Oak Bay Firefighter Greg Swan now has a Medford Fire-Rescue framed commendation to hang in his home. Swan received the honour Sept. 26 from Oak Bay Mayor Nils Jensen, who read out the story of how the Swan family vacation ended this summer. The family was returning home, driving north on the I-5 just on the outskirts of Medford, Ore., when they came across a car crashed into a tree – the dust was still settling.

Swan grabbed the family fire extinguisher and first aid kit while wife Lindsay called 9-1-1. It took two rounds with the fire extinguisher to get to the 83-year-old driver, who Medford Fire later reported had broken bones in both his thigh and lower leg. Shortly after freeing the man, the car was engulfed in flames and tires started exploding. “You intervened in a way that saved a life,” Jensen said. “There’s no better act of bravery.” Swan shared accolades with Lindsay, who comforted the injured man during the incident, and his young sons, who patiently waited

out of the way while their parents worked. “In the fire service there’s very little room for individual recognition as we operate as a team,” Swan said, gesturing to the half dozen fire officials and honour guard on hand for the event. Yet another shift of firefighters was out battling a brush fire on King George Terrace while a third called in to stand by at the fire hall. Mention of a less-than-sunny laneway disappeared from a summertime motion during the first fall sitting of Oak Bay council. In response to a resident, concerned over the reference to pathway potential through her front yard, council opted to reword a motion that looked at the path options in that area. The reference, the resident told council members, would both harm her ability to find buyers and affect the price should she choose to put her property on the market. Coun. Eric Zhelka took the lead in mak-

ing the changes with a series of motions to reconsider the July committee meeting minutes where the recommendations were made, amend the motion and again approve the minutes as amended. They’ll forward consideration of a pathway connecting the community gardens to Beach Drive to the next strategic priority session to be considered for inclusion in Council’s 2016 Strategic Plan. The subject came up this summer as council, sitting as committee, considered creating an official trail where a traditionally used path through private property existed on San Carlos Avenue. The University of Victoria will be awash in a sea of pink this Sunday for the local CIBC Run for the Cure, the largest single-day, volunteer-led event dedicated to raising funds for the breast cancer cause. The annual 1km/5km walk/run “is an inspiring day where our community comes together to support the breast cancer cause, and those impacted by this disease,” said Catherine Border, volunteer Co-Run

Director. “On run day, we see this amazing support – whether it’s for a breast cancer survivor, someone going through treatment, or even participating in memory of someone. We are all there to create a future without breast cancer.” Sunday’s event at UVic begins with registration at 7 a.m. and the run/walk beginning at 9 a.m. There’s still time to participate.

CANADA VOTES! Liberal candidate quits campaign Liberal candidate Cheryl Thomas has stopped campaigning after controversial remarks on social media about Israel and mosques came to light. “I want to take this moment to apologize unreservedly for past comments on social media that have come to light,” Thomas said in a statement Wednesday. “When looking back at them, I understand that they are offensive and have no place in our political discourse. I want to apologize particularly to the Jewish and Muslim communities for these insensitive statements. Anyone who knows me, knows that I have utmost respect for all religions and communities and those past comments do not truly reflect who I am.” Thomas said the comments distract from the issues. “For that reason, I will immediately cease my campaign. This includes closing my campaign office and ending all my political activities.” According to Elections Canada, because Thomas did not withdraw before the Sept. 28 deadline, her name will appear on the ballot come Oct. 19.

Canada’s intake of refugees has declined to less than 20,000 annually under the current government. This comes at a time when we are sadly witnessing an upsurge in refugee numbers worldwide. The Green Party believes we must return our processes to the fairer, more efficient processes of the past to welcome more refugees to Canada. We will eliminate the list of so-called ‘safe countries’ from which refugees cannot come and include an ‘environmental refugees’ category – to address many who will face the same extreme situations as people coming from regions of conflict. The urgent situation of the Syrian refugees calls for the adoption of special measures. The Green Party supports using Canadian military transports to bring Syrians fleeing their country to Canada. We also support the issuing of temporary residents permits to speed up the process. Canada should ramp up its resettlement efforts to welcome up to 40,000 Syrian refugees over the next five years. As a country built by immigrants and refugees, we believe Canadians are with us on this.

Communities are coming together across Canada to urge immediate action to help Syrian refugees. We have proposed the immediate resettling of 10,000 government-sponsored Syrian refugees by the end of this year. New Democrats will increase the number of government-sponsored Syrian refugees by 9,000 per year for the next four years, in keeping with what the United Nations has asked of Canada and other nations. In addition, New Democrats will fasttrack private sponsorships with no cap, remove the bureaucratic obstacles to private sponsorships, treat all refugees equally by ending Canada’s policy of discrimination on the basis of religion, and provide temporary resident permits for Syrians who wish to come and stay temporarily with family. We will treat immigrants with respect and welcome them as part of the fabric of who we are. That is who we are as Canadians.

