ukon Premier Darrell Pasloski praises both national and territorial climate change initiatives, but he stops short of saying whether the Yukon government will meet its greenhouse gas reduction goals.

Pasloski and the rest of the country’s premiers were in St. John’s last week for their annual meeting.

One of the last things to come out was the Canadian Energy Strategy. Pasloski called the document quite a feat.

The document was more than three years in the making but has already faced criticism for not saying anything very substantial. Instead, it makes references to things like collaborative approaches, promoting energy efficiency and transitioning to a “lower carbon economy.�

The Yukon’s climate change action plan has more measurable goals.

The government set a target for emissions reductions related to its own internal operations.

The goal is to reduce emissions by 20 per cent in 2015 compared to 2010 levels.

Yukon government operations accounted for about 10 per cent of the territory’s greenhouse gas output in 2012.

It takes years to actually get the data to tell us how things are going. The 2013 numbers would usually be public by now but haven’t been released yet by the group that does the counting.

In two years, the Yukon government managed to reduce the emissions of its internal operations by just two per cent, leaving an 18 per cent reduction to achieve by the end of this year.

Last week, Environment Minister Wade Istchenko said six years into the plan, 31 of the 33 actions are either complete or are on track and continuing.

But even with all those things completed, Pasloski was

Instead Pasloski pointed to initiatives he says will make a difference.

The government is about to start an estimated $5 million project to improve the shell – windows, doors, wrap and insulation – of the 39-year-old main administration building.

The change is expected to cut the fuel oil used in the building by about half, from about 300,000 litres a year to about 150,000 litres a year, said Scott Milton, director of realty and capital asset planning.

Along with talking about how to keep the country green, last week the premiers agreed to let the federal government join the Pan-Canadian Pharmaceutical Alliance.

That’s the group that allows the provinces and territories to bulk-buy prescriptions at a reduced rate.

Pasloski, who co-chaired the working group, said inviting the feds means having even more buying power. “For this year, we’re look-

ing at just under half a billion dollars in savings on pharmaceuticals as a result of the negotiations that we’ve done and adding Canada and the volume of drugs that they purchase through their programs makes our buying power even better.�

The premiers also released a report concerned about the over-representation of First Nation children in child welfare systems across Canada.

Pasloski said this is an area where the Yukon can be an example for other jurisdictions.

Since the Child and Family Services Act was created in 2010 First Nations here are involved in the development of programs and policy decisions, he said.

An agreement has also been signed with the Kwanlin Dun First Nation. “We’ve seen actually a reducing in children in care by about 30 per cent and that is absolutely opposite of what we’re hearing in most of the country,� Pasloski said.

The Yukon will host next year’s premiers meeting. It is the first time the meeting has been held in one of the territories.

ukon’s Department of Education is changing the way it hires companies to operate the territory’s school buses.

Standard Busing was brought on this week to take over after Takhini Transport’s contract was terminated two years into a five-year deal. The territory says it pulled the plug over concerns about the company’s safety and operations.

“I think what we can say now is we’ve learned from that and we’ll be following a value driven contract and a quality driven contract in the future,” education spokesperson Ronuk Modha said yesterday.

That means the department will focus on more than just the bottom line when it awards its next contract. Until now, the rule was that if busing companies were able to meet the territory’s basic requirements, the contract went to the lowest bidder.

That’s how Standard lost out to Takhini in 2013 by about $1 million. Takhini’s $14 million contract was supposed to cover five years.

It remains unclear how much it will cost the government to make this switch now. The contract hasn’t been signed yet, so the department can’t release the number, Modha said.

Standard has agreed to the same amount it would have received for the final three years of the term, had its original bid been accepted, he said.

Motorcyclist dies in Beaver Creek crash A 56 year-old man died in a motorcycle accident on July 18, 20 kilometres north of Beaver Creek. The man left the roadway and crashed into the ditch. He was towing a trailer at the time of the accident.

According to Beaver Creek RCMP detachment, the man wasn’t wearing a helmet at the time of the accident.

The man had just crossed the Canadian border but hadn’t reached the border crossing point, Cpl. Rob Moring said.

“It’s possible he thought he was still in Alaska where it’s not illegal (not to wear a helmet)”, he said.

Paramedics treated the man, but he was pronounced dead at the scene, RCMP said.

The incident is being investigated by the RCMP and the Yukon coroner’s office. The RCMP won’t release the man’s name, citing a new privacy policy being applied across the country.

Cyclist medevaced to Vancouver A 20 year-old cyclist has been medevaced to Vancouver after being hit by a minivan on Monday afternoon.

Standard Busing is taking over the job of running the territory’s school buses. Yukon’s Department of Education recently cancelled its contract with Takhini Transport, citing safety concerns.

But that’s not the only bill the government will be paying.

When Standard lost the contract in 2013, most of its buses were sent to other branches around the country. Now, 55 brand new buses will be coming north and the government will be footing the bill to transport them.

The department will also pay “depreciation costs” because the cost of buses has increased over the last two years, Modha said.

No one is saying exactly what

led to Takhini losing the contract.

But an access-to-information request by the Yukon NDP recently uncovered a July 2014 letter to the company from Val Royle, then deputy minister of education, which says Takhini Transport had failed to meet its contractual requirements in a variety of ways.

That includes not having buses serviced and repaired by a certified mechanic and not meeting certification requirements.

Out of 77 drivers, the com-

pany didn’t provide proof of RCMP checks for eight, first aid certification for 15, defensive driving training for 23 and “smart driver for school bus” training for 21. They didn’t have proof of road tests for 11 drivers and assertive discipline training for 13.

