Federal candidates lay out plans for Yukon mines Maura Forrest News Reporter

he Yukon’s four federal candidates have weighed in on the territory’s mining industry in written responses to questions from the Yukon Chamber of Mines.

The chamber asked the candidates eight questions about the consultation process, regulatory uncertainty, programs to support infrastructure development, and ideas for attracting investment.

Conservative MP Ryan Leef touted his party’s New Building Canada Plan, which he said has more than $370 million earmarked for infrastructure development in the Yukon.

He also mentioned his party’s plan to expand the Mineral Exploration Tax Credit. This new measure would see the current 15 per cent tax credit for companies that invest in exploration increase to 25 per cent for operations in the territories.

NDP candidate Melissa Atkinson and Liberal candidate Larry Bagnell both say they support the tax credit. Green Party candidate Frank de Jong said his party would retain the tax credit as is, but would not increase it. He argued that most of the money invested because of the tax credit comes from “high-risk venture capital funds,” and much of it is likely wasted.

Atkinson said her party would support a tri-party review of the consultation process that would include federal, territorial and First Nations governments and could lead to an update of the consultation process and policy.

De Jong said the Green Party would ensure that all mining companies pay the full amount of their reclamation securities to the government in good time. He pointed to Yukon Zinc’s Wolverine mine, which owed $2.8 million to the Yukon government in security payments when it filed for creditor protection in March.

He also told the News that Yukon mines should be responsible for their own needs, including their electricity supply, much more than they are now.

“If the mine is viable, it should pay for its own infrastructure,” he said.

Samson Hartland, executive director of the Chamber of Mines, said he was pleased that all four candidates responded in such depth.

He was particularly interested to see whether the candidates would support the creation of an infrastructure investment bank to promote direct investment in the Yukon’s mining industry. The creation of such a bank was one of the recommendations of a report published by a number of agencies including the chamber of mines earlier this year. The report, called Levelling the Playing Field, focuses on how to make northern mining more competitive.

Hartland pointed to the Alaska Industrial Development and Export Authority, an agency that works at arm’s length from the state government to provide funding for development projects through bonds and loan guarantees. He said Canada should create a similar program.

“It’s an amazing model,” he

said.

So far, only the Liberal Party has pledged to create a Canada Infrastructure Bank, which would provide low-cost financing for infrastructure projects across the country through loan guarantees and small capital contributions.

Bagnell said roads and bridges, including those built to access mines, would be eligible for funding from the bank. “One of the things that we recognize is that in the Yukon, the resources are a long distance from markets, and they’re in remote and rural areas.”

Hartland also said he was interested in how the candidates would reduce regulatory uncertainty in the Yukon’s mining sector.

Bagnell, de Jong and Atkinson have all said their parties would repeal the four controversial amendments included in Bill S-6, which made changes to the Yukon Environmental and Socioeconomic Assessment Act. Those amendments imposed mandatory timelines on environmental assessments and gave the federal minister power to give binding policy direction to the Yukon Environmental and Socio-economic Assessment Board.

Leef responded that the imposed timelines under Bill S-6 will give the industry more certainty.

Hartland said the Chamber of Mines is in favour of mandatory timelines for environmental assessments.

“It is something that has been challenging with YESAA applications to date,” Hartland said. “We were supportive of S-6 as a result of that.”

Whitehorse RCMP are still investigating. Officers believe alcohol was a factor in the crash.

Opposition candidates find little to disagree upon over the environment Ashley Joannou News Reporter

ithout an incumbent to criticize, Tuesday’s federal forum on the environment involved more agreement than actual debate.

Liberal candidate Larry Bagnell, the NDP’s Melissa Atkinson and Frank de Jong for the Greens answered questions in front of about 100 people at the event hosted by the Yukon Conservation Society and the Yukon chapter of the Canadian Parks and Wilderness Society.

The crowd laughed with apparent skepticism when they were told incumbent MP Conservative Ryan Leef could not attend because he was campaigning in Watson Lake.

The trio on stage agreed on plenty. All three promised to reverse the controversial amendments to the Yukon’s environmental and socio-economic assessment act that have Yukon First Nations threatening to go to court.

All opposed fracking and spoke in favour of renewable energy and clean water.

And all three criticized the Conservative government’s elimination of the national science advisor position, cuts to scientific research and the muzzling of scientists keeping them from speaking out publicly.

In an op-ed this year in the Toronto Star, Katie Gibbs, a biologist and executive director of Evidence for Democracy, a non-profit group advocating improved government decisionmaking, estimates up to 5,000 federal scientists have lost their jobs, and over 250 research and

De Jong said a healthy federal government makes policy based on scientific evidence.

He accused Prime Minister Stephen Harper’s government of “policy-based evidence making.”

Atkinson said scientific resources need to be restored.

“Once you have that opportunity to restore that discussion and get that proper data then

you can truly move forward and look for change and strengthen your environmental laws.”

Bagnell said the Liberals would have an open science policy, meaning results from scientific studies would be made public.

Liberals would put money back into science, including $25 million a year into scientific research at national parks, “so we can preserve the ecological integrity of parks, get early

warnings if there’s species having problems and then prevent permanent damage,” he said.

Bagnell said $40 million would go back into oceans science and monitoring programs, which would be important for Yukon salmon.

Atkinson also spoke passionately about the need to protect Yukon’s salmon. Growing up in the Yukon, she said she can still remember a time when the fish were bountiful.

“Within my lifetime, not being able to fish, that to me can’t get any more real.”

She said the NDP would develop a green economy in Canada with a focus on renewable energy.

Candidates were also questioned about the gutting of environmental legislation under the Conservatives, including the Navigable Waters Protection Act. Changes to that legislation mean only two per cent of the Yukon’s waterways are protected, Atkinson said. The NDP considers clean water a human right, she told the crowd.

Bagnell pointed out that those changes were part of one of the Conservatives’ massive omnibus budget bills.

The Liberals have a 30-point platform related to parliamentary reform, he said. They would stop the misuse of omnibus bills.

The similarities between the three platforms was not lost on the audience.

“I’m wondering why you don’t pull together all your resources rather than have us split that vote and end up with another four years of what’s being described as such an afront,” Johanne Lalonde asked.

“I’m really afraid that we will because of you not working together. The little differences are not worth doing what you’re doing. Please unite.”

Liberals, NDP promise to cut costs of northern living Maura Forrest News Reporter

wo weeks before the federal election, the Yukon’s Liberal and NDP candidates are promising to make northern living more affordable and to fund development in the territories.

The announcements mark a shift in a campaign that has seen NDP candidate Melissa Atkinson and Liberal candidate Larry Bagnell touting national plans, but offering little that is specific to the Yukon.

On Monday, Bagnell announced his party would increase the Northern Residents Deduction to a maximum of $22 a day, up from the current maximum of $16.50. The party would also index the benefit to the rate of inflation.

On the same day, Dennis Bevington, NDP MP for the Northwest Territories, released his party’s plan for Canada’s North.

The plan includes a commit-

ment of $200 million for northern roads, bridges and ports, and $100 million for renewable energy development in northern and remote communities.

“I look forward to joining (Bevington) in Ottawa,” said Atkinson. “Coming together with hope and optimism and unity is one way to move forward and build a new era of change.”

The NDP plan also pledges to improve the Nutrition North food subsidy program, which was designed to defray the high cost of food in northern fly-in communities. The NDP would extend the program to 50 fly-in communities that are not currently eligible, the majority in northern Ontario. Five communities in the Northwest Territories that are currently ineligible would be covered under the NDP’s expansion of the program. But most fly-in communities in the territories are already covered, including Old Crow, Yukon.

