elissa Atkinson has been picked to represent the NDP for Yukon in the coming federal election.

In a tearful speech after her nomination at the Kwanlin Dun Cultural Centre in Whitehorse on Tuesday evening, Atkinson said she hopes to become the first aboriginal member of Parliament for the territory.

“The real hard work is ahead of us as New Democrats,” she said to the standing-room-only crowd. “We are the progressive alternative to a Conservative government.”

Atkinson defeated Andre Bourcier, a linguist and former head of the French school board, in a campaign that attracted 250 new members to the NDP party in 10 days.

Atkinson told the News that the environment, adequate housing, child-care, and the minimum wage are the issues most important to Yukoners in this election campaign.

Atkinson also spoke about Bill S-6, a controversial piece of legislation that will amend the Yukon Environmental and Socio-economic Assessment Act. She said she would fight to repeal the four provisions in the bill that have First Nations threatening to sue the federal government.

“I would be standing behind all Yukoners including First Nation people to look to repeal that,” she told the News.

In her speech, Atkinson said that Bill C-51, the Harper government’s anti-terrorism legislation, must also be repealed.

“It completely restructures our national security laws and threatens our very civil rights,” she said. “This is not the Canada that I want to live in.”

Hwech’in First Nation. She was the Yukon’s first aboriginal Crown prosecutor, and is now a legal aid defence lawyer.

She has also chaired the Yukon Human Rights Commission and has been involved with Blood Ties Four Directions, a support centre for people affected by HIV/ AIDS and hepatitis C. Atkinson’s campaign was chaired by Audrey McLaughlin, the former NDP leader and MP for Yukon.

McLaughlin said she backed Atkinson because of her professional career and her work with disadvantaged people.

“I know that she really understands the challenges of a lot of Yukon people through her work,” she said. “She’s really fought for them, and I appreciate that – that she understands the grassroots.”

NDP finance critic Nathan Cullen was also present at the nomination meeting.

Aside from the requisite jabs at Liberal Leader Justin Trudeau’s hair, he spoke about abolishing the Senate and called for a national inquiry into missing and murdered aboriginal women.

He also said Canada needs to improve its international

reputation on climate change action at international talks in Paris later this year.

Cullen also blamed the Harper government’s resource policies for the current slow-down in the Canadian economy.

“Harper might be the worst enemy the resource sector ever had,” he said.

Atkinson will be campaigning against Conservative incumbent Ryan Leef, former Liberal MP Larry Bagnell, and Green Party candidate Frank de Jong.

The federal election is set to be held on Oct. 19.

Haines Junction swaps used zamboni for 40 sockeye salmon Ashley Joannou News Reporter

T

his 4th of July, Haines Junction Mayor Mike Crawshay drove a second-hand zamboni in the annual parade in Haines, Alaska.

Donning a sparkly silver jacket, the mayor was flanked by ice princesses and a hockey player who knocked candy into the crowd with a hockey stick.

“There’s not a lot of stuff that mayors get to do that’s just for fun and this is it. This is the most fun I’ve ever had being on council.”

It was a stylish delivery.

Haines had paid for the zamboni in full – with about 300 servings of Alaskan sockeye salmon.

It was about as northern a swap as you will ever find.

Instead of buying what they needed, the two communities – about 240 km apart – decided on a trade just in time for holidays on either sides of the border.

Haines needed the ice resurfacing machine, said the borough’s director of tourism, Leslie Ross.

“We have an outdoor rink and an ever-growing group

that are playing hockey and recreational skating that are looking to have a larger rink,” she said.

“There’s been talk going on about trying to raise funding to have a indoor rink or a larger rink.”

Right now a volunteer group – mainly the local hockey club – is responsible for shoveling off the rink and putting water down.

The zamboni – actually an Olympia brand machine – will mean a higher quality ice surface, she said.

Talks about giving Haines a spare machine began years ago, said Crawshay. He originally promised one of Haines Junction’s old ones before realizing it wasn’t available to be given away.

Things worked out better this year when Crawshay got a call from Mount Lorne.

A former resident of Haines Junction told the mayor that Mount Lorne had received funding for a new zamboni of their own, so they had an old one to spare.

Mount Lorne had bought the machine from the City of Whitehorse in 1992 for $1.

Haines Junction bought the zamboni from Mount Lorne for 50 cents.

After a small repair to the door of the hopper that holds chips shaved off the ice, Crawshay said the machine is in good working order.

On Canada Day, Haines’ mayor, Jan Hill, visited the Junction to pay up with sockeye salmon for everyone.

Crawshay estimates they were able to serve about 300 people with 40 sockeye at the barbecue.

A local Haines fisherman, paid by the chamber of commerce, caught the fish. The borough paid the cost of processing the catch.

“It was just a huge community event. Everybody chipped in to make it happen and everybody was just tickled,” Crawshay said.

The zamboni has a plaque that reads: “From the Yukon communities of Haines Junction and Mount Lorne to Haines Alaska July 1 and July 4, 2015.”

The Chilkat Valley Dancers from Haines and Champagne and Aishihik’s Dakwakada Dancers were at both events.

“They did a traditional exchange where the Tlingit asked permission to come in to the Champagne Aishihik territory and they did a dance back and forth and then ended up dancing together as they welcomed them,” Ross said.

A similar dance was done on Independence Day. The swapping of goods is a tradition that goes back long before there was a Haines Junction and a Haines, Alaska, Crawshay said. “We’re continuing that tradition in the form of salmon and a zamboni.”

There are already talks of doing it again – maybe next year with a Yukon bison to swap.

Robbers hit fish ladder and liquor warehouse Police are investigating two recent break-ins in Whitehorse.

On July 4, shortly after 8 a.m., Whitehorse RCMP received a report of a break-and-enter and theft from the fish ladder off Nisutlin Road. An undisclosed amount of cash was taken.

Yukon Energy spokesperson Janet Patterson said a window was broken. It has been boarded up and the fish ladder remains open.

lice were called when the alarm went off at the Yukon Liquor Corporation warehouse on Quartz Road at approximately 3 a.m. According to the RCMP, police responded immediately and found three youths nearby in possession of liquor.

Two of the youths were held for court while the third youth was released on a promise to appear.

Charges range from breakand-enter to a business, possession of stolen property, and failing to comply with a probation order.

Diesel and regular fuel engines work in fundamentally different ways. Whereas a regular fuel engine relies on a spark to ignite the fuel in the cylinder, diesel engines only rely on the cylinder compressing air – bringing it to a high temperature – to ignite the fuel.

That’s why putting the wrong kind of fuel can wreak havoc in a car’s engine, said Brian Pratt at Yukon Tire Mechanical.

A regular gas-powered car with diesel will still run, he said, since both will be mixed.

But it will create extensive damage to the engine if it runs for a long period of time.

“If you get diesel in a gas engine, and it mixes, it will take out the engine rings,” he said.

“It will wreck the engine.”

The best thing to do is to stop the car and get it towed to a garage where the engine can be drained and flushed, he advised.

Tait was told that the fuel

“We had three people coming yesterday with some tow bills and some minor vehicle repairs,” confirmed Mark Leblanc, general manager at Pacesetter Petroleum.

Reimbursing affected customers is a “no-brainer,” Leblanc said.

“It was our driver’s error, a human error,” he said.

“We’re going to reimburse everyone who was affected.”

Such mistakes are rare, but he said, “We move a lot of fuel every year, there is always a potential for it to happen.”

Kaska optimistic about new Silvertip mine Maura Forrest News Reporter

T

he chief of the Dease River First Nation is looking forward to the construction of the new Silvertip mine in northern B.C., saying it will allow more of her people to work from home.

Last week, the B.C. government approved the construction of the $50-million underground silver, lead, and zinc mine, owned by Vancouver-based JDS Silver. The site is seven kilometres south of the Yukon border and 90 kilometres southwest of Watson Lake. Construction is expected to take 15 to 18 months.

“The mine could operate for up to 21 years and create 150 to 200 new jobs once full production begins,” according to a B.C. government news release.

