Regional District of East Kootenay PUBLIC HEARING NOTICE BYLAWS 2619 & 2622 Bylaw Amendment - Density Averaging The Regional District of East Kootenay (RDEK) Board of Directors is considering amendments to introduce regulations regarding minimum average parcel area and density averaging in the following Electoral Area B bylaws: • SweetWater Zoning and Floodplain Management Bylaw • South Country Zoning & Floodplain Management Bylaw Bylaws 2619 and 2622 will require minimum average parcel areas used in bare land strata subdivisions to be equal to minimum parcel areas already established in the applicable zoning bylaw. This will prohibit the use of density averaging under the Bare Land Strata Regulations to create parcels smaller than the minimum parcel area established in each zone.

Average driver to pay $60 more per year for car insurance

by Jeff Nagel The Insurance Corp. of B.C. has decided to raise basic auto insurance premiums by 5.5 per cent, driving up the annual cost by more than $44 for the average driver.

And a further jump

in optional premiums for coverage like thirdparty liability will add nearly $16, for an annual increase of about $60 on average.

The basic premium increase is less than the 6.7 per cent jump ICBC had warned in August might be

required as a result of rapidly rising injury claims and the resulting payouts.

The hit is lower in part because the province has approved an unusual $450-million transfer of capital from ICBC’s optional insurance business to

the basic insurance side.

There’s been growing financial pressure on the basic side, while ICBC has had more wriggle room in recent years to actually decrease rates on its optional side, where it does not hold a monopoly and competes with private insurers.

But officials say optional costs are now also on the rise because optional third-party liability insurance covers injury payouts over $200,000.

Adrian Dix, the NDP’s critic on ICBC, noted the average driver will be paying nearly 30 per cent more in basic premiums than they did when Christy Clark became premier in 2011.

“Overall what we’re talking about is a major, major increase in rates for the average motorist,” said Dix, who lays part of the blame on management

decisions at ICBC and trouble with the rollout of its new computer system.

He noted the provin-

cial government has not opted to forgo the $160-million annual dividend it extracts each year from ICBC’s

optional side.

IMPORTANT INFORMATION ELKO WARNING SYSTEM PROJECT COMPLETED Owned and operated by BC Hydro, the Elko Dam and Generating Station is located near the community of Elko, 30 kilometres west of Fernie.

The Elk River is considered one of the best kayaking and rafting rivers in the East Kootenay. People come from across North America and the world to recreate on the river, however, they may still be uninformed of the extreme danger of being on the river between the Elko Dam and the Powerhouse.

To address these safety concerns, we’ve designed and installed a warning system at Elko Dam to inform people in the canyon of impending spillway gate changes. The project includes the installation of sirens, strobe lights, improved safety fencing, and additional warning signs between the dam and the powerhouse. Views Opinion: Don’t worry, Big Oil is doing fine

by Brian Coombs Let’s play a quick memory game.

Do you remember back in early spring when Rhys Mendes, Deputy Governor of the Bank of Canada, told everyone that the fall in oil prices was going to put more money in all of our pockets? He even said that companies that use oil, would probably see an increase in profits?

No? How about Craig Wright, VP and Chief Economist for RBC telling us that with the lower oil prices, (still sitting below $50 per barrel),

Canadian consumers would be getting the equivalent of an $11 billion tax cut because of the cheap gas at the pumps.

Well gas at the pumps has not gone down, but profits for the big oil companies have sure increased— at least back in July, the last time that it was easy to verify that fact.

Numerous news agencies, have reported in the past few weeks that just before the election writ was dropped, so too was National Resources Canada’s Fuel Focus Report. While still technically online,

the statistics it used to have were broken down in such a way that determining what margin the oil companies were enjoying was easy to find. Now, it is pretty much impossible to interpret.

Representatives from the agency that creates the report have stated that it will go back to normal after the election. It also remarked that it stopped giving the reports for the 2011 election as well. Never mind that g ove r n m e n t - i s s u e d reports and nonpartisan data do not stop during election periods. Stats Can, for example, continues to publish figures on uneployment, inflation and eveything else they publish. This stoppage of non-partisan data reporting appears to

only happen for the Fuel Focus Report.