The NDP is also promising to index the Northern Residents

Deduction to the rate of inflation, though it has not announced an increase to the deduction.

Many of the NDP’s 26 objectives in its northern plan are, in fact, national in scope. For example, the plan promises $2.7 billion for affordable housing across Canada, and to reduce the small business tax rate from 11 to nine per cent. These commitments will certainly affect the territories, but do not target them specifically.

Still, Atkinson said that of the $1.5 billion per year the NDP promises to spend on infrastructure across Canada, roughly $54 million will come to the Yukon within the first four years of the election.

The Liberal Party’s proposed increase to the Northern Residents Deduction would mark only the second increase since the deduction was created in 1988. It was first increased under the Harper government in 2008.

“It hasn’t kept up with inflation. So it was getting behind

and behind and behind,” said Bagnell. “So what we’re doing is increasing it 33 per cent to try and catch up.”

Beth Ellis, a tax preparer with H&R Block in Whitehorse, said the proposed increase is significant.

“They are a little bit behind on raising the amount,” she said.

“Nobody really draws attention to it, so it doesn’t get brought up.”

The total amount that Yukoners would save under the proposed increase depends on their living situation and their income.

Currently, households with only one person claiming the deduction are entitled to the full amount of $16.50 a day. People living with others who also claim the deduction are entitled to half that amount.

With the proposed increase, people claiming the full amount would get a deduction of $8,030, up from the current maximum of $6,023.

Ellis said the increase would put an extra $600 in the pocket of

the average Yukoner making between $43,000 and $87,000 who claims the full amount. At a tax rate of 32 per cent, those people currently save $1,927 a year. With the increased deduction, those savings would rise to $2,570.

The increase could put an extra $850 in the pockets of Yukoners in the highest tax bracket – those making over $136,000 a year.

Of course, the deduction does not help anyone whose income isn’t high enough to be taxed at all.

On Monday, Bagnell also announced plans to increase investment in the Nutrition North program by $40 million over four years.

“In the Yukon, that program only affects Old Crow,” he said.

“But it also affects a lot of the other Arctic communities.”

Together, Bagnell said, the changes would lessen the high cost of northern living.

New French school pitched as a boon for broader community Myles Dolphin News Reporter

A

future francophone high school in Riverdale would contain a theatre and other spaces available to all Yukoners, according to an official from the French school board.

Executive director Marc Champagne presented conceptual plans of what a new school could potentially look like at the board’s annual general meeting last week.

It would include classrooms, a library, a theatre space for over 200 people and offices for Association franco-yukonnaise staff.

One of the main messages from last week’s meeting is that this project has the potential to be a real benefit to the city, not just the francophone community. “There would be user agreements with the Yukon government and the city, and all of those facilities would be available for the benefit of the wider community.�

Sylvie Painchaud, president of Ecole Emilie Tremblay’s parent’s committee, said “Whitehorse

needs that kind of venue.� “This is a resource that we will be very happy to share with the whole community. If our kids are francophone, I never forget that 75 per cent have an anglophone parent. That is good thinking about sharing, instead of splitting.�

The school board and Yukon government have been mired in a court battle over the plans since 2009, when the board sued the government, saying that negotiations for a new school were going nowhere. In 2011, the Supreme Court of the Yukon ordered the territory to build a new high school for francophones within two years.

In February 2014, however, the Yukon Court of Appeal found that ruling may have appeared biased because the judge had been governor of the Alberta group La Fondation franco-albertaine.

The French school board subsequently asked the Supreme Court of Canada to hear its case against the Yukon government.

After Canada’s top court ruled a new trial would be needed to sort out the long-running legal battle,

both sides decided to try to resolve their differences out of court.

In May this year, the school board picked the site of Riverdale’s skate park for a future high school among three options presented by the Yukon government.

No timeline has been set for the construction of the school, but a newly-created construction committee has indicated it would like to see it completed by the fall of 2018, in time for that school year.

A number of caveats remain before ground is even broken at Riverdale’s skate park.

The board needs to apply and obtain funding from Canadian Heritage to help cover the costs of the project. It also needs to apply for a development permit to the City of Whitehorse.

Education Minister Doug Graham has committed to building the school, but hasn’t formally announced it would be built in Riverdale, nor has he talked about a completion date.

Much has also been said about the potential increase in traffic that would come from adding another

school to Riverdale. Champagne said the construction committee would find solutions for that issue.

One option would see staggered opening times for schools in the area. “The traffic issue there isn’t about capacity, it’s about timing.� “There are a lot of sound, pedagogical reasons for delaying the start of the high school day. A lot of districts throughout North America have done that because studies have shown that teens experience something like jet lag in the morning, making it more difficult for them. If you start the high schools at 9 or 9:15 a.m. you could spread traffic out in the morning so it’s not so congested.�

At last week’s meeting, Champagne said he also brought up a stop-gap solution for high school students at Academie Parhelie.

As it stands, overcrowding means the school has lost the use of its art, music and home economics classrooms. The Grade 7-8 class now occupies those rooms.

The portables, meanwhile, are used by high school classes.

Two options have been identi-

fied by the board: to move the students to a wing at Porter Creek Secondary School, or to add a third portable at Ecole Emilie Tremblay.

Parents of those students have long complained about the situation, while enrolment at the school has risen steadily over the years.

There are currently 241 students registered at the school, from Kindergarten to Grade 12, up from 224 last year. Ten years ago, there were only 112 students registered.

But despite the growing number of elementary school students, the number of high school students has flatlined in recent years.

Painchaud said it’s a telltale sign that something needs to give. “The reason why we need to do something now is because parents whose children are at the elementary school are considering sending their kids elsewhere once they get to Grade 9,� she said in January, after sending a stern letter to the French school board about the dangers of going another year without finding adequate space for the high school students.

victions, the court heard. He is likely most well known for pleading guilty to manslaughter in the 2004 death of Carcross hotelier Bob Olson.

Lange and Dean Boucher were originally convicted of second degree murder for beating Olsen to death and dumping his body in a snow bank. After a successful appeal they both pleaded guilty to the lesser charge of manslaughter in 2012 and were released not long after. The judge ruled that Lange was a lesser participant in Olson’s death than Boucher.

To be designated a dangerous offender Sinclair needs to show that Lange has demonstrated a pattern of repetitive, unrestrained, violent behavior. To get an indeterminate sentence, he also needs to show that evidence of Lange’s treatability is not strong enough to warrant anything less.

Sinclair pointed to other changes on Lange’s record including a 1998 conviction for assault causing bodily harm and forcible entry, when Lange and a “posse� of friends kicked in a man’s door and beat him. That same year he was convicted of spousal assault for choking his partner and throwing her to the ground.

A report by forensic psychiatrist Dr. Shabehram Lohrasbe says intense anger is part of Lange’s make-up. Lange is a high risk for violence for the foreseeable future, it says. Before he could be released into the community, Lange needs to have a track record of being honest and co-operative.

In 2012, when Lange and Boucher were sentenced for Olson’s death, the Crown tried and failed to have them designated

as either long-term offenders or dangerous offenders.

At that time Lohrasbe had a much different opinion of Lange.

He found him to be a low to moderate risk for reoffending. Lange had been sober for seven years and was taking advantage of the programming in prison, he said.