The company was given about a month to address these concerns. The department won’t say how many were fixed.

Whitehorse RCMP couldn’t say what happened exactly, besides the fact the cyclist left the bike path to go on the roadway before the collision occurred.

The cyclist was first taken to Whitehorse General Hospital with serious injuries.

Drainville said the theft is a “big blow” to a not-for-profit organization that operates on a very modest budget.

“It’s so much money for us,” she said. “I can’t believe that we were targeted.”

Const. Dean Hoogland said Whitehorse RCMP are still investigating the break-in, and currently have no suspects.

Based on the type of break-in and the damage, he said young people are most likely involved.

This is the latest in a string of recent break-ins in the city.

Since early June, thieves have targeted the Whitehorse Boys and Girls Club, the Mae Bachur Animal Shelter, a footwear and clothing store, the fish ladder, a liquor warehouse, and the A&W restaurant.

Hoogland said it’s too soon to say whether this latest break-in is linked to the others.

He said the spate of break-ins may be related to unemployment or drug and alcohol addictions.

Drainville said she’s also concerned about an increase in graffiti along the waterfront and elsewhere in the city. The society operates the waterfront trolley as well as the mining museum, and Drainville said tourists who ride the trolley often complain about the graffiti on riverside buildings.

She said she’s been in contact with other organizations

and businesses that have been targeted to discuss strategies to reduce vandalism. Those strategies include designing a public art project or a graffiti park.

“Right now, it’s just become extremely difficult for a lot of the not-for-profits to operate in the face of this,” she said. “We’re really trying to figure out how to address what is lacking in the community that causes people to behave in this way.”

(Pierre Chauvin) Copperbelt museum latest victim in string of break-ins Police are investigating a breakin at the Copperbelt Railway and Mining Museum that happened early Monday morning.

The museum’s collection was left untouched, but a new laptop and $1,500 in cash were stolen.

The thieves broke in through an office window and poured Gatorade over documents in the office, according to Angela Drainville, executive director of the Miles Canyon Historic Railway Society.

“They took everything out and they threw everything everywhere,” she said. “It’s just destructive and ridiculous.”

Drainville said the stolen money was registration money for the museum’s summer camps. She said this summer’s camps won’t be affected by the theft, but the money stolen was worth 12 weeks of camp.

(Maura Forrest) Moose tour fenced compound Conservation officers had to help two bull moose that had become trapped in the Yukon Highways and Public Works compound behind Canadian Tire on Sunday.

The moose got stuck inside the fenced area and became agitated.

Yukon Environment received a call from a cyclist who was nearby and noticed the moose.

“We slowly corralled the moose toward the front gate,” Environment officer Tynan Thurmer said.

Parks and Environment officers used their vehicles, following the moose and honking, to guide them out of the property.

The report doesn’t always reflect well on the department.

In December 2013 a Yukon Education official told Takhini it was OK not to have thermal blankets for all the kids on rural routes, even though the contract said that was a requirement, the report says.

“Not necessarily one per each child on the bus but one per child for the kids that are on the longest,” the official told the bus company.

“Perhaps a number like 6-10 would be a good number.”

In February 2014 a government official agreed to let Takhini Transport pick seven of the eight buses that were supposed to get “unscheduled” inspections.

Not surprisingly, the company picked newer models.

“This introduced contractor bias eliminating the objectivity and transparency of the process,” the report says.

Modha said the government has spoken to staff and something like that will never happen again.

“Primarily, our big thing is safety. So we’ll be looking really closely at making sure all of our safety requirements are addressed,” he said.

(Pierre Chauvin) Body recovered from Schwatka Lake identified The Yukon coroner’s office confirmed the body recovered on July 1 in Schwatka Lake is Michael Groening.

Groening jumped or fell from Miles Canyon, on June 15 according to the RCMP at the time.

Witnesses on the scene tried without luck to rescue the man and watched him slip beneath the water’s surface.

What started as a search and rescue operation eventually turned into a body recovery operation. The body wasn’t visually identified and it took a DNA test to confirm the identity, acting chief coroner Heather Jones said.

Currently, Canada’s telephone companies pay into a national fund that is used to offset the high cost of providing landline telephone services to unprofitable northern communities. He points to how he says SSi is delivering education through Arctic College to some of Nunavut’s remote communities.

“Broadband replaces the bricks and mortars of schools, banks, stores. We believe it’s an essential service,” he said.

The Yukon government is also pushing for a similar subsidy system, recommending a system that would allow “high-speed access to communities in all regions of Canada at comparable prices,” read the filing.

The government noted Yukoners have to pay high usage charges and that there is a lack of investment in the infrastructure.

Ultimately it all ties back to the lack of competition that Northwestel faces, the territory’s filing states.

“The concentration of facilities ownership (telecom, cable and wireless) with Northwestel and its affiliates represents a significant structural barrier to choice and innovation.”

The CRTC is set to open the review for public consultation this fall, with a public hearing in April 2016.

Northwestel said it was an “active participant” in the CRTC review, and that Bell Canada had filed an intervention on its behalf. The company wouldn’t say whether it supports setting mandatory broadband service requirements.

Plans for electronic health records system take a step forward Ashley Joannou News Reporter

he Department of Health and Social Services is about to buy software that will form a big part of the territory’s new eHealth system.

The Drug Information System will create “a comprehensive medication history for all patients,” said Stewart Ingram, the project’s director. It’s supposed to be up and running by March 2017.

