hilippe Praprotnik wants to treat serving on city council like being part of a big family.

That means being transparent and keeping spending in check.

The 48-year-old is running for a seat on Whitehorse city council in the upcoming municipal election.

Keeping taxes to a minimum ranks high on his list of priorities.

As it stands, Whitehorse homeowners and businesses saw a 1.7 per cent increase in their property taxes last year, and the same increase this year.

That corresponds to an additional $29 a year for homeowners and an extra $561 for business owners.

Praprotnik said that’s too high, and the city’s spending habits are partly to blame.

He said the property tax increase is more than the rate of inflation, which was at 1.3 per cent in August, according to Statistics Canada. “My approach is the same as a family budget. If we don’t have the money, we can’t borrow any.�

When the city unveiled its operating budget in December, the inflation rate was at 1.5 per cent.

If elected, Praprotnik also wants to work on the issue of affordable housing in the city.

The solutions will likely come from residents, he said, as well as partnerships with other levels of government.

Maybe the city could organize citizen forums similar to the town hall forums that mayor and council held on a monthly basis, he said. “With big projects, we can’t decide alone,� he added. “We have to ask citizens for their input. They don’t vote for us to have us decide everything for them.�

Praprotnik mentioned the possibility of turning vacant lots and abandoned buildings downtown into affordable housing units.

Some of the funds allocated towards the city’s plan to spend $56 million over the next three years to build two new headquarters for its staff could have been used for affordable housing, he said. “Yes, we might need new buildings, but we could also fix the current ones,� he said, “just like you’d do at your own home.� “That ($56 million) is a lot for our city. I think some of it could have been used for other infrastructure, including housing.�

Praprotnik is also keen to tackle the issue of solid waste management.

In 2013, the city announced its plans to divert 50 per cent of waste from the landfill by the end of 2015.

By June this year, waste diversion at the landfill was up to 33 per cent, but members of city council have already conceded they won’t reach 50 per cent by the end of the year.

Praprotnik said he doesn’t

understand why it costs him $25 to get rid of a printer at the landfill, when he already pays for an environmental handling fee upon purchase. “I don’t think that’s fair,� he said, adding there’s nowhere to recycle used batteries. “I don’t have all the background yet, but I do know there are trucks bringing stuff into the landfill, and driving back south empty. Maybe it should be a law for them to bring stuff down with them.�

Praprotnik is the Yukon manager for the Canadian Corps of Commissionaires, a security company.

He and his wife, Emma, moved to Canada about 10 years ago from Paris, France.

They lived in northern Quebec, where Praprotnik worked as a caribou guide, before moving to the Yukon almost six years ago. “The space and wilderness brought us here,� he said, “but also the climate.� “We have real seasons here.�

Conservatives pledge to pave Dawson City’s airport runway Maura Forrest News Reporter

F

ederal Conservative candidate Ryan Leef says his party would spend up to $30 million on infrastructure upgrades to Yukon airports if reelected on Monday.

A portion of the funds, roughly $8 million, would be used to pave the runway of the Dawson City airport. Other possible infrastructure upgrades include the construction of a new terminal in Dawson City, the relocation of the Dawson City airport, or the paving of the runway in Old Crow.

“There are countless benefits to this project – increased capacity for tourism, better service to the mining sector, more capacity for cargo service,” said Leef during an announcement at the Air North hangar on Tuesday. “It will also provide the potential for an airport that will handle military aircraft and strengthen our northern sovereignty.”

The commitment comes as Air North prepares to buy two new ATR 42 planes, which it hopes will be in operation by next summer.

Air North president Joe Sparling said operating costs for the new aircraft will be significantly lower if the Dawson City runway is paved.

“One blade on an ATR propeller is worth about $70,000, and if you happen to nick it with a rock and have to replace it.... That type of damage you don’t see on paved runways, but you do on gravel runways,” he explained.

Air North has been using a Boeing 737-200 with a gravel kit to land on gravel runways. But that plane will soon need to be retired, and Boeing no longer makes that model.

“All of the newer Boeings are certified for use on the paved runways, so they can carry more people,” said Rick Nielsen, Air North’s chief operating officer.

“Basically the larger passenger aircraft are largely not certified for use on gravel strips.”

Sparling said aircraft can carry more people when they’re landing on paved runways, which would bring down the cost per passenger. He also said the new ATR 42 planes are faster and more fuel-efficient, which would allow Air North to schedule more flights to and from Dawson. That could provide tour groups with more direct access to the city.

“This is an exciting announcement – probably the next biggest thing to the Gold Rush,” said Leef.

The other infrastructure upgrades will depend on what proposals are put forward within the $30 million budget by the proponents, currently Air North

and the Chief Isaac Development Corporation, a branch of the Tr’ondek Hwech’in First Nation.

Sparling said the current location of the Dawson City airport is not ideal, as it can’t be used at night and fog often causes problems in the morning. But he said that problem could be dealt with simply by scheduling more afternoon flights once the runway is paved.

He said that if the airport isn’t moved, that might free up enough funding to pave the runway at Old Crow, which would help with the transition to modern aircraft.

“If you’ve got one gravel airport, and you’re going to hit

all the stops, you’ve got to have a gravel-capable airplane,” he said.

Aside from the focus on the benefits to tourism and industry, Leef was careful to cast the project as part of Prime Minister Stephen Harper’s bid to secure Arctic sovereignty. He said a paved runway would allow military aircraft to land in Dawson City.

“That just puts us one step closer to the Arctic Coast of the Yukon Territory,” Leef said. “It puts us deeper into the Yukon.

It’s just continued growth of what our priority has been as a government to enhance and secure northern sovereignty.”

He also emphasized that this

was yet another Conservative promise tailored to the Yukon. His party has also promised to create a Canadian Armed Forces reserve unit in the territory.

