ver heard of a weir?

I hadn’t – until I was given a tour of a creek at Queen Mary Park.

A weir is a barrier that alters water flow, sometimes used to prevent floods. But this weir in Whalley wasn’t there for that reason. It was there to oxygenate the water for the salmon.

It was built by Salmon Habitat Restoration Program (SHaRP), which is celebrating its 20th anniversary this year.

“It looks kind of like a dam but it’s not,” said Supreet Malhi of the weir. He’s on SHaRP’s Watershed Enhancement Team this year.

“So during the winter months, the water flow will be a lot heavier and it will go over that gravel there that you see that’s kind of dry. As it goes over and cascades over the rocks it’ll be oxygenated. Salmon will jump that and go up the stream.”

The city is home to more than 1,400 kilometres of waterways and 300 of those are fish bearing. SHaRP is about protecting and enhancing those assets.

From invasive plant removal to water quality testing to stream enhancement and even public and business education, one can only imagine how much impact the teams have had over the last two decades.

last 15 years.

Back then, it was a barren bank with a stream cutting through it.

Today, it’s prime salmon habitat. The bank has been reinforced with rebar, large rocks and logs to avoid erosion, native plants have gone in along the bank, invasive plants have been removed, and much more – all thanks to SHaRP. It’s obvious why reinforcing a bank will help protect the creek, but why the planting?

“Overgrowing vegetation provides shade and protection from predators,” explained Malhi. “Then, because there’s vegetation there’s going to be bugs which will fall into the water so the salmon can eat them. There’s also a lot of big rocks that now provide oxygenation in the water. It keeps the water temperature down, which is also really important for the salmon.”

Singh, who is studying environmental science at SFU, said in addition to restoration and protection work, public education is an equally important part of what SHaRP does.

“It makes it a lot more local for community members when they see the salmon run on the news. The Fraser (River) has 4.5 million salmon running through it? Oh whatever. But if you see it coming up your backyard you realize that if you dump something out on the street it’s going to end up right here,” he said. “And it’s going to kill whatever I see right here.”

Also on SHaRP’s Watershed Enhancement Team this year is JP Hervieux, who recently graduated from the University of Calgary with a degree in environmental science.

He encourages the public to head down to one of the many local salmon-spawning streams.

“You can come out most of the year and see salmon in the streams. The adult salmon will spawn here in the fall, so residents can come for a look,” he said. “You can see the baby salmon – the fry – in the stream.”

Since its inception 20 years ago, SHaRP has employed well over 500 high school and university students.

“It’s a great opportunity for youth employment,” said Hervieux. “It’s a summer job for high school and university students, and they get some infield experience.”

Malhi echoed that.

“I had no desire to do environmental work in Grade 10, but when I graduated I joined for a summer job, and now I’m taking environmental science at SFU. I think it does change a lot of peoples’ minds,” said Malhi.

The energetic girl walked an estimated 2.5 kilometres before being spotted by a curious homeowner. She was safely reunited with her mother shortly afterwards. ❚ Residents living in and near a Whalley fourplex feared for their safety after some of them were involved in a brawl with 20 youths carrying baseball bats. They thought an eviction notice sparked the trouble.

SURREY — Residents are invited to sit down with RCMP officers and casually talk about community issues over a coffee.

The Surrey RCMP is piloting a new community outreach campaign called Coffee with a Cop. Modelled after similar initiatives across North America, RCMP say the campaign is a way for officers and community members to come together in an informal and neutral space to discuss community issues, build relationships, and yes, drink coffee.

The event is free and open to all area residents and business owners. The first event will be in Newton with subsequent stops in Cloverdale and South Surrey.

In a transportation Q&A with the ‘Now,’ Surrey Mayor Linda Hepner says she’s about to get aggressive in solving ‘the biggest problem this city has.’

n light of the overwhelming transit plebiscite victory for the ‘No’ side, we sat down with Surrey Mayor Linda Hepner for a Q&A about Surrey’s transportation needs and how they will be met in the future.

Voters overwhelmingly said ‘No’ to the proposed tax. What’s next for the region?

What’s next is we will be reviewing all of the services that are currently offered. There is no new money, which means that many of the contracts that are up and have some cost implications. TransLink will have to review its services and look for even greater efficiencies….

