SURREY — Somebody call Dr. Stephen Hawking. Maybe he can figure out how many new RCMP officers are being dispatched to Surrey.

Last winter the city requested 100 more police officers for Surrey, and the pressure’s mounting for the federal government to deliver as the number of shootings in Surrey and North Delta since the beginning of March now

stands at 43. Police believe many of those are related to a dial-a-dope turf war. The numbers flew Monday as Canada’s Public Safety Minister Stephen Blaney spoke with reporters at North Delta’s public safety building.

“I am pleased to confirm that since the beginning of the fiscal year there is more, 33 more officers that have been located in Surrey. We committed to 100 additional more officers. Seven are already here and more than

a dozen are on their way,” Blaney said. Asked how many are here now, Blaney replied, “Since April 1, there was 33 new RCMP officer in Surrey, working on the ground.” See BLANEY › page 13

CLOVERDALE — Few events merge party with purpose like Gone Country, the annual concert staged by twins Chris and Jamie Ruscheinski. Each July, the charitable brothers are lead planners of a country music shindig that raises tens of thousands of dollars for cancer-related causes. This year’s Gone Country gathering, set for Saturday (July 25) at Bill Reid Millennium Amphitheatre in Cloverdale, is headlined by Blackjack Billy, a Nashvillebased band known for “The Booze Cruise” and other rowdy country-rock songs. “Those guys are great, and they’re the first American band we’ve had at the event,” Jamie told the Now. “They’ve been opening for Tim Hicks all last year, and apparently they blow the roof off the place. We really wanted to bring a good party vibe to Gone Country for the main headliner, and we totally feel the four of those guys will bring the party.” Other performers at the 2015 edition of Gone Country are Tebey, Karen Lee Batten, The Tumblin’ Dice, Dave Hartney and DJ Jaxon Hawks. The Ruscheinskis’ third annual outdoor concert builds on their decade-long efforts to honour their mother and also good buddy Shaun Gauthier, both of whom were killed by cancer. Over the years, Gone Country has grown to attract more than 4,000 people who want to party as much as put money into cancerrelated initiatives. “We did $215,000 last year,” Jamie noted, “and we’d like to get up to $250,000 this year. My brother (Chris) went and opened his yap about that one. He sets a goal and then if he’s, like, a thousand dollars short, he’s all mopey about it for about six months after. I hate it when he does that,” Jamie added with

a laugh, “but he set the goal at $250,000 this time, which is a big jump for us.” This year, funds raised at the event will help buy BC Cancer Agency a state-of-theart probe that gives clinicians a detailed look at a patient’s internal organs. The machine is called an endoscopic ultrasound processor. “We want to raise money in the same way we raise it, and have it do the most good,” Jamie said. “We try to purchase a tangible device for the BC Cancer Agency.… Really, we just want to spend everyone’s money as responsibly as possible, and we find that buying a piece of equipment outright is the

best way to do that.” In addition to ticket sales via Twins Cancer Fundraising, money is raised at Gone Country through $1,000-a-pop VIP tables – “we’ve sold around 50 of those this year, so that’s $50,000 right there,” Jamie noted – and other less sophisticated methods. “People at the event are always in a generous mood, which is why we have so many ATMs there,” Jamie said. “And liquor helps. We have volunteers who go around with two huge empty water jugs that say ‘F cancer’ on them, and people just fill those things with cash. You know, they’re maybe a bit drunk and they dump money in. They raise about six or seven thousand with that alone. That’s all they do all evening, so it’s amazing, huge – and much better and faster than filling out raffle tickets.” Tickets for Gone Country are $40 (plus fees and taxes) through the event website, Twinscancerfundraising.com.

❚ Thanks to a tiny microchip, a Surrey man found a pet dog he’d been missing for five years. George Parsons and Keisha, a chow-shepherd cross, were reunited at the Delta Humane Society after a shelter worker noticed a microchip the size of a grain of rice implanted between her shoulder blades. The information it contained led them to Parsons. “Everyone in the room was in tears,” said Kirsten McDonnell of the Delta Humane Society.

