Lardeau’s origin remains undetermined Greg nesteroff West Kootenay Advertiser

One-hundred eleventh in a somewhat alphabetical series on West Kootenay/Boundary place names Lardeau — or Lardo — is one of the most puzzling and complicated place names in West Kootenay, so we’ll devote a few installments to it. The name has been applied to a river, creek, park, mountain pass, range, valley, and two towns between

the north end of Kootenay Lake and northeast arm of Upper Arrow Lake. This week we’ll look at its origin, which is still undetermined despite several theories. The earliest mention, spelled Lardo, is in the Victoria Daily Colonist of March 24, 1885, although the name might be much older than that: “To reach the objective point at Farwell … one may either run up the Columbia river valley, or take the Kootenay lake and Lardo river route …”

The first use of the spelling Lardeau was in the Kootenay Star of Revelstoke, reprinted in the Vancouver Daily World on Oct. 1, 1889: “The Stewart engineering party, having made the trip through the Lardeau Pass …” A seldom-used third spelling, Lardeaux, first appeared in George W. Dawson’s Report on a Portion of the West Kootanie [sic] District, British Columbia in 1889 and in the Vancouver Daily World on July 23, 1889, quoting the Kootenay Star: “Frank J. Goldsmith, David Lowry and John McDonald started on Monday in a row boat for the North Arm and will cross to the Lardeaux, 18 miles, where they will make a camp for placer mining, remaining all winter.” The first observation on the varied spelling was in the Nelson Miner of Dec. 17, 1892: “[T]he Lardo or Lardeau district — what is the correct way to spell the name of this river, we wonder?” The first comment on the

origin appeared in the Kaslo Claim on May 12, 1893: “The word Lardo

in the district it is written Lardo. The derivation of the word is in doubt but it is said to be the name of a French voyageur who visited the country in early days.” When the Geographic Board of Canada asked postmaster Chris McDonald in the early 1900s where the name came from, he replied that it was after John Lardo, a prospector. But despite what Laux wrote, no 19th century examples have yet turned up of lardo being used to generically refer to something fat. R.E. Gosnell wrote in his 1897 British Columbia Yearbook that Lardo was “Properly Alado” provided no further explanation. (Alado means winged in Spanish.) In 1949, A.G. Harvey wrote to the BC Provincial Archives inquiring about the Alado reference. Pedestrian bridge project still alive SHERI REGNIER West Kootenay Advertiser

The deal for a new bridge in Trail hasn’t sunk just yet. The mayors of Rossland, Warfield and Trail pulled together to keep the project from going south after bids came in higher than the city’s $10 million estimate for a combined pipe/pedestrian bridge. “The city initiated discussions with Graham Infrastructure LP, Buckland & Taylor and TRUE Consulting to determine if there could be cost reductions in the project through potential modifications and changes in approach,” said Trail Mayor Mike Martin. “So what is really driving this, is we are up against the tight timeline because of the negotiations going on with the low bid contractor. “This has been a very complex process and there is a lot of background,” Martin explained. “The level of cooperation and trust ex-

hibited by our partners in Rossland and Warfield to work cooperatively and find a solution that is good for the entire area is unprecedented.” The pipe/pedestrian bridge was slated to break ground this month following years of engineering work and negotiations with Trail’s regional sewer partners. All parties agreed they were caught off guard last month when tendering bids came in $4 million to $14 million over the city’s budget. “When that went sideways, it felt like a disaster because it’s a project we thought was all wrapped up and behind us,” said Rossland Mayor Kathy Moore. “There has been sleepless nights, but this is an excellent example of regional collaboration because all three councils approved the motion to move forward.” Time was of the essence because holding off on the project would be gambling with the health of the

Columbia River. “We all know we have to get a new sewer line across the river,” Moore said. “The bridge (Old Trail Bridge) has been condemned for a number of years, and though chances are it’s not going to fall into the river tomorrow, we cannot risk a leak or an environmental disaster. So it was important that we get a solution after working on this for years and the old deal fell apart.”

