2015 PROPERTY TAX NOTICES Property Tax Notices for the City of Cranbrook have now been mailed to all property owners on record.

If you have not already received your notice, please contact City Hall at (250)426-4211 so that a copy may be forwarded to you.

Taxes are due on July 2, 2015, after which time a 10% penalty will be added to any unpaid current taxes. Home Owner Grants may be claimed even if current taxes are not paid in full. Penalties apply to Home Owner Grants not claimed

If you are participating in the pre-authorized payment program, please note that the prepayment amount on your tax notice includes the May 15th and June 15th payments. As your prepayment amounts were based on an estimate there may still be a balance owing. Opinion: What really stopped Jumbo?

by Brian Coombs Hiroo Onoda was a WW2 Japanese soldier who was either the most committed person ever to a cause, or he was the most stubborn man on the planet.

You see, 29 years after the war had ended, he remained hidden in the Philippine jungle, refusing to believe that Japan had lost and was still carrying on his duty of spying on American soldiers.

Recently, the Jumbo Glacier Resort failed to meet the test of having been substantially started and is currently halted.

Currently is the operative word here.

The proponent, Glacier Resorts Ltd., has shown Onoda-like perseverance in the project.

Started back in the 1990s, Oberto Oberti, the prime mover behind Jumbo Glacier Resorts Ltd., (JGR) made his first pitch to the Province and by 2004, the B.C. Environmental Assessment Office issued an environmental certificate with almost 200 conditions that had to be met before construction.

However, no construction work was attempted by the company until 2008, when it tried to build a road into the property. The plan was to build a chairlift. A blockade stopped that initiative, but next year the company was able to get a one-time five-year extension to the start date.

After the RDEK kicked the problem up to the Province, the

project was declared a Mountain Resort Municipality—a designation that sidesteps local zoning and control.

In 2012, the proponent’s Master Development Agreement was signed off by the Province, clearing another hurdle. Still no construction work had been done.

Come April of 2014, the B.C. Government exempted new ski resorts from the environmental assessment process, along with sweet natural gas processing plants. That the government would lump these two types of businesses together in one piece of legislation is strange, but this was a definite win for JGR. But still, by October of that year, a road, two bridges (one temporary) and a concrete slab were the only signs of construction on the property for the past 10 years. Oh, and what they built was in a known avalanche area. Hmpf.

The project was halted.

But there is a lingering question about the lack of construction work. The project was touted as being worth at least $900 million in capital investment, and was supposed to bring hundreds of jobs to the region and untold numbers of tourists.

It sounded like this resort was going to save the region and bathe its proponents in gold.

So why, after more than 20 years of holding on to its tenure and 10 years of being able to start construc-

tion, was nothing substantial started?

It wasn’t because the Ktunaxa Nation, who call the area Qat’muk, home of the grizzly bear spirit, because their judicial review was dismissed by the B.C. Supreme Court.

It wasn’t because public sentiment in the area was against the project either, or because the B.C. Government wasn’t on side. The Province has bent over backwards to make this project work—public sentiment notwithstanding.

Could it be, as Invermere Mayor Gerry Taft suggested in a recent CBC interview, that the company may not have any substantial investors?

By dragging its feet for so many years, JGR has avoided this question. Surely, the company should have been chomping at the bit to get started.

Maybe, just maybe, the whole Jumbo Glacier Resort idea was wrong from the start and investors already knew that.

But JGR isn’t a company to just walk away from something they’ve started (or in this case, not substantially started) if it thinks it can gain from playing the waiting game.

So 20 or so years from now, with the Jumbo Glacier receded to a shadow of its former self from climate change, don’t be too surprised if you read the following headline: “Jumbo Glacier Resort Ltd. proponent found in Jumbo wilderness after 29 years hiding in area—insists investment is imminent.”

Log raffle brings nearly $2,500 for ICU A logging truck full of dry larch was the top prize in a raffle to raise funds for the new ICU currently under construction at the East Kootenay Regional Hospital. The logging truck full of larch was generously donated by Silverado Construction and KD Electric.

Hosted at KD Electric’s WHEELS OF STEELE 2 event on June 20th during Sam Steele Days weekend, the raffle was a great success and raised $2,410 for the new ICU. Event goers were treated to a showcase of talent and the opportunity to purchase a raffle ticket with a chance of walking away with a logging truck full of larch. The lucky winner was Darryl Spooner of Cranbrook.

Local students battle invasive weeds Last week, 50 Grade 8 students from Parkland Middle School pushed up their sleeves and pulled weeds for three hours at Elizabeth Lake, filling nearly 40 heavy-duty garbage bags.

The weed pull was a special Student Action Project, organized as part of Columbia Basin Trust’s Know Your Watershed program.

Whiplash

Whiplash injuries are caused by the rapid acceleration and deceleration of the neck. Being hit from behind in a vehicle is the most common cause although whiplash injury can occur on a roller coaster, being hit in sports, bungee jumping and just about any activity that causes a violent snapping movement of the neck. Before the automobile became commonplace whiplash injuries were called “railroad spine” and happened mostly in train collisions.

