Transmission line to Skagway has limited potential Maura Forrest News Reporter

T

he Yukon government has released a report saying a new transmission line to deliver surplus power between Whitehorse and Skagway could be economical, but only under very specific conditions.

The territory has a surplus of 30 gigawatt-hours of power in the summer months, equal to 7.5 per cent of the total power produced each year. That power is currently going to waste.

The Yukon and Alaska governments have been developing a plan to use the surplus power to provide electricity to docked cruise ships in Skagway, which could cut greenhouse gas emissions from the ships by up to 21,400 tonnes of carbon dioxide each year. Sales of the surplus energy could lower utility prices for Yukon ratepayers.

“As neighbours we have always been linked by trade and tourism, and this corridor is an opportunity for us to advance and continue our historical partnership,” said Energy Minister Scott Kent in a statement.

But the report also found that a link to the transmission line from the proposed West Creek hydro project near Dyea, Alaska would not be viable unless external funding sources covered 59 per cent of the costs.

Yukon Energy had hoped a link to West Creek might provide more electricity to the Yukon grid to overcome power shortfalls during the winter months.

“I had no intention of deceiving the monitor; I was just of the view that any overpayment was not the property of the company.” Yukon Zinc and Shaanxi Zinc are both majority-owned by the same Chinese state-owned company.

Yukon Zinc is owned by Jinduiheng Canada Resources Corporation Limited. The largest shareholder of that company is

JDC group.

JDC group is a wholly-owned subsidiary of Shaanxi Nonferrous Metals Holding Group, a Chinese state-owned company that also owns 80 per cent of Shaanxi Zinc.

Despite its concerns over the hidden money, the monitor appears to believe Yukon Zinc’s explanation. It suggested the court approve the company’s request for another deadline extension.

“Notwithstanding that concern, the monitor is of the view that, on balance, the company is generally acting with sufficient good faith and due diligence that the relief sought is appropriate,” according to court documents.

Along with approving the extension, the court released $90,000 to cover bonus payments for 11 employees still at the mine.

The employees are at the mine doing jobs that would normally be done by several people, ac-

cording to the monitor’s report.

The employees are concerned about their job security. Yukon government regulations require that a certain number of trained employees stay on site.

Yukon Zinc announced a temporary closure of the Wolverine mine in January.

Almost all employees were notified of temporary layoffs. If those layoffs become permanent, $714,000 would be owed to employees in severance, according to court documents.

The company also owes the Yukon government $3 million in mine security. That money is meant to be for the eventual mine closure and reclamation. It has been out of compliance with its mining licence since October for failing to make payments on an agreed upon schedule.

Shareholder coalition worried about Yukon’s new corporate governance rules Pierre Chauvin News Reporter

A

coalition of Canadian shareholders is raising concerns about recent changes made to Yukon’s Business Corporations Act. Stephen Erlichman, executive director of the Canadian Coalition for Good Governance, is worried some of the changes, which came into force in May, will diminish the accountability of directors to shareholders in public companies.

The coalition lobbies for “good governance practices” in publicly owned companies, according to its website.

The biggest issue Erlichman found with the new Yukon legislation is an amendment that allows a company’s directors to consolidate proxy votes. “We made it clear

we thought it was very wrong,” said Erlichman.

“Directors are fiduciaries, elected by shareholders, they shouldn’t be transferring their right to another director.”

With modern technologies, it’s hard to justify not being able to join a director’s meeting by phone, he said.

He points out this is a departure from other jurisdictions’ regulations.

“A director must give thought to whatever the issue is,” he added.

Yukon corporations can also now register as a director of another company, whereas before all directors had to be actual people.

The change will make it harder to ensure individual liability, Erlichman said. “We want humans who will have legal liability.”

“There is a system set up in the legislation,” he said.

Erlichman isn’t convinced. He notes that the legislation describes the directors and the corporations as “jointly and severally liable” for their obligations. That could result with only the company being on the hook, giving the directors a free pass, he said.

The new measures granted by the legislation are only available to companies with suitable bylaws – meaning that shareholders would have to approve it in the first place.

“There is an opportunity for the shareholder to restrict changes directors can make to bylaws,” said Fred Pretorius, director of corporate affairs for the Yukon govern-

ment.

The changes, he said, offer those possibilities but have to be first implemented by the corporation.

Erlichman is worried some companies may flock to be registered in the territory to take advantage of these new provisions.

