Police stop three impaired drivers Three people who got behind the wheel of their vehicles after drinking were taken off the road last week in Oak Bay. On Aug. 27, a driver speeding along Beach Drive near the Victoria Golf Club was pulled over by Oak Bay Police. The officer initially intended to issue a warning to the driver. However, after smelling liquor in the car, the officer used a roadside screening device to confirm that the driver had been drinking. A 90-day immediate Roadside Prohibition was issued and the vehicle was towed.

On Aug. 28, another impaired driver was taken off the road after being pulled over for rolling through a stop sign on Haultain Street, near Foul Bay Road. The male driver had slurred speech and smelled of alcohol, police said. He received a 90-day Immediate Roadside Prohibition and had his vehicle impounded for 30 days.

The third impaired driving incident occurred Aug. 30 after police received a report of a vehicle swerving and crossing the centre line on Oak Bay Avenue near Hampshire Road. Police caught up to the vehicle and, after a roadside screening device revealed the driver was impaired, officers issued a 90-day Immediate Roadside Prohibition and impounded the vehicle for 30 days.

Tools stolen, B&E thwarted Police were called to a home under construction in south Oak Bay on Aug. 24 after construction tools, including a paint sprayer, were stolen.

And, on Aug. 28, a resident of the 2100 block of Kings Road likely helped prevent a theft at his neighbour’s house. The resident called police at 2:30 a.m. after watching a man attempting to gain entry to a vacant home on the street. The man left the area without entering the house just before police arrived. A canine unit searched for the suspect but no one was apprehended.

Oak Bay is in the process of partnering on a bike registry that will help people recover bikes lost or stolen in Greater Victoria. “It’s going to work well for the region,” Anthony says, advising people to record their bike’s serial number and take a photo of their ride in case it’s stolen.

With a new school year set to begin, Anthony says more bicycles will likely go wayward and eventually be recovered by police. More information on how Oak Bay residents can register their bikes will be announced soon. “The best way to not worry about having to use the registry at all is to make sure you lock up your bike with a good lock,” he says.

The Overwaitea Food Group and Save-On-Foods rolled 100 years of history to the Fort & Foul Bay Save-On-Foods location Friday as it wrapped up its 100-day Travelling Road Show.

The innovative travelling display is designed to share the B.C. company’s 100year history using information graphics, museum displays, in-store events and even a 1915 Model-T Ford.

Store managers from each of the Victoria Save-On-Foods gathered at the Fort & Foul Bay location Friday afternoon to celebrate with shoppers, suppliers and area residents. Guests enjoyed a great day filled with live entertainment, vendor demos, a hot dog sale benefiting BC Children’s Hospital and lots of fun for the entire family.

“It’s great to be a part of a company that has cared about its customers for the past 100 years and this Road Show allows us to really showcase how we’ve continued to adapt to our customers’ changing needs through the decades,” says Darrell Jones, Save-On-Foods President. “We’re thrilled to have been able to welcome the community to come and celebrate this milestone with us and we can’t wait to be around to serve them for the next 100 years and beyond!”

Fond memories of junior rider René Emotional, physical challenges just the start, more expected as Tour gets underway Christine van Reeuwyk Oak Bay News

The cause, always an emotional one, is particularly poignant for Alison Wood and her fellow Tour de Rock riders this year.

Funds from the Cops for Cancer fundraiser help go toward research for pediatric cancers, including research to help children thrive after cancer treatments and to support children and families living with cancer to attend Camp Goodtimes where they can just be kids.

The 2015 Tour team visited the camp July 21, several days after Wood’s junior rider René Soto attended.

Nine-year-old René died in the early hours of July 23 in the arms of his parents.

“As sick as he was, he enjoyed a canoe ride and making some bracelets,” Wood says.

Even while the youngster’s mom held a Kleenex to stem bleeding from his nose, René made bracelets.

“It was that important to him.

Some of his last memories were there,” Wood says. “Being at Camp Goodtimes was amazing for all of us.

“The loss of one child, is one too many,” she adds after a moment.

