he Arctic X Games have been X’ed out – but not quite for the reason given by the Yukon government.

The multi-sport event, which was to be hosted by Whitehorse next March, has been scrubbed following the “withdrawal of two of the five participating jurisdictions,� the Yukon government said in a news release on Friday.

However, “withdrawalâ€? might not be the best word to describe it. “Actually, Team Alaska was never able to commit to participating in the Arctic X Games,â€? said Kathleen Rehm, assistant chef de mission for Team Alaska. “We never said we could participate. “It’s because of funding. Team Alaska operates differently from the Canadian contingents; we’re not funded by the government. We receive a grant, we just don’t have the same level of funding, unfortunately. “We wish all of our athletes could have participated because the more opportunity the better ‌ But it was never something we could commit to in the first place.â€?

It’s a similar story for Team Alberta North, the other jurisdiction

that has decided to not participate. “We were never coming for sure in the first place,� said Jerry George, chef de mission for Alberta North. “It’s a new event that’s not part of our program, so we were waiting for our government budget to be released. If you’re familiar with the provincial budget in Alberta, there were reductions to our organization, so we didn’t have funding.�

The Arctic X Games would have featured six sports dropped from the 2016 Arctic Winter Games in Nuuk, Greenland, with the aim of providing athletes from those sports a chance to compete in a major Games competition.

Without Alaska and Northern Alberta only Yukon, N.W.T. and Nunavut would have been left to compete.

Community Services Minister Currie Dixon said the event’s cancellation is disappointing, “but we are committed to helping the affected athletes participate in other competitions by providing them with funding support.�

The Yukon government committed $100,000 to the X Games in March. With the cancellation, that money will now be re-directed to the affected sports groups to be used to attend Outside competitions or host ones in the future.

“It’s disappointing, but on the other hand the government of Yukon has made alternative plans for our sports to be able to continue their sports development by allowing them some funding to continue with something for missing the Arctic Winter Games, so that’s great,� said Sport Yukon president George Arcand. “That’s achieving what we wanted, but in a different way.�

It was announced in September 2012 that due to a lack of facilities in Nuuk, the 2016 Arctic Games would not include speedskating, figure skating, curling, gymnastics, dog mushing and midget-level hockey.

Nuuk has no ice rink for hockey, figure skating and speed skating, and no gymnastics facility or curling sheets. Greenland also has regulations prohibiting the introduction of foreign dogs into the country.

Bantam and female hockey will be hosted by Iqaluit, Nunavut, as a satellite venue, in the 2016 Arctics.

The Arctic X Games would have included those five absent sports as well as peewee- and midget-level hockey.

Both Alaska and Alberta North still plan to send teams to the Arctic Games in Greenland next year.

There’s also the plan to recommend options to help people with disabilities and seniors who want to continue living at home, and to develop a strategy for addressing homelessness.

When it comes to affordable social housing and market rentals, the plan calls for an analysis of existing data and subsequent recommendations to address the gaps. It also calls for a costbenefit analysis for renovating older government housing stock or building something new.

The plan also calls for identifying legal and regulatory barriers to land development, and reviewing current homeownership incentives.

The committee is supposed to update the public regularly.

Hine says she expects there will be annual housing symposiums so the group can report back on its progress.

City council mulls quarry plans near Crestview Myles Dolphin News Reporter

A

company’s plans to dig a new gravel quarry north of Crestview is facing some opposition from nearby residents.

Cee & Cee Dirt and Gravel Ltd. has made a scaled back application to create a new quarry, roughly four years after being turned down for a bigger project in the same area.

In 2011, the company proposed creating a 20.36-hectare quarry, which the Yukon Environmental and Socio-economic Assessment Board denied on the grounds that it would be too close to a residential area (175 metres) and would have required a much longer haul road to the site (294 metres).

The company’s revised application was originally for a smaller, 4.7-hectare parcel of land approximately 750 metres from a residential area and 130

The city still needs to grant permission to rezone the land from future planning and greenbelt to one that allows for the construction of a quarry.

Concerns were raised at a public hearing on June 15, as well as at Monday’s committee meeting, about the impact of creating a new quarry near the Crestview subdivision and adjacent wetlands.

Coun. Betty Irwin questioned a requirement that the applicant “protect environmental values,” which includes avoiding land-clearing activities while migratory birds are nesting in the area.

“Who will determine when that land clearing will happen, if the birds are disturbed, and who will enforce this?” she asked.

“I find these requirements

to be very vague, to the point of being almost totally meaningless.”

Acting city manager Mike Gau replied the requirement was a common condition of the assessment board’s process and that the nesting season was well-known.

Land can be cleared before or after the season, he added.

Coun. Dave Stockdale sought confirmation that the area’s nesting grounds would be destroyed, adding that “you have to break a few eggs to make an omelet, unfortunately.”

Other concerns included the potential rise in noise, dust and traffic near Crestview.

According to administration’s report for council, signs would have to be posted in the area with information for how to make a complaint. And highquality machinery would have to be used to mitigate noise and dust levels, and activity on site would be limited to the hours of 7 a.m. to 10 p.m.

Crushing activities would be limited to a period of one week per year.

Another requirement is for the company to clean-up the site upon completion of the project. That would include slope grading, landscaping and reforestation.

Kinden Kosick, a senior planner with the city, said the re-zoning could be beneficial in the future as the land would be flattened to potentially create viable building lots.

One written submission to council said the proposed development didn’t fit within the city’s tagline of being a “wilderness city.”

“We want to keep the disturbed areas together whereas the suggestion is to build it outside city limits,” Gau said.

“Well, now you’re introducing disturbance into undisturbed areas. The priority should be to limit disturbance.”

The company currently operates another quarry slightly

north along the Alaska Highway, which is nearing the end of its lifespan. It wants to create an access road that would link the sites, so that both materials could be combined in order to maximize the remaining resources in the existing quarry.

Mike Ivens, a Crestview resident and member of the city’s trails and greenways committee, appeared at the public hearing to share his concerns about the project.

