alifetime chance.”

The new Liberal prime minister and cabinet are scheduled to hold their first meeting later today. They are widely expected to take immediate action on their campaign promise to reinstate the long-form census.

Conservative insiders suggest he should be rewarded for those efforts with a prime place on the opposition benches.

Lebel and Alberta MP Michelle Rempel are lobbying their colleagues to elect them joint interim leaders.

Aside from Lebel and Rempel, six others are vying for the posi-

tion: former cabinet ministers Diane Finley, Rob Nicholson, Erin O’Toole and Rona Ambrose, as well as junior cabinet ministers Candice Bergen and Mike Lake.

Voting for leader will be among the first orders of business at this week’s meeting. It’s unclear whether Harper himself – who is still an MP – will be present for the vote.

Watts said she thinks there’s a lot of opportunity for the party to examine what they’ve done right in the past and what needs to be changed, following the election.

“I’m looking for someone who will carry that vision, be very pragmatic in terms of looking at what did go wrong and what are we going to do about it,” she said.

Vecchio said her focus is on casting a ballot for someone with statesman or stateswoman-like qualities.

“I’m looking for true leadership, somebody that is compatible that will be able to work with all people from east to west, whether they are representing people from Calgary or people from Quebec, making sure that it’s somebody that can recognize the importance of all the different regions and the different thoughts,” she said.

“I’m not looking for a firecracker.”

“First and foremost because we need the infrastructure and we need the services, but those investments will also tend to boost the economy and create jobs.”

Weir is also looking to the Liberals to diversify the economy and get the message across to Canadians that investing in environmental technology can be beneficial to the country.

“The fight against climate change shouldn’t be seen just as an economic burden,” he said.

“There’s also an economic opportunity to develop more renewable power, public transit, energy conservation.”

This particular building was sold to a customer who wanted a rental home on his property. Girard said many people could make a little extra income by building tiny homes in their backyards and renting them out.

But he also envisions sending these homes in kits to northern communities, where they could help alleviate chronic housing shortages. The interior walls can be made of plywood, where drywall isn’t feasible. And the company offers full-size homes as well as the tiny models.

Still, these are early days. Girard has sold three super-efficient homes in the Yukon that are currently occupied. His first is on Black Street. He says the owner barely spent more than $50 a month on electricity last winter, and burned about a cord and a half of wood through the winter to heat the 1,000-square foot home.

His second is an off-grid home near Little Atlin Lake. And the third belongs to Jean Hogg, who lives down a gravel drive in Cowley Creek. She just moved in to her new home in August from a mobile home that was being slowly colonized by mice.

Hogg said she was spending about $150 a month on electricity in her trailer during the winter

months, plus the cost of heating fuel and wood. When she heard about ATAPOP Homes, she figured it might be worth looking into.

“I needed to do something, because my trailer was getting closer and closer to the end,” she said.

So far, Hogg’s biggest energy bill has been $57. She doesn’t have a woodstove, so all of her heat is currently coming from electricity. And to date, she has no complaints.

“With the electric heat that’s in there, it’s nice and quiet, because you don’t have the furnace running and blowing air,” she said. “It’s quite comfy.”

But the proof, as they say, will be in the pudding. Girard doesn’t have a lot of numbers to back up his claims just yet, though he said he plans to publish some data very soon.

Still, he’s definitely attracting attention. Over the weekend, he hosted an open house at Hogg’s home in Cowley Creek that attracted close to 60 people. He’s currently building a 3,000-square foot home in Mount Sima, as well as the duplex in downtown Whitehorse. And he said he’s had calls from companies in the Yukon, Northwest Territories and northern Alberta that are interested in placing bulk orders.

He’s hopeful, too, that he might work with the Yukon government to send homes to the communi-

ties. But that’s more easily said than done, he explained, because the government would have to put out a request for proposals if it were interested in that type of project.

But Girard is nothing if not optimistic. He has the kind of manic energy and relentless selfassurance that every successful entrepreneur probably needs. He’s sunk $500,000 into this idea, and he’s determined to make it work.

“We only have one life to live,” he said. “I’m doing it to leave something when I’m gone. Something of value for the society.”

