Some people may be on the fence as far as ranching versus conservation but Barry Brandow stands firm as he takes the cow by the horns. The long-time activist for nature rights has spearheaded the building of a large fence in the Nature Trust land area east of Grand Forks. Nature Trust was established in 1971 by the federal government as a non-profit land conservation organization. The mandate for the organization is to protect B.C.’s natural diversity of wildlife and plants and their critical habitats through the acquisition and management of ecologically significant land. The 195-hectare area in Grand Forks, in fact, is the first land purchase made by the trust back in 1973. Brandow feels that the Nature Trust organization is not fulfilling their part of the deal in keeping the land secure. To that note, Brandow and some friends in the Committee for Enhanced Management of the Gilpin Grasslands have built fences in the area over the years to keep livestock out of sensitive areas such as ponds and lagoons. Most recently, Brandow and his group have built a fence on the lower section of the Nature Trust land. “Nature Trust owns 68 hectares in the Overton Creek watershed and we fenced approximately 2.5 hectares of their land,” he said. “We fenced it to exclude cows. That would be consistent with the lease agreement. Unfortunately, the lease agreement, which was signed in 1974 with the Fish and Wildlife Branch for 99 years, has come to absolutely nothing. for wintering wildlife, and caused a major erosion problem.” Brandow added that all the watering holes in the area have become “barnyard sites.” “The other thing that has my attention is that there is a number of people who recreate up there,” he said. “They do their nature walk but when the cow owns every watering hole it’s not nearly the recreation area it should be if the lease meant anything.” Brandow said there have been about a dozen work days starting in April where he and a couple of others of the Committee for Enhanced Management of Gilpin Grasslands such as Al Grant from Rock Creek have gone out and worked on the fencing. The work mostly wrapped up in June. Brandow said they had an agreement with Nature Trust to donate labour and the group would pay for the materials. “We would have had to have charged all the material to the Ministry of Forests, Lands and Natural Resources Operations’ (MFLNRO) tab, which would mean we would do all the work and the ministry could say they were involved,” he said. “Arguably, Nature Trust was going to pay for it but since it was connected to the ministry, we walked away.” Brandow estimates the cost of the material for the fencing to be around $3,000, which he paid for all himself. Brandow and friends completed the fence with the permission of Nature Trust but not any financial help. “The big kicker here is that Nature Trust has done nothing to manage their land since purchasing it in 1973,” he said. “We want to move forward. We want more help to exclude the cows totally from the Nature Trust property to oblige the lease agreement.”
Several fires in the Kootenay and Boundary area continue to rage out of control causing several homes to be on evacuation alert. On the north shore of Kootenay Lake near Nelson, there is a 380-hectare blaze between Sitkum and Duhamel Creeks. The fire is lightning-caused. “The majority of the fire’s growth occurred due to high temperatures and erratic winds when it was discovered on Saturday afternoon through to Saturday night,” said Jordan Turner, fire information officer for the Southeast Fire Centre. The Regional District of the Central Kootenay has issued an evacuation alert for the area, which affects approximately 350 residents. The BC Wildfire Service has 49 firefighters, three helicopters, four pieces of heavy equipment and two water tenders on scene. These resources are supported by helicopters and multiple airtanker groups, including four Air Tractor “Fire Boss” amphibious airtankers, which are scooping water from Kootenay Lake. • See FIRES RAGE page A7

1905 Rumours that the Midway and Vernon railway will shortly be commenced have been rife lately, and it is now stated that negotiations are proceeding for the purchase of the first 20 miles of the right-of-way. 1910 A crew of men has been engaged during the past week erecting a new electric light line up the North Fork. 1915 Joseph Snavely, a rancher near Danville, Wash., was fined $50 or two months in jail for smuggling fresh meat across the international boundary. His meat, team and driver outfit were also confiscated by the customs officials. 1920 Another deal of considerable importance in valley acreage was consummated this week when Colonel Hill, who recently arrived from England, acquired 75 acres of the Kerman and Kerby property east of the Riverside Nurseries. It is regarded as one of the show spots among the attractive ranches of the valley. 1925 Another near tragedy among local swimmers has been averted by daring and timely assistance. Nor have the boys of this community any corner on heroism. This time it was Gertrude Cook, daughter of Mr. and Mrs. W.J. Cook, who was able to keep her head and show mettle, and to her, Harry Diamond freely ascribes credit for bringing him safely back to terra firma. 1930 The Great Northern Railway has received permission of the Canadian Railway Commission to move their Grand Forks depot to downtown. 1935 A large gathering was present in the Granada Theatre on Monday evening to
hear three Cooperative Commonwealth speakers outline the aims and policies of the CCF. 1945 After inspecting the vegetable seed areas of the Grand Forks valley, now at the height of bloom, and the garden plots of seed having a retail marketable value up to $160 an ounce, Hon. E.T. Kenny, Minister of Lands and Forests, expressed himself as “thoroughly sold on the prodigality of the soil with these demonstrations of irrigation and cultivation so intelligently applied.” 1950 Word has been received that John P. Zubek, son of Mrs. and Mrs. J. Zubek of West Grand Forks, was awarded a doctorate degree from John Hopkins University. 1955 Sale was negotiated recently of the Jessie Woodward farm of 85 acres of sprinkler-irrigated land to Tony Lodder, an ambitious young Hollander who has been assisting Mrs. Woodward for four of his five years in Grand Forks. 1960 A theft with several unusual features took place at Mickey’s Sport Shop when 11 revolvers were stolen. Of the 11, seven were vintage guns from the personal collection of Mickey Mudie. 1965 Peter Swetlishnoff hooked a big one last Sunday; he caught an eight-and-ahalf-pound, 28-and-a-half-inch rainbow trout in the Kettle River near Morrissey Creek. The boy’s cousin caught a large specimen in the same hole a year before. 1975 Dave Pritchard, principal of Perley Elementary School, will become district superintendent of schools of the city of Whitehorse. 1980 A rainstorm in Grand Forks last