He proposed that the buffer be increased to between 50 and 100 metres, rather than 30. “(The development) will destroy a beautiful and valuable hiking resource in the area if it’s implemented as it’s sketched out on the map,” he said.

However, a 50-metre setback would reduce the area to approximately 2.16 hectares and “greatly impact the viability of the project,” according to administration’s report.

Fire officials were also assessing a 500-hectare fire burning 13.5 km west of Fort Selkirk, and looking to put sprinklers to protect the heritage site.

Since Sunday there have been 27 new fires, all but one caused by lightning.

There are currently over 100 active fires in the Yukon, which prompted the call for help from the Outside.

That, combined with 197 active fires in Alaska, has created smoky conditions throughout

the territory.

It’s the second time in a month the territory has had to call for help because of the intense wildfire season. Firefighters from Ontario were sent to the Yukon in late May. The situation isn’t much better in Alaska: the state had to call for over a thousand personnel to assist with fires, including 40 from Canada. Alaska has been dealing with an estimated 266 human-caused fires and 171 lightning-caused ones since the beginning of the season.

W

hitehorse city council is preparing to simplify the bylaws governing the use of snowmobiles within the city.

As things stand, snowmobile riders are covered by two outdated pieces of legislation – one of which dates to 1975 and still refers to the vehicles as “motorized toboggans.”

Those two bylaws – the Protected Area bylaw and the Parks and Recreation Area bylaw – would be rolled into a new set of rules, with council expected to give first and second reading to the draft Parks and Public Open Space bylaw next week.

At Monday evening’s committee meeting, bylaw chief Dave Pruden said the merger would make it simpler for everyone.

“At one point in time if you were operating an ATV, you had to look at the protected areas bylaw, the motorized vehicle act and the ATV bylaw,” he said.

“What we’re trying to accomplish is that people know the rules in each respective bylaw.”

The city conducted an online survey in February during the lead-up to preparing the draft bylaw. Over 160 people responded. Some highlights included that trail users should take more personal responsibility, environ-

Much of the feedback received focused on trail use and motorized activities within the city’s green spaces, according to the administrative report.

Some of the major changes in the Parks and Public Open Space bylaw include clarity and

expansion of the prohibited activities in the parks and public open spaces, and additional rules around trail use.

Examples of activities that are prohibited without prior permission include loitering, erecting signs, setting off remote controlled devices or taking part in a ceremony.

It’s also prohibited to perform

tricks or stunts on trails or any park or public open space.

There are also tighter restrictions for vehicles in parks and public open spaces, as well as clearer enforcement provisions along with steeper fines for violations.

Bylaw officers will also have the power to seize or impound vehicles if an operator fails to

produce valid identification, or if any vehicle has been abandoned.

Offenders of the bylaw can face fines of up to $10,000.

The Active Trails Whitehorse Association also suggested a few more changes to the draft bylaw.

It would like to see snowmobiles denied access to greenbelt areas, open space and non-motorized trails.

“This is very confusing to citizens,” they wrote in a statement, “when they see a sign that says ‘motor vehicles prohibited’ they expect that to be the case, and can become both confused and upset when snowmobiles are seen operating in such areas.”

As it stands, the snowmobile bylaw provides snowmobiles access to travel on roadways to get to the nearest permitted area, which includes green spaces, trails and motorized multiple use trails.

All-terrain vehicles, considered motorized vehicles, are not permitted in these areas under the ATV bylaw.

Another ATWA recommendation is to enforce the prohibition of both ATVs and snowmobiles within city limits when “snow conditions deem such use to be detrimental to our trails.”

The draft Parks and Public Open Space bylaw is scheduled to receive third reading on July 13.

The lots were mostly grouped near the intersection of Casca Boulevard and Keno Way. Johanna Smith, a manager with the territory’s land management branch, said the upshot is there’s a healthy amount of inventory right now for prospective buyers.

The lots will be added to the department’s inventory for sale over the counter on Monday morning, she added.

Tender bids were also available today for a commercial lot, located near the corner of Casca Boulevard and Whistle Bend Way, as well as six multi-family lots.

A witness told police two suspects were running from the store, possibly carrying merchandise. One was last seen running down Jarvis Street towards the 202 Motor Inn, and the other was heading north on Fourth Avenue.

Rifkind questioned whether mining exploration warrants this kind of public financing. “We’re just throwing money at these resource extraction projects, and for what?� he asked.

But Simon Hennig with the Canadian Taxpayers Federation said government funding for infrastructure development that will clearly benefit private companies is simply the cost of attracting business to the territory. “Usually, roads, power lines, we don’t typically qualify as corporate welfare,� he said.

He said there are three major things governments can do to promote economic development. “One of them is to have a competitive tax structure. Another one is to have a reasonable regulatory system. And the last thing they can do is to have the infrastructure in place.�

Are rental costs making it hard for ends to meet?

he Yukon government is working on improving how mines are licensed and regulated, but it’s unclear whether the changes will reduce the risk to taxpayers when mines shutter.

The mine licensing improvement initiative aims to reduce overlap between the Yukon government, water board, and the Yukon Environmental and Socio-economic Assessment Board.

The goal is to ensure these agencies “aren’t wasting time or tripping over each other,” said Bob Holmes, director of the mineral resources branch with the Department of Energy, Mines and Resources.

The initiative will also look at policies governing mine closures and security payments, which are required by the government to pay for clean-up of mine sites if mine companies are unable to complete the reclamation themselves.

Holmes said proposed improvements will reflect “lessons learned” from the Wolverine mine. The mine temporarily closed earlier this year, and its owner, Yukon Zinc, has failed to pay the government $3 million out of the $10 million it owed in securities. If no buyer is found for the mine, that could leave taxpayers on the hook for part of the clean-up.

But there’s no agreement on what those lessons are.

The City of Whitehorse is looking for families to host Japanese students for two weeks this summer as part of its Sister City Exchange Program with Ushiku, Japan.

Twelve students, aged 13 to 18, will be staying in Whitehorse from July 24 to August 3.

This year marks the 30th anniversary of the program, which also sends students from Whitehorse to Ushiku every other year. The Japanese exchange students will get to participate in a number of activities with teens in their host families, including camping, canoeing, and hiking.