Girard said he has a vision of a manufacturing plant in each of the three territories and another in Kamloops, near the railway intersection. He imagines them pumping out 5,000 new homes every year.

And he wants to branch out into other markets as well. He wants to make buildings that contain five or six units, like super-efficient town homes or apartment buildings.

He wants to break into the hotel industry someday, too.

Girard says he’s completely confident that his way, the ATAPOP way, is the way of the future.

“We’re not sitting on a gold mine,” he said. “We’re sitting on a diamond mine.”

ereâ&#x20AC;&#x2122;s a little secret about building furniture out of pallets, those simple wooden structures used to schlep goods: Not all pallet wood is cheap, rough-cut pine.

Sharp-eyed scroungers can find oak, hickory or even cherry pallets, since hardwoods are needed to transport heavy goods. Finding one of those is hitting the jackpot for do-ityourself pallet-furniture aficionados. â&#x20AC;&#x153;The first time I found a hardwood, it was hickory, and I

to approach DIY pallet furniture: Use the pallet intact, as the foundation for a coffee table or sofa, or take it apart and use the slats. One of the most stunning creations she has seen, she says, was a chandelier hanging from ropes in a party tent: It was made from a pallet hung with battery-operated tea lights in mason jars.

Beginners might want to start with a daybed or console, for which the pallet could be kept mostly intact, or a simple art project such as a front-door wreath, she says. â&#x20AC;&#x153;Start with something small and you only have to use one small nail on your wall to install it,â&#x20AC;? Supsic says.

You can find wood pallets behind businesses such as flooring and plumbing-supply stores, or the local newspaper, says Lamb in her new book, Crafting with Wood Pallets. Ask if theyâ&#x20AC;&#x2122;re free for the taking. Or find free pallets on Craigslist.com.

Not all pallets will make good furniture. Each needs to be inspected. Steer clear of those that appear to have a chemical or oil residue, says Lamb. Choose pallets that have mostly usable boards, without cracks or splits.

Look for an IPPC (International Plant Protection Convention) label or the HT (heattreated) stamp on the pallet. The IPPC label verifies that the pallet manufacturer followed standards for treating the pallets, while the HT stamp assures that the wood was heat-treated, not chemically treated.

Pallets used just in the U.S. might not have the IPPC label, says Lamb, but play it safe and use pallets that have it. Always look for the HT stamp; besides

As for tools, Lamb suggests starting with a hammer, saw, drill and sander. A reciprocating saw helps disassemble pallets faster. She can take apart five pallets in 30 or 40 minutes with her Sawzall, she says, and explains how in her book.

Daughter of the glaciers Doug Sack Special for the News

KLUANE ian Williams, 43, and her sister, Megan, 40, daughters of Carole and Andy Williams of Kluane’s Arctic Institute of North America and founders of the flight-seeing charter business now known as Icefield Discovery, may have had most unusual childhoods growing up in the considerable shadows of the St. Elias mountains. But to them it seemed routine.

“Megan and I didn’t feel like our childhoods were at all unusual or different than any other Yukon kids,” said Sian.

“We went to school in Whitehorse all winter and couldn’t wait to get back to Kluane for the summers. Sheep Mountain was our playground and still is for me.”

“For us it was normal. I don’t really understand why so many people want to live in cities.

Cities are fun to visit, but you can have a much better quality of life living out in the wild places.

“My sister and I were always expected to pitch in and help with whatever was going on around us. We were in training from the beginning. I remember a hike I guided on Sheep Mountain with a bunch of university students when I was 14. Everyone ended up on a different route, some students got lost and were stuck in the canyon between Wallace and Sheep. I returned to the station with only half the hikers. My dad was furious that I had let the group run all over the place.

I realized then that it was my responsibility to keep things together.”

Megan followed her own star and has been living and working at Old Crow the last 14 years, and Sian gives credit to their mother as the primary motivator and instigator of their independence.

“Our Mum, Carole, is the one who made everything work.

We knew we were living a more dangerous lifestyle than most people. We needed our Mum to help sort out the mess when things went wrong. She never overreacted to the many situations we brought to her over the years.”

