he Yukon’s deputy minister of education says the territory will need assurances that data is being kept safe before it sends any more information about Yukon students to the B.C. government.

Judy Arnold said she found out Tuesday morning that information about approximately 8,000 Yukon students was included on an unencrypted back-up hard drive that has gone missing in B.C. A total of 3.4 million files were affected, mostly British Columbians, dating as far back as 1986, the province announced yesterday.

B.C. officials have assured the public the data is considered low risk for identity theft because details like social insurance or health numbers were not on the missing drive.

There is no indication of fraud or identity theft as a result of the misplaced drive, they said.

As far as Yukoners’ records are concerned, the drive has names, genders, birthdates, postal codes and personal education numbers for all Yukon Kindergarten to Grade 12 students from 1991 to 2009.

A separate file on the drive contains student exam and course information for the Yukon from 1991 to 2008. That particular file identifies students by number.

The drive also contains 2007/2008 graduation information for 370 Yukon students and a 2007 file with information on 162 Yukon students participating in distance learning, including their school and courses.

Arnold said she has “serious, serious concerns” about the loss.

Yukon uses B.C.’s curriculum and Yukon students write B.C. exams, which is why data is shared with the province, Arnold explained.

The next set of information is scheduled to be sent in November after students finish exams, she said. But before that happens Arnold said she’ll need to hear more from B.C. about how the unencrypted drive was lost, how the situation is being dealt with, and what specific Yukon information was on the drive.

“That’s one of the priorities we’ve got here.”

B.C.’s minister of technology, Amrik Virk, said Tuesday that two investigations have been started, one by B.C.’s chief information officer and the other by the privacy commissioner, to try and figure out what went wrong.

“There’s no doubt that a mistake was made,” he said.

“First in how the hard drive was created and secondly in how it was stored and the bottom line is that this should not have happened.”

Both of the investigations will be made public when they are complete, he said.

The hard drive was created in 2011 as a backup so that the department would have access to information in the event of a natural disaster.

Information like this should have been stored on the department’s secure servers, Virk said.

Instead, this drive is believed to

have been left in a locked room in a department warehouse.

That warehouse was searched in August, but the hard drive was not found.

Arnold said the Yukon’s privacy commissioner will be conducting her own risk assessment to determine what additional safeguards could be put in place.

The Yukon Department of Education is reviewing its information-sharing agreements with B.C. to ensure that these agreements have protection against this kind of potential breach, she said.

On top of that, the department is reviewing how it stores and maintains information so that it never falls into this type of situation, she said.

orth American Tungsten will temporarily shut down operations at its Cantung mine on the Yukon/N.W.T. border at the end of October.

In a letter to the Mackenzie Valley Land and Water Board, the company explained that it hopes operations will resume in the summer of 2016, “if economic and market conditions improve significantly.”

North American Tungsten went into creditor protection in June, after revealing it owed $79.5 million to 237 companies.

In July, it permanently laid off

50 employees and borrowed $3 million to keep the mine operating until the end of October.

John Sandrelli, a lawyer representing the mining company, said the mine was planning to shut down this fall, and the closure is happening as expected.

The mine will go into care and maintenance at the end of November.

North American Tungsten began to look for buyers for its struggling mine in July. Sandrelli said the company is expecting to hear from interested buyers by the end of September.

When the mine will resume operations, he said, “depends in large part upon the outcome of the sale process.”

So far, few details have been

made public about potential buyers or investors, barring one.

At the end of August, three of North American Tungsten’s directors, including its chief executive officer and chief financial officer, announced they were involved with an investment company that may offer to invest in or buy the mine.

CEO Kurt Heikkila, CFO Dennis Lindahl, and director Ron Erickson are all involved with Queenwood Capital Partners, currently one of North American Tungsten’s secured creditors.

Since the announcement, the company’s court-appointed monitor has modified the sale and investment process so that these three directors will not receive copies of any other bids.

The monitor will now oversee the process with no input from the three directors, to try and prevent any conflict of interest.

Aside from the sale process, the mining company still has other financial dealings to sort out.

In July, the company received notice from one of its two tungsten customers, Global Tungsten & Powders Corp. (GTP), that it was going to withhold payments of about $1.6 million for shipments of tungsten concentrate.

GTP said it was reclaiming money owed to it from a loan issued to North American Tungsten in 2013. At the time, North American Tungsten warned that if the payments were not made, it would likely be unable to make

payroll and might not be able to continue operations.

Since then, GTP has been ordered in court to pay the mining company for the shipments.

It has done so, but it continues to fight the issue in court. Its next appeal date is set for Wednesday.

In the most recent monitor’s report, it appears that North American Tungsten made $2 million less than expected on tungsten sales between early June and early September. That’s because the mine produced less volume than expected, and because some of the product “did not meet contract specification requirements for the existing customers.”