Insurance officials are still haggling over the responsibility of damages. 1985 Midway’s Kettle River Museum, an old CPR station, had to be moved off the right-of-way of the tracks last week. The station, built in 1900, is being restored through a grant from B.C. Heritage. 1990 A routine range patrol of the Pass Creek area north of Eholt by B.C. Forest employee John Hallstrom, turned into a back-road high-speed chase involving the Midway and Grand Forks RCMP and leading to the arrest of an Eholt man June 19 for theft of cattle. 1995 Twenty Boundary firefighters have returned after four days battling raging wildfires in Ontario. They fought on the front line of a 820-hectare blaze threatening the community of Manitouwadge. 2000 Close to 300 BMX riders from B.C., Alberta, Saskatchewan and Washington came to race in Grand Forks for the Maple Leaf Nationals, one of a series of major events for BMS riders in the region. Frank Astofooroff, the president of the BMX society, estimated that there were probably more than 1,000 people visiting. 2005 The Kootenay Robusters Breast Cancer Survivor Dragon Boat Racing Team won silver at the 10 Years Abreast Dragon Boat Festival in Vancouver. Competing against 61 other teams from around the world, the Robusters came in second in the Division B Championship race. 2010 Black Press announced that on June 26, it had purchased the Grand Forks Gazette. The sale was part of a larger purchase of newspapers in the Kootenays by Black Press. The sale included the Fernie Free Press, Nelson Daily News, Trail Daily Times and Creston Valley Advance.

Council approves financial statement COUNCIL BRIEFS By Craig Lindsay
SOFI report Council received the chief financial officer’s (Roxanne Shepherd) report and approved the Statement of Financial Information (SOFI) for the City of Grand Forks as at Dec. 31, 2014. The 2014 actual revenue for the city is $14,264,846, up from $10,719,462 in 2013. The 2014 actual expenditures were $12,740,388, up from 2013’s $10,686,577. The 2014 annual surplus was $1,524,458. The accumulated surplus at the end of the year for 2014 was $32,293,827. The net financial assets at the end of the year for 2014 was $4,719,167. Reports from council Councillor Christine Thompson attended a day-long workshop on May 27 on emergency management in B.C. She attended the morning session of the Southern Interior Peace Coalition on May 30. On June 3, she attended the Kettle River round table meeting hosted by the RDKB. On June 23, Thompson attended the transition housing project steering committee’s second meeting. Councillor Julia Butler attended the recreation commission meeting on June 11. On June 16 she attended the chamber of commerce’s Boundary Business Forum. On June 22, Butler was in attendance for Treaty Talks: A Journey Up the Columbia for People and Salmon. Councillor Chris Hammett attended the Thompson Okanagan Tourism Association (TOTA) roadshow on June 10 at the Christina Lake Welcome Centre. She attended a deer committee meeting on June 16. Also, she, along with Thompson and Mayor Frank Konrad, hosted Grade 2/3 students from Perley Elementary at City Hall for a tour and mock council meeting. Councillor Colleen Ross attended the Treaty Talks film and discussion at the GEM Theatre on June 22. Councillor Neil Krog stated that at the RDKB board meeting on June 18, the removal of the recycling bins at the Fire Hall were not discussed and have been postponed.

Noise control bylaw introduction Council received a written report from the bylaw enforcement officer (Wayne Kopan) about the noise control bylaw amendment and directed staff to present to council the first three readings at the July 20 regular council meeting. The amendment to the noise control bylaw (1963) would address business and industrial operations. “At times, the market requires that industrial operations will need to run additional shifts to meet their market demands,” said Kopan in the report. “This has been the normal operating procedure for the major industries located in the Grand Forks Industrial Park for the past 60-plus years.” Financial plan amendment Council unanimously carried the first three readings for bylaw No. 2016 – Year 2014-18 financial plan amendment 2. The bylaw amends the previous 201418 financial plan bylaw to account for City Hall fire expenditures and an increase in amortization. For the City Hall fire, general operating expense and other sources revenue has been increased by $1,574,892. General fund amortization was also increased by $48,827. Neither of these amendments require a funding source as neither will affect municipal taxation, surplus, nor reserves. Final reading is expected at the regular council meeting on July 20.

Boundary Museum and Interpretive Centre held the grand opening of its solar panel project on Saturday, June 27. Caleb Schmidt of Sunfind Solar Products Inc. of Red Deer, Alta, (below) gave a presentation on the project, and answered questions ranging from life span of the panels and batteries to the costs of residential and commercial systems. The day featured hosting a lunch for the Rotary Club of Grand Forks and its visitors; volunteers also demonstrated bread-making, usually held on Thursdays. Brown lawn not a tough sacrifice One of the reporters at our sister paper the Nelson Star, Will Johnson, wrote a column called “When do we start calling this the apocalypse?” That may be overstating it a little, but when you see, smell and hear about all the forest fires around the province and especially in our neck of the woods, it seems natural to wonder what’s going on. With record heat in the last couple of weeks and no rain in sight the forests are tinder dry. Any little spark, whether it is caused by a campfire, cigarette or lightning, can cause a huge forest fire. Thankfully we have a strong crew of firefighters who come from all over the province (and beyond) to take on the often very dangerous job of containing these fires that can pop up in very short notice. Another thing Boundary residents can expect is tighter water restrictions if the heat and the dry conditions persist. Greater Vancouver has moved to stage 2 restrictions, which means residents can only water once a week, as their reservoir levels drop. Grand Forks is still at stage 1 water restrictions, which limits watering to certain times and days and allows for watering three times per week. An upgrade to stage 2 (watering twice a week) will be looked at at an upcoming council meeting. When you see people evacuating their homes near Nelson and Kelowna because of the risk of fire and smoke damage, having a brown lawn doesn’t seem like such a tough sacrifice.

