Kelowna city council got its first look at how city staff envision the “new heart of downtown” looking in the future—and they liked what they saw.

“This is a preferred concept plan that I really love,” said Mayor Colin Basran at Monday’s council meeting following a presentation about possible future development of an area the city has dubbed as its Civic Block, a area that

stretches from Okanagan Lake to Ellis Street and from Queensway to Cement Avenue.

It contains most of the major civic buildings such as City Hall, the soon-to-be-replaced RCMP building, the Kelowna Community

Theatre, Memorial Arena, the Kelowna Heritage Museum, the downtown branch of the Okanagan Regional Library, the Rotary Centre for the Arts and the Art Walk linking nearby Prospera Place with the library parkade.

City council pumped about new ‘heart of downtown’ IDEAS FROM A1 Stressing the need to include private investment to pay for some of what the city would like to see in the area, the plan calls for redevelopment of the RCMP building site with a mixed use building that could be anywhere from six to 13 storeys high, a new performing arts centre to replace the Kelowna Community Theatre, a new museum and development on what are now sites that will either become vacant as other buildings are built or are now parking lots.

For Basran, the changes can’t come soon enough.

“I wish we could build it all now,” he told council.

But he said while the city could spend all its capital plan money on the Civic Black, that would be unwise.

“Anyone expecting or wanting the city to do this (on its own)—it won’t happen, we don’t have the money,” said Basran, adding there are other needs throughout the city that also have to be addressed, such as parks, sidewalks and street lighting.

The concept plan calls for the first work to be done on the Civic Block

to be an extension of the Art Walk that currently links the library parkade with the Rotary Centre for the Arts and Prospera Place to Doyle Avenue and creation of a civic plaza where the walkway passes the end of Smith Avenue beside the Kelowna Court House.

Other parts of the plan envision mixed-use buildings with commercial at street level and residential on higher storeys on parts of what is now the parking lot around Prospera Place.

The same time of development could occur on other sites, such as the

one that currently houses the existing Kelowna Heritage Museum and the existing Health Unit on Ellis Street.

A new museum could be built according to the plan and the Health Unit, owned by the province, will be vacated when the new Interior Health building at the corner of Doyle Avenue and Ellis Street is completed next year.

The desire for a new performing arts centre to replace the aging Kelowna Community Theatre however could be hampered by the Kelowna Community Trust (formerly known as the Simpson Covenant) as

it stipulates only community facilities can be built on the lands it covers.

The city says businesses, such as a restaurant would be needed in a performing arts centre to make it financially viable.

City staff said they heard loud and clear from the public and area stakeholders that they would like to see the Civic Block develop in the way the plan calls for.

Despite that, there will be another open house to gauge public sentiment towards the concept plan in December.

Kelowna-Lake Country MP-elect Stephen Fuhr joined local poppy sellers in the city Friday as the annual Remembrance Day poppy campaign kicked off.

This year’s campaign hopes to match last year’s record-breaking total of $188,000 raised from the sale of poppies during the two weeks leading up to Remembrance Day on Nov. 11.

Funds raised through the campaign go to help support veterans and their families and provide bursaries for school children and cadets.

Each year, the Royal Canadian Legion disperses an army of volunteers into the community to sell, or give away, poppies, as well as stationing boxes of poppies at businesses throughout the area.

Fuhr, a veteran himself—took time out of a busy week preparing for his swearing-in as the Liberal MP for Kelowna-Lake Country, to participate in the campaign kick-off.

He said having volunteered as a poppy seller last year, he was determined to do it again this year before dashing off to Ottawa to be sworn in.

“It’s something that means a lot to me,” he said during the kick-off breakfast to announce this year’s campaign.

At the breakfast, he and Kelowna Mayor Colin Basran spoke, with Basran saying this year’s Remembrance Day ceremony will have added meaning for him since he represented the city in Kelowna’s Dutch sister city, Veendam earlier this year to celebrate the 70th anniversary of the liberation of the Netherlands during the Second World War. The Royal Canadian Legion here will distribute an estimated 60,000 poppies for the public to wear between now and Nov. 11.

Sight of fresh snow fires up Big White It starting to look a lot like ski season at Big White Ski Resort.

A snowfall accumulation of 39 centimetres so far, with another one centimetre overnight, is starting to get skiers thinking about hitting the slopes this winter.

Big White officially opens for the 2015-16 ski season on Thursday, Nov. 26.

The snow base has accumulated to the point where groomers have started track-packing in the village— knocking the air out of the snow to sustain and maintain the snowpack for the upcoming season.

Again this year, Big White has invested in a number of new features to add to the winter skiing experience including a new groomer, a new magic carpet in the tube park and the Black Forest Day Lodge.

No reprieve for outdoor ice rink

Pleas from Scotty Creek neighourhood residents in Ellison to keep an outdoor ice rink open on land owned by the Black Mountain Irrigation District (BMID) have been rejected.

The BMID board of directors met last Thursday to review the issue relating to the use of its wellsite located at 3340 Seratoga Rd. Following the meeting, BMID released a statement saying there has been unauthorized dumping of soil on the lot and “further alteration of the lot creates a liability issue with surrounding properties.”

“While BMID supports recreational activity, BMID is a water purveyor, responsible for the supply of quality water for residential and agricultural purposes,” the release stated. “BMID has, on numerous occasions, restricted its land use to that of the purveyance of water.”

The issue of the use of the lot came to light this week when some members of the Scotty Creek neighbourhood went to the media to complain about being told they could not build an ice rink on the site, as they had done in recent past years.

The parents said it was a community ice rink utilized by kids and shutting down the rink went against the wishes of the community.

But since the issue was raised, other residents have come forward stating that not all of the community supports the ice rink, saying the rink was being misused by some adults late at night.

In a message to the Kelowna Capital News, Colby Wilkinson said the rink was an eyesore.

“The ice rink is only used by a select few in the neighbourhood. It’s only cold enough to have ice for maybe three weeks of the year. The rest of the time it’s a mud pit. It has become an eyesore year after year,” he wrote.

“The lots in Scotty Creek are plenty big enough that they could build one in their backyards. It’s quite simple.

The land doesn’t belong to them.”