Born and raised in Whitehorse, Nielsen worked on Vancouver Island for 20 years before moving back permanently to the Yukon two years ago.

Looking for a way to get involved with the community, he felt like sitting on city council was the best avenue for him to contribute, he said.

“I think it’s time to send a message that the things people talk about on the street are important.”

Candidates for city council can submit their nomination papers until Sept. 24 at noon.

The municipal election is on Oct. 15.

Police investigate fire aboard S.S. Klondike Police have launched an arson investigation after someone lit a fire aboard Whitehorse’s S.S. Klondike.

A passerby called 911 at approximately 3:30 a.m. on Saturday after spotting the fire at the stern of the national historic site.

RCMP officers arrived within minutes and were able to start putting out the flames using fire extinguishers, according to a police press release.

The Whitehorse Fire Department finished the job.

According to police, the fire was put out before causing significant damage to the boat.

Calls to Parks Canada were not returned in time for today’s deadline.

Whitehorse RCMP members along with a police services dog made patrols in the area, but no one has been arrested yet.

The RCMP is asking anyone with any information, or anyone who may have witnessed the incident, to please contact the Whitehorse detachment at 867667-5555.

obert Fendrick, the former director of corporate services for the City of Whitehorse, has announced he’s running for a seat on city council.

The 58-year-old said he has the right amount of experience in community politics and administration to be a councillor.

“I know exactly what I’m doing when I’m at the council table,” he said.

“I’m eager to work in partnership with other council members to bring programs and services to the citizens of Whitehorse.”

Fendrick and Brian Crist, the city’s former director of infrastructure and operations, were fired in March without cause.

At the time, Whitehorse City Manager Christine Smith said she couldn’t provide the reason because it was a “personnel matter.”

If elected, Fendrick said he doesn’t see “any difficulty there whatsoever” when it comes to working alongside Smith.

“All the men and women who work at the city are highcalibre people, it’s a great place to work,” Fendrick said.

“Council works with the city manager. My vision is strictly for the good of the community.

“This is where I can give back as a councillor, and if

people want to take advantage of my experience then I encourage them to elect me.”

Smith echoed Fendrick’s feelings.

“He is a very professional person. I see no problems,” she wrote in an e-mail.

If elected, Fendrick wants city council to do a better job of promoting Yukon Housing’s Municipal Matching Rental Construction Program to prospective developers.

The Yukon government partners with municipalities to offer one-time capital grants up to $500,000 for eligible projects to help increase the amount of rental housing in the territory.

For proponents to be eligible for the grant, they have to be approved for a development incentive program administered by a Yukon municipality.

The City of Whitehorse offers its own incentives for developers building rental units. The development incentive policy offers a maximum of $500,000 in tax incentives over 10 years if a building has at least 10 rental units.

“I can visualize a building with six or eight small suites in it,” Fendrick said.

“It’s not something cities would normally get into, but it’s a special project and I’d like to see the initiative taken.

There’s a real affordable housing issue right now.

set aside $1 million for approved projects in 2015-16 and $2.5 million for projects

in 2016-2017, according to the Yukon Housing website.

Fendrick said he also believes in maintaining the city’s recreation facilities, especially the Canada Games Centre, the Millennium Trail and Mount Sima.

“I’d like to see them get the attention they deserve,” he said.

“I believe the Millennium Trail should be plowed all winter. Right now it’s not accessible to everybody.”

Establishing asset management programs would be one of his priorities, he said, to help determine what needs to be upgraded at those facilities and what it would cost. The Canada Games Centre, for example, could benefit from having the flooring on the main concourse replaced, he added.

“These are all things I know how to help manage and budget for,” he said.

Born in the Northwest Territories and raised in Whitehorse, Fendrick began his career with BC Hydro in 1982.

After several years he founded his own computer company, which employed 20 people.

He returned to Whitehorse in 1998 and was hired to work for the city the following year.

He also holds a master’s degree in public administration.

n October 19, 2015, we will be voting to end poverty in Canada.

Why, among all of issues in this federal election, have we decided to cast our vote with poverty in mind? Because there are 4.8 million reasons to end poverty – the number of people fighting to make ends meet in Canada.

In a country as rich as Canada, it is unimaginable that one in seven people are struggling to keep a roof over their heads, put food on the table and cover basic necessities that are guaranteed as part of Canada’s international human rights obligations.

Here in Yukon, we know that affordable housing, food insecurity and access to early childhood education as well as the income gap between the public and private sectors put many people at risk. We also know that single parent families, women, First Nation people and new Canadians are more likely to face the challenges that come with living in poverty.

Poverty hurts our health care system.

The costs that we put to addressing the symptoms of poverty amount to $7.6 billion a year. That’s 20 per cent of all health care spending. The Public Health Agency of Canada has said that the key to ending the load on the health system is investing early, and that $1 invested in the first few years of a low-income person’s life can save

up to $9 in future costs to health and the criminal justice system. Right now, we are paying a high financial (and human) cost to sustain our already broken system.