“It’s a cultural sharing. Think of it like a cultural experience in your own town,” said Lindsay Agar, an event coordinator with the city.

He also said mining companies should have to pay more in security bonds overall. He estimated that Yukon Zinc should have paid closer to $20 million in securities to fully cover the cost of reclamation.

“We have to ask for decent security bonding up front,” he said. “There’s a realization that the money being held now isn’t nearly enough. Money doesn’t solve all problems, but it solves a lot of problems.”

But Holmes said that idea is not currently being considered under the mine licensing improvement initiative.

“That’s not really a normal approach in Canada,” he said. Mine

closure plans are reviewed every two years in the Yukon, and security payments are recalculated at the same time. Holmes said it would be difficult to know how much a company should pay up front, because the size and reclamation cost of mines are constantly changing.

He added that asking companies to pay security bonds at the outset would discourage them from reclaiming the mine gradually throughout its life.

Demanding securities up front could also prevent some mining projects from going ahead, according to Samson Hartland, executive director of the Yukon Chamber of Mines.

“It adds to the bottom line,” he said. “It will make projects more expensive – therefore, potentially making a number of projects un-

Peters went to Japan last year, where she visited local schools and helped with English classes.

“I think it’s a good thing because you get to go and learn about a different culture,” she said. “We got to see firsthand how it was, and I think that gives good perspective.”

Her family will be hosting two students again this year.

The city will cover the cost of weekday activities and transportation during the exchange. Host families are expected to provide meals and accommodation.

City prepares new taxi bylaw City council will soon debate the merits of an updated taxi bylaw, one that would require all companies to have security cameras and an electronic payment system in its vehicles by next year.

The final version of the Vehicle for Hire bylaw was presented to council this week, and will start the bylaw process next Monday.

Last updated in 2011, the new version of the bylaw would also require companies to have at least one accessible vehicle available for hire at all times.

Still, other jurisdictions do have stricter rules about security payments. In Montana, mines that fail to make a security payment on time are forced to halt operations until the money is paid.

Yukon Zinc failed to make security payments in October and January, but the Yukon government only charged the company with failing to make payments at the end of March.

In B.C., there is a move to develop a better contingency plan for mine clean-ups. An organization representing B.C. First Nations recently called for the creation of a provincial “super fund” that all mining companies should pay into. The fund would be worth more than $200 million, and would cover the cost of disasters like last year’s tailings dam collapse at Mount Polley.

A similar fund currently exists under the U.S. Environmental Protection Agency to pay for the clean-up of abandoned mines.

Holmes said this is a learning process for the Yukon government. The territory only took over responsibility for mining projects after devolution in 2003, and Wolverine mine is the first case where Yukoners could be on the hook for clean-up.

“We are the ones who are responsible now,” he said. “We have to get it right. We’re learning.”

Holmes said the mine licensing improvement initiative will be ready for consultation this fall.

As it stands, a person can obtain a taxi permit despite having been convicted of three crimes in the past five years.

Council also has the option to stay with the current bylaw, or to direct administration to do more work on it.

Yukon’s mining industry has come a long way since the gold rush

he downward trend in global mineral pricing has been the main cause of recent mine closures and suspension of activities in Yukon. This has led to recent discussions on security bonding, which is the money collected

by Yukon government through both the water license and quartz mining licence, and is intended to cover the costs of cleanup for a mine.

When a proponent applies for a mine licence, they develop and submit a detailed reclamation and closure plan before a shovel ever hits the ground. This ensures that the public is never at risk of having to pay for the cost of remediating a site.

The closure plan is also reviewed and updated every two years to review any changes that may have occurred at the mine since initial environmental assessment and permit issuance.

In this way, the amount of security collected by Yukon government from the miner is adequate to cover the entire environmental liability.

The money collected is essentially an insurance fund, held in case a proponent does not honour the closure plan as filed with the Yukon government. A proponent is responsible for the complete life of a project including closure and remediation, and when remediation occurs as outlined under their closure plan, the government returns the security to the proponent as stages of the work are completed.

The total amount being held today by Yukon government is $76,198,887.50 for 11 projects throughout Yukon, with the lion’s share being held for Capstone’s Minto mine at $53,627,572.

We’ve come a long way to get to the modern permitting and regulatory regimes we have today, as the posting of security for mine cleanups did not exist from the time of the Klondike Gold Rush. More recently, the responsibility for mining in Yukon has improved through devolution.

Historic liabilities that existed prior to devolution are referred to as Type II mine sites, some of which have been purchased (along with their environmental cleanup liabilities) by mining companies from the federal government. This

includes projects such Alexco Resources for United Keno Hill, Golden Predator for Brewery Creek, Capstone for Minto, and Ketza River. In the case of Ketza River Mine, this historic liability was returned to the Canadian government with $3,885,021 collected to date for security.

Since devolution, Yukon government has undertaken the initiative of collecting security on new projects, and a great example of a modern project under the new regime is the Sa Dena Hes site, in Ross River traditional territory. A proponent acquired the property during depressed metal prices, which kept the mine in temporary closure. In 2013, there was a security review with the proponent and an updated closure plan was agreed to with $25 million having been collected to date by Yukon government for security.

As each season comes to an end, the company will walk through with the Yukon government and the affected Yukon First Nation governments to review the closure plan and determine the security work completed and what amount of funds is to be returned to the proponent, if any.

As we all know, the Wolverine mine in Yukon has been a popular topic in the news lately.

In this case, the proponent was on a payment schedule with Yukon government for security and ended up shuttering prior to honouring its obligations. Upwards of $7 million was collected on a remediation which would cost $10 million in today’s dollars.

The silver lining is that there are multiple proponents who are interested in the property

and its assets, and whoever ends up inheriting the site would also inherit the associated liabilities. In other words, whoever is next in line will inherit the security obligations, not the Yukon taxpayer.

The Yukon government is currently undertaking a mine licensing improvement initiative, which part of its work is to better coordinate the security collected between the Yukon Water Board and Yukon government.

