Rimbey updates fees and services bylaw

BY AMELIA NAISMITH Increased user and service fees were recently added to the Town of Rimbey’s fees and services bylaw.

“We hadn’t updated it in a long time. We had certain land use stuff we were doing that had no fees attributed to it,” said interim CAO Donna Tona.

Tona says the town and administration are not looking to go crazy with the update. “(We’re) just kind of catching up to the 21st Century.”

Development fees were

also updated and the changes now make any future handling of the bylaw more efficient. If the fee schedule needs changing it can now be done with council’s approval through resolution, rather than repealing the bylaw, says Tona.

Before any changes were made eight to 12 other communities in the region were looked at to see how and what their bylaws are set at.

Tona says Rimbey’s bylaw now falls in line with others in the region.

Rimbey Elementary School (RES) is looking to create and guide the world’s future — the students — to be healthy, productive member of society with the Leader in Me program, which it first executed in 2009.

On Oct. 6, 7 and 8 students in grades Kindergarten through Grade 6 took part in Leader in Me theme days.

“RES decided to implement Leader in Me to provide an opportunity for student’s to contribute to the school community in a positive manner,” said principal Jodi Bramfield in an email to the Rimbey Review.

“The program allows us to teach students about how they can be leaders and provides an opportunity for students to demonstrate leadership qualities in their daily lives,” she added.

Bramfield and the RES staff want their students, once they graduate from their elementary years, to be able to implement the lessons and skills through the program in others schools and areas of their lives.

“The Grade 6s are involved in planning and organizing school assemblies, school events, Spirit days, Reading Leaders, Patrols, running the Milk Program, and Peer Mediation to name a few,” said Bramfield.

She explains the Leader in Me is a school wide program based upon Stephen and Sean Covey’s 7 Habits of Highly Effective Teens and The 7 Habits of Happy Kids.

Amelia Naismith In a world that’s so focused on woman’s equality, women’s health, women’s image and women’s standards its easy to get caught up in the moment and forget men are also pigeonholed by some of the same standards, unrelenting in the opposite direction. Men are the victims of double standards too and there are some behaviors women get away with easily, whereas if a man acted in the exact same way they would probably be socially lynched, especially with the way information spreads online.

On Oct. 2 I attended the Diamonds in the Sky STARS charity fundraiser; a women’s only dinner, dance and general good time, complete with an abundance of alcohol.

If a male at a males only event has asked a female butler to bare her stomach he would be in big trouble.

Some would argue in this situation the women didn’t choose to open her shirt on her own will and that she was accosted, so was he.

That being said there’s a time and a place for everything and asking a complete stranger to show any part of themselves, in any setting, is not appropriate.

Now I’m sure if that

young butler had really been truly uncomfortable he could have said no to the request and the fun would have continued without incident. But in today’s society women are not generally considered as threatening when it comes to sexual dominance as men and male body rights take a backseat.

While equality should never hamper a person’s individual rights or ability to choose it needs to be remembered equality is just that, equal treatment and opportunity and that is a two-way street.

There are also many males only charity events held but I’m guessing such shenanigans would be less socially accepted coming from males.

I’m not looking to put down or devalue any of the efforts of the event; it’s a wonderful opportunities for people to get involved and support their community, as well as simply being a ton of fun.

I’ve attended the past two years and have had a great time dancing with friends and supporting a worthy cause.

But in a world were equality is in suffrage that bottom line: equality, needs to be kept in mind and held in just esteem.

Like anything in this world equality also comes with its rewards, challenges and consequences.

Along with fetching drinks, two Kinsmen were made to leg wrestle on the floor and when one took to the floor for a sexy but still very appropriate dance solo he was followed by an older woman determined to match his moves.

Had the roles been reversed and a young girl was followed to the dance floor by an older gentleman dancing in such a manner I don’t think the situation would have gone over with as much good humor, even if it was for charity.

If the roles were reversed I’m not sure any portion of the evening would have gotten by unscorned by the public, especiallythe female side of it. Men bidding on women and paying for them to serve them drinks and be at their beck and call for an evening of drunken frivolity doesn’t seem like it would get good reviews.

