SURREY — City council delayed a development application Monday night that would see a manufactured home park replaced by a $250-million

seniors’ facility in light of concerns from residents about what their fate will be.

The city’s existing bylaw in the matter is 20 years old.

While it was revisited in 2006 when a development application came to city hall, no changes were made after

the developer pulled out.

“I want a reexamination,” said Mayor Linda Hepner.

“And to make sure that everyone has a place to go and that it’s very individualized because different people have different circumstances.

“We have work to do.”

After city council’s decision, park resident Cory Schimpf said “every little bit is a win… but the game isn’t over yet.”

Roughly 100 people live in Park Mobile’s 45 units, located at 9525 King George Blvd.

“We’re going to keep

moving on this,” he said firmly. “We’re human beings, we have rights, we’re not here to be stepped on.”

veta Finnson has been hospitalized four times since being diagnosed with a rare disorder of the bloodcoagulation system in 2006.

Each time, she requires blood – a lot of blood. She can need the equivalent of 300 donations.

The Guildford Park Secondary teacher’s condition, thrombotic thrombocytopenic purpura (TTP) forced her to miss the first half of this school year. After returning home from the hospital, Finnson received an email from a fellow teacher at the school – an email that she said left her stunned.

Students and teachers at the school had started a campaign encouraging the school to participate in a blood drive – all in her honour.

“I was very touched,” she said, her voice breaking as she smiled and looked at the three students who spearheaded the project. “There’s never enough blood available. I totally depend on these donations. They don’t know how far-reaching this really is… The fact that they are young and so full of great ideas and energy is amazing.

“I was in tears.”

It all began when some students went with another teacher at the school to donate blood last November.

“We can’t really give to our community that much,” said senior Sarah Morse. “This was a way to give back.”

They turned it into a competition – who could donate more, teachers or students?

They held a lunchtime event to “prick” fingers of those who wanted to take part to see their blood type and if they’d be eligible to give.

“It was overwhelming to see how many people came out,” Morse said.

“It’s such an easy thing to do,” said Katie Czenczek, another senior. “And it can literally save someone’s life.”

Cabs then came to take

students and teachers to a Guildford blood bank, and all in all, 28 students and 12 staff donated. But there were more than 70 students who were turned away, due to things like obesity or other disqualifications.

“I’m just so proud of our school,” said Morse.

“Just the fact that they were willing to try,” added Czenczek.

“Even those who didn’t make it, they went out and did their best.”

The drive went so well it will be carried on in future years, becoming an annual tradition for the high school.

Marko Gagic, a Grade 12 student who made the ad that

was spread through the school, is a former student of Finnson’s.

“She gave me her knowledge, and I gave her my blood,” he said with a cheeky smile.

We’ve all heard the slogan, “It’s in you to give,” but Canadian Blood Services may want to consider stealing Gagic’s catch phrase – “Give blood. It doesn’t suck.”

According to Canadian Blood Services, roughly every minute of every day someone in Canada needs blood. One person can donate whole blood up to six times a year, which can help up to 18 people.

DELTA — Delta’s new police chief, Neil Dubord, was sworn in during a special ceremony Monday evening at municipal hall.

“We’re absolutely delighted to have chief elect Dubord coming to Delta as our chief of police,” Delta Mayor Lois Jackson said.

The 53-year-old White Rock resident has for the past three years been in charge of the Transit Police, a force of similar size to Delta’s.

The Delta Police has 187 police officers and the Transit Police, 167.

Dubord’s predecessor, Jim Cessford, was Delta’s chief constable for 22 years. He retired in February.

Dubord has more than 28 years policing experience. He served 25 years with the Edmonton Police and as its deputy chief in charge of the

Judges must prove we value human life

ometimes you will hear a trial judge say no sentence he or she can render will bring a dead victim back to life.

This is obvious, and yet it’s mentioned. The mentioning often foreshadows what the grieving family, and society at large, will no doubt consider to be a light sentence. A North Delta woman who was tried for second-degree murder but found guilty of the lesser crime of manslaughter was sentenced this week to 165 more days in jail, on top of the 100 she’s already served. (See story on page 12.)

Some might consider this to be a light prison sentence for taking a human life. The woman stabbed her boyfriend in the chest. The sentencing judge said the sentence must be proportionate to the gravity of the crime. Of course a judge’s decree cannot raise the dead. But what do sentences like these say about the value we place, albeit posthumously, on a human life?