Modern resource development has come a long way since the days of the Klondike Gold Rush, and more recently, devolution. Mining companies conduct extensive research in partnership with organizations such as with Yukon College’s Centre for Northern Innovation in Mining, the Yukon Research Centre and the National Research Council. Research has led and continues to lead to the ability to remediate sites to levels that were not imagined even 20 years ago.

The Government of Canada, Yukon First Nations, and Yukon government have developed modern and robust permitting and regulatory regimes, which reflect the most modern scientific reclamation techniques, combined with monitoring and security bonding, to ensure that the land that is developed respects the environment and returns the land as close as possible to its original condition. Yukoners expect and deserve nothing less.

LETTERS Whitehorse rescuers need a new offroad vehicle Open letter to the Yukon fire marshal’s office: I am writing about an incident which occurred on Saturday, June 13. My ex-husband, his new partner and my daughter were involved in an unfortunate motorcycling accident heading out along the trail to Cantley Lake (off of Grey Mountain Road). Specifically, my ex-husband had a wipe-out and required emergency assistance.

Both the ambulance and the fire crew came to assist. All of them were not only very professional, but also very personable in their efforts to help. As a Yukoner for over 40 years, I was not at

all surprised by this and rather incredibly proud of such a wonderful response.

However, I want to express my serious concern in regards to the rescue equipment which the crew had to use. Specifically, it was a red “quad� vehicle which they used to strap my exhusband onto in order to get him out of the bush.

The idea was great. However, this quad-type vehicle is dated, lacked the necessary power, and in my humble opinion was rendered almost useless in this scenario given that people actually had to push the vehicle up hills in order to get out of the bush.

The vehicle, left under its own power, would never had made the hill and quite possibly could have become a hazard if there were not enough

people behind it to push it up the hill. Otherwise, this rescue vehicle could have ended up rolling backwards down the hill, or potentially flopped on its side, with the injured individual strapped onto a board on this vehicle. He would have had no way to save himself at that point.

I again want to reiterate that the ambulance and fire crews which attended were awesome.

I am writing to bring your attention to what I believe to be a priority need for a new rescue machine in Yukon for the fire crews to be able to use in future rescue scenarios.

Our laws are finally catching up to the condo boom

hile we prefer to think of the Yukon as a rugged frontier place, a big city concept has exploded here in Whitehorse over the past couple decades: condominium living.

Each new condo in the Yukon is given a number issued sequentially based on when it is built, so it is easy to know how many there are. In 1996 there were fewer than 40. Today new condo developments are numbered well into the 200s.

It has been a painful period of growth. Developers, buyers, regulators, lawyers and bankers have had to deal with an antiquated piece of legislation with significant gaps and ambiguities.

Several disputes have ended up in court.

Now, a new Condominium Act has been passed by the Yukon legislature with little fanfare and received assent on May 26. It will come into force at a date to be set by cabinet. The new act was the product of several years of consultation with various stake-

holders.

Before we get any further, it’s important to define a few terms.

A typical condominium project is divided into two or more “units” – which are owned by individuals and are where people actually live – and the so called “common elements” – which are parts of the property shared by all of the owners. To use an apartment-style building as an example, your “unit” would be your apartment and the “common elements” would be the hallways, elevators, laundry facility, gyms, etc.

A condominium “plan” is a survey showing the lines between the various units and the common property. The “declaration” and “bylaws” are legal documents setting out all the rights and responsibilities that unit owners and the board of the condominium have.

Contrary to popular belief, condominiums are not just apartment-style buildings and row houses. At their core, condominiums are simply a system for shared living, and dividing up the expenses of maintaining the common elements. They can be used in a variety of situations.

There are mobile home condominiums and condominiums with a number of detached homes (usually similar in appearance) often surrounded on the outer perimeter by a common fence.

In Copper Ridge and Granger you will find duplexes that are technically “condominiums.”

The owners don’t pay any condo fees and wouldn’t even realize that they live in a condominium if it weren’t for the fact that they split the cost of insurance for the building.

Many of the changes in the new Condominium Act are dry and arcane. They settle long-running debates that interest no one except for lawyers and government bureaucrats, like who pays for insurance on a stand-alone unit (a surprisingly complicated question under the old legislation).

But a few have more tangible implications, particularly for purchasers of new developments.

Most importantly, in my view, are the requirements that the new act imposes on developers. A point of frustration for buyers in the past has been the bold promises made by developers that they have failed to live up to – particularly regarding the completion of the common elements and the final look of a phased development. The problem being that when these details aren’t actually written down into an agreement they are more difficult to hold the developer to account.

The new act imposes a number of new requirements on developers that force them to either scale back their promises or plan

on living up to them. When the new legislation comes into force, developers will owe new buyers a “duty of fair dealing with respect to the entering into, performance and enforcement of the (purchase) agreement.”

In cases where the development is not complete at the time the buyer takes ownership of their unit – a very common situation – the new legislation requires that the agreement contain a number of details that until now were an afterthought, like paving and landscaping.

The completion of the “common elements” has been a common problem, and the new legislation finally requires that developers provide buyers with some legally binding guarantees.

The new legislation also establishes some badly needed guidelines for “reserves” – money set aside to handle future expenses like new roofs and heating systems.

Some details of the new regime aren’t yet known as they will be contained in the regulations.

The issue of so called “phased developments” – larger projects built in phases where you can’t say with absolute certainty what the final product will be until later – will be in the regulations.

Hopefully cabinet keeps the reasonable expectations of buyers in earlier phases in mind by not allowing developers too much leeway to change the overall con-

cept of the project in subsequent phases.

The new Condominium Act is not a panacea and the principle of buyer beware is always important when purchasing real estate.

For most people buying a home is usually the biggest purchase they’ve ever made and it is an important one to get right. Buying a condominium adds another layer of complexity to your purchase.

Condominium living often provides a number of amenities and conveniences that don’t exist with traditional home ownership.

It can be an excellent alternative for those who are uninterested in things like yard maintenance, and snow removal.

But there is a trade-off involved. Living in a condominium means living in a community, and communities typically have rules. It is important to know these rules and obligations before signing on to make sure you can live with them. That won’t change in the new legislation.