The Government of Canada acts quickly and appropriately when it receives requests for assistance from countries facing disasters, conflicts, or acute food insecurity. Canada’s response is the result of close cooperation among humanitarian officers, Canadian representatives in the field, other governments and international and Canadian humanitarian partners. In response to the crisis in Syria, Canada has agreed to resettle 11,300 Syrian refugees by the end of 2017 and 23,000 Iraqi refugees by the end of 2015. Canada has also committed to resettle 5,000 refugees who are now in Turkey by 2018. As of Sept. 1, more than 3,500 refugees from Syria and the region have been admitted to Canada. Since January 2012, Canada has committed $503.5 million in international humanitarian assistance in response to the Syrian crisis. On Sept. 12, the government announced the creation of the Syria Emergency Relief Fund, which will match every eligible dollar donated by individual Canadians to registered Canadian charities, up to $100 million, effective immediately and until Dec. 31. The government’s contribution to this fund will provide assistance through international and Canadian humanitarian organizations and will meet humanitarian needs such as shelter, food, health and water, and protection and emergency education.

Run, walk, cheer or support Sunday’s Run for the Cure Thousands of walkers and runners will descend on the University of Victoria this Sunday in a spectacular celebration of strength and community. Hosted at locations across Canada, the Canadian Breast Cancer Foundation’s CIBC Run for the Cure is the largest single-day, volunteer-led national event in Canada that raises funds for breast cancer research and community education and awareness programs. Stop signs need police attention too While it is good news that the police have nabbed a couple of extreme speeders on Foul Bay, I would like to suggest that they could very quickly fill their ticket books simply by staking out a variety of stop signs. I estimate that at the very least 80 per cent of drivers fail to come to a full stop, with many simply breaking slightly before proceeding into the intersection. Some don’t even bother slowing down. On several occasions I have been cut off by driver who obviously assumed that I wasn’t coming fast enough to make it worthwhile stopping. It is my understanding that the penalties for this activity can be rather severe (fine plus points), so why not combine the effort to make our streets safer, with a healthy contribution to municipal

YOUR VIEW Deer pose threat to residents and pets Re: Dog’s death points to risk deer pose, Oak Bay News, Sept. 23 I totally support and agree with the points made in Heather Holmes letter. How sad for her dog Ollie not to be safe on his own property. I have lived in Oak Bay for 27 years and I definitely see many more deer each year. I used to drive to and from south Oak Bay to UVic daily before I recently retired. It was dangerous as the deer have no fear of automobiles and would run across the road, usually in

groups of two or three. This was almost a daily occurrence and more so around 5 to 6 p.m. in the winter months as it got darker. It is only a matter of time before there is a life-threatening car accident caused by the deer. It is also only a matter of time before cougars recognize that Oak Bay is a good source of venison. These are not Disneyland Bambis. To help prevent the unwelcome deer entering our yard we have had to spend a large amount of money to purchase deer fencing and a tall cast iron gate as a barrier to pro-

tect our beloved dog and the garden. My message to DeerSafe and UWSS is to acknowledge you are wrong and recognize that a deer cull is the solution and please don’t put your unwanted propaganda literature in our mailbox. Diane Johnston Oak Bay

Theatre gets new leader Oak Bay’s Marcus Handman named Kaleidoscope executive director Christine van Reeuwyk Oak Bay News

As the new executive director for Kaleidoscope Theatre Productions Society, Oak Bay’s Marcus Handman is intrigued by possibilities the company holds for both this community and the entire Island. Kaleidoscope was founded in 1974 as a professional touring theatre company. It has commissioned and produced more than 100 original plays or adaptations for young audiences and played to more than 2.5 million children worldwide. “I love the idea of a family audience, of nurturing young people, of passing something on,” Handman said. “We know if we can get young people interested in making arts part of their experience … they will become the audience of tomorrow.” Among Kaleidoscope’s mandates is providing outreach through theatrebased educational activities for the Greater Victoria community, including classes, workshops, camps and classes. “It’s a good company that has a long history in Victoria, of being here, being a part of the fabric of the community,” Handman said. “The company is less prominent than I think it should be, there’s an opportunity to be known Island-wide.” He’s excited to bring his breadth of experience and knowledge to the smaller organization, and perhaps right even into his own home community. “I think there’s huge potential for the Oak Bay High theatre,” he said. “I understand it’s a community theatre.

