A

campaign to raise awareness about poverty was launched across the country this week, including at a rally in downtown Whitehorse on Tuesday.

The Whitehorse Vote to End Poverty event was hosted by the Yukon Anti-Poverty Coalition, in an effort to educate voters about the effects of poverty before the municipal and federal elections on Oct. 15 and 19.

“We want to make poverty an issue for all the candidates both federally and municipally here in the Yukon,” Charlotte Hrenchuk, co-chair of the coalition, told a crowd of about 20 people. “And we want to increase voter turnout, to encourage low-income Yukoners to cast their ballots.”

Hrenchuk said the Whitehorse food bank served about 1,250 people per month this summer, a third of whom were children. She also pointed to high rents and long wait lists for social housing as some of the major issues facing low-income Yukoners.

She cited research from 2008 estimating that poverty adds $7.6 billion per year to healthcare budgets across the country, because people living in poverty are more vulnerable to health problems.

“If some of that money were shifted towards the symptoms and prevention (of poverty), our health-care costs would go down,” Hrenchuk said.

Maura Sullivan, a Whitehorse resident who attended the event, said she doesn’t feel poverty has been adequately addressed so far in the federal election campaign.

“All you hear about is numbers and the economic downturn,” she said. “I’d like to hear more about what they’re going to do about affordable housing, especially in cold places where we live.”

Despite the Vote to End Poverty campaign’s status as a nonpartisan initiative, Tuesday’s event was more heavily attended by politicians than anyone else.

All city councillors were present, including Dave Stockdale and Betty Irwin, who are both seeking re-election.

Liberal candidate Larry Bagnell and NDP candidate Melissa Atkinson also both attended, and were quick to point to their respective parties’ plans for addressing poverty.

Bagnell touted the Liberal Party’s Canada Child Benefit, worth up to $533 a month per child. He also mentioned the party’s pledge to spend $60 billion on infrastructure.

“That’ll put a lot of people back to work, so they can feed their families and pay their mortgages,” he said.

Atkinson referred to the NDP’s plan for $15-a-day child care and a $15 minimum wage for workers in federally regulated sectors.

Conservative MP Ryan Leef did not attend the event.

The Anti-Poverty Coalition is encouraging Yukoners to ask candidates how they would fight poverty, and to participate in a national conversation using the hashtag #VoteToEndPoverty.

In 2012, the United Nations issued a scathing report criticizing Canada’s approach to dealing with inequality and poverty.

It called for the creation of a national anti-poverty strategy – something that still doesn’t exist.

Instead, provinces and territories have developed their own plans – currently, British Columbia is the only Canadian jurisdiction without a plan in development.

The Yukon released a report on poverty in the territory in 2013, which estimated that 16.8 per cent of residents experienced food insecurity, and that over 30 per cent of single-parent families earned less than $30,000 per year. It also pegged the unemployment rate for First Nations people in the Yukon at nearly 22 per cent.

Yukon Zinc’s creditors accept debt payment plan Maura Forrest News Reporter

ukon Zinc’s creditors have approved the mining company’s restructuring plan, which will see many of them paid a fraction of the amount they’re owed.

The results of the vote were announced at a meeting in Vancouver on today.

Under the plan, creditors owed less than $5,000 will be paid back in full, while anyone owed more will either be paid $5,000 or up to 11.5 cents on the dollar.

The Yukon government will receive the full $2.8 million that Yukon Zinc owes in security payments, and the Ross River Dena Council will also be paid back the full $170,000 it’s owed. Yukon Zinc will also pay out the full amount owed to 131 employees who were either working or on temporary layoff when the company filed for creditor protection in March.

The plan is being funded by Jinduicheng Canada Resources Corp., Yukon Zinc’s parent company.

Yukon Zinc plans to keep its Wolverine mine in care and maintenance for the foreseeable future. The mine shut down in January, citing low mineral prices, and is now slowly flooding with water.

At a meeting in Whitehorse on Monday, Yukon Zinc CEO Jing You Lu said he would like to see the mine open again.

“Why not?” he said. “If the markets resume and we can make money, why not?”

Paramijit Sidhu, with P.S. Sidhu Trucking Ltd., said he believes the mine will never operate again, since it has only two or three years of production left.

Sidhu eventually stormed out of the meeting.

“They took 10 years out of my life to help them,” he said.

“And they want me to take 10 cents on the dollar.”

His company claims it’s owed close to $866,000 for trucking services.

Robert Wills, with Above Ground Engineering, said the way Yukon Zinc treated its creditors is “shameful.”

“They’re certainly not prepared to buy any goodwill in the Yukon,” he said. “As creditors, we are at a loss.”

His company is owed less than $5,000, meaning he was automatically assumed to have voted for the plan. Any creditor who will be repaid in full did not get the chance to vote against the plan.

But Wills said he would have voted no, if he’d been allowed.

“If I was owed a million dollars and only offered a hundred thousand, I would wait to see whether... I could make a

better deal with a future purchaser,” he said.

During the meeting, Yukon Zinc’s court-appointed monitor, Mike Vermette, gave out details of a bid by Australian junior mining company MinQuest to buy the mine.

Had the creditors voted against Yukon Zinc’s plan, it’s possible the company would have sold its assets to MinQuest. MinQuest apparently wanted to offer creditors a similar pay-out plan to Yukon Zinc’s.

But Vermette stressed that Yukon Zinc wouldn’t necessarily have sold the mine to MinQuest, even if its plan had been voted down. Instead, it might have developed a new restructuring plan, or JDC Canada might have acquired the mine from Yukon Zinc, which likely would have landed the unsecured creditors with nothing.