There will be no new growth. So service will be constrained, it’s that simple. There’s no money.

Where could the dollars come from in the absence of a sales tax?

I think we’re not going to have to go back to the drawing board and either the province will come up with some solution or they will revisit, potentially, the carbon tax.

It’s currently revenue neutral, but is that a possibility?.... Mobility pricing has always been on the

Is it possible we can get financing while we work out mobility pricing? That remains to be seen. So right now it’s an entirely grey slate. Property tax is not on the table. So we’re now in a stand off and we have to find a solution.

During the election, you committed to having operational light rail in Surrey by 2018. Is that still a commitment?

There’s no one more dedicated than me and this council in getting that connectivity that is required in the city as soon as possible.

We have taken a step backwards

with the time, obviously, that the referendum took but I am still committed to pushing forward to 2018.

Surrey’s LRT is estimated to cost $2.2 billion. How do you plan to pay for it?

The mechanism of the plebiscite was in order to have the regional share. My expectation for the provincial share and the federal share remains – that Surrey will be a priority and I believe we heard that from Minister Todd Stone even in his comments that they stand ready with their one-third share. And I’m optimistic that the federal government, having been screened in and having the conversations that we’ve had over

the last several weeks, that they also recognize the importance of the Surrey transportation expansion and would stand ready with their one third. So it’s the regional one-third that we need to find financing for. The funding, I would hope would still be regional the same as the Millennium Line or the Evergreen Line, but that we have a private financer. We’ve been looking and have had early conversations with those interested in doing that. But do I still believe it needs to be shared regionally? Yes I do.

When do you hope to break ground?

I think that as a region we need to step back now, take a breath, see where we’re going to go, next steps with the mayors’ council and with the province. We’ve told the province we would hope to have some solutions by the end of this year. I think that’s a pretty aggressive target but I think the other mayors in this region have been at this table much longer than me and are pretty frustrated…. But I think there’s a real chance that we can define some of our concerns around governance and make some headway there. We’re in the midst of hiring a brand new CEO for TransLink and that gives us an opportunity to shift the governance

model at the same time.

In Surrey specifically, about 66 per cent voted ‘No’ and the city spent $240,000 on its ‘Yes’ campaign.

Looking back, is there anything you would have done differently?

I think that all that could be done was done. I think we, for the first time, have had a very serious conversation in the region about transportation generally. I don’t think that people currently have enough confidence in the system as it currently exists to put more into it for a myriad of reasons. I’m disappointed that that’s where we are but I’m not entirely surprised that that’s where we are.

Just how needed is Surrey’s transportation expansion?

It’s the biggest problem this city has… It is the biggest problem I have, and I’ve got lots… You can’t consider yourself urban in the absence of some kind of an urban system and we just don’t have it. In terms of being a centre of excellence and a place where people can get around and thrive, all these young families, and you can get to your jobs easily and you’re within the city, it’s just so vitally critical.

Good call on closures

D

elta cannot be faulted for closing some of its most popular parks in North Delta due to extreme fire risks.

The bog has been described as the lungs of the Lower Mainland. Over recent decades, many hundreds of acres of trees have been lost to fires there, some which took weeks to put out, not only at enormous cost to taxpayers but also to the environment and regional air quality. These fires were caused by people tossing cigarette butts, or driving all-terrain vehicles – totally preventable.

Of course, the closures pose an inconvenience and might jeopardize programs offered by the Burns Bog Conservation Society, and this is unfortunate. The society’s president, Eliza Olson, doesn’t agree with the closure as she maintains more eyes on the trails will help to alert the fire department if there is a fire.

The municipality says its police officers, firefighters and bylaws officers will be those eyes. It’s a large area to cover. They’ll have their work cut out for them.

HIT: The 26,000 party people who enjoyed FVDED, a two-day music festival in Holland Park did so responsibly. We must admit, even we had our doubts about this one. Kudos to them.

MISS: Surely, Surrey’s bylaw department and Surrey RCMP officers have better things to do than shut down permit-less soccer games. When can we get back to that issue of illegal suites?

H

ow many officers does it take to shut down a soccer game in Surrey? Three, apparently.

Growing up, my brother and his friends would grab a soccer ball and head down to a local field to play a game or two on a nice day.