What we do know, using the data from near the end of July and looking back as far as the year 2000, is that between 2000 and 2014, refining margins sat somewhere around 17 cents per litre. After the oil crash however, these margins shot up to nearly 30 cents per litre. In case you didn’t catch that, the margin of profit was pretty static for 14 years and rose dramatically just as oil prices dropped.

Makes sense. Low prices for the raw product and high prices for the consumers means a lot of extra cash for the oil giants like Suncor. Suncor’s CEO, at Barclay’s Energy Conference in New York, recently told everyone present

that the company has $5 billion in cash right now, with $12 billion in liquidity.

Now there have been those who point to the fact that we, as Canadians, have to pay American prices with our low Canadian dollar for importing oil, hence the reason for the high pump prices.

Of course, this arguement falls flat when you remember that besides some of the Maritime provinces where it is cheaper to ship gas in from the U.S., Canada is a net exporter of oil.

The other arguement is that the Big Oil is only making up for losses at the drilling end with high prices for the consumer, or that the extra cash is earmarked for debt incurred for infra-

structure. The above mentioned excess of cash for Suncor pretty much derails that talking point however.

And you have to hand it to the oil companies on this one.

How often does a business sell a product that decreases sharply in value and still manages to increase their profit by about a third?

But in the end, a company is entitled to get what the market will pay for its product. Usually, as in say, computers, this prompts a range of prices from low to high and people have a choice. After all, especially in this age of inexpensive products made overseas, there is always someone who will make and distribute the product cheaper.

While there is competition in the big oil game, for some reason, prices don’t have that kind of fluctuation. We, as a country, are pretty used to getting screwed at the gas pumps and there doesn’t seem to be anything anyone can do about it. There also doesn’t appear to be the will to do anything about it.

So with winter coming on, the oil companies will be switching to winter gas, a product that has additives that allow it to last longer, and give us a little break at the pumps.

Looks like we are going to have to be happy with that, because no one has our backs on this one.

ICBC officials also said they’re stepping up efforts to combat exaggerated and fraudulent claims.

A new fraud analytics tool is to be deployed early next year to use data, algorithms and statistical methods to

quickly flag patterns and high predictors of fraud early in the claims process.

ICBC projects bodily injury claims costs will hit $2.3 billion this year, up from $2.17 billion in 2014.

Those costs are up 64 per cent since 2008.

“They’re doing a double dip on the optional side.”

Canadian Taxpayers Federation spokesman Jordan Bateman said the continued flow of dividends to the government is particularly frustrating.

“Despite the fact we get gouged for more money each year, the government continues to suck all the profits out and puts them into general revenue,” Bateman said.

“We have a government that talks about affordability but erodes it when it comes to ICBC rates that continually jump higher than the rate of inflation.”

Tr a n s p o r t a t i o n Minister Todd Stone said more than 80 per cent of motorists use ICBC for both basic and optional coverage and they are paying only 13 per cent more than in 2011 after recent optional rate cuts are taken into account.

Forgoing the annual dividend to government would have only trimmed the basic rate hike to 5.2 per cent, Stone said.

That 0.3 per cent reduction would have been “negligible” in terms of impact on customers, he said, but would “blow a pretty significant hole” in the province’s budget.

He called the $450-million transfer a one-time shift that can’t be repeated next year because there won’t be enough

insurance brokers in the province.

The regulations also fulfil the Province’s commitment to create a sticker option for those ORVs which are unable to house metal plates. Owners who already secured an ORV number plate during voluntary registration can, between Nov. 1 and Dec. 31, 2015, bring their registration and metal plate to any ICBC broker and exchange their metal plate for a sticker for no charge.

After Dec. 31, 2015, an $18 fee will apply to exchange a metal plate for a sticker or vice versa.

As well, snowmobile owners who have already registered their vehicles under the Motor Vehicle (All Terrain) Act will be eligible for refund, up until Nov. 16, 2015, when they register

under the ORV Act. The refund will be for the amount they had already paid - this will be $5 for transfers and $10 for registration.