As for BMID, the irrigation district reached several conclusions after seeking legal counsel and discussing the issue at last week’s board meeting: 1. The property is a well site which is no longer used to provide water services to the local community 2. The property has been significantly altered by unauthorized dumping of soil onto the property thereby changing the grade of the property. Normally, such alterations would be based on directions of certified engineering staff and permitting. The dumping of the soil was not authorized by BMID and does not meet engineering requirements for such property 3. Further alteration of the lot creates a liability issue with surrounding properties 4. Further unauthorized alteration or use of the property would result in liability to BMID which BMID is unable to accept 5. BMID will obtain a fair market valuation of the property and put the property up for sale once the property has been remediated. The property will be available for purchase by any interested parties.

Ann Maze has seen a great deal in her lifetime.

As she celebrated her 105th birthday at the Chartwell Chatsworth Retirement residence in Kelowna on Friday, it has been 68 years since she first set foot in Canada with her two children.

Ann moved to Kelowna from the Lower Mainland at the age of 100 to be closer to her son. Since reaching the century mark, she has received multiple congratulatory certificates from various political dignitaries— Queen Elizabeth, Governor General of Canada, LieutenantGovernor of B.C., Canada’ s prime minister, the B.C. premier and local riding MPs. She has returned the favour by voting in elections, including the Oct. 19 federal election.

She claims the success

to her longevity has been to keep busy and exercise, an attitude she continues to follow today, either walking or taking a turn on the exercise bike.

When she arrived in Canada back in 1947, Ann did so in dramatic fashion as one of the plane engines caught fire in flight, causing an emergency landing in the Maritimes where strangers took her and her two kids in until they could arrange transportation to their initial destination, Montreal. From there they caught a connecting flight to Vancouver.

Ann has been active in sports for most of her life. In particular, she was an avid lawn bowler, very involved in the Stanley Park Lawn Bowling Association as a member and coach for more than 50 years. She

Ann has always loved to travel and been

to most of the major countries in the world during her life, with India being the one notable exception. She enjoys opera, classical music and is a Beatles fan.

After three hard years of work, Joe Gluska is getting what he wanted.

Gluska lives on the corner of Campbell and Casa Loma roads in West Kelowna, and since 2013 he has been petitioning West Kelowna city council to remove the ditches built in the neighbourhood that same year. The area originally had an underground drainage system but, due to an incorrectly built road, it wasn’t functioning as well as it should have been.

The city built the ditches in 2013 in an effort to improve the drainage; however, once again the ditches proved

ineffective. The ditches also proved to have a larger negative impact than what they replaced, Gluska explained.

“It’s huge on several fronts,” he said. “Of course the safety issue is most important. Because it goes around twothirds of my property, I have no access.

Not being a younger person, when you’re on the rocks in there it becomes dangerous.

With kids riding bikes in the neighbourhood you have to be concerned, because they could fall into the ditch and injure themselves.”

The ditches, which are lined with rocks, also limit parking in the area.

For those cars that do park along the side of

the road, they now aren’t able to get as far over and take up more space on the street. Furthermore, Gluska noted they detract from the neighbourhood esthetically and lower property values as they are out of place in an urban setting.

Gluska’s three years of petitioning paid off at the end of October, and West Kelowna council moved to replace the ditches with an underground system. While there was initially talk of having the residents fund some of the project, the city ultimately decided to fund all of it itself.

“It is my belief that they had an underground system, and when we put in the ditches we took out the underground

“We’re just giving them back what they already had.”

Traditionally, West Kelowna residents who have seen an upgrade done in their neighbourhood have had to foot part of the bill. This isn’t the case for Campbell and Casa Loma residents, however, as de Jong noted this isn’t an upgrade, but rather returning what they had.

“It’s the right decision for myself and the other neighbours that they were going to put into

a special service area,” Gluska said. “We were going to have to pay for something that we already had. The neighbours that I’ve talked to and myself are very pleased that the city accepted blame, that they said there were mistakes and that they are going to correct the problem.

Personally, I applaud them for doing that and now we can all move forward.”

Construction on the underground system is expected to begin in early spring, with the hopes of having it complete by June 2016.

Career Fair opens up new job opportunities Sawyer Klassen

Okanagan College was a hub of information, ,interest and career professionalism Sunday.

The college held its 34th annual Career Fair with roughly 80 booths set up representing all of OC’s programs and others from the community.

Career Fair coordinator Michelle Lowry noted the number of booths was comparable to previous years, and although it was difficult to guess, she estimated they had

between 800 and 1,000 people attend the fair.

While the main draw

of the fair was all of the information available on various careers, there was

more going on than just the booths themselves.

“We burn out this car, we take all of the fluids out of it and we do a little bit of a contest to see how long it will take and the person who is closest gets a prize,” Lowry described of one of the many trades demonstrations that were held.

“Then they flip it, so they’re simulating an accident. Then the

Apprenticeship training makes impact There are few places in the province where the role of apprentices is more obvious than at Okanagan College, now B.C.’s second-largest trades training institution.

“This week we have 310 apprentices in class at the college,” said Okanagan College president Jim Hamilton, speaking in reference to B.C. Apprenticeship Recognition Week, Nov. 2 to 6.

“Think about the impact they have and the role they play in our economy as they finish their studies and return to work.”

One of the many places they are working is at the college itself. An example is Tyler Tetlock, a journeyman carpenter who is

helping the college build for the future.

“Okanagan College helped prepare me for my career, so I’m very proud to help build a space where thousands of others will train towards a career in the trades,” explained Tetlock, who is an assistant superintendent for PCL Constructors Westcoast Inc., the company spearheading construction of the new Trades Training Complex at the Kelowna campus.

When its doors open next spring, the new complex on KLO Road will provide room for more than 2,600 students to train each year.

In addition to acknowledging current students and alumni, the

college also saluted another key player in the apprenticeship process —employers.

“The participation of employers is crucial to apprenticeship,” said the college’s Dean of Trades and Apprenticeship, Steve Moores.

“We are very grateful to all of the businesses and individuals that hire and endorse our apprentices.”

Between now and 2024, the province forecasts job openings for 2,346 carpenters in the Thompson Okanagan region alone. The estimates suggest there will be job openings for nearly 2,200 cooks, chefs and bakers in the region.