Vermette insisted that Yukon Zinc’s plan is the best creditors could have hoped for. He said it’s rare for anyone to come away from a creditor protection process feeling satisfied, because creditors are always taking a hit.

“If there’s anybody who leaves the process happy, you’ve screwed up,” he said.

“Because when the pie is not big enough to pay everybody, it’s just not right for somebody to leave happy.”

Once the proceedings are approved by the B.C. Supreme Court, cheques could be issued to creditors as early as Oct. 2.

Former drug dealer testifies in court Ashley Joannou News Reporter

Whitehorse man is on trial this week as part of the Yukon RCMP’s massive Project Monolith investigation into an alleged drug trafficking ring in the Yukon.

Kuntoniah Graham is facing two cocaine-related charges: trafficking and possession for the purpose of trafficking.

The three-day trial is expected to wrap up today with closing arguments from both sides.

Graham was allegedly present when a former drug dealer turned police agent came by to pick up a kilogram of cocaine from the stove drawer in a Porter Creek house.

Graham’s fingerprints were later found on the plastic bag the drugs were wrapped in.

The informant testified in court on Monday. His name is protected under a publication ban now that the RCMP has given him a new life.

The former dealer told the court he had been selling drugs in Whitehorse for about 12 years.

He agreed to work for the police because he wanted out of the

drug trade but didn’t believe the people he worked for would allow it, he said.

For his services he was paid $1,500 a week during the investigation. On top of that he got $235,000 – half at the end of the investigation and half after he has testified at multiple trials.

Multiple people are facing charges after the Monolith investigation, which police have called “one of the most significant organized crime investigations in the territory to date.”

Graham was not considered a high-ranking member of the organization, the informant said.

Three men from the Lower Mainland were the main players, he alleged. They haven’t gone to trial yet.

Amid tight security in the courtroom, the former dealer told the court about the multiple meetings and psychological tests he had to go through before working with the police. He had been a confidential informant before, but this was the first time he would be required to testify in court, he said.

He says on Aug. 30, 2013, after being instructed by the police, he drove to a home in Porter Creek

and picked up a kilo of cocaine from the bottom drawer of a stove.

He had gotten a text from one of his associates telling him the drugs would be there, he said.

When he got there, Graham was outside the house, he told the court.

The two men went inside, and the informant asked if “the work” was still there, referring to the cocaine.

Graham said yes and pointed to the stove drawer, he said.

The man testified he took a package out of the drawer and brought it back to an RCMP safe house to turn it over to the police.

Graham’s lawyer, David Tarnow, suggested the man on the witness stand was actually making everything up.

He suggested the former dealer was willing to say anything to take advantage of the police and get the “windfall” of cash and a new life coming his way.

The witness admitted to hating Graham, alleging that Graham stabbed his friend, but he insisted he wasn’t making up his testimony.

Graham was never charged

with a stabbing. The police were never called, the witness said.

The man admitted to having a long history of crime in the territory. He had to reveal everything to the police before working with them.

He shot and killed his dog after it destroyed the inside of his rental car.

He told police about being ordered to go to Prince Rupert to bring back a man his boss believed was talking to the police.

The man was brought back to Whitehorse and duct-taped to a chair inside a room covered in plastic to catch any blood. The former dealer admitted that he and another associate beat the man and threatened to cut him up until he admitted to being an informant.

He described that even from jail, he was able to organize the sale of some drugs that he’d left hidden inside the wall of a house.

He once beat someone with a pool ball inside a sock, cracking the man’s skull.

Tarnow spent a lot of time going over the rules for when someone agrees to work with the police like this.

ficial agreement to become a police agent, the informant signed a contract laying out the rules.

Cpl. Lindsay Ellis, a member of the Yukon RCMP’s Federal Investigations Unit and lead investigator for Project Monolith, admitted on the stand that the informant continued to receive shipments of drugs for the group even while police were considering using him as an agent.

That’s not supposed to be allowed.

But Ellis said that not following the group’s orders would have been a “death sentence” for the informant.

The group had been active for a very long time and police were concerned the man’s safety would be at risk and the investigation could be compromised, she said.

The only witness called by the defense was Graham’s twin brother, Kouciah.

He testified that both he and his brother had been to the house multiple times for barbecues.

They would bring their own food, often in plastic bags, he said.

leisure pool, lane swimming, sauna, steam room and swirl pool were all under threat of being reduced.

The aquatic centre submitted a request for the funds as part of the 2015 budget process.

The funds were needed for them to keep up with the latest Canadian pool safety standards, which are set by the Lifesaving Society.

One of those standards was the ratio of people to lifeguards at the pool, set at 40 to 1.

The staffing adjustments put other programming at risk of being cut, which is why the funds were needed.

At Monday’s meeting, Councillor Dave Stockdale asked why the funds were denied in the first place.

Mayor Dan Curtis, participating by phone, explained that it came to council’s attention after the budget process had ended.

The aquatic centre is currently closed until Sept. 7 for annual maintenance.

Dave Stockdale and Betty Irwin announce candidacies for city council Myles Dolphin News Reporter

D

ave Stockdale and Betty Irwin aren’t ready to step away from municipal politics just yet.

Both incumbents announced yesterday they would be seeking another term in office when election day comes around on Oct. 15.

Stockdale, who has served an unprecedented 11 consecutive terms since 1983, said this was the latest he’s announced his candidacy in an election year.

“I had to consider a lot of things such as my health and whether I had the enthusiasm to do it again,” he said.

“I also wondered what the response would be in the community. But a lot of people have encouraged me to run again.”

Among the issues he’s passionate about pursuing is the city’s building consolidation project, in which council plans on spending $55 million over the next three years to build itself two new headquarters for staff.

He said he also wants to see the city’s proposed curbside recycling program through. Announced last November, it was scheduled to begin in late March but has since been pushed back.

