Marsh Lake group worried about rapidly filling dump Myles Dolphin News Reporter

he Marsh Lake landfill is filling up faster than it should be and that’s a cause for concern for the non-profit group running it.

Jean Kapala, president of the Marsh Lake Solid Waste Management Society, said people are coming from all over the Southern Lakes region to dump their garbage.

“They’re driving in from Atlin, Teslin and Johnson’s Crossing,” she said, “because everyone has to go to Whitehorse for shopping and it’s on the way.”

“People are bringing in all sorts of things from construction materials to large appliances. That puts a lot of pressure on us.”

As it stands, there are no tipping fees at the Marsh Lake landfill.

She believes the influx in traffic over the past year is directly linked to higher tipping fees at the Whitehorse landfill, where fees increased from $87 to $94 a tonne on Feb. 1.

It costs $15 to dispose of a bedspring or mattress at the Whitehorse landfill and $10 for bulky items such as a couch or recliner.

The society has two full-time people working at the Marsh Lake site and one part-time employee who helps out on weekends, Kapala said.

And although the territorial government agreed to double staffing at the site this year, more long-term solutions are needed.

“They’re (Yukon Government) well aware and they know we’ve got a problem,” Kapala said.

Police investigating attempted abduction Whitehorse RCMP are investigating a report of an attempted abduction of a 13-year-old girl from an alley between 3rd and 4th Avenue, behind Staples.

The incident is alleged to have occurred around 6 p.m. on Monday, Aug. 3, police say.

“They know we’re busier because they have to haul away our garbage and pile up our construction material way more than they did last year.”

The society began keeping track of who brings what to the landfill about two months ago.

People now have to fill out a survey including where they’re from and what garbage they’re bringing in.

Kapala believes the surveys will show the government just how busy things are getting at the site.

On busier days such as during the weekend, the site can see between 90 and 120 cars per day, Kapala said.

“We’d like to have it (the landfill) for Marsh Lake people only,” she said.

“But we have no capacity or mandate to start screening people at all, we have to be open to everybody. We don’t want bad feelings either, we want to feel like we’re providing a service.”

Similar issues have popped up at the Upper Liard landfill in the past, until the Yukon government

finalized its waste management with Watson Lake in April.

As a result, the Upper Liard landfill and transfer station has been closed and will be decommissioned over the coming months.

A spokesperson for the Yukon government said the 10-yearplan for the Marsh Lake landfill includes space for expansion.

“And – with sound planning – we will be able to provide significant landfilling capacity well into the future,” said communications analyst Catherine Wood in an email statement.

“Each solid waste site has been designed for a specific amount of waste per capita, based on population statistics. As individuals make the choice to drive to sites not designed to receive their waste, undue pressure is put on the sites.

“We encourage all Yukoners to do our parts: sort and take our waste to the sites designed for our areas.”

The girl said she was approached by a man in a newer grey or turquoise sedan of an unknown make or model. She said the man tried to talk to her, and reached out toward her from his vehicle. She said he then followed her for a short distance, but left when she took out her phone to call for help.

The suspect is described

as an older male with a dark complexion and a white beard.

He was wearing a baggy V-neck shirt with sleeves and loose, tan-coloured, baggy pants.

The girl didn’t recognize him.

Harper launches federal election campaign

rime Minister Stephen Harper has launched the longest federal election campaign in modern Canadian history, which Yukon MP Ryan Leef expects to increase voter turnout in the territory.

Harper made the announcement on Sunday, after asking Governor General David Johnston to dissolve Parliament and call an election for Monday, Oct. 19.

The 78-day campaign will be the longest the country has seen since 1872. Leef told the News he supports his party leader’s decision because “for all intents and purposes, the opposition has been in campaign mode... since June.”

He said calling the election now will ensure that parties pick up more of the campaign costs, instead of taxpayers shouldering the cost of unofficial campaigning.

“I think what we’re going to see over a longer campaign is much greater voter engagement and greater voter turnout,” he added.

In fact, a longer election will cost taxpayers money. Elections Canada estimates that a standard 37-day campaign costs about $375 million. The

Yukon firefighters go south Despite a blazing start, the Yukon’s fire season has now slowed down significantly, allowing the territory to send reinforcements to Oregon and Idaho.

Thirty-three firefighters left the territory Friday, most of them going to Idaho.

Canadian Taxpayers Federation estimates that could increase to around $500 million during this campaign.

There is also no longer a firm campaign spending limit, thanks to the Conservatives’ Fair Elections Act. Where parties used to be limited to $25 million in campaign spending, they can now spend an additional $675,000 every day beyond the 37-day minimum.

That creates a bigger burden for taxpayers, since they reimburse up to 50 per cent of the parties’ election expenses through a campaign rebate.

Yukon NDP candidate Melissa Atkinson said the Conservatives’ recent spending on pre-election advertising - $13.5 million in April and May shows they’re not serious about saving taxpayers money.

“I think actions speak louder than words,” she said.

But both she and Liberal candidate Larry Bagnell welcomed the long campaign as a chance to spend more time getting to know their constituents.

“It’s fine for me in the Yukon,” Bagnell said. “It’s a huge riding. It takes a long time to get to all the communities.”

Bagnell said he will emphasize his 23 years of federal experience helping people negotiate day-to-day issues in-

cluding pensions, employment insurance, and income tax.

He also said the Liberal Party will do away with four controversial amendments to Bill S-6, which made changes to the Yukon Environmental and Socio-economic Assessment Act. The Liberals also promise to implement recommendations from the Truth and Reconciliation Commission, and to cut the middle class tax rate by seven per cent.