But at least the new act will bring some certainty and protection for new purchasers against developers selling big dreams.

Now if only the legislature would turn its mind to introducing mandatory new home warranties – a subject I wrote on back in the fall – we would be getting somewhere.

Instead, the bill now requires each party to designate a person or entity to approve nominations, leaving the possibility that the leader will continue to call the shots.

He also agreed to subject all elements of the bill to a vote by each party’s caucus after each election.

They could choose to adopt the rules, modify them, or go with the status quo.

Chong said the bill would not have passed either the Commons or the Senate without the changes, some of which he insisted actually strengthened the legislation.

“It demonstrates that multi-party support can be built to reform Parliament,” he said.

But while Chong was celebrating, a fellow Conservative backbencher, Russ Hiebert, was expressing outrage that his own private member’s bill appears doomed in the Senate.

Hiebert sent an email to his caucus colleagues, obtained by The Canadian Press, in which he said he’s learned that Conservative senators have decided to adjourn the Senate on Tuesday without voting on his bill.

“This is outrageous!,” Hiebert wrote. “To walk away now is inexcusable.”

Hiebert’s bill would require labour unions to publicly disclose how they spend their money. The bill, which has been widely denounced as unconstitutional, has been stalled for days during third reading debate as Liberal senators attempt to run out the clock.

Klondike sows seeds for new farm Yaelle Gang Special to the News

T

he Tr’ondek Hwech’in have taken up the challenge of growing fresh produce in the Klondike.

The First Nation recently started its Teaching and Working Farm, with two aims: grow year-round sustainable food for the community and serve as an education and research site for northern agriculture.

Located 15 kilometres outside of Dawson City on the North Klondike Highway, farmhands recently planted the first seeds to grow potatoes, carrots, beets, onions, lettuce and edible flowers.

Dexter MacRae, the First Nation’s director of human resources, education and training, says it is difficult to access fresh produce in the Klondike for a variety of reasons: road conditions and weather present challenges in the winter, while tourism and mining brings an influx of people in the summer, leaving empty produce shelves between delivery dates.

MacRae says that the new teaching farm will improve access to fresh produce. “The fact that there will be more produce picked and sold right in the Klondike for Klondikers is absolutely the best way to obtain fresh food,” he says.

The Teaching and Working Farm is a partnership between the First Nation and Yukon College. Christopher Hawkins, the college’s vice-president of research and community engagement, agrees that the new farm will play an important role in improving food security in the Klondike.

“Even in Whitehorse, which is a little closer to where products come from in the winter time, often if you buy something today, it’s starting to rot tomorrow,” Hawkins says. “It’s no different in Dawson. So it will be a higher quality of food available to the community.”

It’s too early to say how well the farm’s crops will fare. But the plan is to sell enough produce to make the farm self-sustaining.

MacRae says they are still deciding how the products will be sold. They may end up selling the produce at local stores, at the farmer’s market or directly from the farm.

It’s also too early to say how much residents will have to pay for the food, says MacRae. While transportation costs won’t be high, the farm still needs to cover high costs of labour, electricity for greenhouses and shipping fees for supplies.

The initial crop consists largely of root vegetables that do not perish easily. However, MacRae says that the intention is for the farm to produce more perishable foods in future seasons, such as tomatoes and cucumbers. He also says that in the coming years

MacRae says that the “sky’s the limit” when looking down the road.

In addition to increasing the availability of fresh food in the Klondike, the Teaching and Working Farm aims to create important employment and skills development opportunities for

residents.

The farm has been given the Han name, Nan kak nizhi’ tr’enohshe gha etr’ehoh’ay. This means: “On the land we learn to grow our food.”

There are five First Nation citizens working this summer as hired farmhands. And Hawkins says that Yukon College will be beginning a pilot project to train students in farming and will conduct research on the farm.

The farm presents an oppor-

tunity to test out new technology, such as the Agridome. Developed by the cold climate innovation branch of the Yukon Research Centre, it’s a dome-shaped greenhouse that’s lined with lightreflecting material to help grow crops in cold climates. Plants are grown vertically and are sprayed for nutrition instead of requiring soil.

It is envisioned that research done on the Teaching and Working Farm will benefit other

northern communities that want to pursue agriculture.

MacRae says that because only about two per cent of the food consumed in the Yukon is produced here, there is room for new farmers to enter the scene without taking business away from those currently operating.

“We see ourselves working in harmony as just another farmer,” he says.

Beaufort Sea acidifying fastest in the world, new study says Bob Weber Canadian Press

R

esearch suggests Canada’s Beaufort Sea is becoming acidic more quickly than any other ocean in the world, offering a window into what a major side effect of climate change will do to waters around the globe. “As goes the Arctic, so go the rest of the oceans,� said Jeremy Mathis of the U.S.-based National Oceanic and Atmospheric Administration, lead author of the new paper published in the journal Oceanography.

In about 10 years, he predicts the Arctic waters off the Northwest Territories will be more acidic for most of the year than they have ever been before. The consequences for sea life are unknown, although organisms that have shells are likely to have trouble.

Ocean acidification happens when an overabundance of carbon dioxide in the atmosphere leads to too much of the gas being dissolved into sea water.

Scientists have concluded that oceans around the globe are already an average of 30 per cent more acidic than they were 200 years ago. Acidification is happening fastest in the North because Arctic seas are already low in the chemicals that buffer against the process and because they are increasingly exposed to the atmosphere as sea ice retreats.

Mathis and his colleagues set out to discover how quickly the

process is happening.

First, the team took a series of water samples in 2011 and 2012 from the Chukchi Sea between Russia and Alaska to the western edge of the Canadian High Arctic islands. They then compared that data to what mathematical models predicted they should be.

With the exception of areas just off the mouths of the Mackenzie and Yukon Rivers, Mathis said the models proved accurate.

They then plugged that data into the model to predict how the acidification would unfold.

Their calculations suggest that

by 2025, the acidity of the Beaufort Sea will be outside its normal range for most of the year. By 2054, the Beaufort’s acidity will average permanently higher than even the highest current level.

