t’s one o’clock on a Tuesday afternoon and nurse Mary is about to hop into a police car for a 12-hour shift on the road. Where her shift will take her is anyone’s guess. Mary is a psychiatric nurse with Car 67, a mental health and addictions program done in partnership between Surrey RCMP and Fraser Health. Through the program, teams of uniformed officers and nurses are called in to provide mobile assessments and crisis intervention when mental health issues present themselves. Last year, they had 1,800 calls for service. Over her 14 years with the program since its inception, Mary says she has seen it all. She once responded to a woman living in a Surrey park who felt that everyone was out to get her. “She wasn’t seeing doctors, she was very ill,” Mary recalled. “Over time we got her some mental health care and her own place. From living in the bush for two years in Surrey to having housing

and treatment, it’s pretty amazing. “I can’t describe to you how tortured these people are sometimes from their illness. When you believe everyone is out to harm you or after you, you don’t feel safe. It’s a horrible life to lead.” Mary has also helped elderly people who don’t realize their inability to care for themselves after dementia sets in. And she’s helped people on the street who have constant contact with police. One such man comes to Mary’s mind. The man was homeless and in and out of jail for a number of years. He would pace outside of peoples’ homes, rant at people at bus stops and would even charge into courtrooms during proceedings. In 2010, he had 76 interactions with police. After help from Car 67 and other RCMP programs, Mary said, he became housed and had just three police contacts in 2014. “He’s happy, he’s off the street, he’s feeling better. This is somebody with a chronic mental illness who’s finally on the right path. It took a lot of time, but it was a team effort. “When you can relieve people from that, and give them that freedom to be able to live, that’s what we all strive to do. It’s hugely satisfying.”

You can’t help everyone.” Mary’s job is to gather information about the patient and their issues. It’s then about landing on the least intrusive intervention, avoiding the hospital if possible. “What I like is that you see people where they are. You see what their life situation is, as opposed to when you work in the hospital, you only see that second- or third-hand. You get a lot deeper a lot faster.” And she said she enjoys helping people from all walks of life. “One in 100 people – and that’s worldwide – will contract schizophrenia. That crosses all barriers. I find some of the most bright educated people acquire mental illness. “Whether a person is living in the park or standing on a bridge or in their home... it doesn’t matter where they are, we can respond. We’re mobile.”

NEVER-ENDING NEED FOR HELP IN SURREY

Cpl. Taylor Quee, who manages the Police Mental Health Intervention Unit, said there’s an “insane” demand for their mental health services in Surrey. Three RCMP officers, three full-time nurses and three casual nurses are assigned to Car 67. The teams head out for 12-hour shifts but Quee would like to see that extended to 24 hours. “There’s definitely that demand.” The PMHIU also includes a Police Mental Health Liaison who works on cases where

there are a high number of police contacts. Earlier this year, the RCMP expanded the unit, adding an Assertive Community Treatment Team Constable who works with Fraser Health. Quee’s job is to oversee the entire program and handle the most complex of cases. “I look at cases that have had unhappy endings in the past… I work on those until we get a positive outcomes. You really have to take a run at it again and again.... They’re having a

lot of 911 calls and they can be dangerous. But there’s not any cases we give up on.” Quee urged people to do their part when they see someone in distress. “They’re often fearful of people who are different,” she said. “Instead of keeping your head down and walking past, just take a look. SURREY — Surrey Mounties have released their latest in a series of public safety meetings tailor-made to the needs of specific neighbourhoods. The RCMP’s Neighborhood Safety Campaign began in January and so far roughly 700 people have attended 10 presentations. “The feedback we received from past participants has shown us that residents are eager to have these open discussions with police and work together to address crime and nuisance issues,” said Supt. Shawn Gill. “Our hope is that more residents will take proactive steps towards being the change they want to see in their neighbourhoods.” The third series of meetings will be held Oct. 13 to 29 at elementary schools throughout the city. Each meeting educates residents about local crime trends, current policing initiatives, property crimes and how to report crime. Here is where the next round of meetings will be held: Boundary Park Neighbourhood, Oct. 13 at Boundary Park Elementary; Whalley/City Centre Neighbourhood, Oct. 14 at David Brankin Elementary; Guildford Neighbourhood, Oct. 15 at Bonaccord Elementary; South Meridian Neighbourhood, Oct. 28 at South Meridian Elementary; Cloverdale Neighbourhood, Oct. 29 at Martha Currie Elementary. All meetings begin at 6:30 p.m.