Overall, there is call for more than 10,750 tradespeople in OCinstructed professions.

and a welding simulator, in addition to tours of all of the trades departments.

OC itself also put up some attractions to encourage potential students to attend the college, as there was a draw for a $500 credit

towards tuition and anyone who registered for a class that day had their fee waived.

Lowry added she loves bringing the community out to the college career fair every year, something she hope will continue “forever.”

It’s only a matter of time The first Sunday in November has come and gone, and that means a couple of things.

Because it landed on Nov. 1, in addition to start being inundated with Christmas at every turn, this past Sunday also called for our time changeover to daylight savings, setting the clocks back one hour.

Adopted by Germany during the First World War, the practice of observing daylight saving time quickly spread to Canada.

The idea, apparently, was that people could take the best advantage of daylight in the mornings, and setting clocks ahead each spring and back each autumn would help maximize useful hours of morning sunlight.

In doing so, the theory was, energy would also be saved, reducing the need for electric light.

Back when many people—farmers in particular—rose and retired with the sun, it made sense.

Today, not so much.

Most of us punch a clock that requires us to be somewhere at certain time, regardless of the sun’s place in the sky.

Today, even Saskatchewan—a province known for its agricultural base—and traditionally farm-dependent parts of Northern B.C. don’t observe daylight time.

Granted, it can get confusing as to whether you’re in sync with the rest of B.C. or Alberta at a given time of year, but that is a small price to pay for not having to spend a whole week readjusting your internal clock.

Of the two, of course, most of us prefer to fall back and gain that precious extra hour of sleep. And, according to a CBC report, that preference is borne out in Swedish studies that indicate more heart attacks occur in the week following spring change, while there are fewer than average in the week following fall back.

It’s not all good news, though.

According to police, the number of pedestrian deaths increases threefold after the fall time change, as drivers to adjust to a darker evening commute. It’s a debate that comes up every year, and of course there are arguments to be made for and against. But to us, it seems like an idea whose time has come—and gone.

Time for Liberals to start delivering Out with the old, in with the new.

City Canada got a Confidential new-look parliament yesterday and today, ALISTAIR to go along with WATERS the new Liberal government, it gets a new federal cabinet.

A lot is changing in Ottawa this week, not the least of which will be having a new party in power for the first time in a decade.

But, as is usually the case when a long-term government is defeated at the polls, the expectations on the incoming government are extraordinarily high.

Promises made during the campaign are still fresh in the minds of voters and when those promises aren’t kept—even for reasons beyond the control of the party that made them—public sentiment can soon sour. And quickly.

Just ask U.S. President Barak Obama.

In 2008, he rode to the White House on a promise of change, and immediately found himself handcuffed by not only a slumping economy but by a Republicandominated Congress in no mood to co-operate.

New Canadian Prime Minister Justin Trudeau is not facing the same problems Obama faced, but he is

carrying a lot of expectations of change nonetheless.

In the eyes of many voters however, he does enter office with one big plus—he’s not Stephen Harper.

Harper, like many long-term Canadian prime ministers before him—Conservative and Liberal—wore out his welcome with voters thanks in part to being in office too long and to the ultimate no-no in politics: Being there so long you think you can do what you want.

Sure, with a majority in the House of Commons you can, but it’s going to piss off a lot of voters. And when the next election rolls around….

So we can expect the usual “honeymoon” period for Trudeau and the Liberals.

But he promised action on several fronts in the first few months of his mandate—pot, Air Force deployment, missing and murdered aboriginal women and Canada’s approach to climate change. So now is the time to deliver.

And that will start with a slimmed down, genderequal cabinet.

Canadians will learn a lot about the new Liberal government and its leader in the next 100 days.

Let’s hope they don’t spend the time blaming the last government for things it now says it can’t do.

Chiefs demand apology for Co. moves jobs out of Highway of Tears emails Canada but expects perks to continue Open letter to Premier Christy Clark: We were extremely shocked, alarmed and deeply offended to learn that B.C. government employees deleted emails regarding a request made to the B.C. Ministry of Transportation and Infrastructure for records relating to a meeting about missing women along the Highway of Tears (Highway 16) in northern B.C. As you are aware, Information and Privacy Commissioner Elizabeth Denham reviewed the allegations and produced a scathing report finding that the BC Government regularly violates a key provision of the Freedom of Information and Protection of Privacy Act that requires public bodies to respond to access to information requests “openly, accurately and completely” and without delay. Her report concludes that such sweeping violations have resulted in a serious erosion of the integrity of B.C. ’s access to information process.

We cannot overstate the emotional impact of the actions by your government in deleting these emails, and the erosion of public trust.

The family members and communities of the women and girls who have gone missing along the Highway of Tears have been clear in their calls for provincial action to address the crisis, and instead of doing so, your government has actively refused to respond to a related request. We are extremely concerned that despite your commitment to open government, these actions by your government limiting access to information reflect contempt for the law and for the public. The right to full access to information from public bodies in B.C. is integral to Indigenous Peoples’ demands for and pursuit

of justice, including justice for missing and murdered Indigenous women and girls, and families struggling with missing mothers, sisters and daughters.

Once again, we remind you that there are numerous clear recommendations to take meaningful action to provide adequate and safe transportation along the Highway of Tears from agencies including the InterAmerican Commission on Human Rights of the Organization of American States, the UN Committee on the Elimination of Discrimination against Women, the Missing Women’s Commission of Inquiry, and the Highway of Tears Symposium. B.C.’s failure to act in response to these recommendations puts the safety of Indigenous women and girls, and all women and girls traveling along the highway at risk and is in neglect of its duty to take every reasonable effort to ensure the safety of all women and girls.

We are calling on you to immediately provide a formal apology to the family members of women and girls who have gone missing from the Highway of Tears for the willful destruction of related emails by your government.

We also demand that you fully implement the recommendations from Privacy Commissioner Denham’s report. Given the urgency of this situation, we look forward to your prompt response.

What happened to the B.C. Conservative party?

To the editor: With the mounting scandals facing the provincial government these days, one has to wonder what ever happened to the BC Conservative Party.

The last time their Leader, Dan Brooks, issued a press release it was to congratulate Justin Trudeau on his election victory.