Mystery of the Granby Smelter has been solved Rousing the Rabble ROY RONAGHAN In a column published in The Gazette on June 10, I stated that I was unable to find information on the disposal of the Granby Smelter following its closure in 1919. The mystery has been solved with the location of a posting by D.M. Wilson on The Virtual Crowsnest Highway site which provided leads to other sites. The smelter was built in 1898 and operated until 1919 when a huge drop in copper prices after World War I made it an unprofitable operation. What I didn’t know is what happened to the building, blast furnaces, chimney and some of the skilled workers after the closure. The smelter was huge and there were several buildings on the site including what might have been offices and a dwelling or two. The buildings and equipment were too valuable to the company to abandon.
According to Wilson, the company moved its equipment to other mines. Referring to the smelter, he states, “Like its two Boundary Creek brethren, it was soon closed and began to suffer the attention of the salvor’s torch as its useful equipment and skilled personnel were transferred to the company’s new operation at Anyox, on the Coast one hundred-odd miles north of Prince Rupert. In the Boundary-Kootenay region, only the CPR’s multi-metal works at Trail was able to keep its fires burning. The VV&E and the KVR pulled up their Granby smelter spurs in 1920, leaving the Boundary Mercantile and Equipment Company to sweep the plant’s floors and scour its flues for precious metal residues. In 1921 the useful buildings were dismantled and sent to Burke, Idaho, to replace those structures that the Hecla Mining Company had lost to fire.” The railway spurs mentioned are the two that entered the site from the northwest, crossing the river at the power dam. Cleaning up at the sites at Grand Forks and Greenwood was a lucra-
tive project for the cleanup crew. Wilson states, “In 1925 Boundary Mercantile sent 680 tons to Trail, collected from all three Boundary District smelters and several old mills in the area. By 1929 this chore had fallen to R. Crowe-Swords and his Hercules Mining, Smelting and Power Corporation.” Burke is located on the Burke Canyon Road in a very narrow canyon east and slightly north of Coure d’Alene, Idaho. It is now a ghost town but during its time of peak production there were 1400 residents. Anyox on the other hand is a coastal town located on a narrow inlet 145 kilometres north of Prince Rupert and 60 kilometres south of Stewart on B.C.’s west coast. (The name is Tsimshian for “Hidden Water”.) Anyox too is now a ghost town. From 1914-1935 it was the locale for a copper mine, a smelter and a couple power plants, one hydroelectric, the other coal fired. Pictures of the town’s remains can be found on line. The mine at Anyox produced high grade copper ore with some sil-

ver and gold. Granby Consolidated Mining, Smelting and Power Company Ltd. built the town and is credited with having played a key role in the early development of northwestern British Columbia. An article in the Canadian journal Mineral Exploration written by Ross Sherlock and Julie Domville in 2007 describes Anyox in some detail. The Geoscience Canada site also provides a wealth of information. The Anyox mine and smelter operated for 21 years between 1914 and 1935. It closed when the price of copper dropped at the beginning of the Great Depression. The smelter was dismantled and shipped elsewhere. The powerhouses remain but the generators are gone. Two chimneys rise above the surrounding forest and there is a slag pile on the beach. Like Grand Forks, slag from the operation has been removed and shipped out of the area by barge to be used as an abrasive in sand blasting operations. There is a lot more to the story than what appears here and it’s worth anyone’s time to do an online search.

Alberta election sets course

Go further with water conservation Editor, The Gazette: With respect to the thoughtful letter from Gord Nichols in the July 1 Gazette, I agree with the need to understand the science before moving forward with restrictions. However, from my understanding of the science I think we need to go far further with water conservation than just implementing reactive restrictions during drought. The key issue is that the aquifer is directly connected to surface water. As the letter stated, the aquifer levels have not been declining and are in general recharged with every freshet. But every drop that we use for irrigating lawns, washing driveways or other outdoor uses is a drop not returned to the river as cool, clean groundwater base flow when the fish and water users need it most. While the aquifer may still provide all the water needed to
keep the pumps going (although at a greater cost), the aquifer is demonstrably less able to provide discharge to the rivers in late summer, and in some cases the river begins “losing” to the groundwater in response to the lower water table near community wells. So the total picture of aquifer sustainability includes not only whether we are able to keep pumping, but also the effect on the river ecosystem, downstream water users, and recreational users who will soon find their boats dragging over rocks. In terms of climate change, longer growing seasons and less snowpack means the rivers will continue declining, potentially reaching several weeks of low to zero flows by the 2050s—please see the report “Sustaining the Flow” on the kettleriver.ca web site. When we have an early spring
and a forecasted hot summer, we should be considering water restrictions even earlier in the year, coupled with education and outreach about water conservation. For instance, gardeners can radically increase the soil’s field capacity by applying compost and mulch, which also reduces evaporative losses from the soil. Veggie gardens and flower beds can easily be watered with drip and micro-spray irrigation that requires a fraction of the pressure of conventional sprinklers, providing a bonus increase to plant health. And down the road, we need to pursue greywater irrigation options for trees, shrubs and perennials to keep our gardens lush and productive—one of many things we can learn from California’s drought. Politicians should listen to voters Editor, The Gazette: Wouldn’t it be nice if the politicians we elected actually listened to the people that voted for them? What a refreshing difference if politicians actually carried out the “will of the people.” Stevie Harper was elected with 36 per cent of the people actually voting for him, yet he thinks he has the kingly right to impose his narrow-minded, right wing policies on us all. Allowing big oil to rewrite the
environmental laws, negotiating secret trade deals, and ending door-to-door postal service, a slap in the face to seniors, and a gift to big business with his union bashing mentality. Then we have Christy Clark. running on a promise of “families first.” What she failed to mention was it was her family and her friends’ families that would come first and the rest of us would pay and pay and pay. Then we have our city council.
One councillor was even bold enough to state she would not listen to the people and would use her knowledge and “expertise” to vote as she “saw fit.” I’m not sure voting changes anything, if it did politicians would have made it illegal years ago, and I’m sorry to say we have four more years of the council we elected. The electoral victory that recently saw Rachel Notley and the Alberta NDP sweep the musty 44-year-old Conservative dynasty out of power has put a rather large smile on a lot of Canadian faces, not least of all mine. This awesome result is being seen by many as a reaffirmation that political power can still be wielded From the hill by the people and not merely at them. With even Prime Alex atamanenko Minister Stephen Harper’s Calgary Southwest federal riding now represented provincially by three NDP MLAs, the possibilities seem endless. Across the country Canadians are looking at politics with a fresh focus and a renewed sense of hope. During the election there were many reports that Albertans were wondering what had happened to the province’s wealth. Candidates were frequently asked on the doorstep how Norway could have amassed a trillion dollar fund for its citizens from their oil industry while the Alberta heritage fund sits at a mere $17 billion and the province is billions of dollars in debt. Rachel Notley’s honest and clear grasp of this particular point was a breath of fresh air that Albertans were ready to embrace. Even before Election Day the Conservative establishment and their media friends were busy sowing fear and panic ahead of an increasingly inevitable NDP victory. Second hand dealers for the right wing such as Kevin O’Leary were calling it “an unfolding horror movie.” And, even though every poll in the country had been predicting an NDP victory for weeks, all four major Alberta newspapers made it a point to officially endorse the PC party in the hopes of turning the tide. Voters caught a glaring glimpse of power trying to manipulate them and decided not to buy into the fear campaign. New Democrats have won government elsewhere provincially, but with history to guide us we can expect Rachel Notley to be in for a rough ride in the years ahead. The youth and vigour that the NDP government has brought to Alberta politics will no doubt be portrayed as inexperience. The reasonable goals that Premier Notley is setting for Alberta such as taking corporate donations out of politics, reviewing royalties paid by oil companies to extract resources owned by Albertans, and raising corporate tax rates from 10 to 12 per cent, will be likened to a socialist agenda that will destroy the economy. We need only look to Tommy Douglas’ government in Saskatchewan or to Dave Barrett in our own province to foresee the propaganda machine that will undoubtedly be rolled out on polished wheels to wage what is called the “soft coup.” This is a tactic used by right wing governments and their corporate sponsors the world over to rid citizens of the notion that governments can and should manage resources and economic growth primarily for the public good. With a federal election on the horizon this coming October, and the NDP riding high in the polls, I think we can certainly expect these attacks to intensify in the months ahead. It is refreshing and hopeful to see that a different world is possible. The voters of Alberta have shown us the way. So, let us stay the course and get on track to elect a federal government in October that will advocate for us instead of against us and stands a chance of replacing Stephen Harper. Bird chasers needed
Editor, The Gazette: A comment in response to the letter headlined “Geese make a mess of park and beaches.” I suggest a small volunteer group can eradicate this problem at no expense to the community. Sanctioned bird chasers are all we need—a volunteer group consisting of a half dozen individuals who own a bird dog. The dogs would be selected for their personality, friendly towards people and aggressive toward geese. The group would maintain a rotating schedule visiting the areas in question at specific times to disturb the geese. The dogs could wear a bright identification collar and must be permitted to work off leash. Geese love to eat green grass as a staple to their diet. Interference to their eating schedule on a continual basis convinces geese to relocate to a quieter feeding area. This has proven a successful strategy in many other communities. I offer my services and that of my Springer Spaniel Trapper, to take two shifts per week. I further suggest Cal Smuland be designated coordinator for the project. Brian Norwood, Grand Forks

