A subdivision on some of the most expensive land in Metchosin is moving forward toward the final design stage.

Richard Irwin, a consultant for the owners, the estate of Hugh and Shirley Ridley, said the hope is to start work by the end of fall in this area that features stunning ocean views and is adjacent to Tower Point Park.

The plan at this time calls for seven homes on seven one-acre lots, and one home on a two-acre lot.

“We are still finalizing the design and approval process,” Irwin said.

The Friends of Tower Point had been lobbying Metchosin council since April for the District to take about a half-acre of land instead of cash from the developer, to allow for a trail that would provide a second access and circuit the park. A survey conducted

by the concerned citizens' group earlier in the year showed that the park is a popular destination for people from throughout the Capital Region.

In the end, the Friends of Tower Point found only one friend at the council table.

Metchosin council voted 4-1 back on July 20 to take $200,000 in lieu of land as part of the deal for a development for the 10-acre subdivision.

Ken Farquharson, a spokesperson for the

group, said supporters packed the council chambers for that meeting, with everyone speaking in favour of accepting land instead of cash. “You could see by the body language at the council table that their minds were made up,” Farquharson said. “I think the decision is one of the most short-sighted in the history of Metchosin council.”

The federal election campaign has started.

Although we all knew it was coming, the road to the polls is noticeably longer this time around.

The more than two-month campaign length could be a game-changer for political strategy, but runs the risk of losing voters’ interest said one political expert.

This is a tight race between the three top parties, potentially any of whom could win a minority government, he said, adding the possibility of any party winning a majority is highly unlikely.

A minority outcome in itself could be a very unique situation of potential alliances and changes in strategies, said Black.

Third-party groups, or political action groups (PACs) have been more active than ever leading up to the election call, he said, and these organizations are wielding more influence as they begin to look more like their American counterparts.

The New Democrats and the Conservatives are both in very rare positions. With the NDP arguably closer to power than ever, Black said, “This creates a very interesting story… The political norm is being opened up.”

The Conservatives are in the unique situation of seeking a rare fourth mandate.

When asked whether the extra expense of the longer election would weigh on voters’ decisions, Black didn’t think so. “I think it’s a sound bite.” He said most Canadians accept that elections cost a lot of money, and “that’s the kind of thing that gets quickly lost.”

He thinks Canadians will be more concerned about evaluating the state of the economy under the Conservatives, and whether the Canada they have created is a place they can identify with.

“Is this the kind of Canada that people like and want or do they prefer to turn the page on it?”

It’s not the type of question that gets asked after one mandate, he said, but you certainly see it after three.

Farquharson questioned why council would settle for $200,000 at a time when other jurisdictions, such as Vancouver and West Vancouver, are investing millions to reclaim waterfront property for the public domain.

“You can't buy a lot in Metchosin for that amount and we lose 200 metres of waterfront. The justification they gave for the decision doesn't stand up to much scrutiny,” he said. “I think it's a real loss for the community at large, and a lot of other people feel that way as well.”

Metchosin Coun. Andy MacKinnon, the only councillor to vote for taking land in lieu of cash, said he wanted to emphasize that it was a “very difficult decision.”

He said he understands why the people who showed up are disappointed, because they believed there might be a way to establish a trail, but there were too many uncertainties attached to that.

“I can understand why the others voted the way they did,” he added.

Metchosin Mayor John Ranns said the oceanside trail was never an option, because it would have eliminated the developer's ability to market the land as waterfront, severely limiting its value.

“Every indication we had was that the developer wouldn't accept that plan,” Ranns said. “They could have reconfigured it, done it in two phases and we would have gotten nothing.” news@goldstreamgazette.com

Children playing in one popular family-friendly spot have literally worn out the carpet.

Langford’s Playzone, which was installed at the Eagle Ridge Community Centre in City Centre Park in 2008, is eying some much-needed upgrades and renovations after seven years of use.

Langford council recently approved funding for the improvements, which include new flooring, a new play structure and two couches for a total approximate cost of $50,000.