Lange has the ability to persuade people he’s doing better, Sinclair said last week, “but if you look at his actions they speak much more loudly and violently than words.�

If Lange does well in prison he may eventually be able to convince officials to release him, Sinclair argued, but right now the risk of failure is simply too high to put an end date on his sentence.

Lange’s lawyer, Gordon Coffin, urged the judge to consider something less serious than an indeterminate sentence. He suggested something like a six to seven-year prison sentence followed by a lengthy supervision order would be more appropriate.

After being convicted of murder and then granted an appeal, Lange went from having a life sentence to freedom very quickly.

He didn’t have time to prepare for the transition, Coffin said.

A lengthy sentence would give Lange time to get treatment and prepare to return to society, he said.

Coffin pointed out that while someone with an indeterminate sentence can in theory earn his way out of prison, an official who testified from Correctional Services of Canada couldn’t say if that ever actually happened.

Family of 10 Syrian refugees one step closer to the Yukon Ashley Joannou News Reporter

f everything goes as planned, a family of 10 Syrian refugees, including eight children, could soon be on their way from the civil war-ravaged country to the Yukon.

Yukon Cares, a group that has been raising money to sponsor Syrian refugees, announced Monday that a family has been found.

They were notified last week “that the family of eight children and two parents are ready to be interviewed for security and medical clearance,� Yukon Cares said in a news release. “Once they have been successfully screened, if the family wants to come to the Yukon, they will.�

No other details about the family, including the age of the children, are available until after they make it through the screening. “We’re here, we’re ready, we’re eager,� said group member JeanFrancois Des Lauriers.

Yukon Cares applied to sponsor refugees through Canada’s Blended Visa Office-Referred Program, which matches refugees identified by the United Nations Refugee Agency with private sponsors in Canada.

For a while, it looked like there wasn’t going to be any approved families ready to come North.

When the Yukon group started raising money last month all the families approved through the Blended Visa program were already spoken for.

But last week more families were approved. Within 30 minutes the Yukon group had been connected with a match, according to its fundraising page.

Under this program, the federal government provides up to six months of income support, with the private sponsors responsible for another six months of financial support, as well as social and emotional support throughout the first year.

So far the local group has collected more than $12,000.

Education Minister Doug Graham confirmed that the territorial government is prepared to match the money that’s raised.

The specific details haven’t been worked out yet, but the government will be matching, at a minimum, the $12,000, he said.

cess to the same services as other Yukoners, including English as a second language services and pre-employment help, Graham said.

The education and health departments are in the wings waiting to help when they get here.

Lauriers said. “We never expected to have a family of 10, but we’re more than happy to welcome them,� he said. “But it’s going to increase the level of urgency for fundraising.�

The group set an initial fundraising goal of $27,000, although with a family as big as the one identified, and the high cost of living in the Yukon, it’s expected

it will need more than that. Over the past month, the group has so far raised $12,575.

A spaghetti dinner and silent auction to raise more cash is scheduled for Oct. 24 from 5:30 to 8:30 p.m. at Porter Creek Secondary School.

Tickets are $15 for adults, $10 for children younger than 18 and free for kids five and younger.

Right now the group is just looking to raise cash, Des Lauriers said. Until they know the basics like how old the kids are, they can’t start accepting donations of items like winter coats or boots. “Usually they have no possessions when they get here,� he said. “Everything is going to have to come from the community.�

The Conservative federal government has promised to accept 10,000 Syrian refugees between now and next September.

As of Sept. 8, Canada had received 1,108 Syrian refugees, mostly through private sponsorships by churches and community groups.

The Yukon group has paired up with the Archdiocese of Vancouver, which already has a sponsorship agreement with the government. They are also getting support from the Whitehorse Diocese.

Singh suggests a more vibrant downtown Myles Dolphin News Reporter

P

atrick Singh is a well-known face in the downtown core.

The businessman and musician, who runs a hotdog stand at the corner of Main Street and Third Avenue, is once again seeking a seat on city council.

Singh also ran in the 2011 byelection to fill the city council seat vacated by Doug Graham, which Kirk Cameron eventually won. In the following year he took part in the municipal election, finishing with 628 votes.

He said he’s running on many of the ideas he came forward with during his 2012 campaign.

That includes more growth in the downtown core and more facilities for youth.

“I’d like to see this city become more vibrant,” he said.

“Close off Main Street between Second Avenue and Third Avenue in the summer time. There are a lot of talented musicians and artists here and we should use them, and that space, to attract more tourists.”

He believes developers should be allowed to build higher buildings, too.

“When I grew up, there was always an arcade or roller rink where kids could hang out and keep

them out of trouble,” he said.

“I don’t think there’s a central location where they can hang out.”

From his hotdog stand, Singh sees a lot of the city’s homeless population walking around, he

said.

He believes a position could be created to help put some jobs in their hands.

“You could hire these people for odd jobs, like painting or fixing things,” he said.

Singh said his business gives him a good understanding of the pulse of the city.

He’s been serving smokies and hotdogs to people for the past eight years.

“This is my office,” he said.

“It’s a great place to meet people and find out what’s going on.”

Singh said Whitehorse residents have a good opportunity to elect a “whole new batch” of councillors, and wipe the slate clean. “Fresh ideas never hurt.”

“Maybe it’s time to let go of the people who have served for so long, and let the city go in a new direction,” he added.

Born in London, England, Singh moved to Canada with his family in 1974, settling in Edmonton.

He’s lived in Whitehorse for almost 25 years.

The municipal election will be held on Oct. 15.

Garth Brown calls for a better detox centre Myles Dolphin News Reporter

arth Brown wants to be the person on Whitehorse city council who fights for the little people.

And by that he means the homeless, the alcoholics and anyone else with a substance abuse problem, he said.

The 61-year-old is running for a seat on city council in the upcoming municipal election.

He also ran in the 2012 election,

obtaining 256 votes.

A recovering alcoholic, Brown has been sober for almost seven years.

If elected, he wants to see the city partner with the Yukon government to build a proper detox facility.

“Not like the one they have at ADS (government’s alcohol and drug services unit), which is a block away from the liquor store,” he said. “Something that’s not within walking distance. Out of town, preferably.”

Brown envisions a 60- or

90-day program where patients can benefit from a life coach, and attending AA meetings at least three times a week.

He said he knows how hard it is to kick a habit and get your life back on track.

“I was borrowing, wheeling and dealing all the time,” he said. “It’s not an easy life to express. It’s yesterday’s news and I don’t want to go back there.”

He said he has other ideas to share but needs help in developing them. He’s still looking for someone to help him run

his campaign before the Oct. 15 election.

“I need someone to verbalize all this stuff for me,” he added.

Brown has been battling a series of health problems lately, but things are looking up.

He’s beaten cancer and now he’s focused on beating hepatitis C, as well as chronic obstructive pulmonary disease, he said.

“It’s all looking good.”

Brown has called Whitehorse home for the past 15 years.

Originally from Prince George, B.C., he first came to

the Yukon in 1971 as a longhaul truck driver and fell in love with the territory.

“This is the nicest country I’ve ever lived in – and I’ve lived all over,” he said.

He’s also worked for several Whitehorse non-profits in the past including Blood Ties Four Directions, Yukon Learn and the Yukon Anti-Poverty Coalition.

The municipal election will be held on Oct. 15.

Boyd focuses on affordable housing, tighter spending habits “I have the experience and the background, and I understand the community and its issues,�

an Boyd is hoping for the opportunity to slip back into a familiar role.

The former vice-president of Yukon Housing and assistant deputy minister of Community Services is running for a seat on Whitehorse city council in the upcoming municipal election.