“I also want to continue improving our relationship with First Nations,” he said.

“We had the (vulnerable people) forum in April and that was very positive and soon we’ll have a roundtable follow up with the business community. I’ve looked at other cities that have good relationships with First Nations and this is how they achieved that.”

Councillors Betty Irwin and Dave Stockdale will be running in this year’s municipal election on October 15. he’s not ready to give up on the idea of having an outdoor sports complex in Whistle Bend.

“I’m not worried about the government’s promise to build and maintain it,” Stockdale said.

The Yukon government had proposed to build a $7-million facility that would have featured two soccer fields and a rubberized track. It would have been leased to the Yukon Outdoor Sports Complex Association, and the territorial government had promised to cover any shortfalls in operation and maintenance costs.

Despite those assurances, the project was shot down in a 3-3 vote in late April.

Stockdale made headlines for yelling at Mayor Dan Curtis and getting kicked out of council chambers following that vote.

But the outspoken councillor said he’s apologized after his outbursts and has learned to bite his tongue when necessary.

Irwin, seeking a third term in office, received the second most votes in the 2012 municipal election with 2,537.

She said she thought long and hard about whether to come back or not, given that serving on council is time consuming.

“And at times it has been very frustrating and aggravating,” she added.

“But I’ve come to realize that I really enjoyed my terms on council. From talking to people I think this last council was one of the best in recent times and we’ve accomplished so much.”

Irwin said she’s particularly

proud of the respect council members have shown each other throughout the years.

There have been some big differences of opinion, she conceded, but they have always been resolved amicably and without grudges.

She said she’s also proud of the town hall-style meetings council brought back this term. The informal get-togethers were held monthly in different neighbourhoods of Whitehorse to get a better pulse on local issues.

“That is worth so much, to be able to go out and talk to people, not just individually but as a group,” she said.

I

have now met all the political party candidates in the Yukon under the most unlikely of circumstances. On Aug. 27, I was introduced to the final nominee representing the Conservative Party of Canada, Yukon.

First, Ryan Leef, thank you for not pressing charges – I think.

I had the final hours of daylight to escort my cherished flock of protein producers into their coop for the night before I headed out into the crisp air with romantic notions of civil disobedience in my head. I had had a disheartening week and knew that a quixotic adventure would refresh my spirits. I needed the exercise anyway, but knew I wanted to be in bed before 11:30 p.m.

As an endurance athlete, late-night jaunts are not uncommon.

OK, obviously the intent this evening required a bit more stealth on my part. “No way am I going to look at these gaudy signs until October!�

In all honesty, I just wanted to ensure I could see the trees on my way home. So I decided I would cut out Leef’s name from the signs before putting them back – I like to keep things clean.

So I rode up to the highway on my purple bike “Sanchoâ€? to engage in my only and first act, unbeknownst to me, of criminal misconduct, defacing public – er‌ uh‌ Conservative Party – property – namely, campaign signs.

I just finished “altering� my third small sign (Yeah, I was licking my lips over that big one!) and was moving onto my fourth when I heard a rumble in the bushes behind me; blind as a bat in the dark and with adrenalin enhanced veins, I thought first of a baby moose. Wishful thinking. Bear? Oh, I hope it’s a baby moose! Do they

Just then two men came into focus – one balding and dressed all in black, the other in camouflage – and it took a few seconds of toying with words like fascists and big game hunters before the fear truly set in.

I am a 110-pound woman standing on the edge of a dark stretch of the Alaska Highway, as my left arm is being twisted behind my back and my body is being forced to the ground. My final thoughts: “Ouch that hurts,� and the distasteful idea of a potential sexual assault.

Now dear audience, yes I had a knife for my creative venture, but had tucked it away in a side bag. As a gentle spirit, I could not imagine using it as a weapon in any situation, even as obscure and self-defensive as this night could of become.

Of course the two men would not have known this as they screeched: “Citizen’s arrest, citizen’s arrest, you are being placed under citizen’s arrest!�

While I never watch television, after spending a few minutes listening to the ridiculous banter over the phone with the RCMP I was lucky enough to recognize Mr. Leef from his voice. Yes, this was in fact the very Leef who moments ago I was gleefully and perhaps symbolically cutting out of sight.

Mr. Leef, I appreciate the suggestion of channeling my energy into work with a political party. I will vote this October for the first time in

well over a decade. I feel that each party in the territory fails to fulfill the socialist values that I believe should represent the roots and heart of Canadian culture. In some ways I am mourning for my country.

I am glad that we have representation from the RCMP within a governmental body.

My father put in over 35 years before retiring, working side-by-side with the police force and fire department in my hometown of Winnipeg, ensuring a healthy and happy community prevailed for all.

As I knelt, handcuffed in the pouring rain with the local Conservative Party member as my arresting officer – I silently called out to Canadians to vote for a more balanced government this upcoming election. Criminality‌ terrorism‌ private police enforcing‌ surveillance‌ Finally, Mr. Leef, while my left arm is pretty sore this weekend, my pride I can heal. Again, I think we all need to change our lenses for this upcoming election. I, personally, cannot wait to be able to afford mine.

I have aspirations too, Mr. Leef, and I am tired of being the bottom feeder of your party’s policies. Every time I look at Prime Minister Stephen Harper, I want to cry, and I wonder if Canadians are losing their sense of humor – among other things.

Pollyanna politics aside, voting should be pragmatic

A

funny thing about Canada’s electoral system is how a candidate who is the last choice of a majority of voters may still end up winning, thanks to vote splitting. No wonder that, with a federal election now underway, there’s plenty of talk among progressives about voting strategically to unseat Conservatives by backing whoever else, Liberal or New Democrat, is best positioned to win.

