Local organization supporting veterans living with PTSD Riders & Cruisers of Alberta raises funds for at-risk and homeless veterans Rhodes to which he said, “It was clear right away her passions were aligned with mine.”

Together they became the cofounders of Riders & Cruisers of Alberta and they began raising funds for homeless and at-risk veterans.

Over the last three years Riders & Cruisers has raised over $31,000 in funds through a yearly Canada Day Show and Shine held at Parkland Mall.

The inaugural year saw a $10,000 donation to The Madison Building, the following year $12,000 went towards the Calgary Poppy Fund and Veteran’s Food Bank, with the last two years saw funds go towards Can Praxis – an organization helping veterans with PTSD as well as their spouses to recover and regain their family relationships through the use of equine-assisted therapy based out of Torrington.

“They (Can Praxis) are working with veterans who are most at risk of winding up on the streets,” explained Rhodes. “One of the alumni of Can Praxis I met said it saved his marriage – but I know for a fact it saved his life.”

On hand at the 2015 Riders & Cruisers of Alberta event on Canada Day were both founders of Can Praxis Steve Critchley and Jim Marland.

Critchley, a 28-year veteran of the Canadian Armed Forces and mediator, along with Marland, a registered psychologist and equine-assisted learning facilitator were the perfect fit to form Can Praxis and since starting the program they have helped over 100 veterans and their families with 100% of the veterans finding it useful.

“A horse is an animal of prey, that means it has to be on the lookout all the time for any sort of threat – people with PTSD or as they are also called operational stress injuries are very similar in the way they are always looking for threats,” explained Marland.

“The horses are hyper vigilant so if the veteran or the spouse is upset, angry, or aggressive the horse will sense it very quickly and pick up on their tensions and anxieties.

or those living with Post Traumatic Stress Disorder (PTSD) everyday can be a battle. For the veterans of the Canadian Armed Forces living with PTSD everyday is all too often a reminder of the battles they were once a part of.

The aftermath of multiple military tours often sees veterans returning home feeling on edge, emotionally numb and sometimes with explosive anger and frequent panic attacks alongside flashbacks and nightmares when the sun falls.

Occasionally these symptoms go undiagnosed and veterans returning home may fall through the cracks of the health care system and fail to receive the help they need. This slippery slope has led to homelessness, drug and alcohol abuse and even suicide if left untreated.

The adversity facing veterans when they return to home soil often goes unnoticed with many Canadians often assuming the government is taking care of them.

However, this isn’t always the case as one local man found out.

It was October of 2011 when Glenn Rhodes saw a CTV special on a veteran who had lived on the streets of Calgary for seven years and was then placed in a federal pilot project program called The Madison Building, which aims to eradicate homelessness with Canadian military veterans.

“As a taxpayer and as a Canadian I assumed our veterans were being looked after and I couldn’t help but wonder why they were on the streets in the first place,” said Rhodes. “It really moved me and I felt I needed to do more for our veterans – I didn’t know what it was I wanted to do but I knew I wanted to do something.

“Sure we have Remembrance Day and we will never forget the ultimate sacrifices made during the First and Second World Wars – but at home right here and now there are veterans who need our help.”

their ability to reconnect and communicate once again because when you put PTSD into a family, two other ‘people’ show up – crisis and conflict.”

Also in attendance at the event in Red Deer on Canada Day was Canadian Armed Forces veteran Bryce Hooper, who along with girlfriend Ava Boleska graduated from Can Praxis earlier this year.

Hooper, who was diagnosed with PTSD in November of 2009 following 11 years, six months, and 17 days serving in the armed forces said joining the army was a ‘calling’ for him and something he knew he wanted to do from a young age.

“I deployed three times with the army – I was everywhere from Bosnia to Afghanistan and a few of the tours got fairly rocky towards the end,” remembers Hooper. “One thing led to another and my head got messed up a little bit.

“Within the first six to nine

months of being home I realized things weren’t quite right. I couldn’t sleep – the nightmares kept me up at night.”

Hooper was diagnosed within a year of being on home soil and spent the following year undergoing extensive on-base treatment as well as treatment off-base. He was officially released from the Canadian Armed Forces in June of 2013.

A few years later he met Boleska and around a year and a half into their relationship they found they were struggling to communicate.

They decided to try Can Praxis after Hooper came into contact with Critchley over facebook.

“I went into Can Praxis with almost no knowledge of PTSD and came out with the skills to be able to communicate properly,” said Boleska, with Hooper adding, “It can be hard going into a relationship where the other person and their family knows nothing about the military or deployment let

City council lowers allowable debt limit to 75%

BY ERIN FAWCETT Red Deer Express Red Deer City council voted in favour of lowering its allowable debt limit to 75%.

Council’s former policy limited the debt level of the municipality to 90% of the maximum level established by the provincial regulation. Councillor Tanya Handley presented a Notice of Motion on Monday stating the debt level of the City be amended to not exceed 75% of the maximum level established by the provincial regulation.

“Debt as a municipality is always something that I have been concerned about,” said Handley. “To me it’s just really about sending a message to the community that we are serious about financial leadership and we are concerned about debt and the use of debt in our municipality. It’s a

good reminder to us that we have this limit and that we have to be careful when we use debt.

“We also wouldn’t be tying the hands of future councils if there happens to be a natural disaster or a major emergency where we did have to go into major debt to repair something – policies can be changed by a future council to do that so there is nothing to fear that we’re going to be stuck should an emergency occur.”

Originally, Handley was going to suggest the City revise its policy to a not exceed 80% of the maximum debt level, but after doing some research, she discovered reporting requirements with the Alberta Capital Finance Authority become more complex once debt reaches the 75% range.

“You have to actually get permission to exceed 75 per cent of the debt limit and there is quite a bit of administrative time and cost involved. If we can avoid all of that extra

work for administration, it would make sense.”

She added the City’s debt limit was an issue during the election campaign and continues to be discussed among residents. “Debit limit was one of the biggest things I heard during the campaign when I was running for election. There were many citizens that were concerned about rising debt in the municipality. That was what initially spurred this as well as my own concerns as well.”

As of the end of March the City’s debt was at $222 million – 44% of the allowable debt limit.