It’s a position he previously held from 1994 to 2000.

Recently retired, Boyd said he now has a bit more time in his life and wants to make a difference in the community. “I have the experience and the background, and I understand the community and its issues,� he said.

Boyd said serving as a councillor in the 1990s taught him how council operates and how to work in partnership with other governments.

Improving the relationship between the city and the Yukon government is one of his priorities. “I think we’ve all seen that the two governments have not been getting along very well in the past two or three years,� he said.

“The Yukon government is pretty instrumental in moving forward any large programs or projects. The point is you want to be able to be respectful and collaborate on everything you possibly can.�

When Boyd worked for Yukon Housing, the relationship with the city was “good, for the most part.�

There was collaboration and respectful relationships but serious disagreements took place from time to time, he said.

Boyd said the city has to work closely with the Yukon government if it wants to improve the affordable housing situation here.

In most cities across Canada, the municipalities are a lot more involved when it comes to housing, Boyd said.

But he doesn’t believe the city is ready to take on that role just yet. “Yukon Housing does a good job, and should continue to have that responsibility,� he said. “The city should support them as best it can.�

Boyd also wants the city to keep its spending habits in check, which he blames for the rise in taxes.

Property taxes in Whitehorse went up 1.7 per cent this year, the same as in 2014.

The city’s plan to spend $56 million over the next three years to build itself two new head-

quarters for city staff is a project he’d take a second look at if elected, he said. “It’ll likely cost a lot more than that and I wouldn’t be surprised if it was more like $75 million,� he said.

It’s not unlike the construction of the Canada Games Centre, he added. The final cost of $46 million was higher than the original estimate, Boyd said.

“They have a very aggressive plan to get this done. There’s no doubt the city could use some new buildings, but my concern is do we need it all? And how quickly?�

The city contends it will save about $500,000 a year through energy savings and avoiding lease costs. But Boyd said it’s his understanding the buildings were meant to be removed in the past, but that hasn’t happened yet. And as long as the city keeps them in service, it can’t realize any savings from them, he added. “It’s easy to say we’ll tear or remove buildings down, but often they continue to operate.

We have to make sure we carry through with all the aspects of the plan.�

Boyd was born and raised in Whitehorse. His parents, children and grandchildren live here too, he said.

He’s also been involved with the Rotary Club over the years, as well as the baseball and curling associations.

The municipal election will be held on Oct. 15.

he Yukon Chamber of Mines is engaging in the 2015 federal election to ascertain party and candidate positions on Yukon’s resource-based economy. We have submitted questionnaires to all four candidates and have publicly released the results. In order to provide context to those responses, the Yukon Chamber of Mines will outline key priorities for the industry as we face uncertain times.

The mining industry is one of Yukon’s largest private sector employers and is the largest private sector contributor to Yukon’s economy, contributing close to $400 million dollars and accounting for 18 per cent of Yukon’s real GDP. These economic benefits permeate all sectors of Yukon’s economy, from the knowledge sector to tourism, government to retail, the service and supply sector and a myriad of small businesses.

Positive legacy benefits from mining are experienced by all who live here. The communities of Whitehorse, Dawson City, Mayo, Keno City, Faro and the power and transportation infrastructure that connect them and other Yukon communities are in one fashion or another a positive legacy of mining. So much of the infrastructure, as well as the recreational and cultural features which enrich our lives today, are the legacy of mining and exploration activity in Yukon.

However, we all know there are some challenges to be faced ahead while experiencing a downturn in the global economy, coupled with geo-political uncertainty here at the territorial level.

The good news is that we have an ability to reverse uncertainties through increased research, consultation and a harmonization of the regulatory process, in order to ensure we remain a competitive and attractive jurisdiction to invest in once the markets do turn around.

The questions we have asked Yukon’s four federal candidates fall into the following categories: First Nations relations and engagement, infrastructure development, and investment attraction.

have all indicated they are supportive of resource development. However, the ever evolving legal landscape has made it challenging for proponents to navigate. What is unclear is how exactly the federal government meets its obligations associated with the duty to consult. To date, it has evolved through court decisions, and this method of governance is costly in both time and money, and damages existing relations between all parties.

Infrastructure development

Earlier this year the Yukon Chamber of Mines co-authored a report with the Prospectors and Developers Association of Canada and Mining Association of Canada entitled “Level the Playing Field.� In it, readers learned that the cost of developing a mine in Canada’s North is inherently more expensive than our southern counterparts due in large part to a lack of critical infrastructure such as energy and roads.

In fact, mines in Yukon cost twice as much for producing gold mines, and 2.5 times more for other base metals over southern counterparts. Operating costs were also 30-60 per cent higher. These costs are a barrier to investment and render numerous First Nations relations projects uneconomic. Yukon is ranked No. 1 in the world for its mineral potential and geological occurrences, beating out jurisdictions such as Alaska and Australia. Therefore, it is incumbent upon us and all orders of government to ensure that we are an attractive jurisdiction to invest in, while profiling Yukon as a leading example of how to balance environmental protections along with mining development.

A healthy mining industry positively impacts the lives of all residents of the Yukon. It is therefore key that each candidate demonstrate their knowledge and understanding of how the industry should move forward, at a time where the federal government is embroiled in legal battles which impede industry progress.

The federal government should support, regulate and be a partner to local governments, industry and First Nations, rather than an opponent in the courts.

The party with the most seats wins? Not so fast

mericans waited 35 days after their 2000 election to find out who would be their president, but Canadians may find themselves waiting even longer in 2015.

We have become accustomed to the idea that the “winner” is the party with the most seats.

But in our system of government matters are not that simple, and there are a number of scenarios that could play out after we go to the polls on October 19.

If the NDP won a plurality – that is, the biggest share of seats among the three parties, but short of an absolute majority – this could provide a certain outcome. But if there is one thing the disparate polls agree on it is that the #OrangeCrush has become a “#OrangeCrash” (thanks Twitter). As a result the odds of the NDP winning the most seats on Election Day seems to have

plunged in recent weeks.

It turns out that holding onto the base the party built during the 2011 election in Quebec, while building support in English Canada, is more complicated than it sounds. The rise of the niqab as a real issue in this election has put the NDP in a tough spot.

To do a U-turn and sell out an infinitesimally small, identifiable religious minority that is already viewed with suspicion by wide swaths of the country would not only be profoundly unprincipled but would probably be too much for many progressives. This is particularly true in the context of an election campaign where the NDP has made an effort to run to the right of the Trudeau Liberals on a number of issues. But many in Quebec with anxieties about the preservation of culture and a strong secular “laicite” tradition views matters differently.

The Liberals, meanwhile, have picked up steam in recent weeks, but the view among many analysts is that their vote is relatively “inefficient,” meaning they could win the popular vote and still fall short in the seat count.

Electoral inefficiency can happen in a number of ways. Have your support spread too thin and

you come in second in a lot of ridings but don’t win any. Along the same lines, winning massive majorities in certain ridings may create the perception of popular support but won’t do you much good either.

The general consensus is that the Liberals would need to win big on the popular vote to actually win the most seats, and at the moment – although there is a lot of variance from poll to poll – they are about neck-and-neck with the Conservatives. We could be in for one of those uncomfortable “mandates” where the party that wins the most seats loses the popular vote, raising fundamental questions about our model of democracy.

So what does this all mean? If an election were to be held today I expect that the Conservatives would win a plurality of the seats.

I’m less certain that they will form a minority government – at least a lasting one.