I remember my first night when I moved into my house. The furnace made such a racket when it fired up that I almost flew out of bed in fright. The noise it made every time it ran was so weird that I believed I would never get used to it. I developed an

unrealistic thought: if I could never sleep straight through the night, maybe a lawyer could reverse all my mortgage proceedings and I could move out. But after a while I had no troubles sleeping at night; and I had stopped flinching when my furnace would reverberate and yawn its heat throughout my house — I got used to it.

Long before I even considered the possibility of owning a house, I thought about getting dreadlocks. When I was younger I remember watching music videos that had white guys, with their hair in dreadlocks, playing in heavy metal bands.

Thankfully logic and reason (also known as my father) stepped in and I never did have a hair dresser backcomb my hair into a

disaster.

My school had similar views on abnormal fashion.

For a while certain haircuts or piercings were frowned upon: kids with mohawks had to leave his or her hair down under a hat or a toque and kids couldn’t have piercings anywhere other than in the ears.

But eventually white guys with dreadlocks, kids with mohawks, and piercings in the face all started to seem normal; parents, teachers, and people started to get used to the different personal fashion styles or cultures.

I hope niqabs become like a noisy furnace, dreadlocks, and piercings — they’re all something people can get accustomed to other people having or displaying.

There is nothing harmful

in something that is simply different. Extending reasonable consideration and acceptance towards another person’s or culture’s differences and similarities is part of the reason Canada is such a great country to live in.

Canadian culture is dynamic, like internet and cell phone language — it is always changing whether the masses want to admit it or not. A few years ago “selfie” wasn’t even a word, now it has been added to the dictionary. It once was a career ender to get your neck tattooed—but employers are coming around to one’s decision to alter his or her external appearance with permanent ink. Once upon a time, everyone (it seemed) was baptised— not any longer.

English, Spanish, or French must have been an obscure language to the aboriginals when all the explorers showed up on the boats and started talking Niqabs aren’t anything that Canadians can’t handle. We’ve got a lot making up our country. The parameters of our multicultural status isn’t static, our national culture and the people within it are very much evolving: fashions, attitudes, religion, language, and many more features of our culture are constantly morphing.

The acceptance of a new Canadian cultural attribute isn’t easy like turning the noisy furnace on or off — openness and understanding are two important principles to the national cultural process.

Rimbey RCMP investigate serious and minor offenses

SUBMITTED Over the past month the Rimbey RCMP have responded to and proactively investigated 202 occurrences including: eight assaults (half of which were domestic in nature), one assault with a weapon, four incidents of uttering threats, 10 break and enters, 14 incidents of theft under $5,000, four motor vehicle thefts, three frauds, eight drug possessions, one drug trafficking, two impaired driving charges, two individuals who resisted arrest, 12 motor vehicle collisions, and one fatal motor vehicle collision.

Apparently the drug enforcement efforts of the Rimbey RCMP are having an effect on the community. While talking to a student at the high school one morning, a Mountie got an earful from a frustrated young girl who complained that it was so hard to find drugs in Rimbey over the summer that her friend had to skateboard to Sylvan Lake to buy some weed.

The normally sympathetic Mountie found that he did not feel sorry for this young person’s dilemma, and he simply smiled as she vented her frustrations with the criminal justice system.

Unfortunately, trafficking in controlled substances continues in and around Rimbey keeping the RCMP busy with investigations into the sale and possession of illegal drugs. The Rimbey RCMP routinely seizes marijuana, cocaine, and methamphetamine in the course of their duties. This month an 18-year-old Rimbey male has been charged for possessing crystal meth, and an 18-year-old male from Drayton Valley, a 23-year--

old male from Winfield, and a 35-year-old male from Bentley have been charged for possessing marijuana.

A 56-year-old male succumbed to his injuries and was pronounced dead at the Rimbey Hospital following a single vehicle roll over west of Rimbey on October 2nd.

Weather was a factor in this collision that occurred in the midst of an unusually early snow/sleet storm in the area.

Three local people have been targeted by fraudsters in the past month. In one incident, an official looking e-mail, skillfully crafted to appear as a letter from Canada Revenue Agency Support Services, was sent to an individual requesting his Social Insurance Number. The claim was that he had overpaid on his taxes and was due a refund.

