A proposed cluster development, between Garnett Valley and Highway 97, passed second and third readings with unanimous municipal council support following a public hearing on Tuesday.

Patrick Murphy, the developer of the Hunters Hill neighbourhood plan, said the development has been in the works for the past 10 years.

The initial plan called for the development of the site into one-hectare lots, but the developers later chose to go with a cluster option. “We believe it to be in Summerland’s best interests,” Murphy said.

Half of the 69-hectare site is being donated to the municipality for park land.

“I’m really excited that we are able to get a park out of it,” said Jordan Said during the public hearing.

Others said the housing plan is needed since Summerland has a shortage of homes on the market.

“A lack of housing in Summerland… is cited as a barrier to living here,” said Christine Petkau, executive director of the Summerland Chamber of Commerce.

Vickie Ohmenzetter, a real estate agent, said some people interested in relocating to Summerland have moved elsewhere in the region because of the lack of houses on the market.

“We can’t find them what they need,” she said.

Karen Martens, who lives near the proposed development, said she is excited about the neighbourhood plan, since it provides housing on land outside the Agricultural Land Reserve. “I really want to see something wonderful done here, for the whole town,” she said.

While members of council liked the cluster development, several raised concerns about the possible effects of the development. Coun. Erin Carlson and Coun. Richard Barkwill both raised concerns about the effects of wastewater and septic fields over the long term.

“A lot will depend on the environmental assessment,” added Coun. Doug Holmes.

Mayor Peter Waterman said the development concept has merits, but added, “We have extensive environmental impact concerns.”

Scooter accident

An elderly Summerland man was taken to hospital in Penticton on OCt. 8 following a collision between his scooter and a car on Highway 97 at Prairie Valley Road. The accident occurred around 12:40 p.m. when the scooter was crossing the highway and collided with a car, driven by a Penticton motorist. The motorist was making a left-hand turn onto the highway. The Summerland man’s injuries were not known when the emergency crews arrived.

Chamber to hold Business Walk To mark Small Business Month in October, the Summerland Chamber of Commerce will hold its first Business Walk next Thursday.

Members of the Summerland Chamber board and members of Summerland’s municipal council will team up to meet with business operators.

“Small businesses are a major part of Summerland’s business community and play a critical role in driving our local economy and creating jobs,” said Kelly Marshall, president of the chamber. “By connecting with them through these walks we hope to serve them better so that they continue to bring great ideas and an entrepreneurial spirit to our town.”

The walks will take place in James Lake, Bentley Road, Logie Road and the down-

Organizers hope to reach more than 100 businesses in half a day.

EDITORIAL Time for a decision Federal elections are important, yet if previous trends continue, a significant number of eligible voters will not show up at the polls.

In the 2011 federal election, voter turnout across Canada was 61.1 per cent.

Nearly 10 million eligible voters did not cast ballots.

In the riding of Okanagan-Coquihalla, which included Summerland, voter turnout was 62.69 per cent.

If each of the 31,758 eligible voters who did not vote had cast their ballots, the outcome could have been different.

It’s important to vote in this election, but it’s even more important to cast an informed vote, in the best interests of the riding and the country.

Under Canada’s electoral system, voters choose the candidate who will represent their riding.

The candidate’s party affiliation also affects the balance of power in the House of Commons. As a result, a vote for a local candidate is also an endorsement for a specific party.

Because of this, it is important for voters to know about their local candidates and about the party platforms and leaders.

This information must be current, since the direction of any of the federal parties today might not be exactly the same as a decade ago.

Each political party has information available to voters about itself, its leaders and its platform.

In the weeks leading up to this election, the Summerland Review has presented information about the four candidates in this riding, who they are and how they would face the task of representing the people of Central OkanaganSimilkameen-Nicola.

Take time to review this information.

Take time to learn about each of the candidates and each of the parties, as they are at present, before casting your vote.

The outcome of this election and the direction of this country in the years to come will depend on individuals taking the time to vote carefully and responsibly.

Election outcome affects everyone

Those who know me know that I have opinions. Here are a few.

I want the best medical care. I mean top drawer. When I go in to the hospital, I want the staff there to be well equipped and compensated.

I want our education system to deliver a high achieving youth. The envy of the world. I want lots of job opportunities for them right here at home.

I want our aging population to be treated with dignity.

