Oily rags catch fire, burn Langford home House renovation project set back Don Descoteau News Gazette staff

A Langford family continues to regroup after fire damaged much of the upper floor of the home they were renovating on Willshire Drive off Sooke Road. The fire, which burned intensely but was extinguished by Langford Fire Rescue crews in about half an hour in the early hours of Aug. 8, was believed to have started from the “spontaneous combustion” of rags covered in wood stain that had been placed in a bag together. Family members had been working on staining the kitchen cupboards and had gone to bed Friday night after cleaning up, said Langford Fire Assistant Chief Chris Aubrey. “They were pretty surprised that (stored rags) could cause that to happen,” he said. “But that can happen anytime you’re using oils. A person has to be cautious of how you store them.” Five occupants were in the house at the time of the fire. One son awoke to the sound of the smoke alarm, while the others were roused by the sound of the fire, Aubrey said. The three younger residents got out through a doorway, but the parents were forced to jump from a second-storey window. They were checked out for injuries but did not require hospitalization. Multiple calls to 911 came in around midnight Friday. Due to the large amount of smoke, some residents first believed their own home might be on fire, Aubrey said. When fire crews arrived – the No. 2 hall is around the corner – flames were shooting from the rear of the home. “We worried initially about the direction of the flames and the smoke,” he said, as there were trees and a deck next door not far away. Damage to the home was estimated at about $200,000. Emergency Social Services was on scene and helped the family find alternate short-term lodging. editor@goldstreamgazette.com

Classic cars a true labour of love Muscle car showcase takes over Goldstream Avenue Rick Stiebel News Gazette staff

Goldstream Avenue turns into memory lane for car lovers on Sunday (Aug.16) for the fifth annual Langford Show & Shine. The event features more than 200 classics, muscle cars, hot rods and sports cars, circa 1975 and earlier. The event marks the first car show for a 1968 Chevy Camaro Sport that Langford resident Ray Parkes has spent the last two years restoring. He found the “undiscovered” vehicle in Parksville and basically rebuilt it from the ground up. “I had to redo the entire body, cut out the rust and weld in new pieces, rebuild the engine, transmission and drive

train,” said Parkes, 55. He describes the finished product, with its turquoise paint and a black top, as a labour of love. “Otherwise you wouldn’t do it. It’s all about the work and the final product, something I’ve wanted to do for years.” The car mostly gets looks from people his age who fondly recognize it instantly, or younger people who have to sidle up to read the writing on the side. Parkes has attended all of the car shows in Langford as a spectator and said they appeal to a wide range of ages and tastes. “Everyone has their favourites,” he said, adding with a chuckle, “The Chevy guys hate the Ford guys and vice-versa.” The event takes place from 10 a.m. to 3 p.m. on Goldstream Avenue between Veterans Memorial Parkway and Bryn Maur Road. Attendees can vote for their favourite vehicle, with three People’s Choice awards to be presented at the show. The winner will be featured on the 2016 poster and T-shirts.

Injured hiker rescued after Mount Finlayson fall Commercial drone receives field test from Langford Don Descoteau News Gazette staff

A 20-year-old Victoria-area man is recuperating this week after falling nearly 20 feet while climbing on Mount Finlayson and being subsequently rescued by Langford firefighters. Langford Fire Rescue received a 911 call from a person who came upon the fallen hiker at about 4 p.m. last Saturday (Aug. 8). The man had suffered a broken leg and was said to be in a lot of pain. The rescue team accessed the moun-

tain trail via Bear Mountain and reached the man within 15 minutes, said Assistant Chief Chris Aubrey. The rescue operation involved 14 firefighters and two paramedics and saw the hiker placed on a spine board to stabilize him, then into a basket stretcher, which was transported via a series of ropes to an ATV and eventually to a waiting ambulance, Aubrey said. The rescue went more quickly than some of the more than half dozen the department has been involved in on Mount Finlayson this year, he added. “Sometimes rescues such as these can be four or five hours or more,” he said. “This one was just under three hours.” Luckily for the hiker, he landed

relatively close to an established pathway on the mountain, a situation that made locating him and getting him out easier for rescue crews. Langford firefighters also took the opportunity to test the effectiveness of a commercial unmanned aerial vehicle service hired to help locate the man more quickly. David Carlos, operator of Victoria Aerial Photos and Survey, was called to the scene and flew his camera-equipped, multi-rotor aircraft overhead, based at the command centre up at nearby Bear Mountain. While the firefighters managed to find the hiker before the drone, Aubrey said, the aerial vehicle was used to determine the best and

