Town continues planning future’s foundation

Several upcoming changes and projects in the works were laid bare for the small group of the public that attended town council and administration’s State of the Municipality Update meeting, held July 8.

Interim CAO Donna Tona took to the mic to explain the strategic planning goal town administration is zeroing in on. “We’re moving toward a strategic planning way of doing things in Rimbey.”

For Tona, this is not something that can take place overnight, as it includes many different aspects of the town and due diligence must be taken by those responsible.

“First of all we have to decide in the Town of Rimbey how we’re going to quantify success,” said Tona.

Town seeking public consideration on two bylaws

One area affected by strategic planning will be the business sector and Tona does not want to simply flood the town with new businesses without the groundwork in place.

“And we have to make sure our current businesses are healthy.”

A base budget dealing with water, sewer and roads must also be addressed.

“But we have service levels, many of them. We have to have an operating budget that achieves success,” said Tona.

Also, before the town can move full steam ahead a decision needs to be pinned down on what kind of businesses Rimbey would like to attract; the same goes for demographics.

“And of course a good, solid base for a community is a mix,” said Tona.

Part of the strategic planning includes increased communication with residents and Tona says information bulletins are going to be released with people’s monthly utility bills to keep them up to

date on town progress.

Tona says ratepayer culture also needs to be established. “We hope it’s positive culture . . . we’re excited to do this.”

Bob Stevenson, chair of the economic development sustainability committee, made up to 10 volunteers, also attended the meeting to speak. “We all volunteer to look at the big picture, not hit zones or short patterns of time.”

The committee is currently looking at three primary areas of focus: who/what is Rimbey, how to support businesses and services and how to attract youths and keep them involved.

Each member is in the midst of speaking with businesses for a survey and Stevenson says he recently spoke with a group of high school students to gain their input.

He advocated an adopt a school program should be looked into as a means to get youths more involved in the community.

He says first aid training could be administered and

the youths could work community events such as the rodeo and races, under the guidance of EMTs. Stevenson also mentioned developing other professionally-driven trades programs to keep youths in the schools and in the community.

“So going forward the sustainability committee is looking to bring advice to the town,” said Stevenson.

Budget 2016 Tona says residents are going to see a few changes with next year’s budget, starting with how it processes donation requests.

Tona says she wants organizations in town to take the next few months to really assess their needs and have their requests in by Sept. 15. “This allows us to stabilize our budget.”

“We’re going to pass a budget Dec. 31 2015,” she added. Tona says this will cut down on the interim budget and reduce the scrambling most municipalities face come spring when they have to finish up one year’s budget and put the current one together.

Rimbey town council and administration are looking to bring two bylaws forward in the next little while and they are seeking public consultation.

The first is the land use bylaw and the second in as animal bylaw, the latter caused a bit of discrepancy during a State of the Municipality Update meeting, held July 8.

Interim CAO Donna Tona proposed a new bylaw would curb dogs to be able to move freely in the backs of truck and would instead need to be caged.

Once resident stood to say they were uncomfortable with having a caged animal in the event of an accident.

However, Tona says many municipalities are moving toward this kind of bylaw, with a partial basis stemming from veterinary statistics. “They’re tired of patching up your animals, or euthanizing them.”

political machine doesn’t automatically synchronize together like our device does to our home’s Wi-Fi connection.

So many of us are thumbing our way through home screens and through feeds selecting and deselecting whatever are immediate desires are. Everything, it seems, is within a swipe away on the internet. Politics and government processes are not within a swipe away.

There is a very good reason why so many tax dollars get burnt up paying our elected

officials to sit through caucus meetings: every angle of a problem and decision needs to be thoroughly argued and discussed before deciding a solution. Our policy makers cannot hit the like or share button, nor can they scroll over the demands of their constituents: our bills, our laws, our government tasks are not popularized and discarded like the latest trending YouTube video. A successful government needs to take its time.

I’m not passively endorsing one provincial political

party or the next. Nor am I bashing one party or another.

The decisions made by the voting population need to be allowed to run their course.

Let’s all let social media do its thing and let’s all let the government do their thing.

Somewhere in the midst of it all I hope more newspapers and books are read, more conversations are had, and more knowledge is universally obtained so that during the next election, whether municipal, provincial, or federal, the best decisions are made.

all the social networks we graze through—providing the magical Wi-Fi particles are in the correct concentration in the atmosphere. The collective political conscious of the internet can sway quickly like the needle on an old farm truck’s oil pressure gauge.