NEWTON — The latest art project set among The Grove’s tall trees is best described as a house of knowledge. Artist Don Li-Leger likes to call his work “Encyclopedia House” because those books are the essential bricks for this temporary structure. On Monday, Li-Leger and three volunteers were putting the finishing touches on the house, which is built of thousands of used, discarded and otherwise unwanted reference books – most of them donated to, and collected by, the Rotary club in South Surrey. The art installation will stand for the month of October in the forested public space outside Newton rec centre. “After that, it’ll all be recycled,” Li-Leger explained. His formal description of “Encyclopedia House” calls for “an unusual art project” to make use of a plethora of no-longer-used encyclopedia sets, textbooks and other reference books that exist in the age of digital information. Collected books rest in boxes next to a sign that suggests the art project will address topics such as housing and fundamental needs, neighbourhood development, changing sources of knowledge, and recycling.

GUILDFORD — A fiveyear United Way initiative in a vulnerable Surrey neighbourhood looks to better set kids up for success by the time they begin school. Guildford West – from roughly 100th to 117th avenues and from about 142nd to 155th streets – is part of the United Way Avenues of Change project. “There were a few reasons why that neighbourhood was identified,” said Jeff Calbick of United Way, noting poverty was a key consideration. “There really is a sense of chronic vulnerability… Guildford-West had about 43 per cent vulnerability and they’ve been stuck at that level for several years. “The question was, ‘What

can we collectively do to change that projector?’” Last year, United Way reached out to hundreds of residents to hear what they need to better succeed. This year, the plan is to implement strategies. “So we’re looking at better screening for children when they’re young, getting a sense for where they are developmentally, then having teams of professionals work to connect kids who need help,” Calbick explained. “We’ve called that the family check-in strategy and it’s something that’s being used in other jurisdictions in the states.” There’s also a mental health strategy, he continued, which will include access to stigmafree drop-in mental health information. “A lot of families in that area are dealing with stress

We’re convinced this is a great solution for kids and family. and anxiety, some of them with Post-Traumatic Stress Disorder, especially those that have come from war-torn countries,” he noted. As well, a team of volunteer peer ambassadors will reach out and support parents in the neighbourhood, providing short training sessions on health promotion. “So we’ll be training people to reach out to people in that neighbourhood to understand what children need to be healthy and happy – good nutrition, etc.” Finally, the initiative will involve the library to train literacy ambassadors. “You can tell we’re excited about it,” said Calbick. “We’re taking a bit of a risk because

we’re making a long-term commitment. We’re convinced this is a great solution for kids and family. “We’re really looking at this as a prototype model,” he added. “Focusing on one neighbourhood at a time, we thought we could try to figure out what key solutions and interventions could improve that level of vulnerability for children, and then we could extend this to other areas in Surrey and the region.” The initiative involves the City of Surrey as well as many agencies in the area. An event is planned at the Guildford rec centre on Oct. 16 at 9:30 a.m. to launch the strategies.