Just some friends getting together to enjoy the weather and each other’s company, and get some exercise while they’re at it.

The last thing they’d ever expect is to be booted off the field by law enforcement.

But that’s what happened to a group of men in Surrey last week.

A video posted to Facebook began making the rounds on the social media site and soon enough, reporters – including yours truly – took notice.

The video shows one bylaw officer and two cops telling a group of men to leave. You need a permit, they’re told. If you don’t like it, take it up with the city.

Say what?

To absolutely no one’s surprise, the story exploded online.

Needing a permit to play a friendly game of soccer is ridiculous to pretty much anyone.

As it turns out, the city says this was a “miscommunication” and if the men were just playing a friendly game, they should’ve been allowed to stay.

I sure hope so.

With that detail taken care of, I’d now like to address the

fact that three law enforcement professionals were called in to deal with this.

Let’s deal with the bylaw officer first.

As a reporter, I’m constantly fielding calls and emails about a perceived lack of bylaw enforcement. Illegal secondary suites is probably the hottest topic.

Given that Surrey has a measly 31 bylaw officers to cover the entire city, hounding people for playing soccer games at parks seems like it would be the least of the department’s worries.

Jas Rehal, Surrey’s bylaw enforcement manager, tells me this officer was monitoring the location of the incident due to several calls about rowdy behaviour at the park.

Well, OK, that makes sense.

But kicking the guys off the field doesn’t.

The Editor, It was refreshing to see that taxpayers have spoken with a resounding ‘No’ to a sales tax increase to fund any TransLink expansion.

Perhaps the B.C. government will now restructure TransLink as it should have long ago. In Surrey, the huge outcry for the ‘No’ vote was as much a protest against Linda Hepner and her council as it was for no sales tax increases. Her inability to deal with such things as crime, bylaw enforcement and non-stop townhouse development is appalling, while the endless expenditures which provide no value to the Surrey populace continue.

It will be interesting to witness what new taxes or fees Surrey will come up with to provide additional funding for Hepner’s projects – because reaching into taxpayers’ pockets once again is a certainty.

DELTA — A decorated Delta police officer has been fired for deceit and neglect of duty following a 26-month investigation.

Constable Felipe Gomes, 33, had been a member of the Delta Police Force since 2004 and worked on general duty patrol, the Combined Forces Special Enforcement Unit and on the Gang Task Force. In 2008 he was awarded the Provincial Police Meritorious Service Medal by the Lieutenant Governor of B.C., the province’s second highest honour for a police officer. He is married and has infant children.

Gomes admitted to five allegations at a disciplinary hearing: Four counts involved deceit by making false notes related to police files, and making false statements to professional standards investigators. A fifth

misconduct count involved Gomes neglecting his duty to keep accurate record in his police notebook and neglecting to maintain his notebook “in a manner that conformed to policy and training.”

Former Delta police chief Jim Cessford’s decision to dismiss Gomes was confirmed by the Office of the Police Complaint Commissioner, leaving Gomes with no more avenues of appeal. Cessford recently retired.

Delta’s new police chief, Neil Dubord, said the force respects the final decision.

“It is of utmost importance to the Delta Police department that we all adhere to our core values of honour, integrity, courage and trust,” Dubord said. “When the personal values of one do not align with the core values upheld by the men and women of the Delta Police department, appropriate action must be taken.” tom.zytaruk@thenownewspaper.com

SURREY — Taxpayers forked out just over $635,000 for their civic politicians in 2014, according to the recently released 2014 Statement of Financial Information.

Another $170 million went to city employees.

All in all, elected officials were paid $475,530 in salary, $79,802 in taxable benefits and separation allowances, and they racked up $79,729 in expenses.

Dianne Watts made $118,997 last year, with $76,068 in other benefits, including $13,397 in car allowance and a separation allowance of $62,605.

Between her councillor compensation and mayoral pay after the November election, Linda Hepner made $69,384.70 plus about $900 in other benefits and had close to $15,000 in expenses.

utrition is important for people of all ages but it’s especially important for people over the age of 50, who can dramatically improve their quality of life by eating a well-balanced diet filled with vitamins and nutrients.

Though that may seem like common sense, research has shown that men and women in this age group, who are often referred to as “Baby Boomers,” are not necessarily as healthy as they may seem.