safest exit point for the rescue crews to get the man out. The department is in the early stages of trials on UAV use. But Aubrey sees them as having definite advantages in situations where emergency responders are at risk, such as incidents involving search and rescue, hazardous materials and complex fires. “This could help give us a more complete picture (to help plan strategy more quickly),” he said. Mountain rescues, in particular, are “lengthy incidents that take an incredible physical and mental toll on our firefighters.” he added. Any tool that can reduce that, he said, deserves to be looked at closely. Carlos, a Saanich resident who has a special Transport Canada

certificate to fly larger UAVs for commercial purposes and trains people to operate them, was making his first flight at Mount Finlayson. He said the incident was a great way to measure the capabilities of his aircraft in a rescue situation and showcased its ability to pinpoint a victim’s location with GPS, monitor crew members and identify any hazards along the rescue route. Aubrey said the department isn’t likely to take action on purchasing a UAV until at least the fall, but the weekend experience has them thinking more about it. “Drones get a bad rap because of the privacy issues, but it does have applications where it can save lives too.” editor@goldstreamgazette.com

Since the new View Royal Public Safety Building became operational earlier this year, a steady stream of residents have stopped by to check it out. Some are avid volunteers, but fewer still are people who have harboured a desire to drag a hose around, climb ladders and contribute to their community in a potentially more meaningful way. Until Aug. 31, the View Royal Fire Department is accepting applications for residents who wish to become a volunteer firefighter. Lt. Heath Bevan, the department’s full-time training officer, is overseeing the recruitment process to find four to six new volunteers. He says joining the ranks, even as a volunteer, requires a serious commitment that sometimes people don’t fully understand. “We call it volunteering, but you’re an unpaid professional. We’re 911 (responders),” he says, adding that firefighters must carry a pager when on standby. “It’s almost more of a lifestyle.

We are quite busy for a volunteer department.” While the process of getting shortlisted for the positions is pretty straightforward, Bevan says, the time and effort required in Thursday night training sessions and actually responding to calls surprises some people. “You might think that it’s three or four hours a week, but it’s probably more like six to eight hours.” Selected applicants will be invited to an orientation night in early September. The ses-

sion will see potential recruits tested in various scenarios designed to test their physical aptitude and their ability to handle situations that can arise during emergency calls. For example, Bevan says, a ladder truck climb tests for possible fear of heights, while an exercise using self-contained breathing apparatus gives officers a glimpse into potential claustrophobia. Another test involving ground ladders gauges a person’s ability to follow instruction and work with a group. Recruits sit in a personal interview by offi-

cers and other members of the View Royal Fire Association. It’s all about choosing people who can fit into the team, Bevan says. “You want to make sure you get the right people.” He encourages interested residents to stop by the hall at 280 Island Hwy. for a chat even before submitting an application, to get a better sense of whether volunteer firefighting is for them. Future looks bright for drone usage All unmanned aerial vehicles, or UAVs, are not created equal. While flying a hobby store model for fun or filming one’s recreational activities from a unique angle, for example, will continue to grow in popularity, the industrial uses of UAVs have us excited to see what comes next. Langford Fire Rescue was given a taste of the potential effectiveness of UAVs last weekend when firefighters were called to haul yet another fallen hiker off Mount Finlayson – that’s eight this year, and counting. Commercial operator David Carlos flew his camera-equipped aircraft during the rescue. He was making his first flight over the mountain and helped mainly to chart out a safe escape route for emergency responders. But he adapted quickly and vowed to have a better feel for the terrain and layout next time, should locating a lost or injured hiker be more of an issue. It illustrated how UAVs can be a critical piece of equipment to help make such operations safer for all involved. While UAVs and their crude prototypes have been around for a while, we’re just now finding out how they can best be put to commercial use. Carlos, who holds a certificate from Transport Canada that gives him permission to operate his UAV for specified commercial purposes, has had to notify officials of any planned flight 20 days ahead of time. Aware that being called in rescue situations might happen more frequently, he recently asked Transport Canada for the OK to fly at a moment’s’ notice – as when asked to help out in an emergency situation, for example. He got a thumbs up and was told to file his flight information immediately afterwards. Sounds to us like Transport Canada is willing to loosen the reins for people who have proven to be reliable and trustworthy with UAV use. As with any new technology, it takes a while for the humans in charge to catch up and create policies that make sense in the real world. Transport Canada guidelines seem to indicate that they have given plenty of thought to the multitude of uses of such vehicles, from singlepropeller, lightweight recreational models to multi-prop aircraft controllable at long range and capable of reaching high speeds and altitude. We like that a government agency appears to be using logic and common sense to determine the best way forward and that local agencies might one day have another valuable tool in their toolbox. And while stories of inappropriate use of remote-controlled aircraft have hogged attention in recent years, the positive uses of this emerging technology are more interesting to us. Victoria was easily the top-scoring team in the WLA with 217 goals, while the Salmonbellies were mid-pack with 158. Individually, Corey Small won the WLA regular season scoring title with 79 points, four more than Shamrocks teammate Rhys Duch in second. Victoria’s Cory Conway (67) and Jesse King (64) were also in the top 10. Dawson, who flew back and forth between here and Brampton, added 34 points in just seven games. New West’s Logan Schuss (68 pts., fourth) was the lone ’Bellies player in the top 20. However, Keegan Bal, Jordan McBride and Josh Byrne have stepped up their offensive games in the playoffs. Heyes predicts special teams will play a major role in the series. While these two teams were the most penalized in the league this season,