Surrey’s Poverty Reduction Plan calls for the federal government to develop a national housing strategy; funding to increase the supply of non-market and social housing; introduce tax changes to stimulate development of purposebuilt rental housing; sustain and enhance housing stability strategies such as the Surrey Rent Bank; make improvements to EI and child and family benefits; and invest in a child care program. Better rental assistance programs are desperately needed, according to Villeneuve. While there are rental supplement programs, she said they’re “very limited.” Tax credits for low-income families are an easy way for the government to bring many families and seniors above the poverty line, she continued. Villeneuve and the city have been vocal in calling for the transportation loans those refugees arrive with to be axed, saying it cripples newcomers who are overwhelmed by the debt. From 2010 to 2012, Surrey housed 26 per cent – or 555 – of B.C.’s government-assisted refugees. “They’re the poorest of the poor,” Villeneuve said. “The average transportation loan is $10,000 to $15,000... (Eliminating it) is such a small impact at the federal level and it’s such a huge thing for people in that situation.” David Young, executive director of Sources, says even as someone working in the field, the rates of child poverty shock him. A report from the Surrey Poverty Coalition says there are 20,000 children and youth living in poverty in Surrey – more than anywhere else in the province. “We need leadership nationally on this issue,” said Young. “There’s a whole host of things that collectively we can and should be doing – whether that’s child care, police, enhanced benefits for family, a housing strategy, labour market strategies – we need a coordinated effort to deal with it.” amy.reid@thenownewspaper.com

o, who did show up to Tuesday’s all-candidates meeting at SFU? From the NDP was Jasbir Sandhu (Surrey Centre), Jinny Sims (Surrey-Newton), Gary Begg (Fleetwood-Port Kells) and Rebecca Smith (CloverdaleLangley City). The lone Liberal candidate was Randeep Sarai, running in Surrey Centre. Sarai was asked how he would focus on prevention and stem the tide of entering homelessness. “The Liberals are committed to raising those below the middle class to the middle class, and raising the incomes of those that are already in the middle class so they can enjoy a standard of living. That’s our commitment.” Sarai said his party has committed to investing $125 billion into infrastructure – in transportation, social and environmental – to make up for lack of spending in the past. He said affordable housing is “top on the priority list” for his party. “There will be $20 billion in social infrastructure invested over the next 10 years and that will be front-end loaded.... We will build housing units immediately.” The Liberal platform includes tax incentives for developers and landlords. They also promise to let people dip into RRSPs tax-free for more

than just first-time home purchases. Sims (NDP) said in government, it’s not that money isn’t available, it’s about priorities. “I would first of all push for a national strategy.” Sandhu (NDP) said “we will bring in a national affordable housing act that will ensure and secure adequate and accessible and affordable housing. We will renew co-operative housing operating agreements that are set to expire and invest over $2 billion in co-ops and social housing by 2020.” NDP promises 10,000 new affordable housing units over a decade by offering tax incentives. The NDP promises a national child care program that would see a million spaces and would cap the fee at $15 a day. They have also committed to raising the federal minimum wage to $15. Sims said the country needs real targets for reducing poverty and pledges to fight for one. Sandhu noted, “the program we’re offering, the $2.7 billion, would provide dedicated funding for homelessness.” While the Tories were absent, their website says they plan to focus on increasing home ownership, adding more than 700,000 homeowners by 2020.

Hiding from voters hurts democracy Overtime SoLetItBeDone Tom Zytaruk

So let it be written… Will the meek inherit Ottawa? Or the undeserving? This all depends on how many voters are prepared to send strangers to Parliament come Oct. 19. The electorate, of course, should be afforded some idea as to who the people whose names appear on the ballot sheets really are. And this, of course, requires candidates to make their ideas and principles available for public scrutiny. Ducking all-candidates meetings is not leadership. It’s cowardice. I’m not talking about political candidates unavoidably missing a meeting here or there, because hey, life happens and sometimes you’ve just got to be elsewhere. What I am talking about is when candidates seeking public office shrinkingly acquiesce to dictates from political campaign potentates to keep a low public profile in a cynical effort to avoid controversy and, therefore, accountability. These kinds of candidates generally don’t speak with the media, and don’t participate in public debates like all-candidates’ meetings. It would seem they hope the electorate, whom they allegedly aspire to serve, would rather mark an “X” beside a stranger’s name than that of somebody who has bothered to take a risk and stand out for what they believe and represent. Usually, the scrutiny dodgers are candidates being fielded