I’d like to explore what might be possible there.” Handman’s own arts days started in high school, as a 14-year-old technician, before heading to McGill then UBC as a theatre major. “Most good arts administrator are failed artists. I’m a failed director,” he said with a laugh. “I graduated and discovered that I was better at being an administrator.” A former executive director of the Victoria Symphony and Pacific Opera Victoria, Handman’s career includes positions with the Directors Guild of Canada, International Cinematographers Guild and Opera Lyra Ottawa. He co-founded FilmOntario and has served on various boards of organizations, including Variety the Children’s Charity, Tourism Victoria, the Motion Picture Production Industry Association of BC and Victoria’s ProArt. Kaleidoscope operates as a fullservice theatre offering resident productions, tours, outreach and theatre school. “They allow me to be part of a great organization and integrate back into the arts community here,” he said. “It is a smaller organization, but at this stage in my life and career, I’m looking for work-life balance.” The new role will keep him busy, though it is part time, allowing for other activities and volunteer work. Last year he started with the Boat for Hope – a Variety the Children’s Charity event where local skippers take children with special needs and their families on a pirate adventure on the high seas – as volunteer co-ordinator for land-based activities. “I’m looking forward to continuing that relationship,” he said. ’50s folk stars come to Farquhar Venture back to the sounds of ’50s folk this weekend when the Kingston Trio performs at the University of Victoria’s Farquhar Auditorium, Sunday, Oct. 4. Today featuring George Grove, Bill Zorn and Rick Dougherty, the Kingston Trio launched the folk revival of the 1950s and is one of the few groups to survive the many changes in the world of music. Using only acoustic guitars and banjos, and singing simple yet memorable melodies, the band is credited with reawakening America to its own rich folk music heritage, with hits such as “Tom Dooley,” “MTA,” “Scotch and Soda” and “Tijuana Jail,” among others. The trio was the No. 1 vocal group in the world, and in a feat yet to be surpassed, Billboard magazine listed four Kingston Trio albums in their Top 10 at the same time. The group has also collected two Grammy awards and numerous gold records. Church hosts Syrian refugee fundraiser One person can make a difference and many people can make a huge impact, especially when working to help a Syrian refugee family come to Canada. Members of the St. Philip Church congregation and other interested people are hosting their first fundraising effort, a car boot/garage sale, from 10 a.m. to 2 p.m. this Saturday, Oct. 3.

A Syrian family has been identified and contacted and the committee is working hard to raise the estimated $35,000 needed to support them in their first year in Canada. Hosted at 2928 Eastdowne Rd. (corner of Neil Street), the organizers invite others to rent a parking space or table for $15, with the request that 50 per cent of the sellers’ proceeds go

toward the St. Philip Syrian Refugee Fund. Or, donate gently used items to a table where all proceeds will go to the fund. Getting to BMW’s techno core in the Big Apple New York – The all-new 2016 BMW 7 Series is a sixth-generation edition of the brand’s big, flagship sedan. The new styling is another evolutionary step and still instantly recognizable as a BMW. Dimensionally this car is the same as the outgoing model, yet it has a radically new and innovative sub-structure. And the latter, coupled with remarkable onboard technology, is what caught my attention. Today, much is unique to the 7 series but, figuratively speaking, tomorrow it will spread through the range and the day after it will doubtless be coming to a car near you.

The new 7 Series offers a showcase of the very latest technologies that BMW has to offer, combined with more advanced forms of technologies already available. Sadly, a novel driverless “self-parking” technology (controlled by the key fob and available in Europe) has not (yet) received Canadian regulatory approval. A similar (delayed approval) story also applies to a new adaptive LED headlight option. Another fascinating new (multi-media) feature is Gesture Control, which lets an operator do things like raise audio volume by twirling your finger, take a phone call

with a finger point or wave it away with a wrist flick. An operator can also add customized gestures to trigger a function … a couple come to mind! Pandering to the non-driving owners is an interesting optional interior first for BMW, a feature called “Executive Lounge.” A feet-up recliner in the right rear seat has a body massage feature and a multi-media experience controlled by a removable touch-screen tablet, which is mounted in a clever docking feature. Got to admit, it was rear seat test drive to savour – and yes, I do love this job! BMW is pioneering a different way to improve body rigidity and reduce weight, explained Dr. Wolfgang Hundt, the Project Manager for Driving Dynamics & Driving Assistance. It uses carbon-fibre (reinforced plastic) in key (core) locations of the structure of the new 7 Series. An indicator of how strongly committed BMW is to the use of this ultra-light yet super-strong material is the expansion work (to triple production output) already in progress at its relatively new Moses Lake (Washington State) carbon-fibre manufacturing plant. I was most impressed by the balance and poise of the 750i xDrive (with an M-Sport package) on the Monticello Motor Club, in up-state New York. In Sport mode the new 7 is so wonderfully light on its feet that you can very easily forget you’re behind the wheel of a big sedan. This mode drops the standard air suspension an additional 10mm and it seems to firm-up and tighten everything. The difference between Sport and Comfort modes was quite dramatic and there’s a new one “Adaptive.” It matches the vehicle set-up to the driver’s current driving style and a profile of the route ahead, by talking to the navigation system. A redesigned optional Integral Active Steering system can now be offered in conjunction with the xDrive all-wheel drive system. It can turn the rear wheels in the same or an opposing direction as the front wheels to increase manoeuvrability in urban traffic and agility at highway speeds. The extremely rigid body structure is a ground-breaking marriage of steel, aluminum and carbon-fibre (core) members. The end result is a 7 Series with a much lower centre of gravity and close to perfect front/rear weight distribution. The 750i xDrive and 750Li xDrive editions