Trail dog trainer appointed to prestigious board Sarah Fulcher of Barks and Recreation Pet Services is now making decisions from the top while continuing her work at the bottom Valerie Rossi Times Staff

Meet Loki: an anxious dog that’s too stressed to even accept food during training. His owners brought him to see dog trainer Sarah Fulcher, who specializes in behaviour modifications, and with a lot of direction and some time, the young shepherd/ heeler mix was relieved from his fears and managed to relax more around people. Loki is just one of the success stories Fulcher can bookmark. The Trail woman has been training animals all of her life but began a professional path in 2008. The owner of Barks and Recreation Pet Services in Trail was recently appointed to sit on the board of the International Association of Animal Behaviours Consultants (IAABC), a great honour that should prove to open up even more possibilities. “I am proud to be a Certified Dog Behaviour Consultant through the IAABC and thrilled to have been seen fit to help guide and grow the organization,” she told the Times. The organization is dedicated to promoting least intrusive, minimally aversive principles. “The IAABC holds very high standards for its members and, in an industry where there are no standards or regulation, strives to standardize and support the practice of companion animal behaviour consulting, while providing resources for pet owners needing advice,” she adds. This is no small feat for Fulcher. To just be certified through the organization, one must have over 500 hours of experience in animal behaviour consulting (which is different than dog training), 400 hours of related education, written references from clients, colleagues and veterinarians, submitted multiple case studies and pass a rigorous exam. She is one of four in Western Canada to hold this certification. “Being on the board should positively affect the core business here in Trail,” said Fulcher. “(Holding) a prominent position for such a large and important organization will increase my visibility and hopefully will mean more speaking and teaching engagements in my future.” Fulcher has presented at conferences in front of 1,000 people, which ultimately takes her away from her commu-

nity and her work she can do at home. As a result, she has started offering a shadow program, where animal trainers and behaviour consultants come to Trail to learn from her for a week or more at a time. She is also holding distance consulting services for pet owners and other animal professionals via Skype and another program called Acclaim. This is in addition to running a pet store that offers more than pet food and supplies. There is a groomer on hand, doggy daycare, and, of course, training and behaviour modification support for dogs with fear, anxiety and aggression. Owning an animal is a huge commitment, one that’s often rushed into without proper thought of what kind of responsibility this means. Many problems arise, said Fulcher, when owners don’t properly care for their pets and give them the basic needs such as exercise, a healthy choice in food and affection. “I try to look at animal behaviour from a holistic standpoint, meaning that we have to look at the whole picture: health, wellness, lifestyle, environment, relationship with the owner and the specific issues, which are often symptoms of problems in the other areas,” she explained. Fulcher evaluates the animal in these areas, lastly determining if there are certain triggers that set the canine off.. “The cool thing about working through the other layers first is you often deal with the root of the problem (stress, not enough exercise, inconsistent environment, etcetera) and the triggers themselves are either much less intense or they can sometimes cease to be an issue.” It quickly became clear that Loki, for instance, had several issues, including general anxiety and fear of strangers. After putting him on a home manners/structure and foundation obedience program, the dog began to turn around, further excelling when his owners were instructed to feed him through training or games such as foraging for food or puzzle toys. “This was essential in developing a work ethic for Loki, giving him more of a mental outlet, and it changed the relationship dynamics between him and his owners in a hugely positive way,” recalled Fulcher. Loki is now a confident, relaxed dog. He is now eager to meet new people and is much more confident in going into new environments because he trusts his owner will keep him safe.

First Nations dance company Dancers of Damelahamid performed Spirit Transformation and In Abundance at the Capitol Theatre in Nelson last weekend. Hailing from the northwest coast of BC, dancers shared story, song and dance distinct to their Gitxsan ancestry. During the Sunday matinee In Abundance, dancers wore elaborate button blanket regalia distinct to their region and danced with ornate masks featuring frog, orcas, sea lion, bear, mountain goat, eagle, and raven. The intricate masks featured opening and closing eyes for frog during the dragonfly dance and large bird, the flicker, could taste the air with a flick of its long, delicate tongue.

The main theme of In Abundance is based on the salmon cycle to convey the cultural teachings on balance community and sustainability. The salmon carved from cedar symbolize abundance, imparting that we should take only what we need, leaving plenty for all, including the salmon needed to spawn for the next year’s cycle. Executive and artistic director Margaret Brenier, who also one of the predominant dancers, is one of Canada’s foremost practitioners and creators of aboriginal dance. Brenier congratulated her daughter for her courage to perform a solo at the beginning of the performance. The company has performed for audiences across Canada and internationally. This was the Capitol’s first show of this season’s Family Series.