No response? Surrey voters deserve better. by the current governing party which, by virtue of that, has a record to defend. On one hand there is rigorous, healthy defence which should be no problem to stage for those who have something worthy of defending. On the other hand, you have sneakiness and sloth… maybe if I bury my head in the sand like an ostrich, my critics will go away and new ones won’t be born. There’s been recent debate as to whether the Conservative campaign engine has instructed its MP candidates to avoid public scrutiny by avoiding reporters and public debates. Writes Ryan Maloney, of Huffington Post Canada, “Conservative candidates are reportedly being urged to skip all-candidates meetings and avoid talking to the media – a strategy the party employed four years ago en route to capturing a majority government.” Others, though, say this is a myth. Kate Heartfield, of the Ottawa Citizen, writes that “reports of Conservative disdain for all-candidates’ meetings are greatly exagerated.” Whatever the case, there certainly does appear to be truth to the alleged Conservative cone of silence. At least one writer has found themselves asking “Dude, where’s my Tory?”

Indeed, local Tory MPs have drawn some unflattering press over the years. The Globe and Mail’s clever headline “Nina Grewal’s degree in political silence” comes to mind. I imagine that one still bites down on the veteran MP for Fleetwood-Port Kells. More recently, Delta Conservative MP KerryLynne Findlay starred in a Delta Optimist story under the headline “Incumbent too busy for forum.” She was the only political candidate, in the riding she represents, who didn’t participate in an all-candidate’s meeting at the Ladner Community Centre. And this week, Surrey NDP MP Jasbir Sandhu took a shot over the bow of his Conservative rival Sucha Thind, in Surrey Centre. Sandhu pressed ‘send’ on an electronic smack-down that took the Tory candidate to task for missing an all-candidates meeting sponsored by the Downtown Surrey Business Improvement Association, failing to answer their questionnaire, and missing a candidates’ forum on U.S. Thermal Coal in June. “If candidates aren’t accessible and willing to share their opinions with the voters that they are hoping to represent,” Sandhu posited, “how can the

residents of Surrey trust them to advocate for the needs of our community in Ottawa?” Thind did attend the Surrey Board of Trade all-candidates meeting last Thursday night, however. So there’s that. In fact, that meeting was wellattended by all parties. But not one Tory attended the only Surrey-wide all-candidates meeting on homelessness Tuesday night in Whalley. They didn’t even respond to the invite. Four NDP candidates and one Liberal candidate were there. Obviously, political candidates are not strictly obliged to attend all-candidates’ meetings. They might indeed believe their time is better spent doorknocking, or working the phones or social media. And that’s all well and fine. Some might think, and with reason, that there’s no new minds and hearts to be won at all-candidates meetings because oftentimes the audience is topheavy with partisans and folk who’ve already made up their minds who they’ll vote for. But – BUT – if a candidate avoids public exposure as part of a strategy, either personal or spawned by their party, to not make waves, avoid criticism and hide weakness, for shame. To those political candidates who would hide, hoping to win by default, you are engaged in an election campaign, not a lottery. If you’re going to get yourself elected, earn it. urrey Mayor Linda Hepner is pleased with findings of a recent audit that the city “did a good job” overall in managing its responsibilities under the Police Act and Municipal Police Unit Agreement. The Office of the Auditor General for Local Government of British Columbia looked at city hall’s performance, referencing the years 2010 to 2014. The auditors didn’t concern themselves with whether the city has enough police officers. Nor was it an audit of the Surrey RCMP detachment’s operations. The auditors noted that policing costs have been rising in the city. Between 2010 and 2013, they found, these costs rose from $96.4 million to $115 million – a 19.3 per cent increase. That said, although Surrey’s policing costs are rising at a faster rate than that of the nation in general, its policing costs are still lower per capita. Comparing police costs per capita in nearby cities also policed by the RCMP, between 2010 and 2013 Surrey had a 12 per cent increase, Langley Township seven per cent, Burnaby three per cent, Coquitlam four per cent and Richmond five per cent. Of note, the audit found that in three of the four years reviewed, the city’s bill for overtime costs in policing ran a total of $4.6 million over budget. The auditors attributed this to “vacancy rate” and the record number of homicides – 25 – in 2013. We wonder, however, how much of that overtime was also the result of policing community events and city events like the regional economic summits. At any rate, once the 100 new police officers promised by the federal government have finally arrived in Surrey, that overtime bill should go down considerably. Right? The Now