We haven’t heard word one about any issues that an opposition party should be taking issue with like the deletion of emails by government officials or the fact that our most vulnerable resource, children in care, are committing suicide while being kept in hotel rooms unbeknownst to government.

With just two years until the next provincial election the only parties that appear in the media are the Liberals and the NDP. Hence the question.

During the last election the BC Conservative Party started out at 23 per cent—a viable alternative to the BC Liberals and the NDP. By the time the election was over the party had slid to just over four per cent as a result of internal fighting.

Today one has to question whether the BCCP can even achieve four per cent.

Since the new leader has been elected the membership has declined and constituency associations have collapsed.

What have the board and leader done?

Well, they developed a new constitution that has created more dissent within the membership.

They have not had a review of the party policies and they don’t oppose anything that the governing Liberals have done since being elected.

The BC Conservative Party is mired in debt and the leader is facing a lawsuit that threatens to put the party even further in debt.

We all know what the NDP has done to B.C. in the past and we are scared to death of what will happen if they get back in.

The province needs a realistic and viable alternative to the BC Liberals and at this point it looks like there isn’t one available.

It’s time for the BC Conservative Party to get its act together and present an alternative to the current government in 2017.

To the editor: I noticed in your article in regard to Agility Fuel Systems laying off of 65 manufacturing jobs (Kelowna Loses 65 Jobs Due To Weak Oil Prices, Oct. 28 Kelowna Capital News), that no question was raised about the obvious abuse involved in the company moving their manufacturing jobs out of the country and still thinking that the Canadian taxpayer should fund their research and development.

Exactly what benefit does the Canadian public receive from enabling this corporation to research more efficacies so that they can then cut some of the cheaper workers in their new location?

I know we grant all kinds of tax breaks to the corporate world, they obviously need them to keep paying their CEOs their outrageous salaries, but when does it stop?

The big lumber corporations have done away with 20,000 jobs in B.C in logging and milling on the coast, preferring to ship raw logs to Asia or the U.S.A. where labour is cheaper. This has improved the profit of these companies immensely, so why is the provincial government still holding the stumpage rate at next to nothing, giving tax breaks to build roads etc.? B.C. loses the jobs and they still think we should keep the trough full for them.

I think if a company requires ongoing support from the public that company shouldn’t be in business.

We need government to learn how to just say no to hand-outs to the multi-nationals.

The weakening Canadian dollar has once again driven up the cost of a new fire truck for the City of Kelowna.

The truck, being built for the city in the U.S., y was originally supposed to cost $600,000, but the w meltdown in the value of the loonie last spring drove y the cost up to $730,000.

Yard waste pickups end Nov. 30

Another sign that winter’s on the way, there’s one month left to have your yard waste picked up at your curb.

Bi-weekly fall yard waste pickup ends Monday, Nov. 30.

That’s the last day in the Central Okanagan for the curbside yard waste pickup program until collection resumes again March 1, 2016.

To determine your yard waste collection week, please refer to your Living Greener Calendar, download the my-waste app, or visit regionaldistrict.com/ recycle.

Waste reduction facilitator Rae Stewart says the yard waste collection program is very successful, with close to 12,000 tonnes of green material collected curbside annually.

“That’s a big win in that all that material can be composted. It saves landfill space, reduces lineups at the landfill, and gives back great compost in the form of GlenGrow, a super soil enhancer you can buy for your garden come spring,” said Stewart.

“That’s why is really important to keep any foreign matter out of your

re-used, plus can really bung up equipment and machinery used to grind it down.”

Local residents can also take up to 250

yard waste cart; plastic flower pots, plastic bags, even garbage landing in there by accident means the great green matter can’t be composted and

kilograms of yard waste to the Glenmore landfill and Westside Residential Recycling and Disposal Center free of charge year-round.

Pumpkins make great compost Once Halloween is over, instead of throwing your jack-o’-lantern in the garbage, consider composting your Halloween pumpkin.

“Pumpkins are rich in nitrogen, a big part of a composter’s diet,” said regional waste reduction facilitator Rae Stewart.

“Just chop up your pumpkin into small pieces and toss it into your backyard composter with some fall leaves. It will break down well to become a nutrient rich soil amendment you can put in your garden or flower beds next spring.”

It’s estimated that 25,000 or about nine tonnes of pumpkins will be disposed of this fall.

If you don’t compost, you can put your pumpkin in your yard waste cart for your next pickup before the Nov. 30 deadline (see story above).

You can also dispose of pumpkins at either the Glenmore Landfill or the Westside Residential Waste Disposal facility free of charge.

Last Sunday at the Capital News Centre parking lot, pumpkins were dropped from great heights for a good cause. Providing a warm respite for homeless from a frigid winter The Kelowna homeless shelter Inn From The Cold opened last weekend for another winter, helping people in the Central Okanagan.

Inn From The Cold Kelowna (IFTC) is a charity providing overnight shelter to people living on the streets during Kelowna’s coldest winter months.

“Every winter, Inn From The Cold Kelowna opens to ensure that no one has to sleep outside,” said Jan Schulz, IFTC executive director. “Our mandate

is to provide low-barrier, overnight shelter to the most vulnerable members of our community experiencing homelessness to ensure no one falls between the cracks or is left out in the cold.”

IFTC has 35 beds and is available to men and women, transgendered, couples, pets and individuals with various barriers to permanent housing.

The IFTC shelter uses volunteers from the community who do

everything from preparing meals, to setting up the shelter, and providing companionship to the shelter guests.

The shelter depends on volunteers, donations and fundraising efforts to cover operating expenses.

This season, the shelter is still in need of clothing and toiletry donations as well as volunteers.

Fifteen years later, the 19-year-old running back hopes to have a hand in helping author a brand new chapter of Sun history.

On Saturday afternoon in Saskatoon, the B.C. Football Conference champs will take on the host Hilltops for the Canadian Bowl title.

“We know how long it’s been for the organization, and we can make some serious history on Saturday…I know all the guys are looking forward to bringing a championship back (to Kelowna),” said Ngata. “As long as we come out and execute our game plan, play like we can, we should have a chance to do that.”

Brad Ralph knew it wouldn’t be all smooth sailing during his first season behind the Kelowna Rockets’ bench.

The inevitability of injuries is the latest challenge facing the 35-year-old bench boss who is having to manage his roster without the services of four veteran forwards.