To govern, they will need to get support from the other parties, and both Justin Trudeau and Thomas Mulcair have indicated that they have no interest in propping up Stephen Harper.

And how could they? With the disdain that progressives in Canada hold for this prime minister,

keeping him in power an hour longer than he needs to be could be political suicide.

But then what? The prime minister can continue to govern without recalling Parliament for a little while, but eventually he will have to face the House of Commons.

If he loses a confidence vote, where do we go from there? Will the governor general call an election only a few months after the last one was held? And what if we have another election with the exact same outcome? Will the Conservatives get to govern in perpetuity because they have a plurality of seats even though they can’t get the support of Parliament?

Will the governor general allow one of the other parties to govern? Who knows. This is a governor general who was selected by the prime minister, and given Harper’s political cunning it seems likely that when he was chosen this scenario was not wholly absent from consideration.

There is precedent in Canadian history for parties that don’t have a plurality of the seats taking power. In 1925, Prime Minister William Lyon Mackenzie King’s Liberals got fewer seats

shame the Greens because “vote-splitting” occurs. This is not a progressive attitude. There are Green voices that need to be heard and Green issues that need to be raised because if we don’t raise them, they will not be raised by others. Greens have been at the forefront on such issues as climate change, democratic reform, protection of human rights, environmental protection, and an economy based on a healthy environment for our grandchildren. Who would not want these voices heard and these issues raised?

As for the 2011 election, a four-way race saw Conservative Ryan Leef elected. Some people who are not happy with the outcome stated outright that “the Greens stole votes from the Liberals” and that “the Greens were responsible for the Harper Conservatives winning in this riding.”

This needs to be stated: there were many factors involved in the last election other than that of voters actually being comfortable voting for a party and a candidate in which they truly believed. John Streicker, running for the Greens, received 19 per cent of the vote.

This number could have been higher, and in fact Mr. Streicker could have won if more voters had believed in voting for the principles and the candidate they believed in. One could say that the other parties “split the vote” – some chose to vote Conservative,

some chose the NDP, and some chose Liberal!

So my suggestion is to leave shame out of this discussion.

People should know that they are free to vote for the principles and for the candidate they believe in. Please check out each party’s platform well in advance, and please vote!

It also happened in Ontario in 1985, when David Peterson’s Liberals and Bob Rae’s New Democrats teamed up to defeat the minority Conservative government on a throne speech only weeks after the provincial election.

But how would the public react? The last time anyone other than the party that won the most seats suggested they might want to assume power there were howls of outrage. The idea that the party which wins the most seats automatically gets to govern – while not necessarily the Westminster tradition – seemed to have become an informal populist “convention” of its own.

Barring some last minute swing or some sort of decisive victory on election night we could be entering a period of political uncertainty. Interesting times to live in.

LETTERS Let’s not use shame for voter engagement I recently came across an online comment directed at federal Green Party candidate Frank de Jong, and now I find that I really have to get this off my chest.

Based on the so-called “progressive” strategy of strategic voting, the commentator stated “Shame on the Greens, how vain and selfserving to split the vote further in such a tight three-way race.”

In the Yukon, many voters are torn between ideals of voting for what they believe in, and voting for a candidate who is not their first choice, based on a desire to prevent another candidate from winning. I believe that people who choose to vote strategically deserve respect for being politically engaged and for striving for a better Canada from their perspective.

In the same manner, however, people who choose to vote for principles that they believe in and for candidates who embody these principles deserve the same respect. The Green Party is not responsible for our dysfunctional electoral system of “first past the post” that has resulted in governments with less than 50 per cent of the popular vote being elected, and ever lower voter turnouts and general citizen disengagement. In fact, Greens as well as Liberals and NDP are running on a platform of electoral reform.

OTTAWA anadian officials have slammed the door on a suggestion by New Zealand that it might push for greater access for its dairy products as the Trans-Pacific Partnership moves forward.

But disappointed New Zealanders, who ran headlong into Canada’s sacrosanct adherence to supply management during the talks, maintained that the day will come when Canada’s dairy farmers will no longer enjoy having their “hands held” by protective policies.

New Zealand Trade Minister Tim Groser said Monday he considers the 12-country Pacific Rim trade deal to be open to future “adjustments” after his country failed in an 11th-hour bid for more tariff-free access for its dairy products.

Groser said his country had achieved its main goal of tariff elimination on all exports, except beef to Japan and certain of its dairy products.

That was a reference to New Zealand’s unsuccessful attempt to gain more access to Canada’s protected dairy industry.

The Harper government trumpeted its protection of Canada’s supply management system following the conclusion of the marathon TPP talks.

Canada made a modest concession by allowing imports of dairy products to rise by 3.25 per cent, far lower that even some government insiders had been predicting.

New Zealand had been pushing for more, as it also sought greater access to the American market.

“What we’re doing is on the more difficult issues is establishing a direction of travel. Unquestionably, we will see adjustments to that direction of travel,” Groser said in Atlanta, as he and 11 fellow ministers announced the conclusion of the TPP talks.

Back in Ottawa, Canadian government officials, who briefed journalists on the condition they not be identified, were adamant that there would be no re-opening of Monday’s deal, saying it was closed to further negotiation.

“The announcement made by ministers today was of the conclusion of negotiations of the Trans-Pacific Partnership,” said one official.

“This is not an agreement in principle. This is not an agreement on some elements. This is a conclusion of all aspects of a negotiation, today.”

Many dairy farmers in Canada were largely supportive of the outcome, but their New Zealand counterparts were bitterly disappointed.

Andrew Hoggard, of the Federated Farmers of New Zealand, said his country’s negotiators “threw everything at it” in their talks but ran into “some pretty entrenched protectionist views.”

“If supply management is so fantastic for one part of the Canadian economy, why don’t you do it for everything? Get the old Politburo going and everything’s

supply managed,” he said in an interview.

Hoggard said that over time, it is inevitable that the protections for the dairy sector will inevitably diminish as they have in other agricultural sectors, such as pork and beef.

He said it was time for Canada’s dairy farmers to “play on the world stage, and wear big kiddie pants and not have to wear government nappies.”

One Pacific Rim diplomat, who spoke on the condition of anonymity, said the TPP is viewed by many as a “living document” that will evolve over time, as more countries are admitted and further liberalization takes place.

The diplomat said it was better to get “a good deal now” rather than hold out for a “perfect deal” that might not be attainable.

“At a certain point, it became clear that getting rid of all tariffs on all products wouldn’t happen.”

ATLANTA historic new trade agreement was announced Monday, which is certain to prompt a spirited political debate in a number of countries – starting with Canada’s election.

Here are 10 questions about the Trans-Pacific Partnership, answered: Who’s in it? Brunei, Chile, New Zealand and Singapore started the project years ago. The United States, Canada, Mexico, Japan, Vietnam, Australia, Peru and Malaysia are now joining, bringing the membership to 12 countries. More have expressed interest in entering later, including Colombia, Thailand and South Korea.

How big is it? It’s the biggest trade zone in the world, spanning four continents and representing 40 per cent of the world’s economy – a far higher share than the European Union.

Is it more important than the EU? Not even close. Europe has truly open borders, allowing a free flow of people and products from one country to another.

This simply changes regulations, and reduces trade barriers across a larger area.

What does it do, then? It reduces or eliminates barriers on a staggering array of Canadian exports to several countries, most notably Japan. This applies to everything from machines to canola, beef and pork, minerals,

It also creates new rules for the digital economy, such as restricting governments’ right to shut off data flows.