Poverty is bad for our economy. The reality for most people is that having a job doesn’t mean you have money to put back into the economy. People living in households with one worker account for 39.1 per cent of Canadians living in poverty.

Jobs that are part-time, precarious or lowpaying are growing. According to Statistics Canada, as of July 2015, the economy lost 17,300 full-time jobs, but added 23,900 part-time ones. Without sufficient revenue from employment, how are people in Canada to put money back into the economy when they barely have enough to pay for rent, childcare or food?

Child poverty rates in Canada are shameful. Over 1.3 million children live in poverty in Canada. That’s one in five children who don’t get a fair start. The Whitehorse Food Bank, on average this summer, served about 1,250 individuals which included about 650 families. That means that about one-third of the current food bank clientele are children.

On September 1, the Yukon Anti-Poverty Coalition joined a Canada-wide campaign to bring people’s attention to poverty. LETTERS White Pass should clean up fallen telegraph wire Re: First Nation says it needs help to remove old telegraph wire (The News, Sept. 16): It was with great sadness that I saw the photos and read the item regarding the moose euthanized after being trapped in a tangle of telegraph wire somewhere along the White Pass Rail right of way in the Carcross area.

Communications by telegraph have been out of use for probably 50 to 75 years, so why is the multiple wire system still out there on the land where it continues to entrap our wildlife?

I personally have seen eight or 10 caribou and moose skeletons with a really unbelievable amount of this heavy wire tangled around the antlers, which caused the animals to have a lingering death by starvation.

erty owner failing to act responsibly by collecting the miles of multi-strand wires laying on the ground and partly suspended. What a terrible and completely avoidable way for these beautiful animals to die and just to rot away.

The reason for not salvaging the wire is likely that there is no profit to be made from cleaning up your mess. We see it with many mine closures, where nothing gets done until there is a disaster or the clean-up is paid for by the taxpayer.

White Pass director Jaime Bricker is quoted in the paper as saying that their crews collect and remove wire when it’s discovered. Well isn’t that a big deal. I bet I could discover miles of the killer wire just by walking from pole to pole along the right of way.

Come on White Pass, use your conscience as a guide.

No excuse for Yukon’s campground shortage

here are some problems that a city just shouldn’t have.

A city like Whitehorse with trees and lakes for thousands of kilometres in every direction, for instance, should not have a problem with campground availability.

But surprisingly we do.

Any of the territorial campgrounds that are located within a reasonable driving distance of Whitehorse – Kusawa, Fox Lake, Pine Lake, Lake Laberge, and Marsh Lake in particular – can fill up fast and early on any given summer weekend. This is particularly true on long weekends and when the weather forecast calls for sun. I have left Whitehorse before 5 p.m. on a Friday and gotten one of the last sites available at Kusawa, then spent the evening watching vehicle after vehicle circle and depart in disappointment.

I am sure there are many

Yukoners of the more “rugged” variety who don’t understand why this would be a problem. Just about anywhere can be a campground, and why would anyone want to stay in a campground to begin with? If you are one of those people, this column is not going to be for you.

There is clearly a demand among Whitehorse urbanites to be able to getaway to serviced campgrounds with firewood, outhouses, firepits, and picnic tables that are less than a tank of gas from the capital. And there are reasons why the government and the First Nations who co-manage their traditional territory would want to encourage camping in defined sites – reduced forest fire risk, less litter and human/bear interaction, etc.

With another summer camping season wrapping up, CBC North recently ran a piece about the growing number of conflicts that are taking place when campers attempt to reserve sites. The general rule in territorial campgrounds is that you are not allowed to save sites. But that doesn’t stop people from trying.

Some campers will try to save a site by simply putting one of those folding chairs at the entrance. This method is the most likely to lead

to conflict as it is pretty obvious to latecomers that the site is not technically occupied.

Setting up a tent and scattering some items around the site will take you much further. If you have a trailer and are willing to invest the time and gas to drive out a few days early and leave it, it is more difficult for anyone to challenge your occupancy of the site. Some campers (or “glampers” if you prefer) monopolize popular spots by leaving their trailer unoccupied for up to two weeks.

The “first come first serve” rule has the benefit of simplicity.

But when even the closest campgrounds are an hour’s drive from Whitehorse it can lead to disappointment. The fact that many of the campgrounds are in entirely different directions means that “backup plans” are unfeasible. The rule also puts those who lack the workplace flexibility to leave early at a distinct disadvantage and gives those of us who are self-employed a real leg up.

I had front row seats to witness one confrontation this past summer.

One group of campers was trying to save a couple of sites for some friends who couldn’t leave work until the end of the day by placing chairs at the entrance to

those sites (their first mistake).