We were promised more than lackadaisical approach to crime The Editor, Surrey Mayor Linda Hepner should step down. The crime rate in Surrey has increased since she took her post, even though she promised 100 new police officers on the ground within two years. Hepner has had the city in her grasp for nine months and she has even commented on how alarmed she is at the amount of shootings that are occurring in this city – that was about eight shootings ago. It seems every week this city is subjected to another shooting and yet, according to a recent report, only six new police officers are actually on the ground working the problem since the beginning of the year – a far cry from 100. Hepner made a promise to those who voted her into office to reduce crime. She has had ample time to fulfill this promise and has fallen face down on it, all the while the city is becoming an unsafe bullet ridden nightmare. I think concerned citizens should be calling for her resignation because it is clear crime is not on the top of her political agenda, as she claimed it would be. NEW WESTMINSTER — A Surrey woman who stabbed her mother 24 times with the force of pounding a nail into hard wood and left her to die on her basement suite floor with the knife still stuck in her chest has been found guilty of second-degree murder. Gloria Zerbinos, 30, wore a blank expression as B.C. Supreme Court Justice Frits Verhoeven described the attack, in which the victim was repeatedly stabbed through her heart. “It is clear the attack was extremely violent and at least

somewhat prolonged,” the judge noted. Zerbinos’ “lethal intention,” he said, “could hardly be more emphatically demonstrated.” Earlier this year, Verhoeven rejected Zerbinos’ defence that she should be found not criminally responsible due to a mental disorder in the Nov. 8, 2012 stabbing death of her 43-year-old mother Panagiota “Yota” Zerbinos. The killer faces a mandatory life sentence but will be back in the New Westminster courthouse on Dec. 4 when the Crown and defence lawyers will present their submissions on when she should be eligible to apply for parole. After the verdict was revealed on Tuesday, the victim’s common-law husband, Trevor Forsyth, said, “It is what it is.” His brother Scott, who found Panagiota’s body lying on the floor of her daughter’s tiny basement suite in Fleetwood, told reporters there was “not a doubt in my mind”

worked its way up into the roof. Roughly 30 firefighters fought the three-alarm blaze, in the 10800-block of City Parkway. It started at 5:45 a.m. Deputy Fire Chief Karen Fry said one person was rescued by firefighters but no one was injured. What caused the fire is still unknown.

Fry said the inside of the building is equipped with water sprinklers but the balconies were not. Twenty-four units sustained either smoke or water damage. “Emergency social services have been set up” for the displaced residents, Fry said.

Police search for Surrey sex assault suspect WHALLEY — The Surrey RCMP is looking for a suspect after a woman was sexually assaulted in a wooded area near the intersection of Fraser Highway and 140th Street in Whalley. Police say the attack happened on Sunday (Sept. 27) at about 4:30 p.m. “The suspect was last seen leaving on foot,” Cpl. Scotty Schumann said. “The victim was treated for injuries at a local area hospital.” The suspect is a black man, over six feet tall, about 160 pounds and believed to be in his late 30s. He has short black hair and a wandering or “lazy” right eye. He was wearing a dark blue sweater with thick black lettering, blue jeans and white runners and was carrying a brown paper bag. FORT LANGLEY — Aman Johal has some stories to tell about the popular Grave Tales tours he runs at Fort Langley National Historic Site. “There is always the tale of the boy who inhabits the big house and other areas inside the fort walls – so much to the point that guests have left comments on what a wonderful idea it is that we have a small boy in period clothing to play with visiting toddlers. We don’t.” Johal’s personal favourite is the story of William Henry Emptage and a goldmining expedition gone wrong. “He had to have his hand amputated without the use of chloroform.… (He) now strolls the Fort Langley cemetery in hopes of finding his wife, Louisa. “We happen to tell the amputation story so well that sometimes we manage to make people faint. Hooray!” Johal is among storytellers during the walking tours, which he helped launch as “Ghost Walks” in the mid-2000s, four