“Only our Conservative government to date has made the North, and indeed the Yukon, a priority. Only the Conservative Party has made Yukon-specific commitments.”

Shortly after the announcement, Liberal candidate Larry Bagnell announced that a Liberal government would reopen the Canada Revenue Agency office in Whitehorse.

ederal Liberal candidate Larry Bagnell has promised to reopen the Canada Revenue Agency office in Whitehorse if his party is elected on Oct. 19.

The office was closed in 2012, along with many other offices across the country, as part of a round of federal budget cuts.

At the time, the agency lost 638 jobs.

Bagnell said he lobbied his party leadership for the Whitehorse office to be reinstated,

but he doesn’t know if any other offices across Canada will be reopened at the same time.

“This is something that seemed to universally affect almost everyone,” he said. “It affected businesses, it affected individuals, it affected seniors. It has a huge impact on Yukoners from all walks of life.”

He referred to a petition signed by over 700 people shortly after the announcement was made in 2012 that the office would close. The petition was created by Carol Church, owner of Whitehorse’s H&R Block. At the time, she argued that the closure

of the Whitehorse office would cost her business thousands of dollars in lost time.

But Conservative incumbent Ryan Leef said Yukoners have grown accustomed to the Revenue Agency office being closed.

He said his office filled the gap immediately after the closure, and helped people get computer access and print and mail forms.

But he said that’s no longer necessary.

“We were doing hundreds in the first year. We’re now down to zero, because people adjust.

They get used to the system that’s in place, and they’ve adjusted to

it.”

Bagnell maintained that he’s hearing people say they want the office back, and that this is one of the most important campaign announcements for the Yukon.

He said that national campaigns “very seldom” see commitments that are specific to certain regions – possibly a dig at Leef, who has maintained that the Conservatives are the only party that has made promises directly to the Yukon.

So far, the Conservative Party has promised to establish a Canadian Armed Forces reserve unit and a new cadet facility in

the Yukon. It has also promised to expand the mineral exploration tax credit from 15 to 25 per cent for northern and remote communities.

Last week, the Liberal Party pledged to increase the Northern Residents Deduction to a maximum of $22 a day from $16.50.

And the NDP has released a plan for Canada’s North that includes a commitment of $200 million for northern infrastructure and $100 million for renewable energy development in northern and remote communities.

Born and raised in Saskatchewan, Geisler followed her mom and stepdad to the territory in 1980.

She worked for the City of Whitehorse as a receptionist, administrative assistant and purchasing clerk, before switching over to the Yukon government in 2011.

ukon Energy is updating its 20-year resource plan, which will outline how best to meet the territory’s electricity needs from 2016 to 2035.

Andrew Hall, the corporation’s president, announced last week that Yukon Energy will ask the public for input. “What are the priorities? Are they clean air, clean water, preservation of fish and wildlife, or preservation of wild and recreational lands? Are greenhouse gas emissions important? Or is it all about keeping costs as low as possible?�

Hall said at a briefing.

The resource plan was last updated in 2011, and is due for review every five years.

estimate of how electricity demand will change over the next 20 years, and will then look at the gap between current energy supply and future demand.

The corporation will then come up with portfolios of different energy projects that might fill that gap, and will ultimately choose the best options. It expects to file an updated plan with the Yukon Utilities Board in 2017.

Hall said the public is encouraged to participate through public meetings, online surveys, social media and an interactive website found at yukonenergy.ca.

He said Yukon Energy will also be mailing out pamphlets with information about the state of the territory’s electricity supply to every household later this month.

Hall said the Yukon’s electricity outlook is different from what it was in 2011. At that time, Yukon Energy predicted that demand would continue to rise steadily. “But what happened is our electricity load peaked in 2012 and we actually saw two years of declines,� he explained. “We had some warmer winters, and obviously the winter temperature is the key driver of our electrical demand. But also we’ve had a decrease in population growth.�

So far, demand in 2015 is essentially the same as last year, he said.

But it’s unlikely that demand will stay flat for the next 20 years.

Hall said the utility will “cast the net quite broadly� when it comes to looking at different technologies.

One option is pumped storage, which involves using excess hydro power to pump water up to a highelevation lake or reservoir, where it can be stored for use in the winter.

It has the potential to reduce the territory’s dependence on fossil-fuel power during the winter months.

Moon Lake project in B.C. “I think it’s definitely an interesting option.

But what we really need to do is understand the economics of that, of what the economics of a pumped storage facility might be.�

He said a pumped storage facility would take at least five years to develop.

Grid-scale wind and solar options will be considered as well.

Hall noted that the territory currently has about 14 residential solar systems.

However, non-renewable options will also be on the table. Hall said the territory will require diesel and liquefied natural gas power to meet winter peaks in demand for the foreseeable future. He said it’s possible a third diesel generator could be retired and replaced with an LNG generator at the new LNG facility in Whitehorse, but added that there’s “flexibility as to when that happens.�

He said the LNG generator would not be used to increase baseload power, but would essentially replace the diesel generator “megawatt for megawatt.�

Goran Sreckovic, Yukon Energy’s director of resource planning, said the review will be “technologyneutral.� “We will evaluate every single resource option against a set of criteria, and those criteria will be technical, financial, social, and environmental,� he said. “So at the end of the day, any project that meets our criteria will be taken into account.�

Hall specified that the Yukon government’s plan to build a large, next-generation hydro dam will not be part of this resource plan.

He also said the plan will work on the assumption that the Yukon’s electricity grid will remain isolated from Outside.

hat? Yes it’s true; you want Housing First programs in your neighbourhood. Not because you’re a bleeding heart leftist socialist (which you might be) and not because you’re a school of hard knocks righty (which you could be) but because no matter what side of politics you’re on, Housing First programs make sound economic and humanitarian sense.