Even before she met him, René

and kids like him were among the reasons the 29-year police officer wanted to do the Tour. The Island District RCMP Staff Sergeant has wanted to do the Canadian Cancer Society fundraiser since being posted to the Island a decade ago and of course, everyone has a personal connection.

“Cancer hit my family very fast and furious,” she says. In May 2013 her mother was diagnosed with cancer. She died in July that year.

“She was a healthy 80-year-old.

She worked out at the YMCA five days a week and she had her senior fit classes and aqua size classes,” Wood says.

“I was proud of her. She started working out when she was in her 70s.”

Wood is starting a little earlier than her stalwart mom. She started preparing early for the physically demanding ride from Port Alice to Victoria.

“Being 54-years-old and keeping up with the 20-something riders, that has been a challenge,” she says.

“I joined a gym prior to the training just to get up to a fitness level but the riding itself has been a challenge.”

School zones back in force Tuesday As Oak Bay settles into the last long weekend of the summer, police remind residents that this weekend also marks the return of school zones.

Starting Tuesday, police will be protecting the herds of school children making their way to and from class by looking out for drivers who forget that the rules have changed.

School zones come into effect to try and make streets safer for the sudden increase in new pedestrians, many of them preoccupied with all the important things that happen in the first few days of school.

That means speed limits are reduced to 30 km/h between 8 a.m. and 5 p.m., every school day, unless otherwise posted. Fines as high as $253 can be doled out to anyone caught speeding in a school zone. Failing to stop for a school bus could cost you $167.

The same applies to anyone caught disobeying the directions of school crossing guard or failing to yield to pedestrians.

“Enforcement officers find that it is often parents transporting their children to school who disobey school zone speed limits. Leave home a few minutes early to avoid feeling rushed,” said Const. Rick Anthony, community liaison with the Oak Bay Police, in a statement issued last week. “Be alert for youngsters walking to and from school as you back out of your driveway or leave your parking garage.”

Anthony said drivers need to be extra vigilant next week, especially at intersections and when pulling into or out of driveways.

“Young bicyclists have a tendency to dart out of driveways without looking for traffic.”

Parents who decide to meet children at the bus stop should wait on the side where the child will be dropped off, not across the street. “Children can get so excited at seeing you after school they might forget safety rules and dash across the street.”

Anthony also advises talking to kids about the dangers of walking through parking lots.

New ‘hands-on’ curriculum announced for B.C. schools

The new school year in B.C. is the start of a three-year transition to a new curriculum that Education Minister Mike Bernier says will emphasize “hands-on” learning.

The new curriculum is being phased in this year for Kindergarten to Grade 9, with higher grades still in development.

Bernier said this year it will be up to local school districts and teachers to begin implementing it before it becomes mandatory in the fall of 2016. Grade 10 to 12 curriculum is to be mandatory in 2017.

Bernier, the Peace River South MLA appointed education minister this summer, said he’s heard from teachers who are looking forward to a curriculum that allows more flexibility and individual learning.

He stressed that basic skills of reading, writing and arithme-

tic will remain, but students will also be taught life skills, communication, collaboration and critical thinking.

Two areas of emphasis for the new curriculum are environmental education and an aboriginal perspective, which Bernier said will be present in “every single component in the curriculum.”

Local schools are encouraged to work with aboriginal communities across the province to represent the full diversity of aboriginal experience, he said.

Hands-on learning is already in place in schools, and Bernier used the example of a shop teacher in his home town of Dawson Creek who encouraged students at risk of dropping out to take his course.

They learned mathematics and physics through taking motors apart and reassembling them, he said.

Bernier invited parents to look for themselves at gradeby-grade documents posted at

curriculum.gov.bc.ca, listing learning standards and areas of emphasis.

In the science curriculum, for example, students are to be taught “big ideas” that in Grade 1 include “observable patterns and cycles occur in the local sky and landscape.”

By Grade 8, they are to learn at “Earth and its climate have changed over geological time.”