This is a very common scam because everyone loves a refund, and many people act quickly to get it. It is important to note, however, that the CRA will not ask for personal information of any kind by e-mail or text message. If you receive an e-mail or text message from the CRA requesting personal information, investigate before you act. Call the Canadian Anti-Fraud Centre at 1-888-495-8501 or check out their website www.antifraudcentre-centreantifraude.ca.

Two separate elderly individuals received phone calls from a male who used the names of legitimate lottery companies as a cover for his scam. In one call, he claimed to be associated with the STARS lottery foundation, and he tried to persuade his victim that she had won a car. In order to claim her prize however, she had to send money.

And of course, she must not tell anyone. This same fraudster called another individual and claimed to be a representative from Reader’s Digest. He said that the lucky person had won a vehicle and some money, and he wanted to know the winner’s address so he could deliver the prizes. Again, it was important not to tell anyone.

Rimbey’s new skate park popular beyond town borders

“It’s been busy every day,” he added.

The only part of the project that remains unfinished is laying the sod, and Adam says that will be taken care of within the next year.

After four months of actual construction from start to finish the new skate park boasts a full bowl and an entire cement structure, which Adam says in an upgrade from the wooden structures of the previous park.

Rimbey’s youth are not the only fans of the new park. “It’s attracting kids from Sylvan Lake and everywhere,” said Adam.

Parts of the project were paid for through fundraising and a loan was taken out to cover the rest; the entirety of the project cost just under $500,000. “We owe half yet, we’re looking for more donations,” said Adam.

On Dec. 12 the Kinsmen are hosting a Christmas party for Rimbey and the organization’s Christmas raffle is ongoing. Adam says there may be another fundraiser planned for February.

Rimbey’s new skate park has become a popular after school spot for fans of related sport of all ages and even other communities.

2015 FALL PRODUCER MEETINGS & ELECTIONS

MLAs of the gargantuan misstep they were about to commit. I know, because I was one of them.

We pointed out that Alberta’s economy is hurting and thousands of our friends and neighbours have lost their jobs. We warned the committee that handing out a massive pay increase for senior government officials sends the wrong message. I personally made it clear I would not take part in the NDP’s junket, as did my colleagues MLA Nathan Cooper and MLA Glenn van Dijken.

Sadly, our efforts to inject reality into the debate were met with blank stares.

So, once the meeting was

concluded, we set about fulfilling our mandate as members of the Official Opposition. We took our case to the people; the public outrage at the NDP’s actions was swift and widespread. So much so, that within 24 hours a new meeting was scheduled to reevaluate the issues.

The issue was indeed reevaluated and on September 29 the NDP suddenly reversed the 7.25 per cent raise. The NDP had justified the tax hike as necessary to meet contractual obligations, and that it had been standard practice to vote raises for several years. Both claims were false.

This entire affair underscores the importance of having a strong Official Opposition. Since the election, this government has demonstrated a tendency to remain blissfully unaware of public sentiment.

These are the ideal conditions for mismanagement; only a strong official opposition can endeavor to keep this government in check.

Albertans deserve better than this government’s ethical whiplash. So long as this administration remains oblivious to public concerns, our Official Opposition stands ready to take action.

And we can be a tremendous pain in the neck.

Rimbey VJV manager jumped at new position

BY AMELIA NAISMITH The VJV Rimbey Auction Market’s new manager has taken what he is calling a big step up in the auction market world with this new position.

Wes Skeels took the position Aug. 1. “(It’s) a steep learning curve.”

Skeels worked with the Ponoka VJV Auction Market on and off since 2001 until the company was taken over by Morris and Henry Thalen on Aug. 1 2014.

Skeels says the Rimbey Auction Mart was bought May 1 2015.

“I was a sorter over there,” said Skeels, re-

ferring to the Ponoka auction. He explains further he worked in most of the yard divisions in one capacity or another but the manager’s job is completely new for him.

“They came and offered me the job,” said Skeels. “I thought I wouldn’t mind working for them. I’ve heard good things about them.”

Skeels says the job offer surprised him and was quite out of the blue.

When the opportunity came along Skeels really did not hesitate, as he has a passion for the industry. “I just like the beef industry and working with farmers and the whole agricultural part of it.”

Canada appears up for sale Dear Editor, Here we are in the middle of an official election period.

This is a period in which all-important decisions are supposed to be delayed until after the election.