“We at the coalition would be very upset if existing public companies tried to continue into the Yukon to take advantage of these Yukon provisions which we believe are not in the best interest of shareholders,” he said.

Yukon’s mining companies are commonly registered in British Columbia, and the territory’s lawyers have observed a steady decline in locally registered firms.

Pretorius said the act’s update was much needed. “It is essentially 1980s legislation with changes in 2002,” he said.

“We did that to foster business activity in the Yukon.”

The amendments were drafted after extensive consultation with businesses, he added.

“We believe we’ve adequately balanced the director’s rights and the shareholder’s right,” Pretorius said.

Since the act only recently came into force, it’s hard to tell what the effects will be, Austring said.

He said one thing is clear, though: the legislation needed to catch up to other jurisdictions.

“Ten years ago we had tons of public companies, but the legislation didn’t catch up,” which resulted in the decline, said Austring, “You can’t sit on your 10-yearold smartphone.”

Watson Lake police and victim’s services are working to “ensure that the victim is getting the support she needs as this matter continues to be investigated,” according to the RCMP press release.

Help and Hope’s executive director, Caron Statham, said the same thing is on her mind.

“My main concern right now is making sure that the staff member is feeling supported and taken care of

The shelter has been open since 1992 and has never experienced anything like this, said Statham. They follow the same safety protocol as other shelters in the Yukon.

The shelter did not shut down for the police investigation and remains open.

“We’re going to look at what we can do a little bit differently so this never

happens again.”

Watson Lake Mayor Richard Durocher called the incident tragic.

“We give our thoughts and prayers to the victim and her family. The work the Help and Hope Society for Families does for this community is important, and needed. We will continue to support their efforts. We also hope that this senseless act does not in any way disrupt that work.”

Northern ministers chin-wag about economic challenges

inisters from Canada’s northern jurisdictions met last week in Whitehorse to discuss the North’s economic development challenges.

“We’ve had the opportunity to hear directly from our northern neighbours and see how they approach similar issues and share best practices,” said Scott Kent, minister of energy, mines an resources at a news conference. Asked about the many disputes between the Yukon government and the territory’s First Nations, Kent said these clashes shouldn’t overshadow positive developments, like recent tourism investments with the Carcross-Tagish First Nation.

Kent was also asked about the controversial Bill S-6, which will amend Yukon’s environment assessment legislation.

Yukon’s First Nations have threatened to sue over some of the amendments in the bill, saying those go against their aboriginal land claim agreements. While the bill is federal

legislation, many of the controversial changes were requested by the Yukon government.

“The premier has reached out to First Nations and offered bilateral discussions to find ways through what their concerns are with S-6,” Kent said.

“We believe the amendments to the YESAA legislation will strengthen that legislation and help ensure we remain consistent and competitive with jurisdictions like Nunavut or the Northwest Territories.”

Collaboration with neighbouring jurisdictions is key, said Kent.

“What we learned and what this has re-affirmed for us is the value of collaborating with our neighbouring jurisdictions on shared interests and areas of concern,” he said.

“The North is no longer isolated, we’re connected.”

For next year’s forum, the ministers have decided to focus on food security in the North and how to strengthen relationships between “aboriginal and non-aboriginal governments when considering northern development.”

The 2016 forum will be held in Iqaluit.

“I had quite a few reservations about the development of this quarry but I’m happy to see a lot of these have been addressed,” she said last night.

“Quite a few compromises have been made, particularly in respect to relocating the access road and

“Because of the development taking place in the city, and will be taking place, we do need these gravel resources.”

The company currently operates another quarry slightly north along the Alaska Highway, which is nearing the end of its lifespan. It wants to create an access road that would link the sites to combine its resources and get the most out of the existing quarry.

Coun. John Streicker said the one outstanding issue he’d like to see addressed is the highway crossing, but he trusts the Yukon government will address it because it is within its purview.

“Any time we have heavy equipment on the roads it’s a time to make sure we’re doing it safely,” he said.

But, I’m getting ahead of the story, as I often do‌ The call came last summer, from Jeff Sloychuk, union rep for the United Brotherhood of Carpenters, local 2499, in Whitehorse. He wanted to know more about my course: a carpentry refresher course that helped working carpenters challenge the RED SEAL Certification exam. He had heard that it wasn’t just another refresher course; it actually taught guys how to write the test as much as it refreshed their actual carpentry knowledge and skills.