JDS Silver also signed a social economic partnership agreement with the Kaska Nation, which includes five First Nations in B.C. and Yukon.

Chief Ruby Johnny of the Dease River First Nation said her band took the lead on negotiations with JDS Silver, since her community, Good Hope Lake, is closest to the mine site.

“We will be benefiting and there will be jobs and business opportunities,” she said. “One of the things is a lot of people will be able to work close to home.”

She said many of her community members currently work at the Red Chris, Minto, and Cantung mines, which keep them living in camps away from home. But the Silvertip mine will be just 90 kilometres northwest of Good Hope Lake.

Other band members were laid off when Yukon Zinc’s Wolverine mine shut down in January 2015.

Johnny also said Silvertip will provide apprenticeship opportunities, which would allow young band members who’ve been studying down south to come home for work.

Though her 178-member band negotiated the agreement, Johnny said all Kaska First Nations will benefit from the mine. The five First Nations have signed on to the Kaska Collaboration Agreement, which sets out guidelines for how benefits from resource development projects will be distributed among the communities. That agreement states that all Kaska citizens will be given equal opportunity for employment, regardless of where they live.

“Everybody benefits from this mine,” said Johnny. “As far as I know, everybody is satisfied with it.”

JDS Silver aims for the mine to be in operation by 2016. It will likely operate 150 days each year and will shut down during the winter.

The company plans to make Silvertip one of the “most environmentally responsible operations in the province,” according to Kevin Weston, the company’s chief operating officer.

The mine will not use a conventional tailings pond, instead storing tailings underground and in dry stacks on the surface.

Lewis Rifkind of the Yukon Conservation Society said he’s glad the mine won’t be using a tailings pond like the one that burst at B.C.’s Mount Polley mine last year, releasing 17 million cubic metres of water

and 8 million cubic metres of tailings into surrounding waterways.

“We’re pleased to see that,” he said. “You tend not to have the danger of a catastrophic failure.”

The Kaska are currently drafting a new resource law that aims to give communities more control over resource development on their traditional territory. That document will likely not be finished until this fall, but Johnny said JDS Silver would be in compliance with the new law. The most important thing the company did, she said, was to communicate with the band.

“They’re willing to work with us.

They’re willing to listen to us. Our voices are heard,” she said. “I think if everybody in the industry realized that we were willing to work with them, that’d be nice.”

Phone scam targets Whitehorse businesses Maura Forrest News Reporter

W

hitehorse business owners are being targeted by scammers who claim to work for ATCO Electric and threaten to cut off their electricity if they don’t pay up.

The telephone scammers are telling business owners they must immediately go to Canada Post and purchase a pay safe card, and then give the scammers the PIN number.

Dragon restaurant, received a call from someone claiming to work for ATCO Electric just before noon on Tuesday. He told her she had to pay about $1,200 before 12:45 p.m., or he would cut her power.

“I’m feeling so mad,” she said. “I’m saying, ‘I never owed you a penny. I always pay on time. If you want to cut my electric, this is not fair for me, not fair for us, the business.’”

Chan said the caller told her there had likely been a computer mistake.

He told her to pay the money, and when the mistake was corrected, she

would be reimbursed.

She agreed, and said she would go to ATCO’s office to pay. The caller told her the office was closed. She then said she would go to her bank and transfer the money, but he said that wouldn’t work either. When he told her to go to Canada Post, she got suspicious.

“That’s when I think it’s a scam,” she said. She told the caller she was going to call the police, and hung up.

She then called the RCMP and ATCO Electric.

“I just want... to let the people

know,” she said. “I don’t want this scam for anybody.”

Stephanie Cunha, a spokesperson for ATCO Electric, said she knows of at least six business owners who were targeted that day.

She said a similar scam made the rounds in May, when callers claiming to work for ATCO threatened to cut off electricity unless they were given a credit card number.

Cunha said customers who fall behind on their payments would never be threatened with an immediate loss of power.

“We would work hand-in-hand with customers,” she said. “Cutting off power to customers is the last resort.”

She said customers who don’t make payments would first see an overdue amount on their bills, and would then receive letters and phone calls from customer service agents.

Cunha said anyone who receives a suspicious phone call should call ATCO Electric at 867-633-7000 and the Canadian Anti-Fraud Centre at 1-888-495-8501.

First Nation Youth gathering inspires participants to action Myles Dolphin News Reporter

R

eturning to the Yukon after 18 months of travelling, Megan Jensen said she had an outsider’s perspective at the recent Strength Within Circle youth gathering at Jackson Lake.

About 200 people attended the event, held to provide youth with an opportunity to interact with each other, take part in workshops and share common experiences.

The 20-year-old from the Carcross/Tagish First Nation said going to the event made her realize just how much potential there is among today’s youth.

“Sometimes kids can get restless with longer talks but I got so happy when I saw how engaged they were with the workshops,” she said.

“I was overjoyed with all the work that was put into the event.”

The gathering featured special guests such as Olympic boxer Mary Spencer, Cherokee professor Lee Brown, comedian Ryan McMahon and Burwash Landing singer Diyet.

The agenda also included cultural activities such as beading, hand games, suicide prevention workshops, sessions with elders and a community feast.

Two weeks ago, Kwanlin Dun First Nation Chief Doris Bill had stressed the importance of the event as a way of bringing youth from all of Yukon’s First Nations together and giving them outlets for their pain.

In the future, Jensen will have her own space at the Kwanlin Dun Cultural Centre where she’ll be able to produce artwork, and hopefully provide youth with a place to

share what’s on their minds, she said.

Constancy is something that First Nation youth have been crying for, she added.

“Simple things like that can have a huge impact on youth if it’s done in a regular basis.”

worker and community development officer for the Gwitchin Tribal Council in Inuvik, N.W.T., attended the gathering with three youth and two of his colleagues from the community.

He’s also a co-chair with Our Voices, one of the groups that co-hosted the youth gathering.

The event changed his perspective on wellness and how he wants to take more of a stand against people using hurtful words against each other. When you come from a small community like Inuvik, where everyone knows each other, it’s a lot harder to get away from, he added.

“I view it as something that shouldn’t be happening and I think I need to advocate more that it’s something we need to get away from,” he said.

“It’s pretty easy to find ammunition to hurt each other.”

Peterson also works at the Ingamo Hall Friendship Centre, where he wants to inspire youth to organize more cultural activities and learn more about their culture.

A lot of elders are scared to practice it because of their experiences at residential school, he said.

“We’re at a point where it’s becoming more and more lost, we’re losing elders with all this great history and understanding of who we are and where we came from,” he said.

“I need to step it up more to help our young people find out who they are, what their background is, and I think that’ll help them understand their identity.”

support centre for women and children will keep its doors open after receiving nearly $90,000 in Yukon government funding.

A Safe Place, run out of the Victoria Faulkner Women’s Centre, initially struggled to stay afloat after its funding ran out last year.

Women can relax, eat, do laundry, use computers and telephones and access counselling and support services. “A Safe Place is filling a gap in services for women in Whitehorse by providing a warm meal, a non-judgmental atmosphere, and an opportunity to connect with resources on evenings and weekends when other service providers are closed,�

would slightly bump the salaries of its successors in office.

The council remuneration bylaw proposes a 1.5 per cent increase in salaries for the 2015-

Chisholm concluded that the tenancy could be terminated by either party.

However, the judge disagreed with the First Nation’s contention that the brothers abandoned their homes.

Both men had been barred from living in the community even before they were convicted, as part of their bail conditions and later their sentence.

KFN knew about these conditions, Chisholm said, since they made a submission for the brothers’ sentencing hearing, asking they not return to Burwash Landing. “In my view, it is disingenuous for them to now suggest that abandonment of the properties has occurred,� he wrote.

KFN did give notice to the brothers, back on March 3, respecting the 90 days notice the judge found. “The respective tenancies are terminated as of (June 1).�

Johnson and Sheldon are entitled to the return of their belongings, the judge concluded.