Noelle Kekula, information officer for the Sitkum Creek wildfire, said the fire is still not contained and that firefighters are working to keep the blaze away from residences. “The primary objective is to limit the fire spread down slope towards the identified values (residences and other notable structures),” she said. An 18-hectare wildfire near Blueberry Creek, one kilometre west of Castlegar, is considered out. The current fire danger rating for Grand Forks is “extreme”, the highest rating. Midway and Rock Creek are also extreme. The 26-hectare fire at Westbridge near Rock Creek is considered on “patrol” status, which means it has been contained. In total, there are nine fires of note and/or larger than 10 hectares (active or not) in the Southeast Fire Centre area. There were three new fires in the Southeast Fire Centre discovered on July 5; all were lightning-caused. The Sitkum Creek wildfire is the largest in the Southeast Fire Centre area. The second largest is a 120-hectare fire east of Lake Koocanusa near Cranbrook that currently has a status of expanded attack. That fire is 50 per cent contained and is using 42 firefighters, one helicopter and five pieces of heavy equipment. There are currently 417 dwellings plus a number of recreational campers on evacuation alert in the Baynes Lake area. There are three new wildfires of note in the Boundary area. There is a 5.2-hectare blaze near Fiva Creek, which has 12 firefighters bat-

tling it. There is a wildfire up Ingram Creek, north of Midway, as well that has six firefighters working on it. Both are not threatening any structures. There are also six firefighters at a wildfire near Conkle Lake by Greenwood. “We’ve had a lot of dry lightning come through the Southeast Fire Centre the past few weeks with very little precipitation,” said Fanny Bernard, fire information officer with the Southeast Fire Centre. “With this dry lightning we pick up these holdover fires a lot. The tree gets hit by lighting and throws out burning embers everywhere. The embers smolder on the ground and creep along the forest floor. Given the right conditions—sun, wind, low humidity—they just spark back up again.” Barnard said they can see these fires occurred even weeks after the initial ignition. “We’ve had a lot of lightning throught the Southeast Fire Centre,” she said. “We’ve had some last night (Monday) especially in the Boundary area. We’re expecting even more of these lighting strikes. It’s really important for people to know there is a campfire ban on right now. All that’s allowed are ULC or CSA approved cooking stoves or portable campfire apparatuses.” Barnard said they are still having patrollers and wardens reporting abandoned campfires “which shouldn’t be happening at all right now.” “We really need our crews ready to respond to these lightning-caused wildfires,” she said. There is currently a B.C. province-wide fire prohibition on all open burning activities, including the use of campfires and fireworks until further notice. There is a smoky skies advisory issued for the Boundary area. The advisory, put out on Tuesday by the Ministry of Environment and
Interior Health, is for the entire Boundary area as well as the Okanagan and Similkameen areas. People are being urged to avoid strenuous activities. Anyone experiencing any of the following symptoms should contact their health care provider: difficulty breathing, chest pain or discomfort or sudden onset of cough or irritation of airways. Exposure is particularly a concern for infants, the elderly and those who have underlying medical conditions such as diabetes, and lung or heart disease. The advisory will remain in effect until further notice. The current air quality health index for Castlegar (the nearest to Grand Forks) is 2 (low) as of press time. The South Okanagan air quality index is at 4 (moderate). There have been a total of 885 total fires to date (from April 1) in B.C. this year with 171 of those occurring in the Southeast Fire Centre area. The total amount of area burned in hectares in 215,695 in B.C. and 878 in the Southeast area. There are currently 69 fires of not and/or fires larger than 10 hectares in all of B.C. In all of 2014, there were 1,484 total fires over 369,169 hectares. The cost of fighting those fires was $297.9 million. People caused 44.8 per cent of the fires, while lightning caused 55.2 per cent. One person has died fighting wildfires in B.C. John Joe Phare was killed on July 5 fighting the Old Sechelt Mine wildfire. The extended forecast for the Grand Forks region looks like more sunshine, although not as much high temperatures. There is a 40 per cent chance of rain on both Saturday and Sunday, although the estimate is for less than or around 1mm.

