Rossland artitst Stéphanie Gauvin’s artwork has been featured on a new Canadian silver dollar from the Royal Canadian Mint.

The coin is called “The Rockies” and is the first in a new series called

the Canadian Landscape Series.

Gauvin was approached by the Mint in March, 2014 because her work stood out as a good fit for the project.

“We knew that [Gauvin] specializes in the type of landscape artwork that we were looking for to feature on the coin,” said Christine Aquino, director of communications for the Mint. “And

we’re always looking to work with new artists, so it was a good fit.”

The painting on the coin is of a mountain called Towers Peak, and “comes from a series of works produced while on a ‘plein air’ painting trip at Mount Assiniboine in the Rockies in the summer of 2013.”

Asked how she felt about having her

work on a limited edition silver dollar, Gauvin said, “I feel extremely privileged having my art on the silver coloured coin. Painting is my vocation. It is truly an honour!”

The coin can be purchased on the Royal Canadian Mint’s website, and only 7,500 are being produced, making it a rare coin.

Each year the City of Rossland pays a tax requisition to the Regional District of Kootenay Boundary (RDKB) in exchange for services that the regional district provides, such as transit and solid waste management.

This year Rossland’s tax requisition was $1,496,079.

That tax requisition is determined based on accessed property values — the same ones used in determining property taxes — and set out in the RDKB’s annual budget, broken down by service.

To help Rosslanders better understand what their hard-won tax dollars are paying for, we’ve broken down each of these services to offer some explanation of what it is, and to show what percentage of the tax requisition it represents.

Beth Burget, general manager of finance for the RDKB, offered her help explaining the services and about how the budget is put together.

The budget needs to be approved by March 31, before the final accessed property values are made available, and that means that there is usually a small discrepancy in the tax requisition listed in the budget and the actual tax requisition, which needs to be done by April 10.

“The reason for that is ... if you’re a property owner, you get your accessed notice and then you have an opportunity to appeal it,” Burget said. “So there’s always some people that appeal, and there could be changes to accessed values, and we don’t get those actual file numbers, [until] right before I’m actually doing the tax requisition.”

But any discrepancies are generally minimal.

Administration and general government—$47,266 or 3.16% This includes expenses for the regional district directors, as well as the cost of management staff, which includes administration, finance, and information technology. It also includes items like postage, telephone costs, office equipment and supplies, and legal fees.

Regional development services for environmental planning and zoning—$15,578 or 1.04% Rossland contributes to planning and development across the regional district, as do the other municipalities and electoral areas in the RDKB. Planning agreement for environmental planning and zoning—$1,712 or 0.11% Rossland also contracts out some of its own planning and development to the district.

Reserve for feasibility studies—$30 or 0.00% A small amount is put aside to conduct any feasibility studies that might be needed during the year.

Police based victim’s assistance—$8,664 or 0.58% This money is used to provide services for those who’ve been the victim of a crime. A solicitor general grant accounts for 43 per cent of this service’s revenue, while another 49 per cent is covered by tax payers.

Regionalized solid waste management—$108,860 or 7.28% Solid waste management includes running the areas three major landfills, as well as a number of transfer stations. Costs include equipment, maintenance and repairs, salaries, and recycling activities.

9-1-1 emergency communications—$26,583 or 1.78% This money covers the costs associated with 9-1-1 dispatch, including salaries, telephone bills, and equipment.

East End economic development services—$28,101 or 1.88% The RDKB has a contract with the Lower Columbia Community Development Team Society (LCCDTS) to provide economic development services for the East End. The LCCDTS identifies “regional priorities through strategic planning sessions with our members and stakeholders, and then address[es] the needs identified within our communities through our committee work.” It also oversees the Lower Columbia Initiatives Corporation (LCIC).

Culture, arts and recreation for the Lower Columbia—$111,512 or 7.45% This piece of the budget is mainly operating costs for the Greater Trail Community & Arts Centre, home of the Charles Bailey Theatre and the VISAC Gallery among other things.

Fire protection for the East End—$511,010 or 34.16% The largest chunk of Rossland’s tax requisition goes toward the budget for the Kootenay Boundary Regional Fire Rescue. As the new firefighter training position was not introduced until June, well after the budget was finalized, the additional salary is being drawn from reserves.