Both had argued in court the evictions were part of a bigger political vendetta, as

they say the community is split between two families: theirs and the chief’s.

The brothers’ mother, Agnes Johnson, told the court during the trial that there was a “big line� between both families. “It will take four generations to heal,� she said at the time. “My daughter Kathleen Johnson was evicted from her home too,� saying the tension was so high she was afraid to go pick up the mail.

KFN disputed that, solely blaming the brothers for the situation. “The situation is unfortunate, but is the result of court action and actions of the brothers,� Graham Lang, KFN’s lawyer, said at the time.

Sheldon was sentenced to 18 months probation while Johnson received a six-month conditional sentence as well as 12 months probation for the forcible confinement.

On June 25, they were also convicted of breaching the ensuing probation order, and each received a 45-day conditional sentence.

The pilot funding ran out in July last year. At one point the group turned to online fundraising to keep things going.

They eventually received some money from the Community Development Fund to help with programming, as well as to collect data and analyze the effectiveness of the program, said Elaine Taylor, Yukon’s minister responsible for the women’s directorate.

That money ran out this month.

The new cash comes from a one-time $39,000 cheque

from the Justice Department and $50,000 over two years, announced earlier this year, from the Prevention of Violence Against Aboriginal Women Fund.

Taylor said the plan is to find more secure funding for the program. “We view this as a really important front-line service that no other group or organization is providing at this particular time. So we have made the commitment to work with them to find that long-term, sustainable, ongoing funding,� she said. “That’s a commitment we’ve made to do and we have some time to work with them on that.�

Chisholm disagreed. “A rental housing policy cannot be elevated to the status of law,� he wrote.

While they can coexist, laws always supersede policies, he added.

KFN has been paying the mortgage and insurance on both homes, the judge noted. “Despite the initial intentions of the parties, the actions of KFN during the years that followed the initial applications are consistent with that of a landlord,� wrote Chisholm.

The two brothers didn’t make any payments and didn’t pursue the completion of a sales agreement, he added.

ukon territorial court has sided with the Kluane First Nation in a longrunning dispute over the eviction of two former residents of Burwash Landing.

On Feb. 18, the First Nation changed the locks to the homes of Derek Johnson and Wilfred Sheldon. The brothers later challenged the decision in court, arguing their evictions were driven by a political vendetta.

The two brothers are barred by a court order from living in the community after they were convicted of forcibly confining Colin Johnson in 2013, who later committed suicide.

On Friday afternoon, Justice Peter Chisholm concluded in his written decision that the residency dispute boils down to whether the brothers were tenants or owners of their homes, and whether KFN had grounds to terminate the tenancies or gave enough notice for the termination.

The bylaw, if agreed to by council, would come into effect on Oct. 27, or 12 days after the

scheduled municipal election.

City council is also considering changes to its city manager employment bylaw. As it stands, the current bylaw does not include a provision for a potential increase in salary.

The proposed amendment would indicate a salary range of $175,000 to $195,000 per year.

Hegel is quick to point out that this survey is only providing a detailed snapshot in time.

“For the long-term effects of environmental variability like climate and weather we’re looking for many years of data to be able to tease out what’s going on,” he said.

It will likely be a few months before the final report is completed.

ince the last week in June, Environment Yukon staff have been peering out of helicopters, binoculars in hand, counting up just how many Dall sheep there are in southwestern Yukon.

It’s likely the largest aerial count of the animal that has ever been done, said Troy Hegel, the biologist heading up the survey.

The survey, which is expected to wrap up next week, covers an area from Carcross to the Donjek River.

Biologists are counting the number of sheep they find, including lambs and rams. Rams are also being classified based on the curl of their horns – an indication of how old they are.

Many of the spots they’re looking at have never been surveyed before, said Hegel, which means biologists will now have a baseline for those populations.

“Largely what we’re looking at is lamb productivity, how many lambs there are in the whole area. That gives us an idea of how many sheep we’ll have in the future,” Hegel said.

between zones might give scientists a better idea of the impact hunting is having on the sheep population.

Older rams, with full curls, are the only ones that can be hunted in the Yukon.

“For areas where we think there might be extra harvest pressure, we can look at what the

rams are like in those areas and compare it to areas where there is maybe lighter harvest pressure.”

That information could be used for regulation changes in the future, Hegel said.

The lamb data could also provide information about the quality of the land where the sheep are.

How accurate were Harper’s characterizations of those policy shifts?

Would re-opening the Canadian embassy in Tehran make Canada and Iran best friends? Would pulling Canada’s fighter jets out of Iraq and Syria result in cutting Canada’s relationship with its allies?

Spoiler Alert: The Canadian Press Baloney Meter is a dispassionate examination of political statements culminating in a ranking of accuracy on a scale of “no baloney� to “full of baloney.�

This one earns a rating of “a lot of baloney.� The assertion is mostly inaccurate but contains elements of truth. Here’s why:

Most countries in the world maintain diplomatic ties to Iran, and last year the United Kingdom restarted relations after its Tehran embassy was attacked in 2011. “Maintaining diplomatic relations doesn’t imply political support for that state,� Paris flatly asserts.

As for Harper’s assertion that an end to the bombing mission would mean Trudeau wants to cut ties with Canada’s allies, Paris said he can’t follow the prime minister’s argument. “We’re getting close to an election so things start getting very heated and silly.�

Still, it’s clear that ending Canada’s role in the bombing campaign against ISIL would not be welcomed by the coalition partners, even if most of the partner countries are not involved in the airstrikes – more than 80 per cent of which are conducted by the U.S. Air Force.

The U.S. State Department’s web site publicly welcomes non-military assistance from its partners in the coalition against ISIL, and no evidence could be found that ending Canada’s bombing runs, of itself, would result in Canada’s departure from the coalition.

For these reasons, Harper’s claim that Trudeau wants to be “best friends� with Iran and “cut the relationship� with Canada’s allies contains “a lot of baloney.�

Ottawa is making a hash of policing priorities

ona Ambrose and the federal government do not want you to use marijuana – medicinally or otherwise.

They’ve been quite clear on that.

However, among governments in Canada, the federal Conservatives are finding themselves more and more alone in being strongly committed to using public resources to accomplish that goal.

The federal government’s latest dustup on the subject of illegal drug use has been with the City of Vancouver, which recently moved to regulate the marijuana “dispensaries” that have been popping up all over the city. Operating under the guise of providing medicinal marijuana, the loose standards employed by many of these businesses as to what qualifies as a “medicinal use” suggest that they are more about recreation than anything else. Dispensaries have now boldly established themselves throughout the city – now

reportedly outnumbering Tim Hortons – while thumbing their noses at Ottawa and its “laws” in the process.

The Vancouver Police Department has indicated that it has no interest in busting up these operations. It says that it has more important things to do.

The only problem with that is it leaves a regulatory grey area.

Business needs some regulation – especially businesses geared towards marketing intoxicants – so the City of Vancouver has stepped in and done something legally mind-bending, by setting some ground rules for selling something that is technically illegal.

In doing so, the city has raised the ire of the federal government which is “deeply disappointed” about the decision which it says “represent(s) Justin Trudeau’s vision for Canadian neighbourhoods from coast to coast to coast”.

The conscious decision of the Vancouver Police Department to stop enforcing the law is an interesting development. Under the Canadian Constitution, the federal Parliament has the sole jurisdiction to create criminal law, and as such the City of Vancouver (or the province of British Columbia for that matter) would have no authority to change the law.

But provinces – and by delegation municipalities – have the authority to create their own police forces. And it is not just big cities that have municipal police services in Canada. Camrose, Alta., Altona, Man., and Miramichi, N.B. – all communities of less than 20,000 people – have seen fit to take policing into their own hands.

Outside of specific municipalities, the largest provinces handle policing in rural areas as well.

The Ontario Provincial Police, and the Surete du Quebec police the province in those areas that don’t have a municipal police force. Alberta has from time to time threatened to create its own force.