He had also heard that I managed to “make the math easy� and this was a big deal for a lot of folks.

One of the things I have to deal with as an instructor is fear. My students often sign up with a tentative air of apprehension and dread. Often, they are embarrassed by their lack of “official� education. So, the first night is always a little awkward. They have been working without their ticket for years now, and their abilities are not in question, but that elusive bit of paper that confirms their vast skill set is still very much on the horizon. And nobody (and I mean nobody) likes tests.

So there they are, a crew of guys, nervous as hell, in a classroom under duress, but united in their ambition. And they are quietly eyeballing me something fierce, to see if I actually do know what the hell I’m talking about.

I start with the practice test I have had everyone complete prior to the first night. I see a universal sea of relief on their faces when everyone gets the same hard questions wrong. I do this on purpose. And I see a corresponding sea of relieved faces when I explain the process for solving those same hard questions.

I want them to be comfortable with dealing with test questions. They bring their own stress, which I will systematically reduce in the course of the next five modules.

I move quickly onto the math. This is the moment they have all been dreading.

I dispense with all the crap they rammed down our throats in high school. I give it to them in bite sized chunks and real world scenarios that they can easily digest. I see faces lit with glee and the dawning of comprehension. The

sense of communal relief is palpable.

Everybody begins to relax. The hardest part of the course (just getting there) is now over. Complete strangers begin to exchange bits of conversation. The seeds of community and solidarity in pursuit of a common goal have been planted.

By the middle of the second module, nobody feels like a stranger anymore.

To me, this is the magical moment; little by little, guys start helping their neighbours. A minute later, the exchange is going the other way; the neighbours are helping back. Peer mentoring is an important part of my approach to preparing candidates to pass this test. You never really know how much you know until you have to explain it to someone else.

And once this process begins, it opens the mind of every student to accept more and more information from all sources, including myself. Every man in the room is now well on their way to becoming Red Seal Certified Carpenters.

My job is almost done.

I received a text from one of my guys in Whitehorse recently. It said simply, “You changed my life.� When I asked another student how he felt after passing the test, he replied with one word: “Validated.� And that’s why I’m in the game.

I am most honoured and gratified by these spontaneous four- or five-word testimonials. And this course does change lives; part of my job is to motivate guys that have been failed by the system, for whatever reason.

In a matter of days they gain the confidence to master new skills, and recover a sense of purpose and value in their own lives, and gain a sense of worth to their enormous practical experience.

They re-discover a faith in themselves that has often been lacking since boyhood.

On the surface, it seems like such a simple thing. But they walk out the door changed men.

I may be a bit of a sentimental sap, but when one man told me he “couldn’t wait to call his mom� to tell her he passed the test, I shook his hand and turned away.

If I could do it for free (and I have) I would.

I want to thank each and every Yukoner that took my course for being determined, focused and committed to achieving their goals. It was a pleasure getting to know you.

Vaccine skeptics fall prey to the law of large numbers

he Yukon’s chief medical officer recently warned local residents about two cases of pertussis – better known as whooping cough – here in the territory.

Whooping cough is a bacterial infection that – as far as vaccinepreventable illnesses go – is tough for public health officials to beat. The vaccine for it is not quite as effective as the vaccine for the measles and other infectious diseases, and its effectiveness wanes over time, necessitating periodic booster shots.

We adults bear a good part of the blame for this disease’s continued recurrence in part of the world, because so many of us have neglected to get our recommended adult boosters for the disease. (If you want to know if you have received your booster or would like to receive one you should contact Public Health.)

Whooping cough is usually not life threatening for adults and older children, but it is potentially deadly when we transmit it to infants and toddlers.

Newborns, who are unable to receive the vaccine until they are

two months old, are particularly vulnerable.

So the reappearance of the whooping cough in the territory is a worrying reminder for the parents of small children that it is still out there.

I’ve written previously on the subject of vaccines and some critics complained that my column didn’t actually engage with the various arguments of the anti-vaccine movement. So, in the interests of tackling this subject one argument at a time, my focus today will be what I see as a major driver of fear of vaccines – anecdotes.

Humans love anecdotes.

Much of what we know about the world doesn’t come from studies or double-blind trials. It comes from things we hear from other people. Anecdotes have been an important mechanism for learning about the world for much of human history.

