It was another quiet day on unit 35 of the city hospital.

The man in the wheelchair sat quietly waiting.

I was hurrying, breathing a sigh of relief when I found a parking spot and nearly running across the parking lot and through the front doors. My footsteps down the hallway were hastened by thoughts of the lateness of the hour and by the time I arrived at unit 35, I practically skidded to a stop in front of the man in the wheelchair wrapped in the cobalt blue shawl who was waiting.

I kissed his neck and adjusted the shawl around his frail shoulders doing a quick calculation in my mind as to the number of minutes left before supper was served.

summer blue sky that was interrupted only slightly by a sphere of pure gold. The grass was green and soft beneath our feet.

It was good. Life was good.

I mentally congratulated myself on perfectly executing my plan.

But, my congratulations to self were short lived.

I felt my brother’s gaze upon me, his eyes, like twin chips of blue steel, boring a hole into my very soul.

“I want to buy a lotto ticket,” he said.

His was the voice of authority, no doubt, honed by years of military training.

And even though he didn’t say the words, he didn’t have to. I knew them by heart.

“I am a Korean vet. I served overseas in Germany and in the Belgium

Congo.

And, now I may be old and in a wheelchair and I may have suffered several strokes, but I know what I want.

“I want a lotto ticket.”

I looked at my sister and she looked at me and, silently, we agreed.

“Let’s go by him a lotto ticket.”

And so we forgot about the golden sphere in the summer blue sky and the soft green grass and we wheeled him back inside to white walls and institutional meals served on trays. We went directly to the lotto ticket booth.

We let him pick his ticket and painstakingly pencil in his numbers.

And then we let him throw that ticket in the garbage because those weren’t, in fact, the numbers he

wanted.

And we let him do it all again.

My sister, who is generous to a fault, but somewhat naïve, paid for the tickets.

“That will be $25,” the girl at the gift store said.

My sister never blinked an eye, even though inside I’m sure she was quaking. She, who had never so much as bought a quickpick in her entire life, had just unknowingly bought two lotto tickets.

I smiled. “When did you start gambling?” I chided gently.

“Shut up,” she said, but not unkindly.

I smiled again and together we wheeled our brother back to Unit 35 and his supper.

And all three of us were actually quite happy and pleased with ourselves!

Apple flavoured second-hand smoke brings back memories

With the time allotted, I figured my sister and I could take our brother out of unit 35, wheel him into the sunshine and still have enough time for him to be in his accustomed place at the table when his food tray was delivered.

I wanted to take him out of unit 35. It is, after all, a hospital ward, and even though the nurses, the heartbeat and lifeline of all the units, are wonderful, it can be a dark and dreary place with white walls and ominous machines that disturb the silence with mysterious beeping sounds.

And, for just a sweet little moment in time, I wanted to take my brother away from all that. I wanted him to feel the warmth of the sun on his face and I wanted his eyes to be assaulted by the blaze of colours that zigzag with reckless abandon through the trees on days such as this.

I wanted him to hear the sounds of laughter, of children, of car engines.

Mostly, I just wanted him to hear the heartbeat of life that exists outside of hospital walls.

And so, according to plan, my sister and I wheeled him outside.

It was wonderful. We sat under a huge expanse of

My summer spent burning premium fuel, enrolling in careless and repetitive bourbon taste tasting, and travel shenanigans were over; moreover, a new breed of fun will be conceived in the halls of RDC.

There was no possibility of overlapping motorcycle travel habits and academic study. I needed to find a routine to survive a fullschedule load of classes.

Like a fake Rolex watch, the gear work of my day needed to be synchronized for optimum performance.

Within the first week back in class and under the rising pressure of the textbooks, I was already falling into some sort of daily school cycle. It came easier than expected after a summer of gallivanting, although I still haven’t found that good place to nap in the library yet.

The reminder of the summer season has some sensory benefits. Part of my daily school routine is when my boots pass a small

collection of fruit bearing crab apple trees on the RDC campus. I have yet to eat the forbidden fruit from the tree of knowledge; but, the temptation surges when I pass under the tree boughs — the aroma from the apple trees was quite delightful.

During the beginning and the end of my school day, I ensured that my habits would take me past that group of crab apples trees.

In passing under the trees, I used the brief moment spent in the aroma to find a little respite from the day’s stressors. I try to find little moments throughout my waking hours to find balance. Light and shadow coexist, as does good and evil, or stress and happiness. It will be an ongoing struggle to continue to find

some of nature’s gifts once the snow freezes our countryside.

Upon leaving the school one afternoon, my little path beside the apple trees was violently violated with the most noxious of pollutants — some serpent was smoking a cigarette under the apples trees. The second hand smoke cast a foul blanket over the apple aroma I was expecting as I passed by. I felt like an ignorant cancer was thrust into the moment in which I sought to find balance.