Council also agreed to allow the operators a four-year repayment term for the City’s capital costs of $25,000 for new play equipment, instead of the two-year term recommended by Langford staff.

Facility manager Gerry St. Cyr said the planned upgrades would help keep the facility upto-date and continue to draw in the community.

“It infuses that new feeling,” he said. “It’s just giving something

to the community.”

He said their aim was to keep things new and exciting at City Centre Park. “We make sure things are current and not just sitting there.”

Representatives of Performance Plus, which manages the facility on behalf of the City, appeared before council last week seeking funding for the improvements.

Playzone includes a large indoor play structure and Balladium room, an interactive game where players shoot foam balls at targets. The current play surface floor is carpet, and while it is regularly cleaned, daily spills and mishaps continue to create issues with cleaning and generate health concerns.

“The Playzone’s so busy, that’s why the floor’s worn out,” said Coun. Lillian Szpak, acting mayor at the Aug. 17 meeting.

She thanked staff for all of the great work they do.

The funding request asked that the old carpet be replaced with a new rubberized floor, which will cost approximately

$42,000. A successful application for a provincial Tire Stewardship Grant will help cover about 50 per cent of that cost.

“The floor at Playzone is really bad and this rubberized flooring will go a long way towards making it a better facility,” said Coun.

Performance Plus reported seeing a decline in use of the facility, and subsequently its revenue. Its request stated the decline could be due to aging equipment and the need for constant repairs in some areas, especially in the Balladium room, which is reaching the end of its useful life.

Besides new rubberized flooring, suggested upgrades called for the City to remove the Balladium Room and replace it with an additional play structure that will include a new state-of-the-art EyePlay interactive floor game.

Filmmaker’s presentation aims to inspire Arnold Lim News staff

A feature film with a Metchosin connection will see an exclusive first sneak peek in the West Shore tonight (Aug. 26).

Long-time resident and director Anna Tchernakova returns to the home she calls “paradise” to present a behind-the-scenes and up-to-date look at her coming film Flying Children.

Wednesday’s presentation at Metchosin Community House will take participants through the filmmaking process, from pre- to post-production and is meant to inspire creativity in her community.

“It is a story about a six-year-old girl (Maria). Her parents have an argument and her mom leaves, saying she doesn’t know when she will be back … the girl wants to keep them together so she starts telling a fairly tale,” said Tchernakova, who is also co-editing and co-wrote the film.

“It is a story about love, family and children who are sometimes wiser than we think they are, and in this particular story, the little girl makes a miracle happen.”

After filming for 28 days in Moscow, St. Petersburg and Tutaev (a small town on the Volga River) in the spring, the 13-year Metchosin resident returned home to clear her mind and re-connect with nature while editing the film. She hopes to have it completed for a film festival run and a release in Russia and on iTunes in 2016. “(Metchosin) anchors me. Filmmaking is actu-

ally creating lots of false realities that become real on screen, but there is a lot of pretending, and if you are entirely in this world it is easy to lose touch with reality,” she said. “Every day (Metchosin) teaches me to be a responsible human being … I stay here to write and edit; it gives me the concentration I need. This part of my life is extremely important.”

A film school graduate in 1994, Tchernakova first fell in love with film as a fine arts student.

But she found that limitations in her medium did not allow for a “complete” way for her to express herself.

She said the presentation about her Russian/ Canadian co-production is less about boasting of her own work and more about inspiring others to follow their own creative paths.

“There are many interesting people living in Metchosin. Some are artists, painters, writers and some just retired and interested in art. I think my desire is to inspire people to do all kinds of creative things themselves,” she said.

“Anything done with passion is wonderful, benefiting the community. Many people who don’t consider themselves creative do have a spark. I want people who come to my talk to say it was interesting and go out and do something artistic.”

Mental illness is stealing lives Last week a life was lost. A life that could have been saved. We thought that was worth taking about.

We can only report what we know: emergency crews responded to reports of a despondent person on the Millstream/Trans Canada Highway overpass, just before the morning commuting rush.

To be clear, when we say this life could have been saved, we know emergency crews did everything they could. We mean it in the broader sense, with mental health as a wider societal issue.