Our electoral system forces us to pick only one, but democratic choices are not that simple. I may prefer choice No. 1 to choice No. 2 by an inch, but prefer choice No. 2 over choice No. 3 by a mile. If choice No. 1 has very little chance of actually winning the election, doesn’t it makes a lot of sense to vote for choice No. 2?

The expression “lesser of evils” is often used to justify strategic voting, but it makes it sound worse than it is. Choice No. 2 (or anyone else) is not necessarily “evil.” It just is not our first pick. Sometimes not getting exactly what you want and accepting a “less good” option is just a part of being an adult.

Some feel that strategic voting is cynical, and that the principled approach is to always vote for who you think is best for the country. But that kind of Pollyanna politics focuses too hard on our actions and ignores the consequences of those actions.

There is nothing wrong with being pragmatic and realistic about electoral outcomes.

But strategic voting can be complicated, because figuring out who has the best chance of beating who is not always that straightforward.

Since the merger of the Canadian Alliance and Progressive Conservatives parties, here in Canada discussions of strategic voting commonly involve “Anyone But Conservative” (or ABC) voters.

The Liberal Party has historically tried to convince this group

that a vote for the NDP was essentially a vote for the Conservatives. After all, the argument went at the time, the NDP wasn’t going to win the election, so you might as well vote for someone who can.

One problem with this reasoning is that we don’t have one election to decide who the government is. We have 338 minielections at the riding level to choose 338 members of Parliament. And in each riding there is a different dynamic based on the history and culture of the area, local issues and the profile and name recognition the individual candidates.

So while shifting a vote from NDP to the Liberals might help the Liberals pick up a seat from the Conservatives in Mississauga-Erindale, it could hand one to the Conservatives in SaskatoonRosetown-Biggar.

Proper strategic voting requires a local focus, but since we are generally lacking in meaningful statistical data at the riding level we only have a vague, imprecise idea of the relative positions of the candidates until after the election.

No doubt many “ABC” Yukon-

ers are thinking long and hard about who has the best chance of defeating the Conservatives’ Ryan Leef in October. Leef, as we all remember, beat Larry Bagnell by only a handful of votes back in 2011. After four years of majority Conservative government – that have generally been received poorly by the progressive wing of the country – the “ABC” sentiment is probably stronger than it has been in some time.

Between sagging Conservative fortunes, a lower profile Green Party candidate, and disgruntled Liberal voters willing to return to the fold for an opportunity to hand Stephen Harper his walking papers, Bagnell has a compelling case to make that he is the “ABC” vote.

After all he had far more votes in 2008 (6,715) than Leef won with in 2011 (5,422).

The NDP would counter that the national “orange wave” has to be taken into account. But what is rarely mentioned these days is that while the Liberal national polling numbers are quite dismal in comparison to the glory days of Jean Chretien, they are up far more when compared to 2011 than the NDP numbers.

In 2011 the NDP and the Liberals received 30.6 per cent and 18.9 per cent of the vote respectively.

CBC’s Poll Tracker currently has the parties at 33.5 per cent and 27.3 per cent, increases of 2.9 per cent and 8.4 per cent respectively.

The NDP would probably also note that they appear to be the only party that can beat the Conservatives in total seat count and thus remove them from power, so they need every seat they can get. It’s a high-risk argument that could ultimately make the task more difficult if our territory returns its Conservative MP to Ottawa – a more likely possibility than an NDP upset.

With over a month to go between now and election day, a lot can change. There are also various intangibles like the appeal of individual candidates and other local dynamics, so I am hesitant to make any predictions I’ll live to regret. But despite leading nationally, the NDP has a lot of ground to make up to be the best choice for “ABC” voters in the Yukon.

seasoned truck driver is complaining about poor road conditions along the North Klondike Highway, which he says are the worst heâ&#x20AC;&#x2122;s ever seen.

He said the eight-kilometre stretch of road between the south end of Fox Lake and the campground was particularly bad last Friday. â&#x20AC;&#x153;I know bad roads, and this was worse than anything Iâ&#x20AC;&#x2122;ve seen on the Dempster Highway,â&#x20AC;? said Sherburne, who has been driving the route for 30 years. â&#x20AC;&#x153;I saw the warning signs and I was probably going 60 kilometres

per hour. All of a sudden I had to slow down to about five or 10. â&#x20AC;&#x153;It was really beat toâ&#x20AC;Ś well, I canâ&#x20AC;&#x2122;t get too colourful, but it was really bad.â&#x20AC;?

Sherburne said when he returned to Whitehorse this past weekend, he tried reaching out to the Yukon government through its 511 Yukon website to complain about the road, but he wasnâ&#x20AC;&#x2122;t able to get a hold of anyone. â&#x20AC;&#x153;Just because itâ&#x20AC;&#x2122;s the weekend thereâ&#x20AC;&#x2122;s no one around?â&#x20AC;? he asked.

A spokesperson for the department said the weather was one of its biggest challenges. â&#x20AC;&#x153;The heavy rainfall and wet conditions have created challenges resulting in project delays,â&#x20AC;? said Clint Ireland, director of Yukonâ&#x20AC;&#x2122;s transportation maintenance branch, in an e-mail. â&#x20AC;&#x153;Once the rain has stopped, crews will need about seven to 10 days to complete the project.â&#x20AC;?

Ireland said the department had assigned extra staff and equipment to that section of the highway over the weekend.

Yukoner spearheads effort to build classrooms in West Bengal

iam Campbell discovered Hinduism at Vanier Catholic Secondary School, of all places, during a Grade 11 class on world religions.

The 20-year-old Whitehorse resident says he fell in love with its philosophies and practices right away.