East End cemeteries—$71,798 or 4.80% This money covers the costs of running the cemeteries in Fruitvale, Rossland and Trail.

East End sewer utility—$374,076 or 25.00% East End sewer utility: Rossland—$3,975 or 0.27% East End sewer utility: Rossland/Warfield—$4,781 or 0.32% Sewer utility in the district is split up based on an arbitrated agreement, which basically breaks down who pays for what based on who owns what percentage of the system.

Certain parts of the system are shared by Rossland, Warfield and Trail, while others are shared by Rossland and Warfield, and others are only owned

by Rossland or Trail.

East End transit—$182,072 or 12.17% This part of the budget accounts for the costs associated with running public transit in the area. Farebox revenue provides only 19 per cent of the overall revenue, with tax payers covering 70 per cent.

Adjustments from 2014—$61 or 0.00% BC Assessment provides final assessment numbers at the end of the year, which Burget then uses to recalculate the tax requisition amounts from April.

Any differences are accounted for in this line of the budget.

Rossland Council is having a quiet summer after our very busy spring. We are pleased with the number of things we accomplished so far in this term but it’s nice to have a bit of a break too. Rossland and Trail have met several times to discuss the recreation situation but have not yet come to any conclusions. It’s difficult to find a solution that Rossland can afford when our residential tax base already supports so many recreational facilities and programs within our own municipality. Both councils are working together to reach an agreement but there are no guarantees.

Our workload will start to ramp up again soon because we will be starting our financial planning work in October instead of the traditional pattern of beginning in January. First, council will be asking for some input from the public as we go into our next strategic planning session. Watch for details soon.

Our goal is to provide the best value for the taxpayers’ dollar.

Rossland relies almost entirely on residential taxpayers. Without any large utilities or industrial taxpayers to help defray our expenses, its critical that we do the best we can with our very limited resources. This means we must focus on the core municipal responsibilities of roads, sewer and water before we can consider other important expenditures.

We are excited to be moving forward with our Washington Street project. This essential

reconstruction of all the water and sewer utilities under Washington Street, as well as improvements on the surface, has been planned for years.

Unfortunately, in 2010, when our grant applications for this work and the Columbia Avenue project were unsuccessful, this part of the project was put on hold.

Now, since we got a significant grant of over $2 million dollars from the New Build Canada, Small Communities Fund, this fall we will be busy getting the tender documents finalized for that project. Council decided to hold an Alternative Approved Process (AAP) to get elector approval for the borrowing that will be required to meet our portion of the project. Rather than holding a costly referendum on the project, the AAP is an economical way to move the project forward. If 10 per cent of the electorate do not want the city to borrow the money, then the borrowing decision will go to a referendum. Council felt confident that our community has a deep understanding of the importance of this project and thus the AAP was an appropriate and cost effective means to elicit approval as required by Provincial legislation. Some of the underground pipes are over 100 years old. If the water main breaks, it could leave up to 80 per cent of Rossland without water. City crews have been patching the line for years — it’s well past its expected life expectancy and it is hard to imagine a more urgent infrastructure project in our town at this time.

We are waiting to hear the results of other grant applications for this project and intend to apply for some additional pedestrian and cycling infrastructure grants for the bike lanes and sidewalks. If none of our applications are successful, we may need to borrow up to $4 million dollars for the proj-

ect. We are still hopeful that other levels of government will recognize the critical nature of this project and provide additional support.

Other City of Rossland owned facilities are slated to undergo significant upgrades too. Coming up in 2016 will be the museum’s Phase 1 renovation, the library’s renewal project and the renovation of the historic Miners’ Hall. All of these projects have received some grant funding but need more money to really see the work through to completion.

2016 will be a busy year!

Summer is flying by! Its been hot and with smoky skies but we are lucky there have been no forest fires within our city boundaries. Rossland has taken advantage of every grant offered to work on controlling potential forest fire fuel — mostly dead wood and dry underbrush that surrounds our city lands. The Provincial grants provide the majority of funding to control these potential hazards to our security.

That said, our efforts would not be enough if a fire were to get out of control. Please be very careful.