Bagnell said his party will also increase funding to Parks Canada and the CBC. Atkinson said that, if elected, she would make sure Yukoners are better represented in Ottawa. She said it’s important to strike a balance between environmental protection and sustainable economic development to encourage investment in the territory.

“People have been very receptive. That to me is a signal that people want change,” she said. “It’s a new era out there for people wanting positive change.”

Yukon NDP Leader Liz Hanson said the Yukon MP needs to focus on affordable housing and diversifying the territory’s economy, in part by championing tourism.

She also accused Leef of letting the Conservatives kill a private member’s bill he

brought forward in 2014 that would have allowed judges to consider Fetal Alcohol Spectrum Disorder as a mitigating factor in sentencing.

“He’s not been a strategic or strong voice for the Yukon,” she said.

For his part, Leef said the most important issue on his agenda is strengthening the Yukon’s economy.

“Yukoners want to know that there’s hope and opportunity and a future for themselves today and for their children tomorrow,” he said. “I think the most significant issue for Yukoners is knowing that we’re staying on track with a tax plan and a balanced budget.”

Rick Karp, president of the Whitehorse Chamber of Commerce, agreed that the economy is a top priority. He’s concerned about a decline in private-sector jobs in the territory, and said Yukon’s MP could help improve the employment situation. For instance, he said Yukon should qualify for an exemption to the Agreement on Internal Trade, which prevents provinces and territories from favouring local companies. He believes that would promote job creation in the territory.

“Economic development in the North has to become a priority for Ottawa,” he said.

“It’s not just giving us transfer

payments.”

Leef has been the MP for Yukon since 2011, when he beat Bagnell by 132 votes. Bagnell had been the territory’s MP since 2000.

Bagnell believes he lost in 2011 because people expected him to win, and didn’t bother to vote.

“I think people will be thinking about that this time around,” he said.

Atkinson said she’s not concerned about splitting the vote on the left in this fall’s election.

“People know what they don’t want and they’re trying to figure out what they want,” she said. “I’m in it to win it.”

Yukon’s Green Party candidate is Frank de Jong. He could not be reached for comment by press time.

Cory Laidler, a local electrician and chair of the Apprenticeship Advisory Board, will run for the Libertarian Party of Canada.

Yukon College will host a candidate’s debate on Wednesday, Sept. 23. The debate is open to the public, but will be focused on issues relevant to students. At least some of the questions will come from students. Leef, Bagnell, Atkinson, and de Jong have all confirmed their attendance.

The American state is experiencing dry weather, and with lightning forecasted, they decided to call for support as a precautionary measure, Yukon Wildland Fire Management spokesperson George Maratos said.

“We could potentially send

more but obviously we don’t want to leave the Yukon without necessary resources,” he said.

There are 36 firefighters left in the Yukon.

While there have been 182 fires since the beginning of the season, there hasn’t been a new fire in two and a half weeks,

Maratos said.

He estimated that there are fewer than 108 active fires throughout the territory, none close to communities.

It wasn’t long ago that the Yukon was the one calling for help.

In late May, 64 firefighters

flew in from Ontario. Yukon Wildland Fire Management was at the time dealing with fires near Mayo and Dawson City.

A month later, the territory called again for help. This time British Columbia answered the call, sending 30 firefighters.

At the time, Chief Daniel Morris said the First Nation owed Aboriginal Affairs and Northern Development Canada $708,000.

In his last public statement, Morris said there were no plans to co-operate with Aboriginal Affairs and Northern Development Canada.

In January, a Liard First Nation resident claimed that elders weren’t receiving their usual quotas of wood and oil during the winter, causing hardship in the community.

this past April between Aboriginal Affairs, Health Canada and the Liard First Nation’s third party manager failed to accomplish much, according to the same resident.

“People are concerned about where our rent money is going, why there haven’t been any repairs to our houses,” said Albert Chief at the time.

“We also wanted to know how much the chief is making and whether he gave himself a raise.

We want to know what the hell is going on there.”

It’s still unclear what the punishment would be if the Liard First Nation continues to refuse to release the information.

The act says the government can withhold cash from First Na-

tions that don’t comply.

But essential services continue to be delivered in the community by the Third-Party Funding Agreement Manager, Ganhada Management Group. All “nonessential” services have already been cut.

Morris could not be reached for comment in time for today’s deadline.

According to the CBC, the federal government has filed applications in federal court against seven other bands.

Two of them - Alberta’s Sawridge and Saskatchewan’s Onion Lake First Nation - are taking the government to court, questioning the legality of the act.

The RCMP is asking for the public help, looking for any hitchhikers, campers or backpackers who were in the area between July 7 and July 27. They want to determine if anybody is missing or whether the owners plan to return to pick up their belongings.

The 30-year-old man has been identified as Yoichi Kubota, from Cambridge, Ont. Kubota was believed to be hiking alone in the Slims River Valley and Observation Mountain area of the park. He registered with Parks Canada on July 26 and was due out of the park by July 29.

But when he failed to notify Parks Canada of his exit, the RCMP was advised of his disappearance.

A search was launched July 30 including a Parks Canada ground team, the RCMP’s dog service and a search and rescue team member.

From a helicopter, they were able

to quickly spot the body along the Canada Creek area.

The incident isn’t considered suspicious, the release said.

“It is believed that the death is likely related to exposure and/or effects of cold water, but an autopsy has been ordered at Vancouver General Hospital to determine the cause of death,” according to Kirsten Macdonald, chief coroner for Yukon.