As a general rule, we don’t report on suicides that happen in private, unless there are extraordinary circumstances of public interest. But this was a very public death, the leadup to and aftermath of which created a buzz on social media. Different emergency crews were called to respond and will now have to live with what they saw. We thought the public had a right to know.

There has been a lot of talk about the media perpetuating the negative stigmas surrounding mental health. We do not wish to be a part of that problem.

There have been studies done that indicate reporting on suicides can result in more suicides.

Other studies refute such evidence. We simply want to shine a light on mental illness, a topic that still seems to not be discussed enough.

Maybe with further discussion about the circumstances behind such tragedies, more sufferers will search for a way out of the fog, despite often feeling they are alone in being surrounded by darkness. We would hope to inspire them to admit they need help and take the first steps in seeking treatment, because mental illness does not heal itself on its own.

According to the Canadian Mental Health Association, mental illness directly or indirectly touches every single Canadian, given its effects on sufferers’ family members, friends or colleagues. But of those who believe they have suffered with depression or an anxiety disorder, almost half have never seen a medical professional. And only one out of five children who need mental health services receive them.

To us, those numbers are not acceptable. The stigmas or discrimination attached to mental illness continue to create barriers that prevent more people from receiving muchneeded diagnosis and treatment.

We need to talk about this.

More conversation may strike enough of a chord to inspire the change needed to help more hurting people receive the help they need to heal. With more “public interest” in mental illness, we can all help save a life.

In terms of dollars spent and area burned, the years 2010, 2011, 2012 and 2013 were all well below average. Last year and 2009 were substantially above average, but 2008 and 2013 were among the quietest years on record.

Is drought the “new normal” too?

The B.C. government’s own climate change forecast is for increasing overall precipitation, albeit with more rain and less snow.

Snowpacks for southern B.C. were indeed the lowest on record this past winter, but that record only goes back 31 years.

And when were high snowfall records last broken? That would be 2011.

Bear Mountain hosts Cool Aid tourney Friday As part of the Victoria Cool Aid Society’s Drive to End Homelessness, the folks at Raymond James Financial are organizing the third annual fundraising golf tournament this week at Bear Mountain Golf Resort and Spa. The aim with Friday’s event (Aug. 28) is to at least double the total amount raised in the first two years, says Brad Clark of Raymond James.

The former Cool Aid board chair spearheaded the event in 2013 and continues to be a lead organizer. “We’ve raised a little over $20,000 so far, but we’re hoping to do more than that this year on its own,� he says.

Spots in this popular event have been filling up fast, but Clark said anyone who hasn’t signed up yet can still call him at 250-405-2410 to try to

reserve a spot.

Teams will play the mountain course at Bear Mountain, using the scramble format. On-course prizes are offered for hole-in-ones (three, for cash) and closest to the pin, plus side competitions for putting and chipping also have prizes up for grabs.

Silent auction items include paintings by Robert Bateman and Isa Milman, Westjet Fly Anywhere tickets and more.

A banquet dinner follows the golf, and participants not interested in golf can book a spot for the dinner alone for $60. The cost for golf and the dinner is $160.

Teen golfer second at B.C.s Royal Colwood Golf Club member Keaton Gudz shot 2-under 211 to finish up the B.C. Juvenile Golf Championships in second place, six behind winner A.J. Ewart of the Pitt Meadows club.

Gudz shot a final round 73 on Thursday, after opening with a 3-under 68 and following up with a 70 last Wednesday. After carding three bogies by the 14th hole on the final day, he birdied two of the last four holes to get closer to a par round.

Ewart proved tough to catch, after following his opening round 70 with a tournament best 66. He closed with a 2-under 69 that included a birdie on the last hole.

Three other Royal Colwood golfers competed in the tournament.

Ethan Ko tied for 29th place with a three-round total of 229 (79-75-75), while Simon Hassel finished at 241 and Nolan Thoroughgood was at 243 for the week. editor@goldstreamgazette.com

Beach nationals fruitful for West Shore teams Don Descoteau News Gazette staff

For West Shore volleyballers Gracie May and Taylee Pomponio, the second time was the charm competing at the Canadian Western Beach National Championships.