On a lighter note, if you haven’t seen the Gold Fever Follies show this year, its not too late but the last show will be Aug. 22. Don’t miss it. Each year the show is very different and the young cast members come from all over the country to hone their skills and entertain us. This year’s show is a fun romp that pokes fun at the rivalry between Trail and Rossland. Earlier this summer I enjoyed attending the show with Mayor Mike Martin of Trail. We were able to assure the audience that we work together very well. Just last week I saw the show again with Mayor Patricia Cecchini and over 40 Beaver Valley seniors. Everyone had a great time. The show runs daily, Tuesday through Saturday 3 p.m. and 7:30 p.m.

The sad tale of Nellie Lake

Why did people come to Rossland during the boom years?

Mining and business were the great attractors, but Nellie Lake’s RON SHEARER rshearer@mail.ubc.ca story shows there were also more human reasons — some with happy results, some not.

In April, 1902, Nellie Lake, a 39-year-old woman stepped off a train in Rossland, looking for her fiancé. He was not at the station. Enquiries at the post office revealed that Wilfred Graham was not known to them. He received letters regularly, but they were retrieved by his close friend Walter Collins. Where was Graham? Who was Collins?

Nellie Lake was raised in luxury in Truro, Cornwall, England, the daughter of a wealthy miller and flour merchant. She had never married, but one day when she was well beyond customary marriage age she received a letter from an unknown admirer, Wilfred Graham. He did not want to visit her house or meet her father, so liaisons were arranged in a remote corner of a local park. Affection led to a proposal of marriage, but first he was going to the fabled mine fields of Rossland to make his fortune. When settled, he would

send for her. In September, 1899, he departed and they continued their romance by longdistance correspondence.

Then her comfortable world imploded.

Her father’s business collapsed, leaving her elderly parents with little to live on let alone support Nellie. She had developed no marketable skills during her comfortable life in Truro, but, in desperation, she accepted a position as a domestic servant in London, a job for which she was wholly unsuited. Rather than continue a life of drudgery she accepted Graham’s proposal, but a letter from a stranger informing her that Graham had been killed in a shooting accident threw her into deep despair. Desolate, she wrote to the Rossland Miner requesting further information about the incident. Graham saw the request for information and, remorseful, wrote to her saying the story was a hoax, perpetrated by a mischievous ex-friend. She should ignore it and join him in Rossland.

Nellie’s family scraped together enough money for a one-way ticket to Rossland, but very little more. She was almost penniless when she arrived. Referred by postal workers to a local grocery store frequented by Graham’s friend Collins, she discovered that no one knew Graham and that Collins was working

in a mine at Greenwood. The grocers were kind to her, let her stay in a vacant cottage and helped her contact Collins by telephone.

Of course, Collins was the man she knew as Graham. He agreed to return to Rossland to meet with her.

The police then took an interest in the case. They searched for Collins and in the middle of the night found him — in Nellie’s bedroom, begging for forgiveness. He was charged with forgery. At the preliminary hearing before the police magistrate it was revealed that Collins was a married man with six children who worked as an ill-paid grocery clerk in Truro, which is why he did not want to meet her flour-merchant father, who would have recognized him. He had written the infamous announcement of his death himself. When she was rich, she offered a happy escape from his penury, in Rossland, far from his family. When she was poor, she was not such an attractive catch. However, in Rossland, he found religion, at times serving as substitute preacher in the Baptist church.

Perhaps his remorse was genuine.

Collins was bound over for trial. The County Court judge was skeptical about the prosecution and allowed bail of $500 on Collins’ personal surety. When released, he

returned to Greenwood and then disappeared, presumably to Spokane, forfeiting the uncollectable bond.

To support herself, Nellie took positions as a domestic servant. Domestics were in short supply in Rossland, but Nellie was unable to keep any position, perhaps because she was addicted to laudanum (opium in an alcohol solution). Eventually she went to Spokane “for medical treatment” and did not return.

That is the sad story of Nellie Lake. But was it really so sad? Perhaps because of the circumstances under which Collins was apprehended, the rumour spread that Nellie did not go to Spokane for medical attention, but to join the ever-persuasive Collins, who was also addicted to the opiate. Indeed, the Miner alleged that “this was the mutual ground upon which they first met,” an allegation that is impossible to verify.