When I retire in 30 years, I want a pension cheque.

I want our country to be secure from the threat of terrorism, global and domestic.

I want all these services but I don’t want my taxes to go up and I don’t want the government to run a deficit.

Makes sense, doesn’t it?

We all have opinions about how we want Canada to be run. Opinions don’t translate into votes.

I wish they did,

Rob Murphy because I think every political party would have a vastly different approach at election time. Right now, the three main parties (sorry Green Party) know that our average voter turnout tops out at around 60 per cent.

Those 60 per cent are primarily made up of party faithful and politically engaged Canadians.

So the party platforms are geared to appease their base and see if they can steal a few votes from the other parties.

That’s how you win elections.

The average Canadians who do not belong to a particu-

lar party or are not engaged politically are not considered when planning an election campaign.

The likelihood that they will vote is slim and so the risk that they could effect the outcome is not on the radar.

Let’s call these Canadians the 40 per cent.

After the election is over, the 40 per cent say things like: “I didn’t have time to

Then find out where your local candidates and the parties they represent stand on these issues.

After you do this, cast a vote.

We are all affected by those who make decisions in government, whether that be local, provincial or federal. We all have opinions on how we think things should be done.

The local coffee shop patrons are solving world problems every day.

The only way to participate in our democracy, other than having your name on a ballot, is to vote.

It only takes a few minutes from your life but the choices made on Oct. 19, will affect you and generations of your family.

Vote. Encourage your friends and families to vote.

Then head to the coffee shop.

Oil industry is supply managed Dear Editor: Anyone who has bought gasoline lately has probably come to the same conclusion I have…the oil industry in Canada is supply managed. Just like eggs and milk,

the price at the pump is controlled. As consumers we are told numerous explanations for the gap between the price of oil and the high price at retail. “Our dollar is low and we

are having to buy imported fuel from Washington state, taxes are too high, or our consumption is too much.”

Bottom line, there is a quota on supply.

It’s not government

sanctioned, but the oil industry is controlling the supply of gasoline and therefore the price at retail by controlling refining capacity.

The interesting thing here is that gov-

ernment is not about to change the supply curve.

We pass no laws to stop the export of crude oil (as exists in the United States).

pipelines to expand exports, Keystone, Northern Gateway and twinning Kinder Morgan, each costing billions.

There is no support for Mr. Black’s refinery proposal, also costing billions. It would have increased supply.

Not even the Harper conservatives are prepared to fiddle with an industry sector that has the resources to spend billions, create jobs, and the economic spin-offs which the oil industry can.

Any talk of “energy self sufficiency” or doing “what’s best in the interest of consumers” is complete political rhetoric.

The feds will shave 3.25 per cent off the income of the dairy producers to get the Trans Pacific Partnership going but will not mess with the oil industry. If there is a dependency on Washington state for refined gasoline while pipelines for export are built through B.C., so be it.

Supply management is what’s best for the industry.

The overall impact of a supply managed resource is astounding, no wonder government isn’t about change a thing. Estimates are that the tar sands contribute 18 per cent of the

Canadian GDP. A federal and provincial budget surplus or deficit depends on the price of oil.

Workers are living in the Okanagan or elsewhere and commuting by air to Fort McMurray because they make so much money.

And one realization jumps out. You don’t need Kevin O’Leary capitalism for the economy to succeed. The money the oil industry generates is enough that even the most conservative capitalists are not going dismantle the current system. And that’s what’s really ironic.

Those bastions of conservatism in Alberta, Ralph Klein and Peter Lougheed developed and built an Alberta economy, an oil and gas industry with a socialist component: supply management. Who knew?

At this point even Rachel Notley doesn’t seem like she’s that far off economically.

It is simply economic reality as opposed to political imagery.

We will all continue to pay at the pump because the oil industry in Canada is supply managed.

Nothing else explains the prices we pay.

Rainbow crosswalks a way of giving hope Dear Editor: Wow. To be called out personally in a letter to the editor (Summerland Review, Oct. 1, 2015) was quite a surprise.

To clarify I am pretty familiar to

Party has changed since Flora MacDonald Dear Editor: Remember Progressive Conservative Flora MacDonald?

She was an example of a great humanitarian who got schools built in Afghanistan and helped establish that country’s first national park.

She also served as the first female external affairs minister for the Progressive Conservatives and she received the Lester B. Pearson Peace Prize.