A

fter celebrating Canada’s 148th birthday I can’t help but think that this young country, swell as it is, is also quite strange.

Consider two recent news stories.

First, we have former Tory MP Dean Del Mastro.

Not just any old politician, this guy was the parliamentary secretary to Prime Minister Stephen Harper when the opposition was beating the government up over the Robocall

scandal. Del Mastro dismissed their allegations of electoral fraud as “baseless smears.”

He was Harper’s handpicked spokesguy on ethics and matters electoral. He also sat on the Canadian House of Commons Standing Committee on Access to Information, Privacy and Ethics.

Well, last Thursday Del Mastro was sentenced to one month in jail, and barred from running for public office for five years, for violating the Canada Elections Act during the 2008 federal election.

He also has to pay $10,000 to the Peterborough Electoral District Association and will be on probation for 18 months once he gets out.

Of course, we Canadians hold dear our democracy. After all, thousands of Canadian men and women died in wartime to protect

it, and thanks be to them, our country is not today some kind of Hitler state.

Judge Lisa Cameron, of the Ontario Court of Justice, convicted the former Peterborough MP of exceeding election spending limits, failing to report $21,000 in personal contributions to his campaign, and filing a falsified campaign report.

As far as words go, Cameron gave the disgraced former politician what-for when she sentenced him last week.

The judge said Del Mastro’s offences were the “antithesis” of democracy and “an affront to the principles of our democratic system.”

She could have sentenced him to the maximum penalty, which is one year in jail and a $2,000 fine on each of the three counts. The

Crown argued for a 12-month jail sentence. But I guess in Canada, committing the “antithesis” of democracy rates a single month in jail.

Del Mastro served one night.

Sentenced Thursday, he was released on bail Friday pending an appeal of his convictions.

Whatever happens, he still gets to keep his MP pension.

Now, the second story.

This one involves a young British fellow named Tom Rolfe. He didn’t get a month in jail, but he is being booted out of Canada.

Rolfe was given eight days to get out. His crime?

He helped his girlfriend fix up her Edmonton apartment.

Yes, to his shame, he helped fill up some cracks in her walls.

Immigration officials, in this great democracy of ours,

subsequently rifled through his camera and – gasp – found pictures of this terrible indiscretion of his, helping his sweetheart. They decided Rolfe, who was here on a tourist visa, was guilty of denying a Canadian person a job.

So, here we have a federal politician who’s supposed to be a champion of ethics going to jail for one month for committing the “antithesis” of democracy, while another guy is being deported – deported, mind you – for doing handiwork.

Unreal, eh?

Time to unleash some sanity, I say. ...So let it be done.

City centre concert – if you can call it that – is bad idea The Editor, Re: “‘Block party’ at Holland Park,” the Now, June 25.

I used to live just behind Holland Park along King George Highway (as it was known then) and it was notorious for the odd mugging and some drug dealing. When the scrub brush was removed, it became a little more accessible and somewhat noisier.

We read in the Now that it is about to become a major music venue for two days in early July, to be known as FVDED, which we are informed, is properly pronounced as “Faded,” for some obscure reason.

Though it is not revealed what time the concert (if that term applies) starts, we are assured it will carry on until 11 p.m., so as not to upset people living in nearby towers.

I’m sure the police will enforce that. And I’m sure the three beer gardens will be serving only those who are old enough to imbibe.

Obviously, security is not equipped to handle these kind of situations, not being allowed to carry weapons, etc. We trust there will be no fighting or stabbings or shootings or the likes. One really should not be too negative.

After all, there have only been (according to stats in the very same issue of the Now) 37 shootings since the beginning of March!

I won’t be at the concert but hopefully some kind person will record the goings-on and play it back (at full decibel) in front of the mayor’s house the next night.

Then there is the swim club, which likely has early morning practices, so they would be competing with Pattullo Bridge traffic during the rush hour.

If the intent is to push people onto SkyTrain, when many of us are currently within walking distance of the recreation centre, the cost is now increased to include the transit fare each way, not to mention that any public/private partnership generally means increased admission costs. We’ve already pushed our seniors out of the city centre to Chuck Bailey.

Although it’s a new building, there is a great sense of fear among seniors walking in that location. Building this in Bridgeview is highly detrimental to the City of Surrey residents that live in Whalley – oops, City Centre.