As of Tuesday, Rourke Chartier, Tomas Soustal, Riley Stadel and Tanner Wishnowski all remained

sidelined with upper body injuries.

Ralph said while being undermanned isn’t the ideal situation, facing such adversity can also bring out the best in a team.

“It’s not easy when you have four players like that out of the lineup,” said

Ralph. “What it means is, other guys have to step up, like they were able to to Saturday (against Lethbridge).

“You’ve got to use these opportunities to get better and make the most of a challenging situation,” he added.

“When these guys do work their way back into the lineup, you want to have a winning mindset.”

The Rockets opened a three-game trip south of the border against the TriCity Americans Tuesday night in Kennewick, Wash. A final score

wasn’t available at press time.

Kelowna will see the Portland Winterhawks for the first time this season as the teams meet Friday and Saturday nights in the Oregon city.

“Portland’s a pretty hot team right now, so we’ll need to be at our best for them this weekend,” Ralph said.

The Rockets next home action is Remembrance Day, Wednesday, Nov. 11 against the Vancouver Giants. Face off at Prospera Place is 2:05 p.m.

The Sun and Hilltops are meeting for the eighth time in their history—either in the national semifinal or in the championship game—with Saskatoon holding a 4-3 edge.

Okanagan’s last Canadian Bowl win came in 2000 in Kelowna at the expense of the Hilltops.

A year later, in 2001, the Hilltops returned the favour beating the Sun in the title game in Edmonton.

In previous playoff trips to Saskatoon, Edmonton and Regina over the years, the Sun has never won a game on the prairies.

Current running backs coach Don Richmond was on the coaching staff for the 2001 and 2004 Canadian Bowls, both of which the Sun lost.

Based on what he’s seen from this year’s team, Richmond believes the 2015 version of the Sun is well-equipped to end the drought.

“I tell people it’s the best team I’ve seen in the

15 years I’ve been here,” said Richmond. “We’ve had a lot of good teams, but all the way around, none has been better than this one.

“It all comes down to depth,” he added. “We can send second and third guys out there and not really lose anything.

One guy goes, down somebody steps right in.

That’s been the key this year.”

While the Sun steamrolled through the BCFC regular season and playoffs with a 12-0 record, the Hilltops were nearly as dominant with a 9-1 record.

With Saturday’s game to be played on artificial turf and not the frozen prairie tundra of past playoff meetings, Richmond is hoping the Sun will be able to put its skill and quickness to good use. “(The Hilltops) are a big, strong team, like they always are, but I think we may be able to use our speed against them,” said Richmond. “With

the artificial turf instead of what we you used to see out there, it just might level the playing field.

“I’m expecting a great football game between two good teams.”

In winning its first BCFC title in 11 seasons on Oct. 18 at the Apple Bowl, Ngata said the Sun took a big step towards validating the 2015 season.

One more win on Saturday would complete the process.

“It was a great win, but I think for a lot of us we sort of brushed past the B.C. championship pretty quickly,” he said.

“Our goal all along has been the national championship. That’s what we’ve been working for.”

The Sun will leave for Saskatoon Friday morning via a charter flight, then will return home Saturday night following the game.

Cotter rink 2nd in Truro Jim Cotter’s solid play to start the 2015-16 curling season continued over the weekend at the Masters of Curling Grand Slam in Truro, Nova Scotia.

Cotter and his Vernon/ Kelowna rink reached the final of the $100,000 event before losing to 5-3 to Winnipeg’s Mike McEwen, the No. 1 ranked men’s team in the world.

Cotter, Ryan Kuhn, Tyrel Griffith and Rick Sawatsky picked up $15,500 for their efforts.

Cotter won the second tier of the GSOC Challenge early this season in Paradise, NFLD. The Cotter team also placed third at the Prestige Hotels Curling Classic in Vernon and reached the semifinals at the Hub International Crown of Curling in Kamloops.

The Vernon/Kelowna rink has won four of last five B.C. men’s title, including in 2015.

Over on the boys side, the MEI Eagles captured the gold medal, defeating silver-medalist Mt. Boucherie in Saturday’s championship match.

Twenty-six girls teams and 17 boys teams competed in the twoday tourney at KSS, KLO, Immaculata RSS and Dr. Knox.

The UBC Okanagan was just a set away from keeping its perfect season in tact but couldn’t finish off the Winnipeg Wesmen in Canada West women’s volleyball action Saturday afternoon in Kelowna.

All Saints Day November 1st is All Saints Sunday. For many Christians, it is a Sunday where we remember our brothers and sisters in Christ who have gone before us. Christians who celebrate All Saints Day believe that there is a special bond between Christians who have died and are in heaven, which theologians call the “Church triumphant,” and those of us who are still living, which scholars refer to as the, “Church militant.” Faith and trust in this bond was so beautifully illustrated for me by the words of a young grandson reflecting on the death of his beloved grandfather. He said: “I wish that “Opa” had taken his cell phone with him, then he could talk to us and tell us what it’s like.”

This lad truly believed that his “Opa” was in heaven with Jesus.

His innocent belief is supported

by Jesus’ words in John’s Gospel: “I am the resurrection and the life. The one who believes in me will live, even though they die; and whoever lives by believing in me will never die. Do you believe this?” (John 11:25-26) As Jesus suffered on the cross for our sins, a repentant criminal, who suffered and died alongside Jesus, made this faith-filled request: “Jesus, remember me when you come into your kingdom.” Jesus answered him, “Truly I tell you, today you will be with me in paradise.” (Luke 23:42-43) That young lad’s yearning gave me pause to reflect and ponder.

What if my deceased mother and father had smuggled a cell phone along on their trip to glory? What if the cell phone had reception or service in heaven? I know that they would call me if they could. I would love to talk to them. What would they say?

I believe they would say: “Believe Ed! Heaven is real.

Jesus is real. He really is with you. He really walks among you.

He is really with you until the end of your age, until the end of this world’s time and he is revealed to all humankind.”

“Believe you can be really free of the grief and regret caused by the mistakes, lies and trespasses of your past. So when your past sins bubble up and take over your mind, believe that is not God vexing or harassing you, it is your sinful self and the devil plotting to rob your life of joy, peace and hope. Food insecurity and health Food insecurity is a growing problem for many people in the world, and even here in Canada.