Sian had a fairly mixed education of formal and practical, taking four years off after graduating from F.H. Collins to travel around South America, Antarctica and New Zealand, but always returning to work at Kluane during the summers to manage the charter business.

“After those years, I went to Selkirk College for a diploma in renewable resource man-

Scientists are just regular people with bigger vocabularies and a passionate interest in things normal people take for granted, such as rocks, bugs, ice, bones, fossils, trees, stars, bees, birds, dinosaurs or the meaning of mud. There just happened to be a “beeologist” at the research base while this interview was being conducted when an excited voice rang out near the cookhouse: “I found another new one!”

Six or eight people, including Sian, Lance and their 14-year-

old daughter, Bronwyn, converged quickly to look at the discovery, and, sure enough, there was a weird little round, hairy bee that looked like a hippie caterpillar with an eating problem. While Lance leaned in close to get a picture, Bronwyn enticed the bee to walk onto the back of her hand, then started giggling saying “Hurry, Dad! It’s tickling me!” Sian had a quick look, then carried on with the interview as if this kind of interruption was commonplace and happened every day.

“I greatly appreciate the extreme range of people I work

with at the research station. If I send a note out to everyone, I will get replies that range from ‘terrible idea’ to ‘great plan.’ No one ends up at Kluane unless they are really dedicated to the project they are working on.”

But Sian is not a scientist herself, nor is she an avid bush pilot like her legendary father, despite spending a great deal of her early years glacier-hopping in small prop planes on skis.

“I always wanted to fly,” she said, “but I don’t really enjoy airplanes. After completing my CPL (Commercial Pilot’s License), I started paragliding.

That is the kind of flying I really love. However, it is a complete waste of time and not useful for our business at all.”

Ultimately, it was her marriage to Lance Goodwin, a lifelong hunter, trapper and mountain man from Atlin, himself the son of a northern legend named Dave Goodwin, that completed her metamorphosis from “glacier girl” to modern businesswoman.

“I met Lance at Kluane. He was visiting a mutual friend, Donjek Upton, who was flying with us for several years. Lance and I have complementary skill sets. I needed a partner who would have the strength to handle a fairly demanding life. We’re almost 20 years into this partnership, and I am still impressed with the range of talents my husband has from his artistic side, carving and photography, to practical building, welding, driving machinery, to fun things like snowmobiling, boating, fishing and skiing.”

Between her father’s inspiration, her mother’s guidance, her sister’s friendship, her daughter’s devotion and her husband’s congenial personality and huge work ethic, it was only a matter of time for her to slip into Andy’s large shoes and carry on into the future.

“For about 10 years Lance and I worked with Andy at Kluane, and we felt like we were doing a lot. It wasn’t until we really took over the management of everything in 2010 that we realized how much he had been doing behind the scenes that we didn’t know about. That was when the winter months in Mexico or sailing in Brazil came to an end.

“We are lucky that Andy continues to work with us to keep the planes in the air and the research station on the ground.

He is always there to help us keep some perspective with a sense of humour about what we are doing.

“I told him recently that I was having nightmares about a large boulder which was right beside where we flipped an airplane during a forced landing this spring. I kept dreaming about the rock coming through the windshield into the cockpit.

He said, ‘We needed that rock to put our luggage on to keep it out of the snow. We landed beside it on purpose.’ (Upside down.) And that was exactly what we had used the boulder for.

“No more bad dreams.”

C

ome November, it is common practice for Canada’s elite ski and snowboard teams to send athletes to places like Colorado to get early season training.

Whitehorse’s Mount Sima is trying to change that.

Friends of Mount Sima Society, the non-profit group that runs the ski hill, will welcome provincial and national level skiers and snowboarders this month, thanks to a contribution of $160,000 from the Yukon government, it was announced Monday.

“There are a number of provincial and national teams who want to get on snow before most ski areas open up, meaning in November,” said Laurie Henderson, past-president of Friends of Mount Sima Society who stepped down from the position following the group’s AGM two weeks ago. “We’re one of the few who are able to offer that. This is the first year we’re doing that. So the money the Yukon government is providing is going to assist us in developing this opportunity for Sima.

“So there are over 120 athletes and coaches and people coming with them to do this preseason training.”