But anecdotes can be problematic when used inappropriately. A statistical rule called the “law of large numbers” offers one cautionary lesson for why we should be hesitant to draw broad conclusions from the anecdotes of someone, somewhere in our interconnected seven-billionperson globe.

The “law of large numbers” essentially says that given enough opportunities, even things that are rare will eventually occur.

And depending on the number of opportunities and the relative rarity of the event they could occur over and over again.

The law of large numbers has important implications for misperceptions about vaccine safety.

The reality of life is that bad things happen. The random, sudden and often unexplained development of any number of illnesses (sometimes leading to death) is an unfortunate part of the human condition.

And when we hear that a perfectly healthy child developed some illness shortly after that child received a vaccine we want to know why and often erroneously conclude that it was a sideeffect of a vaccine.

But we really shouldn’t. In our highly populated, interconnected world we need to seriously consider if it isn’t just coincidence whenever we hear the kind of anecdotes that the law of large numbers would predict.

Consider the role that anecdotes played in the development of the widely discredited notion that vaccines cause autism. There are numerous stories floating around the Internet of parents suddenly noticing symptoms of autism in their child shortly after that child received a vaccination.

The first time we hear one of these stories we say “that’s a weird coincidence.” But by the time we’ve heard the same story five or six times many of us are absolutely convinced that the two have to be related. Anecdotes have a powerful effect that way.

But is such a small sampling really good evidence of anything?

Between birth and the age of two, children will receive mul-

tiple rounds of immunizations.

These vaccines happen to be received around the same time parents tend to notice symptoms of autism. Today, one in 68 American children will be diagnosed with autism and in most cases symptoms will be detected before the age of two.

So while the odds of a particular person noticing symptoms of autism on the day a child got a vaccine just by chance are pretty slim, the odds that it will happen to some parent, somewhere are actually quite high.

After all, there are millions of children just here in North America receiving vaccines every year.

If you crunch the numbers you can see that by statistical chance alone hundreds of parents would notice symptoms of autism on the day their child received a vaccine and thousands would notice within a week.

As these stories spread throughout the Internet and accumulate over the years they give the appearance that the two are connected. But ultimately these anecdotes are evidence of nothing. They are simply an example of the law of large numbers playing out in large scale across modern society.

This mistake is made over and over again when anecdotes are used to conclude cause and effect about vaccines. The United States government maintains an online database known as the Vaccine Adverse Event Reporting System (VAERS) where anyone can record any “adverse event”

– basically any negative health problem – that develops shortly after receiving a vaccine, whether it is related to the vaccine or not.

It was intended as a tool for researchers to carefully sift through using proper statistical techniques and detect the true rare side-effects we know vaccines have.

Unfortunately, when used improperly VAERS becomes a significant source of fear and misapprehension. It has been used by some in the anti-vaccine movement to suggest a connection between vaccines and just about every ailment under the sun because, as I said earlier, bad things happen and in our interconnected world you can find incidences of just about all of them happening shortly after receiving a vaccine.

So the next time you hear a story that you think is just too weird to be a coincidence, think again. Coincidences happen much more often than our anecdote loving brains care to admit.

And hopefully thinking twice about anecdotes will alleviate some of the fears we have about vaccines so that outbreaks of preventable diseases like whooping cough become less common.

Next time it could be a small child who catches the disease here in the territory and the outcome could be much more serious.

BUSINESS ENVIRONMENT New business aims to hook Whitehorse fish-lovers

t’s 10 a.m. on Thursday morning and Whitehorse’s newest fish and seafood store, Haines Packing Co., is filling up with customers.

They’ve come to get the first pick of the latest shipment of fresh fish that arrived last night from Haines. The coolers are full of fresh halibut and salmon, and the tank is crawling with live crabs.

“I just like good fish, and this is good fish,” said Dave Milne, who came in this morning to pick up some king salmon. “There’s no comparing the quality of getting fresh wild or fresh frozen wild fish.”

Milne used to get his fish from Haines Packing Co. when it was just a trailer, selling fish on weekends from its station on Fourth and Lambert. Since the company opened a full store on June 2, he’s become a regular customer.

“I just think having something like this in town is great,” he said.

“This stuff was caught a few days ago.”

Behind the counter, Genny Rietze is all smiles. She opened the store with her husband, Harry

Rietze, and she said the days when Harry arrives from Alaska with a fresh shipment of fish feel like Christmas.