20 YEARS AGO, JULY 23, 1995, IN THE PAGES OF THE NOW: ❚ A group of South Surrey seniors evacuated from a bus seconds before it burst into flames on Highway 10 in Richmond. The driver and 12 passengers from Sunnyside Manor were heading to Van Dusen Gardens. Luckily, everyone escaped uninjured but the bus was reduced to a charred skeleton of twisted metal. ❚ Nearly three-quarters of Surrey residents who responded to a Future Surrey survey gave a big thumbs up in favour of building a “strong, viable” downtown core. “I’m delighted,” said a jubilant Mayor Bob Bose. “It certainly supports some of my personal views.” compiled by Tom Zytaruk

❚ Surrey-raised pop songstress Rykka looks pretty chilled out in the video for her latest song, “Movies.” She and director Brianne Nord-Stewart shot the clip in an ice cave at the Rhône Glacier in Switzerland, a country where Rykka (born Christina Maria Rieder) lives part-time. The man-made cave is carved from an 11,500year-old glacier. Legality of C-51 right to be challenged

n the world of politics there will be unpopular legislation – it comes with the territory. But rarely in Canada is a bill denounced as “dangerous.” Such is the case with the Conservative government’s anti-terrorism Bill C-51. Canadian Journalists for Freedom of Expression, and the Canadian Civil Liberties Association are launching a court challenge to its constitutionality. This week the Toronto Star quoted Paul Cavalluzzo, a renowned constitutional lawyer. “Terrorism is a problem,” he noted, “but that doesn’t give the government license to, in effect, run stampede over our rights and liberties.” Canada’s Public Safety Minister Stephen Blaney was in town this week. Bill C-51, he said, “is crafted with very reasonable measures.” Blaney said he believes this legislation is keeping Canadians safe and is “fully constitutional.” That, of course, is coming from a fellow who, prior to entering politics, worked as a civil engineer, specifically in water purification and energy efficiency – not a renowned constitutional lawyer. It will be interesting, and of consequence to all Canadians, how the courts will receive this challenge. The Now

Glass of punch, anyone? No thanks. I’ll just take a bit of my own money back and run, thanks. The Editor, Re: “KPU spikes varsity athletics,” the Now, July 16. As a parent of an athlete affected by Kwantlen Polytechnic University’s decision to eliminate varsity athletics after the 2015/16 season, I am disturbed about how this decision was reached. Coaches, athletes and their families were blindsided with this decision – which came down on July 8 – and were then notified the following day that their seasons would continue. This now appears to be in jeopardy. No consultation happened with any of the involved parties, including the athletic director, who was promptly fired the day he returned from vacation. Athletes and parents, along with coaches, did not get any explanation until July 16. Why was there no consultation prior to making such a decision? Why was this not done much earlier in the year, allowing all student athletes to try out for new school teams, enabling them to begin or continue their degrees and athletics ? Students are in a terrible position now. Most have already registered for classes. It is too late to make changes now and sadly, if varsity athletics are eliminated now, they will probably never come back. This is another blemish on Surrey’s reputation.

SURREY — City council sent the city’s top cop back to the drawing board after reviewing his “ambiguous” crime-reduction targets for the next two years. Chief Supt. Bill Fordy presented council with the Surrey RCMP’s strategic framework for 20152017, which included a variety of goals such as reducing violent crime, property crime, B&Es and domestic violence rates by two per cent per year. Fordy also laid out his goal to reduce auto crime by five per cent per year, and to reduce average call response times to eight minutes in 2016 and seven minutes in 2017. After much discussion, Surrey council voted to receive Fordy’s report as information but sent it back to staff requesting “benchmarks,” essentially asking for crime rate averages for RCMP

Bruce Hayne noted there was a massive spike in homicides in 2013, and that property crimes jumped last year. SURREY — Calls about water violations are coming in “fast and furious” to Surrey City Hall this year – even more so since Stage 3 restrictions kicked in, according to the city’s bylaw manager. “Right now, as of (Tuesday), we’re at 800 warnings,” said Jas Rehal. That’s up from just 83 warnings last year. And so far this year,

Surrey has issued four tickets, at $250 a pop. The fine for violating Stage 2 and 3 water restrictions is $250. If it jumps to Stage 4, the fine will rise to $300. On Monday (July 20), Metro Vancouver moved to Stage 3 due to the dry and hot weather, continued high water demand and declining reservoir levels. Stage 3 water restrictions mean a ban on all lawn sprinkling; residential washing of vehicles and boats;

filling or topping up of residential swimming pools, hot tubs and garden ponds; watering of golf course fairways; and residential power and pressure washing. The new hires lead the community safety patrols, focusing on community engagement and lower level nuisance enforcement. On the RCMP’s end, it will continue with enhanced service in Newton. In the past 22 weeks, the RCMP says it has stepped up policing in Newton’s core by way of overtime. The detachment says this has resulted in 463 street checks, 203 violation tickets and 40 arrests. A report noted a Community Constable program

has replaced the RCMP’s discontinued Community Safety Officer pilot project. Training to transition officers to the new program is set for September, for tentative completion at the end of February 2016. Finally, the third tier will be the Newton BIA, which is establishing a community patrol program similar to that of the Downtown Surrey BIA’s. SURREY — Surrey RCMP plan to renovate