Unfortunately, I have been unable to find any trace of either Collins or Lake after her departure for Spokane. Did they go their own ways? Did they change their names and settle down to a new life together? Was Nellie’s story of lies and deceit simply a shaggy dog tale, designed to cover up an affair with a married man? Was there a happy ending?

Or, did the whole affair end in tragedy?

Rossland City Council Briefs AUG 17 CHELSEA NOVAK Rossland News

Resort development strategy Deanne Steven, executive director of Tourism Rossland, presented the Resort Development Strategy 2015-2017 to council.

The strategy describes how Tourism Rossland plans to spend the resort municipality funding, which Rossland has been receiving since 2007, over the next three years.

The funding will be used to continue projects that were started under the original funding, like the Spokane shuttle bus, the internal shuttle bus and improvements to the visitor centre.

Tourism Rossland will also continue installing more tourism-oriented signage, including a sign at the corner of Columbia and St. Paul to alert visitors and residents to upcoming community events, and new signs for Pioneer Park.

Steven presented the Pioneer Park signs to council for approval, but councilors were concerned that the Heritage Commission hadn’t had the opportunity to give their input on the signs; especially since a name change

has been proposed for the park.

They voted to refer the signs to the Heritage Commission for its input, and to put off approving the signs until a decision is made regarding the name change.

The plan also had money put aside for a bandstand in Harry Lafevre Square, but Steven suggested that there may be a better use for that money and asked council for input. Council made a formal recommendation that the money be moved to the budget for signage.

Funding for the Miners’ Hall Council unanimously approved an application to be submitted to the Canada Cultural Space Fund for $300,000 to renovate and rehabilitate the Miners’ Hall.

Mayor Kathy Moore also mentioned that there was still a possibility of receiving a Canada 150 grant in February.

Washington Street renewal project Staff received permission from council to inform the provincial government that the total cost of the Washington street renewal project includes the replacement of the sewer and drainage structure as well as the replacement of

the water main.

The grant the City received from the province for the project was only for the water main portion of the project, and council wanted to make it clear to the Ministry of Community, Sport and Cultural Development that the project was bigger than just replacing the water main.

Council also approved up to $50,000 to pay for the project’s final design work and tender documents. In the best-case scenario, the designs will be ready by early fall.

Public hearing on September 14 Council approved a public hearing for September 14 to discuss the rezoning of 2025 and 2035 First Avenue to allow for the construction of a multi-family residential building. The owner has been trying to sell the commercial properties for the past four years, and hasn’t had any luck.

Coins for change Mayor Moore will camp under the Victoria Street Bridge in downtown Trail on September 18 in support of the Getting to Home: Addressing Homelessness in Greater Trail program. She invited councilors to join her.

The Trail and Greater District RCMP have been responding to a number of reports of car theft, theft from cars, and license plate thefts over the past two months.

They wish to remind the public to take precautions and make sure vehicles remain locked at all times. Valuables and keys should never be left in the car.

Most of the incidents the RCMP have been investigating involve

vehicles that were left unlocked.

The RCMP are actively investigating these crimes, and anyone with any information should call them or Crime Stoppers at 1-800-222-TIPS (8477).

The cast of Gold Fever Follies held Naughty Knickers Night Part 2 on Sunday, putting on a bawdy cabaret show complete with song, dance and cross-dressing.

The wine, cider, and beer flowed freely from the bar at the back of the hall as the Follies opened with an energetic dance number set to “Uptown Funk.”

Kristi Hack performed a hilarious dance/pantomime to Queen’s “Don’t Stop Me Now” and got some back up from a couple of chicks wearing bird masks.

Then Nadya Carscadden and the guys — Ty Wright, Nick Heffelfinger, and Aaron

James — sang about the true purpose of the internet: porn.

Carscadden also performed a number from A Chorus Line that had the entire audience ogling her assets.

The first act ended with Wright, Heffelfinger, and James coming out in schoolgirl outfits, then stripping down to corsets and slips to the tune of Britney Spears’ “Gimme More.”

And the second act opened with the ladies from the cast putting on a rendition of “Tango” from Chicago.

Hack and Heffelfinger battled it out in a guitar-off, before yielding the stage to Alexandra Willet who took to the piano to share a tune called “In Short.”