He didn’t want to waste any time before exploring the various facets of the religion, and the country where most of its adherents live, India.

So last year, Campbell spent five months volunteering for a Welsh charity at a school in a small village in the northeastern part of the country, which borders Bangladesh, Nepal and Bhutan.

The conditions at the Gyan Jyoti School in Echhey Busti were cramped, at best. There are

about 90 students spread across eight different classes, but the school only has six classrooms, he said.

“It makes teaching difficult when you have a Grade 1 class and a Grade 4 class but you only have 30 minutes to teach both of them,” Campbell said.

A chalkboard was his only teaching tool, and the school just recently got electricity.

Upon his return to Whitehorse, Campbell decided he had an opportunity to “do some good” for the village.

He founded the Gyan Jyoti School Building Society and is trying to raise $20,000 – approximately $1 million rupees – to hire a local construction company and build two additional classrooms next to the existing school.

“There are huge amounts of unemployment there and the only opportunities are through

education,” he said.

“This is a private school because the public school system is so corrupted.”

The area of the country, known as Gorkhaland, is a proposed state and semi-autonomous region whose mostly Nepali population has been asking for full autonomy for over 100 years.

During the 1980s, protests in favour of statehood took a violent turn and roughly 1,200 people were killed.

Campbell said there is a heightened military presence in the area today, with soldiers stationed in nearby hills, but it hasn’t affected the morale of the students he taught.

“The West Bengal government really takes advantage of them but I’ve never seen anyone so enthused to learn,” he said.

“I’d come to school and they’d be so thankful that they’d give

me handfuls of flowers. I’ve lived such an incredibly privileged life, I figure I can afford to give a bit of time back to people who need it.”

He hired a local engineer to draw up the plans for the classrooms, which will be built in a way that they can be expanded in the future, he said.

Last weekend, a fundraiser concert at the Gr8ful Spud raised just over $1,300 for the cause.

Campbell said he has about $5,000 so far and is aiming to complete his fundraising drive

by December.

At that point, he’ll travel back to India and start administering the project. He also hopes to teach in Nepal in the near future and uses his downtime in Echhey Busti to explore the markets and practise his Nepali conversation skills.

Despite having lived in India during its monsoon season –

Campbell said it rains about 20 hours a day – he enjoyed the experience and is looking forward to going back in a few months.

“You don’t have to shovel rain,” he said with a laugh.

“I also fell in love with the people, the culture, the food.

It’s a simpler existence there and that’s something I’ve always been looking for.”

Campbell said he’s planning on organizing a few more fundraisers between now and December, including a bottle drive, a dinner and silent auction, and potentially a Bollywood evening.

He said he wanted to thank the Gr8ful Spud for hosting the concert, the band, Griswold, as well as Music Yukon for the use of its sound system.

Obama administration renames Mount McKinley as Denali during lead up to historic Alaska trip Josh Lederman & Mark Thiessen Associated Press

WASHINGTON he Obama administration will change the name of North America’s tallest mountain peak from Mount McKinley to Denali, the White House said Sunday, a major symbolic gesture to Alaska Natives on the eve of President Barack Obama’s historic visit to Alaska.

By renaming the peak Denali, an Athabascan word meaning “the high one,” Obama waded into a sensitive and decades-old conflict between residents of Alaska and Ohio. Alaskans have informally called the mountain Denali for years, but the federal government recognizes its name invoking the 25th president, William McKinley, who was born in Ohio and assassinated early in his second term.

“With our own sense of reverence for this place, we are officially renaming the mountain Denali in recognition of the traditions of Alaska Natives and the strong support of the people of Alaska,” said Interior Secretary Sally Jewell.

Ohio politicians reacted angrily, although it wasn’t immediately clear if or how they could stop it. Rep. Bob Gibbs, R-Ohio, said McKinley deserved to be honoured, and invited his colleagues to join him to try to block what he called Obama’s “constitutional overreach.”

“This political stunt is insulting to all Ohioans, and I will be working with the House Committee on Natural Resources to determine what can be done to prevent this action,” Gibbs said.

The announcement came as Obama prepared to open a three-day visit to Alaska aimed at infusing fresh urgency into his call to action on climate change. To the dismay of some Alaska Republicans, the White House has choreographed the trip to showcase melting glaciers and other cherished natural wonders in Alaska that Obama says are threatened by warmer temperatures.

But Obama’s visit is also geared toward displaying solidarity with Alaska Natives, who face immense economic challenges and have warned of insufficient help from the federal government. As his first stop after arriving in Anchorage on Monday, Obama planned to hold a listening session with Alaska Natives.

At 20,320 feet, the mountain stands as the continent’s tallest, and is still growing at a rate of about one millimeter per year, according to the National Park Service. Known for its majestic views, the mountain is dotted with glaciers and covered at the top with snow year-round, with powerful winds that make it difficult for the adventurous few who seek to climb it.

Sen. Lisa Murkowski, who had pushed legislation for years to change the name, said Alaskans were “honoured” to recognize the mountain as Denali – a change in tone for the Alaska Republican, who had spoken out against Obama’s energy policies in anticipation of his visit to her state.

“I’d like to thank the president for working with us to achieve this significant change to show honour, respect, and gratitude to the Athabascan people of Alaska,” Murkowski said in a video message recorded atop the mountain’s Ruth Glacier, with cloudy snow-capped peaks behind her.

But Ohio Sen, Rob Portman and House Speaker John Boehner joined Gibbs in panning the move, although both stopped short of any threat to try to stop it. Said Boehner, R-Ohio: “I’m deeply disappointed in this decision.”

The White House pointed out that McKinley had never visited Alaska.