We’re all sick of paying taxes for social programs that don’t seem to be making much of a difference; we’re all tired of waiting in the emergency room too long because the docs are tied up (again!) with a chronic alcoholic in critical distress – his 25th visit to the emergency that year; we’re all scratching our heads in dismay at the size of the health budget for Yukon and yet we still have homeless, hungry, addicted people in our community who aren’t able to get it together. And even the most hardcore on the right are aligned with the left on being sickened about another homeless person freezing to death in the dead of winter in Whitehorse.

Just what on earth would Housing First do?

Housing First is a program that puts vulnerable homeless people into appropriate supported housing. The provision of said housing does not rest on the person’s ability to meet a specific standard of behaviours such as being drug- and alcohol-free or of sound mental health. The idea with Housing First includes the recognition that some people have such complex life issues and challenges that finding housing is beyond their ability, and maintaining a home would be near impossible if they did not have a support worker to help them.

It also recognizes that the community must make provisions for affordable housing that can be used for Housing First programs.

Another tenet of Housing First is that a community has a responsibility to support and help its members, especially the most vulnerable; this includes providing safe housing and improving their overall health and well-being.

So at this juncture my lefty friends usually respond with: “Go on‌ I’m listening‌â€? and my righty friends typically respond with: “Wait a sec‌ I had to work hard for my housing‌ why should someone else get it for free?â€?

Fair enough, but the question is a false lead. Housing First isn’t free, but neither is the status quo. Both Housing First and doing nothing (the status quo) cost our community money. However, the question we should ask is: “Is Housing First cheaper than the status quo (doing nothing)?� Answer: Yes. You and I are all paying a huge cost for not putting a vulnerable person into supported housing. Chronically homeless people are significantly more likely to: visit the emergency room several times in a year; use ambulance services several times per year; be involved in the justice system, the courts, the jail and with police as either victims of violence or offenders or both; have chronic health conditions; and have addictions. HIV is nine times greater than that of the average person. And they will be the greatest users of charity programs like emergency shelters, food banks, free lunch programs, etc.

Who pays for all this? We do, through our tax dollars, mostly.

Does putting a person into housing magically solve all of his or her problems? No. But Housing First is cheaper than the status quo, much cheaper. When we put a person into a supported housing program their use of all of the services listed above will decrease significantly.

Housing First has also been shown to do other good things, including reducing problematic and chaotic drug and alcohol use such as binging and overdosing, and increasing life expectancy. With the same amount of money or less we can put a person into housing and reduce the burden on the homeless shelter, the emergency room, the police and justice system, and other social services programs like the detox centre and ambulance services.

Imagine, your tax dollars being used to invest in one social program with massive community impact.

We’ve reached that part of the conversation where many ask: “This seems too good to be true; why isn’t it happening?� Housing First is happening in many parts of Canada, and it is happening a little bit in Whitehorse, but not nearly enough.

Why? Because too many people balk at the idea of just giving someone a home. That’s a problem, and we need to spend more time educating the left and the right about Hous-

ing First and why it can be downright magical (yes I said that!). Remember, we’re all paying anyway, so let’s invest smartly.

Why else doesn’t more Housing First happen? Because it requires politicians making decisions that are in the best interest of healthy communities in the long run and where gains may not be immediately realized before the next election cycle.

Housing First programs require a big upfront capital investment and operating investment. Policy makers are reluctant to make those new investments because they already have a lot of money tied up in the budgets of the emergency room, police, ambulance, etc. Those services have massive budgets because they are spending huge portions of their resources on dealing with street-involved chronic addicted homeless persons. Those programs and budgets can’t be cut overnight, so they need to coexist while we invest new money at the front end in Housing First programs.

It’s the long-term pay-off that makes it worth the investment: for my friends on the right – the year-after-year budget increases to police, ambulance, emergency will become a thing of the past as we move people from the streets into supported housing and the demands on those services levels off and then decreases; for my friends on the left – a healthier, vibrant community where all people are able to live with dignity. Now that’s magical.

minister who – on the entirety of his record, not just the current conflict – is inclined towards jingoism and is reflexively in favour of every overseas military adventure proposed.

None of the major parties have impressed me with their weak-kneed and incremental approaches to the most threatening global issue of our generation – man-made climate change.

But as inexcusable as the half measures proposed by the Liberals and NDP are, the outright hostility displayed by the Conservatives towards the very idea that this is an issue that demands our attention is much worse.

The Conservative approach to criminal justice has been a costly experiment in futility. Unmoved by the evidence that its particular brand of “tough on crime” policies do little to actually reduce criminal activity, the party moved forward with a number of costly mandatory minimums and other measures which failed to make our communities safer.

On the specific subject of marijuana the Conservative Party has fallen far behind as attitudes have softened both here and elsewhere in the world. Both major opposition parties are promising to end this costly failure thus savings taxpayers hundreds of millions a year, potentially bringing in new revenue that would otherwise go to organized crime, and ending the unnecessary criminalization of otherwise law-abiding Canadians. Harper’s obsession with closing Vancouver’s safe injection site also demonstrates a lack of compassion and an unwillingness to engage in evidence-based

policy.

I am also concerned by this prime minister’s heavy handedness, his abuse of parliamentary procedures and his attempts to reshape elections and campaign finance to suit his partisan advantage. There was nothing “fair” about the Fair Elections Act, nor is there anything democratic about invoking closure on omnibus bills stuffed with unrelated measures.

All in all, this is not a prime minister that in my estimation deserves re-election.

Ultimately I went with the red team because I’m an unapologetic strategic voter and it seemed more likely (in this riding at least) to bring an end to Stephen Harper’s reign. I see absolutely nothing unprincipled or cynical in evaluating the consequences of our actions rather than our actions alone. That and we had two strong, moderate national leaders in Justin Trudeau and Tom Mulcair, so it wasn’t about picking the “lesser of evils.”