A frustrating dilemma in the voting process is when there is a low percentage of eligible voters that actually make it to the polls—this is old news for everyone. Another frustrating dilemma in the voting process is when the voters, which do show up, cast a ballot without making a proper critically informed decision.

To make one thing clear: everyone should be able to cast their ballot (over the age of eighteen of course). That individual has the responsibility to make a good choice. A bunch of bad choices isn’t going ferment and distil into an economic or political fairy tale. The

Official Opposition Whip, Democracy and Accountability Advocate After 44 years of oneparty rule, it will take some time for Albertans to get to know the new provincial government. The process is now well underway, having begun following the spring election and continued into the first session of the 29th Legislature.

As Caucus Whip for the Official Opposition, I’ve had the opportunity to meet a number of the new government MLAs. They certainly seem to be an enthusiastic bunch, eager to

take on their new roles. To say they lack experience may be a bit of an understatement, as illustrated by Calgary-Bow MLA Deborah Drever’s questionable use of social media and ensuing removal from government caucus. However, I believe her actions are hers and hers alone; they do not reflect on other MLAs. Speaking more broadly, I don’t think the lack of experience among the new MLAs is necessarily a bad thing. Generational change at the legislature was long overdue, and given the previous government’s record of muzzling opposition and backbench MLAs, Albertans certainly deserve better, more forceful representation.

You see, it’s not those who lack experience who concern me the most. When it comes to this government, it’s the experiences of those in leadership positions that pose a greater threat.

For instance, the new Environment Minister Shannon Phillips, arrives in her new station with an interesting past. In 2004, she worked with controversial Greenpeace activist Mike Hudema to compile An Action A Day Keeps Global Capitalism Away, a book

that advocates militant action against government and industry. The fact is a Ministers’ credibility can impact our economy. Foreign investors and financial markets are risk-adverse by nature. The Premier would be wise to remember this when making cabinet appointments moving forward.

While the actions of elected officials will remain under the microscope, I am also concerned by the new, unelected officials, many hailing from outside Alberta, who are assuming leadership positions behind the scenes.

One of the new Premier’s first decisions was to make a key patronage appointment to the senior civil service, creating a new top level job in the bureaucracy for John Heaney, a long-time NDP political operative. The appointment unnecessarily politicizes the public service, and will cost taxpayers up to $287,000 per year.

In addition, NDP Energy Minister Marg McCuaigBoyd showed questionable judgment in hiring Graham Mitchell, a registered lobbyist dedicated to opposing Energy East and other key pipeline projects, as her

chief of staff. Likewise, Human Services Minister Irfan Sabir hired a registered lobbyist as chief of staff. Tony Clark worked as research director for the Alberta Federation of Labour, and now works in the same department he used to lobby.

The list goes on and on. Nathan Rotman, who worked on Olivia Chow’s unsuccessful campaign for Toronto mayor, is now the chief of staff to Alberta’s Finance Minister. Robin Steudel, the new chief of staff for the Minister of Infrastructure and Transportation, was a deputy director of the B.C. NDP’s 2013 election campaign.

And let’s not forget Brian Topp, the Premier’s Chief of Staff, who lost in the NDP’s federal leadership just three years ago.

Finally, questions have been raised regarding the government’s connection with Canadian Union of Public Employees (CUPE).

The Premier’s husband, Lou Arab, continues to works as a senior communications officer with the union. On June 19, CBC News left a message on Mr. Arab’s mobile phone requesting comment about a CUPE press release. Yet it was Premier

Notley’s press secretary, Cheryl Oates, who returned the call. This certainly was not a shining moment for the independence of this new government.

With the first session under the new government now complete, I believe we are beginning to understand who is running the new NDP government, and what it will mean for our province. Say what you will about the new NDP MLAs’ lack of experience, but I would take a dozen Deborah Drevers o ver those now in positions of power in our province’s capital.

Drinking and driving is something all communities look to get rid of, and the Rimbey Community Wellness Group took its concerns a step further with the Report Impaired Drivers (RID) campaign, which will be winding down soon in town.

The Rimbey Community Wellness Group is the driving organization behind the initiative but co-ordinator Leanne Evans believes it took the teamwork of many community organizations to get the project running. “It’s been

a really great collaboration.”

Town Coun. Brian Godlonton, who also sits on the Community Wellness Group, served as a go between the group and the Town of Rimbey.