While the baby boomer generation, which is generally regarded as those people born between 1946 and 1964, boasts longer life expectancies than any generation that came before them, some of that can likely be chalked up to advancements in medical care, including a booming pharmaceutical industry that seemingly has an antidote to every ailment.

But a 2013 study from researchers at the West Virginia University School of Medicine found that baby boomers are less healthy than the generation that immediately preceded them, tending to be more likely to have higher levels of hypertension, diabetes and high cholesterol.

While that news might be sobering, it’s never too late for men and women over 50 to start eating healthier diets, which can reduce their risk of a wide range

“There’s something just a bit off, and that’s really where the comedy comes from.”

While Haas only plays Hannay throughout the show, his co-stars – Laura Caswell, Ashley O’Connell and Ben Odberg – aren’t so lucky.

“It’s a stellar cast, and they’re doing an amazing job,” said Bollard.

“Laura plays three different characters – the femme fatale, a little Scottish woman and the love interest. The other two play 100 different characters – women, men, milkmen, police.”

If it wasn’t challenging enough to portray 150 characters with only four actors, the performance also involves an onstage plane crash and elaborate pursuit scenes with minimal props.

“You have to be incredibly imaginative, and the audience

has to go along for the ride.

That’s, I think, the biggest fun of this show,” said Bollard.

The show has been a big hit in London’s West End and on Broadway, and Bollard promises audiences will enjoy their parodic take on the suspenseful story, set to take over the Coast Capital Playhouse for the next two weeks.

The 39 Steps previews tonight (July 9) at 8 p.m., and runs through July 25. The theatre has 8 p.m. performances Wednesday through Saturday, with 2:30 p.m. matinees on Sundays.

Tickets are $25 for adults and $20 for students and seniors, plus service charges.

WHALLEY — The FVDED in the Park festival this past weekend posed no policing problems for the Surrey RCMP. The festival of electronic, R&B and hip-hop music turned Surrey’s Holland Park into a “block-party environment” for about 26,000 people. FVDED in the Park was brought to the site as a ticketed

event by Live Nation Canada, which also booked British folkrock band Mumford & Sons there in the spring of 2013.

This time around, the international concert promoter has partnered with Vancouverbased company Blueprint Events to stage a festival in Surrey aimed at a younger, dance music-loving crowd.

“What an excellent event,” said Cpl. Scotty Schumann, the Surrey RCMP’s spokesman.

“Police were very happy with the attendees who were very well behaved.”

Schumann said there were eight arrests over the two days, for “nothing serious.”

Theatre Under the Stars has strong Surrey connections Melanie Minty Columnist

I

t is hot and there is not much, if any, rain in the forecast.

No rain is bad news for grass, gardens, farmers, and air quality but sure is good for business if you are Theatre Under the Stars, Vancouver’s open air outside theatre situated in Malkin Bowl in Stanley Park.

This year TUTS brings two beloved musicals – Oliver! The Musical and Hairspray – The Broadway Musical running on alternating evenings from July 10 to Aug. 22.

Celebrating 75 years of song-and-dance filled productions, TUTS shines the spotlight on two of theatre’s adored underdogs – one, a loveable orphan, the other an unexpected teenage heroine with big heart and big dreams.

If you have already seen the movies, but not a live production, this would be a good year to experience outdoor theatre. As always, there are Surrey connections to both shows.

Elyse Maloway grew up in Surrey and is a recent graduate of Capilano University’s musical theatre program. Elyse, who plays Amber Von Tussle in Hairspray, went to elementary school in Cloverdale. In fact, her very first community theatre production, Get Smart, was held at the Surrey Little Theatre.

I remember that production.

Elyse is absolutely thrilled to have landed a lead role with such a prestigious company and admits that she has “learned so much this summer” and would like to encourage more young performers to come out to auditions for next year.

“There is nothing like

it!” Elyse says.

Yes, a huge time commitment and a lot of work but the talented Elyse says it is all worthwhile.

“I knew early on that this is what I wanted to do,” she says.

Elyse is more than a song-and-dance actor. She is also an accomplished visual artist and describes herself as an “avid painter.”

She prefers oils and especially loves the characters from Tim Burton’s Alice in Wonderland.