There are also a few policy differences that cause me to lean towards the Liberals. I prefer the Liberal Child Care Benefit to the NDP’s national daycare program and legalization to decriminalization. I think that taxes on high incomes make more sense than taxes on corporations, and that you should need more than 50 per cent plus one to break up a country.

But changing paths from the one we are on was the ultimate consideration.

Our experience with the new city manager indicates that this trend is likely to continue with more vigor, and after attempts to influence our agenda and the way the committee operates, we decided that enough is enough.

So I am voting for Dan and Robert because they have proven to me that they understand the commitment needed to move this city forward, and aren’t afraid to do find a way to make it happen. Meanwhile, I will be putting my energy where the attitude is, “Let’s be pro-active and get ahead of the curve,” instead of “Let’s see how many complaints we get.” As a taxpayer, that’s how I want my money spent.

I am not frightened by the pocketbook implications of any of the main parties. Contrary to the hyperbole that is ubiquitous in partisan politics, the changes proposed by all three main parties are incremental and measured. No one is proposing a revolution. This is not to say that I don’t have preferences as between them – for what it is worth I generally prefer the suite of tax changes and new spending proposed by the Liberals for reasons that are long and complicated – but I do not anticipate economic or social collapse if any of them assumes power.

When it comes to managing our money I don’t subscribe to the view that any political party is inherently more responsible than any other, so this doesn’t really weigh into my consideration.

Given enough time, every party will rack up a laundry list of waste and mismanagement. I hate to be cliche but, in this respect at least, they’re “all the same.”

On other issues the choices are starker.

It concerns me greatly that Stephen Harper has never seen an international conflict he thought we should stay out of.

Matters of war and peace are complex, and I do not pretend to have simple answers. I’ll admit to being torn on whether Canada should participate in the international conflict against ISIS, and find none of the parties’ positions entirely satisfactory. But the decision to engage is not to be taken lightly. Ultimately this is a prime

Stumping for Stockdale and Irwin We are facing two big electoral choices in the next two weeks: federal and municipal. These are critical to our community and society, as those elected will be leaders affecting, in major ways, the next plus-four

and three years of our lives, respectively.

In some ways the municipal outcome is more important than the federal, as decisions made by city council are more immediate and affect many things we do on a daily basis.

We were having lunch discussing all candidates running for council and came to one important conclusion we wish to share with our fellow Whitehorse citizens. We believe our new council needs to have a good age balance. We are fortunate to have a good group of younger candidates (the 20s and 30s somethings) in the lineup and a strong group in the middle years to choose from.

We think our new council needs to have depth as well from those who have been in and working closely with all of us over many years. For this reason, without in any way lessening the importance of the others, it is our wish to endorse two running for council as the candidates we believe bring this depth, Betty Irwin and Dave Stockdale. These two individuals have served our community in many, many ways over the years, not just on

city council.

There is no question that they have been involved in controversial decisions during their many years on council, but so have all of us who have served on council. What we believe is that we need their understanding of our community and the city to give the council the strength that comes with their extensive experiences.

On October 15 we hope you will join us in voting for these two contributors to our Whitehorse. We wish all those running the best of luck. Your willingness to serve is commendable.

Campaigning Sunday in British Columbia, Mulcair accused the prime minister of desperately signing on to a secret trade deal with 11 Pacific Rim partners simply to have something to announce on the election trail.

“They all saw him coming,” Mulcair said. “So guess what, we didn’t get a good deal for Canadian families.”

With just over a week to go in the federal campaign, the middle day of the Thanksgiving holiday weekend was relatively quiet. Trudeau and Green party Leader Elizabeth May had no public campaign events; Harper kept a low profile in Ontario, visiting a pumpkin patch in Markham and attending a fall fair in Woodbridge.

During their stop in Markham, Harper and family had just embarked on a ride around the farm – they were well out of earshot – when another group of families arrived.

Spotting the media and realizing who they’d just missed, they started a mocking chant: “Trudeau, Trudeau.”

A great many voters had more than Thanksgiving turkey on their minds this weekend.

Elections Canada estimated that some 780,000 people voted Saturday, the second day of advance polls. That brought the total for the first two days of advance polls to 1,642,000 – a 34 per cent increase over the first two days of advance voting in the 2011 ballot.

In an interview broadcast Sunday on CTV’s Question Period, Trudeau hinted he’d like to see an even more global approach to commerce, saying it’s “important for economies throughout the world to be engaged in trade deals like this.”

“This is what we’re going to look at, and of course we will work with all of our trading partners as a country to ensure that things move forward in the right way.”

Mulcair says the New Democrats back free trade, too, but want to forge a better deal for Canada with the Trans-Pacific partners. He insists that’s a

realistic expectation – pointing to U.S. presidential hopeful Hillary Clinton’s reservations about the deal.

The NDP also rolled out a new ad urging voters to “stop Harper and his TPP.” The Liberals took a swipe at the Mulcair, saying he is condemning the trade agreement only to recover from his misguided decision to promise a balanced budget and eliminate the deficit at any cost.

“It means he can’t invest in the middle class or the economy,” Liberal candidate John McCallum said in a statement.

“While the NDP focuses on Harper-style negative attack ads, Justin Trudeau is focused on his positive, hopeful campaign for real change after 10 years of Conservatives.”

Although Trudeau was not campaigning Sunday he did go to a Salvation Army kitchen in Ottawa to help prepare Thanksgiving dinners.

“I would suggest that the prime minister … (has) never demonstrated any sound or deep understanding of how the legal system works,” he said.

Research paid for by his own government doesn’t support Harper’s position and instead the ad will only further stigmatize the mentally ill, he added.