A whole new world of opportunities continued from page A9

with the Nyundo School of Art & Music. With the support of the Rwandan government, the school was established by Canadian musician Mighty Popo. A Rwandan/Burundian refugee who survived the horrors of the 1994 Rwandan genocide, Popo’s family fled to Canada where he eventually established himself as one of the country’s leading world music performers. He won a 2005 Juno Award for World Music Album of the Year as part of a project called “The African Guitar Summit.” The Mighty Popo is bringing a group of students to British Columbia later this month to perform and spread goodwill. Nelson is one of the stops where they will join music faculty and current students on stage. “To have a musician of the calibre of Popo coming to speak with our students and perform at this show is a tremendous opportunity,” says Parenteau. “It’s going to be an amazing night of music in Nelson.” The Nyundo School of Art & Music is located in the Rubavu district of the Western Province of Rwanda. The school encourages confidence in musical expression and supports professional development. Through the leadership of Popo, it enhances capacity for students and builds transferable skills while supporting existing tra-

ditional music and musical instrumentation in all aspects of the Rwandan music industry. The partnership with the Rwandan school is still in its infancy, but Parenteau hopes it will grow into a flourish-

ing exchange in future years. “There are so many possibilities on both sides,” says Parenteau. “In the future we would like to see students and staff travel to Rwanda as guest instructors. This

Castlegar Sculpturewalk is now accepting applicants from sculptors (national and international) to take part in our 2016 event. The application deadline is Oct. 31. Next year’s Opening Gala & installation day will take place on May 14, 2016. Now in its sixth successful year, Sculpturewalk is a yearlong outdoor exhibit of original sculpture by local and international artists. 2015’s program featured 32 pieces on its outdoor walking tour. Nelson moves to Level 4 water restrictions Despite a week of rain, the City of Nelson has moved to Level 4 water restrictions. Mayor Deb Kozak says the public’s adherence to last month’s Level 3 restriction request was strong, and much appreciated. But while recent rain was welcome, it won’t be enough to make a big difference. The city’s water supply is always the lowest in the fall and winter and it is entirely reliant on what falls from the sky to maintain its water supply. The forecast is for 40 percent less precipitation this fall. “We all need to chip in on this,” said mayor Deb Kozak. “We really need local residents and businesses to closely observe the Level 4 restrictions, and looking towards fall and winter, focus on conserving water indoors.”

Under the new restrictions, the following rules apply: • No watering of lawns and boulevards • No vehicle washing except at commercial car washes • No washing of buildings, driveways, exterior windows or parking lots • No filling of pools, garden ponds or hot tubs • Trees, shrubs, vegetables and flowers may be watered with a hand-held container or a hose with a shut-off nozzle, micro-irrigation or drip line, daily, from 4 to 10 a.m. and from 7 to 10 p.m.

Castlegar city council has passed a resolution to join the Community Voters Challenge. “The City of Castlegar looks forward to joining in this worthwhile initiative to increase awareness and ultimately increase voter turnout during the upcoming Federal Election,” said Mayor Lawrence Chernoff in a statement. The Community Voters Challenge is a citizens’ initiative intended to increase voter turnout for the federal election to be held on October 19, 2015. The goal is to foster community spirit and democratic involvement through creative and imaginative ways.

So far Castlegar, Nelson, Fernie, Nakusp, Kaslo, Grand Forks and Regional District of Central Kootenay Areas D, E and F have joined the challenge and organizers expect to add more communities to the list soon. Basically, the organizers will calculate the percentage of voter turnout for each participating community and compare it to the turnout from the 2011 federal election. The community that shows the largest increase wins. The idea is truly a grassroots nonpartisan one conceived by a group of Nelson citizens, and then brought to fruition by city and district councils and community groups. Organizer Mike Chapman said the idea was to instill some enthusiasm and excitement around the electoral process. “When people vote they feel empowered, which then empowers the entire community,” said Chapman.