A pair of provincial teams are scheduled to arrive in Whitehorse by the end of the week and could be on the slopes by the weekend.

Panorama Provincial Ski Team, based in the East Kootenay region, is sending about 40 athletes and coaches from its alpine ski team.

Calgary’s WinSport Academy has about 35 freestyle skiers and snowboarders on the way.

“It is probably important to realize that these 120, 130 people will need accommodation and food … hotel accommodation and other facilities in town,” said Henderson. “There’s 120 people coming in and they all need food to eat and hotels to stay at, so that should be, I hope, some contribution to private businesses in town.”

Crews at Mount Sima work on construction of a new series of jumps at the mountain on Tuesday. The Friends of Mount Sima Society has received $160,000 from the Yukon government to bring elite skiers and snowboards to the resort for early-season training.

Canada Snowboard’s parasnowboard team will send five, including a pair of Sochi Paralympians, for nine days of training at the end of November.

“There are a lot of little pieces that make this a great fit for teams that traditionally have had to go outside the country, or great distances, to obtain that training environment we’re looking for in the early season,” said Canada Snowboard’s para-snowboard head coach Mark Fawcett. “It’s always been a struggle for me, ethically, to take our team to Colorado in particular – that’s the hotspot for early season training in North America – and spend our dollars down there in an environment we don’t have a lot of control over. And I see so many Canadian teams down there in the same situation.

“We get the non-preferred training lanes, times – we’re spending all this money down there. I kept thinking, there’s got to be a place in Canada that we can have the same product at that time of year.”

Mount Sima projects Dec. 4 as its opening day for the public. Accessing the hill before it is open to the public is extremely beneficial for his athletes, said Fawcett.

“Having control over the environment is critical for the training variety, it’s very critical for training safety, training volume.

“We’ve been in Colorado where we get the third time slot and the lift line is 25 minutes long. You’ve just cut how many training runs you can get in in half. And you’re paying out the nose for it.

“I’m going to have several boardercross features and a mini track in when I’m up there, and nowhere else in North

American would I be able to establish features so early in the season.”

The government money is going towards snowmaking equipment (snow guns), safety equipment (alpine ski safety nets) and operating costs.

Funds were also used for marketing, to get the word out to ski and snowboard groups. The hope is Sima will become a hot spot for teams wanting an early jump on the season for years to come.

“Sima is quite appreciative of the support the government has given us to expand this,” said Henderson. “I think if all goes

well it should be something that should be able to contribute to the long-term sustainability of the hill.”

Sochi Paralympians John Leslie and Michelle Salt will be joined by teammate Alex Massie, who won a bronze medal at the X-Games and the world championships last season in the para-snowboardcross.

The team would come earlier, but are attending a World Cup event in Holland before their trip to Whitehorse.

“Dirt work” has been done to Sima’s terrain park this year, including the addition of more big jumps, said Henderson, and the snowmakers have been blowing night and day since the temperature dropped.

Canada Snowboard could consider sending athletes from other disciplines, such as freestyle and alpine, next season, said Fawcett.

“I’m really keeping my fingers crossed that this becomes an annual pilgrimage of sorts for high-performance teams in the early season,” he added.

“We feel Sima will have the earliest big jump line in North America … That’s going to be a big attraction.”

hitehorse curler Thomas Scoffin has curled at seven junior nationals, has won a medal on the international stage and this past March claimed the Canadian Interuniversity Sport title.

Next week heâ&#x20AC;&#x2122;ll be throwing rocks in his biggest event yet.

Scoffin will play the second position for Albertaâ&#x20AC;&#x2122;s Team Bottcher at the next Grand Slam of Curling event, The National, in Oshawa, Ont. beginning Wednesday. â&#x20AC;&#x153;Obviously, Iâ&#x20AC;&#x2122;m super excited to get a chance to play in an event of this magnitude,â&#x20AC;? said Scoffin. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m pretty humbled to have the opportunity and Iâ&#x20AC;&#x2122;m looking forward to playing well and weâ&#x20AC;&#x2122;ll see how things go.â&#x20AC;?

The Bottcher rink is no runof-the-mill team. The Edmonton-based rink is currently ranked eighth in the world. Skip Brendan Bottcher won the junior nationals and junior worlds in 2012.