The new provisions can be viewed as tougher than penalties for people found criminally guilty, because sentencing generally sets a fixed term of incarceration, he said.

Justice Richard Schneider, chairman of the Ontario Review Board, said experts have made exhaustive efforts to educate Conservative government members who advanced the criminal code changes. “(What) does not seem to be penetrating is that they are taking the wrong road to public safety,” he said.

“Harsh treatment of the mentally ill … and fettering of Review Boards’ discretion will do nothing but make the public less safe.”

THE ARTS Outfitter-turned-artist’s exhibit critiques trophy hunting

he caribou is what catches the eye. It’s made of scraps of old wood, glued together in a piecemeal fashion so that you can look through the gaps into the animal’s core. If you look closely, you can see toy blocks glued in among the pieces of wood, as if this were some sort of oversized, distorted plaything.

But it’s the light that makes this figure so striking. The neck, arched up and back in agony, supports a globe of flickering light where the head should be. It’s a soft, yellow, eerie light that seems in danger of flaming out at any moment. But it doesn’t. It wavers on, illuminating the caribou pelt hanging from the wall nearby.

This is the centrepiece of Michel Gignac’s new exhibit at Arts Underground. Entitled Bells and Airplanes, the installation explores Gignac’s own experience as an outfitting guide in the Peel River watershed. It’s a stark, visceral meditation built by a young man still coming to terms with his own

thoughts about trophy hunting.

The caribou, with its childlike construction and tortured pose, seems to mirror Gignac’s own journey. He came to the Yukon in 2013, after a plan to spend the summer tree-planting fell through and a friend got him a job with an outfitter. He’d just graduated from the Alberta College of Art and Design, and he jumped at the chance.

“I guess it was for adventure more than anything else, and to be out in the middle of nowhere,” he explained. “I was kind of lost, just looking for inspiration and to get out.”

He had next to no experience hunting or travelling by horseback, so he spent the first month helping to build a cabin out in the bush.

Gradually, he learned how to work as a guide.

But outfitting was not simply the pure wilderness experience he’d been looking for. The industry is driven by tourists willing to pay tens of thousands of dollars to take home trophy-sized moose antlers or sheep horns. Gignac had trouble with that. He didn’t understand the desire to kill for pride alone.

“The outfitters are responsible for the meat, but the hunters have no care for it,” he said. “So the change of that dynamic when you’re going hunting with someone that has no interest in the meat is kind of shocking.”

He said he tried to ask the hunters, sometimes, why they couldn’t hunt with a camera instead, why they couldn’t press a shutter instead of pulling a trigger.

“They would think about it for a second, and they’d be like, ‘No, I couldn’t do it with a camera.’ And then not really know why.”

That sense of ego-driven excess pervades Gignac’s installation. A pile of skulls and antlers sits in one corner, seemingly tossed there carelessly (“You know, ‘I’ve killed so much that now I’m not even proud of this,’” he explained). Bits of bloody flesh still stick to the bones.

The floor is strewn with wood chips and bullet casings.

But this is not simply a condemnation of the trophy hunt. There’s beauty here, too, in small things.

In a notebook lying open on a desk that reveals some of Gignac’s sketches from his time as a guide –

a horse’s head, the cabin he helped to build. And deep in the caribou’s belly, where if you look closely enough, there’s a sign of life.

Beyond that, the installation is meant to give people a sense of what it’s like to be out there in the wilderness. Its title, Bells and Airplanes, refers to the two sounds that are most integral to a guide’s survival. Both sounds can be heard, now and then, playing in the background.

Bells tell the guides where their horses are, and assure them that their mode of transportation is nearby – or taking off at two in the morning, Gignac explained. And airplanes, he said, are kind of like God. They’re the connection to the outside world, bringing in food and supplies. And last year, it was an airplane that rescued him after he fell off a horse and broke one of his ribs.

Despite the injuries and the uncertainty, Gignac said he’s glad he worked as a guide. “I don’t regret it at all. I loved working with the horses. I loved being out there.

You feel like you’re the first person in the world that has seen this

landscape. Because you can ride for days and you won’t see anyone, ever.”

This exhibit, while dark and harsh and difficult, is driven by questions, not anger.

“I don’t think every hunter is malicious or has evil intent or anything,” Gignac said. “To be honest, I don’t understand it, and that’s why I’m doing it.

“Because I don’t understand. I just… I don’t understand.”

Gignac maintains that he’s not completely opposed to the trophy hunt, particularly if the hunters are interested in more than just the trophies. But asked if he would guide again, he had his answer ready.

“I don’t think so,” he said. “Probably not. Most likely not. No. “I don’t need to. It was enough for me. It was an adventure. I’d love to be out there again on horseback, and doing some kind of guiding, but I don’t have to kill anything.

And I don’t want to.”

Bells and Airplanes is on display at Arts Underground, at 15-305 Main Street, until Oct. 31.

Nobel literature prize winner transcends easy categories Associated Press

MINSK, BELARUS ith a reporter’s eye and an artist’s heart, Svetlana Alexievich writes of the catastrophes, upheaval and personal woes that have afflicted the Soviet Union and the troubled countries that succeeded it. Her writings, characterized by plain language and detail so visceral it’s sometimes painful to read, won her this year’s Nobel literature prize.

She is an unusual choice. The Swedish Academy, which picks the prestigious literature laureates, has only three times before bestowed the award on nonfiction – to Christian Mommsen, Winston Churchill and Bertrand Russell – and had never honoured journalistic work with a Nobel.

Alexievich’s work straddles the divide. Much of her books are essentially oral history, where the voice is not hers and she chooses only what to include. Her narrative passages are straightforward, free of literary conceits.