Voluntary registration has been in place since Nov. 17, 2014, and since then over 35,000 users have registered. As of Nov. 1, 2015, registration will be mandatory. The combined cost of the number plate and registration fee remains $48.

These changes, made possible by the passage of the Off-Road Vehicle Act on March 24, 2014, support the Province’s Off Road Vehicle Management Framework.

The province’s rate smoothing policy requires each new year’s rates be no more than 1.5 per cent above or below

That means ICBC will be considering an increase of between four and seven per cent next fall.

The proposed basic rate hike, effective Nov. 1, must still be approved by the B.C. Utilities Commission.

Gregarious Gardener 10 neat things..Bug Control 1. Beware of Hitchhikers. Late in the fall, there are typically a few unwanted guests, looking to crash our warm and cozy homes. Most are accidental home invaders. They arrive unintentionally, often with our help. Insects can wander in through openings, ride on our shoulders, on the back of the family pet or hide in items we bring in from outside.

2. Check it Twice. Inspect everything you bring in from outside.

Shake out the laundry from the clothesline, check lawn furniture, cushions and other items from the deck that you are storing inside.

You should also carefully look over any plants coming in and pay close attention to the soil they are planted in as well.

3. Woody Wisdom. Firewood is another culprit as it may not only have insects but may be harbouring their eggs as well. Check the logs or knock them together before bringing them in and burn them right away. Storing firewood away from buildings and trees as well as off the ground can also cut down on insect infestations.

4. Seal is the Deal. If air and light can pass through a crack, bugs can get in. To stop them in their tracks, install tight-fitting thresholds and door sweeps to the bottoms of exterior doors. Grab a tube of caulk and seal any cracks in your home’s foundation, exterior walls and fasmust present coupon

cia boards. Don’t forget about tiny gaps around dryer vents or utility lines coming in your house.

5. Attic Critters. Some larger holes in your home, such as chimneys or roof vents into your attic may be harder to cover. Installing metal wire mesh or specially made caps can help stop raccoons, squirrels, mice, birds and other pests from making themselves at home in your crawl spaces and attics. Not only are these critters a nuisance, they may carry mites, fleas, or other insects that can migrate into your home.

6. Hire Hitmen. You can look to the insects’ natural predators for help. A large number of birds and bats have small insects as their main source of food. To encourage them to help with your pest control efforts, provide them with places to build their nests and a source of fresh water. You might also want to supplement their insect-based diet with top-quality bird seed.

7. Order in the Yard. Cleaning up your yard can help keep insects away from your home. Mulch, leaves and plant debris can all harbor bugs, so keep them away from your foundation and clean up as much as possible. Branches from trees and shrubs can come in contact with your home and become highways for insects.

Keep them pruned so they don’t rest on your roof or hang close to windows and doors.

8. A Trail into Your House. Keeping order inside your home can help with keeping bugs in check.

Especially ants will stick around if there is something for them to eat.

Keep your trash cans clean and take garbage and compost out as soon as you can. Wash dishes right after use or put them into the dishwasher.

And don’t forget pet food which can be a tempting treat as well. Put uneaten food away after mealtime and consider investing in a bug-proof container.

9. Eight Legs, One Nuisance. One pest that has been appearing with more frequency in our homes is the hobo spider. Also known as the aggressive house spider, hobo spiders are brown and measure roughly ½¾ inch in length. Their legs show no distinct rings and have short hairs.

Several chevron-shaped markings can be seen on their abdomens.

Male hobo spiders also have what looks like two boxing gloves. The bite of the hobo spider can be quite irritating.

10. Get out the Cheese. Droppings, gnawed furniture, tracks and eventually sightings will alert you that mice are settling down in your home. Mouse droppings may contain harmful bacteria and viruses and you should wear protective gloves and a mask when cleaning them up. Mouse-proofing your home, baiting and trapping are the best ways of fighting an infestation.

There are various types of traps available, talk to your garden centre expert about the one that’s right for you.