and move into the old city hall site in Newton. With police moving in, the former civic site will be fully rented. Coun. Judy Villeneuve pointed out Surrey’s plan to pay for the new city hall was partly through rental revenue from the old site. With the RCMP, the city would essentially be renting from itself, she noted. To that, city manager Vincent Lalonde explained roughly $40 million in capital

funding that was set to go toward building a new facility for the RCMP was transferred to the operating budget to account for that. While little change will be required to adapt the west wing for the RCMP, the centre/ south tower – the oldest portion of the former city hall – will require extensive renovations. A Request for Proposals for the renovations closed on July 3, and is currently being reviewed, with

funding for it in the 2015 capital plan. Meanwhile, the detachment is expanding its exhibit space and cell block, to the tune of $7 million. Another $3 million is set aside to expand and/or relocate the Cloverdale and Newton district offices in 20172018. In the longer term – sometime between 2020 and 2024 – it’s anticipated the former city hall will no longer be enough for the

detachment and a North Detachment may be necessary. Current cost forecasts estimate it would cost $55 million.

To advance religion by establishing and maintaining a Gurdwara Sahib, at 7050 120 Street, Surrey, British Columbia with services conducted in accordance with the religious tenents, doctrines and observances of the Sikh religion as aforesaid. c. To support and maintain missions and missionaries in order to further the Sikh religion. d. To advance religion and education by establishing and maintaining a school of instruction on the subject of the history, philosophy, religious observances and language of the Sikhs. e. To advance religion and education by establishing and operating a library and museum regarding the Sikh religion and Sikh values and the history of the Sikh community in British Columbia and Canada. f. To advance religion by providing Langar (meals) in the Langar hall of the Gurdwara Sahib on a daily basis to one and all regardless of their religious, social or economic background. g. To advance education by providing publicly available scholarships and bursaries to secondary school students for post-secondary education. h. To advance religion by conducting religious festivals in Surrey, Delta, or White Rock for the Sikh community of British Columbia. i. To advance religion and relieve poverty by providing rental accommodation for priests and by providing below market residential accommodation for the support of low income individuals and family.

SPECIAL RESOLUTION II Amendments to the Bylaws

Paragraph 60 of the Society’s Bylaws currently reads: 60. No business shall be transacted at any general or annual general meeting unless a quorum is present at the time when the meeting proceeds to such business. Except as otherwise provided herein, ten percent of the members in good standing at that time personally present at such meeting, shall constitute a quorum. RESOLVED AS A SPECIAL RESOLUTION that the Society’s Bylaws be amended by deleting the entirety of Paragraph 60 and replacing it with the following: 60. (I) No business, other than the election of a chair and the adjournment or termination of the meeting, shall be conducted at a general meeting at a time when a quorum is not present. (ii) lf, at any time, during a general meeting there ceases to be a quorum present, business then in progress shall be suspended until there is a quorum present or until the meeting is adjourned or terminated. While the federal government has approved Surrey’s request for 100 new officers, is there space for them? It seems the detachment will make do as new officers begin to arrive, but it doesn’t actually have the adequate amount of space for the new Mounties. Based on numerous studies, Surrey RCMP say the optimum amount of space per person in a policing environment is 225 square feet. That includes workspace, meeting rooms, cells, washrooms and more. When that ratio slips to below 190 square feet per person, inefficiencies arise, according to a report to Surrey’s police committee Monday. In 2014, Surrey sat at 197 square feet per person. Surrey man charged in 30-year-old murder case SURREY — A Surrey man has been charged with first-degree murder and unlawful confinement in a 30year-old cold case. Dennis Henry Hahn, 65, of Surrey will appear in Saskatoon provincial court Monday (July 27). Frances Wendland, 43, was murdered in her home in the small town of Rosthern, about halfway between Prince Albert and Saskatoon. Hahn was arrested outside of a Surrey business on Friday, July 10. SURREY — There have been six fatal police-involved shootings in as many years in Surrey, with the latest happening in South Surrey this past weekend. Police say they were responding to reports of a suicidal man screaming outside the Surrey RCMP’s District 5 station in South Surrey, in the 1800block of 152nd Street, at about 2:30 a.m. Saturday. The man was shot dead during a struggle with police. A police officer was also shot in the leg and the circumstances of her injury are under investigation. Meantime, the Surrey-based Independent Investigation Office of B.C. has been called in to investigate the fatal shooting. The victim has been identified as Hudson Daryl Willis