The City is projected to stay below the proposed 75% debt limit as per the 10-year capital plan.

However, in 2024 it is anticipated the City will reach 70% of that allowable debt limit if the 10-year capital plan is fully implemented.

The province bases the amount of allowable debt on a municipality’s total revenues for the year. The City’s total revenues reach $330 million annually. efawcett@reddeerexpress.com

Harris wants to see RDC land university status

BY ERIN FAWCETT Red Deer Express Councillor Paul Harris is looking for City support in Red Deer College’s bid for university status.

RDC is seeking Polytechnic University status in order to offer its own degrees, as well as to continue to offer professional, careerfocused programs in the arts, social and related behavioural sciences, health and wellness, engineering, education, and trades and technology that engage students in active, applied learning and research essential to the future of society, business and industry.

“I think that it’s time.

Red Deer College has thought about being a university ever since it started and there has been a lot of discussion over the last decade specifically.

“Now that we have a change in government and a government that supports education and fair education and education that is not really costly, I think

now is the time,” said Harris. “Let’s start talking to the province to make that change.

“It’s pretty simple – they just need to do it.”

Harris brought forward a Notice of Motion during Monday’s meeting in hopes that other councillors would support the bid.

“I would like council’s endorsement because if we endorse that then we become strong partners as they go to the government.”

He added there would be many benefits for the community if Red Deer College was to successfully become a Polytechnic University.

“For the community as a whole – the education sector is a big part of our economy and a thriving community. Thriving communities really have a strong university/college presence. Business sector reacts to hike in minimum wage

BY JENNA SWAN Red Deer Express The local business sector continues to react to the province’s recent announcement of gradual increases to Alberta’s minimum wage.

As of October 2015 the nearly 2% of Albertans who make minimum wage will see an increase in their wages from $10.20 to $11.20 an hour following Premier Rachel Notley’s campaign promise to raise the minimum wage to $15 an hour by 2018.

On top of the raising of minimum wage, the separate wage for those who serve liquor will also rise from $9.20 to $10.70 in October, with the differential being eliminated entirely by 2016.

Following the announcement both the local Red Deer Chamber of Commerce, the Alberta Chamber of Commerce and businesses across the province were busy crunching numbers in an attempt to forecast the outcome of both the first round of wage increases which will make Alberta’s minimum wage the second highest in the country after the North West Territories, as well as the long term effects of a $15 dollar minimum wage which will make it the highest.

“The idea of minimum wage isn’t a bad thing and raising the minimum

wage isn’t a scary concept for most businesses,” explained Reginald Warkentin, policy coordinator for the Red Deer Chamber of Commerce. “However before the initial announcement the fear of an overnight $15 minimum wage scared a few people - it is a dramatic jump when you are talking a 50 per cent increase.

“We understand it’s a campaign promise, but we think it’s for the best they didn’t go too far with the initial hike considering our province’s current economic climate.”

Warkentin stated Chambers across the province predict the largest impacts over the course of the next three years will be visible in the restaurant sector.

This leads many to wonder whether the owners will absorb the costs associated with paying employees more or if they will pass costs along to customers in the form of price hikes.

“The restaurant sector itself has never have the widest margins at the best of times, so when you are talking about this kind of increase it really is a significant change,” he said.

“I think if we would have seen the straight to $15 jump we would have seen many businesses readjust how they work their tip system and it likely would have involved restaurants taking tips in and instead paying servers a flat rate

Glenn’s Family Restaurant on Gasoline Alley agreed he isn’t worried after this first initial round of wage increases as currently all of his employees make above $11 an hour upon starting.

“However, if you take the $1 raise that’s almost a 10 per cent increase so you’ll have to cover that cost some how,” explained Simon.

“The following year we will more than likely see a raise up to $12.50 until we finally

hit that $15 mark around 2018.

“This time last year I could put an ad out for a month and not get a single response, so I ended up having to pay more when there were labour shortages just so I could get good quality staff.”

Both Warkentin and Simon agreed consumers should expect to see a rise in prices throughout the restaurant sector as businesses adjust to the costs of

paying employees more.

“All we as the Chamber are saying is that maybe we as a province should slow down and take a closer look at the impacts a $15 minimum wage has had on other places such as California,” added Warkentin.

“The lay-offs in Alberta are still happening and it’s important to remember this raise in minimum wage is happening at a time of economic downturn.” jswan@reddeerexpress.com

OPINION Minimum wage hike a good step for Albertans We recently learned that the NDP has begun gradual increases to the province’s minimum wage.

The first increase will happen this October when minimum wages will rise $1 to $11.20.

They will top out at $15 an hour by 2018.

On top of the raising of the minimum wage, the separate wage for those who serve liquor will also rise from $9.20 to $10.70 in October, with the differential being eliminated entirely by 2016.

According to the Parkland Institute, “Alberta is poised to become the first province in Canada and the fifth jurisdiction on the continent to commit to implementing a $15 minimum wage.

“The fight for $15 pushes are active in other Canadian provinces and dozens of American cities are now considering the same policy move.”

The cities of Seattle and Los Angeles have committed to such wage hikes.

This amendment was one of Premier Ra-

chel Notley’s campaign promises and she was quick to make good on her word.

So what does this all mean?

Over the last week since the announcement, we have heard both positive and negative feedback from citizens and business owners.

Of course on the positive side, it makes life a little better for those who are making minimum wage.

The Parkland Institute has said the raising of the minimum wage will have little to no impact on the employment rate – which we have seen as a concern in recent headlines across the province.

As well, they have said raising the minimum wage means more money will be circulating in the economy and lower earners will have more spending power.

It can also lead to less employee turnover and more stabilized workplaces.

On the negative side, many believe the rise in wages will be passed onto consumers as businesses, in particular small busi-

nesses, will need to increase the prices of their product to compensate for the increase in wages.

As well, the Alberta Chamber of Commerce released a statement indicating the Canadian Federal Government will be among the biggest beneficiaries with the minimum wage hike.

The Alberta Chamber of Commerce also said while businesses will be required to pay out an additional $9,600 per year to workers who currently make minimum wage, increases to federal taxation and the reduction in the amount paid out through programs such as the GST Credit, Canadian Child Tax Benefit and the Working Income Tax Benefit would result in substantially less than $9,600 going into the pockets of low-income earners.