The state of Alaska has had a standing request to change the name dating back to 1975, when the legislature passed a

resolution and then-Gov. Jay Hammond appealed to the federal government.

But those efforts and legislation in Congress have been stymied by members of Ohio’s congressional delegation.

Even when Mount McKinley National Park was renamed Denali National Park in 1980, the federal government retained Mount McKinley as the name of the actual peak.

The White House cited Jewell’s authority to change the name, and Jewell issued a secretarial order officially changing it to Denali. The Interior Department said the U.S. Board on Geographic Names had been deferring to Congress since 1977, and cited a 1947 law that allows the Interior Department to change names unilaterally when the board fails to act “within a

reasonable time.” The board shares responsibility with the Interior Department for naming such landmarks.

The peak got its officially recognized name in 1896, when a prospector was exploring mountains in central Alaska, the White House said.

Upon hearing the news that McKinley, a Republican, had received his party’s nomination to be president, the prospector named it after him and the name was formally recognized.

Obama won’t personally visit the mountain during his tour of Alaska. He’ll spend much of the trip in Anchorage, south of the peak, where Obama will speak at a climate change summit on Monday.

While in Alaska, Obama also planned to meet with fishermen in Dillingham, hike a glacier in Seward and cross the Arctic Circle to visit the rural town of Kotzebue.

In an attempt to show Obama wasn’t coming to Alaska empty-handed, the White House on Sunday also announced plans to create a “young engagement program” to help rural and Alaska Native youth in the Arctic, along with new funding for local fish commissions and U.S. Fish and Wildlife Service advisers.

Pohl-Weary has always nurtured a gift for making space for other people’s voices. Her first booklength publication was co-written with her grandmother, the popular science-fiction writer Judith Merril.

In Merril’s last years, the two women would sit together once a week, with a cassette tape recording Merril’s stories. After Merril’s death, PohlWeary used boxes of letters and transcripts of the tapes to complete Better to Have Loved: The Life of Judith Merril. It won a 2003 Hugo Award.

Surging ahead, Pohl-Weary published a literary novel, a poetry collection, a young adult novel, and dozens of short pieces in Kiss Machine – an independent zine that she co-created with Paola Poletto. To create the 2004 anthology Girls Who Bite Back: Witches, Mutants, Slayers and Freaks, she commissioned 35 contributors to reimagine female superheroes in as many directions as possible.

After 2006, she reassessed her whole career path. “I had been on a certain path with my writing,” she reflects. “I was always writing for girls, and I began to turn around

and look at the boys in the neighbourhood, and realized that there was a kind of crisis.

“I’d always focused on the girls and how difficult things can be, but looking at boys I began seeing that they quite literally were dying, because they didn’t have those kinds of outlets for processing the sometimes horrific things happening around them. I saw their reactions would come out in certain ways.”

Reading and writing has always been a way of processing things for Pohl-Weary, especially during her teen years. That is why, in the last few years, she has channelled impressive amounts of energy into leading writing workshops for youth who have experienced trauma. “It made sense to me to find those kids who were loners or who, like me, needed reading and writing to be a bit of an escape, and to help them find other people like them,” she says. With support from the Toronto Public Library, the Toronto Street Writers program was born.

Staff at Na-Me-Res, a transition home in Toronto for First Nation men, noticed what Pohl-Weary was doing with the Toronto Street Writers. They asked her to come and give a six-session workshop with

men in their Sagatay Program, then another six, then another six … for about two years.

Pohl-Weary is now taking her passion for community development work to an academic level by working on her PhD at the University of Toronto. Her research? Seeing how community writing workshops can be a form of community development.

“I’m trying to figure out what benefits these writing groups provide to participants, how they give voice to people who have been historically silenced, and whether they truly put the means of production into a community’s hands,” she says. “I’m curious about how writing together and sharing our stories can challenge prejudice and divisive assumptions about one another.

Pohl-Weary spent her time at the Berton House working on another novel, this time set in Parkdale.

Whatever genre she chooses to read from as she wraps up her first Yukon visit, you can expect a rich range of images and emotions at her Yukon Public Library readings, in Dawson City on Sept. 3 and Whitehorse on Sept. 17.

Cellphone surfing needs some explanation for guests

MANNERS DEAR MISS MANNERS: My husband has the (bad) habit of “looking up” information regularly on his cellphone in the middle of conversations. (He looks up information relevant to the conversation topic.)

I’ve just gotten used to it when the two of us are alone, but at times he does it when we are out with others. I have told him I think this is extremely rude, especially because our companions must think he’s checking his email and ignoring them, and I have suggested that at the very least he explain, “You mentioned sweetbread recipes; I’m checking the ingredients.” But he won’t.

How should I behave when he does this? Stern looks have no effect. Should I make light of it and offer our companions an explanation – “Herbert is always looking up interesting facts”? Or do I just bite my tongue and let our companions feel insulted?

GENTLE READER? The former. If your husband won’t offer an excuse as to why he is checking his phone, then you may do so on his behalf. If you do it enough, perhaps he will start to do it himself.

But at the very least, you will feel better and your companions will feel less slighted. You may tell Herbert from Miss Manners, however, what you and your friends already know: that disrupting the flow of conversation in the name of enhancing the conversation may actually be the death of conversation.

DEAR MISS MANNERS: I have a friend who I see about once a month. I told her about an event she might be interested in. When I asked her about it, she said, “Remind me about that a week before.”

I was stunned. I never in a million years would ever ask anyone to remind me to do anything. Is she 2 years old? Does she not own a calendar? Either she’s lazy, rude, self-centered, inconsiderate, or all of the above.

What is your thought on this matter?

GENTLE READER: That your friend is not interested in this event, although she chose an unfortunate way of saying so.