Off-road vehicle registration and safety provisions are mandatory on Crown land effective Nov. 1, 2015, following passage of regulations in support of the Off-Road Vehicle Act. “Off-road vehicle registration will help combat vehicle theft and promote responsible use of ORVs. The new safety standards will help keep ORV users safe in B.C.’s backcountry,” said Steve Thomson, Minister of Forests, Lands and Natural Resource Operations.

The new regulations will promote safe and responsible use of B.C.’s backcountry, and include provisions on number plate placement,

The Elk Valley Environmental Monitoring Committee (EMC) was created as a requirement of the Environmental Management Act permit for Teck’s steelmaking coal operations in the Elk Valley. It is an independent body with representation from the Government of B.C., Ktunaxa Nation Council, Teck, and a third-party scientific expert, which provides technical and traditional knowledge input and advice on environmental monitoring in the Elk Valley.

Ktunaxa seek to appeal court decision Recently, the Ktunaxa Nation filed an application seek-

ing leave to appeal to the Supreme Court of Canada to set aside

the August 6th, 2015 B.C. Court of Appeal decision on the Jumbo Glacier Resort project.

That decision found B.C.’s approval of a Master Development Agreement for the

resort in an area known as Qat’muk did not violate the Ktunaxa’s Charter right to freedom of religion, saw no problem with B.C.’s failure to even consider that right, and

determined that B.C.’s consultation with the Ktunaxa regarding their constitutionally protected Aboriginal rights was reasonable.

“Our appeal to the Supreme Court of

Canada addresses whether our freedom of religion right is the same as other Canadians or whether we are still second class citizens whose rights do not even

need to be considered,” said Kathryn Teneese, Ktunaxa Nation Council Chair.

“The previous courts have told us that our spiritual practices and beliefs, vital to who we are as Ktunaxa, matter less than a ski hill, and we cannot allow these decisions to stand.

Earlier this year, The Truth and Reconciliation Commission released its report which included over 90 conditions to address the continuing legacy of loss of Aboriginal identity and culture,” continued Teneese. “And yet here we find ourselves again asking a court to acknowledge what we have known for thousands of years. As long as Ktunaxa exist, we will fight this injustice.”

The Province and the ski resort developer have thirty days to respond to the Ktunaxa court documents. A panel of three judges of the Supreme Court of Canada will then review the application material and decide whether the Ktunaxa will have the right to a full appeal hearing before the Supreme Court of Canada.

Farm and Ranch Get involved with 4H

Would you like to be involved in a club, that the kids are in charge? Kids make the decisions on where money will be spent, fundraisers, charities that they will support.

If this appeals to you, you should join 4-H. My name is Hannah Boulton and I’m fifteen and I’m going into my tenth year of 4-H. I am a senior member of the Wasa & District 4-H Club. The projects that I have done are Cloverbuds, Crafts, Apairy, Woolcraft, and I am currently

in Beef, Swine, and a Junior Leader project on Outdoor Skills and Activities.

Many people do not realize 4-H isn’t just a club to raise an animal and sell at auction. There are many other things that are done in 4-H. Like how the members run all the meeting with little guidance from our leaders and parents. In the last ten years I’ve held many positions starting by being on the phoning committee, this is one of the first times I actually had to pre-

I also was part of the sheriff ’s report which is a way to get the cloverbuds involved in the meetings and to make sure the parents are listening too.

Then a couple years ago I learned how to write notes as the secretary and last year I ran the meetings as the president. Public speaking competitions are competed at club, district regional, provincial and national level. There is also judging at regional

and provincial level.

Judging is where there is 4-6 different items or animals in a class with a question then the member has to write the reasons why they place the class from best to worst This summer I was able to attend 4-H BC Provincial Communication finals in Kelowna and Youth Action, a leadership camp in Kamloops.

Accepting applications for 2016 projects The Grassland and Rangeland Enhancement Program (GREP) provides funds to persons and organizations wishing to carry out activities on Crown Land that will enhance Rangeland and Grassland values.

The Program is funded by the Columbia Basin Trust and administered locally by the Kootenay Livestock Association.

The funding for 2015 projects has now been fully allocated.

The GREP is currently accepting applications for projects for consideration for the 2016 funding year.