Really how this all will play out is yet to be seen.

Of course it is nice to see in general the minimum wage being raised.

Alberta is one of the most expensive

provinces to live in and it is hard to imagine trying to support oneself or a even family on $10.20 an hour. It is virtually impossible.

Currently Alberta’s minimum wage is the lowest in Canada but that will change come October when it will be the third highest in the country.

There are about two million workers in Alberta and about 38,600 Albertans were earning minimum wage from April of last year to March of this year.

Nearly 36% of those are between 15-19 years of age.

Just over 15% are between the ages of 2024 and 11.8% are 55 years old and over.

Of those minimum wage earners, 62% are female.

As well, 67% say their jobs are permanent which is concerning.

Hopefully come 2018, business will have adjusted to the increase in wages and the outcome won’t be as catastrophic as some say.

Public sector employment is on the rise in Canada Think back to the early 1990s, a period when Canada’s federal and provincial governments faced a major fiscal crisis driven by massive red ink at both the federal and provincial levels.

Governments responded with sweeping action, including restraint and spending reforms, which helped position the country for stronger economic performance thereafter.

As part of their response, governments reduced transfers and their payrolls, resulting in a smaller share of Canadians employed in the public sector.

Specifically, the public-sector share of employment in Canada (excluding the selfemployed) fell from 26.1% in 1992 to 22.3% in 2003.

However, since then the share increased, peaking at 24.4% in 2010 before dropping slightly to 24.1% by

DI MATTEO 2013. The public sector now employs a bigger chunk of Canadians than it did in 2003. In fact, over the 10 years leading up to 2013, all provinces (except Newfoundland and Labrador) saw an increase in their share of public-sector employment. Today, over 3.6 million Canadians work for the public sector.

So how did we get here?

From 2003 to 2013, employment in Canada’s public sector increased by 22.6%, more than double the rate of increase in the private sector (10.7%). Dur-

ing this period, public-sector employment grew at a faster rate than the private sector in all the provinces except, again, Newfoundland and Labrador.

By a considerable margin, this phenomenon was most pronounced in Ontario. From 2003 to 2013, public sector employment growth in Ontario (27.6%) dramatically outpaced private sector employment growth (5.6%) by a whopping 22 percentage points.

Interestingly, Ontario’s 10year increase in public sector employment coincides with a period of dramatic increases in provincial government spending, rising government debt, and sluggish economic growth.

There are important adverse economic and fiscal implications that may result from growing publicsector employment. Em-

pirical research points to a so-called ‘crowding-out’ effect where employment through public-sector job creation is offset by a reduction in private sector employment elsewhere in the economy.

This is a concern because it’s the private sector – through investment and innovation – that ultimately generates the wealth and taxes needed to provide the public services that we all hold dear.

If public-sector employment simply crowds out private-sector employment, this could leave unemployment rates either unchanged or possibly higher. International empirical research has found some evidence of this crowding-out effect.

Preliminary statistical analyses for Canada’s provinces over the 1990 to

2013 period support these international findings and suggest larger publicsector employment shares are accompanied by lower rates of private-sector employment growth and higher unemployment rates.

A larger public-sector employment share is also accompanied by a flat relationship with provincial rates of economic growth.

The correlations observed in the Canadian data are not necessarily causal relationships. Naturally, a complete statistical analysis requires controlling for the government’s budget balance, the state of the business cycle on public-sector employment, and any potential complementarities between public and private sector employment.

Nevertheless, these trends and correlations help illuminate the impact

The public-sector share of employment in Canada today has recovered to levels not seen since the early 1990s, an era of persistent deficits and ballooning government debt. In the wake of the 2008/09 recession, large deficits have again surfaced at the federal and particularly provincial levels. Perhaps surprisingly, the public-sector share of employment has largely remained stable.

Explore opportunities through Olds College’s Hospitality and Tourism Management program

BY MARK WEBER Red Deer Express A world of exciting career opportunities awaits via the Hospitality and Tourism Management diploma program at Olds College.

“We’re looking to attract students and build a broader awareness for our program,” said Coordinator Bob Van Someren.

Olds College has so many unique programs and is so progressive that the benefits to be received within the Hospitality and Tourism industry were too great to pass up.

Since then, it’s been revamped into an accelerated diploma program but still features all of the key elements that make for a very successful transition into the hospitality and tourism industry. The studies, which run over a 10-month on campus period, provide students with a solid management-focused education that can open doors into businesses around the world.

“Administration tasked us with, ‘Can we make something different in the hospitality and tourism management realm’. So we introduced our new program this year, and our second full round will begin this August,” he explained. “I don’t believe there is another accelerated diploma program (like it) at an accredited institution anywhere – I couldn’t find another one in Canada or North America. I think it’s absolutely unique.”

Besides the 10 months of classroom work, there are between four to five months of paid work experiences along with an applied management residency. These give students that invaluable ‘hands-on’ experience that makes them that much more ready to launch into successful and fulfilling careers. “They end up with a full, 60-credit, 20 course diploma. It’s packed.” And marks tend to be higher in block programming be-

cause students are very wary about missing classes unless they absolutely must.

“I think they become more accountable, and more responsible learners,” he said.

“It’s also very much a management-focused program.

“We make sure that we are looking at material from a big picture, supervisory/management perspective while also teaching the technical skills that everybody needs to learn as well. Students leave with an incredible background in what’s really a huge area,” he said. “We also want that spirit of entrepreneurialism to be in everything we teach.”

The format is ideal on many fronts – students are out of the work force for only about one year, plus they are able to significantly cut their education-related costs by wrapping up studies so quickly. “They save a year of living expenses and can actually get out there and be working.”

Students also learn in state-of-the-art facilities like the Olds College Brewery and the Pomeroy Inns & Suites and Just Jacks located on the school’s campus.

Among the subjects of focus are food and beverage preparation, business courses such as marketing and business communications, accounting, cost management, entrepreneurship and product management.

Rural, heritage, and food tourism are other areas of study, as there is a growing demand for all three these days. “Leisure, sporting events and recreation operations are also studied. Our students also take a tour guiding course, which is unique as well.”