That’s sooner than either the Chukchi Sea or the Bering Sea. Although detailed research hasn’t been done, studies of the Barents Sea north of Norway and Russia suggest acidification is happening more slowly there as well. “(That) puts the Beaufort at the forefront of how quickly the environment is changing,� Mathis said. “The Beaufort Sea is experiencing

How that will affect the plants and animals that live in those waters is still unknown. While the Beaufort doesn’t support a commercial fishery, the Bering Sea is the source of 10 per cent of the world’s fish harvest.

Mathis. “The Arctic is providing us with this great proxy for the rest of the global ocean because it is changing faster and we can measure that change over shorter time periods.

Canadian author to host workshop on writing about death and dying

hat is it like to die?

Nobody really knows – not even Eve Joseph, who worked as a counsellor with patients in palliative care for decades and wrote a book about her experiences.

The Canadian author and award-winning poet is coming to Whitehorse on Thursday to read from her book, In the Slender Margin, featured in the Globe & Mail top 100 books of the year, and host a workshop on writing about death.

“I guess what I learned is how much I don’t know,” Joseph said in an interview.

“When you’re around the dying, you’re at the heart of mystery and a kind of grace.”

As a counsellor, Joseph was available for patients to talk about anything they wanted to talk about.

On one occasion, Joseph recalls being asked by a nurse to see a patient who wanted to know what it was like to die.

“So I told him you would come and tell him,” the nurse told Joseph.

“Oh great! I have don’t a clue what to say,” Joseph thought at the

time.

When she entered the room, the patient was half-asleep, with a glass of scotch beside him.

“So you’re going to tell me what’s it’s like to die?” he asked.

“No, I don’t know, you have to tell me,” Joseph replied.

For the following two hours, he talked.

As a religious person, he was afraid he hadn’t been as good a man as he wanted to be in his life and that he was going to be judged for that.

That’s exactly what Joseph liked about her job: it was never the same, and there were no pretenses.

“There is nothing superficial, it’s authentic and rewarding,” she said.

Her time was split between the Victoria Hospice and in communities, accompanying people who wanted to die at home.

Despite the true passion she had for her work, it took its toll on her personal life.

“At the end of the work I was sadder than I was now,” she said.

“I had accumulated sadness.”

The fact she was able to work for 20 years in that field is also due to the fact she had found a community in which she could talk about death.

Her husband at the time was of First Nation descent, which brought her close to a culture that

deals with dying more openly.

“What really helped me do that work and stay in that job for so long was being involved in a culture that had a language and a belief about what death was,” she said.

It’s something our Western society lacks today.

“As we become a more secular society, we no longer have those things,” she said.

Advances in medicine also contributed to that culture change.

“Now that medicine can keep people alive for longer, people go to hospital to die,” she said.

Elders are sent to retirement homes, instead of staying with the family.

“We’ve lost what held us together and what allowed us to look after our people as they were dying,” she said.

Case in point, the last person people usually encounter are strangers: nurses, doctors and home retirement staff.

Joseph decided to write about her experience after a conversation she had with the late Canadian poet P.K. Page.

“Metaphor is the language of poetry, (but) it’s also the language of dying,” Joseph told her at the time.

“Did you write about it?” asked Page. The question prompted

Joseph to write her book.

Even as people get closer to death, metaphors are still used to talk about it, said Joseph, citing people she accompanied.

“Nobody said to me ‘I’m gonna die right now’,” she said.

She recalls being with a dying man, lying in his bed. He told her a taxi had pulled up at his house. It had the wrong address, but he was going anyway.

“He wasn’t making that up, that was the world he was in,” she said.

Surprisingly, it wasn’t through poetry that Joseph was best able to convey her experience.

“One of the real risks of writing about death in poetry is sentimentality,” she said.

“The challenge is taking something that is memory and making it art.”

Through her reading and workshop, Joseph wants to explore loss with the participants.

“I’m not there to supply answers, I’m there to explore with people,” she said.

Joseph has had to deal with her own loss – her brother died in a car accident when she was 11.

She doesn’t have a lot of memories of him, but she does remember how tremendously difficult it was for her mother.

“It was so difficult (that) death came in and settled in,” she said.

His story is the backbone of the book, and after the book hit the stands, something truly amazing happened: she rediscovered her brother.

“It was crazy, people I didn’t know came and talked about him,” she said.

“So many pieces of him came back to be,” she said, citing how she found the thesis he had written while he was studying at the university.

Her brother’s death led her to working in palliative care, indirectly.

“It wasn’t until I got to hospice that I realized my brother had led me there,” she said.

Now Joseph works for a Victoria trauma hospital as a social worker, on top of her writing.

The workshop will be the occasion for her to reconnect with Whitehorse – she worked for a summer when she was 19, shifting between the daycare and the Edgewater pub.

The workshop will take place on June 25 at Hospice Yukon, at 409 Jarvis Street. The workshop starts at 5 p.m. and the reading at 7:30 p.m. Registration is required for the workshop. For more information, go to facebook.com/hospice.yukon.

MANNERS DEAR MISS MANNERS: A few weeks ago, a friend of mine died.

She had been ill a long time and her passing was expected. Her children were at the funeral, of course, along with several cousins from out of town.

About a week after the funeral I looked at the Facebook pages of these individuals, hoping to see some mention of my friend and perhaps some kind words about her.

I was surprised to see that the cousins referred to their visit to our

city as “my vacation,� with no reference to the funeral. They posted pictures showing themselves having a fine time clubbing, dancing and generally enjoying themselves.

My friend’s children were shown with them, also enjoying themselves. I was taken aback by this. I hope my kids have the time of their lives, but not the same week as my funeral. What do you think?

GENTLE READER: This is the problem, Miss Manners finds, with posting pictures of one’s social life for all to see. You can be caught doing so many unbecoming things that may (or may not) be taken out of context.

Mourning behavior comes in different forms and in different time frames. That your friend’s children were not constantly somber during the week after her death is human nature. That they were caught looking that way is the nature of social media.

DEAR MISS MANNERS: Our son got married two years ago.