Why does it matter? This brings the economies of a fastdeveloping region into the American sphere of influence. It sets new trade standards in China’s backyard. It sets precedents for future agreements, including any involving China and its stateowned-enterprises. It increases trade and establishes unique

rules for the 21st-century, cloudcomputing digital economy.

So what’s the problem? It also exposes middle-class workers to additional low-cost competition from foreign labour, notably in the auto sector. It would also cut into the profits on dairy farms, although the government promises a multibillion-dollar 10-year program to protect current farm revenues. Government decisions could be overturned in special tribunals, as they are in NAFTA and at the WTO, when companies sue over democratically adopted laws.

He promised new labour and environmental provisions, and this agreement has chapters on both those things.

Smith’s mother went to school in Whitehorse, where there were few indigenous students at the time.

During class one day, her teacher put her on the spot because of her appearance, asking everyone to stare at her and

Her teacher also asked students to stare at their indigenous classmates, when it came time to explain the theory that people migrated from Siberia to Alaska.

“Look at Dallayce’s eyes, the almond shape of them, look at how full her lips are,” the teacher said.

At this point in the film, Smith is seen standing on the edge of the upper escarpment trail near the Whitehorse airport, overlooking the city.

“It kind of made you feel special at the time,” she said, “but she shouldn’t have done that.”

“It’s the 21st century, you should know better.”

Smith said she hadn’t made the connection between her mother’s experience and her own until she made the film.

It’s important not to forget those experiences, she added, but also to learn, heal and move on.

“I’m going to college now and pursuing what I want to do,

“I’ve always been curious, asking questions,” she said.

She said she’s already working on a second film, a fulllength feature this time which would focus on an “important Yukoner and the contributions they’ve made to the territory,” although it’s still too early to talk about, she said.

The 12th annual imagiNATIVE Film + Video tour is currently in planning stages and will take place from March to May next year, stopping in Whitehorse on March 7.

Donation to the United Way Yukon helps Yukoners How much of your donation to United Way Yukon actually goes to charity? Almost every single penny.

Yukon charities receive almost all the money donated. “United Way Yukon is one of the most efficient funding organizations I have ever seen or worked with,” says Dave Whiteside, Chair of the Campaign Cabinet. “That is remarkable, almost unique, and makes me very proud to be associated with such an organization.”

Through the generosity of sponsors like Yukon News and the Yukon Government, all of the work place campaign expenses and much of the administrative costs for United Way Yukon are taken care of. This means that over 90% of the donations go to charities.

Two charities that receive funding from United Way Yukon are Freedom Trails Therapeutic Riding Association in Whitehorse and Gentle Steps Equine Assisted Learning Center in Watson Lake. Both of these organizations offer a program where people who have a disability learn to ride horses.

At Freedom Trails, the lessons take place weekly, and the riders have a program designed for them, based on their needs. These programs could include physical therapy for the riders, educational and life skill games, learning about horse care or riding skills. The goals for each rider are often set by a physiotherapist.

Approximately 40 people participate each year, with the help of 20 committed volunteers.

Through these programs, the riders experience freedom and independence. For some participants, it is the only organized activity they participate in. They gain a sense of pride and confidence in a nurturing environment.

As one observer put it, “Participants are given the freedom to see past their challenges and move with ease, strength and joy.”

Both Freedom Trails and Gentle Steps receive support from United Way Yukon. Please donate during United Way Month to help continue their good work.

Canadian photographer’s documentary a harrowing insider view of Afghan war Colin Perkel Canadian Press

TORONTO Canadian photographer’s quest to come to grips with the long war in Afghanistan is the subject of a new documentary that takes viewers along for a harrowing ride with seemingly no destination.

It’s perhaps that very lack of resolution – even more than the ugly in-your-face realities of the effort to defeat a shadowy enemy – that makes Louie Palu’s selfnarrated journey so disturbing.

“The experience is beyond the photos,” Palu says as he prepares to leave the blighted country.

“The more I see, the less I understand.”

Palu, 47, shot hours of video and countless photographs over close to two years he spent on the ground between 2006 and 2010 in Kandahar, the hotbed of a determined effort to push out western forces from the country and overthrow the government they backed.

He ventured out on numerous patrols and combat operations with Canadian, American and Afghan forces in their efforts to find and neutralize the elusive enemy.

Through his lens, he says, he hoped to capture what it was coalition soldiers were doing, so folk back home could really understand. It was a near-impossible task, he concedes.

“After five years of working in Kandahar, I’m not sure any of my work connects to anyone,” he ponders. “How can I possibly convey the reality of war?”

His efforts to enlighten folk back home is at the core of his 75-minute Kandahar Journals, which aired nationally on CBC’s Documentary Channel – a specialty digital channel – on Oct. 6. It’s no Hollywood production.

Instead, his often shaky, smallcam video interspersed with photographs covers a war from the mundane and banal to the beyond brutal, with little gloss or fanfare.

“Blood and carnage,” he narrates. “The war has finally fully found me.”

While the larger meaning remains veiled by the dust of Kandahar, the documentary does convey the toll exacted on Palu for getting too close to the violence, starting when he photographed the bits and pieces of a suicide bomber in 2006.

Another unsettling scene shows someone mopping up blood, leaving a gleaming floor.

The psychological stains are not so easily erased.

“It will take so much time to move on,” Palu says.

Co-written by Murray Brewster, who covered the war extensively for The Canadian Press national news agency, the documentary premiered at the Canadian War Museum in Ottawa on Sept. 24. Devin Gallagher co-directed with Palu.

During one mission break, Canadian Sgt. Matt Snoddon sums up the paradox for the camera: “There’s no easy way to define when trouble’s coming, or when trouble’s not there at all,” Snoddon says.

“In almost a year here, I haven’t seen a single Taliban but I’m pretty sure I’ve talked to a lot of them. There’s probably a lot more rubbing elbows with the enemy than we even think.”

Despite his terror at losing his legs to a makeshift landmine, Palu pushes to find what war correspondents refer to as the “bang bang” – as if reaching the sharpest end of the pointy military stick would reveal the real war and that in turn would yield some hidden truth about its purpose.

The problem, given the hitand-run nature of the insurgency, was that the “bang bang” of Kandahar was wholly unpredictable: days of uneventful patrols or missions punctuated by moments of all too real terror, of maiming, of death and destruction in the dust.

Documenting such fleeting moments – few and far between – is monstrously difficult, even for

the skilled photographer, so Palu spent time with American medevac teams – the flying paramedics of the war zone – in an effort

to capture the “full cycle of what war really is.”

The reality, he quickly discovers, is soaked red.

The day David slayed Goliath Doug Sack recalls one of the Yukon’s amazing baseball stories. He’s pretty sure it’s the truth, or close to it.

A

recent online comment from a manly reader using his real name after an earlier nostalgia piece about Eddie Overshoes went something like this: “Hey Doug, do you recall the amazing fastpitch game in the Discovery Days tournament back in the ’70s when a rag-tag Dawson City team beat the highlyfavoured Whitehorse squad in the championship game in a huge upset?”

Indeed I do, as that game became legendary in my sportswriting arsenal over the years. I once wrote about it in Whistler as one of the greatest sporting feats and comebacks I ever witnessed. I’ve also told the story around many campfires, in press rooms, beer gardens, backyard picnics and used it as inspirational fodder for young, aspiring athletes about the virtue of never giving up.