Scoffin, 21, will fill in for Bottcher second Bradley Thiessen, who has committed to playing in a different event.

Two years ago Scoffin played as alternate for Bottcher at the CIS championships. â&#x20AC;&#x153;So we do have a little bit of experience playing together,â&#x20AC;? said Scoffin.

The Bottcher crew all played for the University of Alberta up to a couple years ago. Scoffin now studies business at the university in his fourth year and is skip for the schoolâ&#x20AC;&#x2122;s Golden Bears team. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;ve been working with the U of A program for the last four years and Iâ&#x20AC;&#x2122;ve gotten to know those guys pretty well,â&#x20AC;? said Scoffin. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;ve played against each other quite a bit, weâ&#x20AC;&#x2122;ve practiced together in the same kind of setting, so weâ&#x20AC;&#x2122;re both pretty comfortable with each otherâ&#x20AC;&#x2122;s style of play â&#x20AC;Ś â&#x20AC;&#x153;They thought I might be a good fit, so they gave me a shot and hopefully it goes well.â&#x20AC;?

Not only has Scoffin been skip for the Golden Bears and the Junior Golden Bears during his university years, he has been at the helm of teams half his life.

He was skip for Canadaâ&#x20AC;&#x2122;s mixed bronze-winning team at the 2012 Winter Youth Olympics in Austria. The Arctic Winter Games gold medalist has been

skip at the Junior Canadian Curling Championships seven times, the first when he was 12 years old â&#x20AC;&#x201C; a record for the event.

Though he didnâ&#x20AC;&#x2122;t specify exactly when was the last time he played a position other than skip at an official competition, he did say, â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s been a long time. â&#x20AC;&#x153;Thereâ&#x20AC;&#x2122;ll be a bit of a transition, for sure, but at the end of the day the shots are the same.

There wonâ&#x20AC;&#x2122;t be any new shots Iâ&#x20AC;&#x2122;ve never played before. So I feel pretty comfortable that I can step into that role and play well.â&#x20AC;?

Scoffin and the rest of Team Bottcher will begin the Grand Slam (which has a $100,000 purse) against Switzerlandâ&#x20AC;&#x2122;s Team Michel on Nov. 11, Albertaâ&#x20AC;&#x2122;s Team Simmons and Ontarioâ&#x20AC;&#x2122;s Team Jacobs on Nov. 12, and Swedenâ&#x20AC;&#x2122;s Team Edin on Nov. 13.

The bonspiel will be broadcast on Rogers Sportsnet.

Mustangs start season with semifinal showing in Osoyoos Tom Patrick News Reporter

T

he Bantam Mustangs is a small team of just 16 players, many of who are firstyear with not much experience playing contact hockey.

But that didn’t stop the Yukon rep team from securing a symmetric 2-2 record and reaching the semifinal at the South Okanagan Minor Hockey’s Bantam Rep Tournament over the weekend in Osoyoos, B.C. The Mustangs went 2-1 in the round robin before a “lacklustre effort” ended their run in the semifinal at the Tier 3 tournament – their first of the season.

“From a coaching perspective, we were quite delighted with our first three games,” said head coach Kirk Gale. “We have to keep in mind Dawson Smith is a peewee goaltender and we had four first-years on defence – we only have four defence at this point.

“So we’re fairly young and this was the first hitting tournament of the year. So that was a bit of an eye-opener for some of our players. Even some of the secondyears didn’t play much contact last year.”

The Mustangs produced their first road wins of the season on Saturday.

In the morning they downed the Aldergrove Bruins 7-4 with three third-period goals. Forward Josh Austin, who notched two goals, was named the Mustangs’ Player of the Game. “(Austin was) working hard, getting a few points here and there, but basically playing a really good 200-foot game back and forth,” said Gale.

Yukon teammate Kyron Crosby scored two goals, Isaac Williamson two, and Oscar Sawicki one.

The Mustangs then posted a narrow 3-2 win over the Langley Eagles. Defenceman Oscar Burgess scored the first two and Williamson sniped the game-winner.

“He was really solid in our own zone and on the blue line,” said Gale.