New federal legislation has allowed collaboration between Canadian Border Services Agency, Ministry of Environment Junior Compliance and Enforcement Officers, and the Christina Lake Stewardship Society to protect B.C.’s freshwater from Quagga and Zebra Mussels. The stewardship society (CLSS) is moving into its eighth year of monitoring for these invasive mussels with substrate samplers at five high-risk locations around the lake. It is the second year of additional monitoring with plankton haul nets and third year of an educational program. The new Canadian Aquatic Invasive Species Regulations allows the Canadian Border Services Agency (CBSA) to inspect boats, and could deny entry into Canada if there is presence of Quagga and Zebra mussels or other species listed in Part 1 of the schedule of AIS regulations. There are three roving Ministry of Environment Compliance and Enforcement Crews in B.C., with one crew based out of Nelson who could respond to any boats infested with mussels found at the borders, and decontaminate
these watercrafts. This is a huge and crucial step in keeping B.C.’s freshwater mussel free, declared the stewardship society. CLSS was invited to bring educational materials to a mandatory boat inspection station held at the Cascade Border Crossing on June 26. These mandatory inspection stations are a great way to educate the public on aquatic invasive species, as they are in high traffic areas; they often raise curiosity and questions so this provides an opportunity for public education. In partnership with Minstry of Environment Compliance and Enforcement Officers, CLSS will be hosting a mandatory inspection station during Christina Lake Homecoming on July 10 at the Christina Frontage Road by the Ice Creamery. They will have their decontamination equipment, and will be encouraging proper “Clean, Drain, Dry” techniques. Mandatory inspection stations are imperative in keeping Christina Lake clean and mussel free; if the invasive mussels were to get into the lake the impact to the ecosystem and the local tourism industry would be devastating for Christina Lake.

The B.C. ombudsperson, Kim Carter, has released her report for 2014-15 and of all municipalities in B.C., Grand Forks tops the list of open files with 20. The office of the ombudsperson responds to inquiries from the public and conducts thorough, impartial and independent investigations of complaints. They generally oversee the administrative actions of public agencies to enhance transparency and accountability. The office receives each individual complaint and assesses it before deciding whether to proceed in one of four ways: information and assistance; referral; early resolution; or investigation. The ombudsperson can investigate complaints of unfair actions and decisions by: provincial ministries; local governments; health authorities; provincial boards, commissions, Crown corporations; school boards, colleges, universities; and self-regulating professions and pension boards of trustees. The office of the ombudsperson can make recommendations to: refer a matter for further consideration; an act be remedied; a decision or recommendation be cancelled or changed; reasons be given; a practice, procedure or course of conduct be altered; an enactment or other rule of law be reconsidered; or any other step be taken. Grand Forks has almost twice as many (as of March 31, 2015) current open files as the City of Vancouver, which has 11. In comparison, Kelow-
na has one open file, Chilliwack has two and Victoria has three. In the West Kootenay, Castlegar has two, Nelson zero and Trail has two. In the Kootenay Boundary, Greenwood has none and Midway has one. The office of the ombudsperson is not allowed to speak about any files due to confidentiality rules. Grand Forks had four files closed in 2014-15. In comparison, Greenwood had two and Midway had one. There were no files opened during the report season for the Regional District of Kootenay Boundary or School District 51. Interior Health Authority (IHA) had 59 files opened in all of 2014-15, while 59 were closed in 2014-15. IHA currently has 12 files open (as of March 31). There were a total of 7,818 complaints and inquiries received by the office of the ombudsperson. That number included 2,209 requests for information and assistance; 3,402 matters dealt with by complaints analysts; 1,535 investigative files completed and 333 early resolution files completed. Grand Forks had 20 cases opened throughout all of 2014-15, equal to five per cent of the all local governments in B.C. The City of Vancouver is first in files that were opened in 2014-15 with 24, or seven per cent of the total. In comparison, Trail had three, Castlegar had two, Greenwood and Midway had two each, and Nelson had one. In total, the office of the ombudsperson closed 5,270 files in 2014-15. There are 1,058 open files left as March 31.

Popular teacher retires JACOB NOSEWORTHY For the Grand Forks Gazette
Brenda Boyd, one of Walker Development Centre’s best and longest-serving teachers, is retiring after a great five years at the school. In September 2010, Boyd was hired as the new senior teacher at Walker. Boyd is retiring due to significant health problems, and said, “Next for me will be to take care of myself and regain my health, then work on some personal projects and see what life will bring my way. I don’t know what’s next, but life BRENDA BOYD brought me Walker. “Teaching at Walker has taught me a lot,” Boyd said. “One of the most important parts is about being real, in the sense I’ve had to abandon some of my more traditional teacher roles and become more honest and direct with kids. ‘Real’ is when you get to the point where you understand it’s less about rules and regulations and more about meeting kids where they’re at and genuinely caring about and loving them. ‘Real’ is unconditional love and acceptance.” She also discussed what she learned during her years at Walker, saying, “There are a lot of different ways to get where you want to go. Students that are struggling in the mainstream are given different opportunities to become successful, and achieve their hopes and dreams. Walker means hope and not giving up.” She spoke more on the specialness and uniqueness of Walker. “The main focus is on building relationships and addressing social and emotional health. Academic progress is still important, because everyone needs to experience success, but it is secondary to the health and well-being of the students. Fred Walker said it well, ‘Until a child’s life is sorted out her or she cannot learn.’ Our goal is to help children sort out their lives so they can achieve their hopes, their dreams, and their potentials.” Finally, Boyd talked about the importance of having a school like Walker in Grand Forks. She commented, “This community is very fortunate to have a teacher like Fred Walker who understood the importance of having a school like this where all students are accepted for who they are, what they are, and where they are, and the focus is on who they are capable of becoming. “I never had the privilege and honour of knowing Fred Walker, but I am sure he was a man who understood the meaning of real, and he built a school based on that. And it has been one of the most rewarding and life-changing experiences I have ever had to work at this school.” I personally had the amazing opportunity of having Boyd as a teacher for two and a half years of my time in high school, and knowing her has changed my life. Just like Fred Walker himself, she was far more than a teacher and treated students as equals and as friends. Boyd perfectly personifies all of Walker and anyone who had the opportunity to have her as a teacher is truly blessed. She will be greatly missed by the all the staff and students at Walker.