The only problem is I’m not sure after all this time if my version of the story is the honest truth or a creative embellishment but this much is a dead-solid fact: The small town bushwhackers beat the big city bureaucrats and sent them home with their tails between their legs.

The rest of the narrative is open for debate or, worse, nasty anonymous comments … probably from Whitehorse, the home of nasty anonymous comments from readers unable to sign their real names, as we do, like “Yukoner” who recently called me a “senile senior” in a grammatical nightmare which resembled the literary equivalent of the dog’s breakfast the morning after a Yuppie’s potluck dinner party.

Here’s the short version: It was a classic David versus Goliath sports story. Dawson City was a dying gold town which was trying to find new life (money) as a summer tourist destination but hadn’t succeeded yet. Whitehorse was the Big Smoke with a big economy, a large population nearing 12,000 and most of the Yukon’s best ballplayers … but not all. Unless a hot team materialized out of Alaska, you could just about count on Whitehorse winning Discovery Days in those days.

That didn’t seem right to Harry Waldron, a Yukon government welder who later became famous as “the Keeper of the Arctic Circle,” where he greeted tourists with bottles of champagne while wearing a tuxedo and top hat. Harry took it upon himself to become manager of the Dawson team that year and spent the whole summer prior to August 17 holding tryouts, practices and auditions scouting for local guys and/or summer

Personally, I missed all that because I was working out on the creeks, but Harry made me promise to come in for the tournament and play catcher which was a nobrainer because every mine in the Klondike always shuts down for Discovery Days.

I didn’t even know half my “teammates” but I knew the one I needed to know, our pitcher, Chester Kelly. I loved catching Chester because it was like a day off behind the plate.

We didn’t mess around with hand signals. Chester called his own game and all I wanted to know was location. If I pointed a finger down and he waved me off, that meant a riser was coming and

I had to be on my toes, because his jumped about a foot just before it crossed the plate.

He had three great pitches: the riser, a fastball he could pinpoint on the corners, and a killer change-up, which all looked the same halfway to the plate. The only way anybody could hit him was to guess right.

Since I didn’t know which pitch was coming either, I played head games with the batters, tipping them off on the pitch I just “called” and chuckled at their angry looks when they swung at a “fastball” which turned out to be a changeup. Sometimes I got it right, which made them angrier, but it was just Pete Rose baseball to me. If they were fuming at the catcher, they

weren’t paying enough attention to the pitcher. Yogi Berra used to tell guys their shoelaces were untied when he wanted to distract them right before a big pitch.

Long story short, both Chester and Whitehorse went undefeated through the round robin, quarters and semis and suddenly we had an all-Yukon final, with Whitehorse the overwhelming favourite in their pretty matching black and gold uniforms that said “Yukon” on the front as if they were the only town in the territory. They also had a couple of yappy twerps on their bench who later became Whitehorse politicians, which is the perfect occupation for overlyaudible bench warmers who can’t make the starting lineup.

We, in the other dugout, looked like a mixed slow-pitch team on a bad laundry day, wearing cutoffs, wife beaters and torn sweatshirts with mostly old runners on our feet except our SS, who played barefoot because he “needed to feel the dirt.” Our problems were further compounded by multiple hangovers since the championship game is always played the day after Discovery Days’ big soiree.

We had a badly hungover third baseman named “Flash” who fielded his position like Brooks Robinson and had an arm like The Mad Trapper of Rat River, which Whitehorse picked up on and tried to hit slow rollers or bunts his way because his throws had a better chance of hitting the refreshment stand than the first baseman, Coleman Johnson.

After three innings we’re losing 7-0, so Harry sent a lady downtown with $20 and orders to get back quickly with 24 ice cold beers which he ordered us to chug, not sip. Our defence slowly improved, but we were still struggling at the plate and losing by seven when we came up in the bottom of the sixth, our second last at-bat. We were running out of time. The crowd was quiet and somber as if they were witnessing an inevitable execution.

Then the miracle of fermentation-restoration kicked in and we finally bit the wagging tail of the midnight dog which had bitten us. We batted around three times, scored 23 runs and the barefoot shortstop, an actor from the Palace Grand Theatre named Larry Farley, hit three home runs, two grand slams and a three-runner which gave him 11 RBIs in one inning, accounting for nearly half of our explosion. I was on-base, two singles and a walk, and scored on all three, so that fact is gospel. The hometown fans in the stands and up and down the foul lines were going nuts since it had looked moments before like it was just going to be another boring Whitehorse cakewalk in the finals.

I didn’t know Larry Farley before the tourney, don’t know if he was a singer, dancer, musician or comedian and can’t even recall now what he looked like or anything else about him, but he’s the only player I’ve ever heard of who got 11 RBIs in one inning in any kind of baseball game, from little leagues to the majors and all the variations in between.

And most of that is the truth...I think.

I find this disgusting. I’m in my early 60s – am I too old-fashioned?

Am I wrong in finding their greeting to be rude? It is quite awkward to walk into a social gathering and have someone ask what

Is it rude of me to ignore their specific question and respond, “I am well, thanks, how are you?”

GENTLE READER: That you do not reply, “I’m answering the telephone,” or the equivalent for direct encounters, takes remarkable restraint.

However, your in-laws could point out that “How are you?” could also be construed as an intrusive question.

But Miss Manners agrees with you that there is a difference. Aside from the literal-minded folks who complain that those who ask show no interest in the health problems that are described in reply, most people understand that the inquiry is a mere convention, requiring no more than the perfunctory response you offer. If you want to respond to that, rather than with an almost equally perfunctory “Oh, nothing much,” Miss Manners has no objection.

DEAR MISS MANNERS: Edible dinnerware seems to be newly popular, and I am not sure how to handle it. When I ordered clam chowder, it was served in a hollowed-out mini loaf of sourdough bread.

Do I assume that the establishment has run out of regular bowls and not eat the bowl? Which is what I did, as there was sourdough

bread served on the side. Digging into the empty bowl at the table did not seem quite proper.

GENTLE READER: You will forgive Miss Manners for the patient smile she develops when told of a modern trend. In medieval times, trenchers, flat rounds of bread, were used as plates. The custom was to give them to the poor after the meal when they (the bread, not the poor) were soaked with juices.

Nowadays, this would not be considered an attractive (or sanitary) form of philanthropy. However, it is reasonable to assume that a trendy restaurant has no intention of washing and reusing your edible soup bowl. You may therefore eat it, or not, as you wish.

Miss Manners shares your confusion at the redundancy of serving bread on the side, but perhaps the restaurant is trying to accommodate both those who like their bread soggy and those who do not.

DEAR MISS MANNERS: Twice in the past month, I’ve been sent emails with lists of recipients that include people who have recently died – one an invitation to lunch, and another to advise that a high school classmate had died.

In both cases, it was clear from the email’s content that the sender knew that the recipients were dead. I was especially horrified to see that the one regarding the classmate who died was sent to the dead classmate (along with around 100 other people).

W

hitehorse Huskies head coach Michael Tuton is real happy with the roster he’s taking into the upcoming season.

So much so, he half-kids the starting line could be selected by chance.

“With the players we have, you could probably pull three names out of a hat for the starting line,” said Tuton.

The senior men’s AA hockey club released its 2015/16 season roster on Monday. The list of 24 names includes 17 returners and seven new players.

Is it a better team than last year? “Yes, I’d have to say that’s true,” said Tuton. “I’m pretty excited to work with the guys we have on that list.”

The Huskies went undefeated in eight regular season games before losing a playoff series to the eventual Coy Cup champs last season.