both have elements of unpredictability, with lightning-fast transition players who can create odd-man scoring opportunities. “New West is going to throw different looks on us on defence. They’re a fast team with a fast transition game and we know if that team outworks us, we’re going to be in tough for sure.” In goal the teams are also closely matched. Victoria and New West were 1-2 in the league for fewest goals against (139, 144, respectively). Cody Hagedorn played the most in the ’Rocks three-goalie system this season, posting a league-best goals-against average of 7.61, but Aaron Bold played the majority of the series against Maple Ridge. He went 4-1 during the regular season, with a stellar 5.88 average and .841 save percentage. Last weekend in Kamloops, the Rebels fell behind 39-1 by halftime, but finally broke into the end zone in the third quarter, when quarterback Ashton MacKinnon raced in for a touchdown. The big pivot collected a team-high 73 yards rushing on the day, while connecting on 19 of 41 passes for 272 yards. Jordan Worth had a solid game offensively, catching seven passes for 112 yards and rushing for another 45. Receivers Hunter Lake, with 70 yards, and Nick Spindor, with 62, also helped move the chains. The official opening of a new artificial turf field inside the velodrome track at Juan de Fuca Recreation Centre means a crosstown move for Westshore Rugby Football Club. Westshore RFC contributed $450,000 toward the field project, which was completed earlier this year. Formerly known as Velox rugby football club, Westshore RFC has a long and storied history on the local sports scene dating back to 1969. Club president Mark Wyatt said it is great to finally see the field completed and the move made. “It’s been a very complex process to get the funding and secure an agreement,” he said. “We’re very grateful to West Shore Parks and Recreation, as well as our previous landlord at the University of Victoria, who were very good to us regarding the move.” Westshore RFC will primarily utilize a natural grass field behind Juan de Fuca Recreation Centre for practice and game play. West Shore Parks and Recreation Society administrator Linda Barnes said the club’s move, first announced in June 2014, is great news for the area. “We’re happy to have them here,” she said. “It’s a bonus for the community as well, because other groups will be able to use the new field.” The turf field will also be used by Victoria Field Lacrosse, the Greater Victoria Velodrome Association and West Shore Parks and Recreation programs. Those groups will also use new fields being built at Royal Bay secondary through a partnership with the Sooke School District. While it will be a bit of a challenge moving to a different area, Wyatt said, the club believes they will be successful there. And many of the Velox men’s and women’s team players live on the West Shore. The 83,000-square-foot turf field is composed of monofilament polyethylene blend fibres tufted into a polypropylene backing. A bottom layer of silica sand and cryogenic rubber make up the infill. The fibres replicate blades of grass, while the infill provides cushion. Velox club teams will begin play in their various leagues this fall. news@goldstreamgazette.com

Golfers tackle the nine-hole layout at Metchosin Golf Club this weekend for the annual men’s open tournament.

Golfers contest annual Metchosin Men’s Open Metchosin Golf Course hosts its Metchosin Men’s Open tournament this weekend. Close to 70 golfers are signed up for the annual Saturday-Sunday affair at the nine-hole course. Jeff Palmer, golf operations consultant at Metchosin, leads a list of local club professionals playing in a separate division for the tournament. The event is run using a 36-hole stroke play format, with overall low gross and low net winners crowned, plus low gross and net in various handicap divisions.