Please reconsider.

When and where was this intention of a cultural and recreational parcel tax of $100 presented to Surrey taxpayers?

You know the one – the one that is now charged to us under ‘Net Other Government Taxes’ on our 2015 property tax notice?

This is simply an outrageous cash grab.

I cannot believe the shoddy work that is being paid for by us taxpayers. Everyone’s vehicles takes a beating on the suspension and tires from this. Man stabbed NEWTON — A 30-year-old man called 911 for help before passing out from blood loss after he was stabbed in a yard in Newton early Saturday night.

The Surrey RCMP found the victim alone outside the front of a residence near 132 Street and 70B Avenue, at 2:45 a.m. He was taken to hospital for surgery and is expected to recover.

SURREY — Police say nobody was injured when gunmen in a Dodge Durango opened fire at a Nissan Maxima on Fraser Highway early Tuesday morning. This happened in the 15700-block of Fraser Highway at about 3:20 a.m. It was the 39th local shooting since the beginning of March. Police say many of those are related to a drug turf war.

SURREY — A pedestrian was killed in Whalley early Saturday morning while crossing at 108th Avenue and King George Highway against a red light.

Police have not released the man’s name. It happened at 3:20 a.m. He was pronounced dead at Royal Columbian Hospital.

SURREY — Surrey council nearly doubled the amount of dollars it will spend on BC Commissionaires in 2015, but has plans to phase out the community patrols by year’s end.

At a meeting Monday night, city council approved a jump from $459,000 to $950,000 for the safety patrol services, with the contract running to the end of this year.

There was public outcry for more police on the streets in the wake of the deaths of hockey

mom Julie Paskall and Serena Vermeersch in Newton. Part of the RCMP’s solution was to kick off a Community Safety Patrol pilot project, which began in April 2014.

At the time, then-councillor Barinder Rasode took issue with the contracting out of police work.

At a police committee meeting last February, Surrey RCMP Chief Supt. Bill Fordy said there are a number of operational issues and risks in having the Commissionaires working for the RCMP. He said there had been no significant reductions in crime trends, and expressed concern about the city being liable for the workers.

Situations could arise, he explained, that Commissionaires staff are not properly trained or

CITY CENTRE — If you thought drag was just an excuse for men to cross-dress in front of a crowd, you thought wrong.

That’s the message of Tucked and Plucked, a live “Drag Herstory” that explores roots of Surrey’s drag community, which go deeper than a few layers of makeup. The campy, talk show-style performance – a Zee Zee Theatre production – is on Centre Stage at Surrey city hall Friday (July 3) and features interviews with notable drag queens who’ve made an impact on the local scene.

“It’s not as flimsy as men in dresses parading around in front of an audience,” said co-host Dave Deveau, known in the drag community as Peach Cobblah. “There’s actually really interesting politics behind it and certainly a lot of community rallying and social justice that went into the original drag movement.”

Described as Ellen Degeneres meets Jerry Springer, the informative (and sometimes outrageous) show started about five years ago, as part of Vancouver’s 125th anniversary, when Deveau was commissioned to develop a show detailing the history of drag in the city.

Friday’s show takes the same premise, but it’s the first time Tucked and Plucked has discussed Surrey’s background with drag.

Appearing onstage with Deveau is co-host “The Queen of East Van” Isolde N. Barron. The duo will be interviewing The Queen Bee of Surrey, Mz. Adrien; the Drag Empress of Surrey, Amanda Luv; and Mona Regina Lee, a longtime drag queen in Vancouver who’s also quite prominent in the Surrey scene.

“It’s been really lovely getting to know a bunch of the movers and shakers in the Surrey drag community,” said Deveau. “They have some beautiful and inspiring stories to share with the audience that I think will really resonate with the local crowd.”

He noted there’s a bit of a script for the more educational segments about drag history and terminology, but there’s also significant room for some unpredictable improv.

“When you put three drag queens onstage together in an interview segment, you just never know what you’re going to hear,” he said with a laugh. “We apologize in advance if any of the language is too lewd for virgin ears.”

Deveau said the show isn’t just for people who are already into drag – there’s something for everyone, whether they know a lot about the community or nothing at all.

“This’ll be hugely informative, but also just a hell of a good time. A drag show is big and glamourous and loud and colourful – and what’s not to love about that?”