The song, directed at an exboyfriend takes its title from the refrain “In short, I hope

you die.”

The second act appeared to end with Willet, Hack and Amy King dancing to “Bang, Bang.”

After the number wrapped the rest of the cast came on stage to draw characters for the flip show in the third act, but the hat was “missing” and somehow the search ended in the whole cast breaking into Journey’s “Don’t Stop Believin’.”

The evening closed with a flipped version of Summer Is Coming, with cast members playing different characters than they normally do.

Wright, who usually plays Donald Guthrie, ended up drawing Alderman Flute, his usual character’s rival in the play, and took the opportunity to mock the alderman a little bit.

Jessica Rowat, who usually plays the optimistic Gertrude, drew Donald Guthrie, and brought a lot of spunk and feistiness to the role. She also did a good job of improvising on the fire chief ’s lines, bringing a lot of humour to her performance.

James, who usually plays Julian, was cast as Isabella Mezzonotti, the opera singer. The part is usually played by Lauren Halász, who is trained to sing opera, but James improvised his way through her solo, adding humorous lyrics and a fake Italian accent.

The show ended as it always does with the Boomtown Garter Girls flipping up their skirts at the audience. It’s just that this time Heffelfinger and James were part of the act.

It was a great day for disc golf as Chris Bowman and Blaine Benner stood at the sixteenth hole of the Thin Air Disc Golf Club, choosing their drivers.

They started the hole tied, nothing less on the line that the Disc Golf Championship of the World, a championship Bowman and Benner play every day, whether on their lunch breaks, before work or after.

Both players threw their discs down the rugged fairway, landing near the basket, but Benner sank his on the next shot, while Bowman had to take two and parred the hole.

Things didn’t improve for Bowman, who boggied on the next two holes, while Benner parred on 17 and birdied on 18, winning the day’s championship.

Benner and Bowman are two of the Thin Air Disc Club’s founding members, and help run and maintain the freeto-play course, which is done entirely by volunteers.

Getting into disc golf Both Benner and Bowman got into disc golf in part because of the short play time of about an hour and a half.

“I got into it because I used to play a lot of golf and really enjoy it, and I had a baby boy that I wanted to take care of,” said Benner. “And so three and a half hours at a golf course was less reasonable for me to get away than an hour and a half at the disc golf course.”

Bowman also liked the shorter play time because it fits better with his busy schedule. Benner was the one who first introduced him to the game.

“Blaine lent me a cou-

ple of his discs originally, which I’m sure I lost quite early in my learning, but I just got hooked on it,” he said.

Benner first played disc golf in Toronto when he lived there 20 years ago, but really got into it in Rossland, where a group of guys played on a makeshift course at the campground with fire pits and trees as targets.

The problem was that they could only play when no one was camping, which meant that they couldn’t play in the middle of summer.

A course for Rossland The group got to talking and decided it would be nice to have a real course, with real baskets to hit, and started raising money to build a course in Rossland.

They sold sponsorships for the holes, and had equipment shipped in, partnering with Black Jack Ski Club to build the course on their land.

Cement tee decks were added later as more people got involved and wanted to see improvements.

Benner designed the course to meet the Professional Disc Golf Association’s requirements for a disc golf course.

“You have to have a variety of style[s] of hole, like uphill to the left versus downhill to the right,” he said. “Lots of change of grade is what you need to have in a course like this, so it provides ... the ability to

have a variety of shots.”

The course also needed to be designed so the baskets, and later the tees, wouldn’t interfere with Black Jack’s use of the area in winter. Otherwise the grooming equipment would damage the disc golf equipment or vice versa.

Bowman and Benner are grateful to everyone who has helped make the course a success.

“A huge thanks out to all of the volunteers that come out and help with the course and maintain it,” said Bowman.

“Thanks to all the people that use the course to keep it as clean as they do and be respectful of the environment,” said Benner.

Equipment and technique The discs used are smaller than the average Frisbee, and like in golf, different shots require different equipment.

The driver is “a thinedged disc ... that slices through the air and goes very fast, very far.” It has to be thrown hard, with a lot of snap in the wrist to get good results.

The mid-range disc “has more of a scooped edge for more float and more control.” It doesn’t get as much distance as the driver, but it’s more likely to stay on the fairway.