Much of Canada is policed by the RCMP, but not as a “federal” police service. When the RCMP enforces the law in the Yukon, for instance, they are technically doing the job of the territorial government. The RCMP has a contract with the Yukon government – the Yukon Territorial Police Services Agreement – to provide policing services in the territory.

The situation in Canada contrasts with the United States, where just about every small community has a local police force. Yukoners may have noticed on their excursions that even

small Alaskan communities like Skagway and Haines have local police departments. This probably reflects the fact that in the U.S. much of the criminal law is created by state governments and there is no “national” police force.

Which of these systems works better is a matter of debate. Having a large national police force obviously provides for an economy of scale and better opportunities for coordination, and smaller police forces are not without their problems.

But perceptions about crime have a very local dimension to them and the priorities of law enforcement – which can’t do everything – have a significant influence on the local community. A local police force allows a community greater freedom to determine for itself what merits its attention.

Under the Yukon Territorial Police Services Agreement, the territory’s justice minister has the power to “set the objectives, priorities and goals” of territorial policing, and has a right to be consulted about the appointment of the commanding officer. But a significant amount of control remains with the federal government, and it would be difficult to implement the kind of police force “civil disobedience” here that we are seeing in Vancouver.

Which is too bad. I must say that whenever I see a story in the local news about the RCMP showing off its latest marijuana bust I find myself unimpressed.

This is, after all, a community with above average rates of violent crime, essentially nonexistent traffic enforcement (I’m getting the sense that the number of people driving while texting on their cell phone in Whitehorse now probably exceeds the number who are not), and recently a spate of vandalism and theft.

That any resources are still being devoted to this futile cause because Stephen Harper and Rona Ambrose are still watching reruns of Reefer Madness in far-away Ottawa reflects why criminal law needs a local dimension and inspires envy of those communities – like the City of Vancouver – with the financial means to set their own priorities.

Man charged after flying in chair attached to balloons says he doesn’t regret it Bill Graveland Canadian Press

That’s how a Calgary man describes flying over the city in a lawn chair attached to helium balloons and then parachuting to safety.

Police have charged Daniel Boria, who is 26, with mischief and say more charges could be on the way.

Boria told Calgary radio station CFFR he’s surprised the police charged him.

“We didn’t think it would be pursued this aggressively and we didn’t think the outcome would be this negative, but at the same time it was the most exhilarating experience I could ever imagine, so no we definitely don’t regret it,” he said Monday.

He’s worried about other potential charges following the publicity stunt for his cleaning services company.

“It is a little bit of a worry, I’m not going to lie,” Boria said. “It is the first thing I’ve ever done wrong, but the police were extremely nice to me.”

“Maybe we did make a few bad judgment calls, but all in all, everyone was really accommodating and I think most people understood why we did it and they thought it was just fantastic, all the feedback we’re getting is fantastic.”

Calgary police don’t see it that way.

“That’s something you never want to live with, we don’t believe it was a dangerous stunt, we’re the ones who put it together, it was a five-pound lawn chair, the balloons popped one by one and it would come down very slow,” he said.

On Sunday, a person was spotted floating over the Stampede grounds in the chair, which was attached to more than 100 helium balloons. He was then seen gliding to the ground outside of Stampede area using a parachute.

“He sat in the chair and began floating over Calgary. It’s my understanding that he didn’t have any sort of device to steer the craft and got to a point so high at cloud level that he became a little worried and decided to jump from the chair,” Grant said.

“He deployed the parachute and ended up landing in a green space and rolled his ankle, causing minor injury. He was looked at by EMS, then taken into custody and eventually charged.”

The stunt brings to mind the 2009 animated movie “Up” in which an elderly widower ties thousands of balloons to his home and takes off on an adventure.

Grant said no one was hurt, but it could have ended up differently.

Taking stock of McIntyre Creek’s plants and critters

T

he sun is shining, the surface of the pond is shimmering, the marsh grasses are waving. The dragonflies flit back and forth above the water, their iridescent bodies glittering in the sunlight.

And then – the sharp flash of a butterfly net slicing through the air. A single dragonfly disappears into the folds of nylon.

Crispin Guppy, a biologist and butterfly expert, reaches into his net and pulls out his captive. He holds it by its wings and shows it to the small group of volunteers clustered around him. Its legs wave as it struggles to escape.

Guppy points out the blue markings on the long, slender abdomen and the gold and green stripes at the base of the wings.

This one, he says, is a darner.

One of the volunteers, Cheyenne Bradley, reaches out tentatively to touch the insect.

It’s clear she has mixed feelings about it.

“I just like how they look,” she said. “But if they were in my hand, I’d probably freak out a little.”

Bradley, 18, was one of a group of volunteers of all ages who attended the first annual BioBlitz at McIntyre Creek last weekend. They were there to help local biologists like Guppy build an inventory of all the species they could find in and around the creek: plants, fish, birds, mammals, and insects – including dragonflies.

The event, organized by the Yukon Conservation Society, aimed to gather information about McIntyre Creek’s biodiversity to help protect it against future development proposals.

But it was also designed to teach local people like Bradley about all the plants and animals living right in their backyards.

Before the BioBlitz, Bradley didn’t know much about birds or insects. She’s just finished her first year at Yukon College and is part of the Yukon Youth Conservation Corps – a summer job program ran by the Department of Environment. She hopes that experiences like this will help her get a job as a conservation officer one day.

“I love animals. I love being outdoors,” she said. “I’ve learned different species of birds and I’m learning about what different types of dragonflies there are.

“But I don’t remember the names,” she added. “It’ll take me a while to remember the names.”

BioBlitzes are a common citizen science event in southern Canada, but this was a first for Whitehorse.

Christina Macdonald, executive director of the Yukon Conservation Society, said she chose to focus on McIntyre Creek because it’s an important recreational area for Whitehorse residents. Last year, the city adopted a regional parks plan for McIntyre Creek and four other local parks. Macdonald said the BioBlitz will help provide more specific information about the area’s biodiversity, which could help guide management decisions.

“It made a lot of sense... because of the enormous love the community has for this area,” she said.

McIntyre Creek was at the centre of a development controversy in 2011, when the city nearly decided to develop part of the area around the creek to build the Porter Creek D subdivision.

That project was eventually shelved, but Macdonald pointed out that the area is still zoned for development.

“It’s definitely a very real threat still, unfortunately,” she said. “[City council] didn’t vote to protect the area. They voted to postpone planning. So council could reverse that decision at any minute.”

Macdonald said the area serves as important bird and fish

habitat, and as a wildlife corridor for larger mammals.

For the BioBlitz, biologists chose eight sites in McIntyre Creek that represented the different habitat types in the area.

Then biologists and volunteers moved from site to site, making lists of all the plants, insects, birds, and mammal tracks they could find.

In the creek itself, fisheries technician Paul Sparling set out minnow traps to assess the creek’s fish population.

The creek is too small to serve as salmon spawning ground, but chinook salmon fry use the creek to feed for their first summer, before heading out to sea.

Sparling said he found lots of juvenile chinook in the creek, though he found the largest number below the Range Road bridge. That could mean the salmon are having a hard time getting through the culvert beneath the bridge.

He also found more rainbow trout and fewer Arctic grayling than he did the last time he assessed the creek in 2006. He said that could be a sign that the introduced rainbow trout are out-competing the native grayling.

Overall, though, he said the creek is doing well.

Macdonald plans to publish a report with the complete species list later this summer. She also hopes to make the BioBlitz an annual event, so biologists and volunteers can build up the list for years to come.

Back at the pond, the BioBlitz was as much about having fun as it was about science. At one

point, one of the volunteers went tearing off after a small, white butterfly, his net waving in the air.

“Accuracy and speed,” said Guppy as the young man disappeared. That’s what it takes to make a good butterfly catcher.

Soon after, the volunteer returned to the group, his net empty except for a few leaves.

Speed, he’s got nailed down.

Accuracy, he’ll have to work on.

YUKON ENGINEERS: THE PROBLEM SOLVERS Electricity powered the growth of the Yukon

T

here was a time before electricity when the early prospectors eked out an existence living on the grubstake system with tools and supplies provided by traders at the isolated trading posts scattered along the Yukon River basin.

