ildWise Yukon, a group that aims to curtail the number of conflicts between bears and people within Whitehorse, is hosting an open house this week to get feedback on its ongoing bear hazard assessment.

The group, run by seven volunteer board members, also includes members from Environment Yukon and the City of Whitehorse.

They’ve hired a consultant to come up with recommendations for reducing the number of incidents between bears and humans.

The recommendations will be ranked and presented to Whitehorse city council by the end of October, said Heather Ashthorn, a member of the group. “Council will have a detailed report of what the issues are and they can address things like waste management systems or neighbourhood planning, things that attract bears into town when they normally wouldn’t necessarily want to go where there are people.�

On Thursday morning and Friday afternoon, members of the public are invited to the library’s meeting room to review some of the recommendations, offer suggestions and share their own stories of encounters with bears.

The open house is scheduled for 10 a.m. to 12:30 p.m. on Thursday and 2-6 p.m. on Friday.

Scott Gilbert and Andrew Smith have prepared a report titled A Bear Risk Assessment for Yukon Place, in which they outline ways to limit bear activity in the area.

Conservation officers investigated bear activity in the Middle McIntyre Creek area 16 times between 2006 and 2014, according to the college. Six of those were on or adjacent to Ayamdigut campus, with four resulting in bear removal.

Some of the bear-deterring strategies include lowering the number of external garbage dumpsters, replacing some with self-locking bear-proof dumpsters and installing electric bear

fences in two places. “A proactive approach to managing wildlife, removing the food that attracts bears in the first place, will make the campus safer for both humans and bears,�

Gilbert said in a news release.

This fall, Gilbert and some of the renewable resource management students will remove nearby soapberry bushes – which attract bears during the summer – to encourage the animals to forage further away from the college.

The college will be spending about $4,000 on implementing the new measures.

There have been 12 bear incidents reported so far this year, according to Environment Yukon, compared to approximately 49 reported between April 1 and Oct. 31, 2014.

There are electrical issues and problems with the fire separation between apartments, which keeps flames from spreading, he said.

Some apartments have no doors. “People have been using them to squat in, basically,� he said.

There are 12 units in the building, but he said most of them are uninhabitable.

In April the fire department issued an order to fix things up.

The First Nation fixed the bro-

ken fire alarm but not the other concerns. Instead the apartment was voluntarily shut down. “Ultimately this is the very last thing we want to do, is close a building. I’ve been working with the First Nation and they have tried,� MacLean said.

The chief said he didn’t know how much fixing the building would have cost. There is no word on what will happen to it now.

The First Nation could not be reached for comment.

Council remains mum on cenotaph decision Myles Dolphin News Reporter

W

hitehorse city council has voted in favour of applying for just under $500,000 in federal funds that would bring much-needed improvements to the Pioneer Cemetery.

But whether or not the city intends on moving the cenotaph as part of that project, from its current location next to city hall to within the cemetery, remains to be seen.

Councillors made the decision on Monday evening to apply for funds through the Canada 150 Community Infrastructure Program.

The program supports the renovation, expansion and rehabilitation of existing infrastructure such as community centres, parks, museums, trails and docks.

The Pioneer Cemetery and cenotaph relocation project came out on top among a total of six projects presented to council members during a council and senior management meeting on July 14.

Renovations to the cemetery would include new fencing, signs reminding visitors of its history, and repairs to damaged headstones.

The cemetery renovation is estimated at $660,000, with the cenotaph relocation representing a small portion of the costs.

Michael Janssen-Breidahl spoke to members of council on Monday evening about the potential impact of moving the cenotaph, which he fears will be forgotten and vandalized because of its new location.

“If we can’t see it every day like we do now, will it still be relevant?” he asked council.

“I think not. If the cenotaph is stuffed away to a back corner of the city, will Remembrance Day and the verse ‘We will never forget them’ just be lip service to a cliche that we go through to get a day off before

Christmas?”

Much has been said about the deteriorating condition of the cemetery over the years.

Veterans have complained about headstones being knocked over, tombstones in dire need of cleaning and people treating the area like a dog park.

Part of Janssen-Breidahl’s argument to keep the cenotaph in its current location is the monument’s connection to city hall, and what that symbolizes.

He argued that Second Avenue could be closed down during Remembrance Day ceremonies, much like it is for the Canada Day parade on July 1.

After hearing JanssenBreidahl’s impassioned plea, Councillor Dave Stockdale motioned to defer the funding vote so that members of council could discuss the issue further.

Coun. John Streicker reminded his peers that the clock was ticking for applications because Nunavut and the Northwest Territories have already submitted their proposals for a piece of the $6.4 million that has been made available to the territories.

Stockdale’s motion was defeated.

Streicker added that applying for the funds still gave the city time to debate the potential move of the cenotaph to the cemetery.

Before the end of the meeting, council members also voted to slightly change the wording to the recommendation itself, giving themselves the opportunity to apply for other projects through the Canada 150 fund if they chose to.

Council meetings will resume on Monday, Aug. 24.

ment will take action, according to the provisions of the law, against First Nation governments that do not follow the law,” Valcourt said in a statement Tuesday.

“Those First Nation band councils which fail to comply by the deadline will receive several formal reminders.

So far, at least four Yukon First Nations have requested their subsistence fishery allocations, according to Pauline Frost, chair of the Yukon Salmon Sub-Committee. But requesting an allocation doesn’t necessarily

mean they will target chinook salmon, she said. They may simply keep any chinook they catch while harvesting fall chum.

Dave Sembsmoen, director of lands and resources for the Kwanlin Dun First Nation, said he believes his First Nation will uphold a voluntary closure, or a very limited catch.

“Even as we maintain our escapement goals, there’s got to be a time where people pull back on that resource,” he said.

“If we want anything for future generations, it’s our responsibility to do something about it now.”

The Teslin Tlingit Council also plans to maintain a voluntary closure of the fishery.

The First Nation hasn’t fished chinook salmon in 15 years.

Even though escapement goals have been met, this year’s

run will come nowhere close to historical runs, which numbered around 150,000 fish.

The run has exceeded the cutoff for commercial and sport fisheries, a minimum of 55,000 salmon. But Frost said she “would suggest at this point that there won’t be a commercial fishery.”

Still, she said this season has been “ideal” in terms of management.

“We have compliance in Alaska, we have compliance in Canada,” she said. “We have First Nations that are really behind the conservative efforts, that are pushing for conservation.”

Calls to the First Nation about whether they are prepared to go to court over the issue were not returned.

Ottawa appointed a third party manager, Ganhada Management Group, to straighten out the First Nation’s finances back in late August.

All the other unsigned Yukon First Nations complied with the law last year. But as of this morning the Aboriginal Affairs and Northern Development Canada website didn’t have 2014-2015 information for any of them yet.

“The department publishes these documents as soon as possible after the First Nation has provided them or they are published,” the website says.

Yukon looks to change oil and gas regs Maura Forrest News Reporter

T

he Yukon government is looking to make changes to the territory’s Oil and Gas Act, to encourage development of the Yukon’s fledgling oil and gas industry while giving itself more control over “bad apples.”

One of the changes would allow the government to cancel a well licence if an operator is out of compliance. Under the current legislation, the government can impose fines and other penalties, but cannot cancel a licence.

“We are of the view that that is an essential part of the toolbox,” said Ron Sumanik, Yukon’s director of oil and gas resources. “If there are bad apples consistently operating outside the laws, maybe they shouldn’t be doing business here in the Yukon.”

Sumanik said he was surprised that licence cancellations and a number of other proposed changes were not part of the original 1998 legislation.

“I can’t explain that,” Sumanik said. “We don’t understand how that ever entered into our legislation. It’s Yukoners’ resource and they deserve to know who the holder of a lease is.”

Another change would ensure that licence owners are still liable for a well even after the licence is cancelled. Currently, an operator can drill a well, seal it off and abandon it, as long as it meets the environmental and safety standards of the day. But if those standards change and the well needs more work to bring it back into compliance, the operator is no longer on the hook for that work.

These amendments would change that. Sumanik said the idea is to make sure oil and gas exploration functions on a “polluter pays” principle.

But that could be a difficult rule to enforce, according to Richard Wyman, president of Northern Cross (Yukon) Ltd. Northern Cross drilled four exploratory wells in the Eagle Plain basin of northern Yukon in 2012 and 2013, and has plans for 20 more wells

in the area. Currently, it’s one of the only oil and gas exploration companies working in the Yukon.

Wyman said the problem with the amendment is that many companies don’t last as long as their wells do.

“It’s not that common that companies have a life expectancy that matches the life expectancy of an abandoned well.”

Wyman said 31 of the 38 wells that have been drilled at Eagle Plain since 1959 have been abandoned, and none of them have caused problems.

“Having indefinite liability... does seem a bit much,” he said. “I’m not aware of other places that have that kind of liability around well abandonment.”

Still, other proposed amendments are designed to make oil and gas exploration easier and more affordable.

For example, the government is suggesting that exploration permits be extended to 12 years, up from the standard 10-year permits currently in place.

Because the Yukon is so isolated, Sumanik said, it makes sense to have longer permits.

“We don’t have an oil and gas service industry in the Yukon,” he said.

If an oil rig breaks down, he added, the closest service company might be thousands of kilometres away.

Another amendment proposes a change to the rent collected by the Yukon government during the second half of a permit’s life. That rent is supposed to encourage operators to do exploration work instead of just sitting on a permit.

The change would allow operators to claim expenses against the rent they pay. That would turn rent payments into more of a deposit for operators that are actually doing work.

“If a resource is discovered, you want to get it to production,” said Sumanik. “It... puts money back in the pocket of the proponent, who we hope will choose to put it back in the very same project.”

Wyman said these changes “would be a definite help” in the Yukon, where exploration takes longer than in better-studied regions of southern Canada.

According to a government discussion document, there have been only 76 oil and gas wells drilled in the Yukon, compared to tens of thousands in Alberta and British Columbia.

The government is also proposing

a change to benefit agreement negotiations with First Nations. Currently, if the government and a First Nation cannot agree on a benefit agreement for a project on Yukon land, it falls to the First Nation to initiate a process to resolve the dispute. If the First Nation chooses not to, the project stays on hold.

The change would allow the government to initiate that process as well as the First Nation. The dispute resolution process ends with the government making a decision about whether and how a project on Yukon land will proceed.

Sumanik said this change was designed to prevent a prolonged “stalemate” between the government and First Nations. But he added that there has never been a situation where a project was delayed because of the law as it exists right now.

The government is looking for feedback from the public on the proposed amendments by 5 p.m. on Sept. 14. A discussion document is available at www.yukonoilandgas.com.

In May 2014, Allan Waugh was found dead inside his home on McCrimmon Crescent. No one has been charged with the murder yet.

The 69-year-old’s family has made multiple pleas for someone to come

In July, 27-year-old Tanner Sinclair was stabbed in Copper Ridge.

Michael Macpherson, 32, is facing a second-degree murder charge.

In December, 17-year-old Brandy Vittrekwa was found dead on a walking trail in the McIntyre subdivision.

A 15-year-old has been charged with

second degree murder.

The territory’s crime rate, which looks into the number of crimes overall per 100,000 people, did not change. The Yukon is one of only three jurisdictions, along with B.C. and Alberta, that saw its crime rate either stay the same or go up.

ast year, Transportation Minister Lisa Raitt spent $37,317 on taxpayerfunded, mailed flyers known as Ten Percenters. Conservative House Leader Peter van Loan spent $30,985 and Conservative keener Kyle Seeback spent $30,856.

Over $2.39 million was spent on Ten Percenters in the last fiscal year. Twentyfive Conservatives and one New Democrat spent over $20,000 between March 31, 2014 and April 1, 2015. Eight of these MPs were cabinet ministers.

Ryan Leef spent $4,519 on Ten Percenters, which makes him look like a piker until you consider that Yukon’s population is proportionally much smaller than most Canadian ridings.

Ten Percenters are one-page, black and white flyers that members of Parliament mail to their constituents, so called because MPs are only allowed to send them to 10 per cent of the households within their ridings.

Ten per centers are often confused with Householders, a regular report that MPs send to their constituents outlining their activities. Householders are usually booklets and frequently in colour.

Conservative-speak for the content of Ten Percenters is “information.� And it is possible that these flyers could be used to communicate actual information, which might explain the curiously small amounts spent on Ten Percenters by a minority of MPs. However, most Ten Percenters are partisan propaganda and attack ads.

The costs of postage, design and composition are hidden within other budgets.

The famously secretive House of Commons Board of Internal Economy (BOIE) determines the rules around Ten Percenters and other Member expenditures.

There is no watchdog to police the activities of the BOIE. To date, the auditor general has refused to investigate members’ expenditures.

Here is what current members of the BOIE spent on Ten Percenters in this fiscal year: Stella Ambler (CP), $5,530; John Duncan (CP) $10,169; Peter Julian (NDP) $15,611; Dominic Leblanc (Lib) $102; Andrew Scheer (CP) $1,840; Philip Toone (NDP) $12,039; and Peter Van Loan (CP) $30,985.

The BOIE rules are vague and open to abuse. For instance, mail-outs “must originate with the member.� The Conservative Party, (and possibly the opposition), interprets this to mean that the party can send

The Conservative Party has violated the spirit of the Ten Percent rule through exploitation of a loophole. The 50 per cent rule says that, if at least half of the text is different, it qualifies as a separate Ten Percenter. If an MP wishes to blanket his entire riding with what is essentially the same flyer, all his staff need do is cut and paste an assortment of blocks of very small print into the document. The layout of Conservative flyers is designed to accommodate such switches.

I’ve been collecting Conservative Ten percenters since 2008 and can verify that the cut-and-paste cheat has been a common practice for seven years. It is possible that other parties have been doing the same.

Assuming the cost of paper, printing and folding is a penny a sheet and a constituency has 50,000 households, then the price of sending a flyer to 10 per cent of households would be would be $500. If the MP directs staff to make 10 versions of the same flyer, thereby covering their entire riding, the cost would be $5,000 per flyer.

There are no limits to the number of individual Ten Percenters that an MP is permitted to send.

Of the 164 Conservative MPs listed in the House of Commons Members Expenditures Report from April 1, 2014 to March 31 of 2015, the average expenditure was $10,110. If you think this is reasonable, consider that the average Liberal spent $1,288.

Numbers tell interesting stories.

While the NDP have been relatively restrained when misspending our money, they are consistently doing so. The average expenditure for NDP MPs in 2014-15 was $6,837.

Eighteen Conservatives did not send out Ten Percenters at all and nine others spent under $1,000. To put this in perspective, in 2009-10, there were no refuseniks. Is this a sign of internal fissures?

Leona Aglukkaq sent neither Ten Percenters nor Householders to her Nunavut constituents. Defense Minister Jason Kenney dispensed with reporting to his constituents and only sent $8,374 worth of propaganda. The N.W.T.’s NDP MP, Dennis Bevington, spent $2,331.

Compared to the Conservatives and NDP, the Liberals look like boy scouts.

Of the 36 Liberal MPs, 13 refrained and another 15 spent under $1,000. The outliers were the high spenders: Joyce Murray ($13,037), Kevin Lamoureux ($9,809) and Carolyn Bennett ($11,033). If not for these three, the average Liberal expenditure on Ten Percenters would have been $410.

The abuse of Ten Percenters is small potatoes compared to the millions misspent on electioneering propaganda disguised as government ads or the recent vote-buying scheme disguised as the Universal Child Care Benefit.

But is it wise to elect anyone who is cavalier with someone else’s money on any scale?

Child benefit cheques are a cynical ploy

This past week Canadian parents received a big cash payment, courtesy of the new “enhanced” Universal Child Care Benefit issued by the federal government. Ottawa announced last fall with much fanfare that it would increase the existing benefit from $100 to $160 for children under six, as well as create a new benefit of $60 for parents with children between six and 17. The result is an extra $60 a month for every child under 18, effective January 1.

But apparently the government was too busy to start sending out cheques when the new benefit went into effect, so lucky parents are now getting seven months’ worth of benefits all at once. For each child, parents received a $360 retroactive payment (plus $160 for July) and will receive another $60 per month for the rest of the year, for a total of $720 over what they got last year.

The lump-sum cheques conveniently started arriving in mailboxes and bank accounts several months before a federal election.

But parents would be well advised to hold off on spending that money for now, because there are some important details which were hardly front and centre as the government touted itself as Santa Claus bringing “Christmas in July.”

First we need to consider what the government took away.

Buried in your tax return since 2007 has been the “amount for children born in 1997 or later,” a universal tax credit better known as the “Child Tax Credit” (not to be confused the means-tested Child Tax Benefit). This credit was available for the parents of every child under the age of 18 and worked out to $338.25 off your

The government scrapped the Child Tax Credit as part of its overhaul of benefits for parents, so if you factor the loss of that credit in, the net benefit of your $720 cheque is more like $381.75.

But it gets worse. That new money is taxable as well.

Figuring out how much tax it will mean for you depends on your income level and your “marginal tax rate,” or the amount of tax you would pay on the next dollar you earn. The marginal tax rate of a Yukoner making $50,000 a year is 31 per cent. So the tax on that $720 boost will work out to about $223.20. And unlike your pay cheque, where money is withheld at the “source,” no tax is withheld from the Universal Child Care Benefit, so you will have to

pay it back next spring.

So once we factor in the tax on the new money and the elimination of the Child Tax Credit, that $720 is looking a lot more like $158.55, or about $13.21 a month.

But there is a final piece of bad news here in the Yukon, and while we can debate whether it is Ottawa’s “fault” or not, it is bad news nonetheless.

By default, Yukon’s income tax system follows what happens in Ottawa, unless the territorial legislature explicitly decides otherwise. So when the territorial legislature amended the Income Tax Act to implement the budget in the spring and didn’t act to preserve the child tax credit in the territory, it killed it by omission.

That inaction will cost Yukon parents another $144.32 (an amount

which, in fairness to the territorial government, will be offset by the broad-based tax cuts it did implement).

Now our benefit that started at $720 a year has shrunk to $14.23 a year, which works out to about $1.19 per month. So you can forget any “beer and popcorn” you might have hoped to buy with that money.

The Conservatives are obviously counting on the likelihood that many parents won’t examine the fine print attached to this new benefit until after the next federal election is safely in the rear-view mirror.

And that is if they notice at all. Many might note that their tax return is smaller than usual or that they’re paying more than expected but won’t examine why.

It is difficult to imagine a more cynically orchestrated and deliberately misleading ploy.

Calling this sleight of hand “buying votes” wouldn’t do it justice.

Giving parent’s money that you are planning to take back within a matter of months is something worse. It’s calling voters stupid.

The Conservatives are probably banking that the number of votes they will gain from those parents who are happy to have (what they perceive to be) a “few more buck in their pocket” will outnumber those who might have voted Conservative, yet are put off by such a blatantly manipulative move. The cynic in me says they’re probably on to something.

In addition, I had major surgery

in Vancouver on July 14. I was released from Vancouver General’s cancer unit the next day as the bed was needed and was very ill. I was fast-tracked through security, wheelchair and all.

The Air North flight attendants took great care in making me as comfortable as possible, which was no small feat. During the flight we hit the worst turbulence I have ever encountered (I fly a lot) which lasted quite some time. In great discomfort the aircraft climbed to a higher altitude to calmer air. I’m not sure if the flight attendants advised the pilot to climb, but even so, it was much appreciated as I believe I was on the verge of faint-

ing from the pain.

Upon arrival in Whitehorse I was in quite an emotional state, and all the crew did their utmost in assisting me off the plane and took a great deal of time getting me to the terminal, going very slowly over the bumps. I didn’t know a spot of dust could hurt when you run over it.

Everyone knows that we are all very fortunate to have Yukon’s airline as our own. They don’t just do “their job,” they go over and above the call of duty for their passengers and cargo.

he sandy shores of Lake Teslin held a huge family gathering over the weekend. The Ha Kus Teyea Celebration drew hundreds of people – Tlingit and tourist alike – to the Teslin Tlingit Heritage Centre to join in traditional festivities and events that took place Friday to Sunday.

Fishers from the Taku River caught a thousand pounds of salmon, which was delivered to Teslin via float plane Friday afternoon. A salmon filleting contest was held later that day, and volunteers worked feverishly all Saturday to cut, season and smoke the fish for a feast that evening.

Artistic performances on the main stage were headlined by the Git Hoan Dancers, a Tsimshian dance group now based in Seattle. Saturday’s canoe races provided onlookers great entertainment as teams battled over a short course on the lake. More than a few paddlers had to swim back to shore as overeager teams sacrificed balance for speed.

Workshops on paddle carving and bark weaving, as well as talks with artists, helped spread Tlingit culture to all who attended.

THE ARTS Artists study stigma from behind bars

rtists at the Whitehorse Correctional Centre explored the impact of stigma as part of a show at the Yukon Arts Centre.

“Crossroads: Connections Between Hepatitis C and Incarceration” has been on display in the community gallery since early July.

It was organized by Yukon’s Blood Ties Four Directions to coincide with yesterday’s World Hepatitis Day. Ten artists – nine of them currently incarcerated in the Yukon’s jail – created 13 pieces on paper or canvas for the show.

The artists do not necessarily have hepatitis C, but each can relate to the amount of stigma that comes with that sort of label, said Patricia Bacon, Blood Ties’ executive director.

“We know that there’s a lot of people in jail who have hep C, a very stigmatizing health condition, and being incarcerated is a stigmatizing life experience,” she said.

The show is about looking at the similarities between those feelings and where the two intersect, she said.

In Justine Ellis’ brightly coloured piece, Ying & Yang, a pair of handcuffs divide a rainbow angel figure from a darker half.

“It was a lifelong journey to be accepted and to understand myself as an artist, a mother, a daughter, a sister, a niece and aunt,” she wrote.

“I see clearly now and realize that people are willing to help.”

The show is also about drawing attention to the high rates of hepatitis C in jails and prisons.

The rate of hepatitis C in jails and prisons across Canada is between 20 and 30 per cent, Bacon said.

The Whitehorse Correctional Centre doesn’t keep specific statistics on its population.

Things that increase your risk of hepatitis C, like drug use, make you more likely to land in jail.

“In the jails and penitentiaries there’s illicit drug use that continues to go on,” Bacon said.

Covertly sharing drug equipment without clean syringes means the risk of transmission inside jail or prison is also very high, she said.

Blood Ties Four Directions is a local non-profit organization focused on awareness and prevention of HIV/AIDS and hepatitis C. The organization does monthly prevention workshops at the jail and provides counselling and support when clients are incarcerated.

Before being moved to the arts centre all the pieces were displayed at the jail for other inmates to see.

Displaying the work publicly is meant to get people talking and thinking, Bacon said: “seeing people who are incarcerated as whole individuals as opposed to just seeing them for what their status is as incarcerated, and to remind our community that we have some really good artists.”

hitehorse’s Mountain View Golf Course feels like Chris Toth’s home away from home. He certainly plays it like it is.

The club pro from Stony Plain Golf Course just west of Edmonton won his third straight title at the Skookum Asphalt Charity Pro-Am Golf Tournament at Mountain View on Saturday.

It was Toth’s fifth consecutive time playing the pro-am.

“Hey, three out of five ain’t bad,” joked Toth. “As long as I get invited, I’ll be back for sure. This feels like home away from home.

Every opportunity to come up here, I’ll be here.”

“I’ve never three-peated in an event – I’ve repeated but never three-peated,” he added.

“I’m walking on cloud nine. It’s fantastic.”

Toth, 41, secured a two-stroke victory with a two-under-par 70 in the morning and a one-under 71 in the afternoon for a combined 141.

He carded five birdies in his first round, four in his second, and didn’t hit a bunker all day.

Toth won his third title with four less strokes than last year.

“The weather was better; last year there was a lot more wind,” said Toth. “This year the golf course is fantastic. It’s so lush out there and there is some rough now so if you do hit it off line, it’s not rolling into the tree. It’s stopping in the rough, so it plays a little easier.”

Edmonton pro Sam Young of Riverside Golf Course placed second with a 72 and 71 for a combined 143. It was the 27-year-old’s best finish in four times playing the pro-am.

“I love it. I look forward to coming here every year, it’s on my list of things to do,” said Young. “Coming up here is a real treat.”

“My game plan was to hit some controlled shots. I didn’t bring a driver this year so I wasn’t tempted to hit that. I was just trying to keep it in play and not thinking too much ahead … I just kept telling myself to think about birdies and eventually I strung a few together and ended up doing pretty good.”

A total of 17 pros, including Mountain View’s Jeff Wiggins and Graham Frey, took part in the sixth annual pro-am.

Wiggins finished in a threeway tie for third with a combined two-round score of 149. He was tied for first with Toth after the

morning’s round.

Tied for third with Wiggins was Alberta PGA tour player Kent Fukushima, who placed second in 2013 and third last year, and Kelowna, B.C.’s Russ Latimer.

(Frey tied for seventh with a combined 151.)

“I think overall the event was a success, as it seems to be every year,” said Wiggins. “There’s no question that there’s a strong community support for the (Yukon) Hospital Foundation … It’s always a good cause.

“Mountain View was an exceptional host again. The Mountain View team was A-plus – they did an outstanding job. The golf course was in fabulous condition, as it always is this time of year.”

Though Latimer came up short on the pro side of things, he helped a team reach first on the amateur side.

Latimer and his afternoon team of ams – playing threeplayer best-ball – combined their rounds for a 133, with the pro hitting a 72 and the team a 61.

On board was Whitehorse’s Landon Kulych, uncle Ron Kulych and family friend Maurice Winter of Kamloops.

“Honestly, it was one of the funnest rounds of golf I’ve ever played,” said Landon, who won his second Yukon men’s golf title earlier this month.

Proceeds from the tournament will go to the Yukon Hospital Foundation for the purchase of maternal/fetal monitors used to assess a baby’s condition during labour.

Since the first Skookum proam in 2010 more than $330,000 has been raised for the foundation, helping purchase an MRI scanner and operating room equipment for Whitehorse General Hospital. The money raised in Saturday’s pro-am was not tallied by press time.

“I love this place,” added Toth.

“Talking with Jeff (Wiggins) on our practice round … I keep telling him, I get all these opportunities to go to Phoenix and Palm Springs – last year went to Maui … But out of all these opportunities, this is my favourite.”

Yukoners splash to big medal haul at whitewater nationals

ukon paddlers won a boatload of medals on the national stage last week.

Members of the Yukon Canoe and Kayak Club collected 10 medals at the Canadian Whitewater Championships on the Chilliwack River in Chilliwack, B.C., last week.

“Its great for paddling in Yukon and it’s great to get more kids out to nationals so they can see what it’s all about,” said Yukon coach Trevor Braun. “I’m just super happy that we could get these kids participating this year and hopefully we’ll get more next year. There was one or two kids who weren’t able to make it to the

nationals this year – they would have had a great time, but I’m happy just to have more kids there.”

The Yukon team – the largest-ever sent by the territory with five paddlers – competed in downriver races Thursday and slalom races over the weekend.

Whitehorse’s Pelly Vincent-Braun improved on six medals from last year’s nationals to seven this year.

The 16-year-old captured gold in C-1 in both the classic (four-kilometre) and sprint (500-metre) races in the downriver event for juniors. He then took silver in C-1 in slalom for junior men.

“I was happy with my races. I was doing so many, by the end of the week I was super tired,” said Vincent-

Braun. “I was happy to do well in so many categories because I raced every single category – C-1, C-2 and K-1. The last two nationals I haven’t raced K-1 before, so this was the first year I did that. It was fun to do something different.”

Vincent-Braun has won gold multiple times in the past for C-2, but this year it was different. For the first time he got to team up with a fellow Yukoner, Mael Pronovost, and they cleaned house.

The two won gold in both the classic and sprint downriver races in junior men and then gold in the C-2 slalom for junior boys and silver in open men.

“We only practiced for 15, 20 minutes the day before,” said Vincent-

Pronovost also placed seventh in the K-1 classic and fifth in the sprint for cadet males (11-14) in the downriver races and sixth in the K-1 slalom for cadet males.

“I really liked the slalom races, they were more fun than the downriver races,” said Pronovost, who won three medals last year. “But all of them were good, were fun.”

Braun pocketed back-to-back gold for C-1 in the downriver races for masters men and then silver in the slalom for the same division.

Luanda Pronovost almost added another medal for Yukon in K-1. Despite being at the bottom of her cadet age group and using a slalom boat, the 11-year-old placed fourth out of 16 in the downriver classic. She also took fifth in the sprint.

“It was really fun. In the Yukon we don’t get to do races and that was the first one of the year,” said Luanda.

“We don’t have any good river training here.

“The week before I did a flat-water canoe camp (in Whitehorse) and we did a lot of flat-water training, paddling with straight arms and that helped a lot because the water in the race was kind of flat-water.”

Also representing Yukon in his first nationals was Hunter Vincent in the cadet division. Vincent placed ninth in the classic and 10th in the sprint for K-1 downriver races and 10th in slalom.

Vincent, Vincent-Braun and Mael also made Yukon’s first-ever squad entered in a team event at the slalom, placing fourth.

Vincent-Braun became the first Yukoner to compete at the ICF Junior and U23 Canoe Slalom World Championships in Brazil this past April.

“We want to thank Lotteries Yukon, YTG sport and rec, Air North and the Yukon Canoe and Kayak Club, our supporters, for helping getting the kids to the races,” added Braun.

And between a massive, untamed wilderness and only a handful of people, you won’t be competing against the masses to enjoy what the Yukon has to offer. Much like its traditional cousin, disc golf has players aiming to reach distant targets in the lowest amount of shots. You also get in a good walk, and depending on your skill level, you may also improve your bushwhacking expertise looking for off-kilter throws.

Avoid wayward shots by focusing on form and accuracy instead of power, says local disc expert Ryan Norquay. Disc golf is a low-key activity that’s easy to pick up and requires no investment, provided you already have a Frisbee kicking around the house.

Serious players, however, throw specially designed discs that help with distance and accuracy. Challenge yourself on Mount McIntyre’s 18 holes that zig-zag through the cross-country ski trails. A map at the parking lot lets you know the route so you don’t get lost. The 18th hole overlooks a steep, treeless hill, so make note of the wind and elevation change before hurling your tee shot.

The Whitehorse Disc Golf Association has an active online presence, and is a great spot to connect with other players.

They’re even planning on constructing a new world-class course designed by a professional design crew that will open across from the Kopper King at the end of October.

W

hitehorse rifle shooters put their steady hands and eagle eyes to the test against the best in the country recently.

Four members of the Whitehorse Rifle and Pistol Club took podium finishes at the Canadian National Rifle Silhouette Championships held at the Prince George Rod and Gun Club in B.C. earlier this month.

Leading the way for the Yukon team was multi-time Canadian champ Nicholas Rittel of Whitehorse.

The 24-year-old finished as the top Canadian in the smallbore hunter rifle class and in the high-power standard rifle class. He also placed first in the master class for small-bore standard and second in the AAA division for high-power hunter rifle at the metallic silhouette shooting championship – a form of target shooting in which marksmen aim at metal cutouts of game animals. “I did really well in the hunter .22,� said Rittel. “In my last score I got 37 out of 40, which was pretty good for the whole competition. It was the

Buchanan took third in AAA for the small-bore standard rifle division. “It was good. It was a fun time. I brought a bunch of juniors with me and they had a fun time,� said Rittel.

Rittel’s national titles are his latest on a lengthy list. In addition to winning one at last year’s nationals, Rittel set two Canadian shooting records and won three divisions at the 2012 Canadian Rifle Silhouette Championships in Kamloops, B.C. He also pegged off two seventh-place finishes en route to placing 10th overall out of about 100 shooters at the U.S.‘s 2012 Silhouette National Championships in New Mexico.

Horse show draws international crowd

New this year was the presentation of the YHRA Sportsmanship Trophy. Whitehorse’s Marina Boulerice, who rode Medallion, was selected for the award.

“The judge was impressed by her perseverance and beautiful smile when she was taking her horse over the jumps in spite of the fact the horse was quite reluctant to do it,” said Himmelsbach. “Also, the committee took a look at her behind-the-scenes sportsmanship, reviewing with the coaches and seeing how she was handling herself behind the scenes with her horse. For that reason it was felt she exhibited good horsemanship, showmanship and sportsmanship.”

he Yukon Horse and Rider Association’s Horse Show was an international affair once again.

In addition to horse and rider teams from Whitehorse and Haines Junction, the 36th annual event welcomed back teams from Haines, Skagway and Juneau, Alaska, over the week-

end at the show grounds off the North Klondike Highway on Bea Firth Road. Last year’s show only featured Yukon teams.

With the Alaskans back in the mix, the show also saw an increase in participation with 53 team combinations.

“I was really pleased by the spectator turnout,” said show manager Sherillynne Himmelsbach. “We certainly did not have that many spectators last year. In fact, I don’t think we’ve had that

many spectators in a long time.

They came all three days and that was really amazing.”

The Horse Show, which featured gymkhana, hunter, jumping, trail and western classes, also included the extreme cowboy trail open for a second year. The extreme cowboy competition put horse and riders’ ranch-based skills to the test with everything from jumping to barrel racing to trailer loading – skills often required by a working ranch horse.

Task description: Volunteers will work in 4 hour shifts, and many positions are open including security personnel, ambassadors (helping con-goers), facilitators (helping run games, talks, panels, etc.), setup/ teardown, selling and taking tickets, and more.

Responsibilities: Checking tickets at the door, helping people with questions such as directions and schedule, setup before the event and teardown after, helping presenters set up for talks/panels.

Skills needed: Cash-handling may be required, people skills necessary, calm and easy-going, some critical thinking and problem solving may be required, ability to take direction and work independently.

Time commitment: From August 21st to 23rd, minimum of 4 consecutive hours, but volunteers can work more if desired (4 hour increments only).

Incentive for the volunteer: Volunteers that work 12 hours or more get a free 3 day pass to YukomiCon 2015. All volunteers receive a t-shirt and have pre-show access to the trade show floor.