In fact, in 2012 roughly 12 per cent of Canadian households experienced some degree of food insecurity A study out of the University of Toronto examined food insecurity as it relates to health status and found it is tightly linked to poorer health.

I have written many columns about socioeconomic impacts on mental and physical health.

Poverty and its attendant problems including lack of access to sufficient nutritious and affordable food are some of the biggest determinants of health.

Food insecurity is intertwined with other poverty issues, but is also an independent predictor of health.

For this study, researchers examined data from some 67,000 Ontario adults between the ages of 18 and 64 who had participated in a community health survey in 2005, 2007-08 or 2009-10.

They assessed food security in the year before the survey interview and linked information with health care data to determine direct health care costs during the same period.

in step with the increasing severity of household food insecurity.

When compared against those in food secure households, those with marginal food insecurity had 16 per cent higher health costs.

When food insecurity was moderate, health care costs were 32 per cent higher than food secure households and when food insecurity was severe health care costs were 76 per cent higher.

This disparity was even greater when costs of prescription drugs covered by the Ontario Drug Benefit Program were included.

Household food insecurity predicted health care use independently of other social determinants of health.

If governments invest in reducing food insecurity, it could go a long way toward improving people’s health and reducing public expense on healthcare.

As with other poverty reducing initiatives, it costs less to deal with root problems than the consequences stemming from them.

In Canada we have the resources to ensure all our citizens can access basic necessities of a healthy life including food, water, housing and health care.

The Okanagan Men’s Shed Association is designed to provide a place of meaningful activity for senior men. In every community there are retired men who no longer have a place to go or activities to keep the mind and body occupied. In Kelowna, the Men’s Shed has shared some small space in two different locations.

The group has taken on several community projects for social services and non profit organizations. However,

there are projects the retired men’s group has been asked to take but had to decline due to a lack of space. So the members are appealing to the community for help to provide or find a permanent location to open the “pilot shed.”

Split family complicates tax breaks The deductibility of child care expenses and other child tax credits when there has been a relationship breakdown has always been a minefield.

For example, in the year of separation, the child care deduction can only be taken if the child physically resides with the parent paying the expense.

The expense must have been incurred to allow the parent to participate in activities such as going to work; working from home; fulfilling the terms of a research grant; to attend school where full time attendance requires at least 10 hours per week and part time attendance requires 12 hours per month spent by the student in the program.

While the spouses are living separate and apart at least 60 days after the end of the year and continue to live separate and apart, each spouse

If each spouse contributes to a joint bank account that is used for the payment of childcare expenses, then the childcare expenses can be split based on the time that each spouse had physical custody of the child.

In subsequent years, only the person with the lower income can deduct the child care expenses.

The person with the higher income can only deduct if the person with the lower income attended school, was imprisoned or was certified by a medical physician to have mental or physical infirmity.

In a shared custody situation, one parent may reimburse the other parent for a portion of the child care costs.

The first parent would claim the original cost less the reimbursement and the other parent would claim the reimbursed costs.

The child care provider needs to issue a receipt to the first parent for the care provided and the first parent would then issue a receipt to the second parent for the amount reimbursed.

If the amount reimbursed is considered to be ‘support’ then it would not be deductible as a child care expense.

For more information, please refer to CRA folio S1-F3-C1 and S1-F3-C3.

The annual child care expense amount is limited to $7,000 for each child under 7 years of age and $4,000 for each child over 6 and under 16 years of

age, or over 15 if the child has a physical or mental infirmity and dependent on the taxpayer.

In the year of separation, there is also the ability to claim the child tax credit and designate one child as equivalent to spouse and to claim that credit as well.

The ability to claim these credits is unavailable if the person claiming the credit is paying support payments to the other spouse. In that case, the spouse receiving the support payments has the ability to take the tax credits.

However, if each spouse makes payments to each other during the year of separation, then neither spouse can take the credit.

In 1998, New Opportunities for Women (NOW) opened in Kelowna with one home for sexually exploited women.

Since then, the organization has grown tremendously to help women, female youth and

children dealing with addiction, mental illness, sexual exploitation and/or homelessness.

NOW, which has among its financial supporters the Central Okanagan Foundation, helps women in need in many different ways, which included opening a homeless shelter in 2002.

The 24/7 shelter has 20 beds,

informational sessions, a doctor who provides chiropractic and acupuncture services and visits from UBC Okanagan nursing students.

“It’s more than a shelter, it’s not something you just go and move out of,” explained NOW executive director Liz Talbott.

“When people access that

shelter they can link up with their case worker, they can get linked to the resources that meet their needs. Some people want to go to detox or treatment programs.

“We can do referrals to get them moving on from there.

“Other people may want to get into housing.

Described as “deliriously funny” by the New York Times, the play showcases dysfunctional sibling rivalries as Vanya and Sonia deal with their movie star sister Masha and her brawny boyfriend Spike.

The Fred Skeleton crew, coming off their win for Best Production at this year’s Okanagan Zone Festival, have been on the look-out for a Tony Award winning comedy.

“We were ecstatic with the reception we got for the dramatic performances in Our

Country’s Good,” said director Rob MasonBrown, referring to the theatre company’s previous play.

“But it’s an exhausting experience, and once it was over we said, ‘Okay, let’s do something outrageous, and let’s have some fun with it.’”

Vanya and Sonia and Masha and Spike is being developed by an experienced cast and crew, led by MasonBrown, who was awarded Best Director honours at the 2014 BC Mainstage Festival, and for two years running at the Okanagan Theatre Festival.

The numerous title roles are played by veterans Stephen Jefferys, Kim Fournier, Peter Macleod, and Dorothy Dalba, the 2013 Ozone Festival winner for Best Actress.

New rental options for seniors and the disabled Seniors and people with disabilities in Kelowna will soon have more affordable housing options with the start of construction of the

second phase of Apple Valley.

The five-storey building will provide 78 additional rental apartments, bringing the total number

of units at Apple Valley to 150.

“Increasing affordable rental housing for seniors and persons with disabilities continues

to be a priority for our government. It’s exciting that we are breaking ground on the expansion of Apple Valley today to further meet the housing

Emotional support for local caregivers Asking for help is not easy for most people.