The new system would help pharmacists and doctors make sure patients haven’t been given drugs that badly react with other medica-

tions they are taking, the department says.

It would also help prevent drug addicts from going to different doctors and pharmacies to get multiple prescriptions filled.

“The pharmacy can go in there and see that this prescription has already been filled very recently,” said Birgitte Hunter, assistant deputy minister of corporate services.

“It’s basically patient safety, that’s the reason for it.”

The new system would track any new data once it goes online, but old health records would not be included.

In 2013, the department put out a

request for proposals looking for the software to run the drug system and only got one response.

Of the eight jurisdictions in Canada that use an electronic drug information system, five use custom programs they built themselves, Hunter said. The other three are using a system by Maximus Canada Services Inc. The Yukon intends to award the contract to Maximus if no other company comes forward by July 23.

The government is willing to spend up to $3 million for this piece of the puzzle, Hunter said.

The territory’s eHealth plan comes in three parts.

Along with the drug information system, the Yukon will also use a client registry to track demographics, such as the age and gender of residents. The territory is also working on a laboratory link with British Columbia to get lab results more quickly.

The Yukon’s Health Information Privacy and Management Act has already been passed and the regulations to go with that act are being worked on, she said.

All three parts of the eHealth program will cost $10 million. Federal money is slated to cover $6 million of that through the Canada Health Infoway program.

To get that federal money, Yukon

needs to have its systems up and running by March 31, 2017. The department has a self-imposed deadline of December 2016, to give a little breathing room.

“Things are going very well. We’ve got a very experienced project team.

The timeframe is a little tight but very doable so we’re very confident,” Ingram said.

The plan also involves representatives from the Canadian Medical Association, the Yukon Medical Association, Yukon Nurses Association, Yukon Pharmacists Association and the Council of Yukon First Nations.

Economic outlook ‘bleak’ for Yukon Maura Forrest News Reporter

he economic forecast for the territories this year is “bleak,” according to the latest territorial outlook from the Conference Board of Canada.

The forecast for Yukon is especially gloomy, with gross domestic product expected to decline by 3.4 per cent in 2015. That would make Yukon the only province or territory in Canada whose economy has shrunk for each of the last three years.

This forecast marks quite a change from the board’s December outlook, when it predicted that Yukon’s economy would grow by 6.6 per cent in 2015.

At that time, the board expected Yukon Zinc’s Wolverine mine to increase production and construction to begin on Victoria Gold Corp.’s Eagle Gold mine this year.

Instead, Wolverine shut down in January, citing low metal prices, and Victoria Gold is still waiting for $430 million in financing. The board now expects construction of the Eagle Gold mine to begin in 2017.

“Conditions for the mining sector haven’t improved at all,” said MarieChristine Bernard, a forecaster with

Capstone’s Minto mine is currently the only operational hard-rock mine in the Yukon. It produced 4,100 tonnes of copper in the first quarter of 2015, significantly more than expected, according to the new report.

The conference board estimates that mining production will drop by 23.7 per cent in the Yukon this year, but should start to recover in 2016 as production from Minto increases.

That recovery should continue with construction of the Eagle mine, Selwyn Chihong’s lead-zinc mine on the border of the Northwest Territories, and Kaminak’s Coffee gold mine south of Dawson City. The board predicts that those three projects will

be in operation in the next 15 years, and that GDP from mining should grow by more than 16 per cent each year between 2018 and 2020.

“There are a lot of projects that have a good chance of going ahead if we get the right conditions,” said Bernard. “It is a cyclical market, the mining industry, and we’ll have to see how conditions evolve.”

Western Copper and Gold’s proposed $2.5-billion Casino mine was not included in the forecast, because it has yet to receive environmental approval from the Yukon Environmental and Socio-economic Assessment Board, or to secure funding.

“We wanted to have a little bit more certainty before including it in our forecast,” said Bernard.

The report predicts that the construction sector will be fairly stagnant in the territory until work begins on the Eagle Gold project. However, it also pointed out that there are several large publicly funded construction projects underway or in planning stages. Those include the F. H. Collins school and the 150-bed Whistle Bend care facility in Whitehorse, as well as roadwork on several territorial highways.

The conference board also expects that tourism will be a boon for the Yukon this year, largely due to low oil prices and a weak Canadian dollar that may attract international visitors.

Overall, employment will likely drop by 1.2 per cent this year, which represents roughly 240 jobs. Last year, despite the economic downturn, the Yukon gained 500 positions. The report predicts that job creation will pick up again in 2016.

In the Northwest Territories, GDP is expected to decline by two per cent this year, also because of low mineral prices. In Nunavut, GDP is expected to grow by 3.8 per cent, in part due to development of the Mary River iron ore mine.

Overall, GDP will shrink by 0.9 per cent in the territories this year.

t was late November 2014, Forbes Robertson and I sat at our kitchen table, and he told me all about his friend, Chris McNeill.

They had grown up together in Halifax, as Forbes put it, “playing hockey, loving the Nova Scotia Voyageurs and worshipping Les Canadiens.�

Chris was a goalie. As Forbes later wrote to me, “You and your teammates were the heroes of our Saturday nights,� like “Santa Claus and Spider-Man,� except that “you were real-life heroes we could and would emulate, tirelessly, on driveways and deserted tennis courts, ponds and lakes, my bustling backyard rink, and Halifax’s dingy old minor hockey arenas.�

And, as he related, nobody was luckier than they were. “The Habs won nine Cups in the first 13 years of our lives.�

Chris was so big a fan of the team and of me, Forbes said, that as I had written in The Game where my goalie idols as a kid were “Hall, Sawchuk, Plante and Bower,� his were “Dryden, Dryden, (Voyageurs goalie) Eddie Walsh, and Dryden.�

Forbes and I were in our kitchen in Toronto because Chris was dying of metastatic liver cancer. Forbes wanted me to sign a Canadiens jersey for him.