“From leisure tourism, sporting events and recreation operations, to mixology, culinary theory and everything in between, students will be immersed in applied learning.”

Students will also be prepared to work in travel counseling, on cruise ships, in sport and adventure tourism as well as hotel and resort management.

Other ways students who have graduated get to practically apply what they have learned is when new students begin the program each fall. The grads return for a short time to put to practice some of what they’ve learned the previous year.

“They come back for a two-week residency in October after Thanksgiving,” said Van Someren. “They’ve done an event management course, so they come back in the fall to manage and supervise our new, incoming students – so it’s an opportunity to direct operations.”

Ultimately, it’s all about training students to have a strong, skilled and ‘take-charge’ approach to whatever posts their career paths may lead them to.

“Everything is very, very handson,” he said. “We are very much about applied learning – so many of our projects, field trips – we want students to be able to say, ‘I can do this’,” he said, adding all the grads have landed work throughout the industry as well.

The program faces the loss of the research component that has been orchestrated by University of Alberta psychiatry professor Dr. Peter Silverstone.

Silverstone developed a screening program that uses an iPad to ask questions of students that would help identify depression, anxiety, alcohol and substance misuse, quality of life and self-esteem. “The components of the program are not at all lost – the piece we’re losing is the research component.

We don’t have the capacity to facilitate that research, and that’s the piece that the University of Alberta (Silverstone) was adding to the program,â€? said Piet Langstraat, superintendent of RDPSD. The Resiliency Program will move forward over the next year with modiďŹ cations. “What I look forward to with our community liaison worker positions is that those individuals, along with our school counselors and others, will be able to support students and families. The liaison workers will help the families to get out into the community to ďŹ nd the supports they need.â€?

Liaison workers will work with project partners Alberta Health Services (AHS) mental health and the Red Deer Primary Care Network (PCN) to help students and families access services to deal with mental health issues.

Bev Manning, chair of the Red Deer Public School Board, said the spark that ignited the program origi-

nally occurred years ago, when the community was shaken by a number of student suicides. “There are questions and a desire to do something different and positive that come out of a community after something like that.

I think our community did a great job responding to it, but one of the things we recognized as a school district was we needed to be more proactive with student mental health. “It’s not good enough to just react when something tragic happens – it doesn’t necessarily have to be something tragic, either.

Individuals struggle with mental health issues every day, and we want to be more aware of that.�

This conversation led to a project involving the U of A, Red Deer PCN, AHS, and RDPSD. The U of A drove the iPad research program, which collected data as well as identiďŹ ed at-risk students and the Red Deer Public School Board began implementing more modules and information about mental health awareness. “Last year, the project provided a really good, grassroots opportunity to get those conversations going in the school. There were a lot of conversations that happened in the school, as well as at home, between students and parents,â€? said Manning. “I’m hopeful that at some point in the near future we’ll hear about funding for the program, and then we can get into full swing with it again.â€? kmendonsa@reddeerexpress.com

Local organization assisting in ‘Tent City’ clean-up on Gasoline Alley

BY JENNA SWAN Red Deer Express The clean-up of land come to be known as ‘Tent City’ began last Thursday in the treed area between the north and southbound lanes of the QEII Hwy. north of Gasoline Alley.

The site has been home to an average of 10 residents since the Central Alberta AIDS Network Society (CAANS) began visiting them in January at their illegal location on Alberta Transportation’s land.

In late 2014 Alberta Transportation was notified by Red Deer County RCMP to resolve the issue of squatters on their land.

This led to the eviction of six residents from the site in January and eventually to the partnership with CAANS.

“We’ve been providing support on that site twice a week since January and we’ve known people have been living out there for longer,” explained Executive Director for CAANS, Jennifer Vanderschaeghe.

“Because of our Night Reach program and our harm reduction programs, where we help people who are street and drug involved – it made sense to visit the people on the site.

“When it came time for Alberta Transportation to move forward they pulled us in as we had the most credibility with the people living there.”

She explained a group of around eight to 10 volunteers from a local organization known as Line of Hope, which provides meals and support to the homeless, have been work-

ing alongside volunteers from CAANS. Two CAANS staff members have also been working since Thursday to clear the site of debris and garbage.

“What we’ve been asked to do is go in and continue to encourage people to move and to begin the clean-up,” she said. “If there is needle debris or other drug debris it needs to be cleaned up in an appropriate way, but also dealing with the garbage and getting it into the

dumpsters provided by Alberta Transportation.

“The land is going to be cleared, the trees will be cut and we will go from there.”

She explained a security guard is on scene during the day, as when dealing with the matter of a person’s home, emotions can run high. She added they began calling the site ‘Tent City’ when they noticed the level of community present.

“It wasn’t just tents

where people were living – you can see just by looking in photos that there are yards, fencing and even steps with banisters,” said Vanderschaeghe.

“Telling residents they have to move will ensure people are no longer disrupting traffic on the QEII, it will reduce the risk of someone getting hit by a vehicle and having that driver go through that trauma,” she said.

Opiate overdose prevention drug hits Red Deer streets

BY JENNA SWAN Red Deer Express A new medication, which reverses the effects of an Opioid overdose, hit the streets of Red Deer Tuesday morning with one purpose and one purpose only – to save lives.

According to Alberta Health’s web site the government-funded project is in response to a jump in the number of Fentanyl-related deaths in Alberta from six in 2011 to 120 in 2014.

Thanks to a one year grant of $300,000 from Alberta Health to the Alberta Community Council on HIV, seven agencies across the province including the Central Alberta AIDS Network Society (CAANS) received take home Naloxone (also known

as Narcan™) kits.

The medication is known as an ‘opioid antagonist’ and is used to counter the effects of opioid overdoses from drugs such as morphine, heroine, or Fentanyl and acts by counteracting the depression of the brain’s central nervous system and respiratory system allowing an overdose victim to continue breathing. It is injected in the muscle, vein, or under the skin.

Jennifer Vanderschaeghe, executive director for CAANS, explained the kits would be distributed to opiate users through a partnership with CAANS and the Primary Care Network’s Street Clinic where users must be prescribed the medication.