Macdonald said it’s believed Kubota was attempting to cross Canada Creek when the incident occurred. The autopsy will be performed this week.

Truck crash sends two to Whitehorse General Hospital A single vehicle crash near Mayo on July 30 resulted in two Pelly Crossing residents being airlifted to Whitehorse General Hospital.

The female driver and passenger, both 20 years old, were travelling westbound on the Silver Trail Highway and lost control of the vehicle, a small Chevrolet S10 pickup.

The truck rolled over several times into the ditch before coming to rest on the passenger side of the vehicle, according to an RCMP news release.

At least one of the vehicle occupants was thrown from the truck as it rolled.

Both occupants were transported to the Mayo Health Centre by ambulance and later airlifted to Whitehorse for medical treatment.

Their injuries were not considered to be life-threatening, the release said.

The cause of the crash is still under investigation, according to Const. Matt Beckett of the Mayo RCMP detachment.

Parents had petitioned the French school board that the current high school students be moved as early as this September. They currently share classrooms with elementary students.

“It’s still difficult to move a whole body of students to a location that is suitable,” said Gouaillier.

“Everybody knows it’s going to be a compromise, that’s why it’s important to build this new school, the actual solution to the problem.”

Yukon News made requests to speak with Education Minister Doug Graham but did not hear from him in time for today’s deadline.

“Our government remains

committed to building a new Francophone secondary high school in a reasonable time frame,” Graham was quoted saying in a press release.

“We are all focussed on finding solutions and ensuring a high quality of education for Francophone students in Yukon.

At a recent meeting with board representatives we discussed a number of long-standing issues and we believe we have found a path forward.”

As of last May, it was estimated the government had spent more than $3 million and the francophone school board had spent $1.8 million since the beginning of the case in 2009.

f you’re running for MP in October’s election, here’s a challenge for you: go talk to youth voters.

During the last federal election, 1.9 million out of the 2.9 million eligible youth-aged voters didn’t vote. In the Yukon, only 38 per cent of eligible voters aged 18-24 turned up at the polls.

There are a few good reasons the Yukon’s federal candidates should care about the youth vote. Young Canadians are facing some of the highest rates of unemployment in decades. They have staggering student debt. Young aboriginal people are the fastest growing demographic in the country, and they are also most likely to report disaffection with the federal government.

In other words, young people are poor, unemployed and angry, and it’s probably safer to have them on your side.

But more importantly, by engaging with young voters, federal candidates can do their part to end a vicious cycle that disenfranchises youth voters and denies candidates access to a diverse voter base.

It works like this: young people don’t think politicians or the political system works for them. A staggering 70% of Canadian youth-aged voters told the Millennial Dialogue Report they feel that politicians ignore the views of young people. So they don’t show up at the polls.

But because youth are unlikely to turn up at the polls, politicians don’t put youth issues on the agenda. And on it goes.

As a result, Canada has a problem.

There’s a huge electoral imbalance. Seventy percent of voters older than 55 vote compared to only 39 per cent of youth, according to Elections Canada. Each generation of young people is voting less than the last.

Why? Plenty of people will tell you it’s because young people are disengaged and apathetic - that they’re more concerned with selfies and Snapchat than civic engagement.

But if Canadian youth aren’t voting, our electoral system and politicians are also to blame.

If you’re a Yukon youth, it can seem as though the electoral system is designed to make voting difficult.

Don’t have a car to get to the polling station? Have a big midterm on election day? Can’t take time out of your entrylevel job to vote? Having trouble finding valid ID because you don’t have a driver’s license or a status card? Did you recently move from down south and have yet to

receive your updated ID? These are all common barriers faced by Yukon youth - and they’ll have to figure out how to overcome them if they want to vote on October 19.

In an age where we can shop online, bank online, and date online, we still can’t vote online. Elections Canada’s website looks like something from 2002. It didn’t have a Facebook page until July 6, 2015 (yes, you read that right). Its English page has only 973 followers; the French page, only 319.

No wonder young Canadians feel left out of the electoral process.

What’s more, Yukon youth in rural communities face unique barriers. Many rural youth who come to Whitehorse for high school leave their families for the school year.

According to Elections Canada, family influence is one of the greatest factors that can encourage or prohibit youth from voting. Rural Yukon youth are more likely to be isolated from their families at an age when it’s critical for them to become educated in civic issues if they are to vote in the future. The Yukon’s high school curriculum isn’t doing enough to fill this gap.

Yet these staggering barriers aren’t campaign issues. It’s not surprising when you consider that politicians have yet to ask youth about issues that matter to them.

When politicians campaign, they’re more likely to knock on the door of a veteran voter than to go after new voters.

Pollsters and parties call landlines to chat with prospective voters. Do you know any young people with a landline?

During the last federal election in 2011, BYTE’s Yukon Youth Want campaign identified environmental protection, accessible education, affordable housing,

better healthcare, and funding for the arts as issues that mattered to Yukon youth.

At BYTE’s annual Leaders In Training Conference, we asked rural high schoolaged youth what matters to them. They told us they wanted more recreation facilities, improved youth centres and better access to education in the Yukon’s rural and First Nations communities.

Just because youth aren’t voting doesn’t mean they’re disengaged.

All youth can identify issues they care about. But we can’t expect young people to show up at the polls if these issues aren’t represented in federal campaigns.

The good news is this: We have a small population and this year’s federal candidates can easily make themselves visible to the territory’s young people - especially if they visit the communities and make use of online platforms.