And yet, Harper again flouts rules and traditions and is preceding full speed ahead with the Trans-Pacific Partnership (TPP) free trade negotiations. Why? Canadians have several reasons to be concerned. For example, all negotiations are taking place behind closed doors.

Another concern is that eighty per cent of Canadian exports to these countries are raw or semi processed goods, while 80 per cent of imports are high value-added goods. A good way to export good paying Canadian jobs wouldn’t you say.

As well, leaked information confirms that the TPP includes an investor-state dispute settlement (ISDS) mechanism similar to NAFTA chapter 11, which allows rich countries to sue governments when policy decisions interfere with their investments.

Canada is already the most sued developed country in the world because of NAFTA’s ISDS process and TPP will significantly increase the number of foreign investors eligible to sue.

Seniors (and others) are going to suffer too. The intellectual property chapter of the TPP could prove a disaster for efforts to control drug costs in Canada, which are already the second highest in the world.

Farmers are next. Supply management is squarely in TPP’s crosshairs. In July, again behind closed doors, negotiators gave the European Union an additional five percent of our high-end cheese market, and Harper weakened Canada’s bargaining position by indicating willingness to reduce dairy tariffs and increase the tariff-free imports of milk. Since the GATT and the Uruguay Round of the WTO, Canadian farmer’s share of our own dairy market has been nibbled away bit by bit through various trade deals. Isn’t the loss of 17,000

tonnes of cheese production to Europe with CETA and the potential loss of 10% of our market to the USA under TPP enough for Harper?

Unlike the USA, Canada does not allow the growth hormone rBGH which is used in the U.S. to increase dairy cows’ milk production, and our dairy farmers are not subsidized by the taxpayer. Supply management provides a fair return to farmers and a reasonably priced supply of fresh milk, eggs and poultry of food to consumers.

U.S. negotiators have reportedly agreed to lower the domestic-content requirement to 30 per cent for auto parts and 45 per cent for vehicles.

Presently, NAFTA says domestic content for auto parts and vehicles must be more than 60 per cent.

In any case, 26,000 Canadian jobs are expected to be lost.

It appears that under the Harper government everything Canadian is up for sale at fire sale prices.

Dear Editor, Discontinuing the long form census means no reliable data collection regarding living conditions of Canadians. How then to create good long-term policy?

Libraries at federal ag research facilities (like the stations at Swift Current and Lethbridge) have been closed.

Librarians have been fired.

Thousands of books, manuals,

journals, and research papers have been destroyed. Valuable archival papers dating back over a 100 years are moved to neglected basement corners.

This dumbing down of Canadians is happening as we enter a period of climate variability, which has already caused political instability. This is precisely the wrong time to fire librarians, send research papers and books to the dump-

sters, muzzle scientists and decrease the knowledge base.

Who is served? Not Canada or the Canadian public.

registration tips for voters

BY AMELIA NAISMITH Canada’s federal election is looming on the horizon and soon voters in the Red Deer-Lacombe area will be heading to the polling station to cast their votes.

For those you are not sure of where to what time to go at Elections Canada spokesperson Leanne Nyirfa says there are many helpful tools on the Elections Canada website aimed to aid voters, including a Voter Information Service.

“That will tell you where to go to vote,” said Nyirfa The site provides voters with information regarding their electoral district,

candidates, maps and locations of advance and election-day polling stations.

People can enter specific searches using their postal codes, district name, candidate name, by map, name of town or even a section-township-range-meridian (STRM) address search.

When it comes to actually voting, Nyirfa says individuals need to get registered if they are not already. “By now people should have received what’s called a voter information card in the mail.”

“If a person doesn’t receive one that means

they aren’t registered to vote,” she added.

Those who are not registered and wish to vote can do so online, by calling Elections Canada at 1-800-463-6868, or in person. Registering can be done right up until a person goes to vote.

“If you didn’t get a card in the mail you can still go to vote,” said Nyirfa.

To be able to vote individuals must have certain pieces of identification with them. One type is government issued identification with the person’s photo one it, such as a drivers license.

Spartans head into season’s taxing second half

BY AMELIA NAISMITH Heading into the second half of its season, the Rimbey Spartans are looking at a tougher battle in the next four games than it faced the first half.

Coach Bill Bramfield says the team is part of a new tiering system this year.

“We play the first four games and then they tier us.”