“The tragedies happening on the Blood Reserve and the frequency of people overdosing and dying from opiates is really

by Alberta Health,” said Vanderschaeghe, referring to the southern Alberta reserve where 16 people have died from Fentanyl overdoses in the last nine months.

It has become the first reserve in Alberta to dispense Naloxone to members.

Kits will be provided free-of-charge with each kit containing two doses of Naloxone, three single-use syringes, one pair of latex gloves, two alcohol swabs, one oneway rescue breathing barrier mask and one step-by-step instruction pamphlet with recipients of the kits also receiving a 10-minute training session when receiving the kit.

“One of the reasons opiates are so dangerous and cause death is because the drug itself works on the respiratory system

slowing down people’s breathing to the point they stop breathing,” she said. “Of course when people stop breathing their heart stops and then they are dead.

“They will look like they are sleeping but whether they are really unconscious and overdosing can be seen in the individual’s response to pain - if you bump your knuckle along their top lip and they don’t respond, that’s an overdose – if you give them a kick on the bottom of the foot and they don’t respond back that’s an overdose.”

Continuing with a closer look at Prohibition On Wednesday, July 21st, 1915, the province of Alberta voted overwhelmingly to bring in the prohibition of the sale of alcoholic beverages.

It was one of the most momentous pieces of social legislation of modern times as it sought to fundamentally change human behaviour. Hence, many people have dubbed it the ‘Grand Experiment’.

Support for Prohibition was massive across almost all of Alberta. It was even more overwhelming in Red Deer and area as more than 80% of the voters voted ‘yes’ in the provincial plebiscite.

A dream of temperance and social reform groups for more than a generation finally seemed to have come to fruition.

One of the first noticeable consequences of Prohibition, after it came into full legal effect, on July 1st, 1916 was the bankruptcy of many local hotels.

For a great many years, these establishments had relied on the income from the bars as much as the rental of the rooms for their income. Now there was an enormous hole in their financial balance sheets.

Even before Prohibition was implemented, both the Alexandra and Windsor Hotels closed their doors.

The Arlington was in turmoil as the managers tried to break their lease with the owners. Only the Alberta Hotel, on the west end of Ross Street, remained fully operational. However, many of the rooms in the Alberta Hotel were taken up by lodgers.

Problems for travellers were compounded by the fact it was not possible to take a train to Red Deer and leave on another on the same day. Hence, many people found themselves in some nearby sub-standard accommodations, or else stranded for the night in the C.P.R. station waiting room.

With all the empty hotel space in the community, the military used the Alexandra Hotel on Ross Street as temporary billets for the 191 Battalion.

However, early in 1917, the military decided to phase out the use of Red Deer as a recruitment and training centre.

Hence, almost all the men were transferred to Calgary for training there.

While the imposition of Prohibition was devastating to the local hotelkeepers, it was a wonderful boost

DAWE to the Red Deer Police Department and the Alberta Provincial Police, who had established a detachment in the City in 1917.

Crime dropped to almost insignificant levels. Red Deer’s Chief of Police was able to report to City council that only two people had been held in the city cells in all of 1917.

Most police activity was devoted to dealing with bylaw infractions and health code violations. With cars becoming very popular in the community, the issuance of traffic tickets and the investigations of automobile accidents became a concern for the police. Violence, and particularly family violence, became rare.

Even cases of theft and fraud became infrequent.

Breadwinners hung on to more of their paycheques, instead of spending a good portion of their earnings in the bar. Families had more to spend on entertainments, like taking in a movie, attending a community dance or going to a local amateur theatrical production.

The annual Red Deer Fair enjoyed some of the best attendance ever. Also highly successful was the Chautauqua, an annual travelling show that offered performances, entertainments and education lectures on the City Square (current site of City Hall Park).

Unfortunately, as the 1920s progressed, the illegal manufacture of alcohol, also known as moonshining, became a growing problem. Many of the illicit stills were located along the Red Deer River. The river provided a convenient transportation route, both in summer and winter, for the moonshiners and rum runners, who then did not have to use the public roads where the chance for being spotted was much greater.

By 1922, moonshining and rum running had become such significant problems that the authorities began to rethink the approach to Prohibition and the sale of alcoholic beverages. The ‘Grand Experiment’ was starting to fail and new legal measures would have to be implemented.

ENTERTAINMENT High Valley slated for Westerner Days show

BY MARK WEBER Red Deer Express On the heels of their latest release County Line, country duo High Valley are set to play Westerner Days on July 17th at the Centrium.

Doors open at 7 p.m. with the concert beginning at 8 p.m. Performances are free with gate admission.

The band (brothers Curtis and Brad Rempel), currently based in Nashville, landed rave reviews as the lead single (the title track) off the disc, which was released last fall, shot up the charts to the Top 15 in less then a month and made it to number two SoundScan’s Top Country Singles Chart in Canada.

Following suit, the third single off the disc Make You Mine featuring Ricky Skaggs not only became another national hit, but also landed the duo with a performance at The Grand Ole Opry opening for Skaggs. High Valley has kept the momentum going with the release of their newest single She’s With Me. Recognized as ‘Artists to Watch’ by both Billboard Magazine and Country Weekly, Brad and Curtis hail from the tiny community of La Crete in northern Alberta.

Growing up on a 1,400-acre farm with music, farming and family as the basis of their entertainment, the Rempel’s musical language was formed at a very young age.

When they started out, the brothers booked gigs anywhere they could, playing cover songs to audiences of about 100 to 200 people.

The guys also grew up in a musical home, so following a path in the industry seemed the natural course to take, explains Curtis during an interview from Nashville.

“We’ve got three older sisters and another brother, so there are six kids in the family. There was always a lot of singing,” he said.

That included performances at

festivals, lots of singing at church and at community events over the years.

“My mom played guitar, my dad played bass and they sang.

Our sisters were also great with harmonies, so we were surrounded by singing and playing guitars right from birth. It was pretty natural to have a strong desire to be involved in music.

“It was the beginning of 2007 that we pretty much decided to pursue this professionally.”

Brad quit his day job, Curtis packed up his high school materials to take on the road and they pretty much never looked back.