A putter “is usually either heavy and bulky or more domed.” The domed putter will float more, while the heavier

Throwing the discs also requires different techniques.

When throwing the driver, the player needs to curl her fingers under the edge of the disc, while resting her thumb on top, and holding the disc firmly enough that she won’t accidentally let go too early when she throws it.

To throw the driver, the player needs to draw her arm back, then step forward while swinging from the shoulder and aiming downward. Aiming at the ground may seem anti-intuitive, but the disc will get some lift.

Throwing the domed putter, on the other hand, requires a lighter touch.

Bowman throws the putter by cradling it in his outstretched palm, fingertips just touching the edges, and then gently tosses it toward the

basket.

The Rossland Museum and Discovery Centre is hiring a student as a part-time museum assistant.

The museum has applied for funding through the CBT School Works program, which will allow them to hire a student 15 years or older from the Columbia Basin region.

“We haven’t been approved yet, so it’s pending funding,” says Joelle Hodgins, museum director. “It’s hopefully an annual thing that we would do to hire a high school student or it could be post-secondary as well.”

The job would be for a maximum of 15 hours a week, helping out with fall kids programming and archival organization, among other things.

“It’s just a lot of helping us out wherever their skill set lies,” says Hodgins.

The museum will be accepting applications until the position is filled.

The Rock Creek wildfire continues to burn out of control.

Now 3,750 hectares, the fire is considered zero per cent contained.

“At this point, it seems to be settling into a bit of a long term event,” said Alan Stanley, from the Emergency Operations Centre (EOC) in Trail.

Evacuation orders were issued to 240 properties, and Highway 3 and Highway 33

remained closed throughout Friday.

The corridor section remains too dangerous to access so an aerial assessment of affected properties was made by helicopter Saturday, then cross referenced with maps, and matched with the RDKB’s ownership data base.

“At that point we knew the owners and cross referenced that with the evacuee registers,” explained Stanley. “That was the main way we tracked most of the people down to inform the homeowners of their situation.”

Thirty homes and 11 additional properties, most on Highway 33 west of Rock Creek, were destroyed by the fire that grew more than 2,000 hectares in 24 hours.

Despite continued efforts of air tankers and ground crews, the dry climate, high temperatures and wind gusts grew the wildfire to its current size, according to Fanny Bernard, from the Southeast Fire Centre.

Highway 3 re-opened Saturday night and 88 residents returned home Sunday. Evacuees from the Kettle River Pro-

vincial Park were transported back to the site that day, to gather belongings and vehicles before vacating the campground.

Over the next few days, aircraft including air tankers will be supporting ground crews as they continue to extend control lines near properties by establishing machine-guard and fuel-free areas.

The fire is under investigation though suspected to be human-caused.

The Lower Columbia Initiatives Corporation (LCIC) just launched an online calendar that will make it easier for businesses in the area to find professional development opportunities.

The LCIC’s Regional Business Training Calendar will connect organizations running training programs with local businesses in the area, all through one accessible interface.

The calendar was developed after the LCIC saw a need to simplify development and training for businesses in the area.

Both the Business Retention and Expansion project that the LCIC completed in 2013, and the Regional Skills Training Plan 2013-2020 developed

by Selkirk College and College of the Rockies, identified work force development and training as an area that needed some attention.

“A lot of the businesses felt like they were a little overwhelmed with the ... business training happening through a whole bunch of organizations,” says Terry Van Horn, LCIC’s economic development coordinator.

Organizations that provide work force training in the area will add their upcoming courses to the calendar, which is posted not only on the LCIC website, but is also embedded on the websites of participating organizations.

Van Horn says Selkirk College, Community Future, and the Skills Centre have all embedded the calendar on their website.

“It’s a great start to be able to support local businesses, and that’s what LCIC is here to do,” says Van Horn. “To help [so] that they can get the training and the education that they themselves and their employees require to make sure that their labour force is as skilled as possible.”

Van Horn also hopes the calendar will cut down on any overlap in the training being offered, and identify any gaps that need to be filled.

Custodians: • Building Service Worker Course Certificate or equivalent, minimum of two (2) years of work experience as a custodian or building service worker in a commercial or industrial setting, or an equivalent combination of training, education or experience.
