On November 1, off-road vehicles require licence plates

and other off-road vehicles starting Nov.

1, requiring helmets and restricting use by

children under 16.

The B.C. legislation imposes a $230 fine for driving an unlicensed off-road vehicle, and a $368 fine for careless operation. For some offences under the Off-Road Vehicle Act related to reckless use or environmental damage, penalties can go as high as a $5,000 fine and six months in jail.

Forests Minister Steve Thomson said the $48 licence fee applies only once when a vehicle is purchased, and was set to recover the costs of the program administered by ICBC. Once startup costs are paid for, a portion of the licence revenue will go to offroad clubs to use for trail improvements, Thomson said.

The province estimates there are 200,000 off-road vehicles that require licensing, including snowmobiles that have been licensed since the 1970s. About 35,000 of those have registered voluntarily

since the new licences were offered a year ago.

Jeff Mohr, past president of the Quad Riders Association of B.C., said his members are most of the voluntary registrants so far, and they are pleased B.C. has a system to control the few users who ride recklessly or damage the environment.

“We want to get more people out on the trails, sharing and enjoying the outdoors,” Mohr said.

The licence system also allows police to track stolen vehicles, even if they are taken out of the province.

B.C. is the last Canadian province to implement a licensing system.

The Quad Riders and B.C.’s 72 snowmobile clubs are prepared to publicize the new regulations to their members, and Thomson said they will act as “eyes and ears” for conservation and natural resource enforcement officers.

They then had five hours to complete their research and to create a 12 minute presentation outlining their recommendations.

All teams answered questions posed to them by a panel of industry judges who then graded them based on their research, analysis, r e c o m m e n d at i o n s, presentation and teamwork.

“The LinkBC Student Case Competition was an amazing experience.

It was a great

opportunity to meet industry professionals and other Tourism students from other institutions,” notes Winchester.

“I feel very proud to represent College of the Rockies and the Tourism and Recreation M a n a g e m e n t program. My team and I proved that even though we come from a small college, we are able to compete with the larger schools in the province.”

IMPORTANT INFORMATION ELKO WARNING SYSTEM PROJECT COMPLETED Owned and operated by BC Hydro, the Elko Dam and Generating Station is located near the community of Elko, 30 kilometres west of Fernie.

The Elk River is considered one of the best kayaking and rafting rivers in the East Kootenay. People come from across North America and the world to recreate on the river, however, they may still be uninformed of the extreme danger of being on the river between the Elko Dam and the Powerhouse.

To address these safety concerns, we’ve designed and installed a warning system at Elko Dam to inform people in the canyon of impending spillway gate changes. The project includes the installation of sirens, strobe lights, improved safety fencing, and additional warning signs between the dam and the powerhouse. This warning system doesn’t inform river users downstream of the powerhouse.

Safety is our number one priority. We’ve installed this system to raise awareness of river hazards associated with dam operations, to improve safety and to ensure that people in the canyon are aware of sudden changes in water levels.

Views Letter: Still some issues on the Elk River

On behalf of local paddlers I would like to thank BC Hydro for taking the first step in making paddling on the Elk River safer.

However, the Elko Warning System only provides warning to river users of some impending gate changes and only covers the Elk River between the Elko Dam and the Power House.

All of the Elk River downstream of the Elko Dam is affected by Elko Dam Operations.

The Elk River below the Elko Dam is divided by river users into categories from Expert Whitewater Kayakers alone, to Expert Whitewater Kayakers and Fishermen to Rafters, Whitewater Kayakers and Fishermen, depending on the difficulty level of the river.

The Elk River users include local commercial raft guiding companies that have a significant impact on the local economy, fishermen and whitewater kayakers.

Now that the alarm system is in place on the Upper Elk, perhaps we can focus on two other issues related to Dam Operations that impact all downstream river users and river life.

These issues are the water release from the Dam and Elk River access.

Water Release Flow Rate and Rate of Change Water release is significant because it affects all downstream river users. This past summer water releases from the dam were frequent, fast and large. The river level was going from low crystal clear water to dirty brown flood conditions in a minute or two. During these releases, many large logs were flushed down the river and the water turned a frothy dark dirty brown color with a foul smell.

The change in river flow was so large that some paddlers could not cope with the increased level of difficulty.