Brooks, 20. The IIO, set up in September 2012, aims to keep B.C. police officers accountable in cases involving in-custody deaths and serious injuries. All told, since 2009 there have been 12 police-involved shootings in Surrey, with six of them fatal. Two were in South Surrey, four were in Newton, five were in Whalley, and one was in Guildford. The first South Surrey shooting was in Crescent Beach, on March 23, 2011. Brendon Samuel Beddow, 23, was shot dead after police responded to a 911 call about a domestic disturbance at a house on McBride Avenue. In Newton, on July 14, 2009, a Surrey undercover RCMP officer shot Kenneth Baines, 46, of Surrey in the head after he allegedly tried to use a stolen car as a battering ram in the 12600-block

of 80th Avenue. Baines died the next day, in Royal Columbian Hospital. Also in Newton, on March 2, 2011, Adam Purdie, 28, was killed during a gunfight with the Surrey RCMP at Highway 10 and King George Boulevard. A Coroner’s Court jury in Burnaby heard Purdie was shot 17 times, with one of his wounds being self-inflicted. An investigation by Saanich Police cleared the Surrey RCMP of any wrongful conduct in the shooting. Like Newton, two of five police-involved shootings in Whalley were fatal. On Dec. 28, 2014 Transit Police shot Naverone Woods, 23, of Hazelton B.C., at the Safeway grocery store in Whalley after he grabbed a knife, stabbed himself and advanced on police. He was pronounced dead at Royal Columbian Hospital. On Jan. 17, 2014

a Surrey Mountie shot a suicidal and intoxicated man in the neighbourhood of 98A Avenue and 118B Street in Whalley. Gaetan Gilbert Plante, 61, took a shot at the officer with a 12-gauge shotgun at close range but missed. The Independent Investigations Office cleared the officer of any wrongdoing. Kellie Kilpatrick, a spokeswoman for the IIO, noted that Saturday’s shooting in South Surrey is the sixth policeinvolved shooting the IIO has launched an investigation into since April 9, 2015, when a man was shot dead by police in Vancouver. The others happened in Burnaby on May 13 (serious injury), in Salmon Arm on July 3 (serious injury), in Port Hardy on July 8 (death), in Dawson Creek on July 16 (death). the city’s tree-lighting festival in December, the recent FVDED in the Park concert at Holland Park and also Cloverdale Rodeo & Country Fair. This Saturday in Surrey, other food trucks at the festival include Dougie Dog, Old Country Pierogi, TNT Wraps, Tasty Torpedo, Uncle Kebab, Poomba’s Smokehouse, the Aussie Pie Guy, Mollies Minis and more. Event admission is $2, or free for Vancity members and kids 13 and under. “Fingers crossed, we’ll have a good turnout,” Ogilvie said. “We’ve had good response on our Facebook events page, with about 4,000 people attending.… People seem to like a festival like this, where they can spend the whole day with their family, if they choose, and have both lunch and dinner, and also try a bunch of different food. With our events, we make sure the trucks offer some smaller portions – at least one item on their menu for less than $6, so people can try (food) from multiple trucks.” The plaza is located at 13450 104th Ave., Surrey. urrey Museum is not a stuffy space with static displays. Well, OK, they aren’t all interactive but one of the current displays sure is: “LEGO: A Fraser Valley Odyssey.” This is a work of art, with 20,000 years of Fraser Valley history depicted with a million pieces of LEGO brick. What a great family-friendly exhibit – and what a marvel of creation. The museum is located at 17710 56A Ave., in Cloverdale, and is open Tuesdays to Fridays from 9:30 a.m. to 5:30 p.m. and Saturdays, 10 a.m. to 5 p.m. The exhibit runs to Sept. 19 – and you just might discover more at the museum than LEGO. Operators of Surrey Museum are guardians of our history and cultural fabric. It’s terrific that the City of Surrey lends its support to the

museum. Funding these facilities is not inexpensive, and we can occasionally acknowledge our appreciation to the city government for its financial support. It is up to us – all of us – to make the occasional visit to the museum to show our appreciation. Fraser Valley Gilbert & Sullivan is another Surrey institution that has historical significance. This amateur community theatre club has virtually knocked itself out for more than 30 years in bringing musical theatre to the Lower Mainland. The productions have included the G&S operettas (or comic light opera for those who prefer that term), Broadway musicals, youth theatre and, of course, the ever-popular traditional English pantomime. The last few years have been less than rewarding in revenue for this society. Declining ticket sales for productions and increased costs have hit hard. But president Mike Balser says, “We’re not dead yet,” and hopes to get a sense of rejuvenation at the see › page 23

It’s a sure sign we are doing something right in Surrey. “Hairspray” involves Surrey talents Michelle Bardach, Brianna Clark and Emily Matchette, while “Oliver” features music director Kerry O’Donovan, choreographer Keri Minty and Adam Olgui. Apdon said he hopes to work with the Saskatchewan-based Sepak Takraw Association of Canada to bring more prominence to the sport in North America, with dreams of making a national team on an international level.