“Harry said, ‘I’m here now, you can take the day off today.’ But I’m like, ‘This is the best day ever,’ because if someone comes in, I’m going to have what they want,” she said.

Genny said the last few days were tough. The store sold out of halibut and sockeye salmon, and she had to turn people away. But as a new business, too much demand is probably a good problem to have.

“Whitehorse has an appreciation for good fish, you know,” Genny said. “[People] understand the difference between wild and farmed and they like it.”

The Rietzes first started selling fish and seafood in Whitehorse in May 2011. Harry is a joint owner of a fish processing plant in Haines that sells fish in bulk to large buyers in Seattle. But they decided there was a market in Whitehorse, and began driving up with loads of fish to sell from their trailer.

They used to drive up on Thursday mornings, sell their fish for three days, and drive back down on Saturday evenings.

“It was a lot of time in the car together, and a lot of time in the tiny trailer together,” Genny laughed.

This spring, around the time they made their 100th trip across the border, they decided it was time to go big or go bust. That’s when they came across an empty storefront at 4th and Ogilvie.

“We were driving by and we saw this place, and I was like ‘That’d be nice, it’s a good intersection right across from the grocery store. Let’s call them and see,’” Genny said. “It came together kind of fast.”

Business has been steady so far. But keeping a store open six days a week has been exhausting, too. Harry still drives the weekly shipments up from Alaska himself, which means he works 80 to 90 hours a week. Genny now lives in Whitehorse to manage the store, so they’re spending a lot of time apart.

“I’m a little bit tired, a little bit worn out, I guess,” he said. “But it’s a good thing. I’m happy.”

Haines Packing Co. is filling a gap that was created when Wharf on Fourth closed in 2008 after 12 years in business. At the time, owners Mark and Jodi Richardson said finding enough fish to

meet demand was their biggest problem. They also struggled with competition from major retailers like Superstore.

Since Wharf on Fourth closed, Haines Packing Co. and another trailer, Frisky Fresh Fish, were the main businesses in town specializing in fresh, wild fish. Now, Frisky seems to have disappeared, too. The company’s last Facebook post was made in March.

But the Rietzes believe they have a better shot at keeping things going, because Harry coowns a processing plant himself.

“We don’t have to work through a middleman,” Genny said. “Harry sees [the fish] from the time it comes off the dock with the fishermen. He knows the fishermen. He’s doing everything except fishing.”

“He gets seasick, so he can’t fish,” she added with a smile.

Genny said they do worry about competition from big retailers, but right now, they’re focusing on doing the best they can with the tools they have. They recently bought a new cooler that will allow them to bring up more fish each week. At the moment, not having enough storage space to keep the place stocked for a full week is one of their biggest

challenges.

Eventually, the Rietzes hope to hire more staff. That will take some of the pressure off Harry, who currently drives back and forth from Alaska every week.

And it will allow the couple to live together in Haines, where they’re in the process of building a house.

And Harry has a dream of one day moving the store into the old site of Wharf on Fourth. The new store is decorated with an old lobster trap and a life ring from Wharf on Fourth, donated to the couple by the store’s original owners.

But for the moment, the Rietzes are focused on keeping the coolers running and the freezers stocked. And their biggest asset may be the way they work together.

“You can love someone and not work well with them,” Genny said. “Being in business together is hard.

“We have really complementary skills. He’s really good at sourcing and packaging and knowing about the product. And I’m good at the business end, at the bookkeeping and the advertising. It’s special.”

Architects plan a new roost for Whitehorse’s entrepreneurs work from home.

“So this solves a lot of my problems in terms of finding a stable place that has kind of that productive energy,” she said.

But coworking isn’t just about a desk and high-speed Internet, according to Charlyne Fothergill, who attended Wednesday’s event. She helped start a coworking space in Vancouver, and now works with a program that trains junior web developers.

She hopes some of her freelance students will take advantage of this space.

udding entrepreneurs in Whitehorse may soon have a new place to work, brainstorm, and connect.

A crowd of people gathered in a bare, unfinished room on the upper level of Horwood’s Mall on the evening of June 24 to learn about a plan to turn the space into a coworking hub. Among them were graphic designers, web developers, and freelancers looking for an affordable place to set up shop in a city where real estate so often comes at a premium.

Antonio Zedda, an architect who owns the mall with his business partner, Jack Kobayashi, said Whitehorse needs a creative space where entrepreneurs can share ideas and support each other.