The over-riding purpose of the Grassland and Rangeland Enhancement Program is to maintain and/or enhance grassland resources while meeting conservation, environmental and recreational objectives.

Some examples of projects funded to date under the GREP include rangeland fences, protection of wetlands, innovative gates and cattleguards, restoration of damaged areas, interpretive and educational signs and invasive plant management.

Applications are open to associations or societies, individuals, range tenure holders or partnerships across the Columba Basin Region.

Our impromptu question was family farming and how it effects BC agriculture. We had 40 minutes to prepare a 2-6 minutes speech. We were able to make notes but weren’t able to take them on stage with us.

We stayed in the residence at TRU. Several of the members I met at provincial communication finals also attend this camp. The games incorporated and encouraged leadership, communications, and teamwork.

As a member of 4-H I am able to receive credits for grades 11 and 12. There are also

many different opportunities through 4-H BC and 4-H Canada, for scholarships and bursaries. Local clubs have camps and clinics for everything from communications to how to clip and fit a steer. Travel opportunities. such as AgriCareer Quest, where you can tour around and see different career opportunities in leadership camp called Youth Action, Provincial Club Week, and Food for Thought.

Time to immunize before flu season Interior Health is gearing up to help protect children, pregnant women, seniors, people with chronic illnesses and others who are most at risk from influenza and its complications.

In a typical influenza season, thousands of Canadians develop serious illness or even die from influenza or its complications.

“Many people incorrectly use the term “flu” to refer to any illness caused by a virus, such as the stomach flu or the com-

mon cold. However, influenza tends to be more severe. Influenza reduces the body’s ability to fight illnesses and infections and it can also increase a person’s risk for developing other serious conditions, including viral or bacterial pneumonia,” said Dr. Kamran Golmohammadi, Medical Health Officer.

The flu shot provides protection from the influenza virus strains expected to be circulating this season based on trends world-

wide. This year’s flu shot offers protection against two influenza A viruses (an H1N1 and an H3N2 virus) and one influenza B virus. For those under 18, the preferred vaccine also protects against an additional B influenza virus.

The flu shot is free for those at risk of complications from influenza and those in contact with people at risk.

Interior Health holds public clinics for those who are eligible for the free flu shot.

Public clinics will start in some communities the week of October 27. Those who are not eligible for the free vaccine will be required to

2016 Lincoln MKX Will the new 2016 MKX strike the same note as the smaller 2015 MKC did?

That luxury-compact wagon has become a solid hit with a little help from actor Matthew McConaughey and his oddly compelling deepthoughts commercials. Waiting in the wings is the revitalized mid-size MKX, which is essentially an uplevel offshoot of Ford’s Edge.

For Lincoln to climb back into contention as a significant luxury brand is no simple task. Just look at Cadillac. For the past few years that marque has been getting its styling and performance act together, one model at a time, as it attempts to become a stronger alternative to German, British and Asian luxury marques.

For its third iteration, the MKX receives a mildly altered body with more curves and creases and a restyled taillight bar that runs the full width of the liftgate. But by far the most noticeable change is displayed in Lincoln’s signature winged grille — similar to the MKC’s — that swaps out its fang-like vertical bars for a set of more elegant horizontal blades. If the adaptive-headlight

option is specified, the grille is flanked by a set of jewel-like LED headlights that pivot as the MKX changes direction. The headlights are matched with a pair of very cool LED running lights.

The sheetmetal is attached to the same-sized platform as before, although Lincoln has stiffened the chassis, upgraded the suspension and added more sound insulation (including an acoustic windshield and front side glass), in an effort to provide drivers and passengers with an environment that’s in keeping with the vehicle’s premium aspirations.

That theme carries into an interior that receives reshaped leathercovered front seats with four-way adjustable headrests. Likewise, the control panel is a much classierlooking unit, although the increase in switchgear — where other luxury models are cutting back — seems incongruous. Conversely, the gearshift lever has been replaced by pushbutton controls located beside the touch-screen display.