“I love the saturated and vibrant colours,” she says. “And that’s what I love about Hairspray – it’s vibrant!”

From director Sarah Rodgers, this vibrant Hairspray cast also includes Erin E. Walker (Tracy Turnblad), Andy Toth (Edna Turnblad), Chris D. King (Corny Collins) and Dustin Freeland (Link).

One of Elyse’s dance instructors at Cap-U was Keri Minty. Keri also grew up in Surrey and is the choreographer for the other TUTS summer production, Oliver!

From director Shel Piercy, this story – based on the Dickens novel – follows a young orphan on a harrowing adventure through the streets of Victorian London. It stars Stephen Aberle (Fagin/Mr. Brownlow), Damon Calderwood (Bill Sykes/ Mr. Bumble), Marie West (Nancy) and Carly Ronning in her TUTS debut as Oliver.

Keri spent a few summers with TUTS both as performer and choreographer and went on to perform with Arts Club in many musicals.

It’s just something that is born in to you.

Wait. There is another Kerry from Surrey involved with this summer’s production of Oliver! Kerry O’Donovan is music director for the show

– another big job in the world of musical theatre.

Oh yes, there is more. Keri and Kerry both attended Earl Marriott Secondary, where they both starred in musicals directed by Rick Harmon.

Rick, of course, is now the artistic director for Beach House Theatre, an annual event in Crescent Beach.

But back to TUTS. As a thrilling addition prior to Oliver! performances, the Malkin Bowl will be fully transformed into an 1840s village country fair, treating audiences to authentic food stalls, foot races, sing-a-longs, and more. Could be fun. It’s a whole summer experience.

The NW Regional Championships rowing regatta was held from June 26 to 28. Delta Deas finished with 11 medals, including four first place, six second place and one third.

Delta Deas now has its sights set on Cascadia, which runs from July 17 to 19 at Burnaby Lake.

Canadian Open is in full swing SURREY — The 2015 Canadian Open Fastpitch International Championship is giving spectators a glimpse of the high-caliber level of play fans can expect from elite teams.

The event runs until July 13 at Softball City, Cloverdale Athletic Park, and Sunnyside Park in Surrey. Team Canada was in action against the Dominican Republic Wednesday night.

NORTH DELTA — If you’re planning to catch some worldclass cycling this weekend, here’s some advice.

Don’t blink.

Starting tomorrow (Friday, July 10), more than 200 professional

cyclists from across the globe will be whizzing through the Lower Mainland for the Tour de Delta.

The event features $25,000 in prize money and is the kickoff to B.C. Superweek, Canada’s biggest professional road cycling series.

“For over 14 years, Tour de Delta has been attracting cyclists and spectators from Canada

and around the world,” stated Delta Mayor Lois Jackson. “This annual event has become a key summer attraction and acts as an ambassador for sport in our community.”

The Tour de Delta features three events, the first being the 70-lap MK Delta Criterium on Friday, the only race held in North Delta.

Cyclists will follow a 1.2-kilometre loop at upwards of 70 km/h along 83rd and 84th avenues, and 112th and 114th streets.

The other races include the Brenco Criterium through Ladner on Saturday and the White Spot Delta Road Race in Tsawwassen on Sunday – the latter of which is sanctioned by the International

Cycling Union (UCI).

After the Tour de Delta, B.C. Superweek heads into Vancouver for the UBC Grand Prix on July 14 and the Global Relay Gastown Grand Prix on July 15, followed by the Giro di Burnaby on July 16 and wrapping up with the Tour de White Rock on July 17 and 18. jacobzinn@gmail.com

This thing’s a gas – literally. Meet one of the rarest machines to hit BC’s roads, the fuel fell powered Hyundai Tucson.

It’s the first fuel cell vehicle available to Canadian consumers, an ordinary-looking crossover with an enormous amount of technology hidden under the skin. You fuel the Tucson FCEV with hydrogen gas, which it then converts to water and electricity. There are no emissions of any kind apart from water vapour.

Pretty interesting stuff, but there are a few drawbacks. There’s a reason you probably haven’t seen a Tucson FCEV out and about; there are just two currently in the hands of private customers according to Hyundai, and just one single fuelling station located in Surrey.