I met her at Naramata Centre during a weekend retreat years ago, and we had several long walks together. “Did you notice?” she said, “that the word Progressive has been taken out of the Conservative Party’s name?”

Then she added, “I can’t stand that bunch in power now.

They have no compassion.”

That seems to be true in the way they have maltreated our war veterans, and shown little interest in improving the health and education of our native people.

Now we’re embroiled in a small issue over the niqab, a tribal-custom veil, that few immigrant Muslim women wear.

Harper has whipped the issue into a frenzy.

How many women have actually been involved so far?

Two in all of Canada, and once more, these women had to prove their identity without a veil before a citizenship cere-

mony.

The custom of wearing a veil will die out just as the requirement for females to cover their heads in a Roman Catholic church eventually disappeared.

Let’s stick to important issues in this election.

If you want to see what some of these issues are, look up The Tyee online newspaper and read this article, “Harper, Serial Abuser of Power: The Evidence Compiled.”

Some of the important issues involve huge corruption, muzzling of scientists, not addressing climate change, withdrawal from Kyoto, destruction of world class fisheries’ libraries, gutting

environmental protection laws for rivers and lakes, taking money out of health care, not signing the Health Care Accord with provinces, not meeting with provincial premiers, taking funds away from the CBC and currently planning to sell off its buildings.

Is Harper a good money manager? No! The Conservatives have run eight consecutive years of debts adding up to $150 billion while taking money out of Unemployment Insurance funds to make the debt appear smaller. Huge sums have been spent on Conservative advertising and senate waste.

As David Bond ably pointed out

in his financial columns, “taxes go for services.” The mantra of lower taxes for corporations hasn’t worked. Instead, the debt has risen and important services have been cut.

What about the TPP? We’ll have to see about that, but it seems that under the TPP, corporations will extend their control over Canada.

They will be able to challenge domestic laws and regulations before an international tribunal.

The Conservative Party needs a new leader. In the past, it had some progressive people and good environmental ministers. The Progressive Conservative Party has been hijacked by people of a different

Dear Editor: Enough already!

I lined up on Friday to vote at the Harold Simpson Youth Centre. Across this fair and fortunate land, about two million other eligible voters had done the same by the end of the Thanksgiving weekend.

So anything said and done in the last 10 days of a gruelling 78-day national election will not natter.

If I showed up on Oct. 19 and said I’d changed my mind, Elections Canada would not be accommodating.

Dear Editor: This vote is as urgent for change as climate change.

We as Canadians have lost our footing around the world.

We need a leader of tomorrow, a leader who has a new vision for the future and all it’s complex challenges, or we will be dealing with a runaway train.

There are two leaders left standing in my eyes. Only one will lead. Imagine this leader representing Canada at the Environmental Summit at the UN coming up. Or in China, India, or Russia making trade deals that

will effect all of us.

Will our new leader be able to peacefully offer new green plans or no plans at all? As far as I know, the only issue is what kind of a world will our children be living in.

We must make it law to protect our natural resources for the next three generations.

This may be the most important time to vote then many times before. We are Canadian, strong and free.

On Oct. 19, let’s get out in record numbers to vote for a Canada we believe in.

Library receives support from friends Carla McLeod Special to the Review

The Friends of the Summerland Library Society have been acknowledged in an unprecedented way. The Okanagan Regional Library recognized their efforts by having a feature wall built in the new library, honouring them.

For the past 16 years, not only have the FOSLS promoted literacy, but they have also been very vocal in advocating the community’s need for a larger library.

“Our group got political early on,” said Anne Carter.

“We became advocates and sometimes zealots if you will.”

“The FOSLS did not let the decision makers forget that we didn’t have an adequate library,” Dorthea Atwater explained.

The society was founded in 1999.

It has assisted the library financially by providing programs and events and purchasing items that were not funded by the ORL. Over the years there have been around 40 people who have served on the board of directors.

“We stand on the shoulders of those predecessors,” said Carter. “When you come into this group, you catch on very early that you have been handed a legacy.”

Today, only two of the original founding members are still serving.

“All this time that we have been politically active, we have also tried to stay in the moment and support functions in the library,” said Flett.

“We have tried to find a real balance.”

Programs the FOSLS supported include the Summer Reading Club and Family Literacy Day. They have hosted Author Night events, workshops, seminars and teas.