Fred’s legacy lives on at Walker centre JACOB NOSEWORTHY For the Grand Forks Gazette
Walker Development Centre, School District 51’s alternative school in Grand Forks, is an incredibly unique school with a long and remarkable history. Walker Development Centre (WDC) was opened in August 1977 as the Grand Forks Alternate School. It originally began in the basement of the Anglican Church, without even the essentials such as pencils and wastepaper baskets needed to run the school. It all began with the first two staff members: Diane Thome, the child and youth care worker, and
Ted Roberts, a social studies major fresh out of university as the teacher. After three years, Roberts left and was replaced by Keith Farnsworth. In the mid-1980s, Farnsworth swapped with Fred Walker, and Walker joined the alternate school while Farnsworth moved to the high school. With Fred as the teacher, the school was able to move from the church to the converted band room across the street from the school board office, which is now the district tech building. After teaching at the alternate school for many years, Fred Walker passed away in December 1990 from a heart attack. He

continued teaching up until the day he passed, and was mourned greatly by the students. Thanks to an entirely student-run movement, the students made a presentation to the school board asking for the school to be named in honour of Walker. Shortly after, the name was changed to the Fred Walker School. The fact that the students of the school entirely orchestrated the name change was a major testament to how much Walker meant to them. In 1992, the senior school was moved next to the Yale Bridge in the current Happy Days building. The school taught students from Grade 10 to 12, adults, and eventually expanded to include a distance education program teaching from kindergarten to Grade 12 and adults. Part of the move included meetings between Superintendent Denny Kemprud with students to learn what they wanted and needed for their education and to discuss the future of the senior program. Unfortunately, by the mid2000s the distance education program was found to be unfeasible and was shut down. Despite this, the junior program, which still operated across from the school board office, was moved to the downtown location and became the Fred Walker Learning Centre and taught Grades 8 to 12, as well

as adults. After a few years together in the Yale Bridge location, the school moved to its present location beside the courthouse and changed its name to Walker Development Centre, which it remains today. As of 2008, WDC taught kindergarten to Grade 5, as well as the program from the past location. By 2010, Walker became what it is today, as the K-5 program was shut down, and the school became Grade 8 to 12 and adults again. Today, there are three distinct classes: the morning junior class, the afternoon senior class, and the evening adult class. Diane Thome, the original child and youth care worker at the school, commented on the importance of the school. “It was my life’s work beyond raising my family and it makes me feel really good that I was able to provide an encouraging positive environment. “It was special that the school allowed me to work with students outside of the classroom as well as within. We were able to teach them life skills like cooking, shopping, how to get their driver’s licence, about personal care, budgets, mental health, job interviews, drug and alcohol services, so many different things. “Academic curriculum was an important part of the program but adaptations were provided to meet a student’s particular indi-
vidual need.” She also spoke about Fred Walker. “He was a really caring person, and cared about kids outside of school, even having tutoring groups at his house. He was gruff on the surface with a booming voice, but the kids really knew how much he cared. He wasn’t strict, but he had boundaries and the students knew to respect them. “He had a history in special ed, and was great at math. He was a fabulous mathematician and understood the languages of math. He had a real talent for teaching it, and made kids realize they could do math.” She continued by adding, “He went to Notre Dame in Nelson, and began teaching in the Queen Charlotte Islands. Up there, the teachers and the principals all helped each other and it was really supportive. When he came to Grand Forks, he taught at Perley, and started bringing Grade 7s to the high school to let them take some courses. “He also spent a lot of time talking to them one-on-one about outside life and realized there were things going on outside of school too. “Fred also said, ‘Elementary teachers teach students, high school teachers teach curriculum.’ He wanted to make sure that high school students could be taught with the same care as elementary students.”

The first Park in the Park car show was in 2013 and featured 100 vehicles. Last year that number was up to 160. Organizers Lawrence Morgan and Melodie Davidoff expect the 2015 version to be in the 250-300 range. “It’s going to be huge,” said Morgan. “We have a hydroplane on display coming from Kelowna. It goes from zero to 200km/h in 4.2 seconds. We have lots of vendors. We already have 9-10 cars from Powell River signed up; we have 17 new cars off of Vancouver Island; four cars from Gibsons; and much more. ” Morgan said that on Saturday, Aug. 15, the car show participants will be gathering at Extra Foods and travelling to Greenwood. Before going to Greenwood, they will be stopping at Silver Kettle Village to give the residents there a chance to view the vintage automobiles. “That was a big hit last year for the older people. After that, we’re going to Greenwood for a mini-show,” said Morgan. “They’re offering prizes for favourite Ford, favourite Chev and favourite Dodge. They’ll have something for the ladies downtown and something for the guys at the park. We’ll then cruise back to Grand Forks.” New this year is the addition of Firebells and Fanfare, which has partnered with the Park in the Park. Firebells, which is a showcase of antique fire apparatus, will be on display downtown on Saturday. Sunday, Aug. 16 will be the main Park in the Park car show featuring all the vehicles on display as well as the fire trucks and pumpers from the Firebells and Fanfare show. Morgan also said there will be plenty of vehicles coming up from the U.S. including the popular 1936 Dodge Humpback from Spokane that won people’s choice last year. “We’ve got some incredible cars coming,” he said. “A friend of mine is bringing his car down from Williams Lake. We have three or four very high end cars coming from there.” Morgan said they already have double the vehicles registered over last year. He said the car show features vehicles of all makes and models spanning from different eras as well. In addition to the usual awards such as people’s choice, this year there is the pro’s pick. “We still have people’s choice so people can come in and choose their favourite car,” said Morgan. “We’ve got a hold of five top car builders from all over the place. They’ll go out and pick the true
best car of the show.” Morgan said they’ll have a Ron Clifton Memorial Trophy this year at the behest of Chris Hamlin. “So we’ll have the Ron Clifton Memorial Trophy and it’s for the top tri-five (vehicles from 1955, 56 or 57),” said Morgan. “Ron Clifton was a very well respected guy. He was an old hot rodder with really nice cars. He owned a muffler shop in town and was very well liked and a real hot rodder.” Morgan said they have a ton of prizes this year. He said they even had to air freight in their big prizes. “Our trophies this year are unbelievable,” he said. The idea for Park in Park came about a few years back when Morgan and Davidoff would host barbeques for drivers. “We got asked by one of the old councillors because we had all these cars in town, why don’t we just have a car show?” recalled Morgan. “It just grew from there.” There is no entry fee for spectators at the car show but they will be collecting donations for the local food bank at the gate. He also added that any profits made at the show will be donated to the SPCA. “It’s going to be a really good time,” said Morgan. “We’ve got a hoopster (Positive Erica) coming up from the coast giving hula hoop demonstrations.” Morgan said Park in the Park has become one of the top car shows in the province. “We are the venue to go to,” he said. “We have one of the nicest parks. We have a big field with great scenery.”