But if politicians refuse to step up and include youth issues in their campaigns, we’re going to continue to have a disenfranchised young population and a federal government that doesn’t truly represent the country.

According to a recent CBC article, the North’s vote could matter more than usual due to an extremely tight three-way race indicated by polls down south. In the Yukon, where the population of people aged 20-29 represents the second biggest demographic in the territory, the youth vote matters more than ever.

So, federal candidates, here’s the challenge: include youth issues in your campaigns. Talk to young people. And don’t underestimate their ability to vote.

Politicians deserve paycheques tive.

We occasionally hear the argument that if people want to be involved in politics they should do it out of a sense of civic duty and they should accept minimal compensation for their time.

Some even argue that politicians should volunteer to do the job.

This strikes as a dangerous idea if we want our politicians to be “people like us.” Who would enter politics if that model were to prevail? We would probably be led by independently wealthy businesspeople and maybe a handful of idealists living in their Volkswagen vans who “don’t need money” - not necessarily people who can relate to the struggles and aspirations of ordinary citizens who go about their lives raising children, paying bills and trying to put away a little bit of money for retirement.

No, we want intelligent, knowledgeable, practical, compassionate and articulate people who are ordinary enough to relate to the needs of their fellow citizens. You are going to have a difficult time luring such people away from their current jobs or encouraging them to take on the added commitment of a seat on council by being overly stingy with their compensation. These

are people with financial responsibilities of their own that they need to live up to.

The raises voted on by Whitehorse City Council were modest and reasonable. The mayor’s salary was increased by about $4,000 to just shy of $88,000 per year and the salary of each council member by $900 to around $20,500 - amounts which were set to correspond with the rate of inflation.

Combined, these are barely more than the salary of the city’s top bureaucrat or a Yukon government deputy minister.

Nor do these salaries comprise a significant part of the city’s $173 million budget.

When one councillor said that the amount of these raises was the “bare minimum” and that they may deserve even more I was inclined to agree. Steering a city is an important job.

The performance of the job of mayor has important implications for residents of this community, yet he currently commands a salary that is less than that which is paid to all but the very lowest level of Yukon Government management.

The formal demands placed on members of council sound fairly minimal but I understand

the reality to be quite different.

Between handling citizen correspondence, preparing for and attending at council meetings, and staying on top of new bylaws and the various financial issues that council deals with the role demands a fairly significant time commitment. Certainly more time than one might expect for a $20,500 salary.

Negative reactions to increases in political pay are probably partly due to the optics of people giving themselves a raise. Unlike most of the rest of society, politicians have the luxury of determining their own salary and they can do so without reference to profitability or performance.

Politicians are limited only by what they think they can get away with in determining how much to pay themselves.

And the sense that one is underpaid for his or her work is a part of the human condition. If you ask 10 people if they deserve a raise nine will say yes and the tenth will want one anyway (not an actual statistic, simply a rhetorical device designed to make a self-evident point).

So why should politicians get to pass judgment on their own paycheques when they are being paid with our tax dollars?

Fair enough, and I think there is a good case to be made for establishing an arm’s length process for setting the salaries of politicians.

But in this particular case, because of the reasons cited above, I think the raise was warranted.

It is not like politics at any level - and particularly municipal politics - is all glamour, tax payer funded junkets and expense accounts as we may perceive it to be. Politics is a thankless, demanding business.

Just by putting your name forward - before you are even elected - you risk the embarrassment and sense of personal rejection that comes along with humiliating defeat. You can expect to be attacked mercilessly for every decision you make sometimes in a very personal and vitriolic manner. And like those in a number of other professions you will have to deal with the stress inherent in having to make high stakes decisions with significant implications for the public in a timely manner and often on the basis of imperfect information.

Why have the NDP and Liberals both announced they would keep the child benefit? If their accountants had reached the same conclusion as Kyle that its net worth will only be $1.19 a month, would not both parties be making a big political stink about it?

Kyle ought to have expanded his analysis to include using the RESP (Registered Education Savings Plan) and the Tax Free Savings Account (TFSA).

Under the Conservative government’s Child Benefit Program, parents now receive $1,920.00 per child under six.

If put into an RESP, the government will contribute an additional 20 per cent = $384.00/year of extra saving for your child – a total of $2,304.00/year to accumulate tax free!

Don’t forget, this is CASH, not a mere deduction from your tax.

Yes, there still remains the loss of the Child Tax Credit, (which is claimed off tax owed at the lowest tax rate), however, leaving that aside for the moment, contrast this extra $384.00 against the extra tax some parents will have to pay which Kyle calculated as $223.20, and you get a net positive benefit of $160.80.

If your income is lower than the net taxable $50k per year

Kyle used for his calculations, the benefit is even larger. If you are among the millions of working poor who pay little or no tax at all, you get to keep it all. That would seem pretty much in line with Trudeau’s view that the benefit should be directed toward poorer families and that wealthy families like his should not get the child benefit, although if they only get Kyle’s $1.19/month, Justin would probably not object.

Putting the child benefit money into a tax free savings account is also an option that can pay large dividends for families. Have a chat with a registered financial planner or an accountant to check it out and don’t forget to also plan for children 6-17 for whom families will receive $60/ month per child.

Don’t buy the baloney of those who are criticizing the Conservatives for their spending on the Child Benefit Program. Perhaps it was somewhat self serving of the government to payout those big cheques just before an election, but cynical it was not. It is a great program for families and Minister Poilievre is well justified in his promotion of it.