After their days in Halifax, they both moved away, Forbes to Toronto, Chris to Whitehorse. Their friendship, their love of hockey and of the Canadiens never diminished.

Forbes’ letter arrived last month. He had put off writing it, then had put off writing it again during the playoffs hoping that somehow the Canadiens might win the Cup to add another climactic story to Chris’ life. Forbes told me that on Dec. 5, four days after the jersey arrived, at age 48, Chris died.

Forbes also included in his letter a clipping from the Yukon News. Much more than an obituary, it was an appreciation of Chris’ life. He was a teacher, the kind that if we are lucky, we have once in our lives. He brought his love of the Canadiens into his classroom and used it to create a rapport and bond with his students. Not that they were all Canadiens fans, not even close, and that was the fun of it.

Myles Dolphin of the Yukon News began his beautifully written tribute this way: “Hundreds of F.H. Collins Secondary School graduates can tell you about ‘the oath’. It was written on an overhead transparency and stuck to the side of a filing cabinet in Chris McNeill’s Grade 8 classroom. If students bet against the Montreal Canadiens advancing in the playoffs and won, their teacher would

And who could tell them that wasn’t the reason why the Habs had triumphed?�

No easy fix for Whitehorse’s housing affordability woes

W

hy is housing affordability an issue in a city like Whitehorse, with little but trees for thousands of kilometres in either direction?

It is easy to see how this could become a problem somewhere like Vancouver, confined as it is by the giant mountains to the north, the ocean to the west and the border to the south. You could also see how affordability could become an issue in the densest part of a vast metropolis like Toronto, with prices declining as you move towards the periphery.

But why is the median price of a detached house in Whitehorse $384,000 – down from the peak in 2011 but still more than double what it was at the turn of the millennium?

The answer isn’t really a secret.

The failure of policymakers to foresee a looming shortage of available new land to keep up with demand is the most obvious culprit. And then, when it became apparent that there was a problem, NIMBYism and (in usual Yukon fashion) bureaucratic dithering delayed moving towards a solution in a timely manner. Tack on a spike in construction costs, and here we are today.

The Yukon government’s recently released “action plan” is supposed to be the territory’s way forward for dealing with the fact that there are more people than ever who simply can’t afford to put a roof over their head here in the capital. But the phenomenal increase in housing prices in Whitehorse over the past decade and a half has had significant social and economic implications for all residents – dividing the community into winners and losers.

We tend to talk about housing prices from the perspective of renters or prospective buyers.

But there are two sides to this equation. For those who already

own a house, the increase in prices has been an enormous boon.

I’m sure there were more than a few residents in their late 40s and early 50s, without Yukon government pensions, who sat up at night in the year 2000 worrying about how on earth they were ever going to be able to fund their retirement. I know some of them. Then – as if it were a gift from God – a massive windfall fell into their lap when the value of their homes skyrocketed.

For the newly prudent homeowner it was problem solved.

The equity that was created out of thin air combined with some modest savings, the Canada Pension Plan and Old Age Security meant that they could eke out a comfortable retirement.

Others were not so practical.

They used their newfound wealth to move to a bigger house and refinance some credit card debts to help prolong that lavish lifestyle.

Then they tack on a line of credit to buy that brand new 32-foot travel trailer. Maybe throw in a new motorboat and a side-byside as well.

The ability to finance such

luxuries has created the perception of a city living in the lap of luxury. But 15 years later many still have close to the minimum of five per cent equity in their home and have given the Canada Mortgage and Housing Corporation a good portion of that newfound wealth after multiple rounds of refinancing.

There is no doubt that this phenomenon has created many “losers” as well. Want to buy a new home now? Well you can say goodbye to several more years of your after tax income. And you are the lucky ones. Others are completely priced out of the market.

And where do we go from here? We know that the market has stabilized after years of eyepopping growth and has even declined some. If we consider real estate as an investment, what rate of return can we look forward to? My sense is not much. With a stable supply of new land for the foreseeable future, questionable economic growth prospects, and affordability issues one would think that the worst (or the best, depending on your perspective) is probably

over for now.

But as with predicting how low interest rates will go or who will win the next territorial election, I’m loath to make firm predictions. Maybe we’re on the cusp of further price growth.

When I bought my home in 2009 I thought that the market had peaked, but six years later I would have to consider myself as both a winner, in that I’ve seen significant appreciation in the value of my house, and a loser, in that I missed the great Whitehorse housing train as it left the station.

Meanwhile, several hours after I sat down to read the government’s action plan I still don’t know what the government plans to do about this mess for those who can’t afford to buy that fancy new house in Whistle Bend, other than tinker with the market. The most obvious plan – intervening to deflate housing prices – would turn those winners into losers – angry losers with underwater mortgages and no plans for retirement.

Then there’s the other side of the political coin.

Once the election has begun, government institutions can no longer advertise unless they have a legal obligation to do so or it’s a public safety matter.

At the same time, limits are imposed on what political parties can spend.

So, among the calculations being made in the Conservative war room is what’s worth more – attack ads on their opponents, funded by party dollars that are limited by law; or limitless taxpayer-funded ads they could be running promoting their policies.