Science competencies required by Grade 7 include the ability to “exercise a healthy, informed skepticism and use scientific knowledge and findings for their own investigations to evaluate claims in secondary sources” such as media reports.

By that time they should be able to identify possible sources of error in their investigations, understand qualitative and quantitative evidence and “demonstrate an an awareness of assumptions … and bias in their own work and secondary sources.”

Those long training days followed by the weeks away from home come September, has an effect on the family unit. “I’m amazed at my family, at how everyone’s behind me and supporting me in different ways. It’s been very, very good,” she says. “Everyone’s gotten involved,” Even her 84-year-old dad is involved, the kids and husband are picking up the slack and “doing the stuff moms usually do.” And her sister co-ordinated two fundraisers, one at home in Calgary and one on summer holiday in Osoyoos.

Wood says she’s always believed one person can make a difference, if only in the world of a few.

“It’s so worth it. It is an amazing journey. It’s so worthwhile to know the sense of community that is amongst the RCMP and the other forces and the community itself. How everyone supports the Tour de Rock is just incredible,” she says. “It’s incredible that there’s still more to come.”

Many hearts, one mind. That’s the slogan behind the Cops for Cancer Tour de Rock, a two-week bicycle journey along the length of Vancouver Island to raise funds for the fight against childhood cancer.

Throughout the 1,000-kilometre, two-week ride, riders will make 122 stops in 27 communities, including 46 schools. Since its inception in 1998, Tour de Rock has raised more than $20 million for the Canadian Cancer Society, with last year’s efforts totaling more than $1.1 million.

The 2015 team includes 21 riders – members from the RCMP, military police, municipal police and a media rider.

Labour Day a celebration of work ethic Labour Day, like all holidays, can be something of a Catch 22 for some.

It’s good to pay tribute to the hardworking heroes of days gone by -- the advocates who helped secure such noble rights as workplace safety, regulated working hours and, well, long weekends.

However, we should remember that there’s much more to Labour Day than a chance to ruminate on how awful life once was for the working stiff.

The essence of this weekend is as much about pride in work ethic and an industriousness that has helped millions enjoy a prosperity that seemed impossible in past centuries.

Labour Day also gives us a chance to take time to reflect on the work each of us has done to make our lives and our community a better place.

If you’re among the many not working over the weekend, take a moment to be a little extra grateful for those workers and businesses that remain open to provide us with goods and services that help us enjoy life all the more.

End of summer, start of school zones

Labour Day also marks the unofficial end of summer in Canada, though early forecasts suggest we could be getting an extension to the warm weather.

And while it’s perfectly reasonable to be in denial about the onset of autumn, we can’t be naive about the start of the school year.

Starting Tuesday, our morning commute will include a return of the army of school children walking or riding bikes in the morning and afternoon.

It’s up to drivers to be extra aware, especially in the first few days and weeks. Many children, being children, can be blissfully unaware of the dangers around them.

Please take extra time to check around your vehicle before backing out of your driveway or parking spot.

Kids can be unpredictable so exercise caution. As much as we can get tired of being reminded (or doing the reminding) about the annual change in school zones, it’s infinitely better than the terrible alternative that could happen if we forget.

Greater speed enforcemcent needed The timing of Friday’s editorial about speed seemed very timely after the complaints and letters to the Oak Bay News about speeders in Oak Bay. It is all very good to read about measures that should be taken by both the motorist and by the enforcement agency here in the community but like so many other regulations (bicycle helmets, distracted drivers) when can we expect these regulations to be enforced?

As one writer stated, Cadboro Bay Road has become the community’s race track and should not be.

Can seniors help youth learn the essentials?

Huzzah for the young Oak Bay students helping seniors navigate the digital world!

Now perhaps the seniors can reciprocate by teaching the youngsters how to write a comprehensible sentence in legible handwriting, make change, understand compound inter-

est, cook a meal from scratch, read an actual book, and spend a whole day away from their prosthetic brains without resorting to anxiety meds.

(And no, their parents will not be allowed to take these workshops for them.)