It seems to me Kyle’s cynicism would be better visited upon the opposition parties and their promises. If either the Liberals or NDP win the election, the Child Benefit Program and many other benefits which the Conservatives have instituted will likely be lost despite their assurances to the contrary. But perhaps Kyle really doesn’t care about that.

When Whitehorse City Council recently moved to give the full-time mayor and each of the part-time councillors a modest raise the Internet commentariat reacted with predictable howls of outrage.

So I suspect I will be defending an unpopular thesis when I say that it is necessary to pay politicians a reasonable salary and that a “reasonable salary” may be more than you and I actually want to pay them.

Moreover I think that specifically Whitehorse’s municipal politicians deserve the small raise they received - even if they gave it to themselves.

The reality is that if we want to attract the “shining stars” of our community to choose public life the compensation is going to have to be reasonably competi-

Dawson resident worries about lesser-known historic sites Myles Dolphin News Reporter

born and bred Dawsonite who has worked in the past to restore some of the town’s historic sites is blaming Parks Canada for allowing a number of others to rot to the ground.

Contractor Greg Hakonson’s comments come on the heels of last week’s announcement that the federal government was investing $13.7 million to upgrade the infrastructure at several Parks Canada sites across

the territory. The Joe Boyle House, Bear Creek Machine Shop, Dredge No. 4 and Palace Grand Theatre in Dawson City are among the historic sites set to receive major improvements.

But Hakonson – who renovated the Odd Fellows Hall and turned the old liquor store into the Yukon School of Visual Arts – said he’s spent the last 25 years trying to find a way to work with Parks Canada to prevent other sites from crumbling. “Talking to Parks Canada is like talking to a wall,� he said.

“They’ve had an offer from me that’s been sitting in their hands for three years now.

Parks Canada uses a Level I designation for buildings that have “national historic significance� and Level II for ones that have “other heritage values.�

Other Level I sites in Dawson include the Commissioner’s Residence, post office, Ruby’s Place and Billy Bigg’s Blacksmith Shop.

Hakonson argues that Level II buildings in Dawson City such as the Bonanza Hotel or the “kissing buildings� - have been ignored over the years, with any available funding going to upgrade Level I sites instead.

In 2011, Parks Canada released a report in which it stated that 57 per cent of Level I buildings and structures were in fair condition, as opposed to 35 per cent for Level IIs. Hakonson said it’s important for him to try to save Level II structures because of their significance. “I’m born and raised here, I knew the tail end of the gold rushers,� he said. “I played in all of those buildings when they were still full of all the gold rush stuff. It’s kind of a sick feeling to think that the people that we’ve put our trust in to look after our heritage are going to record its demise.�

Hakonson said he’s written

letters to Yukon MP Ryan Leef in May, June and July, asking to find out what the position is on Level II buildings in Dawson City, but he’s received no reply.

He said one solution would be for Parks Canada to enter into partnerships with the private sector so that Level II sites can be given the proper attention they deserve. “We’re trying to get Yukoners aware that our history is rotting away here in Dawson – literally,� he said.

Based on a 2010 Parks Canada report detailing the state of Klondike national historic sites, the management of Level II sites was deemed “unsustainable.� “The required number of staff to effectively manage Level II cultural resources owned by the PCA (Parks Canada Agency) is challenged by the sheer number and the resources required,� according to the report.

BUSINESS ENVIRONMENT First Nation youths get up close and personal with the Peel watershed Maura Forrest News Reporter

H

ow deeply can you care about a place you’ve never seen? How badly will you fight to protect mountains you’ve never climbed and rivers you’ve never paddled?

Questions like these were part of what inspired five First Nations youth to spend 18 days paddling down the Wind and Peel rivers, getting to see the Peel watershed first-hand.

The group flew from Mayo to the Wind River in a float plane on July 7 and arrived in Fort McPherson, N.W.T. at the end of their trip on July 24. The expedition was organized by the Yukon chapter of the Canadian Parks and Wilderness Society. It took place one month before the Yukon government is slated to appeal the Yukon Supreme Court’s decision to strike down its land use plan for the watershed, which would open up 71 per cent of the region to mineral staking.

“It’s reaffirmed my belief in why I want to see this place protected,” said Geri Lee Buyck, a 24-year-old from the First Nation of Nacho Nyak Dun, in Mayo. “It’s always going to be in the back of my mind now. I feel like I’m devoted.”

This trip was no small challenge for Buyck. She’d spent a few days in the Peel region before, but she’d never attempted a trip of this length, and she’d never done much canoeing.

“This trip was definitely out of my comfort zone,” she said. “I would say that I was the least experienced out of the females for sure.

“My sister said I came back with bigger pipes,” she added with a laugh.

Sarah Newton, who coordinated the trip for CPAWS, said she wasn’t looking for youths with lots of outdoor experience. Eleven young people applied from communities in Yukon and the Northwest Territories located in and around the Peel watershed. Newton said they had to answer questions about the leadership roles they take in their communities. They also had to talk to an elder about the importance of the Peel region as part of their application.

She said most of the youths they chose were strong leaders, even if they hadn’t spent much time in a canoe. Buyck, for instance, has attended many events to show support for the Peel. She also works as a supervisor at the Peel Visitor Centre in Mayo, giving information to tourists about the region.

The other participants were Dana Tizya-Tram of the Vuntut Gwitchin in Old Crow, Bobbi Rose Koe of the Tetlit Gwich’in in Fort McPherson, Robert Neyando of the Gwichya Gwich’in in Tsiigehtchic, and Prairie Dawn Edwards of the Ehdiitat Gwich’in in Aklavik.