They later found their chairs had somehow ended up in the woods, and were puzzled how this could have happened as there was little wind that day.

It turns out that another camper – a self-described “rule follower” with no particular interest in the sites but a desire to see that “Yukon fairness” (her words) was observed – had paid her children $5 to throw the chairs into the woods. An angry confrontation ensued, and the “rule follower” called in the parks officers, while the other campers physically stood guard over their saved sites. The parks officer arrived and settled the dispute – in favour of the campers trying to save the sites – with a look that said “is this really my life?” written on his face.

Again, this is not a problem we should have, and one that would appear to have a very simple solution – build more sites.

Despite significant growth in the territorial population we haven’t seen any new sites in many years.

Campgrounds are hardly the most expensive item in the territorial budget and some of the costs are recovered through annual passes and nightly fees. Campsites are relatively cheap to develop, and, when additional sites are placed at

existing grounds, impose modest marginal maintenance costs.

The territorial government has taken some action to relieve the pressure. When he was environment minister, Currie Dixon set the process in motion to create two new campgrounds within a reasonable driving distance of Whitehorse at Conrad and Little Atlin Lake – a welcome and badly needed development. The former will open next year but the latter has been delayed indefinitely due to the objections of the First Nation on whose traditional territory the grounds would be situated.

But it is questionable whether these two new grounds will fix the problems encountered in popular spots like Kusawa and Fox Lake.

The creation of some more sites is not a bad idea, and given the pace at which anything takes place here in the Yukon it is probably something they could get working on now.

Yukoners should not have to drive for an hour on a Friday night with a vehicle full of excited, hungry and near-tired kids only to find that an entire campground is full in one the most sparely populated territories on earth.

The message, coming from a group that includes financiers and resource industry representatives, may have fresh impact, but it’s not new.

Doug Eyford, appointed by Harper as his special envoy on West Coast energy issues, reported in 2013 that engagement with aboriginal groups was critical. “It’s never too late to engage and do so in a process of good faith negotiations,� Eyford said in December 2013.

Whether the message got through is another matter.

Documents obtained by The Canadian Press show the Harper government used a two-year, $4.5 million “Outreach Fund� to pay for projects in 2014 that included addressing “knowledge gaps among British Columbia First Nations communities related to energy and energy infrastructure for the purpose of increasing energy literacy.�

The Natural Resources Canada documents make only passing mention of community engagement. “Projects (under the Outreach Fund) are measured against the objectives of: protecting access to markets for Canadian energy and mining sectors; targeting key stakeholders; promoting Canada as an environmentally responsible developer of natural resources; and addressing persistent misinformation ‌. A number of projects relate to First Nations West Coast market access and meet the criteria for the program,â€? said the memorandum to the minister, dated June 4, 2014.

Ciders, sours and suds on tap at Yukon Beer Festival

ixing apricots and Jamaican-imported Scotch Bonnet peppers into a drink at home may sound like a recipe for disaster.

And it probably is.

But the Burnside Brewing Co. from Portland, Oregon has successfully combined the ingredients into a marketable beer called Sweet Heat.

Their unique concoction will be one of 111 beers featured at the second annual Yukon Beer Festival this weekend.

“The spice level varies per batch and the brewers have no idea how it’s going to end up,” said Kaori Torigai, president of the Yukon Beer Festival Society.

“It’s one of those beers that might be super spicy.”

Sweet Heat isn’t a misnomer.

Most Scotch Bonnets have a heat rating of 100,000 to 350,000 Scoville units, whereas most jalapeno peppers have a heat rating between 2,500 and 8,000.

For this year’s event, Torigai wanted to feature a greater vari-

ety of ciders and specialty beers.

Sea Cider, a popular brewer from Vancouver Island, will have some of its products at the festival, she said.

They’ve been available at the Whitehorse liquor store from time to time but not very often.

“It’s a really popular cider, 100 times better than Growers (large Canadian cider company) and stuff like that,” she said.

“Not everyone is super into beer, they can’t drink it for whatever reasons. The beer festival is an opportunity to try things you normally wouldn’t be able to.”

Fruit beers will be available, too, such as Burnside’s blueberry mint saison.

The saison style of beer is a pale ale which is usually highly carbonated, fruity or spicy.

This one is made from local honey, Oregon blueberries and spearmint tea, according to the company’s website.

But the variety doesn’t mean beer enthusiasts won’t be able to find their favourite brews, Torigai said.

“There will be still be some good, solid IPAs, I won’t start tak-

ing them off the plate,” she said.

“It’s a good mix. I really wanted to bring in things that people like to drink but from different brands.”

Torigai has been organizing the event since March. That means connecting with various distributors down south and trying to pick a weekend for the festival when there isn’t much else going on.

October, they realized after last year’s event, isn’t a good time because it’s “chock-a-block full of stuff.”