Calling all families! WildSafeBC and CBAL (Columbia Basin Alliance for Literacy) are pleased to announce the “Wild Animals!” writing contest for the summer of 2015. Families are invited to create fun stories about their adventures in nature—seeing wild animals and enjoying their wildness. Feel free to get creative, maybe draw a picture to accompany your story. Five stories will be chosen and published in the Grand Forks Gazette and Boundary Creek Times during September, with a picture of the family that wrote the story. Selections will be chosen based on their originality, creativity, and how they celebrate keeping animals wild. We’re very excited about this project as it celebrates some of the best the Boundary has to offer—the stunning outdoors and creative young families. Not only is this a great way to more deeply engage with our experiences, sharing family stories is a wonderful way to help our children develop early literacy skills. Literacy skills such as understanding that: • the text on a page holds the story • there is a link between oral and written words • a story has a beginning, middle and end • books and stories are a way to share something special with those we love Family stories also give children and all of us a sense of belonging to something larger and helps them to understand that they have a special place in the family and the community. Your toilet is not a green bin or garbage can. Very few items should be flushed down the Toilet. Flushing certain items can result in a back-up of your sewer line into your home, or your neighbors, and creates problems at the Wastewater Treatment Plant, which in turn can be a costly fix.
Items that should NEVER be flushed down the toilet are: 1. Diapers, personal care wipes, baby wipes, large paper towel 2. Cotton swabs and balls 3. Hair 4. Dental Floss/Dental Whitening Strips 5. Sanitary products 6. Condoms 7. Cat Litter 8. Cigarette butts 9. Food grease/fat 10. Old medicine Sewers are designed to collect and convey wastewater from residential and commercial properties for treatment at the City’s wastewater facility. Therefore, wastewater that comes from flushing the toilet should only contain water, human waste and toilet paper. Country singer Lisa Nicole, who was raised in Grand Forks, is having quite a year as she becomes more well known in Canada and the U.S. Nicole has cracked the top 10 of the B.C. Country Music awards/Music Artist Development project, a program designing to help out aspiring country artists. The winning artist will get to perform at the BCCMA awards and participate in a 10-week artist entrepreneur program and record three singles. Nicole has plenty of gigs set up for July in B..C and Alberta including shows at the Calgary Stampede and Rockin’ River Music Fest in Merritt. She also has a new song on country radio called Do You Like That. She is playing at the Element Night Club in Castlegar on July 11 opening up for popular country rockers Ettinger.

Piranhas a small but determined group at meet MATT GREY

The Piranhas Swim Club sent a small contingent of athletes out to Creston this weekend and they all swam their hearts out despite the rising temperatures. Whether it was due to the oppressive heat or nerves, almost all of the swimmers struggled to achieve personal bests on Saturday; however, the group of 10 Piranhas collectively turned their performance around on Sunday and nearly all managed best times in at least one race.
Jasmine Konkin had a particularly impressive showing, looking like a whole new swimmer and destroying her old personal bests. She was also awarded a bronze medal in her division. Kohei Dunnet worked on his racing strategies for some longer races and made some impressive improvements as well, allowing him to receive a silver medal in the end. Kiyomi Dunnet also fought through ups and downs this weekend and battled her way to a bronze medal, while her friend and competitor Shian Corbeil was

The Boundary Ladies Fastpitch League wrapped up their season on the weekend with their year-end tournament in Rock Creek. The Merchants ended up winning in the final 17-10 over the regular season champs, the Yukon Stones. Finishing third were the Lime Creek Ladies. “There were plenty of close, exciting games,” said Angelina McIver of the Merchants. “It was hard to beat Yukon in the final. We’ve had close games all year but we finally beat them when it counted.”

Gisela Ko will be offering Stretching for Mobility on Tuesday afternoons in the Arena Viewing Room from 1 to 2 p.m. for the month of July. Gisela’s stretching classes are very popular. She has designed a program that offers gentle and effective stretching techniques while sitting in a chair, and using a chair for support. Classes are drop-in and everyone is welcome. Lap swimming will also be available in July and August, Monday to Friday mornings from 6 to 7:30 a.m. Not only can you use this time to get a great workout, should you require stroke correction or wish to improve your endurance the staff can set you up with an individualized workout to help you achieve your goals. Parent and Tot Swim and Play will be part of the summer fun. Tuesday nights from 6:30 to 7:30 bring the little ones six and under to enjoy an hour of facilitated games and activities for free. The program is sponsored by Success by Six and GFREC. The pool is open daily Monday to Friday afternoons from 1 to 4 p.m. Bring the family down for a swim out of the UV rays and into a controlled and safe environment. Play some water basketball or volleyball. Dive for underwater treasures or float the afternoon away on a comfy mat. You can also enjoy time in the relaxing sauna or a soak in the hot tub. The aquatic centre weight room is also open to the public for drop in fitness from 1 to 4 p.m. Get out of the heat and exercise in an air conditioned studio.