But for the increasing number of Kelowna residents caring for a family member with Alzheimer’s disease or another dementia, it’s essential.

“You really can’t support your family member by yourself,” said Carly Gronlund,

regional education and support coordinator for the non-profit Alzheimer Society of B.C. The society makes it easier for caregivers who need help by running free support and information groups. Participants meet monthly to share practical tips and strategies for living with dementia.

“They create support

and friendship with others whose lives are affected by dementia,” said Gronlund.

Participants receive much-needed emotional support, she said.

“It’s a safe environment where you can learn, laugh, and help each other through mutual understanding.”

The groups serve

people who want current information that will help improve quality of life for themselves and their family member.

The B.C. government is arranging close to $13-million in construction financing,

while the Society of Hope providing the land, valued at $1.5 million.

“The expansion of Apple Valley will increase Hope’s housing portfolio to 635 rental homes.

We’d like to thank both the province and the city of Kelowna for continuing to support housing projects that meet the needs of seniors, families and those with disabilities in Kelowna,” said Lorne Gerber, president of The Society Of Hope.

“By working together we are improving people’s lives and making a real difference in our city.”

The Society of Hope is

a non-profit organization that has been providing quality, affordable housing to low-income residents in the Central Okanagan since 1989.

Construction is expected to be completed by late fall 2016. Work also continues with 50 units of affordable seniors’ housing at Pleasantvale in Kelowna.

That project is expected to be finished by spring 2016.

The second phase of Apple Valley will be managed and operated by the Society of Hope.

“And no matter what it is, they can work with staff there to help them move on.”

NOW also provides addiction treatment through its Essentials program.

Through the program, NOW offers safe housing, a four-month life skills program and trauma therapy.

NOW also assists with rent and utility bills in the event someone can’t afford it.

For example, if an assistance cheque only provides $570 a month for rent and rent is $800, NOW can provide the rest of the rent for a period of time.

One of NOW’s largest projects is the Tutt Apartments, located on Tutt Street. The project, first opened five years ago as of next March, provides 60 units of affordable housing.

“If you’re on income assistance, you pay your income assistance rates,” Talbott said.

“So for one bed you’ll be paying $375 a month, which is phenomenal. But then look at it if you’re only getting $610 a month, it’s still hard to live in Kelowna.”

The Tutt Street housing isn’t just for women with addictions, but for any women in financial need.

However, Talbott noted they require tenants to be 10 months addiction-free, as many of the women living there have worked hard to shake addictions of their own.

Although NOW has expanded

NOW (New Opportunities for Women) executive director Liz Talbott. significantly since starting in 1998, Talbott said they wouldn’t be able to offer all of the programs they do without the tremendous support they receive from the community.

“NOW is the beneficiary of many fundraisers and donations from local businesses, residents and funding from organizations such as the Central Okanagan Foundation, which has been supporting them for many years and is currently funding NOW’s trauma therapy.

“This year, we had the opportunity to apply for multi-year funding, which is something that is really rare in the non-profit world,” Talbott explained.

“Usually funding is year to year, with applications and reporting every year. To be given the opportunity for multi-year funding is like Christmas has come early.”

As NOW continues to grow

in its capacity to help women in Kelowna, so too does the need for it.

Talbott noted almost everything they offer has a waiting list, and they have started to see elders and people with terminal diseases coming to their shelter.

She added it’s not just NOW that is full, but the other shelters and organizations in Kelowna are also at their capacity.

NOW is continually looking to the future to expand the ways and number of people it can help, and currently that involves exploring ways to fund a worker who can follow up with people they’ve helped.

The organization is also working with a developer to bring in more affordable housing, and finally there is Talbott’s biggest dream for NOW. “Our emergency shelter was built in the late ‘50s, and it’s had bits bolted onto it here and there,” she described.

“The dream that we all talk about is to flatten it and rebuild with some critical needs: “Some hospital assistance, mental health workers and then some housing above where people can stay until they’re ready to move on.”

As Talbott and the rest of the NOW staff continue to work toward expanding their programs and making their dream a reality, one thing will continue to be certain— they will do everything they can to help any woman, youth or child in need. edit@kelownacapnews.com

Time for radon gas home test Greg Baytalan Contributor

Radon gas is the second leading cause of lung cancer after smoking.

Radon is a naturally occurring gas found in the ground throughout the world.

Most homes that are in contact with the ground will contain some amount of radon gas.

Radon becomes more of a concern when it reaches high levels. Radon levels vary across the country.

According to Health Canada, about seven per cent of the Canadian homes have radon levels that may be putting residents at risk.

Here in the B.C. Interior we have some “hot spot” areas with high radon levels in approximately 40 per cent of homes.

Many houses contain recreation rooms or suites in the basement that are occupied for many hours per day. Being heavier than air, radon accumulates in low lying areas like basements and can be drawn to higher floors within the building through natural indoor air movement.

Radon in combination with tobacco smoke, including second-hand smoke can increase the risk substantially.

Health Canada estimates that one in three smokers exposed

to high radon levels will develop lung cancer.

Radon gas is colourless, odourless and tasteless, so the only way to know if the radon levels in your home are high is to conduct testing.

The best time to test your home for radon gas is now through April.

During the cooler months windows and doors are often closed and rising warm air in a home draws more radon from the ground.

Testing a home is easy and inexpensive. Testing involves placing a small puck-like kit within the lowest area of the home that could be occupied for more than four hours per

day. The kit should remain in that location for a minimum of three months and then mailed to a laboratory for results.

Just because your neighbours tested their homes and found low results does not mean your home is low too.

The test results for your home can be very different. This is because factors beyond the local geology influence the levels within a building.

Essentially, radon takes the path of least resistance, and resistance can vary between homes.

Radon can enter a home through the foundation, including concrete and more so through cracks in a foundation

or dirt floor such as older crawl spaces. It can also enter a home through the ventilation system.

The bottom line is that everyone should test their homes for radon to see if this gas (dubbed as the “silent killer”) is lurking. If elevated radon levels are found, basic measures can be taken to address the problem.

Less competition for winter sales For many, the holiday season is a busy time that includes shopping, cooking and entertaining.

Amidst the hustle, it may seem difficult to find time for selling a home.

Yet some homeowners would prefer to list their home at this busy time.