My displeasure was quietly dissolved when I remembered that I smoked enough Marlboro reds on my summer motorcycle trip to give seven people emphysema. As soon as I crossed the border back into

Canada (nearing the end of my trip), the strange allure of those cigarettes wasn’t allowed to follow me home — as per my health conscience and desire to live forever.

The second-hand smoke that was cast throughout those apple trees on the RDC campus was embraced when I dropped my hypocritical anger.

Flavoured tobacco was quickly becoming an item of the past — like lead paint, parachute pants, and thalidomide. While under those apple trees, I inhaled a deep breath and enjoyed the apple flavoured tobacco smoke — then I coughed aggressively and was served a harsh reminder that any sort of smoking was bad.

Council discusses future of manor

With a new seniors’ lodge in Rimbey closer to becoming a reality, a decision as to the future of Parkland Manor is rising to the forefront.

At its meeting Monday, council hashed over suggestions by Mayor Rick Pankiw about housing the library, West Country Outreach School and 20 large senior suites in the facility.

“It’s a very unique idea,” he said. “I think it would be very healthy and it would fit perfectly.”

The mayor explained to council that the provincial government wants verification that valid plans are in place to utilize Parkland Manor once the building is no longer in use as a seniors’ lodge.

“It’s just a proposal,” said Pankiw.

Librarian Jean Keetch is receptive to the idea of moving the library.

“I would be more than thrilled to move anywhere where we would have sufficient space,” she said. “The location is not ideal, but Rimbey is not a very large town and the people are mobile.

Patrons will find us and continue to use the library.

I think the ideal spot for libraries is downtown, but other municipalities have libraries that are not in the downtown core and they function well.

Pankiw said he has talked to Alva Holliday, the principal at West Country Outreach School, who has agreed to talk to the superintendent about the proposal.

“I like the idea of moving the Outreach School out of the commercial area,” said Coun. Brian Godlongton.

Residents now at Parkland Manor will move to the new lodge when it is completed.

Pankiw is hoping to have the proposal prepared in time to present it to Sarah Hoffman, Minister of Health at the Alberta Urban Municipalities Association’s convention Thursday in Edmonton.

Political forum to be held at the community centre

On Sept. 29 at 7 p.m. a candidate forum will be held at the Peter Lougheed Community Centre for the four candidates who are running in the upcoming federal election.

Each candidate will be given three minutes to make his opening remarks and two minutes for his concluding statements.

All candidates will be given two minutes to reply to questions from the audience.

Candidates include Jeff Rock for the Liberals, Progressive Conservative MP Blaine Calkins, Doug Hart from the New Democrat Party and Les Kuzyk, representing the Green Party.

Librarian Jean Keetch is sponsoring the forum and she invites the public to attend.

She said this is the ninth political forum she has hosted and she is hoping for a good crowd.

She notes the forums for federal candidates are often not as well attended.

Proposed Rimbey lodge gets examined under microscope

The proposed new lodge to be built in Rimbey was put under the microscope last Wednesday as the public was invited to scrutinize the project and provide feedback.

The first meeting/open house regarding the new facility was held at Parkland Manor at 3 p.m.

Mayor Rick Pankiw, reeve of Ponoka County and chairman of Rimoka Housing Committee and Coun.

Mathew Jaycox and building committee member Mathew Jaycox, were in attendance.

Also on hand to provide information was Dennis Beesley, CAO of Rimoka Foundation and president and CAO of Bethany Group and Tamlyn Beesley, project development manager of Bethany Group.

Mayor Pankiw said the residents of Parkland Manor had been promised such a meeting.

“We promised you this,” he said. “It’s pretty exciting.

We only have a few more steps to go.”

Dennis Beesley said the

process has been lengthy, but such projects take a great deal of planning. He said every effort has been made to ensure the level of care and comfort of those who will live in the lodge has been met.

“We are close,” he said.

“We want you to know this is going to be your new home and you are the most important people.”

Tamlyn Beesley told the residents the studio (standard) net living area of the 72 studio (standard) suites will be approximately 425 square feet. One-bedroom suites will be approximately 625 square feet.

“Each suite will have its own kitchenette,” he said.

“They will have a fridge, a microwave and sink,” he added at a later meeting held at the community centre. Rooms, all of which will be larger than those at the existing lodge, will be equipped with roll showers (wheelchairs can be wheeled in). A tub room will also be installed and a hair salon will be on site.

The facility is to be wood framed with a partial

concrete basement. Primary heating will be forced air with radiant panels used.

At the meeting held at the community centre, Tamlyn Beesley talked about the kitchen.