Turf Burners take trophies Willows Beach FC captured the open division title with a win over Play Fair Have Fun at the annual Turf Burn Co-Ed Soccer Tournament at Juan de Fuca Recreation fields last weekend. The Power Rangers proved most powerful in the recreation division, beating Drivin’ Truck and Taggin’ Bucks 3-1, while the Victoria Beckhams downed Game of Throw-Ins 3-0 for the Co-Ed ‘B’ crown.

Q: WHAT’S THE BEST TIME TO REPLACE DEAD PLANTS AROUND MY HOME? Fall is the best time to replace plants that have died in the summer, says Niki Ottosen, owner of Gardener for Hire. If a mature plant or shrub looks like it has died, she counsels to not give up hope. Continue to hand-water the plant, hosing down the base long enough to penetrate three to four inches to ensure the root system is getting water. She notes this is important to do for any established trees or shrubs that are showing signs or wilting. Mature plants are often resilient and will come back the next year if you continue to water them once they have gone into survival mode. This can often make it look like the plant has died, but Ottosen said that isn’t usually the case with conifers like fire, spruce and cedar trees. A scratch test will determine if a plant has died or gone dormant. Do this by gently scratching a small piece of a branch with your finger nail. If it’s green underneath the plant is still alive and you should continue watering it. If it’s brown, test the plant further down the base to find out how far the die back has occurred. This long, hot summer has seen some sizzling market moves, but has been a tough one for local landscaping companies. Niki Ottosen, owner of Gardener for Hire, a Colwood-based property maintenance company, said businesses like hers are taking a hit, and not just from the weather. She said misconceptions about watering restrictions and increased pressure from big corporations muscling their way onto the Island have forced her to trim employees. “We’re just not getting as many calls,” she said, adding the biggest hit to their business has been from residential customers. “Billable hours have definitely gone down.” She anticipated some drop in residential calls when the season started with a heat wave. As such, she took some precautions. “We’ve had to spend more money on advertising and less money on employees.” She cut her staff from four to three to keep them all busy with fulltime hours. “We’ll definitely have to make some changes if this is going to be the trend.” Ottosen said August is usually a slow month, but with the growing season about three weeks ahead, that slow period started in mid-July and is expected to last until at least mid September, twice as long as usual. She noted it’s a healthy balance between commercial and residential contracts that keep a business going. In her case, combined with residential calls dropping off, commercial clients have been more demanding due to the heat, she said. Her company is responsible for watering as well as maintenance on commercial contracts, which include strata developments, where her residential clients are responsible for their own watering schedule. “Homeowners are giving up on their lawns and their gardens.” Evidence of this was pretty clear, she said, after a drive around the area revealed a considerable number of dead mature trees and shrubs. Ottosen said she has seen a number of large, established trees and shrubs die this summer. will not be able to afford to replace them in the current economy. “Most homeowners can only afford maintenance.” She attributed some of the drought damage to the misconception that the West Shore was under extreme watering restrictions, after news of the Cowichan Valley’s stage 3 restriction spread, and because this summer has been one of the driest on record. As a result, a number of residents she has spoken to stopped watering earlier than usual. Even with an increased demand earlier in the year and limited rainfall, the West Shore has remained under the typical stage 1 water conservation restrictions Those are in effect every year between May 1 and Sept. 30 and allow for lawns to be watered twice a week between 4 to 10 a.m. and 7 to 10 p.m. on days designated by address. Houses with even addresses may water on Wednesdays and Saturdays, odd addresses on Thursdays and Sundays. Although, the CRD has urged residents to reduce their outdoor water use to maximize reserves.

Ottosen noted that residents can hand water whenever they need and she suggests this for any young plants that have been in the ground less than a year, or any established plants starting to show drought damage. Besides the changing weather patterns, Ottosen said an industry change has put pressure on local companies. Larger property maintenance companies with head offices in Vancouver or Toronto have set up shop on the Island because of its mild climate, she said. She once believed there was enough work to go around, but now she’s not so sure. “We’ve lost a few major contracts.” She said a number of these companies only operate for certain seasons, and she’s seen work such as lawn aerating done well before the proper season, to beat local competitors, and then they’re gone. “Local businesses will be more inclined to help you through the seasons. We’ll be there to help you through the drought and after it,” she said. katie@goldstreamgazette.com