“My calling as a writer involves me in talking to many people and examining many documents. Nothing is more fantastic than reality. I want to evoke a world not bound by the laws of ordinary verisimilitude, but fashioned in my own image,” she wrote in her 1989 book Zinky Boys, the title a reference to zinc coffins in which the bodies of Soviet soldiers killed in Afghanistan were shipped home.

“Her goal is to communicate the history of human feeling.

The very fact that it transcends any easy category is part of what makes it great,” said Andrew Kaufman, a Russian literature scholar at the University of Virginia.

The 67-year-old Alexievich’s books have been published in 19 countries, with at least five of them translated into English.

Swedish Academy head Sara Danius praised Alexievich as a great and innovative writer who has “mapped the soul” of the Soviet and post-Soviet people.

“She transcends the format of journalism and has developed a new literary genre, which bears her trademark. That doesn’t mean there aren’t predecessors – there are, absolutely – but she has taken the genre further,” Danius told The Associated Press.

Like many intellectuals in Belarus, Alexievich supports the political opponents of authoritarian President Alexander Lukashenko, who is up for re-election on Sunday. Because of her criticism of the government, she has periodically lived abroad – including in Italy, France, Germany and Sweden – but now lives in Minsk, the Belarusian capital.

“They don’t print my books here. I can’t speak anywhere

publicly. Belarusian television never invites me,” Alexievich said. State TV made only cursory mention of her award on its nightly newscast, nine minutes into the program.

Late Thursday, Lukashenko issued a brief statement of congratulation to Alexievich, saying “I am truly happy for your success. I hope your award will serve our state and the Belarusian people.”

Yaraslau Kryvoi, secretary of the Anglo-Belarusian Society, said the award means “Belarus is now on the political map of the world.”

Lukashenko has shown signs that he’s trying to improve relations with the West and resist Russia’s presumed interest in absorbing Belarus. The Swedish Academy says it makes its choices only on literary merit and doesn’t consider politics.

Alexievich’s first book, War’s Unwomanly Face, published in 1985, was based on the previously untold stories of women who had fought against Nazi

Germany. It sold more than 2 million copies.

Alexievich said she was at home ironing when she received the call Thursday from the academy with news that filled her both with joy and trepidation.

“How am I going to keep this up?” she asked rhetorically.

Speaking to Swedish broadcaster SVT, Alexievich said winning the award left her with “complicated” emotions.

“It immediately evokes such great names as (Ivan) Bunin, (Boris) Pasternak,” she said, referring to Russian writers who have won the Nobel Prize for literature. “On the one hand, it’s such a fantastic feeling. But it’s also a bit disturbing.”

She said the 8 million Swedish kronor (about $960,000) in Nobel prize money will allow her to write more.

“I do only one thing: I buy freedom for myself. It takes me a long time to write my books, from five to 10 years,” she said.

“I have two ideas for new books, so I’m pleased that I will now

have the freedom to work on them.”

Alexievich was born on May 31, 1948, in the western Ukrainian town of Ivano-Frankivsk to a Belarusian father and a Ukrainian mother. Both parents worked as teachers. Alexievich later studied journalism in Belarus, which at the time was part of the Soviet Union. She worked at newspapers near the Polish border and in Minsk while collecting material for her books.

Her 1993 book, Enchanted with Death, focused on attempted suicides resulting from the downfall of communism, as people who felt inseparable from socialist ideals were unable to accept a new world order.

In 1997, Alexievich published Voices from Chornobyl: Chronicle of the Future. Released in English two years later, the book is not so much about the nuclear disaster as it was about the world after it: how people adapt to a new reality, living as if they had survived a nuclear war.

Nobel literature prizes have often sparked political reactions, particularly during the Cold War. The first Soviet citizen to win the literature prize was Boris Pasternak in 1958, but Soviet authorities denounced him and refused to let him go to Stockholm to collect the award.

Soviet dissident Aleksandr Solzhenitsyn also didn’t come to Stockholm after he won the Nobel literature prize in 1970, fearing that Soviet authorities wouldn’t let him back in the country. He accepted the award four years later after he was exiled from the Soviet Union.

The academy has also honoured writers who were viewed favourably by Soviet leaders, including Mikhail Sholokhov in 1965.

This year’s Nobel announcements continue with the Nobel Peace Prize on Friday and the economics award on Monday.

The awards in medicine, physics and chemistry were announced earlier this week.

All awards will be handed out on Dec. 10, the anniversary of prize founder Alfred Nobel’s death in 1896.

Playboy magazine to end publishing fully nude female photos Associated Press

NEW YORK layboy will no longer publish photos of nude women as part of a redesign, the decades-old magazine announced Tuesday.

The magazine will still feature women in provocative poses, but they will no longer be fully nude, Playboy said in a statement.

The change, to take place in March, represents a major shift for the magazine, which broke new ground when Hugh Hefner created it and featured Marilyn Monroe on its debut cover in 1953. It marks the latest step away from depictions of full nudity, which were banned from the magazine’s website in August 2014.

The magazine claims it website audience soared with that move, averaging a 400 per cent increase in monthly unique visitors. “The political and sexual climate of 1953 ‌ bears almost no resemblance to today,â€? said Playboy Enterprises CEO Scott Flanders. “We are more free to express ourselves politically, sexually and culturally today, and that’s in large part thanks to Hef’s heroic mission to expand those freedoms.â€?

Playboy editor Cory Jones recently contacted Hefner about dropping nude photos from the print edition and he agreed, the Times reported.

The shift from nudity will be accompanied by other changes in the magazine, including a slightly larger size and a heavier, higher quality of paper meant to give the magazine a more collectible feel.

A BIG THANKS

Payroll donation helps sustain the United Way The United Way Yukon helps Yukoners through charitable organizations all around the Territory.