About half a dozen brewers will be coming up to serve their own beers this weekend, an improvement over the two who made it last year – Driftwood Brewery from Victoria, B.C. and Cannery Brewing from Penticton, B.C. And there would have likely been a lot more companies coming this year if there weren’t festivals going on elsewhere at the same time, she added.

Festival-goers purchase $1 tokens to sample beers, and the tokens are tracked to determine which are the most popular. It’s

a good way for the Yukon Liquor Corporation to evaluate which beers to stock, she said.

“They haven’t quite been able to stock craft beers on a regular basis but when they do, nine times out of 10 they disappear off the shelves in a short period of time,” she said.

Torigai has enjoyed going to the Great Alaska Craft Beer and Homebrew Festival in Haines, Alaska, over the years.

Some of her friends were judges at the competition and it made her want to get involved in the Whitehorse event last year.

“Beer is good, I love it, and trying different beers is a lot more exciting than always having the same ones,” she said.

“Right now I’m really into sours. You might not be into it 100 per cent at the start, but the more you drink them and realize the complexities of flavours, it’s amazing.”

Yukon leads the country in alcohol consumption, according to Statistics Canada. The 2012-2013 sales of beer, wine and spirits amounted to $1,332 for every Yukoner. Torigai believes it’s part of

the reason why the beer festival is so popular.

“The Yukon is full of highlyeducated people who are welltravelled, and they have good taste,” she said.

“They come back here and they want to be able to have those beers. We have the population that’s willing to pay money for good things.”

There are a limited amount of tickets still available for all three sessions at the festival this weekend, taking place at the Kwanlin Dun Cultural Centre.

The Friday and Saturday evening sessions start at 6 p.m. Tickets are $30 and include a tasting glass and five beer tokens.

Volkswagen Canada halts some sales after CEO apologizes for emissions scandal Peter Henderson Canadian Press TORONTO

olkswagen Canada has told dealers to stop selling diesel-powered vehicles involved in an emissions-testing scandal that has drawn the ire of American regulators.

Spokesman Thomas Tetzlaff said in an email that the voluntary move comes as the Canadian division of the automaker is working with its American counterpart and parent company in Germany to resolve the issue.

Volkswagen CEO Martin Winterkorn apologized on Sunday following revelations last week that the company had rigged U.S. emissions tests for about 500,000 diesel cars.

Tetzlaff said nearly all of the company’s Volkswagenbranded diesel cars are included in the stop sale order in Canada, including the Jetta, the Golf and the Beetle.

No mention was made of what is to happen with cars already on the road.

On Friday, the U.S. Environmental Protection Agency said Volkswagen used a device programmed to detect when the cars are undergoing official emissions testing. The software device then turns off the emissions controls during normal driving situations, allowing the cars to emit more than the legal limit of pollutants.

Volkswagen marketed the diesel-powered cars as being better for the environment.

The affected models are the diesel versions of the 2009 through 2015 Jetta, the 2010 through 2015 Golf, the 2013 through 2015 Beetle, the 2012 through 2015 Passat, and the 2009 through 2015 Golf Wagon.

Those models account for four-fifths of the Volkswagen brand’s sales in Canada, although the company does not disclose how many of its sales are for diesel-powered cars.

The EPA said VW’s Audi luxury brand had also attempted to circumvent emissions regulations on the Audi A3, but Volkswagen Canada did not say the Audi was a part of the order.

VW has already halted sales of some vehicles in the U.S. and pledged to cooperate with regulators in an investigation that could, in theory, see the company fined up to $18 billion.

However, it did not say whether the company would face any sanctions in this country when asked in an email.

“The department is in discussions with its U.S. EPA counterparts to further examine this issue and assess potential implications for Canada,” department spokesman Mark Johnson said.

Meanwhile, the Merchant Law Group LLP announced it was filing a national class action over the issue.

“VW had marketed its diesel-powered cars as being better for the environment,” the law firm said in a statement. “The EPA indicates the VW cars under investigation seemed to pass emissions tests but in the real world were actually emitting up to 40 times the national

standard for nitrogen oxide, which is linked to asthma and lung illnesses.”

Tony Merchant, the lawyer leading the class action, said Volkswagen owners who have spoken with the firm are “furious.”

“They paid a premium price intending to buy vehicles that were better for the environment and now find out their cars are among the dirtiest of polluters.”

In his apology, Winterkorn said the company had “broken the trust of our customers and the public.”

Industry analysts said the VW CEO faces difficult questions in the coming days, particularly when the company’s board is scheduled to meet Friday.

“At the moment, I’d be surprised if Winterkorn can ride this out, but in Germany

there’s often a slightly slower process in these matters,” said Christian Stadler, a professor of strategic management at Warwick Business School who researches the car industry. Stadler said that if VW were a U.S. company, then the CEO would have gone more or less immediately.