years into his job as an interpreter at the former fur-trading fort. “This will be the ninth year of doing these,” said Johal, who grew up in Guildford and now lives in the Sullivan area of Surrey. “I still call it my baby.” The Grave Tales Historic Walking Tours, as they are now known, are a mix of history and Halloween, starting Oct. 15 and continuing until Oct. 30. Costumed interpreters lead visitors along the streets of Fort Langley, through cemeteries and on to the 1850s fort itself. “We’ve sold out the last seven years,” boasted Johal, who today supervises heritage interpreters at the fort. “Half of (the tour) is guaranteed truth and the other half about taking it for what you will, based on eyewitness accounts.” In 2001, a background in theatre helped Johal land a job at the fort, which he’d never visited as a kid (a power outage once scuttled a school field trip). “This can be a scary place because there are things that happen here that people just can’t explain,” he said. “That’s actually how (the tours) started. When I started working here, I noticed some things that,

as the new guy, I just kept to myself. A couple years later, we all eventually fessed up, and more and more (staff) opened up and told their stories.” By 2005, a Halloween-month walking tour was launched based partially on stories told to guides by people who live in the area. “We figured we’d get maybe two or three dozen (stories) about ghostly occurrences but to our shock, we got over a thousand,” recalled Johal. For Grave Tales, he leads a familyfriendly tour that sets off at 6 p.m., and is also the guide for a new adults-only, three-hour session that starts at 9 p.m. Other tours start at 7 and 8 p.m. “The walks don’t have any people hiding in the bushes waiting to jump out, no boobie traps – this isn’t that kind of Halloween event,” Johal noted. “It’s telling stories and we let people take from it what they will. So you will have to do more promotions yourself when renting space from the city, just like all the community theatre groups have to do without city help. The next show up at the Surrey Arts Centre is “Red Rock Diner,” the story of Red Robinson and his rise to rock ‘n’ roll fame in Vancouver. Fun show. This is an Arts Club production. This is professional theatre and everyone gets paid for the job they do. Fantastic. “Red Rock Diner” is at Surrey Arts Centre’s main stage from Oct. 14 to 24, with a special performance on opening night. Arrive early for appetizers and perhaps schmooze with Red himself. Vagabond Players, who call the Bernie Legge theatre in New Westminster home, open their season with “Other Desert Cities.” Set in Palm Springs, this powerful

White Rock Players open their 71st season with “Death of a Salesman,” by Arthur Miller. This is one of the greats in theatre. Langley Players – they also have their own non-civic-owned theatre space – opens their 46th season with “Dinner With Friends,” opening Oct. 22. There will be six middle-aged ladies (almost) baring their breasts for this production – could be why there are already some sold-out nights. at Sungod for 5:15 a.m. sessions as often as twice a week, with 5:45 a.m. start times also the norm. “I have a lot of respect for the kids, waking up early three or four times a week, being so dedicated,” Maréchal-McCoy said. “It’s really amazing. And the parents, too. They have to be supportive. At this level,

when you see what they want to do and achieve, it’s important to be so committed.” The club’s Developmental Age Group (DAG) and CompDev swimmers – aged 10 to 14 – were in the pool when the Now stopped by Sungod. Their season began Sept. 14. This year, Maréchal-McCoy will oversee the DAGs and also the Mini Dragons 3 group, which targets 10-and-under swimmers who show potential for higher-level competitions. For local swim clubs, the competitive season begins Oct. 17 during the two-day PSW Fall Invitational 2015 meet, hosted by Pacific Sea Wolves at Surrey Sport and Leisure Centre. Delta Sungod Swim Club offers competitive, recreational and learnto-swim programs for kids aged 18 and under. When car manufacturers roll out futuristic designs at big shows, most observers dismiss them as fanciful art projects that will never see the light of a dealership showroom. Nissan has defied the notion that concepts are merely eye candy in recent years by bringing to life those flashy show vehicles. First, there was the Resonance Concept, a wild mid-size crossover concept that evolved into the 2015 Murano. Then the Sport Sedan Concept strongly influenced the radical new 2016 Nissan Maxima. And, the new design language is making its way into still more cars, the latest being its best-selling Altima.