Five First Nations youths spent 18 days paddling down the Wind and Peel rivers to gain first-hand knowledge of the Peel watershed.

Newton said they spent most days either canoeing or hiking in the mountains by the river. The days were physically exhausting, but she said the group pulled together to keep everyone’s spirits high.

She remembered an especially difficult day, when the group went for a 10-hour hike up a steep mountain. Every time they thought they were close to the top, another stretch would open up above them.

“A couple of the participants were really starting to feel really challenged by this hike,” she said.

Finally, they said they wanted to stay behind, but the rest of the group pushed them to keep going.

“We all pulled together, and we all made it to the top of that mountain,” she said. “I was just really proud of the whole group.”

Buyck said the landscape was so beautiful that it was hard to describe.

“It’s just so sublime. There’s just no words,” she said. “The area, the water, and the landscape are just so stunning and surreal.

I kept saying to myself every day, we don’t have to fly halfway across the world or down to the Bahamas to experience this. It’s in our own backyard.”

She said they saw black bears, moose, caribou, and sheep that came right up to them, unafraid.

They also caught and ate a grayling for supper one night.

After spending 18 days in the wilderness, Buyck said it was a bit strange to find herself back in Mayo.

“I noticed myself looking around at people and vehicles and whatnot,” she said. “You just notice everyone’s busy being busy.

It just made me instantly wish that I was back there. Out there it’s so peaceful.”

Newton said this trip was especially important because few people from the communities are able to get out to remote areas of the Peel region.

“Right now, it’s very expensive to get in there,” she said. “It’s hard for people from the communi-

ties to take the time or have the money. If you have the time, you don’t have the money, and if you have the money, you don’t have the time.”

Buyck said she wants to help other people get out to see the Peel, both locals and tourists.

She’s planning to study business management somewhere in B.C., and hopes to work in ecotourism.

She’d like to see more people from her community trained to work as guides in the watershed. If more people can see the area, she hopes,

more people will want to protect it.

“I’ve always been kind of searching or wondering about standing up for something that’s bigger and greater than myself,” she said. “Being out there, I’ve come to the realization that it’s the Peel. I really want to see this place protected.”

The Yukon government will appeal the Yukon Supreme Court’s decision on the Peel watershed land use plan on Aug. 20 and 21.

CP officially asks to appeal $430 million Lac Megantic settlement fund for victims Giuseppe Valiante CANADIAN PRESS MONTREAL he $430-million settlement fund in the Lac-Megantic train disaster is illegal because the Quebec judge who approved it did not have the authority to do so, Canadian Pacific Railway said in its official leave for appeal Monday.

Documents obtained by The Canadian Press state the railway will argue that Superior Court Justice Gaetan Dumas erred in law by overstepping his jurisdiction in granting compensation to families of the 47 people killed on July 6, 2013.

The appeal application asks the court to cancel the fund and to rule that Dumas had no authorization to use Superior Court bankruptcy proceedings to offer companies releases from legal liability.

CP must still receive permission from a court to proceed with the appeal. If permission is granted, distribution of the millions of dollars offered to victims and creditors could be delayed by at least several months.

Earlier this month, Dumas approved the $430-million settlement package offered by companies accused of responsibility in the derailment.

CP is the only company out of

roughly 25 accused in the tragedy to not participate in the offer. It maintains it bears no responsibility in the disaster.

The settlement offer is tied to the bankruptcy proceedings in the United States and Canada of Montreal Maine and Atlantic Railway Ltd. (MMA), the nowinsolvent railroad company that owned and operated the train that derailed.

All of the companies that offered money to victims and creditors were given releases from legal liability on both sides of the border for their part in the disaster.

In approving the fund, Dumas rejected three CP motions: one

seeking access to privileged documents; another to have the fund cancelled; and a third to have the proceedings moved to Federal Court.

The fund still needs to be accepted in U.S. court but lawyers close to the proceedings say it’s likely to be green-lighted.

CP has already asked for permission to appeal the ruling regarding access to documents.

Jeff Orenstein, lawyer for the victims, said Monday he “wasn’t surprised” CP asked for permission to appeal.

However, he said “the jugement on the first instance was well-drafted and well-reasoned and I think (CP) will have a hard

time in appeal.”

He added that even if CP is successful he will push to have the proceedings fast-tracked and added that a ruling can technically be handed down in a few months, not years.

Representatives from CP could not be reached for comment Monday.

CP’s two requests for appeal will be heard in court on Sept. 9 in Montreal.

Whitehorse artist taps studio vets for solo album rock, sometimes with catchiness reminiscent of the Beatles – a major influence on Jacobson – and sometimes with a stern veneer remindful of the ‘90s.

“So I grew up with a lot of that melodic sensibility,” said Jacobson, who is in his 30s. “All the songs I listened to growing up had these great lush harmonies and they’re easy to sing along to. They have these great melodies that get stuck in your head … I try to write these melodies that people can sing along to or hum along to.”

“My last band was the Capitals – I was the main singer-songwriter – and the lead guitar player from that band is on this album as well,” he added. “These songs evolved out of the end of that band along with a few new tunes.”

Currently Jacobson is going it alone, promoting his album with solo acoustic shows.

He co-hosts open mic with artist Lianne Cranfield at the Watershed Coffee Shop and Bar on Tuesdays. But he is working on putting together a band with Whitehorse musicians. He simply loves the music community up here, he said.