For a while, they were doing both in tandem. Health Canada at one point had an ad campaign against drug abuse which was running at the same time as a radio ad from the Conservative Party attacking Liberal Leader Justin Trudeau for his stance on the legalization of marijuana.

That’s around when most Conservative insiders think Harper will go to Rideau Hall.

Government spending announcements are on the calendars for some departments right up until the end of July, though this week’s roll out of the universal child care benefit cheques is considered among the final major things on the government’s to-do list before formally going to the polls.

Then, there is the first leaders’ debate, set for Aug. 6, which will allow Harper the opportunity to set a political tone and potentially gather footage that can be turned around immediately into advertising.

Meanwhile, some staffers have been told to make sure their bank accounts are flush enough by mid-August to cover off their rent for a few months, as many will be taking unpaid leaves of absence to work on the campaigns.

That’s not to say campaign planes will take flight right away.

Harper told MPs in June he had no intention of spending all of August traipsing across the country. It’s more likely that the official machine won’t rev up fully until Labour Day. He has, however, cancelled his usual August trip – the annual tour to the Arctic.

There’s no word on whether the Governor General has also been told to clear his calendar in early August to formally kick start the vote. Rideau Hall never discusses anything related to politics.

And from the prime minister’s office itself, only two words: “Stay tuned.�

Colourful, ‘cantankerous’ Yukon writer passes on Maura Forrest News Reporter

ane Gaffin wasn’t one for sitting in an office. Through a long career spent writing about Yukon’s mining industry and the characters that shaped it, Gaffin found her stories at local bars and on street corners, chatting with friends and prospectors.

She knew everyone, and everyone knew her.

“If you wanted to see Jane, you just had to go down Main Street,” said Delores Smith, a long-time friend. “Her social scene was out in the community.”

Gaffin, a well-known writer and columnist, died of lung cancer last Wednesday at the Whitehorse General Hospital. She was 73.

Gaffin arrived in Whitehorse from Kentucky in 1966. She was headed to Alaska, “looking for the freedom of the great frontier,” according to Mike Power, president of the Yukon Prospectors Association.

But she ended up staying in Whitehorse and landing a job as a columnist and advertising manager for the Whitehorse Star. Pat Ellis, who worked for the Star at the time, said Gaffin just showed up one day and asked for a job.

Bob Erlam, the publisher at the time, hired her on the spot.

“He would hire people just by looking at them,” said Ellis. “She looked honest, she looked bright.”

Gaffin stayed with the Star for three years, before moving to Anchorage to work for a newspaper there. There, she learned of the disappearance of an ex-boyfriend, Edward Hadgkiss, after a plane crash off the B.C. coast. Gaffin became obsessed with the case, Ellis said, and it inspired one of her later books, Missing in Life.

But by 1974, Gaffin was back in Whitehorse and carving out a new position for herself as a freelance writer. Over the years, she wrote stories about mining and prospecting, chronicling the lives and events behind that era’s mining boom for the Star and, at times, for the Yukon News.

She put together a lengthy supplement for the Star about mining history, called the LodeSTAR edition. And in 1980, she published Cashing In, a collection of short stories about the territory’s mining industry.

Smith said Cashing In was one of Gaffin’s greatest contributions to the place she called home.

“It gets what Whitehorse was like in the 60s,” she said. “Everybody should read it.”

Smith said Gaffin was attracted to mining stories because of the colourful characters she met during her research.

But it may have been more than that.

Murray Lundberg, a local historian and an old friend of Gaffin’s, said she liked the miners because she could relate to them – their independence and their way of calling things as they saw them.

“She always said exactly what she thought,” he said. “Jane never did politically correct well.”

Gaffin was something of a pioneer in the Yukon mining industry. She toured underground mines when, 10 or 20 years earlier, women would never have been allowed underground.

She later became the first woman on the executive of the Yukon Chamber of Mines, and is on the Yukon Prospectors Association’s honour roll.

“She was fiercely independent and very opinionated,” said Smith. “When she was onto a subject, she wouldn’t let it go. She was very much a free spirit.”

Gaffin never married or had a family – she didn’t want the twocar garage lifestyle, Smith said.

“Domestic life eluded her whether by design or not, but she wasn’t unhappy.”

Gaffin’s passion was her work.

Smith said she used to memorize passages of whatever she was working on and recite them to herself while walking down the street.

“It helped her research her stories,” Smith said. “If she can’t believe herself, how’s she going to convince anyone else that it’s true?”

“She was cantankerous and opinionated,” said Smith. “She was a joy to talk to.”

But Whitehorse started to change as Gaffin grew older. It became bigger, more urban, and more regulated than it had been during the heyday of the 60s and 70s.

Perhaps for that reason, Gaffin became increasingly concerned with what she saw as government

infringements on people’s individual freedoms.

In 2000, she took up the case of Allen Carlos, a prospector charged with improper storage of firearms. She wrote about the case extensively, and Carlos says she was partly responsible for his acquittal.

“She brought the story out to the public,” he said. “She’s a woman who had principles. She was a fighter for freedom.”

Gaffin never stopped writing, though Ellis said her later writing lost some of its earlier humour.

In recent years, she even started

a blog.

Many of those who knew her said Gaffin’s death is another sign that an era of Whitehorse’s history is over. Lundberg said she was one of the “colourful five per cent” that is now slowly dwindling.

“It was a vibrant time,” said Ellis. “It was an historic time, and she was there stirring things up.”

A celebration of Gaffin’s life will be held in the General Store of the Gold Rush Inn on Friday from 3 to 5 p.m.