With all the returning talent and new talent, it’s an exciting time to be a Husky, said Jared Tuton, the team’s captain last season.

“I think we had a really good year last season. We fell short when we went to Fort St. John, but that was because we were missing a handful of our really good players,” said Jared.

“Luckily people moved to Whitehorse who happen to be very, very good hockey players and that’s going to make our depth way better. Now, if we’re in the same situation where we’re missing two or three guys, we have really good guys to fill in.”

Of the new guys on the roster, two names are causing a stir.

After eight seasons playing outside Yukon, Whitehorse’s Ted Stephens is back and ready to play forward for the Huskies.

“I’m definitely excited,” said Stephens. “It’ll definitely be fun to play for Whitehorse and represent my hometown. It’s a really good group of guys and I think we’ll be a really good team.”

Stephens spent four years playing for the Moncton Wildcats in the Quebec Major Junior Hockey League from 2007 to 2011.

The 25-year-old then laced up for the “X-Men” at St. Francis Xavier University in Antigonish, N.S., from 2011 to last season.

Stephens, who registered 18 points in 27 games last season, was impressed by what he saw in the Huskies’ tryouts.

“Pretty much everybody out there, it was their second or third time on the ice in a while, so most of the guys weren’t up to game speed yet,” he said. “But you could still see how much skill there is out there. I think we’ll be a really skilled team up front.”

“I think anyone in Whitehorse who knows anything about hockey knows Ted Stephens in a heck of a player,” said Jared.

“He’s had a really good hockey career and I know him personally and he’s a really good kid.”

The other name on the roster grabbing attention is forward Kevin Petovello, who is new to Whitehorse. The 29-year-old spent four years in the BCHL before playing four for the University of Alaska Fairbanks, posting 11 goals and 12 assists in the 35 games in his final year.

He then spent two years playing professionally in the Central Hockey League and the East Coach Hockey League before returning to UoA Fairbanks as an assistant coach last season.

With Petovello, the Huskies now have five former NCAA players on board. Returners Adam Henderson and Derek Klassen played for UoA Fair-

banks and Andrew Pettitt and Jared Tuton played for UoA Anchorage.

“I played against (Petovello) when he was at Fairbanks and when coach told me he was going to be in town and was going to be a Husky, I was over the moon,” said Jared. “He brings a lot to the table.”

The chisels haven’t been taken out to set the roster in stone.

Some small changes could take place, said Michael.

The team will carry three goalies to start the season, for instance, and the plan is to go down to two at some point.

JJ Gainsforth is returning for a second year between the pipes while Brad Gustafson and Daniel Naef are new this year.

“We had four really good goalies try out,” said Michael.

“There were some decisions there and we’re still not complete with those decisions, but

we’re going to roll with the three for now. JJ Gainsforth will be our No. 1 guy going into the season, and the coaching staff and I will have a look at the other goalies and probably cut down to two at some point.”

Team management is still working with outside teams to determine the season schedule.

The Huskies might begin their second run for the Coy Cup – B.C.’s AA championship trophy – with an away series against the Fort Nelson Yeti early November.

Reimer the top ace at disc golf event

n Sunday at the Mount McIntyre Disc Golf Course, it was time to “run chains or go home.”

That’s what the discs everyone were throwing read.

It wasn’t about long drives or strategic approach shots, it was all about getting holes-inone (a.k.a. aces) at the 2015 Ace Race, hosted by the Whitehorse Disc Golf Association.

“It was great. It was very relaxed and fun, and I played with different people who I haven’t played with before and that was really nice,” said Dan

Reimer. “There was a real mix of ages and ability levels and anyone could throw that – it was cool.”

For the event, organizers turned 15 of the course’s 18 par3 holes into par 2s. Each player took one shot at each hole, ultimately attempting to get an ace or at least a “metal” – contact with the basket structure, including its web of chains that are meant to absorb the impact of a disc to help land it inside.

“We missed lots, hit chains and fell out … And some that weren’t even close,” said Reimer. “I went a whole bunch of holes with nothing, nothing, nothing and suddenly – boom – I hit a couple.”

Reimer finished in first place with one ace and four metals over 36 holes on Sunday.

He had two metals in the first round and two metals and an ace on hole 6 in the second round.

There was also a four-way tie for second with four golfers at one ace, three metals.

More than half of the 32 participants, all of whom received two discs, a T-shirt and other swag to take home, failed to secure an ace in their two rounds.

After playing his final shot after 36 holes, WDGA president Ryan Norquay ruminated: “I thought it would be easier.”

Sunday’s was one of 354 Ace Race events being held around the world this year sponsored by equipment manufacturer Discraft. The two discs supplied to each participant are of a prototype design specifically designed for the event. Discraft, which has sponsored the event since 2003, invites participants to go the company’s website and rate the disc.

Norquay hopes the Ace Race will become an annual event in Whitehorse. “Maybe a little earlier in the year next year, but this worked out really well. It was a beautiful day, really sunny, best day in weeks,� said Norquay. “We’re trying to get a feel for the new discs. These discs will become a standard issue (for Professional Disc Golf Association) next year. Discraft wants to grow the sport just like all other manufacturers and get more discs in more people’s hands.�

Halliday making a mark with UBC Thunderbirds Tom Patrick News Reporter

I

n just his second year at University of British Columbia, Whitehorse’s Kieran Halliday is establishing himself as a key player on the school’s Thunderbirds cross-country team.

In the second meet of the season, the 19-year-old again finished fifth for his team, thereby contributing to the team’s final standing. (Only the top five from each team do so.)

Halliday placed 86th out of 200 runners 41st Charles Bowles Willamette Invitational in Salem, Ore., on Saturday, finishing the eight-kilometre course in 26:59.4.

With his result, and a ninth place finish by teammate Jeff Groh, the Thunderbirds placed third out of 18 American and Canadian teams.

“It feels great to be training with the team again. I’m actually living with two of them, so we eat, breathe and live cross-country right now,” said Halliday.

“It was super cool for us because on Saturday we came third overall, but we were the first team from the NAIA (National Association of Intercollegiate Athletics), which is the division we compete in. We aren’t going to be racing against the (first and second place) teams at nationals.”

The Thunderbirds finished behind the winning team, the University of Victoria Vikes, who race in the Canadian Interuniversity Sport association, and second place’s Spokane Community College, who race

Halliday has represented Yukon in athletics and tennis at the Canada Summer Games

and Western Canada Summer Games, and in snowshoe and snowshoe-biathlon at the Arctic Winter Games, winning multiple gold medals in the latter.

Racing for St. George’s School in Vancouver, Halliday took first in the Independent Schools Association’s regional championships and then 19th at the B.C. High School Cross Country Championships, in his final year of high school in 2013.

The Thunderbirds teams will race in Bellingham, Wash., this coming weekend.

It is with great sadness that we announce the sudden passing of our brother Andrew James MacDonald.

Andrew, a lifelong Yukoner is survived by his daughter Lindsay Jo, brothers Joseph and his children Tiffany and Tania; Paul (Cindy) and children Karen, Christina, Michael, Melissa, and Colin; Robert (Jacqueline) and children James Robert (Justyne) and Jacob.

Andrew was pre-deceased by our parents Marian and Leo, and our brothers Michael and Colin.

Like all of us in this life Andrew had his share of challenges and he wasn’t perfect, but for those of us lucky enough to know him well, he was an intelligent man possessing great wit and was a caring friend and brother.

We will miss him dearly until we meet again.

At Andrew’s request there will be no memorial service.