The 13-year-olds, playing in the 14-under division, captured the bronze medal, after going undefeated the first two days of competition.

A three-set victory (19-21, 21-16, 15-6) over fellow B.C. team Penner/Chong on Aug. 16 in Parksville earned the medal and saw them finish the tournament with a nearly flawless 8-1 match record.

“Overall, I was really proud of us,” May said of their efforts. “Last year was not as successful; we were playing against older girls.

We were happy to be playing with (our own) age group this time.”

Their lone defeat was a narrow 21-17, 21-17 semifinal loss

to the eventual gold medallists, Kroonje and Thompson from Alberta.

May attributed what she characterized as a slow start in the bronze medal match to disappointment over the loss.

But they quickly regrouped, got back down to business and improved as the match went on.

One of the highlights of the tournament was a 21-19, 21-17 power pool victory over B.C.’s Pantovic/Ostojic, the pair who beat them for gold at the provincial championships this summer.

“They’re very competitive and they came in wanting it again,” May said of the Vancouver-area team. “But Taylee and I talked about (strategy) before the match, having seen them before. It was really successful, our first passes were amazing.”

What exactly is astigmatism?

The question is asked every day and astigmatism is, without doubt, one of the most misunderstood refractive disorders. Optometrists agree that astigmatism has various causes. While some theories claim it is hereditary, others state it is developmental. Both opinions are almost certainly correct.

The most common form of astigmatism is due to the clear front part of the eye, the cornea, not being round.

This “out of round” of the cornea causes distortion of the focussed light, which in turn causes blurred vision at all distances. An uncorrected astigmatic eye is constantly trying to improve its focus. This is tiring and can cause headaches especially during precise visual work.

Most patients are surprised to learn that the majority of people have at least a small amount of astigmatism. The amount of astigmatism will determine the severity of the visual complaints. Most people can go for years without realizing that they have a problem. If one has never seen clearly, it is difficult to comprehend what clear vision truly is.

Fortunately both spectacles and contact lenses can correct astigmatism, and recently, refractive surgeons have added astigmatism corrections with lasers to their services.

When astigmatism is first corrected a period of adaptation and adjustment is to be expected. Objects may look distorted or slanted but clear. After a few days the strange symptoms will subside. It took the brain years to get used to the “old vision” so it will take a while for the “new vision” to settle.

It is very important to correct significant astigmatism in children. They may not complain, but uncorrected astigmatism can often cause poor performance at school. Don’t forget; first eye exam by age three. A regular eye examination with the optometrist is the best way to monitor astigmatism in patients of all ages.

Relegated to Div. 2, May and Mutch peeled off a quarter-final win over Tepper/Lautrup of B.C., (21-15, 22-20), then downed Foxcroft/ Molengraaf of Alberta 19-21, 21-15, 15-4 in the semis.

After a nailbiting 21-18 loss to open the Div. 2 final against the B.C. duo of Franklin/ Yule, May and Mutch scrapped through extra points in the second set before losing 25-27 to take the silver.

“It was Erin and I’s first nationals together; I was proud of how we

finished,” said Hannah May. This past weekend, Purdy and her Ontario partner Charlie Holborn, who grew up in Langford, competed in the 15-under National Beach Volleyball Championships in Toronto.

After finishing roundrobin with a 4-2 record, the duo advanced to the semi-finals where they lost to eventual champions Roscoe and Heeney of Ontario.

Mike Toakley, who coaches the girls during club season and will eventually do so at Belmont, said he continues to be amazed how quickly all the girls learned to adjust for conditions such as wind and the sand in the outdoor game.

“One of the things I like about the kids I’m coaching is they’re smart,” he said.

“They obviously are very good athletes, but they think their way through things.

“They call their own timeouts and unlike indoor, they decide when to call the coach over. It’s good for their development and teaches them to be more independent and problem solve.” editor@goldstreamgazette.com