The hosting South Okanagan team was a thorn in the Mustangs’ side, dealing the Yukon squad both its losses. One close, one not so close.

The Mustangs opened the tournament with a close 6-5 loss to South Okanagan on Friday.

Whitehorse to host huge hockey tourney in December Tom Patrick News Reporter

A

ll three of Whitehorse’s ice rinks will see nonstop tournament play the first weekend in December.

The International Showdown Tournament will keep Zamboni drivers busy as 15 teams play in three divisions at the second annual event hosted by the Yukon Amateur Hockey Association.

“It’s impossible to hold any more, unless we went to outside rinks,” said YAHA president Russ Smoler. “Part of the attraction – and this is an attraction for many teams, particularly early in the season – we’re offering three 20-minute stop-play period games for every team with a minimum of four games.

If you do the math, you can’t do that in other communities, in other jurisdictions, unless if you have three rinks.

“We have every ice-time from basically seven in the morning to 10:30, 11 o’clock at night booked.”

In addition to four local teams, this year’s tournament will feature three from N.W.T., three from B.C., three from Alaska (from two communities), an Albertan team, and – for the first time in recent memory – a Saskatchewan team.

Wilcox, Sask.’s Notre Dame Argos are slated to play in the seven-team midget division.

The team learned about the tournament through the team’s coach Clint Mylymok, who was Whitehorse Minor Hockey’s head coach in the 2013/14 season.

“The reason they’re coming up here – there’s a couple of things,” said Smoler. “They get to play some decent hockey.

They also get to see what’s going on in the North. We’re really happy to have those guys on board.”

Other Outside teams include the Yellowknife Wolf Pack, Alaska’s Wasilla/Mat-su Eagles and Palmer Pioneers, the Fort St. John Flyers and the Grand Prairie Knights.

The Yukon Mustangs, formerly called the Whitehorse Mustangs, will represent the territory. The name change occurred when YAHA took over the rep program from Whitehorse Minor during the offseason.

“We’re not changing the brand,” said Smoler. “We like the brand, we like the colours, we like the uniforms. It’s just going to be the Yukon Mustangs and we’re going to operate that way, certainly for the first year.

“It gives Whitehorse Minor the opportunity to focus on the house league teams. Frankly, we look at those teams as being feeder groups to our competitive level, as we do with any of the other community organizations as well.”

The Tier 3 contact-hockey tourney will feature peewee, bantam and, unlike last year, a midget division.

“Part of the whole focus was to bring in midget competition,” said Smoler. “Last year we wanted to host the provincial midget (championship) and we couldn’t do it because we didn’t

have enough midget players … This year we probably have enough for three midget teams.”

At last year’s inaugural tournament the Bantam Mustangs went undefeated in five games for gold in the bantam division.

(The team would later become the first from the territory to win gold at the B.C. Hockey Championships.)

The Peewee Mustangs captured the bronze in the peewee division with a win over the Wasilla/Mat-su Eagles.

Gary King November 25, 1954 – October 27, 2015

Gary Wayne King passed away on October 27, 2015 in Lions Gate Hospital surrounded by the love of his mother, brother and sisters.

Gary was born in Whitehorse, Yukon to Frank and Agnes King, the sixth of eight children.

Gary will be lovingly remembered by his mother Agnes King; brothers Pat, Bob (Robert) and Greg; sisters Fran Henney (Al), June Janits and Joy Ruttle; 14 nieces and nephews; and 16 great-nieces and nephews. Gary was predeceased by his father Frank King and brother Sunny (Frank) King Jr. Gary lived the majority of his life in Whitehorse, where from a young age he had a love for the outdoors, fishing and camping. He had a great appreciation for music, expressed his creativity through various crafts and enjoyed dabbling with gardening. Gary was involved in the Whitehorse Martial Arts community for many years. From 1995 to 2005 Gary lived in Parksville, British Columbia where he continued his love of fishing and expanded his gardening to include fruit trees and grape vines.

Gary will be lovingly remembered as a caring, compassionate person who always wore a smile on his face.

A Celebration of Life for Gary will be held in the late spring/early summer of 2016.

In lieu of flowers, Gary would prefer donations be made to the Canadian Cancer Society with a specific designation to Liver Research.