Their debut Broken Borders was named Album of the Year at the 2007 GMA Canada Covenant Awards, while the song Back to You was awarded Country Song of the Year. They met with almost instant success.

Their second album, High Valley, was released in Canada and the United States in 2010. In 2011 the band won five GMA Canada Covenant Awards, including Artist of the Year and Group of the Year. Their third CD, Love Is a Long Road, was released in June of 2012.

Throughout their career so far, High Valley has earned many accolades including 10 GMA Canada Covenant Awards, multiple CCMA Awards and Juno Award nominations and the 2013 CCMA Award for Interactive Artist of the Year.

They’ve opened up for several major acts including Brad Paisley, Carrie Underwood, Keith Urban, Little Big Town, Alan Jackson, Reba McEntire and Shania Twain mostly recently at the 2014 Calgary Stampede.

“We’ve been able to tour with some amazing musicians and people who have supported us through the years. We feel really blessed to have been able to share stages with those folks.”

Line CD was especially an honour, as the guys had long admired his work. In fact, the entire Rempel family were huge fans of the popular country star. “Ricky Skaggs was like the super star around our house,” he laughs.

“We viewed him as more of a super star then Elvis Presley or Michael Jackson. Our house, in general, was all about country music from the start.”

As a mandolin player, Curtis in particular has always had an appreciation for Skaggs’ work.

“I really tried to grow myself as a mandolin player by listening to him.”

The first time Curtis and Brad played the Grand ‘Ole Opry, two years ago, Skaggs also introduced them to the audience. Talk about dreams coming true. “He said, ‘Hey I know these boys, they’re from Canada, and they’re here to play for you’,” recalls Curtis.

der and saw Ricky standing sidestage looking at me as I played, and he gave me a nod of affirmation. I remember thinking, Ricky Skaggs just gave me the nod! It felt so cool to be on that stage, so it was really a goose-bumps kind of moment.” Topping it off was that the entire Rempel clan was in the audience. “That was an unreal experience.”

Besides playing Westerner Days, the guys are also performing at the Calgary Stampede and are especially looking forward to a special gig in their hometown on July 24th. They will be performing, plus a CMT crew will document both the show and highlight La Crete and the Rempel family as well. “It’s the first time we’ve done a full band, full production in our home town. It’s going to be a pretty special time.”

“So we kind of brought these two worlds – bluegrass and pop - together and made a super-fun, heavily pop-driven album with lots of bluegrass instruments.

Our main goal was to have fun, and to make sure people smile when they hear the songs on the record,” he said. “That was pretty much our game plan, and I think we did it. We are really happy with the way it turned out.”

BY KALISHA MENDONSA Red Deer Express Summer Sensation Music Festival will be rocking the shores of Sylvan Lake this weekend with a number of prominent names to be gracing the stage.

One such band is Dragonette, an electronic pop band based out of Toronto who also has gained popularity from their time spent living and touring in London, England.

Dan Kurtz, bassist and producer with Dragonette, promises a good time for showgoers. “We play stuff that we really enjoy or songs that over time we’ve learned our fans really like.

“It’s important to make a set that has an arch and keeps people interested and keeps us interested. It varies a little bit as we try to build the best sets we can – I think we’re really close to a good one but we’ll see,” Kurtz said.

“The best guarantee for putting on a good show is making it fun for ourselves.

Some of these songs we’ve played for so long, and in so many contexts – we have to re-energize them for ourselves and then they can energize us. That’s the best guarantee for making a show great for everybody.”

The Festival begins on July 10th with big names like Our Lady Peace, Matthew Good and Stars hitting the stage. Dragonette will join Hedley, Dear Rouge and more on July 11th. Tickets are limited, but still available online through www.summersensationfest.com, with weekend and day passes.

Kurtz said Dragonette has a wide variety of material to bring to the Festival including some newer songs such as Outlines (created with Mike Mago) and Peanut Butter Jelly (created with Galantis). As well, Dragonette recently released the track Let The Night Fall on Soundcloud, which Kurtz said will be making an appearance

on the set list.

“Let the Night Fall is actually a song that I started writing four years ago. It’s one of my all-time favourite tunes by Dragonette.

I think I made four or five different versions before we landed on this one and I could say this sounds how I wanted it to be.

I love that song so much,” he laughed.

“I definitely want people to listen to that song. We’ve got another song we just finished called Mind and Body that we’ll probably play. We’ve got some great songs and they’re fun to play.

“Over the next few months a lot more music is going to be coming out. It’s going to be so exciting for us and I hope it’s as exciting for everybody else. It’s taken us awhile to make this album so I think it’s all worth it.”

Dragonette’s last album, Bodyparts came out in 2012. Following the release, the group spent many months touring before packing up their life in London and

relocating back to Canada. Kurtz said the group needed a bit of time to recharge but is now fully back in the swing of music making.

“I imagine making music is kind of like being a drug addict in that the pull is really strong – it calls you. After a while, you don’t feel right unless you’re doing it. Martina wrote some really interesting songs and was coming up with cool ideas (while in London) and I did a bunch of shows with my other band The New Deal, and we just expanded our palettes a little bit. All of that kind of brought us back to our centre,” he said.

Dragonette hopes to release a new album this year and have been putting out music on their Soundcloud and other forms of Internet media for the time being. Top four tips to staying on track over summer Summer. It’s time for barbeques, camping, drinks on the patio, picnics and relaxing! Such a great time to spend enjoying the weather with family and friends.

Summer is always my favourite time of year! The only down fall to all the summery fun is that it is so easy to get off track. All the hotdogs, hamburgers and beer can do some heavy damage in the calorie department. Time and again I have clients come to me in the fall, when they can no longer fit into their skinny jeans. Lets not do that this year! I’m going to lay out my top four tips to staying on track through the summer.

1. Hydrate - summer brings warmer temperatures, lots of

Make sure you are drinking extra fluids to replace what you have lost through sweat. People often mistake the early signs of dehydration for hunger. So before you grab food, make sure it isn’t thirst that you are feeling. Down a glass or two of water. Make sure you are getting two to three litres a day and drink extra when

working out. Also, add some high water content fruit and veggies to your diet. Watermelon and cucumber are great sources.