They lived through the winters in the most primitive and frigid of log shelters. Heat was often provided by light-weight sheet metal stoves. Light was provided by candles. Lacking glass for windows, miners improvised using grease-saturated canvas or bottles stacked side by side.

All work was performed by hand. Gravels were mined with pick and shovel; lumber for sluice boxes was cut by two men in a whip-saw pit, and firewood was split with an axe. Only the most productive placers could be made to pay by these means.

The gold rush changed everything. Working the claims of the Klondike by hand made many claim owners rich overnight, but as the rich deposits were mined out, more economical means had to be found to work the gravels.

Dawson City grew with the gold rush until it reached a population of 15,000, and served a highly mobile population twice that size. The wealth and excess of the gold strike attracted all the conveniences of major population centres of North America. By October 1898 the Dawson Electric Light and Power Company had installed two small dynamos and were supplying electric lighting to several dance halls and other establishments on Front Street.

An editorial in the Klondike Nugget newspaper in November 1899 complained that the city had not yet installed street lighting. Front Street was a “patchwork of light and darkness,” depending upon the enterprise of individual businessmen.

The boardwalk at the corner of Second Avenue and First Street, the newspaper complained, being two metres above the ground, was a hazard at night. Several people had tumbled off the end while searching for the steps in the dark! Fifteen months later, the same newspaper congratulated the managers of the electric light company for illuminating the streets of Dawson.

The grid expanded and by the summer of 1899 included service to the Fairview and MacDonald Hotels, the latter proudly advertising electric lights and a lavatory on every floor. When a number of large and impressive public buildings were constructed by government architect Thomas W. Fuller after the turn of the century, they were all illuminated by electric bulbs.

It continued to operate until it was destroyed by fire in October 1915. be cleaned from lamp chimneys.

Electric bulbs, though dim by today’s standards, were far superior to the flickering miner’s candle or sooty kerosene lamps.

Also, in 1899, John J. Healy, the manager of the North American Transportation and Trading Company, made a forecast. He saw a day when electrical power generated at a central power plant would be distributed to mines throughout the region.

While Healy was predicting an electrical future, others were making it a reality. Clarence Berry, the man who is credited with inventing the steam thawing point, was also making use of electric lighting to illuminate his Eldorado Creek mining claims for night work.

Other miners used electrical dynamos to power their operations. The partnership of Buxton, Tallman and Norton for example, proclaimed the Dawson Daily News, ran an electrically powered “triplex plunger” pump on their Bonanza Creek claim. Steam, however, remained the primary source of power for the equipment operated by miners in the early days.

It was with the large mining corporations that the advantages of electrical power became evident. In 1905, the Canadian Klondyke Mining (CKM) Company constructed a 500-tonne Marion gold mining dredge and electrical power plant on its Bear Creek property. The power plant was driven by steam, using three 112-kilowatt (kW) McNull marine boilers to power a turbine connected to a 400 kW generator.

The new dredge was capable of processing 3,800 cubic metres of gravel per day. Two more gigantic dredges were added

to the CKM fleet in the years that followed, powered by the same electrical plant until it was destroyed by fire in October of 1915.

With the advent of electrically powered dredges and corporate mining came a platoon of engineers to design, build and operate a complex network of industrial features that supported the operation of large fleets of dredges. These mechanical giants chewed up the landscape and extracted Klondike gold for decades to come.

As part of the ambitious project known as the Yukon ditch, a hydro-powered electrical generating plant was completed on the Twelve Mile River north of Dawson City in 1908. Financed by the Guggenheims, it was capable of supplying 1.7 cubic metres of water per second to three Pelton wheels at an effective head of 198 metres. The 1,800 kilowatts of electricity generated by this plant was transmitted over 86 kilometres of heavy copper lines at 33,000 volts to a fleet of dredges, where it was stepped down to serviceable current for use.

In 1910, another ambitious hydroelectric project was undertaken, under the auspices of another gold field financier, Arthur N.C. Treadgold. Water was diverted from the North Fork of the Klondike River 10 kilometres from its mouth and channelled through a 10-kilometre-long ditch to a point where it dropped 70 metres into two 3,730 kW turbines. through its power lines in May of 1911.

The power generated by this plant not only supplied energy to dredging operations in the gold fields, but delivered electricity to

the utility company that provided Dawson City with its power, light and water. Water was later diverted from the South Fork of the Klondike River and a third turbine was added to an enlarged plant in 1935. The North Fork power plant continued to supply the electrical needs for dredging and for Dawson City until 1967 after the closure of the Yukon Consolidated Gold Corporation.

Thanks to these and other major engineering projects that made the mining industry efficient and profitable, Dawson City was spared from the early demise that plagued many other boom towns. It remains a thriving northern community today.

As early as 1909, Robert Lowe, a prominent Whitehorse businessman and Speaker of the territorial assembly, forecast that the water cascading through Miles Canyon and over the Whitehorse Rapid held unlimited potential to provide electricity to the region. This projection was repeated over the years with many possible adaptations of the hydro potential proposed, but it was nearly 50 years after Lowe’s prediction that the dam became a reality and powered the future of Whitehorse.

Over 530 issues have been produced so far – 408 regular issues and 125 “special� ones that focus exclusively on one topic.

At its peak Jones had about 600 subscribers, she said, whereas it’s down to about 300 now. “A lot of the old timers have passed away, while others have just lost interest,� she said.

Published every three weeks, the content is never the same – but people always contribute stories, letters and lots of old pictures.

The June 21 edition had a picture of a Whitehorse hockey team from the 1948-49 season, complete with names.

The newsletter is read as far away as Australia, where a man who once mined in Keno currently lives.

In England, there’s someone who has contributed historical information about Dawson through his connections to local stonemasons there. “When he was in Dawson, he went to the museum and somehow came by information that a sword had been hidden in one of the walls, and when they were renovating it they dug it out,� Jones said. “He also sent me information about how stonemasons in New Zealand had donated an ivory gavel to the fraternity in Dawson.�

Jones said she just recently received a 32-page letter from a man who flew the DC-3 weathervane plane on display near the Whitehorse airport.

He and his wife had flown the ‘Big Dipper’ route – Dawson, Mayo, Old Crow and Inuvik – named because of the flight pattern.

Someone else who worked on the riverboats along the Yukon River passed on his log notes to the MocTel, the kind

of information Jones has been able to share with researchers writing books, she said.

And there are no plans to slow down just yet, despite a decrease in the amount of content she receives.

Readers keep encouraging her to go on, she said. “As long as it (information) keeps coming in, I’ll keep sending it out,� Jones said.

She’s only been back to the Yukon twice she since left, in 1985 for her son’s wedding and in 2006 to receive a commissioner’s award from Geraldine Van Bibber. But the territory still plays a big role in her life. “We all take a bit of the Yukon with us when we leave, and you always feel a part of the stories,� she said.

Whether it’s to the people in them, there’s a connection somehow.�

Man wearing hat indoors is best left unremarked

MANNERS DEAR MISS MANNERS: I was introduced to a young dandy about my age who had worn his feathered fedora during a church wedding and was now wearing it at the reception.

Presumably I was expected to concur with his being introduced as “the most dapperest man I know” and to immediately compliment his attire.

Do you have a better retort than the one I used: “Gosh, you are so well-dressed. Foolish me, failing to protect my eyes from the blinding rays of that chandelier.”

GENTLE READER: “Most dapperest”? A man wearing a hat indoors seems to Miss Manners to be the most rudest. There was no need for you to comment at all.

Just a weak smile and innocuous comment about the wedding would have sufficed – until you were able to make a polite getaway.

DEAR MISS MANNERS: My husband and I attended the opening performance of a major orchestra.

We had excellent seats (the second box in the first balcony) and were seated with five other couples that we did not know.

Three of those five couples spoke multiple times during the orchestra’s performance of Mahler’s Second Symphony. I was at a loss about what to do. Whispering during movies is so common now that I know that I’ve lost that battle, but I’m not ready to give up the fight at a performance of one of the finest orchestras in the world.