One special program they fund is called Books for Babies.

Carol Gyorgy, the society’s vice president coordinates the program.

She said materials are purchased and given to seamstresses in the community

who then sew small bags.

Inside the bag is placed a soft covered book and a handcrafted hat or pair of booties made by local knitters.

Also included in the bag is a brochure that explains who the FOSLS are and lists the programs that the library offers for par-

The latter went towards funding programs and purchasing needed items.

The FOSLS currently have 100 members and are always wanting more people to join them.

From this membership comes the many volunteers who work behind the scenes to make things happen.

The FOSLS are a very forward looking group and they have no plans to slow down.

“Donations in kind are gratefully appre-

ciated and whatever monies we receive it will further enhance the library,” said Flett.

“The Readers’ Terrace isn’t finished as it needs a sun canopy,” explained Peter Hay. “There are a lot of unfinished things which, as we get money we will be able to fund.”

Carter explained that they want to keep the library current and focus on purchasing items that make it more interactive and credible to all the different age groups.

“We have all found our niche and we all play a role and we have so much fun together,” said Carter, “But it’s our shared spirit of friendship and community that has kept the group going through tough times.”

Candidates ponder controversial decisions During the federal election campaign, the Summerland Review has asked a series of questions of the candidates in the riding of Central Okanagan-Similkameen-Nicola.

If a vote arises on a controversial issue and there is a conflict between your party’s direction, the dominant view of your constituents and your own conscience, how would you make your decision?

Seeing the forest and the trees VICTORIA – There was a flurry of excitement in the B.C. legislature last week, as Delta South independent MLA Vicki Huntington released documents suggesting that a multinational manufacturing company continued to buy up B.C. farms for carbon offsets after they said last June they would stop.

False alarm, as it turns out. Agriculture Minister Norm Letnick clarified that three more farms in the Peace and Cariboo region had indeed been bought, but the company was merely following legal advice to close deals on farms that it had already agreed to purchase.

The company, British-based cleaning product and pharmaceutical maker Reckitt Benckiser (RB) confirmed this. A company official reiterated that its program to buy farms and replant them with trees is suspended.

By the time the B.C. government became aware of this global public relations scheme, thanks to the work

Tom Fletcher of NDP MLA Lana Popham and others, about 10,000 hectares of farmland was already planted with seedlings. RB initially said they were buying up abandoned and unproductive farms, but local government officials disputed that.

RB soon realized that undermining already precarious farming communities was going to provide the opposite of the green publicity they sought, at least in B.C. The company told me it is now looking to switch its carbon offset program to replanting forest areas depleted by pine beetle and fire.

I’ll believe that when I see it, but on the face of it, this

sounds almost as questionable as converting farmland back to forests. Pine forests need fire to regenerate, so fires have been part of the regeneration of the ecosystem since the retreat of the last Ice Age. Beetle-kill areas are already coming back, and they were never completely denuded in any case, so the notion of manual planting these areas seems impractical.

Most are now crisscrossed with deadfall and all but impassible.

Another situation that received little public attention was a report issued late this summer by the B.C. Forest Practices Board about forest stewardship plans.

The board reviewed 43 stewardship plans from all regions of B.C., prepared as required under provincial law by forest tenure holders on Crown land. They are supposed to deal with things like where roads go and how streams are protected.

This is the management system put in place in 2003, when the B.C. Liberal government

changed its approach to forest management. Gone was the NDP’s infamous seven-volume “Forest Practices Code,” which attempted to micromanage every detail of a timber licence, right down to inspecting for litter left at a logging site.

In came “resultsbased” forest management, where licence holders had to produce a plan showing stream protection and other values. The Forest Practices Board has found these plans often aren’t good for much, although results are generally good when they follow up with on-the-ground audits of actual timber harvest areas.

The investigation found that many of the plans cover “vast and overlapping areas of the province, and were written using legal language that makes them very difficult for public understanding or review.” Little has changed since a similar finding in 2006.

During that time, the forests ministry was turned into Forests, Lands and Natural Resource Oper-

ations, with greatly increased responsibility over wildlife, mining, gas drilling and so on.

Seeking out conversation There are few things I enjoy more than a spirited discussion.

It could be about anything at all, really, as long as those involved in the conversation are passionate about what they’re discussing and, at least to a certain degree, things stay civil.