He is coming home in July for a few days. I want to give them a wedding reception for our friends and family to get to know what a wonderful person his wife is, and to see their 8-month-old twin boys. What would I call this kind of gathering?

HAINES, ALASKA hree solo cyclists arrived at the Canada-U.S. border together, had their passports inspected by guards and headed out to complete the final two legs of the race.

A headwind was starting to pick up and the three worked together to push through into the final kilometres before the finish.

Then it was no longer a team effort. It was a free-for-all, and only one would claim victory.

Whitehorse’s Joel Macht won a sprint to the finish to place first overall at the 23rd annual Kluane Chilkat International Bike Relay on Saturday.

“It was good to have these guys to ride with – it made all the difference,” said Macht.

“I feel surprisingly good,” he added. “I don’t think it could have gone any better. I felt good the whole way, had great support.

These guys were going the right speed for me.”

Macht completed the 238-kilometre race from Haines Junction to Haines, Alaska, in seven hours, five minutes and eight seconds to claim the top spot in the solo men’s division and the coveted overall title.

Whitehorse’s David Gonda crossed the line just behind Macht at 7:05:17, and just ahead of Fairbanks’ Tyson Flaharty in third at 7:05:22.

“I tried to take that bottom corner with a lot of speed and carry it up the hill but I just didn’t have the power left in the legs and Joel came around,” said Gonda. “So congrats to him because he rode a smart race.”

Saturday was Macht’s 10th Kluane Chilkat and his first time winning a division. It was also his second attempt at the solo division. Last time he tried it solo, he didn’t just blow up on Leg 7, he “totally exploded.”

“It takes time to get it right – it took 10 years,” said Macht, a two-time Whitehorse Triathlon winner. “The last time I did this I had a horrendous experience. I hit the wall hard because I didn’t eat enough. But today I made sure I ate enough.

“This is my crowning athletic achievement, it’s all downhill from here,” added the 37-yearold. “As a father of four, this is the pinnacle.”

Gonda was trying the solo for his first time. The 27-year-old won the overall title on a twoman team with Jonah Clark in 2013.

“I really enjoyed it,” said Gonda. “We kept the pace steady, the group got whittled down and there was just three of us coming across the border.”

Flaharty did the race as a solo in more ways than one. He rode the full distance without a support crew to hand him snacks and water bottles. He made

“It was fun. It was a good, hard race,” said Flaharty. “I wasn’t sure how my nutrition was going to work out because I didn’t have anybody to hand up to me. So I planned on the two drop-spots and was able to make those work pretty well.”

Macht wasn’t the only division winner from Whitehorse on Saturday – far from it.

Whitehorse cyclists won 10 out of the race’s 11 divisions (not counting two recreational classes, which were also topped

by Whitehorse teams.)

It marks the most divisions won by Whitehorse cyclists in at least a decade – perhaps ever.

(Online race records are a little patchy.)

Whitehorse cyclists also pocketed 26 of 33 podium spots.

The one division that got away

was in the solo women’s division, which saw a three-peat this year.

Haines, Alaska’s Jennifer Walsh made it three in a row, winning it a third straight year with a time of 8:22:24. Two cyclists from Gibsons, B.C. placed second and third while the top Yukoner finisher in the division was Whitehorse’s Erica Van Vlack in fifth at 9:40:27.

A home-course advantage really helps out after the summit, said Walsh.

“That makes all the difference in the world,” said Walsh, 36, who set the solo women’s record of 6:58:11 in 2013. “I ride that stretch of highway all the time …

I’ve gotten home from the border in every condition. So you just know you can make it.

“I’m happy it’s done and I’m glad I did it.”

Whitehorse’s Aaron Foos and Craig Machtans had lonely rides in the race. Despite getting

dropped by packs, the two managed to pull off a first place finish in the two-person men’s division at 7:27:36.

“I came unhitched from the leaders at the top of Million Dollar Falls … Then I was stuck by myself in no-man’s-land,” said Foos. “I rode from Million Dollar Falls all the way by myself to the end of the first half.

“Then Craig rode all the way from Three Guardsmen (on Leg 6) – 90 kilometres – by himself. So we had a long, lonely ride.”

Whitehorse brothers Stephen and Marcus Waterreus rode to second at 7:41:33, about 12 minutes ahead of Whitehorse’s Jody Schick and Chris Milner in third.

Whitehorse’s Linda Hamilton and Catherine Fussell took top honours in the two-person women’s division with a time of 8:40:53.

came second and Whitehorse’s Sue Johnson and Mandy McClung (8:52:42) third.

Whitehorse partners Simon Lapointe and Aisha Montgomery notched a win in two-person mixed. It was the first time the two teamed up to race the event, crossing the finish at 7:41:35.

“Simon set me up pretty well.

He worked pretty hard the first half, so I just had to keep the pace that he – well, I didn’t even keep the pace he set – at least keep some semblance of the pace he set,” said Montgomery.

“I think he wore out some of the solo guys. I attached myself to one solo guy and basically wouldn’t let him out of my sight … I was starting to lose my solo guy and then a pack caught up to us and it was just perfect.”

Montgomery was on the winning four-person women’s team in 2012 and 2013, but it was the first division win for Lapointe, who referred to his wife as his “secret weapon.”

Whitehorse’s Jillian Chown and John Berryman (7:43:33) took second ahead of Juneau’s Michael Schuler and Jennifer Watson (7:58:41).

Lapointe and Montgomery took the mixed-two division title, but technically they weren’t the first to the finish line.

Whitehorse’s Sean McCarron and wife Michelle Rigoni came in at 7:40:38, but were put into a recreation division since McCarron did five legs and Rigoni three.

“I flatted at the bottom of Million Dollar Falls and it took me a while to change that tire … I forgot my tire irons,” said McCarron. “So I’m trying to do it with my hands and finally a car pulled over and helped me out. Another rider did too, which was great.

“But it was great: I had people to ride with the whole afternoon.”

Four Whitehorse riders nailed it with their team name: Young, Skinny And Ahead Of You. Marcus Deuling, Hudson Lucier, Ruth Hanthorn, Caelan McLean took first in the four-person mixed division with a time of 7:53:26.