Study knocks down theory that polar bears are able to conserve energy while fasting out on the sea ice over deep water far from shore, where bears have never been sampled before,� Whiteman said.

The study found that activity and temperature patterns recorded for polar bears in summer were not comparable to patterns for hibernating bears in winter dens.

The patterns were typical of fooddeprived mammals rather than hibernating mammals, Amstrup said.

Karyn Rode, U.S. Geological Survey research wildlife biologist in Anchorage who was part of a polar bear fasting study published in 2012, said the new study confirms that “walking hibernation� does

not accurately describe polar bears’ energetic status in the summer. “It’s definitely a different line of evidence that further supports that they can’t conserve energy when they’re fasting,� Rode said.

Additional studies are coming out, but scientists say it’s already clear what needs to be done. “We already know the answer to the question, ‘What do we need to do to save polar bears from extinction?� Amstrup said. “All of the studies in the world won’t help us there.

If we don’t deal with greenhouse gas emissions, those of us who have been studying polar bears for our whole lives will be nothing more than polar bear historians.�

Introduction of mom-to-be depends on if she sticks around

MANNERS DEAR MISS MANNERS: What is the proper and also gracious way to introduce the mother of a future baby whose parents are not married nor plan to remain close?

The future father is our relative, and neither family nor friends know the young lady. Are terms like “sister-in-law, cousin, granddaughter,” etc., misleading and out of the question?

GENTLE READER: If the mother is not planning to stick around, Miss Manners would not have thought that how to introduce her would be a problem.

Certainly if the relatives plan to gather at the hospital, her connection to the goings-on should be self-evident.

But assuming that introductions will be necessary in the future, you have public (as opposed to romantic, or perhaps unromantic) facts to use. Introducing her by her name, adding, by way of any needed identification, “Noah’s mother” or “Our little cousin’s mother,” will not draw attention to an omission that was, in any case, not yours.

DEAR MISS MANNERS: I grew up with an alcoholic father and have a very clear picture of the downsides of alcohol. I drink only occasionally, and I tend to come up with excuses at social events where I don’t drink: I’m the designated driver, I have an early start in the morning, I’m watching my calories, etc.

Is there a polite way to tell well-meaning but intrusive friends that comments about my drinking behaviors are not welcome?

GENTLE READER: The freedom with which casual acquaintances – and even strangers – press the most personal questions is a constant source of astonishment to Miss Manners.

Possibly these people are encouraged by the fact that you are not in possession of a drink to throw in their faces. So you could arm yourself early in the event with an ambiguous glass of orange juice or sparkling water with a slice of lime.

You do not actually need an excuse; you could keep repeating, “Thank you, I don’t care for a drink” until the nosy become bored with probing. Or you could keep repeating the answers you have been giving. Remarkably, people who do not respect personal privacy are unlikely to question a desire to lose weight, the needs of the job or driver safety.

DEAR MISS MANNERS: My signature appetizer dish for years has been my spinach dip. I am going to a game-watching party, and my “friend” who knows this is my dish says that she is bringing it.

I feel she should have asked if I was bringing it, as she knows I always do. I told her I’m bringing mine regardless, and there will be plenty of spinach dip for all!

GENTLE READER: Will the teams be negotiating their own disagreements, or will there be a referee?

Miss Manners thought so. In the absence of what used to be called a host – who either provides the food himself or awards jurisdiction for different dishes at a potluck – you will have to hope that everyone likes spinach. (And if you want to offer the other fans an additional contest to watch and possibly cheer, you could label your offering “Sofia’s original spinach dip.”)

DEAR MISS MANNERS: I have a 7-year-old daughter who is very interested in learning how to become a lady. We practice formal dining situations, and she has been asking some questions that I do not know how to answer, as I was raised a bumpkin myself: If someone wants more dessert, may they ask for seconds?

What do you call a lady-child or a child-gentleman?

If Mommy is the hostess, can the child help her bring things to the table, or does she have to sit like a statue?

And her cutest question: If a child makes everyone at the dinner table laugh and spit out their food, what are we supposed to do next?

GENTLE READER? Presuming that you refrain from spitting out your food, you seem to have outgrown bumpkinhood. Miss Manners doubts that you would otherwise have reared a daughter with an awareness of – and even interest in – etiquette. She offers her congratulations on that.

It might be even more interesting (and instructive) for your daughter to dramatize the situations that piqued her curiosity.

What if she were the hostess, and her guests asked for seconds, but there wasn’t any more, or at least not enough to go around?

Yet if she did have more dessert to offer, she would be likely to produce it when guests merely said how delicious it was. So no, don’t ask outright, because you might embarrass the hostess by implying that she didn’t make enough.

Miss Manners is afraid to ask what a lady-child or a childgentleman is exactly. But Miss Manners imagines someone of, say, 7 would be flattered to be addressed as “Miss Emily” or “Miss Jones” (or “Master,” for a boy).

Third, if she were a guest, what would she think of a young person who sat like a statue, let-

ting her mother do all the work?

Surely she should be acting as a deputy hostess. Not only should the child of the hostess offer to help, it is her duty.

And finally, Miss Manners has been advised that a main rule of comedy is to know your audience. If you know that they have just taken a big bite of food, maybe it is not the moment to tell them your best joke. But if food is expelled with the laugh, the deputy hostess would goodnaturedly offer to help clean up, skipping over the possibility of embarrassment.

DEAR MISS MANNERS: Are open-face cucumber sandwiches served at high tea with a fork or as finger food?

GENTLE READER: It is not easy to cut a cucumber with a fork. Fortunately, it is not necessary to try, as tea sandwiches are finger food.