For many, whiplash is a short term injury that improves over a period of days or weeks following injury. For others, it becomes chronic and can last for years having a profound effect on quality of life. I know several people who were in car accidents 20 or more years ago and still suffer from headaches if they move the wrong way or lift something heavy.

While the exact injury that causes whiplash is not understood it stands to reason that it is a multifactorial injury involving many ligaments, muscles, joints and nerves. For those who have chronic, long lasting pain from a

whiplash injury, part of the problem is due to damaged nerves that are unable to heal. Nerves do not like to be stretched or compressed and a whiplash injury does both.

Unlike muscles and ligaments, nerves are extremely sensitive and pass through many tight tunnels, holes and passageways. These nerve pathways are common sites of nerve injury, especially in a whiplash where the violence of movement easily scratches/stretches/ compresses nerves. The dorsal rami (nerves of the back of the neck) and the nerves of the cervical plexus (nerves of the side and front of the neck) are areas that need particular attention. Once injured, these nerves can remain swollen and inflamed for years, contributing to the chronic symptoms of whiplash. These injured nerves respond very well to a treatment called neural prolotherapy, which bathes the nerve in a solution that allows the nerve to begin healing, breaking the cycle of pain and disfunction. If you have whiplash symptoms that are not going away, consider neural prolotherapy as a treatment option.

as assisting families and individuals who are unable to spay or neuter their pet due to financial constraints.

“One female cat and her offspring can produce more than 200 kittens within one year,” notes Baker. “The grant allows us to move forward and make a big difference in the region.”

Last year, 754 animals entered the care of the BC SPCA in Cranbrook.

Of those, 523 were cats or kittens, and 256 of those kittens were from unwanted litters.

“It takes the whole community to tackle such a large issue, and we couldn’t do it alone,” Baker says, adding that in addition to PetSmart™ Charities of Canada, the BC SPCA is grateful to Steeples Veterinary Clinic, Tanglefoot Vet, Kootenay Vet Clinic, Cranbrook Veterinary Hospital, B-104 Total Country radio station and the City of Cranbrook.

Brisco Wood Preservers Ltd., a major Canadian Pole Producer of CCA treated wood poles to Western utilities and communications companies, is seeking to hire a Pole Truck Operator.

Our main treating facility is located just north of Radium Hot Springs in the beautiful Columbia Valley in British Columbia. Brisco Wood Preservers’ second treating facility is located in Peers, Alberta. In addition to our pole manufacturing and treating, Brisco also produces large engineered beams from LVL (Laminated Veneer Lumber) in our laminating plant Brisco Manufacturing Ltd. Brisco sells treated posts, rails, plywood and lumber and we also custom treat a variety of wood products.

General Summary: Reporting to the Sales & Marketing Manager, the Pole Truck Operator is responsible for the safe operation of the truck, hauling throughout BC and Alberta as well as occasional hauls to Saskatchewan and the US. This position can be based out of the Brisco, BC or Peers, AB plant sites, although overnight trips are required on a regular basis.

Key Responsibilities: • Pick up of scrap poles from customers and deliver to Peers AB. • Hauling treated & untreated Poles from our Brisco or Peers plants to various locations in BC, AB, SK and the US. to customer’s yards and drop sites. Mostly highway and some off highway hauling. • Performing proper safety checks and safe vehicle operation. • Use of Crane to load and unload truck. • Minor truck maintenance, servicing, cleaning and troubleshooting. • Maintain truck logs according to Federal, provincial and company regulations.

Qualifications: • Valid class 1 drivers license. • Clean driver’s abstract. • Minimum 2 years experience operating Log Truck. • Ability to read maps and a working knowledge of local road systems. • Background in the Forest Industry a definite asset. • Self reliant, organized, motivated and quality oriented.

Knowledge, Skills and Abilities: • Excellent communication, interpersonal and organizational skills; • Considerable knowledge and experience with modern fire suppression and rescue techniques; • Extensive knowledge and practical experience in fire prevention and education delivery; • Substantial knowledge of instructional principles, methods and techniques involved with training; • Extensive knowledge of fire legislation and industry best practices; • Strong human resource skills; and • Effective presentation skills.

Education and Experience: The successful candidate will have at least five years experience in fire department operations and administration, and a minimum of two years as an Officer supplemented with the following certifications: NFPA 1001 Firefighter Level 1 and 2; Fire Services Instructor 1; First Responder; Fire Officer 1; Critical Incident Stress Debriefing; Incident Safety Officer; Hazmat Operation; Fire Investigation; Incident Command System 100, 200 and 300; and BC Emergency Response Management System; and Class 3 Driver’s Licence with Air Brake endorsement.

The starting salary for this position is $5,021 per month, along with compensation for extra hours worked and a comprehensive benefit package.