“It is a Cadillac kitchen, he said. “Food will not be brought in. It will all be prepared there.”

The facility will have two elevators, and a dining room on the main floor.

A common area lounge and balcony will be located

on the second floor.

The level of care provided will be the same as provided at the manor.

“It is a lodge model,” said Dennis Beesley. “Rimbey is (already) blessed with a hospital and a long term care facility. Many communities are envious of that level of care.”

Public responds to plans for proposed new seniors’ lodge

For the most part, the public’s reaction to a planned 80-room seniors’ housing complex in Rimbey has been positive.

The public, however, has not accepted the conceptual plans at face value and at meetings at Parkland Manor and the Peter Lougheed Community Centre, concerns were brought

forward and addressed.

The project, slated to cost approximately $17 million, is designed for expansion and is expected to go to tender in November.

Several mechanisms are in place to keep costs on budget including a professional construction estimator. A project monitor and a hard and soft cost contingency plan will be established.

Marie Williams who lives at Parkland Manor viewed the plans with interest.

“It is very interesting,” she said. “My concern is that there is a lot more demand than there is rooms.”

George Liivam, also a resident of the manor said the wet pond would be a breeding spot for mosquitoes.

However Wayne Rosenthal, also a resident disagreed.

“I have a friend living in a similar facility in Sherwood Park and they have a wet pond.

They have no trouble with it at all.”

Doreen Glanfield, president of Rimbey Drop In Centre said she is a hundred per cent in favor of the facility.

“It sounds wonderful. I’m happy to see it’s going ahead.

We need this in Rimbey.”

New Rimbey seniors’ lodge Questions and answers The following questions were asked at the meetings regarding the new proposed seniors’ lodge at meeting held Wednesday at the Peter Lougheed Community Centre and Parkland Manor. *Are there regulations as to how close the pond can be to homes and what is the water source?

Yes, there are regulations. The water source is ground water. *What will be done with the existing hole at the site?

It will be filled. *Why is the parking lot located in that spot?

The building, itself, is to be built on the higher ground and the parking lot is located in the best topographical location. *Why wasn’t MLA Jason Nixon invited to the meeting?

Nixon was invited, but was delayed *How many exits in the building for fire safety?

There are four stairwell exits from the second floor.

Residents can be moved from one wing to another if there is a fire as there are fire walls. There is also a full sprinkler system and the need to evacuate residents from the building is very rare. *Will there be smoking gazebos?

That will be determined at a later date. There is a possibility that high school students could build such a structure. *What is the situation with municipal reserve?

The municipal reserve was implemented by Rimbey Town Council as a way of transferring the storm pond to the town. The County of Ponoka did not purchase the municipal reserve. *What will it cost someone in the high income bracket and what is the cost for a couple with a minimum income?

They will be charged according to 30 per cent of their income, but it will be capped at approximately $1,450 monthly. The cost per couple per month with a minimum income is $2,200. *Will there be internet access?

Tax break may be possible in Rimbey

Rimbey developers who agree to build spec homes on their property could receive a tax break for up to a year, once an agreement now being implemented is fine-tuned.

At its regular meeting, Monday, council agreed to work with a lawyer to draft an agreement which will allow residential spec built homes to remain at the bare land tax rate for the duration of one year from the time that construction is complete.

The reduced rate will be available for one year and a minimum of two spec homes and a maximum of five must be competed to participate in the program.

Construction must not take longer than one year.

Interim CAO for

the town, Donna Tona said such an agreement, which would align with the municipal government act will help attract additional residential development within the Town of Rimbey.

While council gave the thumbs up to the

agreement, Coun. Paul Payson had some concerns.

“Is there any way it is unfair that a spec home should get a tax break?” he questioned. “I’m not saying no, don’t make this happen,” he added.

HOPPER Jean GRABER Alvin E. Graber of Westerose, Alberta passed away at his home on Friday, September 11, 2015 at the age of 79 years.

Alvin will be lovingly remembered and sadly missed by his beloved wife, Eva; his loving children: Donna (Ken) Graham of Edson; Cam Graber of Edmonton; Valerie (Colin) Carter of Houston, Texas; and Lloyd (Edna) Graber of Red Deer; as well as ten cherished grandchildren, and nine great grandchildren. Mrs. Jean Lillian Hopper passed away at the Rimbey Continuing Care Centre on Monday, June 22, 2015 at the age of 88 years. Jean was born on August 17, 1926 at Bentley, Alberta. She was the daughter of George and Gertrude Beddoes of Bentley.