DEAR MISS MANNERS: I want to know who should pay for a baby sitter: the single mother, or the man who is taking her out?

I feel that the man should pay for the sitter since he is the one who asked the mom out. Even

if they have been together for a while, it should be his responsibility. What is the correct thing to do?

GENTLE READER: Is it his baby?

If not, Miss Manners must invoke the rule that hosts are not charged for the expenses of guests who choose to accept their invitations.

DEAR MISS MANNERS: My 15-year-old son wishes to participate in an after-school activity that lets out at 4:30 p.m.

My husband and I cannot always get to the school by 4:30 p.m. because of work.

A friend of his who lives down the road is participating, and I told my son he should see if he can hitch a ride home with his friend and walk home from his house.

He feels this is rude, and I

cannot convince him otherwise – you are the final word. I offered to talk to the parents, but he thinks that, too, is rude.

Is it rude to ask your friend to ride home with him? Or for me to ask the parents this?

GENTLE READER: As long as you promise to avoid words like “hitch,” Miss Manners finds nothing rude in asking for a ride. C

onsidering the amount of competing he has done this year, is would seem Whitehorse’s Pelly Vincent-Braun has spent more time in boats than he has on land this summer.

Vincent-Braun and Yukon teammate Hunter Vincent got one last competition in as the territory slides into an early autumn.

The two Yukon paddlers won multiple medals and topped their divisions at the Alberta Provincial Whitewater Championships over the weekend at Canoe Meadows on the Kananaskis River near Calgary.

“It was fun. There was a bunch of different classes to race in – I raced in a whole bunch of them,” said Vincent-Braun. “I hadn’t been back to Kananaskis in a few years and most of the Alberta people are good friends now because I’ve been paddling with them so often the last few years.

“I’m pretty happy with my races.”

This year Vincent-Braun has competed at the junior worlds, the nationals, as well as the Canada Western Summer Games in flat-water racing.

The 16-year wrapped up his whitewater season winning a variety pack – gold, silver and bronze – in his individual races to take first in the junior category. He snatched gold in the C-1 downriver race, silver in the advanced junior C-1 slalom event and bronze in junior freestyle, paddling a canoe in a kayak division.

“I was really happy with my performance in the freestyle,” said Vincent-Braun. “I was the only C-1 boat and I was competing in the kayak junior class and came third, which I was really happy about.”

Vincent collected even more hardware on his way to winning the overall cadet title.

The 12-year-old picked up gold in the beginner C-1 slalom, gold in the novice cadet C-1 slalom and silver in the C-1 downriver race. Vincent has been paddling for five years but only got into whitewater competitions this summer. The weekend was his first time competing in a C-1.

“I thought it was really fun.

I got to try out lots of different things,” said Vincent. “I got to learn how to do C-1 … I won gold in it and it was definitely my first time … I was really proud of that because that was probably my best run all weekend. I didn’t touch a single thing or miss anything.”

“It’s a new thing and I’m trying to get good at it,” he added.

Vincent and Vincent-Braun, who are second cousins, also teamed up to win gold in the novice junior C-2 and silver in the advanced C-2 over the weekend.

In April Vincent-Braun became the first Yukoner to compete at the ICF Junior and U23 Canoe Slalom World Championships in Brazil, where he placed 37th out of 43 competitors in the C-1 junior men’s category.

He then won seven medals, including four gold, at the Canadian Whitewater Championships in July. Vincent produced three top-10 finishes at the nationals as well.

“I’ve had lots of great experiences and I’m enjoying racing – different competitions, meeting different people,” said VincentBraun. “I’m happy to be progressing in my sport and in many different classes of paddling. At westerns I was doing (flat-water) sprint paddling and I hadn’t done that before.”

Results like these could become more common for Yukon in the future. The Yukon Canoe and Kayak Club just acquired six new whitewater slalom boats with the help of Yukon Lotteries and the club is currently searching for a

“As part of Hunter learning the sport, we basically spent much of the summer, off and on, with the

Alberta slalom team because the Yukon doesn’t have a program yet,” said parent volunteer Lee Vincent.

“The Yukon Canoe and Kayak Club is looking to build a program with coaching and things like that. That’s how they were

successful in getting six new boats from Lotteries (Yukon) this summer, to help us build the program for next summer.

So hopefully they’ll be more kids coming through the sport.”

Yukon dogs impress at Puller championship Tom Patrick News Reporter

T

he First Canadian Dog Puller Championship wasn’t just the first in Canada, it was the first in North America, and it happened Saturday in Whitehorse.

A total of 26 dogs and their handlers helped introduce the relatively new sport, centred around the use of two soft but strong purple rings, to the continent in drizzly cold weather at Ecole Emilie-Tremblay.

“It went well. We had a lot of adversity with the weather,” said organizer Erika Rozsa-Atkinson.

“It was the first one, so everything could be better … But I think it went through very well. When you see the people with smiles on their faces and you see the dogs and their energy, and how they are performing – people were very excited.

“It was dog’s sport. There was no division – if you’re not a border collie or a Belgium malinois, then step aside. That does not exist in the sport.”

Saturday’s event featured a twodirectional retrieve competition in which dogs chase the rings that roll and bounce energetically. In another competition dogs jumped to grab the ring in the trainer’s one hand, let go to grab the ring in the trainer’s other hand, over and over again in a set time, in a “vertical figure-eight.”

The event had two very special guests who also acted as judges.

Serhii Shkot, the inventor of the Dog Puller and Dog Puller Sport, and Varvara Petrenko, president of the International Federation of Dog Puller Sport, came from Kiev, Ukraine, for the event.

“I had the best impression of the championship and the preparation of dogs. It was amazing, they all showed really good results,” said Shkot, through a translator. “Even though the weather wasn’t perfect … everyone did really good.