Late last fall the Community Wellness Group applied for the Alberta Traffic Safety Fund grant and quickly received just under $5,000.

To kick off the campaign RID posters and other paraphernalia were put up around the community.

“We got things started right around Christmas time,” said Evans.

A permanent fixture in the community will be the four large road signs posted like sentries at the entrances to Rimbey, reminding people to remain vigilant and to pull over to call 911 if they suspect an impaired driver.

“And there have been people that said they didn’t know they could call 911 if they suspect someone is drinking and driving,” said Evans.

Public works threw its support in behind the project by installing the signs and donating the posts.

The Community Well-

ness Group decided to create the campaign after the RCMP alerted it to the trend of drinking and driving.

“Basically the Community Wellness Group’s focus is violence, bullying, mental health and addictions,” said Evans. “Quite often our initiatives get started because of the police report.”

“Drinking and driving has always been an issue for the RCMP,” she added.

In early December 2014 the Community Wellness Group released a survey to see what people knew on the issue of drinking and driving.

The survey was also a collaboration with the RCMP and Students Against Drunk Driving (SADD).

The survey featured 141 respondents and 63 said they had seen the RID logo before while 57 said no and 21 were not sure.

Of the respondents 126 said they would call 911 to report a suspected impaired or unsafe driver, one said no and 14 said they did not know.

However, only 79 revealed they would be very confident in reporting a suspect driver, with 48 saying they would be somewhat confident, the remainder were

not confident.

Eighty-nine of the respondents said they had been driving for more than 30 years with the other 52 participants falling between one and 30 years.

Females answered the survey more heavily; 95 to males 48 and 114 of the total participants live in the Rimbey area while 22 others live elsewhere in Alberta and two live in different parts of Canada.

“We have had such a wonderful collaboration on this project, hopefully with raised awareness our roads will be a safer place,” said Evans in an email to the Rimbey Review.

Winfield students raise funds for Stollery Children’s Hospital Foundation SUBMITTED

WINFIELD — Thanks to a determined group of community-minded students, the Stollery Children’s Hospital Foundation is $2,200 richer.

The youthful crew at Winfield Elementary, a school in the hamlet of Winfield in the Wetaskiwin region, gets A-plus for their efforts that saw kids in Grades 1 through 6 fundraise throughout the entire school year.

Led by the Grade 6 class, with a little help from school council, fundraising activities included the Halloween Spooktacular, with its oldfashioned pumpkin-carving contest, as well as monthly movie nights and a popcorn sale.

“The pumpkin carving was the most fun, and mine was a lizard pumpkin with a tail curling around it,” says Quinn Woods, a Grade 5 student.

Quinn’s mom, Christine Cripps-Woods, says she’s happy the school sponsors an annual fundraising initiative, an initiative it’s supported for 16 years running.

“This is the first year the kids decided to donate the funds raised to the Stollery,” says Cripps-Woods. “The fundraising events every year are great in teaching kids to be appreciative of what they have, and that one can have fun while helping others.

“It helps kids look outside their own sphere at the world, and understand we all need help at times.”

Quinn, 10, says he especially liked the movie nights.

“The movie nights are fun because we get to be with our friends.”

Movies in the school gym cost $2, which includes a snack and a drink. Every month the proceeds went into the Stollery fund.

Donald Teplyske, principal of Winfield Elementary, says he’s proud of the hard work done by his students.

“The majority of kids wanted to donate the funds to other children who needed it, and most of them knew someone personally, or had been to the Stollery Children’s Hospital themselves,” adds Teplyske.

The project is one that’s close to the heart for Quinn, who voices empathy for the sick children in the Stollery.

“It’s not fun being at the hospital, but it helps kids.”

Meanwhile, Teplyske says he’s up for another year

of fundraising.

“The kids really enjoy it, and the best thing is, they work hard for a cause that’s important to them,” he says.

“That instills some intrinsic values that they will take forward as they go out into their communities.”

Mike House, President and CEO of the Stollery Children’s Hospital Foundation, notes the funds aren’t earmarked for anything in

particular at this point, but says he’s tickled about this project.

“It just warms my heart when I hear about kids helping kids,” says House. “It’s these children, with their great ideas, eagerness and kindness, that make our work so gratifying and personal.

I’m thrilled to see such community spirit and passion.”

Local cowgirl wins championship

A multi-talented Rimbey cowgirl recently competed in four events at the Silver State International Rodeo and took home the barrel racing title.