“We’re trying to focus specifically on people who are actually starting up something,” he said.

“People who have an idea that they want to develop and they can’t afford much more than a work station at this time, but they would benefit from having others around them that are maybe working on similar ideas.”

Zedda said the design of the coworking space will depend on his clients’ needs, but he’s expecting that many entrepreneurs will be looking for shortterm rentals – a place to work while they launch their business or idea.

He also wants to keep the place affordable, and plans to charge just enough to cover his costs.

“We’re not interested in making a profit here,” he said. “We’re not seeing this as a money-making venture.”

Coworking spaces have cropped up across Canada in recent years. They offer amenities one would expect to find in any office space – wireless Internet, coffee, photocopiers.

But they cater to freelancers who work odd hours on a temporary basis, and often on a shoestring budget.

“People are much more mobile, they’re much less committed to physical space,” he said.

“They have different lifestyles where they’re not working eight hours a day, and so they want to be able to work in a space or have a space that’s flexible like their lifestyle.”

There are other reasons why a coworking space might be a good fit for Whitehorse.

Jaret Slipp, one of the guests at Wednesday’s launch party, works as a contractor in leadership education. He said he and his wife often work from home, but since they live in a cabin on the outskirts of town, that’s not

ideal.

“We don’t have great Internet where we are, and it’s expensive to get really high-speed Internet,” he said. “And we don’t have a place to meet.”

He said he often ends up coming into town to work from coffee shops, but that can be distracting. He believes a coworking space could be the perfect solution. “I think it fits for any city, but I think Whitehorse needs it,” he said.

Sarah Frey, who plans to go back to school in the fall, hopes to use the space for studying.

She said the library and coffee shops close early in Whitehorse, and she doesn’t have a place to

First Nation cultures shine T

he drums have been resounding loudly through the halls of the Kwalin Dun Cultural Centre over the past four days. The Adaka Cultural Festival has featured dancers, films, food, and hands-on workshops from dozens

of local and Outside artists and performers.

Thursday is the final day of the festival, with an evening fashion show featuring traditional and contemporary designs from First Nations artists.

DEAR MISS MANNERS: My husband and I adopted a wonderful little boy from Russia when he was almost 4 years old; my husband was 46 and I was 42. Since we returned home, we have experienced several occasions where strangers assume our son is our grandson, making comments such as, â&#x20AC;&#x153;You must be proud of your grandson,â&#x20AC;? or â&#x20AC;&#x153;How old is your grandson?â&#x20AC;?

Whenever we reply along the lines of, â&#x20AC;&#x153;Well, heâ&#x20AC;&#x2122;s actually our son,â&#x20AC;? the other person generally looks flustered and moves on.

Is there a polite way to correct their false assumption without making them feel bad? At first these comments bothered me, but now I take them in stride and try to just appreciate people noticing my wonderful son.

GENTLE READER: If you can really do that, there is no need to correct the nosy assumptions made by strangers. What does it matter what they think?

T

his year’s Yukon River Quest featured the usual jumble of adventure, weather and local paddlers out in front.

Whitehorse paddlers won three divisions in the 17th annual race that began last Wednesday with the first boats arriving in Dawson City Friday evening.

“It was really unexpected,” said Whitehorse’s Jake Paleczny, 29. He and his partner, Karen Mann, 28, who make up the team Flannel Fantasy, were the first Yukon paddlers to reach the finish.

“We exceeded our expectations, that’s for sure. We spent the next day or two after the race being surprised by what happened, that we were able to keep going strong for that long.”

They took first in the mixed tandem canoe division and placed seventh overall in the 715-kilometre race from Whitehorse.

“We stuck to the plan and raced our own race: not get sucked into what other people are doing, if they are racing up ahead, to not go out and chase them down,” said Paleczny.

“You just keep your pace and over the course of the race we ended up passing several boats, which doesn’t always happen because people get quite spread out.

“It’s not because we sped up during the race, it’s because those people we caught up with had slowed down and were running out of energy.”

Paleczny and Mann, who paddled in their first Quest last year, finished in 50 hours, five minutes and 32 seconds to be the second tandem canoe in.

Whitehorse’s Alex Jessup and Robert Spinks placed third in the mixed tandem canoe division and 16th overall at 54:13:42.

Just about a half hour behind Flannel Fantasy was another boat of Yukon champs.