The four are slim, under 19, and were indeed ahead of everyone else in their division.

“We didn’t come out thinking we were going to win,” said Lucier. “When we first signed up it was kind of for fun, but it was nice.”

A team from Haines took second and an Anchorage team third.

It was third time’s the charm for Doug Terry, Robert McConnell, Peter Sandiford and Dan Reimer.

In their third year racing together, the Whitehorse team won the four-person men’s division for their first time at 7:21:07.

Not only did McConnell ride hard on his four-man team, he then rode on the seventh place two-person mixed team.

“Rob did (Legs) 3, 4, and he’s doing the second half on another team. So he’s doing a total of six legs!” said Reimer.

Whitehorse teams also took second and third. Michael Abbott’s team rode in at 7:26:56 for second and David Greer’s at 7:27:13 for third.

Whitehorse monopolized the podium in the four-person women’s division.

Julie McVicar, Kendra Murray, Sarah Murray and Vesta Mather took first at 8:24:00, beating Samantha Salter’s team in second at 8:24:33 and Deb Higgins’ in third at 8:41:49.

Whitehorse’s Elizabeth Reid, Don Roberts, Brad Avery, Joy Vall, Kathleen Avery and Rob Rees teamed up to win the eight-person mixed division.

Queens, FOD win volleyball titles at open Tom Patrick News Reporter

T

he inaugural Volleyball Yukon Open was a tale of two very different champion teams.

The Queens won the women’s division to close out an undefeated season while FOD, who finished last in the league, pulled it together to top the men’s division on Saturday at F.H. Collins Secondary.

“We went undefeated all year,” said Queens captain Heather Julsrud.

“I think part of it was the fact that we always showed up. And positivity: our team, no matter what we were down, we always kept battling and fighting back and never lost. It was awesome.

“We bonded. We were a fun team.”

The Queens went 20-0 in Volleyball Yukon’s adult sprint league. They then won nine more over the weekend to take first in the open without dropping a set.

The Queens defeating Team 3 by the score of 25-15, 25-17 in the final.

Team 3, which was supplemented with some Team 2 players in the final, placed second in the spring league as well.

“We’re trying to get people aware that there is a decent Yukon adult league,” said Julsrud.

Team FOD went 9-20 in the spring league to place fourth out of four teams but found their groove over the weekend.

They took first with a straight-set win over Bumpin’ Uglies.

“When we sat down to do a draft at the start of the season, I was surprised that some of the players I was drafting hadn’t been drafted by other teams,” said FOD captain Nathan Bingham.

“The challenge for us was we were also the youngest team … I was wondering where it was going to go. If everyone plays like they are supposed to, no one can touch this team. By the end of the season everyone was playing well, like I thought they would.”

FOD’s acronymic name stands for Friends of D’Arcy, to honour D’Arcy Hill, the executive director of Volleyball Yukon.

“D’Arcy is the guy who has just come in, he’s been coaching a lot of teams lately, has taken over as executive director for Volleyball Yukon and

A total of eight teams – five men’s and three women’s – competed in the open.

Up next for Volleyball Yukon is the Canada Day Co-ed Fours Volleyball Tournament on July 1 at Shipyards Park in Whitehorse.

This includes the summer fundraisers that have been announced or will be announced soon. This also includes fundraisers during the annual festival including event ticket sales, merchandise sales, etc.

Volunteers are being sought out to assist by providing volunteer labour to work set shifts at these fundraisers which can include: •

Selling raffle tickets at locations around Whitehorse (days, evenings, weekends)

Working specific summer event functions on weekends surrounding silent auctions, registrations, merchandise sales, and general assistance

•

Working together towards a hefty fundraising goal to see the overall society prosper

The AYC Executive Director (AYC ED) reports to the AYC President and through the President to the Executive, the Board of Directors and the general membership. In this role the AYC ED builds and acts on the Association’s policies and resolutions, directs and supervises staff members, and is accountable for the Associations overall budget.

The successful candidate will clearly demonstrate the following: t A post secondary degree and experience in municipal administration and financial management and/or equivalent experience; t In depth knowledge of municipal, territorial and federal government structures and jurisdictional relationships; t The ability to effectively communicate with member communities, various government departments and agencies, the Federation of Canadian Municipalities (FCM), other organizations, and the general public, both orally and in writing; t The ability to conduct research/analysis and prepare written briefs and reports; t The ability to interpret and analyze the impacts of current or future legislation, policies, and regulations: and t Strong organizational and interpersonal skills, tact and diplomacy, sensitivity to political environments and the ability to deal confidentially on a broad range of issues; and t Prior experience with boards, advocacy, and non-governmental organizations would be an asset.

Skills needed: should be able to work with others and assist the general public with their queries; Organized; Willingness to give their time for the good of the community Time commitment: Looking for volunteers that can give anywhere between 10 and 100+ hours between July 1, 2015 and March 31, 2016 Incentive for the volunteer: Hours are tracked and the benefits of volunteering increase by the number of hours served.

Knowing that you are working towards making Yukon a better place and you are assisting YSR to achieve its fundraising goals.

The position involves frequent travel to Yukon communities and outside Yukon.

DESIGN-BUILD REQUEST FOR PROPOSAL CONVERSION OF EXISTING SINGLE FAMILY UNITS INTO MULTI-FAMILY DWELLING, WATSON LAKE

Yukon College is inviting proposals for two indigenous art pieces to be cut out of aluminum panels and inserted into the Bus Shelter at Ayamdigut Campus, Whitehorse.

Submissions must be clearly marked with the above project title. The closing date for submissions is July 10, 2015. Please refer to the procurement documents for the closing time and location.

The project includes the design of four pieces - two will be selected for purchase by the College, and subsequent placement into the Bus Shelter.

Project Description: The Yukon Beringia Interpretive Centre will undertake an exhibit update for its Great Hall exhibit cases and display panels. The project will include the research, writing, design and installation of new exhibits and interpretive content for the West wall of the Great Hall. The project will also include removal of existing exhibit cases/temporary walls and replacement with new, more suitable alternatives.