On Sunday, Oct. 4, the third cross-country race of the Interior Running Association took place on the Trans Canada Trail by the Rodeo Grounds in Summerland.

Both the Summerland Sweets 7.4-kilometre and TriPower 3.2-kilometre races saw a dramatic increase in numbers over previous years, with 127 runners in the longer race and 83 in the shorter.

Steam win once, lose twice on weekend

It was a busy Thanksgiving weekend schedule for the Summerland Steam, with one win and two losses on the road in Junior B hockey action.

On Friday, the Steam travelled to Fruitvale where they defeated the Beaver Valley Nitehawks 5-3.

Summerland opened scoring with a power play goal at 18:11 when Jarrett Malchow scored, assisted by Matthew Monk.

Following a Beaver Valley goal, Michael McEachern scored for the Steam at 5:23, assisted by Jack Mills.

At 4:02, Cody Egilson scored for the Steam, assisted by Mills, to secure the lead.

In the second period, two Beaver Valley goals brought the game to a tie.

Paulsen Lautard then scored at 6:19, assisted by Monk, to

regain the Steam’s lead.

In the third period, Lautard scored at 6:03, with the assist

by Mills, for the final goal in the game.

On Saturday, the Steam visited Castlegar, losing to the Rebels in a 5-3 decision.

In the first period, the Rebels opened scoring.

A power play goal at 4:4 by Malchow, assisted by Monk, brought the game to a tie.

In the second period, Lautard scored for the Steam at 19:12, assisted by Adam

Jones.

The Rebels responded with three goals to secure the lead.

In the third period, Monk scored on a power play at 13:16.

Williams and Riley Pettitt assisted.

The final Castelgar goal came with 1:29 remaining.

On Sunday in Nelson, the Steam lost a 4-2 battle against the Leafs.

The sole goal in the first period came at 8:03, when Pettitt scored, assisted by Malchow and Brogan Lautard.

in the second period gave the lead to Nelson.

In the third period, Monk scored at 18:29, bringing the game to a tie.

The Leafs responded with two more goals, the second in an empty net with six seconds left to play.

At present, the Steam are in second place in the Okanagan/Shuswap Conference: Okanagan Division in the Kootenay International Junior Hockey League.

Aquatic Centre haunted for Halloween Come out and see for yourself on Saturday, Oct. 24. The transformation at the Aquatic Centre is simply terrifying‌ I mean terrific!

When I first moved to Summerland from big town Calgary and Greater Toronto Area, I didn’t expect much in terms of events in Summerland.

To my astonishment we witnessed both the gargantuan events of Tropical Swim in March and Halloween Haunt in October.

The power and connectedness of small town Summerland was proven to me.

In my opinion, big cities are often less connected to their communities and don’t feel the need for such large-scale community events.

It is remarkable what aquatic supervisor Edward Casavant and his team of aquatic staff are able to produce for Summerland.

Hordes of zom-

bies, animals, critters, angels, princesses and superheroes flock to the pool on the eve of the Halloween Haunt.

Up to maximum of 300 tickets are sold.

More than 90 volunteers are an integral part of pulling off such an enormous event.

The volunteers range from teenagers to seniors who partake in dressing up in their best Halloween garb to make you smile or give you a spook.

Every year, new and different games are introduced on deck and in the water for the children to enjoy and master.

Tokens are given out at each game, and afterwards the children can cash in their tokens for candy if they choose.

There is even a scuba diver who monitors the deep sea treasure hunt.

Behind the pool, a haunted house is created if you can muster up the courage and dare to enter.

Last year was the first year I thought my three-year-old would be able handle such an event. Not only did he handle it, but he was in his element with all the games.

He couldn’t get enough.

We did skip the haunted house that thrills the preteens,

but the games on deck were enough to keep him busy for hours.

The tokens he earned were like real treasures to him. He didn’t even mind that we passed on most of the candy and he enjoyed some rationing of it.

There is something fun for everyone at the Halloween Haunt.

Thank you again to the aquatic staff of Summerland Recreation who really go above and beyond to put on such an amazing community event. The cost of the event is $5 per person.

All preschoolers regardless of swimming ability and any child 10 and under who cannot swim a width of the pool must be accompanied by an adult with a ticket. The event is Saturday, Oct 24 from 6:30 to 8:30 p.m.