Would it be appropriate to make a general statement to our box before the performance begins?

I’m thinking of something like this: “I’m sure nobody in this box would think of it, but let’s all agree not to whisper to our companions during the performance.”

Or would it be more appropriate to wait for the intermission and

speak directly to anyone who has spoken during the first piece?

GENTLE READER: The best defense is a good offense (look at Miss Manners getting all sporty), but that said, the approach you’re considering is just slightly condescending and prissy. Those with rebellious leanings might want to defy you just for the fun of it.

Instead, you might tell a cautionary tale of the aforementioned event in which people were so brazen as to speak during the performance (presuming the current attendants were not among them).

This will make your point without directly implicating your new companions.

DEAR MISS MANNERS? Do you think that wearing sunglasses and/ or a headset when you visit friends at their home is appropriate? Walking down the street, is it appropriate to wear your headset while listening to music or answering the phone?

My friend thinks it’s OK because that’s the way he was brought up.

When I tried to explain to him that it’s rude, he got upset at me.

GENTLE READER: Goodness knows that the way one was brought up isn’t an excuse for rude behavior. It is often, as in this case, the culprit.

Wearing a headset or sunglasses while in someone’s home is impolite (unless the latter is for medical reasons). Walking down the street with them is not, although Miss Manners warns against playing music so loudly that you can’t hear oncoming traffic – or your friends giving you misinformation.

DEAR MISS MANNERS: Please advise me on the proper way to eat spaghetti when a family of little kids and adults are informally around the dinner table.

Next, what’s correct for a gathering of only adults? And finally, how should it all be done when there is a major formal place setting for each guest?

If they wish, others may go ahead and sing “Jam your right fork in, pull the oozy gooey out, twirl it high into the air, and catch it in your mouth” – the “meatball on the floor and out the door” song. I only want to set a proper example.

your relatives’ pasta getting cold while they ponder what age qualifies as adulthood, or what degree of formality requires which approach.

You are in dire need of a unified spaghetti policy. And please stop tempting chaos with jingles.

The correct method does not involve a spoon. It is necessary to state that, because Americans of Italian descent often argue that it does. Bracing the tines of the fork against a spoon is considered rather crude (although not as crude as your song) in Italy.

Rather, the fork should be planted, tines down, against the plate, and rotated so that the spaghetti is wound around it. Those pesky strands that refuse to wind can be cut with the side of the fork.

DEAR MISS MANNERS: I have to meet with people in a social setting occasionally that is not of my choosing; they don’t like me and I don’t like them.

If I don’t offer my hand for a handshake and they offer theirs, is it proper to just say hello and ignore the proffered hand?

I’m sure their feelings won’t be hurt, but don’t really care if they are, and I get resentful at myself for being a fake or phony for shaking hands with people that I don’t like.

GENTLE READER: Refusing to shake someone’s extended hand without offering an apologetic excuse (such as a medical problem or religious prohibition) is a severe insult.

But then, that is what Miss Manners understands that you hope to deliver. You just don’t want to accept the consequences of delivering a public slight that might provoke retaliation from the victims.

Perhaps you are right that some people will not understand the insult, or will be generous enough to assume that you don’t understand having given one. That does not make the prospect of your chortling to yourself any less unpleasant. And it runs the risk of a scene that would embarrass your hosts. At most, Miss Manners will allow you to get away with a slight coolness.

DEAR MISS MANNERS: How to respond to a young man when he asks to marry your daughter? It is a yes answer.

GENTLE READER: Well, then, say yes.

Traditionally, this is the occasion to grill the prospect on his ability to support your daughter in the manner in which she is, or hopes to become, accustomed. However, Miss Manners must warn you that nowadays this could lead to an even less pleasant session with your daughter.

DEAR MISS MANNERS: I am curious to find out what would be the most acceptable and polite answer in this situation: A man (stranger) feels that a woman’s dress is indecent and comes up to this woman inside a venue to tell her directly that she needs a change of clothes because she’s not appropriately

dressed for the event.

Since they haven’t met before, how should she respond to such a brash and confrontational statement?

GENTLE READER: If you intend to be the critic in this situation, Miss Manners can assure you that the response will not be one of gratitude or contrition. It may even require a towel if the lady in question is holding a full glass. She urges you to rethink your plans.

If you are, instead, what can reasonably be termed the victim, she asks only for restraint – while acknowledging that the behavior is a gross insult, which does not require a nuanced response. After a cold “Thank you for your opinion,” the lady should walk away. What a woman who is not a lady might do, Miss Manners does not know.

DEAR MISS MANNERS: Two days after my town lost three teenagers to a tragic car accident, a community member began selling memorial T-shirts that were donated by a local family in the T-shirt business. All proceeds are to be given to the families to help with final expenses.

On the front of the T-shirt is an “inspirational” message, and the back has the names of the three children with their birth dates and the date of the accident.

I think their hearts are in the right places but, to me, it seems to trivialize and cheapen the memories of these children.

When I suggested that perhaps donations should be sought in order to provide a more lasting tribute than a T-shirt, I was accused of “starting drama.” I was trying to think of how I would feel as a mother if next year someone is washing his car with that T-shirt or dropping it off to charity.

I suggested that a tree planting with a small plaque or a small monument at the school the three children attended would be more lasting, and was surprised by the nasty responses I received for not supporting the T-shirt sale.

Miss Manners, I don’t want to further hurt an already grieving community, but am I wrong in thinking that a “T-shirt memorial” is cheap and tasteless?

GENTLE READER: No good comes of a competition over whose memorial is the most fitting or whose flower arrangement is the best. Funeral etiquette recognizes a hierarchy of grief, and while your community may be grieving for the loss, Miss Manners reminds you that it is the feelings of the principal mourners – the immediate families – that take precedence. How would you, as a mother, feel watching others argue over the tastefulness – or tastelessness – of the arrangements?

DEAR MISS MANNERS: My boyfriend and I are in our 40s, and we have been dating for several years. While we officially maintain separate residences, we have an

arrangement that I stay over at his place on the weekend.

My boyfriend’s sister, who lives in a time zone a few hours earlier, tends to call after 11 p.m. a few times a week. I do not think there is anything wrong with this when I am not staying over, as the only person this would bother would be my boyfriend, and he doesn’t mind the late calls.

However, when I am staying over, a late call does bother me – I am either in bed already, or close to it, and trying to wind down. I have raised this with my boyfriend, trying to explain that late phone calls are typically for emergencies, and he just says that’s the time that works for his sister and that’s how it works in his family.

Because I am only a guest, are the late phone calls something that I need to just put up with, or as a regular (and somewhat important) guest, can I ask that he gently ask his sister not to call so late on weekends (or he should arrange that he will call her)?

GENTLE READER: It would not be unreasonable to suggest that your boyfriend initiate the call in another room – or put his phone on vibrate. Or you could ask to say hello to her, which would alert them both to the necessity of finding a better time to talk privately.

However, Miss Manners would strongly advise you not to use this as an opportunity to assert your importance or otherwise get in the middle of what works between siblings.

DEAR MISS MANNERS: My mother-in-law is strongly curious about my jewelry. She is not content to leave the gems where they lie upon my bosom or earlobes.

She demands to inspect the gold, which is from a different part of the world than she is. I have some Thai gold that I enjoy wearing. She grew up in an area where gold takes a back seat to the stones seated therein.

I have tried discouraging her from putting her fingers near my eyes or anywhere on my body, telling her, “It’s the same jewelry I always wear.” She wants me to remove each piece and let her hold it, which has been disastrous, as her failing grip makes her unsteady during each visit.

What can I do to redirect her childlike demands to hold my jewelry? I’m tempted to tell her it’s costume if that would get her fingers away from me!

GENTLE READER: It sounds as if that would hardly discourage her. You are wise not to wear pearls around her, as she might attempt to bite them to see if they are real.