Pricing, which should be lower, for the 740 editions will be announced next year. A redesigned 4.4 litre V 8 engine with TwinPower Turbo technology can produce 445 hp and rocket a 750i to 100 km/h in 4.5 seconds (according to BMW). It’s teamed with an eight-speed automatic and a new version of BMW’s intelligent all-wheel-drive system in the 750i xDrive. BMW’s 3.0-litre inline 6-cylinder engine, which now also features TwinPower Turbo technology, will power 740i xDrive and 740Li xDrive editions. A plug-in hybrid 740e xDrive will also join the lineup in 2016. Its 2.0-litre gas engine is paired with electric drive unit that’s integrated into the eight-speed Steptronic transmission and it comes with a lithium-ion battery pack.

Smith, Muriel Victoria has lost a special lady with the death of lifelong resident Muriel Smith on September 26, 2015. Muriel Elsie was born at home, on Broughton Street, to Elsie (Dumbleton) and Bert Zala on August 9, 1922. Murielâ€™s family was active in the early Vaudeville circuit and her Dad, Bert, was a popular pianist and orchestra leader in Victoria. It wasnâ€™t long before little Muriel was singing and dancing on stage herself. Muriel fondly remembered dancing for Jenny Butchartâ€™s guests on the lawn in front of the Butchartâ€™s home in 1926. Muriel attended Alice Carrâ€™s Kindergarten and Beacon Hill Elementary School in James Bay and later, Girlâ€™s Central School and Victoria High in Fernwood. Muriel continued to sing and dance in school pageants, with her Dadâ€™s orchestra at the Crystal Gardens and more recently, entertaining her fellow residents at Selkirk Place Complex Care, with her impromptu piano â€˜recitalsâ€™. Muriel was married to her husband, Don Smith, for 62 years; they met in Victoria during the War years and made their home, first in Sidney, BC, where Don was the Customâ€™s Officer, before moving into Oak Bay. Don and Muriel were active members at Uplands Golf Club until Donâ€™s death in 2005. Muriel worked for the Municipality of Oak Bay in the Tax Department. Upon retirement, Muriel discovered â€˜recreational shoppingâ€™ and she enjoyed nothing more than wandering through the shops along Oak Bay Avenue, often accompanied by her daughter, Suzanne (Peter) of Cowichan Bay. Muriel was a kind and multi-talented lady who was devoted to her family, loved animals and her garden. Her beauty, warmth and creativity will be missed. The family would like to thank the Staff on 4th Floor Dayton Unit at Selkirk Place for their patience with Mom while she was a resident and especially for the compassion that was shown to us in Momâ€™s final days. The suggestion of a third tier of the B.C. Property Transfer Tax to target “luxury homes” would impact Oak Bay real estate, says the president of the Victoria Real Estate Board. The current two-tiered tax is applied when a property changes hands. Unchanged since implemented 30 years ago, the tax charges one per cent on the first $200,000 of the price and two per cent after that. So, when a $600,000 home sells, $10,000 flows to the government. Overall, the tax currently adds more than $1 billion a year to provincial coffers. The idea of a third tier for the sale of “luxury homes” has been floated as a way to reduce pressure on the lower end of the market, although what would classify as luxury has not been defined. Addressing the recent Union of B.C. Municipalities convention in Vancouver, Finance Minister Mike De Jong suggested proceeds from such a tax could be funneled into incentives to build more rental hous-

ing or help first-time home-buyers, helping combat unaffordably high housing costs. However, what’s defined as “luxury” in one market is average in another, noted VREB’s Guy Crozier. For example, at a $1 million threshold, some communities would have few properties that would be affected, while in parts of the Lower Mainland and Greater Victoria, including Oak Bay, that could be a standard single-family home. “I don’t think this would get a lot of support here,” Crozier said. “We don’t want to see it go up and would like to see it become more of a fair tax.” While prices in Oak Bay and Greater Victoria as a whole corrected following the 2008-09 economic downturn – which wasn’t experienced in Vancouver the same way – average house prices here are on the upswing again. Sale prices in Oak Bay have increased by about 10 per cent since January, Crozier noted. “Any type of luxury tax put on a home would hit a large portion of sales in Oak Bay, which would be detrimental to the market.” De Jong has been cautious about