However, Miss Manners must correct your misuse of the term “high tea,” which is a light, informal supper, with more fortifying food than cucumber sandwiches.

Those are served at what is simply called afternoon tea, or even just “tea.”

DEAR MISS MANNERS: I have recently lost my only child. I do not like it when people wish me a happy Father’s Day. I have mentioned this to my immediate family, and they think it’s weird but are stopping.

Am I out of line? I feel as though they are a bit thoughtless in wishing me a happy Father’s Day, because it could never be a happy day for me.

I would never wish this to someone who has lost a child, especially an only child. It just seems tasteless and almost feels like it’s rubbing it in my face, although I know they are not. I now just avoid everyone, but I still get text messages from well-meaning friends and family. I don’t feel comfortable responding to them about how this bothers me.

GENTLE READER: What is wrong with these people?

These are not even mindless strangers who toss holiday greetings around promiscuously, but your own relatives and friends who know of your loss. And they are telling you to be happy about it.

Miss Manners is afraid that you will have to remind them. A quiet “I suppose you have forgotten what happened to my child” should do it.

DEAR MISS MANNERS: I am confounded on how to reply to the numerous requests/demands from family and friends to buy whatever merchandise they are selling – such a variety of jewelry,

miracle skin treatments, cleaning products, etc. This doesn’t even begin to cover all the times they sell things for their children.

It seems the only time they want to talk to me is when they want me to buy something or host an event at my home. I would never dream of inviting people into my home to sell them something.

Be assured that all these people are financially comfortable, and mainly do this as a way to make money while they stay at home and raise their children – a decision I fully support, if that is what they want to do.

However, I have bought all these people shower gifts, wedding gifts and baby gifts. I was happy to celebrate the happy occasions in their life. I married early and have no children, so it is not as if my contributing would be “payback” for gifts given to me.

I would like to know the best way to respond to these incessant requests. Ignoring them seems rude, but I don’t see any other way of dealing with it.

GENTLE READER: How do you normally respond to the sales pitches with which we are all constantly bombarded?

By ignoring those that do not interest you, and responding to those that are made face-toface with, “I’m sorry, but I’m not interested.”

This is not rude: It saves both your time and theirs, and your money. So do that when your friends and relatives turn commercial.

DEAR MISS MANNERS: Would you please advise if there are any correct uses for a round-bowled cream soup spoon other than for cream soups?

GENTLE READER: Breakfast cereal. You can get away with a lot at breakfast.

Sport division winners Sara Burke-Forsyth and Ian Hansen, as well as Shea Hoffman who was absent from the Tour, will race for Yukon at the Games.

Burke-Forsyth, 19, placed first for sport women with a combined time of 2:53:40, while second place’s Simi Morrison came in at 3:16:23.

“It was nice riding with a bigger group, we don’t usually have a big group to ride with,” said BurkeForsyth. “Especially with the longer race. You can go so much faster when you have a big group.”

“The time trial (stands out) for me because we had all the gear on and it was weird but it was fun,” she added. “It was just different from how I’ve done time trials before.”

Hansen, 18, had a little less breathing room after three stages.

He posted a time of 2:35:44, just up from second place’s Chris Rider at 2:36:36. Mike Setterington took third at 2:49:03.

“(The races) were good, pretty fun, kind of new,” said Hansen.

“I’ve never worn any of the gear you usually wear. It was fun, trying to push yourself. Having fun with people who are similarly skilled – you can push yourself more.”

U12 boys Gold Flight in the huge tournament in Blaine, Minnesota on Saturday.

The USA Cup International Youth Soccer Tournament is North America’s largest soccer tournament with over 15,000 soccer players on 1,153 teams, from 17 countries, 19 U.S. states and five Canadian provinces.

“It was a fantastic experience – the whole thing – to go and play nine games in a week and get to play really competent teams and a competitive standard of soccer,” said Selects coach Jake Hanson.

“With teams from all over the world, it’s a bit of a soccer carnival.”

The Selects went 2-1 in the round robin to earn a bye into the quarterfinal where they took a close 1-0 win over Wisconsin’s Lakeshore United on Friday. It wasn’t crystal clear who got the first-half goal for the win. Striker Joe Hanson put a half-volley on net that was crossing the line as teammate Ashton Bryant sent it home.

“It was a pretty dramatic goal,” said Jake. “The goalie made the save but couldn’t keep the ball out. It was sort trickling over the line and Ashton came running in and pounded it in the back of the net so there was no question.”

The win was Selects goalkeeper Ole Heath’s third shutout of the week and fourth in total in Blaine. “Ole had a great week,” said Jake.

The Yukon team was then eliminated in Saturday’s semifinal, falling 4-0 to the Minnesota Thunder Academy.

It was the Selects’ only multigoal loss in both tournaments at the USA Cup. The Selects opened last week’s tournament with a 3-0 win over Minnesota’s Fusion SC on Tuesday, with goals from Joe, Bryant and guest player Aidan McGill.

They then went 6-0 over Minnesota’s Dakota Rev Galaxy on Wednesday. Joe scored three goals, Rhys Faragher had two and McGill one.

The Selects dropped their final round robin match 1-0

loss to Illinois’ Midstate Soccer on Thursday.

The Yukon squad reached the quarterfinal of the U12 boys A Flight in the USA Cup weekend tournament July 1012. Their only two losses came to the eventual gold and silver medalist teams.

Yukoners help Anchorage take gold Though the Strikers Selects didn’t come home with USA Cup gold, a handful of Yukon players did with another team.