2. Plan ahead - if you know you are going to a barbeque, dinner out, a wedding, family reunion etc. – plan ahead! This is the best thing you can do for yourself. If you know you have an event coming, stick to eating clean in the week following up to the event. If you can offer to bring a healthy dish to contribute to your event, do it. This way, you will know that there will be at least one healthy option for you to choose from. Also, if you are spending the day at the park or beach, pack a cooler with fresh

fruit and veggies. This way you won’t be tempted to grab the next easiest thing, which is often calorie heavy and not nearly as healthy.

3. Get outside - the weather is beautiful, now is the time to enjoy it. Get out and do some hiking, rollerblading, running, walking, swimming, the options are endless. Now is a great opportunity to possibly try something new like long boarding, soccer or golf.

All the extra activity will add up to extra calories burned, and if you’ve stuck to your meal plan, all your favourite clothes should still fit in the fall.

keep you accountable. Set goals with each other and make a plan of how to reach them. A great example is to sign up for a race together and then get busy training for it. Set up meal plans together, share your favourite clean recipes, or set up a friendly competition of who can run the most kilometres that week. Whatever it is, support and encourage each other to stay in shape and to stay on track.

Melatonin is linked to our biological time-clock which decides what hormones are released at what times during the day. Studies show that levels of melatonin decrease with age, about 10% percent each decade. So by age 50 the production of melatonin has declined by one half and at 80 it’s one third of what it was at age 20. Some authorities believe this is why the elderly suffer from insomnia and why it’s prudent to use a melatonin supplement.

make you feel great the next day, but also give you an oldfashioned hangover. Melatonin can also have this two-edged effect and no one knows whether prolonged use of melatonin suppresses the body’s normal ability to manufacture it.

Research studies have also linked the use of melatonin to high blood sugar, breast swelling in men, decreased sperm count, gastrointestinal inflammation, sleep walking and vertigo.

So how safe is melatonin?

A review by the Cochrane Collaboration which evaluates medical treatments concluded that melatonin is effective for preventing or reducing jet lag and recommended it for adult travelers flying across five or more time zones, particularly for those travelling in an eastward direction.

The National Standard which also reviews complimentary and alternative treatments found some good for its use in treating insomnia in the elderly and for helping sleep in healthy people. But for all the other supposed benefits the evidence was inconclusive or conflicting.

Another report from the University of California and the Mayo Clinic agrees that melatonin is safe for short periods of time and may be useful for treating insomnia in the elderly.

But it’s not just people who fly across time zones who cannot sleep. Studies show that 45% of the population suffers from this problem which has been

linked to increased risk of heart attack, stroke, increased blood sugar, a craving for food and a less effective immune system. So it’s medically important to get your sleep.

For flights, the dose varies from 0.5 to 10 milligrams (mgs). But since we all have different reactions to medication it is always prudent to ask your doctor about the best dose for you. You can also get sound

advice by discussing this problem with your local Health Food Store.

To me, one thing is certain. There are several prescription drugs for insomnia. But it makes more sense to try a natural remedy first. They have been tested by tincture of time and safer than prescription drugs.

In recent years melatonin has been touted as a way to treat or prevent everything from headaches, depression, fatigue, irritable bowel syndrome and anxiety. In fact, some have suggested it can even cure menopausal symptoms and be of help to those with heart problems and cancer.

But according to a report from the University of California, there’s no evidence that melatonin should be used for these problems.

Dr. John Alevizos, a California physician, with an interest in insomnia, reports this interesting observation about the deep sleep produced by melatonin. He says deep sleep can trigger vivid dreams. But if it’s causing nightmares he says it’s best to stop melatonin.

SPORTS Renegades eye spot in Alberta Major Soccer League

BY JENNA SWAN Red Deer Express The Red Deer Renegades Men’s Soccer team has kicked off their season with three wins and two ties so far, with two ties over the weekend against Fort McMurray and Edmonton.

The first game of the pair took place last Saturday seeing a 3-3 tie against Fort McMurray in an extremely physical game that saw Red Deer scoring a number of goals from foul shots.

The following day the Renegades took to the pitch once more to face Edmonton finishing with another 3-3 tie and seeing one again another physical game.

However the wins and ties are of little value on paper as the team is currently without a league to play in. Coach Ian Moody said this year is all about developing the team to a level of play to challenge for a spot in the Alberta Men’s Major Soccer League next season.

The push to return to the major leagues comes after eight years of absence following an 0-17-1 season that left them folded from the league.

Moody said he is optimistic about the Renegades’ return to Alberta’s top soccer league and hopes to be able to push his team to the level of play required.

The season began with an open tryout which drew players from as far away as Ottawa and close to home as Red Deer’s own U-18 team from which Moody scored five young players.

“They really like playing with us,” said Moody of the underage players. “They have all come from Red Deer’s soccer system and are all incredible players.

“It’s been interesting for them to play with us because it has been more physical game play and is significantly faster game play as well, but they love it and it’s only going to increase their skills.”

Prior to this year, players graduating from the U-18 soccer

team in Red Deer would have no where other than Steve Fullarton’s team at Red Deer College to play on, with spots on the team increasingly difficult to obtain as the competition is provincial and fierce.

However for the players currently playing on the RDC team, the return of a AMSL team in Red Deer would also mean they have

the option to tryout for another team after their time playing in post-secondary leagues.

The push to return the Renegades to a league, and not just any league – the province’s highest level of play – means players graduating from the U-18 team may continue into the Renegades’ program and will not longer have to travel to keep playing after

graduation.

Moody is confident his team will be ready to challenge the last place team in the league next September, with the team already fairing well in the exhibition games and tournaments they’ve played in so far.

This weekend the team will head to Edmonton to play in a premier tournament amongst

some of the province’s best teams from Edmonton and Calgary.

“It’s going to be good for Red Deer for us to return to the majors,” said Moody. “Soccer is a sport everyone can play – all you need is a pair of shoes and a ball.

Red Deerian a step closer to realizing NHL dream

BY JENNA SWAN Red Deer Express Many dream of making the NHL draft. Of the thousands of players across the great hockey nation of Canada but a handful will ever have the chance to represent their hometown on national ice.