“I’ve played most of the venues in town already as well. Fans have been receptive, been buying the record and buying the shirts. It’s been really cool to see the support up here,” said Jacobson.

“Unlike the big city, the other bands and other musicians really support you as well.

In the city you have little clusters of bands that support you and show up to each other’s shows. Up here everybody supports everybody – it doesn’t matter what genre, what skill level you’re at … And I think that’s fantastic.”

t’s a sleepy Sunday evening at the Gold Pan Saloon. Singersongwriter Patrick Jacobson is filling in on stage. Half the seats in the pub are empty, but Jacobson pours out the tunes with ardour. Patrons listen quietly, ears draped over every note he sings and chord he strums on his Fender acoustic ... for the most part, at least.

When an audience member yells unreasonable requests between songs, he kids back like a seasoned veteran of the stage should.

He’s comfortable plucking away in the spotlight. He’s done too many shows to count, big and small.

There’s a box of records by his feet. The records – his self-titled solo album – are printed on white vinyl. That should be enough to indicate he’s no run-of-the-mill strummer.

“The white vinyl is something I wanted right off the start,” said Jacobson. “I kind of like the combination of the blue and white on the cover – those are the colours I always had in mind.”

The release of his solo EP, which is available on vinyl and digital download, has strange timing. It went on sale last week in Whitehorse, the city he has called home for just a few months.

Jacobson is from Vancouver and the album was recorded on B.C.’s Bowen Island, but the indie rocker has wanted to move to Whitehorse for years. When he was offered a job in the capital, he pounced on it.

“Coming up here playing with bands over the years, I just fell in love with the place,” said Jacobson. “It just seems more comfortable and every time I came up here it was harder and harder to leave. So I started looking for a reason to move up here … This year I finally made it happen.”

The album has Jacobson’s name on the front and a few big names on the back.

It was recorded with veteran producer Winston Hauschild, who recently had an album go triple platinum in China and Hong Kong.

“After playing in multiple bands over the years you watch how bandmates get involved in other projects or other areas of their life and bands kind of fall apart,”

said Jacobson. “So this time around I decided to do a solo record. Though it is very much a band effort, the idea is basically I can perform under my own name and have whoever is available to perform as my band.”

The music is melodyand guitar- driven. It can be poppy in spots and gritty in others, with a backbone of solid songwriting from the first to the last track.

If you told her the truth — that you felt that you were being treated poorly — then tell her that you didn’t realize that having you there was so important to her and that now you’ve made other plans (which may actually mean plans to make plans).

In any case, a friend who raises her voice and doesn’t mind treating you like an employee — no matter how important she deems the occasion — is probably not one that you are sorry to lose.

A

s Whitehorse’s Darby McIntyre circled the track, legs pumping in the scorching Los Angeles heat, there was one thought on his mind: “I am not going to lose this race, I am going to get a medal.”

That ardent determination served him well. McIntyre captured gold and bronze in athletics at the 2015 Special Olympics World Summer Games last week in California.

“I’m pretty pumped and excited … I look forward to bringing these medals back there,” said McIntyre.

The 15-year-old, who was one of the youngest athletes on Team Canada at the Games, won gold in the 5,000-metre race on Friday and bronze in the 1,500-metre on Saturday.

His two medals came in two very different fashions.

In the 5,000-metre, McIntyre took the lead on the first lap and never looked back. He finished with a time of 18 minutes and 36.31 seconds – a personal best in competition – beating the silver medalist from Lithuania by 10.88 seconds. He even lapped a pair of runners before reaching the finish line.

“I wanted to get sub-18, but I got 18:36 – which is still pretty good,” said McIntyre.

In the 1,500-metre, it was a final-lap push that put him on the podium. McIntyre overtook two competitors to move from fifth to third at the end of the race. He crossed the line with a personal best time of 4:52.70, just 3.61 seconds behind the silver medalist from Thailand and 16.2 seconds behind the gold medalist from Libya.

Going into the final lap, “I was like, I want to win a medal in this race,” said McIntyre. “So I decided I was going to up my game a little bit and pick up the pace.”

“It was a very, very fast race,” said Special Olympics Yukon executive director Serge Michaud.

“The athletes came out off the line sprinting. It was bananas.”

In the 5,000, “No one was even close to him ... It was a beautiful race to watch.”

McIntyre is just the second Yukoner to compete at the Special Olympics World Summer Games.

The first was Tyler Repka at the 1983 Games in Baton Rouge, Louisiana.

“It’s crazy hot here and relatively humid, smoggy,” said Michaud.

“There’s 165 countries represented here and to watch Darby yesterday and today, running against athletes from Zimbabwe and Thailand and Libya – you really know you’re part of something big when you see Darby sitting down and trading pins with somebody from Costa Rica. It’s a really surreal experience.

“I can tell you I have never seen an athlete handle the day-to-day eye-opener (factor) as well as Darby. He’s cool as a cucumber running his races and is doing very well.”

McIntyre was named to Team Canada last September following a standout performance at the 2014 Special Olympics Canada Summer Games where he captured silver in the shot put and in the 5,000-metre. He got to nationals after a stellar performance the previous summer at the Special Olympics British Columbia Summer Games where he also won gold in the 5,000-metre and bronze in the 1,500-metre.

“Winning gold in the 5,000-metre and bronze in the 1,500-metre, I felt like I was back at provincials,” said McIntyre. “The only thing that changed was my times …

It just goes to show my coaches and coaches on Team Canada, they helped me get better and get faster.”