Guido Reinking, a German auto expert, said that for a company to engage in such

blatant trickery the company’s top executives would have to be informed.

Winterkorn, an engineer by training, led research and development across the VW group from 2007. He became chairman of the management board the same year.

“It’s almost impossible to imagine that he didn’t know about this special way of programming the engine,” Reinking told German television station n-tv.

The EPA has ordered VW to fix cars sold in the U.S. at its own expense but said car owners do not need to take any immediate action. The EPA insisted that the violations do not pose any safety hazard and said the cars remain legal to drive and sell while Volkswagen comes up with a plan to recall and repair them.

However, it said the cars pose a threat to public health.

The EPA also indicated the scale of the fines that could be imposed on VW. It said the carmaker could be hit with up to $37,500 per vehicle for the violations – a total of more than $18 billion.

The California Air Resources Board is also investigating.

Schmidt used to be a teacher in Germany. When she moved to the Yukon, she took on work as a math tutor at Porter Creek Secondary, but had a hard time finding a full teaching position.

Eventually, she suggested the school might want a German language class – something only she could offer.

In its first year, the class attracted 30 students. Soon after, Schmidt was offering three levels of German, which students could take beginning in Grade 9.

In 2000, she organized the first trip to Germany, so that her students could have a chance to see the place they were learning about.

Schmidt said her students know enough German by the time they graduate to communicate a bit with the many German tourists that visit the territory.

“In the service industry, it’s a definite asset if you at least can say a few words in German. It

makes them feel more at ease or more welcome. It’s just a little more friendly.”

But Schmidt ran the classes largely by herself, and said she didn’t always get a lot of support from the school. Class sizes have dropped over the years – the upper two levels are now combined into one class.

After she retired in 2014, her daughter took up the torch for one semester. But she said the Department of Education has refused to create a full-time position for a German teacher.

That leaves the future of the classes on shaky ground.

“Not to teach German at a school here I think is ridiculous,” she said. “You should actually promote it and extend it. Germans are the ones who are travelling, who are attracted by the wilderness.”

And at the moment, the German courses may be the only thing keeping some students in a second-language class.

Grade 11 student Mia Greenough, 16, said she found

French really difficult to learn.

Friends told her she should try German instead.

“So I took it when I was in Grade 9,” she said. “And in Grade 10, I took it again because I liked it so much.”

She said she was able to use a bit of her German during this year’s exchange trip, and hopes to go back again.

For now, Porter Creek Secondary School plans to maintain the program. Schmidt said the school wants the Spanish instructor to teach the German classes, since she also speaks some German. Schmidt called this a “Band-Aid solution,” since the teacher isn’t fluent, but said it’s better than nothing.

She also hopes to keep organizing the German trip, even during her retirement.

“I’m teaching the culture as well, at the same time. Kids here, they have never seen cathedrals. It’s good for the kids to see.”

Woman in a suit is not violating dress code

MANNERS DEAR MISS MANNERS: Our whole family is traveling to an out-of-town wedding. The invitation requests “Cocktail attire, ties required for men and dresses for women.”

My teenage granddaughter doesn’t like to wear dresses, and though she has worn them in the past, said she doesn’t wear dresses anymore and will wear a suit.

I would understand if she was transgender, bi or a lesbian, but I don’t feel it is something I can ask about if she is not ready.

However, if she is not any of these, then I don’t think this is a good time to rebel against the dress code when the attention should be on the bride and groom. I should mention that we have friends and relatives who are gay and bi. So is a suit a reasonable alternative for a middle school girl?

GENTLE READER: George Sand may have raised eyebrows when she wore men’s clothing in mid-19th-century Paris, but it is Miss Manners’ observation that any correlation between sexual

orientation and suits for ladies is – if it ever existed – long gone.

She allows that your granddaughter may wear a dressy suit without violating the spirit of the dress code – or attracting unwanted speculation as to its purpose.

Fearing undue attention at a wedding is a fruitless pursuit.

There will undoubtedly be other guests attracting it away from the bridal couple in the form of unusual dress, alcohol overindulgence or general adorableness, factors that seem to be ubiquitous at any social gathering.

If your mother is going to split hairs, as it were, and attempt to bring ownership into this equation, she might have taken note that the coupons were a result of a centipede that descended upon your son’s plate, not hers. Possession is, after all, nine-tenths of the law.

DEAR MISS MANNERS: How quickly should one respond to personal email?

I seem to remember a snailmail rule that one was supposed to have a reply ready for the next post. Does a similar guideline exist in netiquette?

I’m asking because I have a list of several dozen far-flung friends to whom I send a group email every week or so. I do this not only to let them know what my wife and I are up to, but also to stimulate some sort of reply so I can keep up with them.

Alas, relatively few respond.

In fact, the biggest response

came when I was sick recently and could barely lift my head, let alone dash off a witty communique. The brief absence of email prompted several folks to write in, saying they missed my missives.