To do this United Way Yukon needs help from you. I had a chance to ask Dave Whiteside, the Chair of the Campaign Cabinet, about how funds are collected from Yukoners. He told me about the United Way payroll deduction program. He said, “Payroll deductions allow donors to give relatively small amounts from each pay cheque, amounts that are often hardly noticeable. The effect of the donation to Yukon charities is, however, very noticeable. For example a deduction of $5 per bi-weekly pay would create an annual donation of 130 dollars.

That 130 dollars creates a significant impact in terms of programming for children, families living in poverty, people living with disabilities and all of the groups that rely on funding from United Way Yukon. “ Big Brothers and Big sisters is one example of your donation helping Yukoners. They provide mentoring services to children that enhance the lives of children and their families. Mentoring provides a benefit to our community as well by reducing costs for special education, costs associated with crime, substance abuse and low or failed education.

“Payroll donations are, to me, one of the best examples of the idea that small changes accumulate to create large differences.” said Dave Whiteside. In the past year the United Way Society of Yukon has had the opportunity to enrich the lives of Yukoners through twenty four other programs just like the Big Brothers and Big Sisters.

“The institute was his dream, but he sorely needed a nearby airport close to both the Icefields and the Alaska Highway, and finally got his wish when the U.S. Army built this airfield in 1952 as a construction exercise, then used it to train paratroopers in winter conditions (including using drogue chutes to drop heavy equipment) before abandoning it after the Korean war. Walter finally got permission to reopen the airport in 1961 for scientific research, and that’s when this field base got going.”

In the late ‘60s a joint Canadian/U.S. high-altitude physiology study kicked the institute into high gear, and it’s been on a roll ever since, with consistent ups and downs, so to speak.

Andy was hired in 1972, the same year Sian was born, to work as a bush pilot and run the “high camp” on Mount Logan but quickly became the base manager since his original resume listed the following areas of competence: “diesel mechanics, mountain expedition logistics, weather forecasting, piloting, aerial reconnaissance and survey, small business management and accounting.” Within a year

he was recognized as “one of the best research base managers in Canada” by NSERC, the national science awards committee.

In 1981 he bought his own plane to service the institute and fondly recalls the advice he was given by friend and fellow pilot, Joe Sparling, who told him: “Don’t quit your day job.”

But Andy and his new company, Icefield Ranges Expeditions, didn’t have to worry about that because he was still base manager for the Arctic Institute while his eventual successor, Sian, was nine years old and learning the business from the ground floor up by washing dishes in the cookhouse.

Andy had a simple three point operational mantra over the years for both the institute and the charter business: One: Be safe. Two: Have fun. Three: Try to get some work done.

Although he is most proud of the safety record and the immensity of the scientific work (hundreds of graduate theses and thousands of published scientific articles), like most Yukoners of his generation, or any other, it’s the humorous or unusual stories which endure and grow with the many retellings. Such as: “We left a plane up there one winter and it disappeared! Not a trace of it anywhere until the summer sun exposed about four

inches of the tip of one propellor.

The winter wind and snow had buried it. If that tip hadn’t been pointing straight up, we may never have found it, which might have been a good thing because it never handled properly again after being glaciated. That was before we understood how much snow falls up there. We dug it out, thawed it out, checked it out and flew it out,” he laughed triumphantly.

He also is fairly certain he once held the world record for highest-altitude airplane “crash,” although it wasn’t much of a crash, as one ski fell into a crevasse on Logan High at 18,000 feet while taxiing much like a truck falling into a mud hole. The photo is actually quite humourous, with Andy and two others looking at the wounded plane and scratching their heads in a “Now what?” pose.

“And we flew that one out too, after digging down the high side until the wings were level, then digging a ramp down to the skis and revving it up. I drove that one out myself and flew it home.

The toughest part of the job was shoveling snow at that altitude in the hot summer sun.”

She said they’ve lined up a local woman to run the greenhouse full-time – although they are still working on finding grant money to be able to pay her salary.

The project, known as Growing North, is a non-profit operation and, if all goes well, they hope to expand to nearby communities in the next few years.

“I’m so, so excited and the community seems to have really embraced it,” said Nieto, 21.

It wasn’t an entirely smooth build. Construction was delayed a month because the ship with all their supplies had to wait for the thick sea-ice to melt. And, like any construction site, problems arose.

Canning said they only had access to two drills, a problem that can be easily solved for most Canadians with $60 and a trip to the local hardware store.

But that $60 drill, Canning said, sells for $450 in Nunavut.

So they were stuck with two drills, tossing it back and forth as needed to screw the greenhouse together. It got done, even after a snowstorm dropped about 45 centimetres one day.

“It was hectic, but it worked,” Canning said.

B.C. doctors criticize Canada’s strict medical marijuana rules Gemma Karstens-Smith Canadian Press

VANCOUVER he Canadian Medical Association and the federal government apply a far more rigid standard to prescribing marijuana, resulting in negative – or even deadly consequences, say experts from the B.C. Centre for Excellence in HIV/AIDS. Medical marijuana is held to a different standard than other prescription drugs despite research suggesting it has therapeutic benefits, say three experts from the centre in a commentary publish Friday in the Journal of the Canadian Public Health Association.

“When it comes to prescription marijuana, patients’ needs should be considered above political considerations,” Dr. Julio Montaner, one of the authors, said in a news release. “There could be great harm in ignoring the medical uses of marijuana.”

The government and the Canadian Medical Association are being overly cautious, coauthor Dr. Thomas Kerr said in an interview.

“This is just not how we deliver medical care and why we’re doing it in the case of cannibals is beyond me,” he said.

Several recent studies have shown prescription cannabis can have therapeutic benefits, but the Canadian Medical Association and others have failed to acknowledge the research, resulting in a position that isn’t based on evidence, Kerr’s commentary said.

Other studies have shown prescribing cannabis may lead to a reduction in overdoses and deaths association with prescription opioid.