Whitehorse’s Team Ts’alvit placed second out of 10 voyageur canoes and was the top mixed voyageur team.

Other than captain Jim Boyde and wife Pam, it was a whole new crew this year. Also on board were Pat McKenna, Elizabeth Bosely, Mia Lee, Justin Wallace and Andre Paul. With the exception of Paul, who was paddling his first Quest, the rest of the crew was Quest veterans.

“It’s a matter of trying to include different people and firsttimers,” said Jim. “The biggest thing, because of the definition we have on the boat – the story

Team Ts’alvit, which gets their name from the Gwich’in word for arctic loon, placed eighth overall with a time of 50:34:18.

“It was a harder one,” said Jim. “Lake Laberge was flatter, which often helps, but can also be a hindrance because it was very warm. So there was a fair bit of suffering from heat exhaustion.

“Then the low water made you work harder. And there were forest fires happening off on the left side behind Fort Selkirk … (Whitehorse’s) Ingrid

Wilcox had mentioned they had a hard time at Fort Selkirk – even finding Fort Selkirk, there was so much smoke right down on the river.”

The Boydes were on the top voyageur team in last year’s Quest, along with Paleczny and Mann.

“We learned a lot from the Boydes on how to race a River Quest,” said Paleczny. “It put us in a good position to do it ourselves this year…

“I don’t think we could have done what we did without the help of people like the Boydes … Pat McKenna lent us her boat to train in and Elizabeth Bosely lent us her boat to race in. That kind of generosity made it really

amazing. It would have been really hard to do without that.”

Whitehorse’s Erin Giesbrech had a division all to herself, but she needed to reach Dawson to win it. Giesbrech took first in the women’s solo kayak with a time of 64:15:23.

Whitehorse’s top solo paddler was Thomas de Jager, who placed fourth in solo kayak, 11th overall, at 51:21:26.

For the second year in a row a tandem kayak took the big prize.

Montana’s David Hutchison and Kingston, Ontario’s Bob Ross kayaked to a first place overall finish, reaching Dawson in 44:51:07. “(We’re) a little tired, but

the race went really well,” said Hutchison. “We had real consistent time, felt strong all the way through. We had huge headwinds this side of Carmacks that second night. Then coming into Dawson they were even worse.

“The last 20 or 30 miles, it was blowing so hard, if we stopped paddling I think we would have gone back to Whitehorse.”

They made a good team, but they didn’t even know each other a couple months ago.

Ross called Hutchinson, last year’s solo kayak winner, out of the blue and convinced him to form a tandem team.

“He has done the race before as well and saw that I won the race last year, so he called me up and convinced me I should go race again this year,” said Hutchison. “I was a little uncertain but eventually he talked me into it.

Ontarian tandem canoe team of Gaetan Plourde and Jeff Brainard, who are both past solo champs, placed second overall at 45:33:46.

B.C.’s Gus Oliveira and Chris Spoor placed third overall – second for men’s tandem kayak – at 46:40:51.

A Canadian-U.S. voyageur team with paddlers from B.C., Michigan, California, and Colorado, took fourth overall at 49:29:17.

North Vancouver’s Martin Rother raced to fifth overall and was the top soloist at 49:29:30.

A dozen countries were represented in this year’s race, as well as nine Canadian provinces and territories. A total of 44 boats reached the finish line from the 57 that started. The race was held with the help of about 100 volunteers.

“The enthusiasm of the volunteers on the river is outstanding,” said Quest president Harry Kern. “We have interesting people out there from all over helping our race … and a lot of them are repeat offenders and keep coming back year after year.

“One of the things about this race, a lot like the Yukon Quest (dog sled race), it doesn’t really stop. So for the volunteers, it becomes a 24-hour or more of no sleep environment, just like with the paddlers. The guys at Five Fingers Rapids, making sure no one spills, it’s a 24-hour shift.”

Goblins, butt cream and naked laps at 24-hour bike fest Tom Patrick News Reporter

T

here are, indeed, strange things done in the midnight sun. You nailed it, Mr. Service.

Funny costumes, bazaar team names and a bit of twilight nudity marked another wild 24 Hours of Light Mountain Bike Festival over the weekend.