Canada must commit to developing nations I hope as this election campaign progresses, and more promises are made to the electorate, that at least one party will make a promise to reverse the cuts made to overseas development.

This would mean more money to provide food for the world’s hungry; more money to protect children in war-torn countries; more money to provide antiretroviral drugs to treat AIDS; more money to improve maternal, newborn and child health; and more money for children’s education

and life-long learning.

The UK recently enshrined its 0.7 per cent commitment in law – the first G7 nation to legislate this UN Development Goal. I want to see Canada match – or surpass – that commitment.

If Canadians really want to help the poorest countries in the world, there are better ways to do it than by developing military personnel and weaponry.

These countries need help developing functional economies and creating governmental infrastructure. To do this requires the establishment of training programs, improved communications technology, the building of schools, hospitals and colleges.

This is nothing new. Nearly 50 years ago, Canada committed to contribute 0.7 per cent of Gross National Income for overseas development every year.

Alas we have increasingly fallen short of that goal; our current contribution is only 0.24 per cent – the lowest since 2003.

Single parent job program starts Single parents on income and disability assistance are now eligible for new training, child care and transportation funds to attend training for indemand jobs.

Effective Sept. 1, the program also increases the monthly earning exemption for parents who receive assistance, from $200 to $400 for income assistance recipients and from $300 to $500.

For eligible training, payments for child care, public transit and exemptions for bursaries and scholarships are available for up to a year.

by WorkBC Employ-

ment Services Centres, which also provide workshops on resume writing and interview preparation. Locations of centres are available at workbc.ca.

Credit unions offer training grants The B.C. government’s $1,200 education and training grants are now available from credit unions around the province.

The grants are offered to parents who use it to establish a Registered Education Savings Plan. To be eligible, children must have been born in 2007 or later, and they must apply within three years or until the day before the child’s ninth

birthday.

No additional deposits are required to be eligible for the grants, which are deposited to an RESP account upon approval of the application. For information on eligibility call 1-888-276-3624 or visit the website www.gov. bc.ca/BCTESG. Education Minister Mike Bernier said the government is working with other financial institutions to host the RESP program. For now they are eligible at 350 credit union branches around the province.

Recreation Oak Bay art instructor Rodger Garbutt is this month’s Artist in Residence at Sidney’s Pier Hotel, where he’ll showcase his watercolour artwork.

His term at the Pier began at Sept.

2, and continues Wednesday through Friday from 10 a.m. to 4 p.m. Garbutt will have his work on display for purchase and will offer watercolour demonstrations in the hotel foyer.

Having taught art for many years

in England, Australia and here as an art teacher at Claremont Secondary School for 27 years, Garbutt still enjoys the opportunity to travel around and showcase his work.

“I’ve been to a few different galleries up and down the Island and I teach workshops all the way from the Monterey Recreation Centre in Oak Bay up to Lake Cowichan and Duncan and that sort of area,” he said.

His main watercolour pieces are figurative and landscape, with some of the Pier Hotel or local scenes

around the Sidney area.

“You tend to be trying to look to the tourists that are coming in and a lot of the seniors that come in, in September once the high season is over,” he said.

He said that prices for his work range depending on the painting, but some of the work he does, he turns into cards, which go as low as $4.50 a piece.

Finally, you can still get a great view of our Milky Way Galaxy spanning the sky from southwest (Metchosin) to northeast (Vancouver) -- if you can escape to a dark location such as Cattle Point Star Park.

Hockey Association will not run a midget rep program this year, sending its Oak Bay, Victoria and Esquimalt players to neighbouring Saanich Minor Hockey instead. Numbers are down in part because of the growing number of choices available to players aged 15 to 17.

Discussions have been going on for several years between Victoria, Victoria Racquet Club and Saanich about how best to address changing enrolment as more players opt for academies or major midget teams, for example.

“This sort of cooperation is something we’ve tried to work on for a number of years,” said Cole’s father, Corey Atchison, who is on the board of directors for the Victoria Minor Hockey Association. “The kids will still be VMHA at heart.”