If not wearing jewelry around your mother-in-law is not an option, then Miss Manners suggests practicing screaming in surprise as her fingers approach and then apologizing profusely at the mistake while you deftly change the subject – and your proximity to her.

How close is Greece to leaving the euro?

A look at the country’s options and what happens next David McHugh Associated Press

FRANKFURT reece is at the last chance saloon, thirsty and out of credit. Next stop could be the badlands of euro exit.

Without a deal on more bailout loans, the heavily indebted country faces looming financial hurdles in the coming days.

If it stumbles, it could leave the shared currency in a chaotic mess. A resounding “no� vote in a referendum Sunday on the tough conditions attached to more loans leaves Athens at odds with its main creditors – the other eurozone governments, led by Germany. “Greece is in limbo and is sliding fast toward Grexit,� said Berenberg Bank economist Holger Schmieding, using the shorthand for Greek exit.

Here are questions and answers on what Greece faces next.

Q: What happens first?

A: The politicians will try to re-start bailout talks – not easy, after Greek voters rejected the last formal offer from the creditors. Meanwhile, the creditors’ resistance to softening terms remains high. There are concerns that rewarding Greek obstinacy will mean it and other indebted countries that need financial assistance will also resist spending cuts and economic reforms in the future.

Greece, which overspent for years until its troubles became clear in 2009, has already been granted 240 billion euros in loans from the other eurozone countries. But the spending restraint demanded as a condition for the loans hurt economic growth, and reforms to make Greece more business-friendly have been slower than hoped.

Chancellor Angela Merkel from Germany met French President Francois Hollande on Monday evening. That was followed by a meeting of eurozone finance ministers on Tuesday, and a full summit of the leaders of the 19 euro countries that evening.

After months of talks, the basic issues are well known, so the rejected deal, with tweaks, could serve as a basis for some kind of agreement.

Greece’s previous bailout line of credit expired June 30 before a deal could be reached to tap the last payout. So a new one will have to be negotiated.

That could take time. Germany’s parliament, for instance, would have to vote to approve a new

Schmieding said any new offer to Greece “will be at least as tough as the offer Greece rejected.� That offer included painful increases in value-added tax paid at the point of sale by consumers, and reductions in state pensions.

James Nixon, chief European economist at Oxford Economics, says there’s “a narrow trajectory from here that sees an emboldened Greek parliament accepting the need for reform in return for a debt write-down.� “The next 48 hours will be crucial.�

Q: What happens while we wait for talks to get started again?

A: The most pressing question is the country’s banks, which closed a week ago after the European Central Bank refused to let them tap more emergency credit. Banks needed the credit to replace deposits as Greeks pulled their savings out,

fearing it would be lost in a bank collapse or changed into a new currency that is worth less.

ATM withdrawals are limited to 60 euros ($66) a day to keep banks from collapsing. Suppliers are demanding business pay cash up front, making normal commerce impossible.

The banks have barely enough money left to meet limited withdrawals. The ECB is to review the situation Monday, but likely won’t turn the tap back on unless it is convinced Greek banks are solvent and it’s not pouring taxpayer money into a black hole. The banks’ health depends on the government’s finances, since the banks hold government bonds and much of their capital consists of future tax breaks – money that vanishes if the government goes bankrupt.

So the ECB may wait on the politicians to see if a bailout deal for the government takes shape.

The bank’s preference is for the politicians to come up with a solution.

The ECB faces tough choices.

It doesn’t want to pull the plug on Greece. But it doesn’t to pour in more money only to lose it.

Schmieding says for now the ECB “will play a holding game.�

Q: And after that?

A: Perhaps the biggest dropdead date is July 20. That’s the day Greece must pay 3.5 billion euros on a bond held by the European Central Bank. If it doesn’t pay, the ECB could withdraw all the emergency credit, collapsing Greece’s banking system.

Many analysts think that would result in Greece leaving the euro.

If the government defaults to the ECB itself, the thinking goes, it would be impossible to deny the government is bankrupt.

And that could extend to the banks that are tied to it.

In that case, the ECB could not only cap its credit, as it has done so far, but withdraw the existing 89 billion euros it has already extended to Greek banks.

supervisory arm would likely order that they either be wound down or saved with new investment.

Yet Greece doesn’t have enough euros for a bank rescue.

So, barring a deal with creditors to refloat the banks, it would have to print a new currency.

Q: So they’ve got until July 20?

A: Not necessarily. The government is running out of euros to pay its regular bills such as paychecks to government employees and pensions.

If it starts handing them IOUs instead, that could be the first step toward a new currency. It would take months to actually print new money and get it into circulation.

Meanwhile, every week the banks are closed the recession gets worse, tax revenues fall, and the amount of help Greece will need rises.

If Grexit is to be avoided, the country needs some kind of a deal.

And soon.

A

s the Yukon Orienteering Association prepared to host the Western Canadian Orienteering Championships, executives selected two new maps and a third not used in years.

It would level the playing field a little between Yukoners and visiting racers from across Canada, the U.S. and Scandinavia – a powerhouse in orienteering.

Despite the best efforts to remove any home-field advantage, Yukoners cleaned up, placing top-three 29 times.

Since only orienteerers from western Canada are eligible for hardware, Yukoners also collected a total of 32 medals.

Locals navigated to 10 medals in the sprint distance event in Takhini on Friday, 12 medals in the long distance at the Gunnar Nilsson-Mickey Lammers Research Forest on the North Klondike Highway Saturday, and to another 10 in the middle distance in the Long Lake area Sunday.

“We are quite pleased with how it’s gone overall with the three distances … the attendance from overseas and across Canada,” said YOA president Afan Jones. “If they are seasoned orienteerers, they certainly admire the terrain and the courses we have to offer right in and around Whitehorse … They realize that this really is a mecca for orienteering across Canada.”

Of the many Yukon medalists, a few captured multiple golds.

Curtis Cash won gold in all three distances, beating a pair of Calgary racers in each, in the males 12-and-under division.

Nesta Leduc, alone in the women’s 80-84 division, didn’t miss a control point and claimed gold in all three races.

Savannah Cash raced to two gold and a silver in the women’s 15-16 category.

Philippa McNeil bagged gold medals in the long and middle races for women 35-44.

Barbara Scheck won gold in the long and middle distances for women 55-64 – one of the bigger division with 15 races on Saturday.

“There are some good women from Vancouver and Calgary, so we have a bit of a rivalry going,” said Scheck. “I think I might have had a bit of an advantage today (on Sunday). I haven’t been on this map for a couple of years because we wouldn’t let people compete on it to make it fair. But I think I’m a little more confident because they aren’t used to this terrain, so they were going really slowly to make sure they knew where they were going all the time. I was probably following my compass a little more and not reading every detail.”

Yukoners also had successes in the largest and arguably the most competitive division: the

“I was really happy with how the weekend went overall,” said Abbott, 25. “I haven’t trained specifically for orienteering, but I think my fitness is good from (cross-country) ski training the last couple of years. So it’s nice to

be able to hop back into orienteering and produce some good results.”

Both Abbott and Hawkings have represented Canada at multiple Junior World Orienteering Championships in the past.

Before this season Abbott hadn’t competed in an official orien-

teering race in two years, instead focusing on skiing.

“It was nice to have confidence in my running ability and I was able to hold my focus quite well throughout the course,” said Abbott. “I didn’t find myself making sloppy mistakes towards the end because I still felt pretty

“Back home there are usually more competitors. But what stands out is it’s hard to find the terrain and tough orienteering like today.”

“I had a great time; it’s been an incredible weekend of racing,” said Justine. “Really fun terrain, really fun to race on the brand new map. It’s fun being home on this terrain to race again.

“The last time I raced on (Sunday’s) map was 2004 at the nationals, so I was really excited to be back on the map.”

Other Yukon medalists include: Micah Hildes with two silver and a gold; Darren Holcombe with a gold and a silver; Elias Sagar with a gold; Gerry Willomitzer with a gold; and Kimball Forrest with a silver.

Jennifer MacKeigan, Darcy Olesen, Kimball Forrest, Lara Melnik and Bob Sagar each won bronze medals.