About 170 participants took part in the often-wacky 14th annual event hosted by Yukonâ&#x20AC;&#x2122;s Contagious Mountain Bike Club from noon Saturday to noon Sunday at the Biathlon Yukon range on Grey Mountain Road. â&#x20AC;&#x153;I tried to eat light, had mostly shakes,â&#x20AC;? said Whitehorseâ&#x20AC;&#x2122;s Nicholas Filteau. â&#x20AC;&#x153;I talked to one of the guys who won it a couple years ago and he gave me a couple of tricks like bringing some cream for your butt and things like that.

Because after a couple hours, it starts to hurt.â&#x20AC;?

Filteau rode quite a bit more than a couple hours. The 27-yearold completed 16 laps of the 11.8-kilometre course to take first place in the solo menâ&#x20AC;&#x2122;s category.

Thatâ&#x20AC;&#x2122;s about 188.8 kilometres over the 24 hours.

Whitehorseâ&#x20AC;&#x2122;s Victor Munoz placed second with also 16 laps â&#x20AC;&#x201C; but behind Filteau â&#x20AC;&#x201C; and Whitehorseâ&#x20AC;&#x2122;s Karl Blattmann came third with 14 laps. â&#x20AC;&#x153;It was a great race â&#x20AC;&#x201C; a bit harder than I expected,â&#x20AC;? said Filteau. â&#x20AC;&#x153;Until midnight was the hardest part, then the night laps are pretty good for me. Itâ&#x20AC;&#x2122;s kind of relaxed and thereâ&#x20AC;&#x2122;s not too many people on the course. When the sun comes out you get a second wind and I had way more energy to finish strong.â&#x20AC;?

Whitehorseâ&#x20AC;&#x2122;s Meagan Wilson made it two in a row over the weekend. To be sure, American TV gives people a taste of English. More than a few bilingual Quebecers said that’s how they got their start with the language.

At a Catholic hermitage near Lac Saint-Jean, the Franciscan Capuchin friar Sylvain Richer told me he grew up saying “Beam me up, Scotty.” At a tourism office in Saint-Pascal in eastern Quebec, a man named Christian said the first English words he learned

were “Come on down!” thanks to Bob Barker on “The Price is Right.”

Quebec has strict laws supporting the primacy of French and the effect of them is immediately apparent to Americans driving across the border. They are suddenly seeing signs in French only.

Canada’s ubiquitous Tim Hortons coffee shops go by the same name but KFC is PFK, for Poulet Frit Kentucky. Highway signs and road hazard warnings are French-only, too, which can make navigating Montreal an adventure.

Any English-speaking traveller’s little French inventory should include words for compass points (nord, est, sud and ouest) and for

other boilerplate such as “exit” – sortie – or they’ll soon get lost.

GPS is a big assist. (On my iPhone, Yahoo maps and directions usually worked in remote areas when Google maps didn’t.)

As for translation apps, Google’s free one and the free version of Frommer’s seemed roughly equal in instant translation. Neither offers Quebec French, but the French of France is close enough.

With an app – and when you have a digital signal – words spoken into the phone will be quickly translated and spoken back, or typed, translated and displayed on the screen.

Neither is going to help you much when you commit a home invasion and can’t perform fancy linguistic footwork to save your skin. But in addition to instant translation when you’re online, Frommer’s stores a limited selection of basic words and phrases for offline use and Google makes it easy to add your own in advance so you can pull them up in a jiffy.

Even without a signal, Frommer’s will tell you how to say “sorry.” But when it comes to something like “I thought this was the tourist office,” or, “You’re Canadian so I’m thinking you don’t have a gun on you, correct?” you’re on your own. I was, anyway.

Applications are now being accepted by the Holland America Line Community Advisory Board (CAB) for grants to local service and non-profit groups in the Yukon. The CAB consists of local civic and business leaders who advise Holland America Line on local corporate contributions and community involvement projects.

The Yukon CAB distributes corporate grants twice annually and prefers to provide support for projects that will benefit the community as a whole. Funding for special projects or occasions is favored over general operating expenses. Grant requests between $200 and $2,000 have the best chance of being funded.

The Yukon CAB will review grant applications by September 30th.

Yukon Orienteering Association, Control Observer Task description: On Friday July 3rd Yukon Orienteering Association is hosting the Western Canadian Sprint championship on a map in the Takhini neighborhood. Our base will be at Takhini Elementary School.

We place makers and electronic timing units in the neighborhood on “features” such as a fence corner, a boulder, a trail junction. These markers and timing units are expensive and to make the race fair they must remain in place until everyone has competed.