“What I can tell you is I think we have a young man here who is a bit of a diamond in the rough and he absolutely has a tremendous amount of talent and a lot of potential in sport,” said Tom Norton, McIntyre’s coach on Team Canada.

“He is tremendously disciplined on and off the track when it comes to putting his mind to what he

Though McIntyre was racing for Canada far from home, he had plenty of supporters in the stands.

Over 30 members of McIntyre’s

family made the trip to L.A. for the Games. In fact, Special Olympics Yukon president Thomas Gibbs presented McIntyre his gold in the medal ceremony.

“It has been a great couple of

days for Canada, a great couple of days for Yukon and definitely a great couple days for Darby and his family,” added Michaud.

Roots, McHale top the ďŹ eld in River Trail Marathon

T

he first time Whitehorse’s Logan Roots registered for the Yukon River Trail Marathon in 2012, he made a small mistake on the registration form. “I accidently signed up (for the full distance) in 2012 and since then I’ve had to defend my title,�

said Roots, “Leg 1 is the easiest, Leg 2 is a little harder and by Leg 4 you’re feeling dead. Going around Hidden Lakes on Leg 4 is pretty killer.

The last two big hills – you’re golden if you can run those. I certainly couldn’t.�

That mistake has now led to three marathon titles for Roots.

The 22-year-old, who missed the

race in 2013, won his third title in four years at the event on Sunday.

Roots finished the 42.2-kilometre course – that was two kilometers longer than last year – with a time of two hours, 59 minutes and 16 seconds. Whitehorse’s David Eikelboom, who won in 2013, took second at 3:02:23, about 24 minutes in front of third place’s Sam Herreid of

Fairbanks. “It was good. Really nice weather – perfect weather,� said Roots. “I was a little worried when yesterday it was hammering down rain, which can make the hills pretty slick, but they dried out and had no issues with the shoes. Everything went smooth.

real mixed bag of champions – a repeat, three-peat, past and new.

There was Roots repeating in the men’s full marathon, Carcross’ Denise McHale returning to win the women’s full marathon, Whitehorse’s Lindsay Carson three-peating in the women’s half marathon and Whitehorse’s Jonathan Zaugg winning the men’s half marathon for his first time.

McHale won the women’s full distance with a time of 3:41:50, beating Whitehorse’s Karen McColl (4:49:16) in second and Fairbanks’ Mary Louisa Hewitt (5:07:40) in third.

It was McHale’s fifth time winning the race. The former Canadian 100-kilometre champ was the first woman to finish first overall in the full distance in 2009. She and her husband Greg are preparing to race the U.S. trail marathon championships this November in Utah. “It was a good training run for me, just trying to get back ‌ I was just excited to be back on the start line again,â€? said McHale. “We have a race season planned

Carson notched her third straight half distance women’s title with a time of 1:37:33, beating Whitehorse’s Jody Eikelboom (1:40:12) and Sandra Orban (1:49:27).

Sunday’s race was as tough as ever, said Carson.

“It doesn’t get easier each year, that’s for sure,” said Carson. “Last year was very hot and this year we didn’t have to battle the heat … it was a good day to get out there on the trails.”

Carson is a dynamo on the trails. The 25-year-old took eighth in the Canadian Cross Country Championships last year and went on to represent Canada at the world championships.

“I’ve been doing a lot of running on the trails and I’m trying to tap into my strength in my training right now,” said Carson.

“This was a good effort today and I’ll kind of use it to propel me into fall cross-country season, which is where I’ll be putting most of my focus moving forward.”

Zaugg has only run two half marathons and now he’s already won one. After placing second for men last year in his first half, Zaugg took first on Sunday with a time of 1:33:28.

“I think I started out nice and comfortable and was able to turn it up a bit and finish strong,” said Zaugg. “I used to run back in high school and I just started running again three years ago, doing some races now. It’s fun.

“It’s beautiful, nice scenery, although it gets a bit hard to enjoy by the end of it … Thanks to the organizers, it’s a great event.”

Whitehorse’s John Carson came in at 1:39:05 for second, just in front of Edmonton’s Gregory Ablett in third at 1:40:18.

Whitehorse’s Daniel Shier, Helen Stappers and Hannah Shier was the top relay team on the day, winning the mixed division with a time of 4:03:55.

Kaelin Sheaden, Amy Smith, Margo Hager and Jen Moran claimed the top spot in the women’s relay at 4:39:31. Paul Myers, Jed Greenstreet, Thomas Cochran and Tyson Ames raced to first in the men’s relay at 4:10:13.

Team Yukon gets pepped up

Team Yukon, who will compete at the Western Canada Summer Games next week in Wood Buffalo, Alta., held a pep rally on Monday in Shipyards Park. Yukon is sending 119 athletes to the Games.

efore putting on their game faces next week, members of Team Yukon had some fun, ate some barbeque and heard some motivational speeches on Monday.

Yukon will send a team including 119 athletes, 25 coaches, eight managers plus mission staff, making a total of 165, to the Western Canada Summer Games next week in Wood Buffalo, Alta.

The team got a proper sendoff with a pep rally on Monday at Shipyards Park.

The Corporate Service Officer will be responsible for the finances including completion of Payroll, GST/Income Tax Returns, A/R and accurate financial reporting. Supporting the Executive Director, the position will also be required to research, draft proposals, assist with project management and manage initiatives. The ability to prioritize and work independently with minimal supervision are essential to be successful in this role.

This position will assist in fostering good public relations with citizens, staff and other governments, industries and organizations with whom KDSC conducts business.