Kennedy Smith qualified for the rodeo, held June 30 to July 5 in Winnemucca, NV, after she placed in the top 15 in provincials.

“I qualified in two events, barrel racing and pole bending, and due to this I was eligible for entering two events I didn’t qualify in,” Smith explained, referring to her goat tying and breakaway roping events.

This was also Smith’s first time at the Silver State International Rodeo. “I had (such) tough luck and was unable to qualify for nationals.”

At the rodeo, competitors use a three run average in the barrel racing to determine the winner. Smith logged 17.643 on her first run, a 17.868 on the second and17.90 for her final race.

“I was first out in the short round. So to stick to the lead in the average and the short round from the very start was nerve racking. I’ve never had so much nerves as I did when I watched the last girl run. I was so excited,” said Smith.

Because she was competing in four separate events Smith made a total of nine performances during her time south of the boarder; on three different horses.

“Calhoun would be the first. He is my pole bending horse but we didn’t have very much luck in that event,” said Smith.

Smith rode Cuba during her roping events and Jones in the barrel racing. “This win was very big for me and him because I had just gotten him. We won our first buckle as a team.”

Another highlight for Smith has having another opportunity to compete against many friends and familiar girls that may no longer hold the same spot in her life. “Just spending quality time with my friends as it was my last year of high school rodeo and I won’t see them very much anymore,” she explained.

Former Bluffton resident and Rimbey graduate is all set to once again audition for his chance to play on this fall’s series of Who Wants to be a Millionaire.

Dennis Harrish was invited by the Disney ABC television network to audition for competition.

Harrish has entered the competition four times before with no avail. “I’m very excited, hope I get in this time.”

“It is tremendous competition and it’s fun,” he added.

The audition process for the show starts hopefuls off with a quiz and only those who answer enough questions correctly move onto the screen tests.

Auditionees who pass the screen test are then invited to compete in a live taping of Who Wants to be a Millionaire, in front of an audience.

Harrish will have the opportunity to audition for two tapings this summer in New York, NY: July 30 and 31.

Harrish grew up southwest of Bluffton and attended the Bluffton School before transitioning to Rimbey. He graduated as valedictorian of the class of 1969.

He began his career in the oil field before moving to the United States to design and manage executive compensation and investment plans for a series of Fortune 500 companies; allowing him to consult in England, Switzerland and most recently, across the Middle East.

Harrish provides consultation services to public companies in the area of executive plan design and related filings to the U.S. Securities & Exchange Commission. He is also the founder and chief investment officer of the ZillionZ™ Fund, a private U.S. investment fund based in suburban Atlanta, Georgia.

Natasha Bartsch got the job following a Skype interview, as she was still finishing up her academic year at the University of Alberta’s School of Business.

“It’s been good so far, I’ve been outside a lot,” said Bartsch.

As a lover of travel, Bartsch easily made note of how far-flung the decedents had trekked from their ancestors’ hometown.

Another of Bartsch’s most memorable guests was an elderly woman who stopped by to regal her world travels, from Kenya, Africa to trips on submarines.

Halfway through her business degree, Bartsch’s major is international business with a minor in accounting. “So I’m hoping I can get a job abroad.”

Europe is one of the places she would love to work, as well as a return trip to New Zealand.

Barsch grew up in Rimbey and feels the house holds something special for the community. “I think they did a really good job restoring it.”

“The house, I think it has a lot of character. There’s a lot of really unique features,” she added.

On Monday, July 6, 2015, Audrey Vivienne Rainer of Buck Lake, Alberta passed away at the age of 83 years.

She leaves to mourn her loss and cherish her memory, her son Glen (Teresa) Rainer of Buck Lake and her daughter, Kelly (Jack) Hart of Drayton Valley, three grandsons; Jesse, Clayton and Mathew, as well as nieces, nephews and friends.

Audrey was predeceased by her husband Paul. A Celebration of Life was held on Tuesday, July 14, 2015 at 1:00 pm at the Buck Lake Community Centre.

Mildred was born at Lac La Biche, Alberta on September 16, 1914 and passed away at Breton Health Centre on July 1, 2015 with her family by her side at the age of 100.

She lived in the Pendryl area since 1921, on the farm until she retired to West Pine Lodge in 1994 and moved to the Breton Health Centre in 2013. She was well known for her beautiful garden, baking & cooking, sewing and paintings.