For one lucky Red Deerian, this dream may one day be a reality after being selected as a third round

draft pick, 65th overall by the Toronto Maple Leafs.

Andrew Nielsen, who was born in Eckville but later relocated to Red Deer, has been lacing up skates from the early age of four years old and has dreamt his entire life of playing NHL. On draft day Nielsen, a graduate of Ecole Secondaire Notre Dame High School, edged one step closer to that dream.

“I was just hanging out

with my family watching the draft on TV. We were all checking our phones constantly for any news,” explained Nielsen “I was taking a break from watching TV and checking Twitter when I got a phone call from my agent,” he said.

“He was yelling into the phone and I couldn’t understand what he was saying so I had to tell him to calm down - he told me I had been selected to Toron-

to and I didn’t even know what to do.”

Nielsen describes the moment as ‘utterly surreal’ and can’t wait to further his hockey journey.

He explained his hockey career start around the age of four while he was still living in Eckville thanks to a family friend who lived across the street, Tim Leer.

“I started learning to skate and play hockey from a young age from a really great teacher,” he explained of Leer. “He was big on making sure I knew the core fundamentals of the game at an early age and taught us how to use our edges to our advantage.”

Following a move to Red Deer, Nielsen began playing Bantam ‘AA’ hockey in Red Deer, however was disappointed he didn’t make it to ‘AAA’ in his first year.

Again the same situation unfolded with Midget ‘AA’ in not making the ‘AAA’ team – leaving Nielsen worried about his career in hockey.

“It really taught me a lot about myself as a player,” he remembers of his earlier days. “It was a bit of a dagger not to make it and it showed me some adversity early on in my career, which in turn just made me work a thousand times harder and likely it’s the reason I am where I am today,” he said. “It made me question whether I was really as good as I thought I was and very much so humbled me.”

Following his first year of Midget, Nielsen began the season playing in the AJHL for the Drayton Valley Thunder, but decided to return home in hopes of playing his final year of midget in the ‘AAA’ league.

“It was probably one of

This led to Nielsen being recruited by the Lethbridge Hurricanes in the WHL where he spent the last season honing his skills.

“The Hurricanes were a huge reason behind why I got drafted,” said Nielsen.

“They gave me a large amount of play time and I could never complain a minute that I’ve been playing for them.

“I love the city, the team, the office staff, the other players and I’m really excited to head back – we’ve got a lot of new talent on the ice as well as a new coach so I’m looking forward to heading back to Lethbridge and getting the season started.”

Seek professional assistance when tackling renovations I like to consider myself ‘in the know’ when it comes to renovations.

I have bought, torn down, rebuilt and sold many houses and they have all looked pretty fantastic! The realization that I love the concept of renovations better than the execution of them is hitting me hard with this little house and I can pinpoint the reason – someone in the past did a lousy job on THEIR renovation.

I could scream and tear my hair out at the improper electrical work and it is tempting to bash the lousy plumbing out with a hammer but that would flood the basement and the renovations would never end! What tipped the scales for me last week was a simple, easily avoided mistake that someone three paint colours ago should have done – primed over oil paint to repaint with latex.

As I am removing tile (which was barely hanging on to the walls) I thought ‘this is

WYSE going great’! The tile popped off with no issue because not enough adhesive was used so that worked in my favour.

One tile at the top of the splash caught the edge of the paint and all hell broke loose – the paint started to peel like an over ripe banana.

Because the painter of the hideous navy blue (latex) did not prime over the even more hideous sickly yellow (oil), these two paints did not adhere to one another and as a result the ENTIRE bathroom has to be shed of its skin before any tile or new paint can be applied.

Can you imagine my frustration?

Can you hear the nasty words I called this painter who decided to change the colour in 1981? Can you SEE how many sheets of paint fall gently to the floor of my bathroom as I peel the latex layers from the walls? It hasn’t been pretty, believe me.

This is the same tragedy that occurs when people paint their cement floors just to put something down on the concrete.

Fast forward a few decades and they are inquiring about gluing down tile or vinyl to the painted surface only to be told – it has to be scraped off.

Most people do not like this answer but the reality is that if you are sticking something to something else that is NOT stuck to the other thing then you will have problems with a capital ‘P’. Paint, as you probably know, peels off of concrete sooner or later.

Because I am planning a feature wall of tile, the unstuck paint had to come off or the weight of the tile might have actually pulled the paint off of the wall causing all my beautiful brick to fall down – this would have released many more nasty words to the painter of the navy blue atrocity.

You can use it to understand debt problems and how to budget, information on credit counselling, collection agencies, credit and credit repair.

Consider your options if your mortgage was done through a mortgage insurer (CMHC, Genworth, CG) then you have a valuable ally.

They will work with you to find solutions such as converting a variable rate to a fixed rate to protect you against a sudden increase, offering temporary payment deferral, extending the original amortization, adding any missed payment or arrears to the balance and spreading them over the remaining loan or offering a special payment arrangement until you are back on your feet.

You need to stay in contact with your lender, your mortgage professional and whoever else is involved.

Avoiding the phone calls is no way to convince them

you want to work to a solution.

Other credit troubles?

Call the credit companies and ask for a reduction to your interest rate which will allow you to pay your debts out faster.

Also, apply for a consolidation loan which will allow you to pay one large payment as compared to many small which can be overwhelming.

Choosing to refinance your home to be pay out your smaller debts can be a valid choice if the penalty isn’t too high. Again, it can be easier to manage one payment.

Orderly payment of debts – under this government-run program you allow this agency to take charge if you will.

They will negotiate with your creditors for a lower interest rate and then they will look at your overall financial picture and put you on a set repayment program until all of your debts are repaid in full.

You need to know that

this program will require you to rebuild your credit carefully after the fact.

Bankruptcy – this is where you choose to work with a Bankruptcy Trustee.

Your assets and your liabilities are all weighed and then the trustee offers your creditors a set percentage of what you owe.

You will be required to go through the court system and there are additional costs. This choice also requires a careful rebuild of your credit after the fact if you are to be able to borrow money down the road.

So as you can see there are options available to you when life throws you sideways.

Keep in contact with your creditors if they start calling so they know your situation and can make note of it in their systems.

Life happens, my friends, but there are solutions if you need them.