I suppose it’s nice to be missed, but I’d rather receive the email responses. I should hasten to point out that I respond swiftly to personal and work-related emails.

GENTLE READER: There was a moment when Miss Manners wondered if all those people who never look up from their devices were merely trying to be polite by responding instantly to their correspondents. But the requirement to respond instantaneously to every instant message would unfortunately remove the polite from the gene pool.

As you have discovered, etiquette rules based on technological limitations (such as how long it takes the mail carrier to cross the road) have as short a shelf life as modern electronics. Miss Manners requires only that business and personal correspondence (from which definition she excludes group emails – no matter how witty or well-intentioned) be answered reasonably promptly.

T

he Mosquito Harescramble 2 was an adventure. It seemed no rider dismounted from his or her bike without tales to share after the race on Sunday.

There were stories of lost leads, small accidents and many of riders helping follow racers in times of need. It’s “gentlemen racing,” after all.

In one tale, three riders worked together to transfer gasoline from one bike’s tank into the tank of another that had run dry on the trail.

“It’s part of the racing, part of the adventure,” said Mike Beaman, president of the Yukon Cross Country Motorcycle Association (YCCMA). “If you stop and help a guy out, they get to continue racing, have a fun time … Anything can happen. Someone can have their bike hanging upside-down in a tree.”

Sometimes it’s possible to tell someone has a story before you even speak to them.

Tim Schirmer stood near the finish line, chatting with other riders, one foot in its bulky protective boot, the other bare on the grass and dirt. He took off one of his boots after the race when his ankle started to swell.

“I got my foot stuck between a tree and a rock,” said Schirmer.

“I was going in about fourth gear and I came to a complete stop, so it just kind of ripped me off my bike. I think I kind of dislocated it and it popped back in place.

Nothing too bad.”

The mishap didn’t mess up his race much. The 17-year-old took first in the challenging expert AA event. It was the second event in a row the YCCMA offered a AA course – the most difficult courses the organization has ever offered. Logs, mud, steep hills – even navigating was a challenge.

Expert riders did one lap of the 15-kilometre AA course and then as many as they could of the 10-kilometre A course in two hours.

“You definitely have to have technical proficiency on the bike so you don’t wear yourself out,” said Beaman. “You have to ride for two hours – it’s an endurance event – so you have to be physically fit to do that.”

Schirmer, a member of the family who hosts the races on their 160-acre ranch off the South Klondike Highway, took first in the previous YCCMA event on the expert course.

Home turf doesn’t provide as much of an advantage as some might think, he said.

“I haven’t rode it since the last race and there are new sections to it,” said Schirmer.

“It was a fun race. We had eight guys doing the AA loop, which was fantastic,” he added.

Second place’s Scott and Schirmer traded the lead spot a few times in the race. Scott, who is in Yukon on a family vacation, was racing in his first YCCMA event – and his first race in a decade.

“We wanted to see Whitehorse and thought we’d hit the race while we’re up here,” said Scott. “I used to race in the lower mainland, in the Vancouver area. I haven’t really been racing or riding much in the last 10 years.

“I brought a bike with me – a (Yamaha) YZ450 – and actually traded it at Yukon Yamaha for a new 2015 250FX. “The event was great, the

trails were great, it was good fun.

The bike worked awesome.”

The YCCMA has always prided itself on providing family-friendly events. More than half of the 32 riders who took part on Sunday were under 15 years old.

One race was a family event in itself. The novice race featured mother on one bike, father and toddler son on another.

“We had our own family class,” said momma Emma Barr.

“I thought it was really special. It was sunny today, so lovely – all the leaves on the trail. I was just chillin’, racing with my family on the trails.

“I tried to stick close to make it extra fun for Aiden. He’s only three and a half, but he spotted who I was and what colour I was wearing.

“I was able to pass them on certain things and then they’d pass me on certain things.”

Barr squeaked out a win over husband Mike Murphy and son Aiden. Little Aiden was propped up on the fuel tank with little foot-pegs made from a broom handle.

“I was thinking about it today while we were riding. There’s no other way we could have done that,” said Barr. “To have this organization and to have it such a family-friendly event, to be OK with what we’re doing. It’s one of those special memories you’re always going to remember.”

Sunday’s event was the YCCMA’s third and final event of the season and its second haresramble – completing as many laps of a course in a set amount of time – of the season. The season opener was a an endurocross – a series of smaller races in which riders earn points that go towards their final standing.

“I think we’re going to keep with this format of doing one endurocross and two harescrambles again next year,” said Beaman. “I think everybody has been pretty happy with it.

“The whole object of the club is that everybody has input and we all put this together and have some fun. Especially the kids.

They have a sport they can look forward to competing in and it’s good physical exercise.”