Five Whitehorse players – Thea Carey, Malorie Hanson, Line Jensen, Jamie JoeHudson and Christine Moser – helped Anchorage’s Futbol Select Chicas win gold in the U16 girls Silver Flight.

“I played down there three years ago with essentially the same team and we won gold as well,” said Malorie. “So it was pretty good to get to play with them again. It was a great tournament…

“It was neat for the team to connect through the games.”

The Chicas claimed gold with a 2-1 shootout win over Minnesota’s Fire SC in the final. Malorie scored the tying goal – her second of the tournament – to tie the match in the first half and Carey scored in the shootout to help secure the win.

“It was pretty crazy,” said Malorie. “Thea scored a lot of goals over the tournament. I think she had five or so.”

The Anchorage squad went 2-0 in the round robin before posting two shutouts in the playoffs to reach the final.

The team’s gold came after missing the playoffs – just one goal short in the differential tiebreaker – in the tournament the previous weekend.

“We played well in the week-long – we didn’t play very well in the weekend tournament,” said Malorie.

“It was very hot and it was definitely hard to play in sometimes. But the games went well and I was pretty happy with how it all went.”

Eikelboom wins third straight Mis-Adventure

hitehorse’s David Eikelboom boomed through the trails once again in Mount Lorne.

For the third year in a row the 28-year-old was the top finisher at the Mount Lorne Mis-Adventure Trail Race on Sunday. “Some years it’s been rainy and muddy, and then you just have a hoot out there,� said Eikelboom. “You’re slipping and sliding everywhere. Today it was pretty dry, so maybe it was a bit safer, but it had a little less of the wild side to it. A little less mis-adventure, a little more adventure.�

Eikelboom finished the 21-kilometre course that’s a little shy of a full half-marathon in one hour, 14 minutes and 57 seconds. He set the course record of 1:12:09 in last year’s race.

Eikelboom, a past Yukon cross-country champ and winner of the Yukon River Trail Marathon, might have gone out a little too quick, he said. “I got a little ahead of myself.

The last workout I did was a track workout with a lot of speed

in it, so I haven’t been doing much slow stuff at all – a lot of quick miles,� said Eikelboom. “So I don’t have a great sense of a race pace right now and I think that showed in today’s run.�

Scott Williams placed second at 1:23:49 and Keith Thaxter, last year’s fourth place finisher, came third at 1:27:43.

Whitehorse’s Sue Bogle came in a 1:37:45 to be the top female.

Bogle placed third last year in her first Mis-Adventure run. “This year was better in the sense that I kind of knew where I was going and was ready for the big hill,� said Bogle. “It’s a little less than a half marathon, so I was ready for it to end before 13 miles, which was good. It’s good to know a little bit where you are going.�

Virginia Sarrazin claimed second for females with a time of 1:41.49 and Sarah Johnson ran to third in 1:47:02. Whitehorse’s Lauren Whyte, who won the division the last two years, was absent from the race. “It’s nice to be the first female, but to be realistic, some of our speedier women like Amelia Fraser and Jody Eikelboom and Erica (Van Vlack) weren’t here

Support Group Facilitator for Caregiver support group Task description: Are you interested in making a real and profound difference in the lives of people caring for a family member with Alzheimer’s disease or related dementia?

The Alzheimer Society of B.C./Yukon is seeking a long-term volunteer to fill the role of support group facilitator. This would be a wonderful opportunity for someone who is retired and looking for a meaningful & rewarding volunteer position.

The objective of our groups is to strengthen the coping abilities of caregivers and reduce the impact of dementia on the community. Excellent training is provided.

Responsibilities: A support group facilitator (along with a co-facilitator) facilitates a monthly caregiver or early stage support group meeting, communicates with the local Support and Education Coordinator on a regular basis, maintains group attendance records and uses Alzheimer Society materials to provide information to the group.

Skills needed: * Mature personality and excellent listening and interpersonal skills.

• Comfortable facilitating group discussions.

• Basic understanding of the issues surrounding caring for a person with dementia and a willingness to learn more.

• Good problem-solving skills • Able to speak clear and fluent English.

I

t is with great sadness that we announce the passing of Joe Fellers at his home in Sunnydale after a courageous fight against cancer.

Joe was born in Dawson Creek, B.C. to deceased parents Jane and Nibs Fellers. The second of four children, Joe left home at an early age to work for C.N.T. which brought him to Dawson City in 1965 where he met Wendy. They fell in love and were married in 1968. Joe worked at various jobs until 1974 when he bought a placer mine from Ivor Norback and took his young family to the creeks. Joe loved mining and especially having his family working with him.

Joe leaves behind his loving wife Wendy, sons J.J. (Julia) and Will (Mel), grandsons, Colson and Dayne (J.J. & Julia), Connor and Brayden (Will & Mel), and his sisters Gail Hiebert and Sherry Mounsey (Dwayne) and brother Darold (Debbie) as well as many extended relatives and friends.

The family would like to express their deep appreciation to Eva Schmid, Chase Maxwell and David Wenzel for their loving care and to Doctors Aedes Scheer, Sally McDonald and Ben MacInnis, to Jill and Marieke and to all the caring & wonderful staff of the Dawson Ambulance, the Dawson Community Hospital and the Whitehorse General Hospital.

A Celebration of Life will be held at the Fellers’ farm in Sunnydale Sunday, August 2ND. from 1:00 – 4:00PM. At 2:00m we will commemorate Joe’s life with an open mic/M.C. for all who wish to share their memories or stories with us.