Base models come with a carryover 3.7-litre V6 that generates 300 horsepower and 280 pound-feet of

torque. A new option for 2016 is a twin-turbocharged 2.7-litre V6 with 330 horsepower and an impressive 370 pound-feet of torque. No wonder this powerplant can also be specified in Ford’s F-150 pickup.

Both engines are hooked up to

six-speed automatic transmissions that can be set up for Drive or Sport modes. The latter allows the engine to rev higher between shifts and also lets the driver manually control the downshifts that are matched to engine revs.

The MKX of course continues to come with standard all-wheel-drive.

The system directs 100 per cent of the engine torque to the front tires under normal operating conditions, but can also send up to 100 per cent to the rear tires if the front wheels start to slip.

Appropriate for a luxury whip, the $44,900 (with destination charges) MKX arrives with 10-way heated front seats, power tilt and telescoping steering wheel, power liftgate, 10-speaker audio system and 18-inch wheels.

On the lengthy list of options is a panoramic “Vista Roof,” navigation system, heated and cooled front and rear seats and steering wheel, a 19-speaker sound package and 20or 21-inch wheels.

Lincoln also makes available nearly all of the latest in collisionavoidance and intervention technologies that help keep you from wandering outside your lane, warn if you start to nod off at the wheel, and intervene if you begin closing too rapidly to the vehicle in front.

There’s also a blind-spot detection warning and cross-traffic alert (the latter is handy when backing out of parking spots or your driveway) and a parking-assist feature that employs a 360-degree camera to help with parallel parking and general reversing maneuvers.

Although subtle at first glance, the improvements to the Lincoln MKX provide a fresh outlook and enhanced content that buyers expect to find (and brag about) in a luxury ride, even if they never use them.

The group has a new choir every year and for everyone involved, the 11 months of the tour means being billeted—sometimes on the far side of the planet from where they live.

Every year, the African Childen’s Choir tours around the globe. Residents of Cranbrook have been lucky to have heard this choir on numerous occasions.

What is not so commonly known is the time and energy it takes to put on these shows and where any money raised goes.

“We perform at around 200 concerts during the 11 months we are on the road,” said Emily Grownow, chaperone and organizer with the choir.

“You get used to liv-

ing out of a suitcase.”

The choir that is performing at the Cranbrook Alliance Church on Friday, October 23, is comprised of 9 boys and 9 girls, all from Uganda.

Music for Life, the organization behind the choir, works in Uganada, Kenya, Rwanda, Sudan, Nigeria, Ghana and South Africa. Over the 30 years it has been around, it has helped 52,000 children receive and education. One of the choir’s chaperones was actually a choir member when he was

But while the work is difficult, and definitely time consuming, Grownow points out that there are rewards.

“There is plenty of opportunities for local schools to join the choir for the final song. They often go

away with a different mindset of Africa and an appreciation of where these kids are coming from. It’s really nice to see children come together and sing. Children are children, no matter where they are from.”

For Grownow, and her charges, this tour is the first time they have been in Canada, and in particular, Cranbrook.

“I love it here,” said Grownow. “To see all the awesome colours coming out. It’s beautiful.”

Building a bat house can help to conserve our flying friends As Halloween approaches, images of scary, blood-sucking bats become common place. Since the goal of the Kootenay Community Bat Project (KCBP) is to promote bat conservation, this is the perfect time of year to counter these bat myths and do something to help bats.

“The conservation of bats in BC has always been important since over half the species in this province are considered at risk” says Juliet Craig, Coordinating Biologist for the KCBP. “However, since the

introduction of White Nose Syndrome, a disease that is devastating bat populations where it has spread, bat conservation is more important than ever.”

White Nose Syndrome (WNS) is a disease caused by an introduced fungus that was first detected in a cave in New York in 2006. Since it was discovered, it has spread to 26 states and 5 provinces in North America, decimating bat populations along the way. An estimated six million bats have died from this disease so far and the number

Recently, a vehicle ran over Traffic Susy, the fifth time in three years at Amy Woodland School. This time Susy didn’t fare too well and ended up in three pieces.

A parent from the school said the driver was on their phone texting as they went through the school zone. Let this be a reminder to all drivers that our young kids are out there and in danger when we don’t drive with care and attention.