“Sometimes professional, or personal, circumstances arise that require owners to sell their homes,” said Pat Verge, president of the Ontario Real Estate Association.

“But other times homeowners are simply ready to sell and the prospect of less competition from other sellers is appealing.

“Whatever an owner’s reasons are for listing their home at this time, if done properly, the process should be

successful.”

Here are five tips to keep in mind if listing your home in this season: 1. Deck the halls…to a minimum: Seasonal decorations are the way to go. Minimize décor to avoid crowding your home and distracting buyers.

2. Don’t hide flaws: Rather than covering up flaws with décor, take the time to fix them or keep them revealed to avoid future conflicts with buyers.

3. Hire a realtor: Enlist the services of someone that you trust and who will be available for you during the holidays. This will help alleviate some of the stress of selling and give you more time to enjoy the season.

4. Price to sell and be prepared to negotiate: No matter what time of

and find it difficult to manage all of those payments.

On top of that the interest rates on those credit cards can be as high as 19 per cent and personal loan rates will generally run higher than what you would pay if they were secured by a mortgage on your home.

Also on unsecured credit lines the rates charged are around two per cent over the lender’s prime meaning a rate of 4.7 per cent.

We have to look at whether or not we actually need to have more than one credit card, personal loan and credit line.

This will cause you to pay more interest than is necessary.

In saying that. it depends on the amount of equity you have in your home for a refinance.

For example, if your home has a value of $400,000

and your existing mortgage balance is $200,000, you can refinance up to 80 per cent of the value of the property or up to $320,000.

In the event you have four credit cards with balances totaling $50,000, a personal loan of $25,000 and a credit line with a balance of $30,000 on an unsecured basis the total amount of those is $105,000.

You could consolidate that amount into your first mortgage of $200,000 for a total mortgage of $305,000.

That would simplify the number of different payments you would have to make into one easy payment at a much lower rate.

You would be able to eliminate three credit cards leaving you with one payment you feel comfortable with.

The personal loan would be alleviated and the unse-

cured credit line would also be gone.

What some of our clients do is make their payments as high as their budget will allow to ensure they pay down the added balance as quickly as possible.

Also keep in mind there is the option to make lump sum payments once each year and there is also the option to increase payments by up to a certain amount once each year.

Lump sum payments and payment increases will be from 15 to 20 per cent, depending on the lender.

Add to that weekly or bi-weekly payments and your mortgage balance will drop even quicker.

Pumpkins make great compost Now that Halloween is over, instead of throwing your jack-o’-lantern in the garbage, consider composting your Halloween pumpkin.

“Pumpkins are rich in nitrogen, a big part of a composter’s diet,” said waste reduction facilitator Rae Stewart, with the regional waste reduction office.

“Just chop up your pumpkin into small pieces and toss it into your backyard composter with some fall leaves. It will break down well to become a nutrient-rich soil amendment you can put in your garden or flower beds next spring.”

It’s estimated that 25,000 or about nine tonnes of pumpkins will be disposed of this fall.

TRY A CLASSIFIED AD EDEN, JAMES RODNEY JUNE 10, 1941 ~ OCTOBER 26, 2015 Jim left this world in his own home, surrounded by family after a brave fight against cancer. Throughout his illness he maintained his sense of humour and the grace that defined him.

Jim was born in Summerland, BC on June 10, 1941 to Hilda and Harvey Eden. He was the middle child, alongside his sister Donna (Claire), and his brother Brian (Jane). He was raised on an orchard, and maintained his love of farming and the land.

Jim attended BCIT at 17 years of age and became a journeyman iron worker.

He loved to build bridges and felt that they were monments.

He worked on countless bridges throughout his career, but most notable was the original Port Mann Bridge. Jim worked throughout Western Canada on many projects and was well respected amongst his peers. He was incredibly proud to have been one of the iron workers to construct the Sydney Opera House in Australia. Jim, a true romantic, actually placed a time capsule in one of the beams prior to erecting it.

Jim married his wife Faye in Summerland in 1965, and began a love story that lasted 50 years. They had three children; James (Cindy), Wylie (Sandi), and Sarah. Jim was the most devoted and loving Poppa to his three grandchildren; Alyssa, Liam, and Rhys. Sadly he will miss the birth of his fourth grandchild expected to arrive in January, but he was pleased when his Daughter-in-law Sandi would let him feel kicks from the baby.

Jim owned and operated the Texaco station in Golden, BC for six years. He was naturally mechanical, and could fix anything. When they sold the service station, Jim and Faye moved to Winfield where they fulfilled his lifelong dream of owning his own orchard. His farm was his paradise here on earth. He worked long hard hours on the orchard, and spent 13 years as a regular vendor at the Kelowna Farmer’s Market. He felt that if you love what you do, you would never work a day in your life.

Jim was a beloved Uncle to many special Nieces and Nephews. His Brother-in-law Hank (Dianne), and Sisters-in-law Doreen, Gail, Grace and Jackie were always dear to him. Jim had a twinkle in his eye, and people were attracted to his character. He collected friends easily, and many are mourning his loss with us.

Our family would like to extend a special thank you to the Staff, Physicians and Nurses (our friends) on 4b at KGH. We would also like to thank Dr. Mike Penney, our Family, and our many special friends and neighbours for their support and kindness.

There will be a celebration of Jim’s life on November the 8th, 2:30pm at The Winfield United Church.

She is survived by her sons: Doug (Karen) Braun of Kelowna, grandchildren Caleb (Emily) of Edmonton, Tobias (Renee McAlpine) of Kelowna; Bart (Rodelio) Braun of North Vancouver; Edwin (Daisy) Kong of Coquitlam; grandchildren Emily (Mark) Gestrin of Port Moody, Francis (Vivian) Kong and great granddaughter Noel of Calgary; brother Werner (Marg) Pauls of Niverville MB. She was sadly predeceased by her husband Fred in 2012 and son Kelvin in 1980. There will be an opportunity to pay respects and visit with the family Thursday, November 5th from 7:30-8:30 pm at Springfield Funeral Home, 2020 Springfield Rd. A Memorial Service will be held on Friday, November 6 at 1:00pm at Mission Creek Alliance Church, 2091 Springfield. In lieu of flowers, donations may be made to Alliance Missions.