Kulych wins second Yukon golf title without a stroke to spare Tom Patrick News Reporter

W

hitehorse’s Landon Kulych is fast becoming a fan of the two-iron.

The new addition to his bag, swapped in at the expense of a wedge, beefed up some tee shots and helped him win the 2015 Yukon Golf Championships at Mountain View Golf Course on Sunday. “I put a two-iron in the bag, which is new for me this season,â€? said Kulych. “Our associate pro Graham (Frey) was nice enough to lend me a two-iron ‌ It helped me immensely on the tee shots on a lot of our par 4s to give me that extra yardage and a little bit of control. That was big. “I’ll have to try to buy one or steal his ‌ Maybe he’ll forget.â€?

It’s Kulych’s second Yukon men’s title, but his first in his hometown. The 27-year-old captured his first in 2007 when the championships were held in Dawson City.

Kulych carded a personal best two-under-par 70 on Saturday, with six birdies along the way, and hit an 82 Sunday. “(The two rounds) were really opposites. Yesterday was a personal best for me: I shot two-under-par 70, which I was really happy with,� said Kulych. “Today I struggled.

I was probably holding on more than I was attacking the golf course and I was able to hold on by one (stroke).�

Whitehorse’s James McGrath almost caught Kulych with his own personal best on Sunday. After hitting a 79 on Saturday, McGrath followed up with a 74 Sunday for a combined 153, a stroke behind Kulych.

This is McGrath’s first season playing open since aging out of junior. The 19-year-old won the Yukon junior title the last two years. “It was good. I guess I haven’t done my best in the past playing here, but now

“I’ve won the club championship one but I’ve never won this once,” said Taylor.

“My rounds got better, but they weren’t very good. Everyone was struggling a little bit.

“I had one bad hole – I had a nine on a (par 5) hole – but I hit the ball pretty solid today.

“The course is absolutely gorgeous … The work superintendent Derek Wirth and his crew has done on the course is absolutely spectacular.”

The Yukon championships, along with a round on Friday in the rain, also decided the team that will represent the territory at the Canadian Men’s Amateur Championship this August in Toronto.

Kulych, McGrath and Mullin took the spots. King is first-alternate for the team.

“We’re sending a great team to nationals now,” said Kulych. “It should be a really good time.”

“It’s going to be my pleasure, for sure, to represent the Yukon,” added McGrath. “I’ll be working on my game and try to get into the best shape as possible for it … If I get my game into good shape, I can do pretty good down there.”

Yukon cyclists get pointers from Olympian

Canadian Olympian has helped Yukon cyclists reach the next gear.

Through the program Northern Lytes, established by Yukon Olympians Zach Bell and Emily Nishikawa, cyclists with the U Kon Echelon club received instruction from champion cyclist Denise Ramsden over the weekend.

“We’re working on technique,” said Ramsden. “Lots of people ride a bike and it’s great to get out and enjoy it, but when you’re trying to race there’s a lot of technique to it.

I’m trying to pass on that part and the experience of racing as well.

“At the end of the day it would just be great if there are more people riding.”

Ramsden, 24, competed at the

2012 Summer Olympics, placing 27th in the road race and 19th in the time trial.

She also has a bundle of national road titles under her belt, from junior to U23 to senior.

She finds the program Northern Lytes (Linking Youth To Elite Sport), which aims to deliver expertise from Olympic athletes and coaches to rural Yukon youth, unique since it was founded by athletes – Bell, an Olympic cyclist, and Nishikawa, an Olympic cross-country skier.

“I think it’s a pretty cool program.

Zach got in touch with me a couple months ago about it saying they were getting things going this year,” said Ramsden. “After the Olympics I went up to Yellowknife to do some work with speedskating and cross-country skiing, so it’s pretty cool to come up and do something specific to cycling, my sport, than winter sports.”

received pointers from Ramsden on Friday in Whitehorse and then over the weekend during the Tour de Haines Junction, which was attended by 19 cyclists.

The fact that Ramsden is herself a northerner, born in Hay River, N.W.T., makes her visit all the more inspirational, said U Kon Echelon Club and Team Yukon coach Trena Irving.

“It’s super inspiring to younger female riders – and male riders for that matter,” said Irving. “But because she is female, it shows that you can make it to the top even if you come from Whitehorse, Yellowknife or Nunavut.

It doesn’t matter, you can go places.

“The other thing is she’s been to the Olympics and she rides for a living … That’s pretty inspiring for the kids.”

As if tips from an Olympian wasn’t enough, club cyclists also received instruction from visiting coach Houshang Amiri, the head coach of the Pacific Cycling Centre – formerly the National Cycling Centre – in Victoria, B.C. Amiri was brought up by U Kon Echelon using the Arctic Winter Games legacy fund, accessed through the Cycling Association of Yukon.

“This is a great program going on and Trena is doing a great job,” said Amiri. “It’s great to see, as Denise said, these young kids at this age getting into the cycling scene. They are our future.

“We are working on safe riding techniques, bike efficiency techniques and racing techniques.”

Ramsden’s visit wasn’t the first by an Olympian since Bell announced the creation of the Lytes program in November.

Yukon cross-country skiers recently attended a camp led by national team coach and three-time Olympian Justin Wadsworth.

“We’re still looking for programs who want to do some stuff through the winter,” said Bell. “Our original deadline was June 30, but we’re extending that because we’re trying to get some stuff off the ground. We still have some funding and opportunities for programs in the fall. So if they get (applications) into Sport

Joseph ‘Joe’ Harmon Fellers November 26, 1946 - June 21, 2015

I

t is with great sadness that we announce the passing of Joe Fellers at his home in Sunnydale after a courageous fight against cancer.

Joe was born in Dawson Creek, B.C. to deceased parents Jane and Nibs Fellers. The second of four children, Joe left home at an early age to work for C.N.T. which brought him to Dawson City in 1965 where he met Wendy. They fell in love and were married in 1968. Joe worked at various jobs until 1974 when he bought a placer mine from Ivor Norback and took his young family to the creeks. Joe loved mining and especially having his family working with him.

Joe leaves behind his loving wife Wendy, sons J.J. (Julia) and Will (Mel), grandsons, Colson and Dayne (J.J. & Julia), Connor and Brayden (Will & Mel), and his sisters Gail Hiebert and Sherry Mounsey (Dwayne) and brother Darold (Debbie) as well as many extended relatives and friends.

The family would like to express their deep appreciation to Eva Schmid, Chase Maxwell and David Wenzel for their loving care and to Doctors Aedes Scheer, Sally McDonald and Ben MacInnis, to Jill and Marieke and to all the caring & wonderful staff of the Dawson Ambulance, the Dawson Community Hospital and the Whitehorse General Hospital.

A Celebration of Life will be held at the Fellers’ farm in Sunnydale Sunday, August 2ND. from 1:00 – 4:00PM. At 2:00m we will commemorate Joe’s life with an open mic/M.C. for all who wish to share their memories or stories with us.

Ed was born in Westmeath, Ontario and grew up in Beachbourgh. He was the only child and raised mainly by his mother after losing his dad at a very young age.

Ed came to the Yukon in 1960 where he worked on repairing various bridges along the highways and learning the carpentry trade. After becoming a journeyman carpenter he lived in Whitehorse working on projects like the construction of F.H. Collins School and the Aishihik dam. Eventually Ed started his own construction company doing jobs throughout the territory and finally settling in Dawson City. It was there when he discovered his true passion, moving buildings! No matter how big the build, Ed would move it.

He was also passionate about sports especially boxing. One of the few times Ed would take time off from work would be to watch boxing on TV or sometimes even live!

Ed was a very easy going and generous man. With him gone we’ve lost a true friend and Yukoner!

Many thanks to the staff at McDonald Lodge and Copper Ridge Place.

A service for Ed will be held on Saturday, July 11, 2015 at 2:00pm at the Y.O.O.P. Hall, Dawson City. Food and refreshments to follow. All are welcome.