This is an early adopter vehicle, a unique driving experience that’s maybe a hint at what the future might hold. Hit the push-button starter and let’s check out Hyundai’s crystal ball on wheels.

Design:

Perhaps the most remarkable thing about the Tucson FCEV is how ordinary it looks. Both Honda and Toyota also offer fuel cell vehicles, but those machines look like nothing else on the road. They’re all wheel spats and Blade Runner styling; the Hyundai is basically just a Tucson with a few “Fuel Cell” badges.

For the most part, that’s a good thing. The current Tucson is a nicely-sized vehicle with a few upscale touches like HID headlights and LED accents.

Hyundai hasn’t had to alter their car much to get the unusual powertrain to fit, so the FCEV looks as sensible as any other smallish crossover.

But maybe that’s not such a great thing. If you’re going to go for a future tech ride, maybe you want something that lets people know you’re driving the

kilograms of crossover – but the off the line torque is excellent at 211lb-ft.

kind of machine that makes a Tesla look commonplace.

Converting a standard Tucson to fuel cell power cuts down on Hyundai’s development costs, but it doesn’t exactly thrill from the curb.

As a result, the Tucson FCEV makes for an ideal urban runabout. The run to 40km is quite zippy, it’s got enough space to carry kids and cargo without being too big to squeeze into a narrow parking space, and the tall ride height lets the driver judge traffic flow more easily.

Environment:

However, the FCEV’s ordinary exterior houses an interior that’s quite sensible. The kidney-bean shaped hydrogen pressure tank has scalloped a bit of room out of the rear trunk, as well as eliminating the spare tire (you get an inflation kit instead), but other than that, this car is exactly as practical as any other Tucson.

The seats fold down. There’s enough space out back for a large rear-facing car-seat. Both driver and passenger have decent head and leg room, and the seats are comfortable.

The only real criticism here is that the redesigned 2016 Tucson is on the way, and it’s got a number of improvements to brighten up the interior. The FCEV’s insides tend a bit towards the spartan, although there’s proper connectivity and a simply excellent navigation system.

Performance:

A fuel cell is a sort of tiramisu of power extraction.

Hydrogen gas enters the cell, here about the size of a normal four-cylinder engine, and passes through a number of membranous layers. It reacts with oxygen in the air to form water as a by-product, and the electrons shed in the process are captured and used to power an electric motor to propel the car.

It’s a nearly noiseless process, making the Tucson FCEV ghost off the line without a squeak. Like many electric cars, horsepower figures are quite modest – the FCEV has just 134hp to shove around 1900

Perhaps this is the reason the FCEV doesn’t have any cruise control. It’s capable of easy highway travel, but with a claimed range of 426kms and a single refuelling point, it’s not a roadtrip machine. You could easily pop up the valley to pick some tulips, but forget about that Big White ski trip.

Refuelling the FCEV is very easy. Simply attach the connector at the pump, key in your PIN, and with a huff and a psst of escaping gas, the tank is recharged.

It takes no more than 10 minutes for the whole process, and you’re on your way.

This is the great advantage and drawback of fuel cell vehicles – they’re easy to recharge, but the infrastructure isn’t there yet to make it a practical choice for everyone.

However, Hyundai reportedly has folks lined up around the block to check one out. You have to apply, and then can lease the car for $599 per month over three years with $3600 down. BC’s green vehicle rebates will shortly reduce that to $529/mo and 0 down.

It’s not a perfect technology, not without the supporting infrastructure, but with BC’s available clean hydroelectric power, the Tucson FCEV might just be the toehold fuel cell vehicles need to get established.

Features:

The FCEV comes with most of the features of a wellequipped Tucson, including heated seats, Bluetooth handsfree, and USB connectivity. The lack of cruise control is a little odd, but the satellite navigation is as-mentioned excellent and easy to use.

Hyundai includes free hydrogen fuelling (the station is located at Powertech labs in Surrey) as well as valet service and covers scheduled maintenance. If the range works, it’s a rather painless vehicle to own.

Green Light:

Clean-running; easy to fuel; very practical; good navigation

Stop Sign:

Ordinary looking; lack of infrastructure; very limited availability

The Checkered Flag:

Still just in beta testing mode, but a glimpse of the future that’s easy to live with.