Jean grew up and attended school in the Lockhart district and later in Bentley and Olds College. In 1950, Jean married Sidney Hopper of the Benjamin district and they began their farming life together. She was an active member of the Benjamin Ladies Club as well as the Rimbey Art Club. Over the years, she painted many landscape pictures for her friends and family as well as selling her paintings province wide. In 2002, Sid and Jean moved to Rimbey where their beautiful yard, home and garden was a great source of pride and enjoyment for Jean. Jean is survived by her two children, son Ron (Linda) and their daughters, Carmen (Brad) Hopper-Minta and Angelee Hopper, all of Rimbey, and daughter Susan (Colin) Blount and their daughters Amber, Bree (James) Bradbury, and Samantha; and two great-grandchildren Rylan and Aubrey Bradbury, all of Calgary. Jean was predeceased by her husband Sidney in 2005. Funeral services were held from the Church of the Nazarene in Rimbey, Alberta on Friday, June 26, 2015 at 2:00 p.m. with the Reverend Sandra Franklin-Law officiating. A private family interment service followed at the Bradshaw Cemetery at Leedale, Alberta.

Council gives first reading to rate increase for franchise fees

Rimbey residents could pay a couple more dollars a month for franchise fees if council approves a proposed rate increase.

At its regular meeting, Monday, council gave first reading to a bylaw allowing for a one per cent increase to the ATCO Gas and Pipelines Natural Gas Distribution Franchise Agreement.

ATCO Gas has been the town’s franchise company since 1960.

After discussing the issue, council did not support the six per cent increase recommended by administration which would have seen individual franchise fees increase from

$119.68 to $144.37.

“That’s a huge increase,” said Mayor Rick Pankiw.

“Times aren’t great right now and many people are on a fixed income.”

“To me, in a perfect world, we would get rid of the franchise fees,” said Coun.

Paul Payson. “If we needed another $50,000 we would raise the mill rate.”

However, Payson agreed the franchise fee is necessary, but stressed he wanted council to be open and honest about it.

“We must not sneak it in through the back door.”

Coun. Mathew Jaycox said the increase is to ATCOs advantage.

“We have given them the right to be the town’s provider.”

Coun. Brian Godlongton said he was agreeable to a two per cent increase.

After the discussion, council voted unanimously in favor of passing first reading for the bylaw for a one per cent increase.

The second and third readings could be given at the next council meeting.

ATCO provides core services to the town including delivery of natural gas, installation of all natural gas and provisions of all necessary regulators and meters.

The gas company also collaborates with the town’s

emergency response plan and provides 24 hours a day service for investigation and safe leak response.

ATCO Gas also provides an annual report measuring the number of sites billed, revenue, rate class, total giga-

joules of consumption and franchise fee revenue.

Town council shells out $10,000 for new MDP

Rimbey town councillors has given the green light to an expenditure of approximately $10,000 which will provide them with an updated professional municipal development plan.

Council agreed to hire the in-house contract development officer, Liz Armitage to prepare the municipal development plan for a fee of $100 per hour. Tagish Engineering Ltd. fee proposal of $1,922.40 to provide the mapping and engineering review of the plan was accepted by council.

The targeted date for completion of the new municipal development plan is January,

2016.

As part of the background work of the new MDP, Armitage will review all existing statutory documents including the existing plan, the draft municipal development plan prepared by West Central Planning Agency, the area structure plans and the land use bylaw.

Once reviewed, she will highlight all discrepancies and provide a list of policy gaps.

After first reading is given to the plan, an open house will be held to give the public a chance to provide input regarding changes and the vision presented in the new plan.

A public hearing will be held prior to the second and

third readings.

In a letter to Donna Tona, interim CAO for Rimbey, Armitage said the new MDP will include development objectives and policies. The scope of these will include residential, commercial, industrial, agriculture, recreation, institutional, transportation and utilities, environment and inter-municipal cooperation development.

Council agreed spending $10,000 on a new municipal development plan was money well spent.

“It’s quite a reasonable fee,” said Tona. “$10,000 is a bargain,” added Coun. Paul Payson.

New town logo close to being endorsed

Rimbey council is in the process of fine-tuning a new logo for the town.

At its regular meeting, Monday council discussed several logo options before making a decision.

The final design shows the word ‘Rimbey’ written in flowing blue letters. Before the word Rimbey, there is a design depicting a highway curving towards the name which is to suggest all roads lead to Rimbey. A green

curve indicates agriculture is strong in the area.

A suggestion by Melvin Durand, who was sitting in the gallery, to change the oil drop above the second letter in the word Rimbey to the color black was given the nod by council.

Council also agreed to have Craig Oliver from amazing ideas (the company who is designing the town’s website) to change the letter ‘b’ so it wouldn’t be mistaken for a ‘6’.

Interim CAO Donna Tona said the logo should convey a message.