The U16 team travelled to Kelowna for a two-day tournament this past weekend. The tournament consisted of well over 100 teams, from the U9 to U18 levels and was the first time BYSA had strayed out from the Valley. The experience was really something for our players, (and us parents and coaches), originally we thought we were going to be playing against mixed House teams from our same level, but as things turned out we were in a group of Select Boys teams from B.C. and Alberta. Yikes! I have never been so impressed by a group of kids and am so proud to have been a part of their adventure this weekend, although they never scored more than their opponents in any single game they won the admiration and hearts of
many of the spectators, opposing teams and referees alike. Our players held their own and held strong to the very end, playing against teams that had titles consisting of precious metals, histories of championships and closets full of cups and trophies. I never saw their spirit fall or their will to maintain and meet the challenge falter, the last minutes of the last game had them working as hard as they were in the first minute of the first game...without a doubt the U16 left last night as winners in the very truest sense of the game, and that was certainly something to see... Guys and gals of the Boundary Secrets, you did us all proud!! A special recognition to Coaches Scott and Sandon Dribney and Parker Evers for their commitment to this team this year.

Social cricket game comes to City Park

Cricket in City Park—are you serious? Yes it’s true, on Sunday, July 12 starting from 10 a.m. until about 2 p.m. in City Park. A very
informal and social cricket game with instruction and explanation to prove to non-believers that Canadians are potential cricketers. All who attend, if they so wish, will be able to be a batter and/or a fielder; perhaps some just want to spectate. Children
are especially welcome—soft and slow balls will be bowled for tomorrow’s champions. Fun and enjoyment are desired. The only equipment required is yourself; any protective gloves and pads, if needed, will be provided.
For your comfort, lawn chairs, water and a picnic would not go amiss; similarly, loose clothing and sports shoes are suitable. If it is hot, there is shade at the pavilion end. We will do our best to explain why cricket should become Can-
ada’s summer sport. The GFI was a success, but our GFI (Grand Forks Inspirational) will keep the spirit alive. So, come and join us to “have a go”; come after church. By the way—it’s free! See you in City Park.

common spaces at all times. We also have two large bathrooms with handicapped bathtubs and a laundry room. The second floor is accessible by elevator. Is there room to host guests? We encourage our residents to host their families in the common areas, living, dining room, patio and yard. Guests can join residents for meals for a nominal fee. We also have a room for guests to stay overnight if they are in town visiting a resident. Why would someone move to Phoenix Manor? Many of our residents want security that they are not alone in case of an emergency, are seeking companionship but do not want an institution style and are not able to handle the maintenance of their own home any longer. The Manor balances privacy with companionship and security with independence. Who owns Phoenix Manor? No one owns Phoenix Manor, it is a non-profit organization. It is run by staff who are hired by a board of directors who all volunteer their time to be able to provide affordable housing in a friendly, supportive atmosphere that enables elders to keep their independence. How much does it cost? It is very affordable with all meal and room costs except for telephone being provided for $1,350 per month. Are there any openings? We currently have openings, we encourage anyone interested to put in an application and if there is not anything available at the time, we will keep their application and contact them when a space becomes available. Where is Phoenix Manor? We are located at 876 - 72 Ave. within walking distance of the downtown with shopping, banking and other amenities. Phoenix Manor Society can be reached at 250-442-2223.
On Jan. 1, 2015 Phoenix Manor had a flood on its main floor. Our 10 residents were temporarily relocated, the staff were preparing meals in the upstairs suite as well as at the Catholic church which so graciously helped us out during this trying time. We finished our renovations several months ago but have let the staff and residents have a well deserved break before inviting everyone in to see the renovation. On Saturday, July 11 from 1 - 4 p.m., we invite the public in to tour the facilities and our renovations, and to enjoy tea and strawberry delectables. During the open house the public will be able to view the private rooms as well as enjoy the common areas, meet the staff and some of the board of directors. Questions that are frequently asked about Phoenix Manor: Is Phoenix Manor a nursing Home? No, the Manor is not a nursing home. It is for independent living. However, residents can have home care on site and several do. What if something was to happen to a resident at night? We have a self-contained suite with a person on site who could help in case of an emergency between the hours of 10 p.m. and 6 a.m.— this ensures the safety and security of our residents. Are meals included? We have a staff that are on site from 8 a.m. to 6 p.m. Breakfast is self-serve and the staff prepares delicious home-cooked meals for lunch and dinner, served in our family dining room. If residents want to make a piece of toast, get a snack or help with some cooking, they have access to our family kitchen. How many people live there? Gus F. Malakoff August 6, 1925 – June 27, 2015
It is with great sadness that we announce the passing of Gus Malakoff at the age of 89. He passed away peacefully at Grand Forks Boundary Hospital on Saturday, June 27, 2015 with his loving wife and family by his side. Gus was born in the Doukhobor village of Krestova in Crescent Valley, B.C. to parents Fred and Tina Malakoff. He was the youngest of four siblings, half-sister Alice (Druits), half-brother William and brothers Walter and Sam Malakoff. He spent his youth living and working in Winlaw, BC and surrounding area. In 1949 Gus met Lois Pauline Elasoff and on January 6, 1951 they were united in marriage. Soon after they moved to Grand Forks, B.C. where they made their home and ran a small hobby farm while raising their two children. Gus leaves behind his wife of 64 years, Lois; his son Mike (Lorraine), daughter Meledy (Lyle); and four grandchildren; Amanda Kurnoff, Nika (Josh) McPherson, Larya Kurnoff and Myia Malakoff. Gus will be forever remembered for his quiet strength, love of family, his kindness, his wonderful sense of humor and his ability to see the positive in every situation. He enriched our lives beyond measure and will be dearly missed. A Funeral service was held Friday, July 3, 2015 at Grand Forks Funeral Home followed by a luncheon at the USCC Community Centre.