“This can’t be taken too lightly because Canada, like the U.S., is in the midst of an epidemic of prescription opioid abuse and related overdose deaths,” Kerr said.

Strikers Selects end four-year drought at club nationals

“This is a hybrid of the team we started – the Junior Selects team – about four, five years ago when they were U-7,” added Jake.

Two Yukon Strikers girls teams also competed at the club nationals. A U-14 Strikers also competed in St. John’s and a U-16 Strikers competed in Surrey, B.C. The U-14 Strikers didn’t pick up a win and placed 12th out of 12 teams, but they didn’t leave empty-handed. Following the championship the Strikers were given the Fair Play Award.

“It was quite an accomplishment because it shows our team really proved themselves on and off the field,” said head coach Trudy Pike. “Great sportsmanship, meeting friends, being respectful on and off the field and really exhibiting a lot of fair play.”

“We had an absolutely great time,” she added. “All the girls really persevered through every game. On and off the field they had amazing attitudes.”

The Strikers tied P.E.I. 1-1 on Saturday. Down 1-0 with 15 minutes left the Strikers turned up the heat, moving players up field while leaving only three on defence. Following a scramble in front of the P.E.I. net, Yukon defender Bryn Peterson scored the tying goal.

The U-16 Strikers fell 8-0 to Calgary’s SWU Napoli and 4-0 to Newfoundland and Labrador to open the championship.

Following the tie to P.E.I., the Strikers lost 4-0 to New Brunswick’s FDSA on Sunday and 10-0 to B.C.’s Mountain United FC on Monday.

“In a high-class tournament, like the club championships, we play against some of the best players in the country,” said Beggs. “We go in realizing we are going to be playing a defensive game. That said, our back (defense) line of Samantha Ng, Jewel Davies, Bryn Peterson and Lara Herry-Saint Onge stepped up their game and all came out having played a fantastic tournament. In most games they were constantly involved in play and under a lot of pressure but they rose to the challenge and became the leaders of the squad.

“Also, of note, we had a couple players from Dawson City Sarah Nyland and Teresa Procee who proved to be invaluable to us throughout the week.”

Swift Yukoners place top 10 in Victoria Marathon Tom Patrick News Reporter

T

he GoodLife Fitness Victoria Marathon is divided into three distances: the full marathon, the half marathon and the eight-kilometre road race.

Yukon runners were a force to be reckoned with in all three.

A Yukoner placed top 10 in each distance and many others top 10 for their respective age divisions at the 36th annual event on Sunday in B.C. Carcross’ Denise McHale took sixth in the marathon, Whitehorse’s Logan Roots eighth in the half and for the second year in a row Whitehorse’s Lindsay Carson won the eight-kilometre road race.

“I felt really good about the race. It was basically my first major competition of the season,” said Carson. “I got to race against some good guys and good girls … And I felt my form was really good throughout the race. I could definitely improve on time, but I think as the season progresses and my workouts are getting stronger, it’ll come with that.”

Carson placed first for women with a time of 27 minutes and 32 seconds. She also placed fifth overall out of the field of 2,352 runners. The 26-year-old was just 17 seconds off her winning time last year.

“I think the field wasn’t as deep for the guys or the girls, but more so the guys,” said Carson. “I came fifth overall and I’d usually be 10th or something with some guys in front of me. I think last year I had more guys to work with in the middle of the race, where this race I was by myself for most of it.”

Carson wasn’t the only Whitehorse runner to excel in the eight-kilometre event.

Jake Loos was the top Yukon male, placing 63rd overall and seventh for males 25-29 with a time of 33:17.

Darby McIntyre came in four spots back of Loos in 67th. The 15-year-old finished in 33:24 to place fourth for males 13-15.

McHale, a former Canadian 100-kilometre champ, placed sixth for women in the marathon and second for females 40-44, a division she won in 2013.

She cracked the three-hour mark with a time of 2:57:13, placing 34th overall out of 1,201 runners.

The Freemans obviously made the event a family affair. Yanik Freeman was the Yukon’s top male in the marathon, taking 150th overall and 23rd for males 40-44 division with a time of 3:27:23.

Whitehorse’s Margaret Mundell placed 219th for women and fourth in the female 60-64 division with a time of 4:17:42.

Brenda Morrison came 10th in the same division with a time of 4:52:25.

In addition to taking eighth in the half marathon out of 3,259 participants, Roots placed first in the males 20-24 division. He crossed the finish line with a personal best time of 1:10:56, 36 seconds faster than last year when he placed second in the division.

“It was awesome. Perfect weather, beautiful race,” said Roots. “It’s fun to be back racing in B.C. again after a few months in Whitehorse.

“Thirty-six seconds faster than last year, so I was happy about that … I had a time goal in mind, I didn’t quite make it, but it was a PB overall so that was fine.”

“This event is the main half marathon I focus on each year, so my PB usually happens here,” added the 22-year-old.

“It was good to see so many Yukoners,” said Roots. “When I was running back, pretty alone and there’s thousands of people going the other direction, I get all this ‘Go, Whitehorse! Go, Logan!’

he Whitehorse Peewee Mustangs hit the ground running over the weekend.

The Tier 3 rep hockey team opened the season playing Tier 2 in the 13th annual Seafair International Ice Breaker Rep Tournament in Richmond, B.C. The Mustangs produced a pair of wins to place fourth out of eight teams. Last year’s Peewee Mustangs team went winless at the same tournament (as did the Atom Mustangs). “Being Tier 3 going into a Tier 2 tournament, you’re not sure what to expect,� said Mustangs head coach Trevor Matthews. “You know you’re going to meet some really, really strong teams. But we were going with the expectation that we could compete with them and we definitely did. “We ran into one tough team that was pretty strong.�
