The push for wastewater treatment surges on with a federally legislated deadline looming in the not so distant future. With the process moving forward, a late submission has been floated for consideration as a potential treatment site. At the Tuesday meeting of the Westside Wastewater Treatment and Resource Recovery Select Committee, members voted to send the roughly three-hectare, privately owned property at 2 Hospital Way forward for technical analysis. “We didn’t feel like it was a big stretch,” said committee co-chair and Colwood Mayor Carol Hamilton about adding this new property. “It would certainly fit the bill.” Carol Hamilton Among the potential benefits of the new site, put forward by Associated Building Credits Ltd., is that nearby facilities such as Victoria General Hospital could use the treatment site as an energy source, she said. “They would be well positioned to utilize resources from a heat and water perspective.” Last week, for the second time in a month, Saanich council rejected a proposal to include a privately owned property on nearby Watkiss Way on the list of potential sites for the CRD’s Eastside Select Committee to consider. The proposal had been brought back to council by Mayor Richard Atwell after the public showed a high level of interest in weighing in on the site.

On Juan de Fuca: MLA appreciates its diversity In part 2 of our interview with NDP leader John Horgan, he talks about issues closer to home Rick Stiebel News Gazette staff

“I don’t know where the heck the time went,” John Horgan says with a chuckle. That’s how the New Democratic Party leader initially chose to describe the past 10 years as MLA for the Juan de Fuca riding. “In the first campaign in 2005, my attitude was to see how it goes and hope I do a good enough job to get re-elected,” he says. Following a failed leadership bid halfway through his second term, Horgan says his focus remained on doing the best job he could for his constituents. He has managed to increased

his margin of victory in three consecutive elections now, and secured the party’s leadership in 2014 after the bitter provincial election defeat in 2013. Horgan credits much of his success to his ability to maintain good working relationships with all of the mayors in his riding. “There’s a different focus in each area,” he said. “Langford is this dynamic, growing urban centre, bordered by Metchosin and the Highlands, (who) fiercely want to remain rural. The riding is an interesting mix of urban and rural all the way to Port Renfrew.” Horgan sees a lot of good in both extremes and enjoys trying to keep a foot planted firmly in both camps. “Langford has transformed into a family focused, development friendly urban centre with amazing recreational facilities, which I really enjoy as a sports fan. “At the same time, I totally respect the rural lifestyle preferred by people in Metchosin and the Highlands. Old Colwood pub’s future uncertain The fate of a historic Colwood pub is still undecided. Most recently operated as the Cross Roads Bar and Grill and previously known for decades as the Colwood Inn, the 1936 Tudor-style building is sitting up on blocks, fenced in behind the former Capital City Centre construction site project at Colwood Corners on Sooke Road. The Onni Group of Vancouver, which bought the partial development and the pub in a receivership deal when developer League Financial Partners became insolvent, is currently looking into its options for the former watering hole. A company spokesperson said Onni staff are still working through documents from the previously approved development, but have no plans as of yet. Back in 2012, Royal Roads University proposed to include the pub as part of its planned Upland Village student residence complex, but that development never came to fruition. katie@goldstreamgazette.com

In June, the Westside Select Committee announced a list of 20 possible sites that were deemed technically feasible for wastewater treatment on the West Shore. This list originally included 12 locations in Colwood, two in Langford, one in View Royal, and five in Esquimalt. The Royal Colwood Golf Club also offered a three-acre parcel of land for consideration after the original list was made public. The 22 properties, including the VGHarea site, will undergo a detailed technical analysis that will help the committee narrow down the list of potential sites and the technologies best suited to each. Hamilton hopes the process will be completed by the end of the year. “It’s an aggressive timeline,” she said. “There’s a commitment.” The push to find a new treatment site comes after Esquimalt council voted in 2014, after a major public

That rejection put roughly $253 million of federal government funding in jeopardy for the proposed $788-million wastewater treatment project. Those funds, however, are not a lump sum coming from one budget. “It’s not something that was well understood at the board level,” Hamilton said. The agreement for

the different portions of that funding were not just contingent on meeting timelines, but dealt with such aspects as the technologies used in the project, she said. “They’ve agreed to hold the funding until we bring them the plan.” Hamilton said the federal government has agreed to extend the project completion deadline from 2020 to 2023. Langford mayor worries about project timing Among the items dealt with by the Westside Wastewater Treatment and Resource Recovery Select Committee at its Tuesday meeting was a letter from Langford Mayor Stew Young that emphasized his concern over the push to find a new site. Young wrote, “… more time is required to ensure a proper technical analysis in undertaken of all the sites being considered for the treatment plant(s) and to receive the appropriate public input related to the project.” In a follow up interview, the mayor reiterated his thoughts on the issue. “This will be a problem and it won’t go away,” he said. Young suggested that the committee go to the project’s government funders and admit having made mistakes in the past. He wants the province and federal governments to recognize the region is undertaking a new process to achieving the mandated sewage treatment and that it will take a little more time to do it right. “A good common sense argument will win …,” he said. “They want their money spent right.”

Young worries that if the committees rush the current process, there could be a repeat of the McLoughlin Point rejection, which essentially ground the project to a halt. He adds there’s no option for failure this time around. Competitors can achieve 25 feet of air over a golf cart path, with gaps of up to 40 feet before crossing the finish line behind the hotel. “It’s the perfect place to build a world-class course,” said Lunn, a near-scratch golfer who relishes the opportunity to combine two of his passions. “Bikes in the sky while golfers play through below is kind of surreal.” He’s excited about designing a course that enables experienced riders to demonstrate the skills required to participate in the sport, which is growing in popularity. Lunn also designed the recently completed Bear Mountain Bike Park, consisting of 25,000 square feet of dirt, jumps, tracks, ramps and an airbag. BearTrax originated in 2011 as JumpShip, an event that was held on a barge in Victoria’s Inner Harbour. When organizers couldn’t float a deal in 2013, the switch was made to Bear Mountain, said Rob Fawcett, director of cycling at Bear Mountain. “Now we have a permanent venue that provides a level of intimacy you don’t find in other courses. It’s great news for the sport and for the good young competitors we have right here on the West Shore,” Fawcett said, adding that Bear Mountain owner/developer Ecoasis “has been very supportive throughout the process.”

Leave no sewage stone unturned An example of how political actions can bog down a logical process was made clear this month during deliberations over potential sewage treatment system sites for the Capital Regional District. This week, a large section of private land near Victoria General Hospital was brought forward for consideration by the Westside Select Committee, whose members voted to add the property to the list of potential sites – despite that it came in past the submission deadline. It will be put forward, along with 21 other sites, including a parcel on the Royal Colwood Golf Club lands, for technical analysis to determine its merits and suitability. Meanwhile, Saanich councillors last week again rejected a proposal from the owners of a piece of property just down the street on Watkiss Way to put forward their land to the Eastside Select Committee for the same purpose. Regardless of the reasoning for the decision, Saanich council demonstrated a “we know better” attitude that thumbs its nose at the public’s desire to influence the selection of potential sewage treatment sites. Those on the Westside, with few exceptions, are willing to look at any site with possible merits. On the surface at least, the added benefits seem clear, such as VGH sharing in the energy production from a treatment plant. We agree with Langford Mayor Stew Young, who worries that Saanich politicians, by putting the kibosh on a possible site before it even gets to the Eastside committee, are engaging in a “not-in-my-backyard” mentality that fails to look at the big picture. View Royal Mayor David Screech voted against adding the Westside site this week, arguing that its inclusion would further delay a project already running way behind schedule. While no one wants to see the site selection process drag on to the point where the region is forced to choose quickly to meet funding deadlines, adding a few extra weeks to the process, especially if this site happens to be judged as ideal for the purposes, will be seen as a smart investment. LETTERS

No simple plan to solve homelessness Re: Tough love a better plan for city’s tent dwellers (Letters, July 29) While it’d be really nice to think that simple solutions work, they seldom do and can in fact cause more harm than good. Letters such as this one only perpetuate thinking that frankly isn’t very helpful. Addressing homelessness, much like mental health, substanceuse challenges and many other human “afflictions,” require comprehensive efforts that include, but aren’t limited to, minimizing the potential for harm and providing opportunities for people to feel valued and supported. Some taxpayers (thankfully many), including yours truly, believe strongly that “one measure of civilization is how well we treat the most vulnerable members of our society.” Don’t get me wrong, it will be a great day when tent cities (or food banks and other life-saving social services) are no longer required. In the interim, there’s plenty of work to do and simplistic thinking, like that reflected in the “tough love” and “just say no” type of approaches, isn’t helpful. Cindy Andrew Colwood

Residents must speak out against tent city in park While Victoria Mayor Lisa Helps counsels “patience and compassion” with respect to the proposal for a tent city for the homeless in Topaz Park, there’s little of either from most City of Victoria residents. Visit the ‘resident incomes’ section of the municipality’s website and you will learn that Victoria itself has the lowest median household income by far

in the 13-member Capital Regional District. It is also lower than the B.C. median. That’s remained fairly consistent across the 2001, 2006 and 2011 census. It begs the questions as to why Victoria residents are picking up the tab for what’s more a regional, and therefore, a provincial and federal responsibility. Seems fairer to set up a tent city on the legislature grounds. It’s time for a taxpayers group. Stan Bartlett Victoria

Langford bike path gets important link for safety Atkins Avenue connection a 50/50 funding split with city Rick Stiebel News Gazette staff

Another day, another government grant for the City of Langford. A stretch along Atkins Avenue in Langford will get much needed improvements for cyclists, with an assist from a Bike BC Grant. The $645,000 project involves providing a safe missing link on Atkins Avenue between the Galloping Goose Trail and the Capital Regional District Trail. A section of that trail runs parallel to the E&N rail line in parts of Langford and View Royal. The grant from the province will cover about half the cost of the work, with Langford providing the balance through the city’s gas tax revenue,

said Michelle Mahovlich, director of engineering for Langford. The 320 metres of new path will consist of a twoway shoulder on the lower side of Atkins Avenue in a three-metre wide paved path. “This means that cyclists do not have to cross Atkins Avenue to connect to the existing bike trails, making it a safe cycling pathway,” Mahovlich noted. Work is expected to start fairly quickly and be completed later in the fall, she added. The Bike BC Grant is part of On the Move, the province’s 10-year plan to improve transportation networks throughout the province. According to a news release announcing the Atkins Road improvements and four other projects on Vancouver Island totalling $1.4 million, the Ministry of Transportation is investing $2.5 billion during the next three years. news@goldstreamgazette.com

Mysterious build will finish golden A small construction crew works on a new McDonald’s restaurant being built in the Rona parking lot at the corner of Langford Parkway and Phipps Road.

Rumours are flying about the work going on at the corner of Langford Parkway and Phipps Road. If you haven’t been by the area lately, it’s hard to miss the bright blue fence that surrounds a section carved out of the parking lot of Rona’s Langford location. Inside the fence, visually, there isn’t much to inspire the debate. Piles of lumber and chunks of old asphalt lay scattered around the perimeter of a freshly poured concrete slab. No visible signage stakes a claim to what is being built. But the familiar golden arches that will soon rise will be recognizable without any accompanying signage. Putting an end to the speculation, Langford director of planning Matthew Baldwin confirmed that a McDonald’s Restaurant, with drive-thru, was in the works. “It’ll take a little longer to construct than making a Big Mac,” he said, asked to venture a guess as to its completion time. He figured, however, the building would be completed before Christmas. The City also confirmed there were no plans to close the existing McDonald’s location across the street in Walmart, Baldwin said. From transplant recipient to triathlon athlete

Liver transplant recipient focused on Self-Transcendence Triathlon Travis Paterson Black Press

It was back in 2005 that Steve Farmer suddenly felt ill. His belly swelled to an alarming size and the symptoms quickly led to a diagnosis of a failing liver. He wasn’t an alcoholic. What he learned was that he’d been living his adult life with hepatitis C, for perhaps 25 years. Just over 10 years later, Farmer is preparing for his first World Transplant Games (in Mar del Plata, Argentina, Aug. 23 to 30), and will compete in the Sri Chinmoy Self-Transcendence Triathlon on Aug. 2 at Elk Lake. “(Looking back) I was tired at times, but I chalked that up to being tired,” said the View Royal resident. “And I learned $

a lot. Hep C gets a stigma around it that’s really untrue; it’s mostly everyday people who have it. A lot are baby boomers, which is why it’s so important for baby boomers to get checked.” With a liver functioning at 10 per cent, Farmer was put on the list for a transplant. It took a year to receive one and another three years to recover fully. “Once your transplant takes, then you can begin the 72-week interferon (Hep C) drug treatment, which is brutal, like having chemotherapy. Awful flu symptoms go on and on.” Following that Farmer spent six years volunteering with the non-profit organization Hep C B.C., including a stint as president. “I really wanted to help build awareness and get the word out about Hep C.” Eager to live a healthier lifestyle after the recovery, LXbeen MT an outlet. I wasn’t sure about triathlon until I started with Tri Stars, who are so welcoming for all levels.” He’s competed in the ‘virtual triathlon’ of the Canadian Transplant Games three times: 2006, 2012 and 2014. The 400-metre swim, 20-kilometre bike and 5K run are broken into separate events. By completing all three, you qualify for the triathlon event, which the 57-year-old won for his age bracket (50 to 59) at the last two Games. The distances are nearly the same as the sprint distance of triathlon, with the addition of 350m in the swim portion. He’ll make the Self-Transcendence his fifth sprint triathlon on Aug. 2. For Farmer, the race is a warmup for the Transplant Games, where he is excited about the idea of crossing paths with 1,500 people who have also experienced life-saving organ transplants. Rebels look to regroup against Island rival Raiders Don Descoteau News Gazette staff

Westshore Rebels players got a football education in their opening B.C. Football Conference game last weekend. Head coach J.C. Boice and his staff have been doing their best this week to focus on the positives which came out of the oldfashioned schooling laid on their team by the Okanagan Sun – a 78-7 loss – as they prepare for Saturday’s (Aug. 1) home opener against the always-tough Vancouver Island Raiders. Boice pointed out that the young Rebels team has 42 first-year players on the roster, indicating there’s bound to be a learning curve. “It’s their first year of junior football, their first long travel trip. But every one of those kids got playing time,” he said. “One of the positives was that the kids never quit, they never lost their composure and they stuck together the entire time.” Having watched game film this week to

the win, including Kory Nagata, who went over twice and led the Kelowna squad in rushing on the day with 89 yards. Using a unique rotating three-quarterback system designed by Boice, the Rebels could not get untracked against the Sun’s smothering coverage. Incumbent starter QB Hunter Lake completed six of nine passes for 44 yards and ran for a team-leading 42 yards, scrambling when he couldn’t find an open receiver. Talyn Davies and Ashton McKinnon also saw reps under centre, with McKinnon eventually seeing the most time at the position. He finished with 92 yards passing, connecting on seven of 19 attempts. It was Lake, however, who found Alex Wright – a converted quarterback from Sooke who seems to be finding a niche at receiver – for the Rebels’ only touchdown in the third quarter. The score was the culmination of a sustained 80-yard drive, another of those positives Boice plucked from the game. Defensively, Westshore’s Cody Wist

Okanagan scored early and often, turning a 40-0 first quarter lead into a 50-0 advantage by halftime and putting on a clinic, spreading the ball around on offence and stifling the Rebels on defence. Nine different players scored touchdowns for the Sun in

Previewing tomorrow’s game, the Raiders have yet to lose to their fellow Island team since the former Victoria franchise packed up and moved to Nanaimo in 2005. That ups the ante for us.” Adding a subtext to the game is the fact Rebels’ defensive quality control and D-line coach Doug Hocking, widely believed to be the top contender for the vacant head coaching job in Nanaimo in the off-season, chose instead to join the Rebels’ staff. Saturday’s contest, with a 7 p.m. kickoff at Westhills Stadium, is the red-and-white game. Triangle president Chris Cox, whose core group of volunteers has been getting things ready to host the tournament down at the Juan de Fuca site below the rec centre, says the Eagles could well be in the thick of things this weekend. “They’ve played about .500 this season, but it depends on how badly they want it,” he says. The 10-team tournament

includes teams from Duncan and Campbell River, six Lower Mainland squads and the Rutland Rockies from Kelowna. First games of the day are at 8:30 a.m. this morning (July 31) and Saturday, with the Eagles scheduled to play round robin games at 1:30 and 6:30 p.m. on Friday and two more Saturday. Q: WHO’S BUYING HOMES IN CANADA THESE DAYS? A report commissioned for the Canadian Association of Accredited Mortgage Professionals, A Profile of Home Buyers in Canada, was released this past June. It stated that of the roughly 620,000 households purchasing a residential property in an average year, approximately 45 per cent are first-time buyers. And most of those buyers are between age 25 and 34. The next largest group, at about 33 per cent, is made up of buyers purchasing their third home or more – not surprisingly concentrated in the 45 to 64 age range – while roughly 20 per cent of households were buying for a second time. The report said single detached homes accounted for the largest share of the purchased, about 57 per cent. Semi-detached homes (we call them duplexes) and row homes (townhomes in B.C.) combined for about 19 per cent, the same amount as condominiums. While incomes ranged widely among home buyers, it’s interesting to note that those earning $40,000 or less accounted for about six per cent of the sales. It’s a sign that people considered to be in the lower range of the middle class income brackets can still afford to buy. A couple of years or so ago, mortgage professionals – and potential homebuyers – were under the impression that interest rates couldn’t possibly go any lower. Fast forward to the present, with rates having come down further, and they’re still saying that, says Slegg Mortgage/Dominion Lending Centres broker Janette Roch. “Two years ago it was a point higher and people were still buying,” she says. “At the end of the day, we all want to pay the least amount of interest, but we all rushed to the banks when it was 2.99 per cent.” The continued attractive rates, combined with affordable prices on the West Shore, are helping many new buyers get into the housing market, Roch says. She adds that another group of potential buyers are looking in this direction. “I’m seeing a lot of investors looking to the West Shore for a secondary property or a rental property,” she says. “Again, because of affordability and the closeness to Victoria, I think there’s a real desire for those investors to look at these properties.” While there are a number of bargain-priced condominiums on the market in this area these days (as reported in last week’s Homefinder), the numbers are dwindling, Roch says, meaning those properties could well jump up in price before long, given the principles of supply and demand. While the tightening up of Canada Mortgage and Housing Corporation rules on long-term amortization and down payments put a crimp into things for first-time buyers for a while, Roch says, clients she works with are increasingly looking for homes with suites on the West Shore, as a way to create a revenue flow. For some buyers, however, even the relative affordability out here is still too dear when it comes to establishing payments they can manage. That’s why there are still people buying in Mill Bay and Duncan, she says.

“They’re willing to do the commute; more and more people are willing to do that (to get into the market),” Roch says. “You may only have five per cent down now, but that will turn into some great equity in the future. It’s just a starting point.” As people gain equity and can afford more, or a more convenient location, many move further south, she says. At the risk of sounding like she’s making a “sales pitch,” Roch says people looking at their first home ownership situation may be surprised at what they can actually afford, if not now then in a relatively short period of time. “There’s so many first-time home

There is a dressing that goes with it, but I completely forgot to add it on the day of the wedding and it turned out really well anyway. I leave the quinoa slightly crunchy for this salad.

Ingredients • 4 cups cooked quinoa • 2 cups cooked squash – we use acorn or butternut • 1 cup dried cranberries • 1 cup yellow raisins • 1 cup roasted pumpkin seeds • 3 Tbsp cinnamon Dressing: • ¼ cup apple cider vinegar • 3 Tbsp maple syrup • 3 Tbsp olive oil • Salt and pepper to taste