“It’s kind of rotgut, so we’ve given in to people who couldn’t really handle brandy,” said Michael. “We have a single malt we give out – the Glenlivet. It’s a nice single malt scotch. We treat others to Crown Royal.” Those caught mixing the fine Glenlivet scotch with anything other than water will be issued a fivestroke penalty, warned Michael before the tourney.

I went with the Crown Royal.

As a print journalist, I consider 200 ml of rye whiskey more of a snack: something had after eggs, before bacon, at breakfast.

I finished my little bottle on the front nine and switched to beer on the back.

Like most in the tournament, I went to the middle of the bag, selecting a seven-iron. Walking the course with just one club felt like having a caddie.

If not for chipping and putting, I’d be convinced the 14-club bag was a marketing scheme perpetrated by the equipment industry.

My seven-iron would send my chip shots scurrying across the green like a rock skipping on a pond.

Putting with an iron is no picnic either.

Still, I managed to card a respectable 98 to tie for 20th out of 36 golfers. The average for the tournament was 96 – the lowest in tournament history – with eight birdies, 143 pars and oodles of bogeys on the day.

My 98 was a far cry from the winning score, though. Whitehorse’s Blaine Tessier used his eight-iron to tie the tournament record of 77 for his sixth title in

10 years.

“It’s the most fun. I enjoy this tournament more than any other tournament put on all year,” said Tessier, a multiple-time Yukon champ. “Always knowing what club you have to hit …

You have to take a club that you can keep in play, you can use putting and around the greens, and keep it out of the water on (holes) two and 10.”

There is one final quirk: the Golden Cardigan, the tournament’s answer to the Green Jacket of the Masters. The winner each year gets the privilege of wearing a time-honoured yellow cardigan, the colour hotdog mustard takes after years in the fridge.

It is quite a horrid thing. I’d wear it all the time.

he scuttlebutt in Yukon’s hockey scene says there are talented free agents around.

The Whitehorse Huskies wants them to lace-up for an identification camp this weekend.

The senior men’s AA hockey club is hosting an open training camp this coming weekend. Huskies management hopes to add to the team’s talent-rich nucleus with new skaters.

“We’ve got a core group we’re looking to build around,” said head coach Michael Tuton. “We’re looking for some supporting cast who can skate with the Huskies. There’ll definitely be some spots opened up.

“From what I’m hearing, there are some high-calibre hockey players hanging around town who weren’t with the Huskies last year.

We’d love to have them out. That doesn’t mean guys from last year will be cut right away. It’s basically an identification camp … See what we’ve got to work with.

“Our core guys – I’ve spoken to pretty much all of them – they all want to return.”

William John Blottner (Bill). Born Dec 16, 1952 to September 19, 2015 in his 63rd year. Bill passed peacefully and with his wife and kids at his side at Southlake Regional Health Centre after a very short battle with esophageal cancer. He was taken too young. Bill was a strong, amazing man with a big heart. Although Bill was an only child, he opened his heart and considered many of his in-laws, friends, and extended relatives to be immediate family members. He was a loyal and loving husband, an incredible and dependable father, and friend to many. Bill worked very hard in computer information technology for over 30 years. Bill was also an entrepreneur with a personal business he ran after retirement. He volunteered for Scouts Canada for 15 years as a Beaver Leader, Cub Leader, and at a regional level.

Bill enjoyed camping, fishing, and travelling, as well as neighbourhood parties with good friends.

After retirement, Bill’s lifetime goal and dream of camping across Canada with his wife came true. Bill also entered the world of show dogs with the arrival of their Bearded Collie, Misty. He loved the travel, the specialties, the Bearded Collie Club of Canada, and all the new friends that came with entering this world. A second Beardie, Cara, was added to the family. Bill was devoted to his dogs. Earlier this year, Bill and his wife, Anne bought a new home, which was part of their retirement dream. Bill thoroughly enjoyed the new friends and social life that came with living in Sutton by the Lake.

Bill is survived by his loving and devoted wife, Anne (Turner); his amazing children Amanda and her husband David Chappell, David and his wife Desiree Pinkerton, and Bree. His adorable grandchildren Andrew, Miranda, Rebecca, Ethan, Story, and Cohen will miss him dearly.

Bill is pre-deceased by his parents, William C.H. Blottner, Dec 17, 2003 and Margaret Anne Blottner, June 4, 2009. In lieu of flowers the family would appreciate donations to Southlake Regional Health Centre at 596 Davis Drive, Newmarket, Ontario, L3Y 2P9. We are grateful for their amazing, compassionate care. PUBLIC TENDER YUKON WATER BOARD COURT REPORTER Project Description: Attend Yukon Water Board public hearings and pre-hearing conferences, record proceedings by means of shorthand (pen and/or machine), provide transcripts of the hearing and/or conference in Adobe Acrobat and, upon request, provide a table of contents of the hearing, indicating the order of appearance.