The Spartans are third in the league and were placed in tier one. “Currently we’re sitting at three wins, one loss,” said Bramfield.

In tier one the Spartans will be facing off against the top teams in the province, including Brooks, who the boys play on Oct. 16.

“The team we’re playing, Brooks, they’re ranked number one in the province,” said Bramfield.

Bramfield says Brooks’ offense averages approximately 80 points per game and the Spartans four practices leading up to the game will focus on tactics to slow them down.

“We’re averaging about 50 points a game,” said Bramfield.

“We’ve got a good team,” he added.

Even with some tough teams ahead of them the Spartans are not one to be underestimate. The team is the two time defending provincial champions.

It recently beat Hinton in a 39-0 shut out. “Our defense, who are for the most part first years, a young group, are improving,” said Bramfield “Our one loss this year was our first loss since 2011 in the regular season,” he added.

He explains each year the team turns over approximately one-third of its players and this year that one-third happened to be mostly in defense.

The loss was 63-59 against Breton during the Spartans second game of the season. Bramfield says his players fumbled the ball late in the game and Breton was able to score with three seconds on the clock.

The Spartans next home game is Oct. 22.

Bentley curling getting ready to rock

BY JUNE NORVILA About 30 people attended the Bentley Curling Club’s annual fall general meeting on October 7.

Updated brighter lighting that was added recently upstairs in the lounge was evident. Better lighting was also added in the lobby/ foyer area, and a new additional strip of lighting was added down the center of the playing surface that will greatly brighten it up with less shadows.

Club members had helped barbeque for the Bentley Canada Day celebrations.

A fundraising raffle with three cash prizes is now underway. The top prize is $10,000 cash. There is a second prize of $3,000 cash, and a third prize of $2,000 cash. All members will have tickets to sell and some volunteers will be selling tickets at some malls throughout the curling season. The prize draw will be held at the spring meeting next April. The fundraiser was planned to help fill the void in funding until another casino/ lottery grant is available.

Bent Asham is the new ice technician. He worked under last year’s icemaker Joel Powlesland.

A lounge manager is still to be hired.

Interest was expressed in getting a junior curling program going and there was some discussion.

The scheduled start up date for curling in Bentley is October 26.

Curling fees remain the same with a base membership fee of $130 for all members, and an additional fee for each league played in. These fees do not pertain to junior curlers who are charged a flat $50 fee. This new type of membership fee structure was put in place last season.

Bonspiel dates have been set with the first bonspiel of the season being the Farmer’s Bonspiel on November 23-28. The Men’s `spiel will follow in January 2016, the Seniors in February, the Ladies in early March, and the final Town &Country near the end of March 2016.

PETERS, Lee-Anne Tracy Sept. 30, 1985 - Aug. 14, 2015 JORDAN Arnold Wayne Jordan of Rimbey, Alberta passed away peacefully at the Rimbey Hospital and Care Centre ~ Long Term Care on Wednesday, September 30, 2015 at the age of 59 years.

Arnold was born to Robert and Mabel Jordan on August 12, 1956 in Rimbey. He grew up on a farm outside of town and graduated from high school in Rimbey. Arnold went to work for the Bank of Montreal for many years at several different locations. In 1984, he was united in marriage to Carrie Young, and together they raised three children: Travis, Justin and Kelita. Arnold was diagnosed with multiple sclerosis in 1988 before returning to Rimbey in 1990. He spent the last 14 years in the excellent care of the staff of the Rimbey Long Term Care Centre until his passing.

Arnold will be lovingly remembered and sadly missed by his wife, Carrie; his children: Travis, Justin, and Kelita; his sister, Marlene (Gerald) Lewis; his brother, Willis (Frances) Jordan; his sister-in-law, Sharon Jordan; and his uncle, Bruce Jordan; as well as numerous cousins, nieces and nephews. He was predeceased by his parents, Robert and Mabel; and his older brother, Dalton.

A Memorial Service for the Late Arnold Wayne Jordan was held at the Bluffton Community Hall, Bluffton on Tuesday, October 13, 2015 at 1:00 p.m. with Lloyd Haugen and Audrey Robbins officiating. A Family Graveside Service followed at 2:30 p.m. in the West Haven Cemetery, Rimbey with Jim Knipe officiating.