To make matters worse, the water releases were so sudden that downstream users had no time to safely get off the river. Rapid river flow changes also present a danger to Fishermen who often wade out into the river on the Lower Elk River.

Lastly, what is the impact of frequent large water flow and sediment rate changes on downstream fishing and fish populations?

It would be beneficial to downstream river users and river life if BC Hydro could restrict the rate of change in river flow, such that the change would occur over a longer period of time and be restricted to a percentage of base flow (flow prior to

River Access River access through BC Hydro land is required to paddle the Upper and Middle sections of the Elk River. These sections of the Elk River are spectacular and draw paddlers from all over the world. Access is required so paddlers can safely access the river without interfering with BC Hydro Operations and for emergency egress in the event of an injury on the river.

Prior to a few years ago, there were no issues accessing the Elk River through BC Hydro land. However, over the last few years, there have been many unnecessary altercations between paddlers wanting to access the river and BC Hydro staff wanting to prevent paddlers from crossing BC Hydro property.

If BC Hydro and Elk River users would work together to establish approved access/ egress corridors through BC Hydro property, then this issue could be resolved in the best interests of all stakeholders.

This month, BC Hydro put into service a warning system on the Elk River at the Elko Dam. A series of six stations with strobe lights and sirens between the dam and the powerhouse will go off 15 minutes before spillway gate changes of three feet or more. The warning system will raise awareness of river hazards associated with dam operations and improve safety for people in the canyon.

Atom Jets take silver in home tournament

Diabetes Awareness Month marked at regional hospital To mark Diabetes Awareness Month this November EKFH is erecting a large blue circle on the roof above the ambulatory care entrance at the East Kootenay Regional Hospital. The blue circle is the universal symbol for diabetes and was the brainchild of Kari Rosenfeld of the International Diabetes Foundation (IDF) and her daughter Clare back in 2006, when the IDF was campaigning for United Nations Resolution on diabetes (which they received).

The blue colour is meant to evoke the color of the

sky, and the circle is a symbol of unity.

The blue circle will be a new addition atop the roof at EKRH and is a result of a generous heart and donation from designer & builder, Dean Simpson of Reactive Welding in Cranbrook.

The EKRH Starmakers leant a hand by adding the brilliant blue led lighting.

The circle will be erected and lit on November 1 and continue through to the start of EKFH’s annual Starlite Campaign which launches on November 27.

diabetes awareness on November 14 EKFH and the Cranbrook Diabetes Wellness Center will recognize the World Diabetes Day 2015 by hosting a GO BLUE FOR BREAKFAST event to be held on November 14 (9:30 – 11:30 a.m.) at the Heritage Inn in Cranbrook.

The event will specifically address the topic of healthy eating and its importance both in the prevention of type 2 diabetes and the effective management of diabetes to avoid complications.

For a small ticket price attendees will enjoy a healthy diabetic breakfast, hear ideas from guest presenter Dr. Ross Dawson and nutritionist Catherine Strachan and have a chance to win a few door prizes.

The latest estimates from the IDF Diabetes Atlas indicate that there are 382 million people living with diabetes worldwide. By 2035, 592 million people or one person in ten will have the disease. A further 316 million people are currently at high risk of developing type 2 diabetes, with the number expected to increase to almost 500 million within a generation.

What makes the pandemic particularly menacing

is that throughout much of the world, it remains hidden. Up to half of all people with diabetes globally remain undiagnosed.

These facts and figures reiterate the importance of urgent action. Most cases of type 2 diabetes can be prevented and the serious complications of diabetes can be avoided through healthy lifestyles and living environments that encourage and facilitate healthy behavior.

The key messages of the world-wide campaign aim to raise awareness of how the healthy choice can be the easy choice and the various steps that individuals can take to make informed decisions about what they eat.

Special focus will be placed on the importance of starting the day with a healthy breakfast.

The campaign will continue to promote the importance of immediate action to protect the health and well-being of future generations and achieve meaningful outcomes for people with diabetes and those at risk.

The donation of trees, street and park furniture provides a means for individuals, businesses or organizations to donate funds to the City specifically for commemorative trees, benches and tables in order to enhance parks and open spaces.