“The championship was amazing and it was a spectacular show where both dogs and owners were working together as a team,” added Petrenko, through a translator. “There was a really high level of training. It is a big desire of people to be part of it, not only to come get the titles or the prizes.”

The Puller sport was developed in 2012 in the Ukraine. It has since been introduced to Japan, Hungry, Italy, Spain, and it’s “all over” Russia.

“The main goal was to create a sport for all kinds and all breeds of dogs,” said Shkot. “At this point in every dog sport, there are a couple of breeds that are leading. In our sport, any kind of dog, any breed, can take part, from the smallest ones to the biggest ones. And you do not need a lot of preparation or extensive training for that.”

Past champs reclaim 10 Miler titles Tom Patrick News Reporter

W

hitehorse’s Logan Roots and Lindsay Carson sped through 10 miles of pavement and trail to reclaim titles on Sunday.

Roots was the top male and Carson the top female in the Chocolate Claim Pre-Skagway 10 Miler in Whitehorse.

“I went off pretty quick. I knew there were some big hills coming,” said Roots. “Go off fast, get up the first one, see how I feel, recover on the downhills and push it from there.”

Roots, who won the race in 2011, took first with a time of 54 minutes and 48 seconds. Carson, who won in 2013, came in at 1:01:17 as the top female, shaving more than a minute off her previous time.

“I want to crack the one-hour barrier, but given the conditions today – it’s pretty windy and cold – I’m pretty happy with my race,” said Carson.

Roots and Carson will be teammates in a week and a half. The two will be part of a new mixed team set to race in the Klondike Trail of ‘98 International Road Relay.

The team, Eikelboom Physiotherapy, will also include David Eikelboom, who placed second on Sunday at 57:10, and Shane Carlos, who took third at 59:48.

Eikelboom trailed Carlos for most of the run before overtaking his teammate late in the race.

“Shane and Logan went out pretty hot and I realized I was going to die if I tried to keep up with them, but through the hills I was able to close the gap a little bit,” said Eikelboom.

“I just executed a good run. Even through the finish I was focused on pushing really hard – just making myself work out there, not get complacent in the last mile or so.”

“It was good. Chilly. But the race went smoothly,” said Roots. “It was different to have somebody to run the first portion with – it wasn’t Dave, it was Shane this time. That was great. A new conversation.”

Also on the team is Amelia Fraser, who placed second for females in the 10 Miler at 1:13:43, and Jody Eikelboom who came in at 1:19:38 for fifth.

Filling out the rest of the roster for the mixed team in the 175-kilometre relay race from Skagway to Whitehorse are Luke Carlos, Rodney Hulstein, Kathleen Hale and Anett Kralisch.

“My leg for the relay is 19K and today was 16K and I felt quite comfortable,” said Carson. “I felt like I could carry on that same pace for another three kilometers. So it’s an added sense of confidence going into the Skagway race.”

Both Roots and Carson have had a big year in running. Roots has won the five- and 10-kilometre Yukon titles, the Yukon River trail Marathon, and placed third for his age division

and 19th overall at the Canadian Half Marathon Championships in Calgary, this summer. Early this year Carson placed 59th at the IAAF World Cross Country Championships in China and later placed 10th out of 6,759 women runners at the Canadian 10-Kilometre Road Race Championships in May. It is with great sadness that we announce the passing away of Viola Susie Gaye Campbell of Sydney, Nova Scotia on August 30th, 2015, in the Palliative Care Unit, at Cape Breton Regional Hospital.

Viola was born in Wayne, Alberta on July 4th, 1925.

She was predeceased by her parents Jack and Mary Gaye Lefley and son Scott Hunston.

Beloved Mother of Jeffrey Hunston (Cynthia) of Whitehorse, Yukon and Fletcher Hunston (Joanne) of Sydney, Nova Scotia.

She was the loving sister of Ruth Taylor, Tom (Eileen), Bob, Donna Leblanc (Roy), Judy Patterson and Bonnie Stainthorp, Sister in Law Pat Lefley.

She loved and cherished her four grandchildren Whitney, Alister (Kyrie), Kira and Scott, and numerous nieces and nephews. She will also be missed by Sylvia Neschokat, one of her dear and loyal friends.

Viola was predeceased by her brother Arthur, Sisterâ&#x20AC;&#x2122;s Beryl Riva and Doris Poland, brothers-in-law Bill Taylor, Ron Riva and Larry Poland and sister-in-law Adeline Lefley.

Viola received her Registered Nurse degree in 1948 and nursed for 30 years. She also found time, between work and raising three boys, for community work, mainly in Dawson City, where she lived for much of her adult life. She was elected to the Dawson City Municipal Council as an Alderman and as Mayor. She also served as Justice of the Peace, Coroner and Notary Public. She especially enjoyed her time on the national â&#x20AC;&#x153;Canada 125 Boardâ&#x20AC;? and advocated and was successful in getting the Canada 125 trail extended to the Yukon.

Around her work schedule, raising three boys and volunteering in the community she also found time to pursue her passion for sports, excelling at softball, badminton, curling and horseshoes to name just a few.

She enjoyed playing cards and was very competitive. You had to be sharp if you hoped to win a game of cards against her.

Viola is loved by her many friends and family and will be deeply missed. Viola believed in God and accepted Jesus Christ as her Savior and is surely at peace.

Special thanks to the staff at the CBRM Hospital, especially the Palliative Care Unit, for the care and compassion we received.

Funeral service will be held Wednesday, September 2, 2015 at 11:00am, in Sydney Memorial Chapel, with Pastor Ron Coole officiating.

Memorials may be made to the Palliative Care Unit at the Cape Breton Regional Hospital.