“In the end, kids are going to play at levels they’re supposed to play and develop as they should.”

And as far as any cross-town rivalry, all of those years of competition evaporated the moment something more important needed to happen.

“They’ve welcomed us in and treated us like we’ve been there forever.”

Phase 1 comprises 19 corners and elevation changes of more than 25 metres, with a length of 2.3 kilometres.

Trzewik says driver safety is a priority so there are state-of-the-art run-off areas providing an opportunity to make a correction, with tire barriers and guard rails in reserve, enhancing the protection of both car and driver.

Members travelling to Vancouver Island will be able to choose the convenience of leaving their performance car at the VIMR in a secure and temperaturecontrolled storage facility.

With this add-on option, cars stored at the resort will be maintained to track-ready condition by specialists, providing the member full use of their car when their schedule allows, with minimal personal effort for repair and maintenance.

raditional Chinese Medicine has been part of Dr. Fei Yang’s family for more than six generations. In fact, her mother 75, still works as a TCM doctor in China.

“My ancestral roots have inspired me to continue this tradition of helping others toward health and well-being,” says Dr. Yang, who received her medical training from the Traditional Chinese Medical College in Guang Zhou, China. Celebrate LABOUR DAY Picnic moves to Legislature lawn

T

he lawn of the B.C. Legislature will be packed with families celebrating Labour Day, Sept. 7.

Victoria Labour Council’s 27th annual Labour Day Celebration includes musical entertainment from The Timebenders plus food and beverages and lots of entertainment for the children.

The Timebenders’ exhilarating show covers almost every musical genre from the vocally-charged harmonies of the ‘50s, the British Invasion, California and Motown sound of the ‘60s, Glam Rock and Disco beats of the ‘70s, the New Wave of the ‘80s, Divas of the ‘90s and even some surprises from this past decade and hits of today.

Bring along a blanket or lawn chair and enjoy the music and camaraderie of friends and coworkers.

As always, the Victoria Labour Council welcomes donations to offset the cost of holding the celebration. Unions and community allies will be invited to set up displays.

When it comes to art, Paddy Stewart knows what he likes, and what he likes has found a home on the walls throughout his home or in places of prominence in the English garden surrounding his 1930s Uplands home.

The home will be among those showcased in this year’s Art Gallery of Greater Victoria House Tour, Sunday, Sept. 13. The 62nd annual tour – a fundraiser for the hosted by the Gallery Associates – showcases homes under the fitting theme, The Art of Dramatic Living, honouring the homeowners’ connections to the performing arts.

For Stewart, a passion for the arts extends far beyond the paintings and sculptures he displays against colourful walls that complement the tones in the artworks.

Stewart was also a founding member of what is now the Belfry Theatre, and his two

guest rooms are frequently the refuge of visiting actors.

Early risers enjoy the cheerful yellow loft suite, decorated with both soft watercolours and vibrant sculptures, while others prefer the warmer tones of the cosy basement suite, with framed posters of past Belfry productions.

Stewart has lived in the home since 1974. Today, the layout enjoys an inviting flow, assisted by the removal of various doors that had compartmentalized the space, as was the custom of the day.

Fortunately, pulling up the then-popular pink shag rug also revealed the beautiful hardwood underneath.

The further addition of a sunroom off the living room has created a bright escape that feels like it’s surrounded by the garden.

“The bones of the house were always here,” Stewart says during a recent tour.

“It’s a very easy house to move around in. And because [the builder] Mr. Luney was

the architect and built it for himself, he didn’t skimp on anything; it’s very well-built,” Stewart notes.

Art has been a passion for Stewart since he was in his teens. “I have been collecting for a long, long time – since I was about 18,” he says, noting his father was the head of the Vancouver Art Gallery at one time.

“I’ve been raised with it, so basically it’s quite an inherent thing.”

While the works change, moving between homes – or rooms – much of what currently hangs in Oak Bay are works of friends and artists he likes to support. He estimates work from about 30 artists is currently displayed in the home and garden.