Scenic Film Festival at McKim

Join Wildsight Kimberley/Cranbrook as they host the Wild and Scenic Film Festival on Tour at the McKim Middle School Theatre on Saturday November 7th at 7:30 p.m.

The Wild & Scenic Film Festival is a collection of films from the annual festival held in Nevada City, CA which is now in its 13th year! Wild & Scenic focuses on films which speak to the environmental concerns and celebrations of our planet. “Films featured at Wild & Scenic give people a sense of place,” says Tour Associate Director, Amelia Workman. “In today’s busy world, it is easy to disconnect from our role in the global ecosystem.

When we realize that the change we need in this world begins with us, we start making a difference. Come get inspired!”

The Wild & Scenic Film Festival was started by the watershed advocacy group, the South Yuba River Citizens League (SYRCL) in 2003. The festival’s namesake is in celebration of SYRCL’s landmark victory to receive “Wild & Scenic” status for 39 miles of the South Yuba River in 1999. The home festival kicks-off the international tour to over 150 communities around the globe, allowing SYRCL to share their success as an environmental group with other organizations. With the support of National Partners: Patagonia, CLIF Bar, Sierra Nevada Brewing, Orion Magazine, Klean Kanteen, Earthjustice, and Barefoot Wine & Bubbly, the festival can reach an even larger audience.

Featured at the tour event in Kimberley, are many short films that aim to inspire.

These films include Pride of Namibia, Delta Dawn, and The Ridge among others.

Delta Dawn, created by acclaimed filmmaker Peter McBride, follows a team of river runners travelling the Colorado River as an experimental pulse of water is released, bringing the river to reach the sea after nearly two decades.

The Ridge follows Danny Macaskill as he rides his mountain bike, an obvious extension of his body, around the Isle of Skye.

The festival is a natural extension of Wildsight’s work to inspire action on behalf of the environment, as it is the organizations goal to work within the community to encourage sustainable livelihoods and lifestyles based on a conservation ethic.

The Wild and Scenic Film Festival is a great way for Wildsight to showcase success stories from around the world, and host an evening of inspiration right here in the Kootenays.

The event happens on Saturday November 7th at McKim Middle School Theatre, located at 689 Rotary Drive, Kimberley Doors open at 7 p.m. and shows start at 7:30 p.m.

Hugs: I had a GREAT experience a Cranbrook Safeway yesterday!

(Oct.20) The girls and I went in to get a number of groceries and by the end of the shopping my youngest was done! She is getting in 4-6 teeth (not totally sure on the exact number of teeth as she won’t let us look in her mouth). Naturally, we where using one of the every popular “car carts” and I asked the cashier for another cart to take my groceries out.

By this time my youngest is in tears and just wants to be held. A gentleman in a shirt and tie, whom I assume to be one of the store managers, sadly, I did not get his name; brought me another cart, loaded up my groceries for me, then insisted he push the cart out for me and load my groceries into my van, so I could continue to hold and sooth her. It was such a simple thing for him to do, and he probably forgot about it as soon as he put the cart back, but it made a world of difference to me!!

We drove 25 minutes into Cranbrook to pick up the accessories for her Halloween costume before they were sold out, and as we are new here, we didn’t realize the closing time was 5:30 as opposed to 6:00.

When we got there, they were waiting for the last of the customers to leave the store and no one else was allowed in. When I explained our situation and that my daughter knew what items she wanted, the lady allowed us in to make a quick purchase. All the employees were kind and understanding, and for that, we are very grateful. You all made a young lady very happy! :-)

Hugs: To the firefighter’s quick response to the fire in my condo building, as well as to the RCMP officer already on the scene on a different call, who ensured resident’s safety.

"Sam" Sandra Jane MacKinnon March 8, 1963-October 23, 2015 Sam was born in Calgary, AB and moved to Cranbrook, BC as a child with her family.

Sam moved to Moyie in 1989 to start a new chapter with her life partner Jack Samuel and her son Robert MacKinnon. In 1995 they welcomed another son Justin Samuel, and Sam spent her days being a home maker, care giver, proud mother, gramma and friend. Her favourite places to be were in her garden and at the lake.

Sam was predeceased by her parents Bill MacKinnon (1975) and Margaret MacKinnon (2000).
